Following several oversight inspections and Parliamentary questions, pressure from the Democratic Alliance (DA) has secured a ministerial commitment to investigate the millions spent on upgrading the Krakeel sports facility, should it be proven that value for money was not achieved.
Earlier this year, I raised questions in Parliament regarding the R8 million expenditure on upgrades to the sports facility, requesting of the Minister of Sport, Arts and Culture (DSAC), Gayton McKenzie to give feedback on if the funds were spent prudently by the Koukamma Local Municipality.
On 30 June 2025, a DA oversight inspection revealed stark discrepancies between the Minister’s claims and the actual state of the sports facility upgrades. The grandstand, allegedly seating 400 people, is unsafe and seats little more than 100.
The irrigation system is non-functional, the multi-purpose court lacks essential equipment, and the ablution block is inadequate. The facility’s poor condition raises serious questions about value for money.
The matter was referred to the Portfolio Committee on Sport, Arts and Culture for a proper investigation. The Committee is currently examining the issues raised by the DA, particularly whether any genuine value for money was achieved.
In response to follow-up questions I tabled in Parliament, Minister McKenzie maintained that the grandstand could accommodate 400 spectators. However, he has now revised the cost of the structure down to R480 000.
Yielding to DA pressure, the Minister has requested a close-out report and practical completion certificate from the Koukamma Municipality.
Further to the DA’s demands, the Minister has undertaken to investigate and consider criticisms if it can be shown that value for money was not achieved.
The DA welcomes and supports all efforts to invest in public facilities that advance sport and sport development in rural areas such as Koukamma, not only as part of youth development but also for nurturing local talent.
However, the wasteful and reckless use of public funds is unacceptable. Rural residents deserve decent value for the public money spent. The questions raised regarding whether value for money has been achieved will be pursued in the best interests of the community.
The DA will fight to ensure that if irregularities and corrupt activities in the spending of the public’s purse are found, those responsible must face the full might of the law.
