The Correctional Services Amendment Act, National Veld and Forest Fire Amendment Bill and the Agricultural Product Standards Amendment Bill, 2023 have been signed into law by President Cyril Ramaphosa.
Correctional Services Amendment Act
According to the Presidency, the Correctional Services Amendment Act “complies with the 2020 Sonke judgment of the Constitutional Court, in providing for an adequate level of independence of the Judicial Inspectorate for Correctional Services (JICS)”.
“The amendments include changes to section 30(7) to provide for an inmate that is subjected to solitary confinement, to be informed of their right to appeal.
“The amended section further provides that the Head of the Correctional or Remand Detention Facility must, upon request, provide all relevant information relating to an appeal to the Inspecting Judge within 24 hours of receiving such information,” the Presidency said.
The amended act further provides for:
- The appointment of the Chief Executive Officer of the JICS by the Minister of Justice and Correctional Services instead of the National Commissioner of Correctional Services.
- The expenses incurred by the Judicial Inspectorate will be covered from budgets appropriated by Parliament. These costs were previously covered from the Department of Justice and Correctional Services budget.
- Mandatory reporting obligations by the Department to the Inspecting Judge.
National Veldfire Act
The amended act provides for provisions, including:
- The facilitation of the formation of fire protection associations by a municipality and a traditional council.
- Compel a municipality, state-owned enterprise, public entity or other organ of State which owns land to join the fire protection associations.
- Extend the powers of entry, search, seizure and arrest to peace officers and traditional leaders.
- Amend the title of the Act to the National Veldfire Act.
Agricultural Product Standards Amendment Act
“The Agricultural Product Standards Amendment Act, will, amongst other provisions, empower the Minister of Agriculture, Land Reform and Rural Development to designate a person, an entity, undertaking, body, institution, association or board, who or which, as the case may be, has particular knowledge of the product concerned, or particular knowledge of the relevant management control systems, with no direct or indirect personal or financial interest, as an assignee to inspect the commodity for quality control and audit management control system,” the Presidency said. – SAnews.gov.za

Interview with a pirate:
There was a pirate who had agreed to do an interview with a local tv station. The reporter was very courteous and professional, giving a bit of background as to the pirate\’s business. She then began interviewing him.
\”So Mr. Longbeard, are there any risks to your business? I see you have a peg leg- how did that come about?\”
\”Well, y\’see I were sailing along the coast of South Africa, looking to plunder some locals when as I boarded the small boat from the ship, a great white shark came up and got my leg clean off. \’twas scary yes, but thus is the life of a pirate.\”
\”Wow, that is pretty scary- well, how about your hook? What happened to your hand with that?\”
\”Oh now that\’s quite the tale, y\’see I were fighting a rival pirate, and we had locked swords. We had been fighting for a few hours, and were both terribly fatigued. I had a bit of exhaustion and confusion, and when I went to block one of his sword blows, I met him with me hand instead of me sword. Took it right off, but it shocked him so much I managed to get him back pretty good and have him submit. So the hook hand was given as a replacement.\”
\”Wow. Simply fascinating. Now, what about your eye patch? How did that happen?\”
\”Well, one day, a seagull was flying overhead, and I looked up. It pooped right in me eye.\”
\”… Well wow. I must admit, I wouldn\’t think just seagull poop could damage the eye that badly.\”
\”Oh, I forgot to mention… it were me first day with the hook.\”

Van der Merwe is approached by SANRAL one day who want to build a new highway through his donkey farm. Van is really concerned with how his donkeys can get from one side of the farm to the other without having to cross the highway and risk being injured or killed. He is promised that they will build bridges the highway so that his donkeys can cross under the highway. Van agrees and gives them the go-ahead.
The highway is built and a year later the same rep goes to the farm to go see how Van and his donkeys are. He eventually finds Van under one of these bridges chipping away at the roof of the tunnel with a hammer and chisel.
