Comprehensive Spending Review Needed to Address the Financial Crisis in Basic Education and Other Frontline Services

The Democratic Alliance (DA) is gravely concerned about the financial crisis gripping South Africa’s education system, as highlighted by the Minister of Basic Education, Siviwe Gwarube, in her briefing today. The crisis is not only threatening our children’s future but is a symptom of larger financial mismanagement across government that affects all frontline services.

Minister Gwarube’s acknowledgment of aggressive budget cuts, stagnant economic growth, and fiscal mismanagement affirms what the DA has been saying for years: urgent action is needed to safeguard essential public services. The current fiscal crisis in basic education is only the tip of the iceberg. Other critical sectors like healthcare and security are also at risk, and patchwork solutions from the treasury will not be sufficient over the next three years.

This is why the DA calls for a Comprehensive Spending Review.

South Africa has never conducted such a review, largely because too much is at stake for those benefiting from inefficient spending. However, the DA believes now is the time for bold action.

A comprehensive spending review would look at each programme of government, assessing its impact and determining whether it delivers measurable value to South Africans. Programmes that are not fulfilling their intended purposes or are inefficient should be reprioritised or cut. This will allow the government to stop wasteful expenditure and focus its resources on programmes that truly make a difference in people’s lives.

We propose two key solutions:

Reprioritised Government Spending: We need to shift funding from underperforming programmes and eliminate duplication across departments. State-owned enterprises that consistently drain public resources must no longer be bailed out while essential services crumble.

Accelerated Economic Growth: A stagnant economy is choking the tax base. We must drive robust economic policies that unblock constraints to growth, encourage private sector investment, and create jobs. Only by growing the economy will we generate the tax receipts needed to fund frontline services sustainably.

A comprehensive spending review will allow us to eliminate waste, corruption, and inefficiencies that have drained public resources. This approach will not only stabilise the education system but will protect the integrity of other critical services across the country.

The DA firmly believes that this is the only long-term solution to prevent the collapse of key sectors in the years to come. We stand ready to work constructively with all stakeholders to ensure that South Africa’s future is not compromised by shortsighted, inefficient fiscal decisions.
