The Deputy Minister of International Relations and Cooperation, Mr Alvin Botes, has concluded his successful Working Visit to the Republic of Chile and the Oriental Republic of Uruguay, which took place from 22 – 26 July 2023.
The purpose of the visits was to strengthen political, economic and social relations as well as multilateral cooperation.
In Santiago, Chile, the Deputy Minister commenced his visit by co-chairing the Eighth Joint Consultative Mechanism (JCM) between South Africa and Chile. The meeting discussed areas of mutual interest which include Education; Mining; Science and Innovation; Social Development; Sport, Arts and Culture; Trade and Investment and Parliamentary Relations.
The Deputy Minister also met with the Chile–South Africa Chamber of Industry, Commerce and Tourism, which included CEOs of South African and Chilean companies, to discuss cooperation in trade and investment and exchanged notes on multilateral issues of mutual concern.
The Deputy Minister concluded his visit to Chile by launching the Exhibition on the 10th Year Remembrance of Nelson Mandela at the Museum of Memory and Human Rights in Santiago.
In Montevideo, Uruguay, the Deputy Minister co-chaired the Second Meeting of the South Africa and Uruguay Bilateral Consultations Mechanism (BMC) on Wednesday, 26 July 2023.
The two countries review progress since the first meeting of 2022 and discussed areas of bilateral cooperation in Agribusiness; Sport; Arts and Culture; Education; Energy; Mining; Social Development; Science and Technology; and Trade and Investment and exchanged notes on multilateral issues of mutual concern.

NARYSEC application deadline extended
The Department of Agriculture, Land Reform and Rural Development (DALRRD) has encouraged young people in rural areas, who want to participate in the National Rural Youth Service Corps (NARYSEC) programme, to submit their applications before the closing date of 8 August 2023.
NARYSEC, which was established in September 2010, is one of the department’s contributions towards alleviating the high levels of unemployment among young people in rural areas.
NARYSEC is linked to the National Development Plan (Vision 2030) and Comprehensive Rural Development Programme (CRDP).
The primary objectives of the programme are:
• Recruiting unemployed rural youth as part of the District Development Model (DDM) and other approved government programmes and initiatives, working with provinces, the private sector, municipalities and local traditional councils.
• Building the capacity of rural youth through various skills development interventions.
• Facilitating the transition of the recruited youth to participate in economic activities.
• Providing post-programme support to youth who have exited the programme and linking them to economic opportunities.
NARYSEC is recruiting for the 2023/2024 fiscal year. The two intakes will be in September 2023 to December 2023.
The nature and duration of the skills development opportunities will be determined by the skills requirements of the identified exit opportunities (jobs or enterprise development) that the youth have been recruited for in a specific province and district municipality.
“Skills development opportunities will be provided by public Technical Vocational Education and Training (TVET) and agricultural colleges. Recruitment is linked to the priority skills and occupations deemed as critical to the Republic of South Africa, with a specific focus on the Agriculture and Agro-Processing Master Plan (AAMP), and priority areas in the Built Environment.
“Skills development interventions will relate to agricultural production, processing and equipment maintenance, solar installation and maintenance, automotive motor mechanics, construction, welding, pharmacy assistance, phlebotomy, security services, tourism and hospitality and environmental practices, etc.
"Business development and work readiness interventions will be provided in accordance with confirmed economic opportunities,” the DALRRD explained.
Selection criteria
The programme targets unemployed rural youth aged 18 to 35 years old of all demographics.
Youth must be South African citizena residing in a rural area.
The minimum required qualification is Grade 9.
Youth with disabilities and females are encouraged to apply.

Gauteng couple found guilty of smuggling reptiles
Minister of Forestry, Fisheries and the Environment, Barbara Creecy, has welcomed the conviction of a Gauteng couple, Gerald and Elisha van der Westhuizen, for their role in the smuggling of reptiles from South Africa.
“The conviction and sentencing demonstrate the important work being undertaken in implementing the National Integrated Strategy to Combat Wildlife Trafficking with a focus on disrupting transnational organised crime, and targeting the value chain and financial crimes linked to the illegal wildlife trade,” the Minister said on Thursday.
The Gauteng couple was linked to two German nationals, who were earlier convicted of smuggling lizards and other reptiles from South Africa, through an analysis by the Environmental Enforcement Fusion Centre.
