BRICS nations call for immediate and sustained humanitarian truce in Gaza

The BRICS group of nations has strongly called for an immediate and sustained humanitarian truce leading to a cessation of hostilities in the situation in the Middle East.

President Cyril Ramaphosa, as Chair of the BRICS group of nations, convened a BRICS Extraordinary Joint Meeting on Tuesday to exchange views on the current situation in Gaza and other Palestinian Occupied Territories as well as its spillover effects.

Leaders of BRICS countries - Brazil, Russia, India and China - joined the virtual Extraordinary Meeting with invited BRICS leaders of Saudi Arabia, Argentina, Egypt, Ethiopia, Iran and the United Arab Emirates.

“We called for an immediate, durable, and sustained humanitarian truce leading to a cessation of hostilities. We reiterated our strong support for regional and international efforts aimed at achieving an immediate cessation of hostilities, ensuring the protection of civilians and the provision of humanitarian aid,” a statement from the Presidency read.

The Chair’s summary of the Extraordinary Joint Meeting of BRICS stated that the leaders expressed their deep concern at the latest escalation of violence since the 7 October 2023 attack and the grave deterioration of the situation in the region, “in particular, the dire humanitarian situation in Gaza and the rest of the Occupied Palestinian Territory, including East Jerusalem and in Israel”.

All nations further condemned acts of violence aimed at Palestinian and Israeli civilians, including war crimes, indiscriminate attacks and targeting of civilian infrastructure, as well as all acts of provocation, incitement and destruction.

“We emphasised that civilians must be protected, in accordance with international humanitarian law and international human rights law,” the leaders stressed.

The Chair further called the immediate and unconditional release of all civilians who are being illegally held captive, demanding that their safety, and well-being are guaranteed, and that humane treatment is accorded to them in compliance with international law.

The leaders also stressed the need to pursue accountability saying, “we must ensure that independent and transparent investigations are conducted in accordance with international standards”.

Furthermore, the nation’s jointly condemned any kind of individual or mass forcible transfer and deportation of Palestinians from their own land.

Many leaders reiterated that the forced transfer and deportation of Palestinians, whether inside Gaza or to neighbouring countries, constitute grave breaches of the Geneva conventions and war crimes and violations under International Humanitarian Law.

The leaders further reiterated the need for full respect of international humanitarian law and the need for full, immediate, safe, unhindered, and sustained humanitarian access and the provision of aid in accordance with the basic principles of humanity, neutrality, impartiality and independence established in UNGA resolution 46/182.

“We reiterated our commitment to the peaceful resolution of differences and disputes through dialogue and inclusive consultations in a coordinated and cooperative manner and support all efforts conducive to the peaceful settlement of crises,” the statement read.

Moreover, the leaders reaffirmed their commitment to the basic principle that peace and security in the Middle East should be achieved and sustained in accordance with, and in full respect for, international law and the United Nations Charter.

They also reaffirmed the primary role of the UNSC in maintaining international peace and security. We joined other global leaders in welcoming the adoption of UNSC resolution 2712 on 15 November 2023 under China's UNSC Presidency and called for its full implementation.

The BRICS leaders acknowledged the important role played by relevant international and regional organisations, including the League of Arab States and the Organisation of Islamic Cooperation, in addressing threats to peace and security in accordance with Chapter VIII of the UN Charter.

They further welcomed the briefing by the Kingdom of Saudi Arabia on the outcomes of the Joint Extraordinary Arab and Islamic Summit held in Riyadh on 11 November 2023. They also welcomed the efforts led by President Abdel Fattah El-Sisi, in hosting the Cairo Peace Summit.

“We emphasised the importance of preventing further destabilisation and escalation of violence, including the spill over of the conflict in the region and called upon all parties to exercise maximum restraint and, upon all those with influence on them, to work toward this objective.

“We reaffirmed that a just and lasting solution to the Israeli-Palestinian conflict can only be achieved by peaceful means,” the statement read.

The Chair called for the international community to support direct negotiations based on international law including relevant UN Security Council and General Assembly resolutions and the Arab Peace Initiative, towards a two-state solution, leading to the establishment of a sovereign, independent and viable State of Palestine. – SAnews.gov.za

NPA determined to re-enrol Eskom corruption matter

NPA determined to re-enrol Eskom corruption matter

The National Prosecuting Authority’s Investigating Directorate (ID) says it is confident that the Eskom Kusile R2.2 billion tender matter related to former Eskom interim CEO Matšhela Koko will be re-enrolled as soon as outstanding aspects of the investigation are completed.

The case against Koko and some 18 other accused was struck off the roll in the Middelburg Specialised Commercial Crimes Court because the court deemed there to be an undue delay in the completion of investigations.

It is alleged that at the height of state capture, Swiss company Asea Brown Boveri (ABB) was allegedly irregularly awarded a control and instrumentation contract at Eskom’s Kusile Power Station in 2015 after allegedly colluding with Eskom officials in exchange for kickbacks.

