Capricorn District’s Self-Serving Budget Disgrace

In stark contrast, a meagre R331 million has been left over for capital infrastructure, an allocation that is completely inadequate to resolve the persistent water shortages, collapsing sewage systems, and unmaintained roads plaguing the district, when less than a quarter of public funds is being spent on building and fixing infrastructure.

The Executive Mayor’s romanticised reflection on a five-year journey of “service and sacrifice” is entirely disconnected from the harsh, everyday reality faced by Capricorn’s residents. The mayor’s promise to use the remaining five months of the council term to “accelerate the completion of ongoing programmes” is a clear admission of failure and, at best, indicates a belated response to declining service delivery.

For nearly five years, this administration has presided over sluggish project delivery and questionable spending choices, leaving the heavy lifting of regional development underfunded and unprioritised in its final hour.

ActionSA stands firm in calling for an immediate forensic audit of the municipal operating expenditure to eliminate administrative fluff, vanity projects, and excessive allowances, and to redirect those millions into basic service delivery.

With the council term ending, ActionSA will monitor this administration closely to ensure the remaining funds are not mismanaged for pre-election posturing.

The residents of Capricorn District deserve an ethical, citizen-first government that invests public money on the ground for the people, not in the comforts of municipal officials.