An analysis of WhatsApp messages found that Gerald van der Westhuizen had on three occasions illegally sent Sungazer lizards to Germany and Mexico.
The couple was sentenced in the Kempton Park Regional Court on Monday. Gerald was sentenced to a fine of R1 million, half of which was suspended for five years, on condition that he is not convicted of a similar offence; while Elisha was sentenced to five years direct imprisonment.
The sentence has been wholly suspended for five years on condition that she is not convicted of Contravening the Prevention of Organised Crime Act (POCA). – SAnews.gov.za

In January 2025, the global anti-money laundering watchdog, the Financial Action Task Force (FATF), will review its decision to greylist South Africa and interrogate the public and private sector measures to address its concerns. The country will need to demonstrate a practical, scalable plan to combat money laundering, fraud and other financial crimes. Failing to achieve this will have serious economic knock-on effects, such as a significant decrease in international capital inflows and downgrading by credit rating agencies, all of which will negatively impact the Rand. An extended greylisting is also a serious threat to state-owned enterprises that rely on offshore debt capital markets for funding.
This doesn't need to be South Africa's reality. Mauritius successfully met FATF's criteria and was removed from the grey list in two years. However, this required focused attention and collaboration from the public and private sectors. Now, South African financial institutions are under the spotlight and the country has just 18 months to demonstrate an effective anti-money laundering (AML) strategy. It is sufficient time to make enough strides to reverse the greylisting, as the technology exists to combat money-laundering and financial crime at scale.
Money laundering – banking's Achilles heel
South Africa's greylisting spans a wide range of shortcomings, some of which fall within the remit of the public sector. The private sector, however, can make a concerted effort to combat money laundering and financial crime. While some criminal activity occurs using cash or cryptocurrencies, banks remain vulnerable to money laundering, particularly in cross-border transactions. Currently, only 1% of laundered funds are ever recovered despite the government estimating R35bn-R143bn is laundered through local financial institutions each year (https://apo-opa.info/3KgdggP).
The root of online financial crime
To successfully combat money laundering and financial crime, banks need to get to the root cause of how these crimes can go undetected. And this root cause is identity.
Murray Collyer, Chief Operating Officer of iiDENTIFii (www.iiDENTIFii.com), says, “If banks want to effectively and reliably counter financial crime, they need to validate one critical piece of information: a person's identity. Banks need the security that a person performing a transaction on the other side of the screen is who they say they are.”
As our lives grow increasingly digital, the ability to counter cybercrime is an urgent consideration. The global police agency Interpol's Global Crime Trend Report 2022 estimates that over 70% of respondents (all from law enforcement) expect crimes such as ransomware and phishing attacks to increase significantly in the next three to five years. This renders the traditional verification technologies banks favour, such as one-time passwords (OTPs), outdated and a security risk.
Digital security threats to banks
Biometric security threats currently fall into two categories: presentation attacks and digital injection attacks. Presentation attacks refer to photos, videos, or even masks being held up to a screen to fool the technology into mapping the features of the identity being defrauded. On the other hand, digital injection attacks see imagery injected directly into the video stream, either through emulators, hacking tools, or virtual cameras. This directly injected imagery includes sophisticated ‘deepfakes' or ‘face swaps', where AI technology spoofs another person's likeness. iProov, iiDENTIFii's technology partner, reveals in a new 2023 study that there has been a 149% increase in digital injection attacks and a 295% increase in face swaps. With the emergence and growth of face swaps, low-skilled criminals now have the means to launch advanced attacks. Threat actors launched motion-based attacks simultaneously and at scale against hundreds of systems globally.
Collyer adds, “To the untrained eye or technology, face swap synthetic imagery has the characteristics of the genuine individual's facial traits. The imagery can match their government-issued identification photograph during a liveness verification attempt if the technology is not equipped with the latest defences.”
How financial institutions can prepare for 2025
Banks must tackle the challenge head-on to have the robust AML systems and processes required for South Africa's greylisting review. This needs a clear perspective on the current threats and how to mitigate the resulting risks to banks and customers.
Digital injection attack detection needs fundamentally different techniques from presentation attack detection (PAD). Many current biometric systems are not equipped to defend against this fast-growing threat and financial institutions must find a new way to prove identity to prevent money laundering and cyberattacks. The answer lies in the use of ‘liveness' in authentication.
