The Freedom Front Plus (VF Plus) simply cannot support the new District Development Model (DDM) or the so-called “One Plan Model” for the Ekurhuleni Metro.
Although municipalities are legally required to comply with it, one cannot ignore the fact that it is an expensive bureaucratic duplication of the existing planning framework for municipalities.
It is a mechanism for centralising power, taking it away from local government, and the model has a proven record of failure in pilot municipalities such as the Waterberg District Municipality and the eThekwini Metro.
The DDM has not resolved the core issues of maladministration, corruption and incompetence in these municipalities. On the contrary, it has merely added another layer of dysfunctional bureaucracy. Ekurhuleni should not be forced to follow in their footsteps to failure.
Implementing the DDM in Ekurhuleni will result in the unnecessary duplication of administrative efforts, meetings and reporting thereby diverting scarce municipal resources, time and expertise away from actual service delivery. The claim that there will be “no financial implications” is misleading.
Implementing this model will inevitably have a significant financial impact on the Municipality and its residents. The model is designed to strengthen the role of provincial and national departments at the expense of local government autonomy.
The DDM is counterproductive to local government development. A cause for concern is that the ANC intends to use the model to gain control over municipalities where it is not in power.
It also runs counter to the Freedom Front Plus’s policy of strong, independent local governments that devolve power and decision-making to the community.
The party, therefore, rejects the DDM and demands the decentralisation of municipalities, accountability, proper service delivery and active community involvement.
