600 Million Africans lack access to energy

The ‘Youth Energy Summit (YES!)' is a convening hub to align entrepreneurs, students and early career professionals with the corporate and development communities. With a goal of reaching 100 million people across the African continent over the coming ten years through a network of solution providers, the programme is a combination of in-person and online learning and networking through the Beyond Privileged 365 Digital Platform, enabling participation by anyone, from anywhere on the African continent.

“It has long been stated that Africa lacks bankable projects, so when we designed YES! we understood clearly from the MSMEs and entrepreneurs that the one thing which would have helped them succeed faster, would have been access to a network of advisors, investors and technology providers to help build out their business plans and access capital more efficiently.

Through the Africa Energy Forum, EnergyNet have been highly effective at building a global network of industry-leading stakeholders, the majority of whom have initiatives designed to support and develop local communities. However, some of those initiatives remain largely underutilised due to the resources required to establish networks and engage people in those programmes. YES! will act as that convening hub to communicate with 100,000,000 Africans over the next 10 years through a network of philanthropic organisations, mobile operators, universities, learning initiatives, community based networks and corporate partners.

By building an all-of-sector alliance to establish the world's largest network of potential African energy developers, entrepreneurs and MSMEs, YES! will speed up the pace of energy access for millions more people across the continent, as well as promoting the expansion of established initiatives already working with thousands of people independently of the rest of the development community.

It is no longer helpful to state that 600 million Africans lack access to energy as a statistic of relevance, without addressing the fact that this number is only getting larger as population growth continues its war against energy access. And to give context to that statement, World Bank statistics have for a number of years forecasted that 25% of the world's population, of which 50% of that 25% will be under 25 years of age, will live on the continent by 2050.

It is therefore time to look at this challenge through a different lens and focus directly on how Africa's youths are empowered to increase the scale and pace of energy access, far beyond the current development model which operators in siloes and is often inaccessible to aspiring African entrepreneurs, leaving millions of people not only without electricity, but also without hope of change within their lifetimes. I'm grateful to GEAPP for their support as they also seek to tackle both climate change and job creations through their network of partners and investments.

ARDA Executive Secretary to Drive Downstream Conversations at AOG 2023

Côte d’Ivoire: Cherubins Baby Formula

Even as a child, Gninlnagnon Koné , a young man from Katiola in north central Côte d'Ivoire, liked to follow his parents, who grew tubers and maize, to their farm.

Today, an engineer in agricultural business management, he says, “When I became an engineer, I realised that our agricultural producers still face the same difficulties with processing their products. People work hard but ultimately their products are undervalued and sell poorly. It made me want to change things. I decided to process these products to create added value and give farmers the chance to live a better life from the fruits of their labour,” he explains.  

He too tried hard to set up an agricultural business without success. That is, until he encountered the Enable Youth Côte d'Ivoire project. 

“My sole idea in coming to the Higher School of Agronomy (ESA) in Yamoussoukro, the country's political capital, was to get access to tools that would enable me to become a real agricultural entrepreneur as I've always dreamed,” he says, standing in front of a machine that roasts tiger nuts and maize. 

Koné's food supplement for babies—named Cherubins— is a formula based on rice and tiger nuts. It also contains agricultural ingredients that set it apart from other food supplements available in Côte d'Ivoire, a market dominated by major brands, as Koné – good salesman that he is – hastens to add.  

“The product is a fortified infant formula, made with 100% highly nutritious local agricultural products. It complies with all World Health Organization (WHO) standards in terms of infant nutrition. And it's identical to all the imported infant formulas that flood our markets,” he explains. 

“It's an alternative we're offering to mums to ensure that children transition safely from breastmilk to solid food,” adds Koné. 

Packed in 200g bags and then into attractive little blue boxes decorated with tiger nuts and grains of rice, Cherubins formula is made from brown or black rice, which is high in fibre and also an excellent antioxidant.  

The rice is combined with other locally produced cereals, such as tiger nuts and soya. This adds lipids, proteins and carbohydrates, he explains.   

“We also add mineral and vitamin supplements derived from other local products, such as roselle, moringa, carrot, mango and sometimes ginger to give the formula – which tastes amazing – a special flavour,” Koné adds.  