“Simply put, ‘liveness' is the confirmation and verification that there is a human being conducting a transaction on the other side of the screen,” Collyer explains. “While cybercriminals can mine personal data and override certain systems through targeted attacks, it is more difficult to forge a sense of human liveness.”
Many local banks are addressing the challenge head-on. They are upgrading their systems in response to new digital risks. “iiDENTIFii has to date partnered with three leading South African banks to fortify their digital identification and onboarding processes. This is part of a wider banking strategy to protect companies and consumers against AML and fraud,” adds Collyer. “Over the next 18 months, we believe the full impact of this solution will be visible and hopefully play a part in shifting the needle on the greylisting decision.
“Our 4D Liveness is resilient to deepfake and replay attacks. It comprises different colour lights that reflect in a certain sequence off the user's face, which helps determine true biometric liveness. This has been the solution of choice for South Africa's leading banks.”
It is possible to reverse South Africa's greylisting in 18 months. Financial institutions need to refine their focus on digital identity, the central factor in performing safe, verifiable, and authenticated transactions.
Collyer concludes, “We call on financial institutions and the government to embed infallible, enterprise-level and sophisticated biometric authentication into the country's financial services infrastructure. This should not just be a response to our greylisting, but a strategic imperative in an increasingly digitised economic climate where cybersecurity risks abound. If we can demonstrate an ability to combat threats at a global level, this could instill faith in reluctant overseas investors and local customers alike.”

Public viewing areas available for Netball World Cup
The City of Cape Town’s Recreation and Parks Department will bring the Netball World Cup action to communities with four public viewing areas (PVAs).
Admission to all PVAs is free. Each viewing area will be equipped with seating, surround sound and live uninterrupted streaming of the games so there is no need to worry about load shedding.
Refreshments and snacks will be available for purchase at affordable rates and local entertainment will take place at each location.
As per the official match schedule for the Netball World Cup (NWC) 2023, each PVA will be accessible from 28 July to 6 August from 9am until the end of the last match for the day.
PVAs are equipped with ample parking and ablutions, and can accommodate a maximum capacity of 500 people at a time.

Minister of Health, Dr Joe Phaahla calls for continued vigilance as the country records another imported laboratory-confirmed case of cholera from a 24 year- old South African man with travel history from Karachi in Pakistan.
The patient arrived in the country on the 16th of July from Pakistan which is known to be cholera endemic, where he experienced abdominal cramps, vomiting and diarrhoea symptoms after a meal on the 14th of July 2023. He reported that he had diarrhoea, but did not immediately seek medical attention while in Pakistan, and he only rehydrated himself using bottled water because he didn't suspect any foodborne illness.
On his arrival through King Shaka International Airport, he felt dehydrated and was taken to a Private Hospital in Durban to seek medical help and he was then admitted on the 18th of July while his specimen was sent to the National Institute for Communicable Diseases (NICD) for laboratory testing. The results came back positive with cholera toxin on Monday, 24 July 2023. He has been discharged and recovering well at home.
The outbreak response team has effected contact tracing and identified four family members and one friend he stayed with while in Pakistan. None of the contacts identified are presenting with cholera symptoms and are on continuous close monitoring. On the other hand, water samples were collected from the patient`s place of residence and taken for laboratory testing at the National Health Laboratory Service.
This case increases the total number of imported cholera cases recorded this year to three, following two cases detected from two people who travelled from Malawi. The country has recorded a total cumulative number of 199 laboratory-confirmed cases since February this year. The last positive case was recorded on the 19th of June in Hammanskraal under Tshwane District.
While the situation is under control from the recent cholera outbreak in some parts of the country, Minister Phaahla urges the public to stay alert and maintain high level of personal hygiene at all times to prevent possible transmission of waterborne and foodborne diseases.

Limpopo police warn against hitchhiking
The Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, has sent a strong warning to community members about hitchhiking.
This comes after an incident, where a 28-year-old man was robbed of cash and his cellphone in the bushes along R81 road, Xukukwami village at Giyani Policing area.
According to the police report, the incident took place on Tuesday when the victim was allegedly hitchhiking at the traffic lights of Siyandhani along R81 going to Malamulele, when a silver Datsun car with two occupants, including the driver, stopped.
