Gauteng Premier Should Separate Roles of Premier and Mec for Community Safety

(Budget debate on Gauteng Department of Community Safety)

The Freedom Front Plus (VF Plus) requested Gauteng Premier Panyaza Lesufi to appoint a Member of the Legislature as the MEC for Community Safety.

Lesufi currently holds both offices, which is not ideal given Gauteng’s high crime rate. Both roles require significant strategic attention, stakeholder engagement and practical oversight.

The Freedom Front Plus highlighted the following key reasons for why the positions ought to be separated:

  • Limited capacity: Managing both complex portfolios successfully demands time, energy and focus. It is unlikely that one person is able to devote themselves fully to both.
  • Oversight and accountability shortcomings: The premier’s primary responsibilities make it difficult, if not impossible, to regularly attend portfolio committee meetings.
  • These meetings are crucial for thorough budget scrutiny, questioning departmental performance, and holding the MEC and department accountable.
  • Diluted oversight: When the premier is also the MEC, the legislative oversight function is inherently weakened. Who holds the MEC, who is also the premier, accountable to the same rigorous standard?
  • Conflict of interests: There may potentially exist a conflict of interests, or at least the perception thereof. The premier is tasked with overseeing the entire province and its MECs.
  • Loss of focus: Community Safety requires dedicated attention to complex issues such as police conduct, the efficiency of the criminal justice system, community relations and sophisticated crime prevention strategies.
  • Public perception and trust: In a province with a high crime rate and public distrust in law enforcement, restoring public trust is essential. It is vital to have a dedicated MEC ready to tackle all challenges. If, however, the portfolio plays second fiddle to the premiership, which is already an immense workload, it could erode public trust even further.

The MEC for Community Safety is charged with addressing and investigating allegations of corruption, bribery and poor work ethic. This cannot happen while Lesufi holds both the premier and Community Safety MEC positions.

The Freedom Front Plus will pressure Lesufi into separating the two roles to ensure that these critical portfolios receive the necessary attention.
