DPWI on track to develop small harbours

Public Works and Infrastructure Deputy Minister Sihle Zikalala will on Friday have a stakeholder consultation in Port St Johns in the Eastern Cape, as part of bringing to reality the development of a small harbour in the area.

Zikalala will be joined by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi, Port St Johns local Municipality Mayor, Cebisa Mazuza and the Eastern Cape Chair of the House of Traditional leaders, Mpumalanga Gwadiso.

“Port St Johns in the Eastern Cape, Port Shepstone in KwaZulu-Natal and Port Nolloth in the Northern Cape have been identified for small harbour development, which will create jobs and boost the economy,” the department said on Wednesday. 

Last month, Public Works and Infrastructure Minister Dean Macpherson and the Mayor of Saldanha Bay, André Truter, committed to working together to redevelop the St Helena Bay and Saldanha Bay small harbours.

The two small harbours in the Western Cape, which are owned and managed by the Department of Public Works and Infrastructure, have over the years fallen into a state of disrepair, often attracting criminal activity and deterring investment in the surrounding communities.

Eskom cracks down on attacks against field employees

Eskom says it is collaborating with the National Joint Operational and Intelligence Structure (NATJOINTS) Energy Safety and Security Priority Committee to crack down on violent crimes against its employees – particularly those based in the Eastern Cape.

The energy utility described a “rising wave” of attacks against its employees in that province and warned that rising violence is compromising its ability to service those areas.

“Despite an initial decline earlier in the financial year, these attacks have surged since October 2024, posing significant risks to both personnel and service delivery operations, particularly in the Eastern Cape

“Eskom is committed to enhancing security measures but will cease operations in areas where employee safety is compromised. Protecting critical infrastructure and ensuring the well-being of its employees is an urgent priority,” Eskom said.

The energy company revealed that at least 14 armed robberies and five car hijackings had been perpetrated against its employees since the beginning of the 2024/25 financial year.

“One of the most alarming incidents occurred on 4 January 2025 along the N2 at Tsolo Junction, where an Eskom employee was shot and robbed of personal belongings during a car hijacking. Electrification sites and commuting employees remain particularly vulnerable, with most attacks concentrated in Mbodlana Village, uMthatha, Port St Johns, and Tsolo.

“Criminals are employing extreme violence, using firearms, hijacking company and personal vehicles, coercing employees into transferring cash, and even restraining them. These threats place Eskom personnel at severe risk of injury or loss of life while carrying out essential duties,” Eskom said.

The power utility said continued attacks “extend beyond individual safety concerns”.

“They contribute to the deterioration of public infrastructure, jeopardise energy security, disrupt electricity supply, result in financial losses, and create an unsafe work environment.

“Eskom strongly condemns these violent acts and continues to work diligently with NATJOINTS to curb the crisis. However, should the situation persist, Eskom may be forced to withdraw its technicians from high-risk areas.

“This would inevitably lead to prolonged power outages and service disruptions, negatively affecting communities and businesses. The safety of Eskom employees is non-negotiable,” Eskom said.

SAWS warns of disruptive rain, severe thunderstorms

The South African Weather Service (SAWS) has warned that the Eastern Cape and KwaZulu-Natal will experience disruptive rain while severe thunderstorms are likely to occur in the Free State, North West as well as the Northern Cape.

“A cut-off low pressure system, surface trough and ridging high will result in scattered to widespread showers and thundershowers resulting in flooding in places,” said SAWS.

A surface high pressure south of the land will feed in a deep layer of moisture over the Eastern Cape, resulting in heavy downpours along the southeast coast between Cape St Francis and Port St Johns where the highest amounts of rainfall are expected between Monday evening and Tuesday afternoon.  

The latest models are increasing rainfall along the south coast.

The impact of the disruptive rain includes flooding of settlements (formal/informal), roads, and bridges, damage to infrastructure as well as difficult and dangerous driving conditions due to slippery roads and reduced visibility.

Some areas could be cut-off due to flooded roads.

“Disruptive rainfall is expected associated with a cut-off low move over the Eastern Cape, while a surface high pressure south of the land feeds in a deep layer of moisture over the province. The Koukamma, Dr Beyers Naude, Blue Crane Route, Makana, Raymond Mhlaba LMs will be affected from Monday into Tuesday evening,” SAWS said.

This might result in flooding of roads and settlements, danger to life, disruption to essential services, communities temporarily cut-off and damage to roads and bridges.

meanwhile, KwaZulu-Natal is on Monday expected to experience widespread showers and rain is expected over the south-eastern parts of the province.