The victim, together with another man was offered a lift, and on the way, the driver told the occupants that he needed to pass by the nearby bushes to buy firewood.
While at the bushes, the driver allegedly stopped the vehicle and everyone, including the other hitchhiker threatened the victim with a knife and firearms, demanding money.
“The three suspects, robbed him off a cell phone and money. They also tried to access funds from his bank account through an App but it was insufficient.
“They pushed him out of the vehicle and drove off at a high speed. The victim immediately notified the police and a manhunt to arrest the suspects was launched,” Lieutenant General Hadebe said.
Hadebe warned people against hitchhiking, and emphasised that it is safer and more reliable to use public transport.
“People can avoid becoming victims in the hands of these ruthlessness and heartless criminals by making use of public Transport. Your precious life is more valuable so, take it seriously," Hadebe said.
Hadebe said a case of robbery with a firearm has been opened and the investigation is underway.
He urged anyone with information that could lead to the arrest of the suspects to contact Detective Warrant Officer Hobyani at 071 1637 272 or crime stop number 08600 10111, or contact the nearest police station or MySAPSApp. – SAnews.gov.za

Government serious about addressing youth unemployment - Mashatile
Deputy President Paul Mashatile on Tuesday endorsed the five strategic areas recommended by the United Nations Development Programme (UNDP) to fight the scourge of youth unemployment.
The report, developed by UNDP and the Human Sciences Research Council (HSRC), highlights that youth unemployment is a defining development challenge that limits the earning potential of youth, stymies economic growth, threatens social cohesion, and puts pressure on public resources.
The South Africa National Human Development Report (SANHDR) 2022, highlighted the escalating youth unemployment, which stood at 61% for youth aged between 14 and 24 and 39.9% for those who are 25 to 34 years old, according to the latest data.
This is while the overall national unemployment rate is sitting at 32.7%.
However, figures mask significant disparities among provinces, with rates ranging from 22.5% in the Western Cape to as high as 42.4% in the Eastern Cape.
Speaking at the launch of the report named ‘Harnessing the Employability of South Africa’s Youth’, the Deputy President said it was obvious that government’s efforts to empower young people must be premised on a growing and inclusive economy.
He told the delegates the state approves the comprehensive strategies proposed in the report to tackle youth unemployment.
These include urgent prioritisation of public sector investment in education and skills development as well as scaling up initiatives that harness youth participation in the economy.
The document has also called for developing one-stop job services that consolidate existing tools and services, expanding youth entrepreneurship in technology-based and green industries, women’s economic empowerment and strengthening and expanding the National Youth Service to bridge the school-to-work gap.
“We agree with the UNDP when you say, ‘There is no doubt that the high unemployment rate is a ticking time bomb’,” he said.
“Accordingly, in addressing youth unemployment, the country will simultaneously address poverty and income inequality. Addressing and tackling youth joblessness is not only sound economics but also a development imperative.”
He assured the guests that the government was pursuing several youth empowerment programmes.
These, according to the country’s second-in-command, include the Youth Employment Service Programme, part of the Presidential Youth Employment Intervention, which has already provided over 100 000 jobs.
He also spoke about the Presidential Youth Employment Intervention (PYEI), the Public Service Graduate Internship and Learnership Programme and the National Rural Youth Service Corps Programme.
“Evidently, the challenge is not one of a lack of programmes. It is one about the effectiveness, acceleration and massification of our programmes.”
He acknowledged that government needs to address “leakages” throughout the public policy system.
“For example, the report we are launching found that those without a matric qualification make up a significant proportion of the youth unemployment rate at around 40%, in contrast with only 13% of graduates who are unemployed.”
Meanwhile, he said government still needs to understand factors that lead to dropouts throughout the schooling system.
“Implicit in this fact is a deficit of skills and exposure for the young person who does not possess a matric. This means that our interventions have to be more specific and targeted, considering the urban-rural divide, race, gender and the availability of opportunities.”
He believes that the quality of the tuition in Technical and Vocational Education and Training (TVET) colleges also needs to be examined.
“To derive maximum benefits to the enormous public resources we are expending into this important sector. None of us needs any tutelage about the importance of skills development.”
He pointed out that South Africa will host the BRICS Future Skills Challenge, in which young people from Brazil, Russia, India, China and South Africa will compete to show solutions to the 21st century’s most pressing challenges.