NPA ID spokesperson Sindisiwe Seboka highlighted that the court’s decision “is not tantamount to an acquittal or withdrawal of the charges”.

“The ID will continue investigating the case in line with the original case strategy that it developed for this complex matter. The issues raised by the court have been noted.

“The delays were not anticipated at the time of the arrest of the accused; due to the complex nature of the case, the extent and the sheer volume, and the digital nature, of the evidence seized, in particular subsequent to the arrest and enrolment. Work on the compilation of the outstanding reports is ongoing.  The ID will re-apply for the matter to be re-enrolled within a reasonable period of time, and as soon as the outstanding aspects of the investigation have been completed,” she said. – SAnews.gov.za

Load shedding ramped up to Stage 4

Load shedding ramped up to Stage 4

Eskom has announced the implementation of Stage 4 load shedding until further notice.

In a short statement on social media site X, Eskom said: “Due to insufficient emergency reserves and generation capacity as a result of four units not returning to service as planned, Stage 4 load shedding was implemented this morning at 02:31am until further notice,” it said on Wednesday.

This as the power utility on Tuesday announced the implementation of Stage 2 load shedding from 9am to 4pm followed by Stage 3 load shedding from 4pm until 5am on Wednesday. This was to be followed by Stage 2 load shedding until 4pm.  At the time, it said the pattern of implementing Stage 2 load shedding in the morning and Stage 3 load shedding in the evening would be repeated daily until further notice.

Meanwhile, Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa, has encouraged workers at Lethabo Power Station to keep the station’s performance high.

The power station is Eskom’s second best performing station.

The Minister was visiting the Free Stat- based power station as part of a follow up of his initial visits to power stations.

“When units fail…just remember what that does to the South African economy and the poor. Remember what that does to the national fiscus and our ability to meet our promise to take care of the poor, ensure that people remain in employment and ensure that we are able to realise growth.

“I’ve come here… to say thank you. Let’s keep up the good work. There’s more that ought to be done,” he said.

The Minister explained government’s plans to augment generation capacity.

“We are working on new generation capacity. We can’t just solely rely on the Eskom fleet; we need additional generation capacity and here I’m talking of gas. We are working on gas – 3000MW – and we are also working on connecting the renewables, solar PV and wind.

“I have been assigned the responsibility of coming back to Cabinet with a financing model proposition on how we are going to expand and strengthen the grid,” he said. – SAnews.gov.za

Mchunu responds to uThukela, uMzinyathi water supply challenges

Water and Sanitation Minister, Senzo Mchunu, has kept his promise to deliver water supply intervention projects to address water provision challenges experienced by uThukela and Umzinyathi District Municipalities.

The water supply intervention projects follows Mchunu’s visit to Mhlumayo Village in uThukela District Municipality and Kranskop town in uMzinyathi District last year, where he was informed of water supply challenges in the two areas.

Accompanied by Deputy Minister Judith Tshabalala, Mchunu revisited the two districts during a two-day Ministerial visit held on 20 - 21 November 2023 to inspect progress on water infrastructure upgrades and reveal interventions that he had promised during his last visit.

During the oversight visit, Mchunu commissioned two boreholes at Kranskop Water Treatment Woks to augment water supply at Kranskop town and the surrounding areas in uMzinyathi District Municipality.

The Minister also held an engagement with Inkosi Sithole of Mhlumayo Village and the neighbouring chiefs, who are currently experiencing water supply shortages at their villages.

Mhlumayo and the surrounding villages, including Oqungweni, Bhaza and Ghobo, are supplied with water by the Tugela Estates Water Treatment Plant, which has a design capacity of 1.4 million litres per day.

The water treatment works abstracts from the Thukela River, and is supplemented by a borehole and treats water to potable standards.
However, the treatment plant is currently operating at 0.8 million litres per day due to equipment failures and therefore, has insufficient water to meet current and growing demands.

A production borehole was created to augment the Tugela Estates plant, and this has increased water supply to the areas by 432 kilolitres per day.

Mchunu said the additional boreholes at Mhlumayo will have a significant impact on meeting current shortfalls in the area supplied from the water treatment plant.

“This will result in new water supply to approximately 4 300 people in the area at 100 l/capita/day. The Kranskop Water Treatment Plant has a design capacity of 2 Ml/d and supplies the Kranskop Town and the surrounding areas. The plant also abstracts raw water directly from boreholes and treats it to potable standards,” Mchunu said.

Due to vandalism in the area, only two of the eight boreholes were operational, resulting in the plant operating at a low level of 0.5 million litres per day.

This led to Mchunu’s intervention to install two new boreholes to restore supply to the affected communities.

The Kranskop water treatment plant is now able to hold 2.2 million litres of drinking water – which is adequate for the needs of Kranskop town and surrounding areas in Wards 17 and 19.

Following additional boreholes, Kranskop plant is estimated to serve 525 more consumers in Kranskop and the surrounding areas with fresh water.

Mchunu has promised more water projects that will bring more water supply in Msinga under uMzinyathi District Municipality. – SAnews.gov.za
