Support for Community-Led Vision to Save Gilray Scout Site

GOOD Party City of Cape Town Councillor Wesley Neumann has reaffirmed his support for the Save Gilray Committee and its vision to preserve the historic Gilray Scout Site as a community asset for future generations.

Speaking after attending the Sub-Council 18 meeting on the future of the site, Neumann commended residents and community activists for their commitment to finding constructive alternatives to the disposal of the property.

“As someone who has lived in Grassy Park for more than four decades, I have seen the important role that Gilray has played in the lives of generations of residents. It is far more than a piece of land. It is a place where young people have learned leadership, built lifelong friendships, developed valuable life skills, and connected with their community,” said Neumann.

For many years, the site served as a hub for scouting activities, youth development, recreation, environmental education, and community engagement. Its contribution to the social fabric of Grassy Park and surrounding communities remains significant and deeply valued by residents.

Neumann praised the Save Gilray Committee for demonstrating the power of active citizenship through extensive community consultation, heritage research, and the development of a credible community-centred alternative to private development.

“The work undertaken by the committee shows what meaningful public participation can achieve. Rather than simply opposing the disposal of the site, they have presented a positive and practical vision that recognises Gilray’s heritage value while creating opportunities for education, recreation, culture, tourism, environmental stewardship, and local economic development,” he said.

The community’s proposal envisages Gilray as a living heritage space that continues to serve residents while honouring its unique history and legacy. Neumann emphasised the importance of protecting spaces that support young people, particularly at a time when many communities face growing social challenges.

“Our children need safe, accessible spaces where they can learn, play, develop leadership skills, and build positive futures. Investing in youth development is one of the most effective ways of strengthening communities and creating opportunities for future generations.”

GOOD believes that public land should be utilised in ways that maximise social benefit and strengthen communities rather than being disposed of without fully exploring community-driven alternatives.

“We support the call for Gilray to be retained for educational, heritage, community and youth-development purposes. The City must work with residents to explore partnership opportunities that preserve this important asset and ensure that its benefits remain accessible to the broader community.”

“Gilray’s story is part of Grassy Park’s story. Preserving it is not simply about protecting a site; it is about safeguarding a legacy and creating opportunities for generations still to come,” concluded Neumann.
