Minister Schreiber’s Plan to End Illegal Immigration

Statement by Adrian Roos MP – DA Spokesperson on Home Affairs:

The Democratic Alliance (DA) welcomes Cabinet’s approval of the Revised White Paper on Citizenship, Immigration and Refugee Protection, a major policy breakthrough driven by DA Minister of Home Affairs, Leon Schreiber.

The DA’s policy is now being implemented by this White Paper as this marks the most significant overhaul of South Africa’s immigration, citizenship, and refugee systems in a generation.

For years, South Africa’s immigration system has been undermined by fraud, inefficiency, and weak enforcement. Under DA leadership in Home Affairs, this is now being decisively turned around through a comprehensive reform agenda that prioritises secure borders, economic growth, and modern digital governance.

The White Paper gives effect to core DA policy positions and builds on the momentum already achieved through enforcement and border management reforms.

Key reforms include:

• Restoring asylum integrity via the First Safe Country Principle to end asylum shopping.
• Introducing merit‑based, points‑driven immigration to attract skilled workers and investors.
• Digital transformation through an Intelligent Population Register, Digital ID, and Electronic Travel Authorisation to fight fraud and corruption.
• Aligning visas with growth, including categories for remote workers, start‑ups, and skilled professionals.

The DA’s approach is clear: make it easy for investors, tourists, and skilled individuals to enter legally, and hard for illegal immigration and abuse. The recent interception of a truck smuggling R1 million in explosives at Beitbridge Border, often used in cash‑in‑transit heists, underscores the need for this reform.

Building on progress under Minister Schreiber – stronger border enforcement, increased deportations, and technology‑driven detection – this White Paper signals a decisive shift from a broken, paper‑based system to a modern, secure framework.

While there is still work to be done to reverse years of neglect, there can be no doubt that meaningful reform is now underway.

Where the DA governs, reform happens. This milestone is further proof that the DA is getting South Africa working through decisive action, accountable leadership, and a commitment to the rule of law.

The DA will ensure that the principles of the White Paper are enacted into legislation so that these reforms are implemented effectively to deliver real change on the ground.
