First Budget Passed Under GNU, Marks Turning Point for Accountability

Today, the Democratic Alliance (DA) voted in favour of the National Budget (contained in the Appropriation Act) in Parliament, marking the successful conclusion of the 2025 budget process.

This moment is historic—not only for the substance of the budget—but because it is the first to be passed under the Government of National Unity (GNU).

While the process was not without its challenges, the DA played a critical role in shaping this budget. Most notably, we successfully blocked the ANC’s proposed 2% VAT increase, which would have placed an undue burden on already struggling South African households. We also insisted on accountability, calling for the removal of executive members implicated in unlawful conduct.

We welcome the President’s decision to act decisively against Minister Nkabane by removing her from office. This move was necessary, appropriate, and signals a renewed commitment to restoring the integrity of the GNU. While this is only one step, it is a meaningful one in the broader fight against entrenched corruption. What the country needs now is consistency in applying these principles across the board.

To preserve stability within the GNU, it is imperative that the Presidency urgently implements the dispute resolution mechanism outlined in the GNU Statement of Intent. Without it, governance risks being undermined by internal conflict.

With the budget now passed, the focus must shift decisively to service delivery and the rapid implementation of critical reforms to unlock economic growth and create jobs. DA-led ministries have already demonstrated measurable success, and we remain committed to delivering with excellence, professionalism, and integrity.

At the same time, our commitment to fighting corruption is unwavering. We will continue to use every tool at our disposal—both within government and in Parliament—to ensure that all public office bearers are held fully accountable.

South Africa cannot afford a return to business as usual. The DA will continue to lead with principle and purpose as we work to build a capable, transparent, and ethical state.
