Acting Police Minister’s and National Commissioner’s Failure to Attend Meeting Undermines Accountability

he Portfolio Committee on Police resolved to adjourn its scheduled meeting with the South African Police Service (SAPS) and the Civilian Secretariat for Police, which was set to assess the 2024/25 annual report. This decision follows the absence from the meeting of both the acting Minister of Police and the National Commissioner.

The committee underscored that accountability and transparency are non-negotiable principles in a constitutional democracy, particularly given the serious challenges currently facing the SAPS and the persistently high crime rates affecting communities across the country.

“Accountability and openness are sacrosanct in a democratic institution. Without the executive authority and the accounting officer, it was impossible to interrogate the performance, both financial and against planned targets,” said Mr Ian Cameron, Chairperson of the committee.

The committee expressed its appreciation to the Office of the Auditor-General, which was present and prepared to engage in an in-depth discussion on SAPS’s performance. However, the committee maintained that proceeding without SAPS’s senior leadership would undermine its constitutional mandate of oversight.

Additionally, the committee voiced concern over procedural irregularities regarding apologies from the executive. The acting Minister’s apology failed to follow the standard protocol for official correspondence with the committee. More concerning was the absence of any apology or communication from the Director-General of the Civilian Secretariat for Police.

“What is even worse is that the Director-General of the Civilian Secretariat of Police did not even bother to submit an apology to the committee,” Mr Cameron emphasised.

The committee reiterated the importance of the Budget Review and Recommendations Report process as a vital oversight tool used to assess the efficient use of public funds and the achievement of departmental objectives.

It is on this basis that the committee resolved to adjourn the meeting, sending a clear and strong message: oversight cannot be ignored or undermined.

Africa Fact: Mali in the 14th century was highly urbanised. Sergio Domian, an Italian art and architecture scholar, wrote the following about this period: “Thus was laid the foundation of an urban civilisation. At the height of its power, Mali had at least 400 cities, and the interior of the Niger Delta was very densely populated”.

A British man on safari walks into a bar far out in the reaches of a game reserve in Southern Africa, he stays at the bar for a while shooting the shit with the bartender and drinking like a fish, he offer to buy the barkeep a round and since no one else is within 2km of their small oasis of liquor the barkeep obliges. The englishman goes off to the bathroom to have a good old go at the porcelain, he\’s back and ready for a few more whiskeys. He\’s just sat down when suddenly in the distance he hears a scream. He looks over his shoulder and dismisses it as nothing, he turns to the barkeep and orders a drink, takes a sip and hears the scream again. He looks at the barkeep who just shrugs it off. A minute or two later he and the barman hear it again and go outside to take a look. They see a lone figure running towards them screaming, he spots them and lets out a cry, RUN!!!!! HE\”S COMING!!!!!

The barkeep and the Englishman both look at the terrified bedraggled sight before them, and try to calm him down, but he\’s completely inconsolable. They give him water and finally manage to get a word out of him but he struggles free from their grasp and run away screaming.

A few minutes later the same thing happens with a whole group of men running in and screaming, he\’s coming, he\’s coming the barkeep grabs hold of one of the men as he tries to sprint past the bar and tries to get information out of him, again no response other than terrified gibberish.

The barkeep and his customer are starting to get worried, they start to pack up before another group of horrified natives run up to the bar most of them flee but one tries to hide behind the bar, the barkeep pulls out a shotgun and points it at the terrified man\’s face, finally managing to coax some words out of him. \”He\’s coming for us, Vernon Koekemoer is coming for us, we have to hide!!! We have to get out of here.\” He gets up and tries to run but the barkeep grabs him, feeling trapped in a panic he grabs the barkeeps shotgun and blows his own head off. The Englishman and the barkeep look at each other starting to really panic now.

They look out of the window and off in the distance they see a tornado coming towards the bar, at the bottom of the tornado they see the hugest beast of a man they have ever seen, as he gets closer they spot that he is riding a rhinocerous and using a crocodile as a riding whip, with each smack of the crocodile across the back of the rhino the louder is screams and the faster it runs, the tornado following it getting ever larger.

The 2 look at each other and start to fortify their position, they\’ve got a gun and they\’re waaay to drunk to run, so they start piling bar stool and tables and anything they can get their hands on to make sure they\’ll be safe when he arrives. They\’re not gonna make it, they can see the man slowing down his rhino, by now the crocodile is nothing but reptile paste on the bruised rump of the half dead rhino, the rhino drops down dead from exhaustion and crashes to the ground right outside the bar the tornado loses it\’s last breath in a cloud of dust as the huge man crashes his way through the make shift barricade and charges up towards the bar where the 2 men have taken shelter, he grabs a bottle of the hardest liquor on the shelf and down the entire litre in 1 gulp, he peers over the bar sobbing and sees the 2 defenders cowering down behind the crates of beer, they look up at the mans\’ face and he stares at them with a look of complete and utter hopelessness, he stares at them for a half second and half screams, half sobs, \”Oh my god what are you still doing here!!! WE HAVE TO GET OUT OF HERE NOW!!!! Vernon Koekemoer is coming!!!!\”

  2. Gingersnap Woman

Van is getting married, but he and his fiancee have never done the deed – in fact he\’s never been with any woman before. He\’s getting more and more nervous as the big day approaches, so he confides in his friend. His friend says \’No worries man. I\’ll come by the honeymoon suite before you guys get there, and I\’ll hide behind the curtain, and I\’ll whisper instructions to you.\’

    \’You\’d do that for me?\’

    \’Sure thing man!\’

So the wedding day arrives, it was a lovely service (so I was told, I wasn\’t there myself) and Van\’s friend sneaks into the honeymoon suite as promised and hides behind the curtain.

Van and his new wife arrive in the room, get settled on the bed, and things are getting steamy.

But Van is still super nervous and his tummy is bubbling, so he murmers to his wife, \’Listen babe, I\’m just gonna go to the bathroom quick. I think it\’s that wors roll from earlier.\’

    \’Sure thing babe.\’

So Van goes into the bathroom, and he\’s taking quite a long time. And his wife is starting to feel the nerves herself. And it\’s getting worse. She can\’t hold it in. But she doesn\’t want to go after he\’s gone and totally ruin the mood. So she looks around and finally finds a shoebox. Quickly, she does her business in the shoebox, and she shoves it under the bed just as Van comes back from the loo.

Van gets back on the bed and they go at it again. But after a minute or so Van smells something not so lekker.

    \’What\’s that smell?\’

\’Nothing babe,\’ he wife tries to assure him.

\’No man there\’s definitely something not so lekker in this room!\’VSo Van starts looking around the room, in the corners, in the cupboard, and finally he looks under the bed, and sees the shoebox.

He pull it out, and opens it up, and in horror he shouts \’Sies! Daar\’s kak in hierdie doos!\’

And from behind the curtain his friend yells, \’NEE MAN, DRAAI HAAR OM!\”