 “We researched the market for infant formulas and developed a strategy to enable us to penetrate the market by meeting consumer expectations. We're now ready to tackle it, with a well-honed strategy, solid market research and a number of test products. It all points to our being able to compete with the products already on the market,” he explains. 

Set up by the government of Côte d'Ivoire with funding from the African Development Bank, the Enable Youth project is a national programme that seeks to attract young people into the agricultural sector. Its primary aim is to support young graduates to create businesses all along the agricultural value chain.  

As well as offering a six-month training course, the project will provide partial funding for 20 young entrepreneurs to set up their businesses.  

Subsistence agriculture plays an important role in the economy of Côte d'Ivoire, the world's leading cocoa producer. The authorities now want to see agricultural products processed locally to create added value for the country's economy which, with over 7% annual growth since 2013 – excluding the Covid-19 years – remains one of the world's most dynamic economies.

27 Mandela Washington Fellowship Program Nigerians Named

The U.S. Mission in Nigeria is pleased to announce the names of the 57 Nigerians who were selected for 2023 cohort of the Mandela Washington Fellowship program.  Launched in 2014, the Mandela Washington Fellowship for Young African Leaders  is the flagship program of the Young African Leaders Initiative (YALI)  and embodies the U.S. commitment to invest in the future of Africa.  The Fellowship is composed of academic coursework, leadership training, and networking.

The Fellows will travel to 28 cities across the United States from June 21 to August 4 to participate in Leadership Institutes hosted by American colleges and universities.  In the final week of their program, the fellows will converge with their sub-Saharan counterparts in Washington D.C. for a Leadership Summit which will feature meetings with top U.S. government officials and private sector leaders.

In his remarks at the pre-fellowship orientation reception, Charge d'Affaires David Greene said, “The U.S. Mission is committed to supporting Nigerian youth and providing them opportunities to reach their full potential, especially our Mandela Washington Fellows.  We look forward to working with you in the future to deepen the relationship between the United States and Nigeria.”

Court Challenges against Nigerian Presidential Election Result

Nigeria's Court of Appeal, which constitutes the Presidential Elections Tribunal, yesterday began proceedings to hear the challenges brought against the declaration of Bola Ahmed Tinubu of the ruling political party, the All Progressives Congress, as the winner of February's presidential elections. The elections were marred with irregularities, including violence at the polls and logistical and procedural shortcomings, including the inability to upload election results from polling units in real time.

There is a high level of interest in the tribunal process following what many have described as disappointing and unacceptable failings in the Nigerian election process.

Among the petitions brought before the tribunal are those of the two main opposition parties, the Peoples Democratic Party, and the Labor Party. Both parties claim that the election was fraught with corrupt practices, voter suppression, and noncompliance with the provisions of the country's electoral law.

The United Nations has previously raised concerns about the independence of Nigeria's judiciary and it is likely the Tribunal's ruling will be closely scrutinized both inside and outside of the country. To build trust in the process, the Tribunal should ensure that the proceedings are carried out transparently and in accordance with the rule of law. In doing so, it can send a clear message that it is committed to the integrity of Nigeria's elections.

The proceedings could last up to 6 months, long after the new President is sworn in May 29. It is therefore crucial that regional and international partners, many of whom deployed election observers as part of efforts to support Nigeria in strengthening its democracy,  prevail on the government to ensure the Tribunal is able to work independently and that the government will respect the verdict, regardless of the result.

As well as ensuring that the electoral challenges receive a fair hearing, the Nigerian justice system should doggedly pursue those responsible for the violence that blighted the elections. Unfettered access to free and fair elections is critical to ensuring Nigerians are able to exercise their rights and is a cornerstone of a democratic nation.

Ethnic Targeting Mars Democratic Republic of the Congo’s Electoral Process

On April 24, the Democratic Republic of Congo's electoral commission finalized a nationwide process to update voter lists ahead of general elections slated for December 2023. But as citizens headed to voter registration centers, some were met with violence and discrimination.

In Goma, Bukavu, Nyagenzi, and Uvira in eastern Congo, groups of youths threatened, beat, and temporarily denied Banyamulenge – Congolese Tutsi from South Kivu province – access to registration centers because of their ethnicity.

