The Eastern Cape Development Corporation (ECDC) has commenced a phased refurbishment and deferred maintenance programme at the 32-year-old Mdantsane Mall in East London.
The programme aims to ensure compliance with health and safety standards prescribed by the Department of Employment and Labour, while improving the mall’s commercial viability for tenants and improving the overall customer experience.
The refurbishment scope includes the demolition and replacement of hawker stalls, underground services (water, sewer, stormwater), structural roof modifications, new sheeting and cladding, window installation, public ablutions, and a new lift. Full mechanical and electrical upgrades are also underway, covering lighting, ventilation, firefighting systems, fire detection, internal wet services, and ceilings in public areas.
The project is structured into four sequential phases, each with an estimated six-month construction period, totalling 24 months, subject to funding availability, primarily from rental revenue. The first phase, currently underway, prioritises Occupational Health and Safety (OHS) compliance.
“This is a strategic investment in the long-term sustainability of the mall and the surrounding township business ecosystem.
“We are committed to ensuring the mall remains a viable commercial hub while meeting infrastructure and regulatory compliance standards,” says Yandisa Sobuza, ECDC Executive Manager for Properties and Facilities Management.
The mall remains operational during construction through a sectional completion approach, with safety barriers and strict Health and Safety plans in place. As of 30 June 2025, Phase 1 had reached 28% completion, with upcoming work in July including roofing, side cladding, and additional finishing works.
Mdantsane Mall comprises 9,206 square metres of commercial space, housing 83 tenants. All tenants are expected to return to their allocated spaces dependent on valid lease agreements. The ECDC has actively engaged tenants on the refurbishment and decanting process. A representative tenant committee was also formed to ensure inclusive consultation and ongoing communication.
