Enhanced Model Drives Homeownership

The Western Cape Government has approved an innovative new sales model for the remaining Mountain View affordable housing units in Mossel Bay, ensuring that more working families will have a realistic pathway to owning their own homes.

Housing affordability has dramatically decreased over the past two or three years, due to increased interest rates, ever increasing living expenses, and growing household indebtedness. This reality is being experienced across the province, with the recent Western Cape Housing Market Studies, indicating significant affordability gaps, including the monthly income range of R11 400 to R 22 000 per month. These households, often referred to as the ‘missing middle’, have historically been trapped, with no structured means to change their situation. The extensive market analysis found that demand for affordable housing remains exceptionally high, but that many qualifying families are unable to secure traditional bank finance despite earning sufficient incomes.

To provide these families with a housing opportunity, and ensuring completed homes do not stand vacant, the new Instalment Sale Agreement (ISA) model will enable qualifying beneficiaries to move into their homes while building towards full ownership through a structured, legally protected process, supported by financial readiness programmes.

This home ownership model:

• protects public assets,
• reduces the risk of illegal occupation,
• assists families excluded from traditional mortgage finance, and
• ultimately recovers the full value of the public investment for future affordable housing projects.

The approval follows evidence that Mossel Bay faces one of the largest shortages of affordable housing in the Western Cape, while traditional sales of these units have been constrained by banking affordability requirements rather than a lack of demand.

Western Cape Provincial Minister of Infrastructure Tertuis Simmers said, “This announcement demonstrates that the Western Cape Government continues to innovate where others simply criticise. Rather than abandoning the project, we are adapting it to meet today’s housing realities and creating a sustainable bridge from renting to owning.”

“Affordable housing must respond to the realities facing working families. If the market changes, government must innovate. This approved model keeps homes occupied, protects taxpayers’ investment, and most importantly gives more qualifying families a genuine opportunity to become homeowners. This is what a responsible government looks like,” Minister Simmers continued.

This is another example of the Western Cape Government getting it done through practical, evidence-based solutions that put residents first.