“Some good rainfall amounts north of 50mm have been observed with Mount Edgecombe standing out with 146mm. As rainfall is still falling in some parts in the south-east, this may lead to flooding of roads and settlements, damage to infrastructure and mud-based houses,” SAWS said.

The province has been warned of the likelihood of flooding of roads, bridges and settlements (formal and informal), danger to life (fast flowing streams/deep waters), major disruption of traffic flow due to major roads being flooded, disruption to essential services (Water, electricity, communication, etc) as well as damage to mud-based houses.

“Conditions are favorable for the development of severe thunderstorms resulting heavy downpours with possible rainfall amount in excess of 40mm expected over the Free State, central and western parts of the North West, and the north eastern parts of the Northern Cape on Monday. These conditions are accompanied by strong damaging winds, excessive lightning and hail,” SAWS said.

These conditions are expected to result in flooding of roads, settlements and low-lying areas. This may lead to the closure of some bridges and roads Injuries and danger to life.

Furthermore, the impacts could include damage or loss of infrastructure, settlements (formal and informal), property, vehicles, livelihood and livestock, falling of trees and possible injuries due to flying debris as well as disruption of municipal and other essential services (power supply).

There could also be major travel disruptions (including route obstructions) and accidents.

On Tuesday, Gauteng, Limpopo and Mpumalanga could experience severe thunderstorms.

“Thunderstorms are expected to develop over Gauteng, the Highveld of Mpumalanga and the western Bushveld of Limpopo tomorrow resulting in heavy downpours (widely 15-25mm with isolated areas receiving up to 30mm and strong to damaging winds.
These conditions may lead to minor impacts.

These include localised damage to informal houses or structures, disruption of services due to power surges and localized flooding of susceptible roads, low-lying areas and bridges.

“Given these potential impacts, it is essential to stay informed and monitor weather warnings from the South African Weather Service throughout this period to ensure preparedness and safety.

“The South African Weather Service will continue to monitor any further developments relating to this weather system and will issue subsequent updates as required,” SAWS said.

Eastern Cape voting stations operational for special votes

Eastern Cape Cooperative Governance and Traditional Affairs MEC, Zolile Williams, has confirmed that special votes are proceeding as planned in the province, including in Mthatha, Port St Johns, Nyandeni and other areas that were impacted by the taxi strike.

Major entry and exit points into Mthatha were blocked on Monday. According to reports, taxi drivers allegedly hijacked trucks and used them to block both sides of the N2 and R61 roads. 

Reports suggest that the taxi operators’ actions were because of a crackdown by authorities following an outbreak of violence last week.

“There are no reports of major challenges that can negatively impact the voting process. The potential hotspots are closely monitored to be promptly dealt with by our stakeholders in the Provincial Election Task Team (PETT). We expect that tomorrow will be plain sailing throughout our province,” said Williams.

Today was the second day of special votes ahead of Wednesday’s Election Day.

Williams appealed to protesting communities to stop preventing other people from exercising their right to vote.

“The intimidation of IEC [Electoral Commission of South Africa] staff is not allowed and must stop. No one must be prevented from voting through the closure of voting stations, digging of trenches on the roads, burning of yres and so on. We call on law enforcement agencies to arrest anyone who breaks the law,” he said.

Meanwhile, the IEC said those people who were unable to be visited on Monday for their special vote due to the taxi protest are being serviced today. 

According to Williams, those not found at home can still go to cast their votes on 29 May 2029.

Eastern Cape small-scale fishermen get a shot in the arm

Small-scale fishermen in the Eastern Cape got a shot in the arm when Rural Development and Agrarian Reform (DRDAR) MEC, Nonkqubela Pieters, handed over much-needed fishing gear and equipment to help improve their fishing.

The handover comes after the 2023/24 financial year, when the department injected a R1.7 million investment to kick-start support to small-scale fishing cooperatives along the province’s coastline as part of driving agricultural development programmes. 

The fishing equipment was handed over to the fishing cooperative members from Lusikisiki, Port St Johns and Xolobeni during an event held at Madakeni Village, on Wednesday.

The equipment was handed over to the fishing enterprises, including small-scale fishing permit holders, who received their fishing permits, as part of government’s deliberate effort to ensure that they have proper equipment and gear for fishing. This is part of ensuring that the communities benefit from the marine resources near them.

The equipment includes fishing rods, wet suits, fishing nets, blades, sucking pumps, safety boots, head lamps, life jackets and masks with snorkels.

Pieters said the handing over the equipment forms part of the department’s ongoing investment in coastal communities aimed at helping coastal communities with fishing permits to improve their fishing and increase income from fishing. 

