The ineptitude of the Municipal Manager of the Emfuleni Local Municipality (Evaton, Sebokeng, Vaal River, Vanderbijlpark, Vereeniging), April Ntuli, and his failure to properly manage this Municipality should no longer be tolerated. The time has come for him to resign.
On 31 March this year, the Municipal Public Accounts Committee (MPAC), on which the Freedom Front Plus (VF Plus) serves, invited Ntuli to appear before the Committee and explain R1 billion in unauthorised expenditure. He simply failed to do so.
The most significant item of unauthorised expenditure relates to the lease of the OK Building in President Paul Kruger Street in Vanderbijlpark. The building’s lease fees amount to R1,3 million per month, but there is no lease agreement between the Municipality and the building’s owner.
The OK Building houses, among other things, Vanderbijlpark’s Municipal Client Service Centre.
Even the Chief Financial Officer, Mfareleni Maseanoka, was unable to provide any clarification.
Emfuleni is already bankrupt and yet the ANC-controlled government has adopted an unfunded budget for the past six years – all while consumers are required to settle their electricity and water accounts directly with Eskom and Rand Water.
The Municipality’s administration lacks the political will to turn its junk status around.
The only solution is to oust the ANC from power and elect a new government that puts residents’ needs first.