Human Rights Watch spoke to victims, witnesses, and community leaders who confirmed the incidents, including attacks by “Wazalendo,” youth groups mobilized to defend their South Kivu localities against armed groups, including M23 rebels.

Since a surge in attacks by the Rwanda-backed M23 rebels in 2022, parties to the conflict have increasingly appealed to ethnic prejudices, triggering a wave of discrimination against Banyamulenge and Tutsi communities, whom many in Congo consider to be M23 supporters.

A Munyamulenge man told us that Wazalendo beat him and three of his friends as they went to register at a center in Uvira on February 17. “They hurt my arms, they hit me with nails.… They told us, ‘Banyamulenge are Rwandans, they are not going to be registered.'” He was ultimately able to register after the police arrived. A university staffer in Nyagenzi said Wazalendo threw stones at him when he went to register so he went back home. He finally enrolled after police came four days later.  

Access to registration centers is essential for citizens to secure their voter's card, a necessary document for voting also used as an identification document in Congo.

As the elections near and the crisis in eastern Congo continues unabated, attacks against Banyamulenge and Tutsis may interfere with other national processes, including the long-awaited population census and identification process.

Congolese authorities should ensure inclusive elections without fear of discrimination or intimidation on ethnic grounds. They should implement comprehensive voter education campaigns aimed at preventing ethnic-based discrimination, impartially enforce the law and appropriately prosecute anyone who commits ethnically motivated harassment or attacks, and prohibit discriminatory practices that may lead to further abuses.

Strengthening Fisheries and Aquaculture Legislation in Zimbabwe

Government officials, fish industry captains, civil society and private sector representatives gathered in Harare today to start consultations on the first of its kind legislation described as an economic milestone to bolster the development and sustainability of Zimbabwe's fisheries and aquaculture industry.

Strengthening the legal framework is part of Zimbabwe's efforts to develop its nascent aquaculture sector and transform it into a driver of economic growth and source of employment. The fisheries bill would be the first of its kind and is described as a milestone of great economic importance that could pave way for investments in the sector. This endeavour is in line with the government thrust of streamlining legislation and improving the ease of doing business in Zimbabwe.

“The current regulatory framework is impeding growth and investment in this sector as the cost of compliance is too high with farmers and investors having to part with numerous levies to separate government departments. Development of the bill is expected to bring all regulations addressing aquaculture production and conservation under one roof,” said Honourable Davis Marapira, Deputy Minister of Lands, Agriculture, Fisheries, Water and Rural Development (MoLAFWRD) presenting his policy direction remarks during the meeting.   

Provisions in the current legal framework on fisheries and aquaculture are scattered and there is an urgent need to unify legislation in one Act canvassing the sector provisions while promoting sustainable development of the industry.

An assessment of Zimbabwe's tilapia sector to identify challenges restricting growth and formulating an upgrading strategy conducted by FISH4ACP and the Chinhoyi University of Technology between 2021 and 2022 also found that the legal framework was a key issue for improvement.

FISH4ACP, a global fish value chain development initiative of the Organisation of African, Caribbean and Pacific States (OACPS) implemented by FAO with funding from the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), is now supporting Zimbabwe's MoLAFWRD to develop a fisheries and aquatic bill, which will see the harmonisation of various pieces of legislation relating to the fisheries sector in the country.  

“FAO has engaged its top legal experts to support the development of the fisheries bill. I'm convinced that it will result in increased investment and production in the fisheries and aquaculture sector in the country,” said Patrice Talla, FAO Subregional Coordinator for Southern Africa and Representative to Zimbabwe in a speech read on his behalf by Louis Muhigirwa, FAO Deputy Representative to Zimbabwe.

More than 40 Government officials, fish industry captains, civil society, private sector gathered in Harare for the Fisheries and Aquaculture Bill Consultations Inception Meeting. The objective of the meeting was to discuss the framework for developing the fisheries and aquatic resources bill, while also building consensus among stakeholders on the process of developing the bill.

“Aquaculture investments are long-term, spanning many years. Policies that are used to lure investors must be anchored on a sound and enabling legal framework which a fisheries and aquaculture Act will provide in line with global best practices,” said Garikai Munatsirei, Chairperson of the Zimbabwe Fish Producers Association.