The skill areas include aircraft maintenance, building information modelling, cyber security, data science, drones, robotics, mobile app development, renewable energy and robotic process automation.

19th BWB Africa Camp Will Bring Together 80 of the Top High-School-Age Prospects from Across the Continent; Current and Former NBA (www.NBA.com) Head Coaches J.B. Bickerstaff, Mike Brown, Dwane Casey, Darvin Ham and Dave Joerger Will Also Serve as BWB Africa 2023 Coaches
The National Basketball Association (NBA) and the International Basketball Federation (FIBA) today announced 80 of the top high-school-age prospects from across Africa who will participate in the 19th edition of Basketball Without Borders (BWB) Africa, which will be held Friday, July 28 – Monday, July 31 at the American International School of Johannesburg (AISJ) in South Africa.
BWB Africa 2023 will bring together 80 boys and girls from more than 25 African countries – including 19 NBA Academy Africa and NBA Academy Women's Camp Africa 2022 prospects – to learn directly from current and former NBA, WNBA and FIBA players, legends and coaches and compete alongside their peers from across the continent. The campers will be coached by two-time NBA All-Star Bam Adebayo (Miami Heat; U.S.; ties to Nigeria), 2022 NBA All-Star Darius Garland (Cleveland Cavaliers; U.S.), 2022 NBA champion Jonathan Kuminga (Golden State Warriors; Democratic Republic of the Congo) and Jalen Suggs (Orlando Magic; U.S.).
Five current and former NBA head coaches will also serve as BWB Africa 2023 coaches: Cavaliers head coach J.B. Bickerstaff; two-time NBA Coach of the Year, Nigeria Men's National Team head coach and Sacramento Kings head coach Mike Brown; 2018 NBA Coach of the Year Dwane Casey (most recently with the Detroit Pistons); Los Angeles Lakers head coach Darvin Ham; and veteran NBA coach Dave Joerger (most recently with the Philadelphia 76ers).
Several former NBA and WNBA players will also serve as BWB Africa 2023 coaches, including 2015 FIBA AfroBasket champion Olumide Oyedeji (Nigeria), 2011 NBA champion Ian Mahinmi (France; ties Benin), former NBA player and Basketball Africa League Head of League Operations Ruben Boumtje-Boumtje (Cameroon), former NBA player Tacko Fall (Senegal), 2003 WNBA champion Astou Ndiaye (Senegal), two-time WNBA champion Taj McWilliams-Franklin, four-time WNBA champion Sheryl Swoopes and Mozambique basketball legend Clarisse Machanguana. Toronto Raptors Vice-Chairman, Team President and Alternate NBA Governor Masai Ujiri; New Orleans Pelicans Executive Vice President of Basketball Operations David Griffin; and Portland Trail Blazers Assistant General Manager Mike Schmitz will serve as camp directors, while David Crewe and Frank Adams (Phoenix Suns) will serve as the camp's athletic trainers.
The players and coaches will lead the campers through a variety of activities, including movement efficiency drills, offensive and defensive skill stations, three-point contests, 5-on-5 games, and life skills and leadership development sessions. A ceremony on the final day of the camp will award the Kim Bohuny Camp MVP, the Patrick Baumann Sportsmanship Award, the B.J. Johnson Most Improved Player Award, the Three-Point Champion and the Defensive MVP to the boys and girls who distinguish themselves on the court and as leaders.
As part of the camp, NBA players and coaches will also participate in several community outreach initiatives around Johannesburg, including a hospital visit and a Her Time to Play seminar for the female campers on July 28, and a court unveiling in the Alexandra Township on Saturday, July 29. In addition, BWB Africa 2023 coaches will lead a development clinic for local coaches at AISJ on July 30.
Also on July 29, select NBA players will visit the NBA Store at Sandton City Mall in Johannesburg and engage with fans.
BWB Africa 2023 will be supported by Nike, a global partner of BWB since 2002, which will outfit participants with Nike apparel and footwear, and Gatorade, which will keep players and coaches hydrated throughout the camp.
BWB has reached more than 4,100 participants from 136 countries and territories since 2001, with 112 former campers advancing to the NBA or WNBA. The NBA and FIBA have staged 70 BWB camps in 47 cities across 32 countries on six continents.