Pieters said while the province has 75 fishing cooperatives with fishing rights, most of them are unable to harvest the marine resources due to inadequate infrastructure, fishing gear and equipment.

She said the support will benefit five cooperatives, with 195 fishers in the OR Tambo, Amathole, and Alfred Nzo District Municipalities. 
 
“As the custodians of Rural Development and Agrarian Reform programmes in the province, the department prioritises supporting previously disadvantaged communities and individuals with appropriate fishing gear and equipment to improve their livelihoods,” Pieters said. 

Pieters reiterated that the department seeks to enable subsistence and black fishing cooperatives to derive optimum economic benefit out of their agricultural activities. - SAnews.gov.za

Eastern Cape mother arrested for allegedly murdering baby

Police have arrested a 27-year-old woman for allegedly murdering her 11-month-old baby girl in the Eastern Cape.

“It is alleged that on Friday, 5 January 2024, a man went into the bushes at the Nonyevu locality in Port St Johns to urinate when he found the baby in a refuse bag. He alerted the members of the community, and the mother was traced,” the South African Police Service (SAPS) said on Sunday.

According to police information, on 29 December 2023 the infant got sick and passed away at about 5am on 1 January 2024.

It is believed that the mother wrapped the child with a towel, put her in a plastic bag and threw her in the bushes at Nonyevu locality where she was living at the time.

“The mother was assaulted by the community and is hospitalised. She faces a charge for murder and will appear in the Port St Johns Magistrate Court. A post mortem will be conducted to determine the cause of death,” SAPS said. – SAnews.gov.za

Zikalala announces construction of over 100 Welisizwe bridges

The sight of schoolchildren crossing swelling and dangerous rivers in the country’s rural areas is expected to be a thing of the past, thanks to the R3.3 billion budget allocated to build 134 Welisizwe bridges in six provinces.

Public Works and Infrastructure Minister Sihle Zikalala made the announcement during the launch of Welisizwe bridges construction project on Friday.

The Welisizwe bridges project is a government initiative aimed at addressing the backlog of bridges infrastructure in rural and disadvantaged communities. 

The bridges will improve communities’ access to health facilities, schools and economic amenities.

The project involves the Public Works and Infrastructure Department, the South African National Defence Force (SANDF) and provincial Transport Departments.

Zikalala said R1.1 billion will be spent per year in the Eastern Cape - which is the pilot for Welisizwe Bridges Programme, KwaZulu-Natal, Free State, Mpumalanga, Limpopo and the North West.

The programme targets rural provinces where there is a backlog in the construction of bridges and a threat of life during rainy seasons.

“Welisizwe Bridges not only makes access possible to many communities, but also is labour intensive, creating a number of working opportunities through the Expanded Public Works Programme (EPWP).  

“A number of skills like welding, ground work and soil retention are transferred to the workers. Each bridge site has seven SANDF members who oversee all the projects, five artisans and 40 EPWP workers,” Zikalala said.

The launch was held at two construction sites in Port St Johns, Eastern Cape.  

Accompanied by the Eastern Cape Transport MEC Xolile Nqatha and Port St Johns Local Municipality Mayor, Nomvuzo Mlombile-Cingo, Zikalala visited the sites of the Sunrise and Ntlenga bridges, which are 50% complete.

“The Department of Defence (SA Army) has committed to providing assistance with regards to construction vehicles, construction machine operators, artisans and the expansion of the Military Temporary Bases where necessary.

“Since the programme is expected to deliver 48 legacy bridges plus 96 bridges initially announced by the President for the 2023/24 financial year, phased construction will take place simultaneously at all bridge sites with augmented resources to a total of 100 bridges in all six provinces,” Zikalala explained.

The Welisizwe Rural Bridges Programme was initiated to respond to emergency situations in relation to river-crossings. In 2020, Cabinet supported the Welisizwe Implementation Model. The programme was gazetted in July 2020 as Strategic Integrated Project (SIP) No 25 as part of the Infrastructure Development Stimulus Package to boost the economy.

Planned ctheonstruction of bridges in the MTEF 2023/24 -2025/26 is as follows:

  • 48 bridges in each of the six provinces, totalling 288 bridges by end of 2025/2026 financial year.
  • Job opportunities in each province in one financial year will be: 64 artisans, 960 EPWP participants, 21 graduates, totalling 1045. A total of 6270 job opportunities will be created per financial year.
  • 17280 job opportunities will be created in the MTEF
  • 510 training opportunities will be created in the MTEF