The participants agreed on a roadmap for a consultative process involving stakeholders across the sector. A team of legal experts from the legal division of the attorney general's office and the FAO's legal division will assist in collecting views and compiling the draft bill, prior to validation by the stakeholders. Eventually, the bill will be considered for debate in parliament and ascension to law by the end of the year 2023.

More than 150 Schools maintain they have been attacked since the Start of the Year

More than 150 schools in North Kivu province in the east of the Democratic Republic of Congo (DRC) have been attacked by armed groups in escalating violence since the beginning of January , affecting the education of over 62,000 children, Save the Children said.

Armed groups have targeted schools, often burning desks and chairs as firewood, leaving children without a safe space to learn. 

Over 150 schools out of a total of around 6,800 schools** in the province have been attacked.  Eighteen schools are currently occupied by armed groups and 113 schools are being used as temporary shelter for internally displaced people, according to data from the DRC's education cluster, which is led by the Ministry of Education, Save the Children and UNICEF. 

North Kivu is one of the country's most conflict-affected provinces. Over the past year, close to one million people have been internally displaced due to violent clashes. Conflict has been raging in parts of the country for nearly three decades, and children are paying the heaviest price.

The attacks on schools in DRC are having a devastating impact on children's education, with about 4% of schools occupied or rendered unusable. 

Alphonsine*, 13, from  Nyiragongo, in North Kivu, left her village six months ago, and is now living in a camp for displaced people. Her school is currently occupied by armed groups. She said:

“One day I met our school headmaster and two of my friends in the camp. The headmaster said that our school was destroyed by bombs. The armed people occupying our school took away the doors and windows to sell them. The headmaster told us that we will take over the school only when the war will stop.”

Save the Children supports schools through partners in North Kivu with building repairs, teacher training, school kits, menstrual hygiene items, and cash transfers for vulnerable families. Four of the organisation's partner schools have been attacked by armed groups.  

Juliana*, 27, is a teacher at a Save the Children partner school in North Kivu, she said:

“Our school has been a battlefield. All the wooden school materials and benches were used as firewood by the armed groups that occupied our school. Students and teachers left the villages for safer places. I hope that peace will return so that I can resume work. I miss my students.”

Marc*, 45, is a headmaster at a Save the Children partner school in North Kivu, he said:

“When I think of all the support Save the Children gave to our school, and now almost everything has been destroyed, I am saddened. Classroom doors and windows taken away, school materials burnt, these armed men are attacking the future of the children. I ask the authorities to secure our environment, including schools, so that the right to education is always guaranteed.”

In addition to schools being damaged during attacks, countless children across the country are unable to attend school, as they are fleeing violence, and living in camps or makeshift accommodation, including school buildings.

Save the Children supports displaced families with food assistance, water, Children's Clubs and health support.

Alphonsine* added:

“When I fled, I had only taken a jumper to protect myself against the cold. My clothes, notebooks and school backpack were left behind.

“I come every day to the Child Friendly Space that Save the Children has created. We do karaoke, we play many other games.  I like coming to the space because I feel free. There is also food and we are given soaps or wipes to be clean.”

The DRC is one of the world's most complex and long-standing humanitarian crises, with 14.2 million in dire need of assistance. 

Amavi Akpamagbo, Country Director Save the Children in DRC said: 

“This year the North Kivu has seen a startling increase in violent attacks on communities, including schools, and as a result, children's right to education is under threat. Save the Children calls on the warring parties to establish their camps, storage and training sites away from schools, and for DRC's government to include school safety in upcoming peace talks.”

Save the Children has worked in the DRC since 1994 to meet humanitarian needs linked to the massive displacement of populations due to armed conflict in eastern provinces, especially in North Kivu, South Kivu and Ituri and Kasai-Oriental and Lomami in the centre of the country.

Violence Threatens Weak Cross-Border Peace

The impact of ongoing violence among rival military parties in Sudan is threatening to derail bilateral political progress with neighbouring South Sudan, worsen the fragile humanitarian situation, and pose fresh risks, top UN officials warned the Security Council on Tuesday.

“The outbreak of violence in the Sudan may deeply impact the chance for political progress on Abyei and border issues,” Martha Ama Akyaa Pobee, Assistant Secretary-General for Africa in the Departments of Political and Peacebuilding Affairs and Peace Operations, told the Council.

Security in Abyei, a disputed oil-rich border region straddling both African nations, had been a point of contention, but agreements had been reached before the outbreak of violence in Sudan on 15 April, she said, providing updates to the UN Secretary-General's latest report on the unfolding situation.

Deployments disrupted

Among several pressing concerns were ongoing conflict-triggered disruptions to deployment routes of the Council-mandated UN Interim Security Force for Abyei (UNISFA), established in 2011 to implement bilateral border agreements, which Ms. Pobee also heads.

“With fighting ongoing and mediation efforts underway, the United Nations will continue to support Sudan and South Sudan when dialogue on Abyei resumes,” she said.

“The arrival of additional personnel and equipment will need to be postponed, affecting force capacity,” she said, adding that planning is currently underway to make alternative arrangements that minimize the delay while safeguarding the security of personnel and equipment.

Progress made

Prior to the crisis, she said UN country teams in Sudan and South Sudan, with UNISFA, had finalized administrative arrangements for the Abyei Joint Programme, and had begun implementing projects to create an environment conducive to peaceful co-existence, including a nutrition centre for women and children and vocational training for youth.

“UNISFA is monitoring the potential impact of the fighting in the Sudan, such as an influx of displaced persons, the entry of armed groups into the area or the emboldening of spoilers in local inter-communal relations,” she said, noting that evacuations have been conducted.

“While none of these risks have materialized in a major way so far, the Mission remains alert to their possibility,” she said. “With fighting ongoing and mediation efforts underway, the United Nations will continue to support the Sudan and South Sudan when dialogue on Abyei resumes.”

Juba raises concerns

Hanna Serwaa Tetteh, Special Envoy of the Secretary-General for the Horn of Africa, told the Council said the conflict is jeopardizing pre-conflict stable relations between Juba, South Sudan's capital, and Khartoum.

“The humanitarian, security, economic and political consequences of developments in Sudan have raised concerns among the South Sudanese political leadership,” she said.

Thousands of South Sudanese hosted in Sudan are returning, with a potential of another 200,000 returnees fleeing the violence “if we do not see stability returning soon”, she said. This would pose a challenge to South Sudan, where two thirds of the population need humanitarian assistance.

Border safety risks

As Sudan is not currently in a position to effectively protect its borders, she raised additional concerns about a possible spike in cross-border movements of armed and criminal groups.

Meanwhile, the fighting in Sudan has already choked off deliveries of essential goods and food, and could threaten South Sudan's oil exports, she warned.

“The priority now is to stop the fighting and to start constructive negotiations that hopefully would lead to a permanent ceasefire,” she said, emphasizing that her Office will continue to engage with Sudan and South Sudan towards resolving outstanding issues.

The event started with welcome remarks from Ambassador Håkan Emsgård, Ambassador of Sweden to Egypt, and Ambassador Christian Berger, Ambassador of the European Union Delegation to Egypt, as well as by H.E. Minister Rania El Mashat, Minister of International Cooperation, H.E. Minister Tarek El Molla, Minister of Petroleum and Natural Resources. It was followed by panel discussions with European and Egyptian policymakers and business representatives, including Ms. Gelsomina Vigliotti, Vice President of the European Investment Bank (EIB) in Luxembourg. The panels highlighted policies, priorities, and financial instruments to support energy transition and the linking of Europe and Egypt in this field.

“The demand for sustainable energy is increasing in Europe. Egypt is well positioned to supply such energy. To connect Egypt and Europe is therefore the obvious way forward. This will benefit the economy of Egypt and Europe alike, but it will also benefit the climate since the energy can be used in a more efficient and sustainable way” said ambassador Håkan Emsgård, Ambassador of Sweden to Egypt

During his remarks Ambassador Christian Berger, Head of the European Union Delegation to Egypt said “The EU has vast knowledge to share and we have the means to help, as the world's greatest donor to climate financing providing over 40% of global public climate money through our Member States. In many countries, we deploy technical support, investment grants, capacity building, and guarantees to manage risks and leverage private investments.

Berger added “If we are to deliver a Green Deal for Europe, making the EU the model for a just and sustainable transition, we believe we must have the legitimacy to press and assist others in doing the same. Then we will be able to truly impact the future of our world.”

Engineer Tarek El Molla, Minister of Petroleum and Mineral Resources, stressed in his speech that the European Union is one of the most prominent partners of the Egyptian energy sector and has always had an important and active role in various oil and gas activities in Egypt, pointing out that since the 2018 signing of an MOU for Strategic Cooperation in the field of energy between Egypt and the European Union, the two sides enjoy a fruitful long-term relationship and the European Union has become Egypt's largest trading partner.

Minister El Molla added “The geopolitical tensions and energy market fluctuations that the world is currently witnessing are motivating countries to further diversify their energy sources in order to achieve energy security, stressing that energy security and energy neutrality are complementary goals and that Egypt's vision is to play a key role in the flow of global energy trade and promote a Better Business Link environment to ensure continued cooperation and that Egypt has proved that it holds the keys to being a regional hub for gas and oil through its strategic location, a well-established energy industry and a strong infrastructure that helps to monetize all the potentials in the eastern Mediterranean region.”

For her part, Dr. Rania Al-Mashat, Minister of International Cooperation, said: "Our relations are historical and close with the European Union, and in light of the country's priorities and its Sustainable Energy Strategy 2035, strengthening partnerships in the field of renewable energy, green hydrogen and achieving interconnection is a priority at this time, based on the great potential that Egypt has and its quest to stimulate green transformation and expansion of renewable energy sources. During the cop27 climate conference, we witnessed the signing of the agreements of the "Nowafi" program, which stimulates green investment in the fields of water, food and energy, as well as the Mediterranean hydrogen partnership funded by a European Grant, and many agreements that reflect Egypt's commitment to move from pledges to implementation."

The first panel “Interconnectivity: Financing Renewable Energy” focused on renewable energy, green hydrogen, and electricity Interconnections. The second panel “Working together to resolve the energy crisis” dealt with finding ways and solutions for Europe and Egypt to partner in resolving the energy crisis.

On the sidelines of the event, the EIB and ALEXBANK signed a loan agreement under the framework of the first Green Economy Financing Facility (GEFF) which is co-financed by the EU.

Tunisia: A deeply worrying sign of growing repression

The Tunisian authorities' decision to broaden a criminal investigation based on unfounded accusations of “conspiracy” by adding four dissidents to the list of accused is a deeply worrying sign of growing repression, Amnesty International said today. The newly accused include prominent human rights lawyer Ayachi Hammami, feminist lawyer Bochra Belhaj Hamida and two opposition political figures Nejib Chebbi and Noureddine Bhriri.

“The Tunisian authorities have already done enough damage. to the right to freedom of expression and the rule of law by arbitrarily detaining dissidents on unfounded accusations. They should urgently close this investigation, immediately release all those who have been detained in relation to it and end their instrumentalization of the judiciary as a tool of repression,” said Heba Morayef, Amnesty International's Director for the Middle East and North Africa. “With Tunisia's economic crisis steadily deepening, the authorities should be seeking to promote healthy debate over the country's future. Instead, authorities are deliberately targeting eminent lawyers and political opposition members who have for years fought for a better future for Tunisia to spread fear and silence dissent, sending a chilling message that anyone who dares to oppose President Saied risks reprisal.”

In February 2023, the Tunisian authorities opened a criminal investigation against 17 suspects and arrested 12 of them. A judge later released at least one suspect pending investigation.

The president has publicly branded those arrested as “terrorists” and accused them of plotting to attack the state and foment social tension. An investigative judge at Tunisia's anti-terrorism court is investigating them under ten articles of the Penal Code – including Article 72, which mandates the death penalty for trying to “change the nature of the state” – and more than a dozen articles of a 2015 counterterrorism law.

On 3 May, the General Prosecutor for the Tunis Court of Appeal informed the Tunis Bar Association that the judge overseeing the investigation was adding four new people – all lawyers – to the list of suspects, according to lawyers familiar with the case. In informing the bar association, the prosecutor followed official procedures for criminal investigations targeting lawyers.

The four new individuals under investigation are Ayachi Hammami, a lawyer who has represented other political opposition leaders being investigated in the case; veteran opposition leader Nejib Chebbi; prominent activist Bochra Belhaj Hamida; and Noureddine Bhiri, a senior member of opposition party Ennahda.

Hammami is already being investigated under a draconian cybercrime law for publicly criticizing the authorities. Separately, Bhiri, a former Justice Minister, was arrested on 13 February for allegedly “seeking to change the nature of the state” and has remained in detention since.

Since suspending Parliament and claiming emergency powers on 25 July 2021, President Saied has adopted a new constitution that threatens human rights and issued decree-laws that undermine judicial independence and freedom of expression.

Tunisian authorities have targeted critics and perceived opponents of the president with criminal investigations and prosecutions amid a broader regression in human rights.

Sudan Displacement Doubles in One Week

The number of internally displaced (IDPs) in Sudan has more than doubled in just the last week, since armed clashes erupted between rival militaries in multiple cities across Sudan, the International Organization for Migration (IOM) said on Tuesday.

Speaking at a press briefing at the United Nations in Geneva, IOM's spokesperson Paul Dillon said that according to IOM's Displacement Tracking Matrix, more than 700,000 people were now internally displaced by the fighting, which began on 15 April.  

The number of IDPs increased in many areas, including the capital, where clashes were continuing, he said: “Last Tuesday, the figure stood at 340,000. And, of course, prior to the fighting, an estimated 3.7 million people were internally displaced in Sudan.” 

Fleeing in many directions

Responding to a question about where internally displaced persons were heading, Mr. Dillon said the data was currently preliminary and being analysed. They were moving into multiple states, including White Nile and Khartoum.

Decisions to move were influenced by many different factors, including whether there was conflict in any given area. However, it was difficult for the people to find money, with cash distribution stalled, and the banking system, in effect, shut down.

Fuel is also difficult to come by and expensive, according to IOM.

Deliveries thwarted

“The IOM has stocks of non-food items in six warehouses around the country,” said the IOM spokesperson. “But to date, we have been unable to deliver to those in need.

“The fighting must end and humanitarians must be allowed to resume their work, providing assistance to those most in need before the situation spirals further out of control.” 

Secretary-General António Guterres on Monday condemned looting at the main compound of the UN World Food Programme (WFP) in Khartoum over the weekend. This was the latest targeting of humanitarian facilities since the start of the crisis, now into its fourth week. Most, if not all UN agencies and humanitarian partners, have been impacted by large-scale looting.

Information vacuum

“At this point, we don't have any information, we aren't even able to confirm the extent of the looting in the Khartoum office, but reiterate that the food, the vehicles, the fuel, the assets that have been looted from WFP, go towards the response for the people in Sudan. And this directly hurts the people of Sudan,” said Isheeta Sumra, WFP's Communications Officer speaking from the agency's headquarters in Rome.

The UN World Health Organization (WHO) also reported attacks and looting of healthcare facilities in Sudan.

“Since 15 April, WHO has verified 28 attacks on health, leading to eight deaths and 18 injuries. More reports are under verification,” said WHO spokesperson Tarik Jašarević.

“These attacks include looting, obstruction of access to healthcare, violent attacks using weapons and the forced occupation of facilities. Unfortunately, the looting is affecting healthcare facilities. And this is something that severely undermines the possibility of Sudanese people to seek healthcare.” 

At the same briefing, the WHO said 604 people had been killed and more than 5,000 injured since the violence erupted in mid-April between the rival armed factions, although the UN has repeatedly said the figures are likely to be an underestimate.

The rising incidence of Noncommunicable Diseases (NCDs) in Ethiopia

A high-level policy dialogue workshop took place in Addis Ababa, Ethiopia, on the rising incidence of Noncommunicable Diseases (NCDs) in Ethiopia and how fiscal measures can help prevent and mitigate its economic, public health, and equity impact.

“NCDs are the leading causes of premature deaths, accounting for 74% of all deaths globally, with 85% occurring in low- and middle-income countries. NCDs, including injuries, are responsible for 52 % of mortality in Ethiopia, and the issue of premature death is also becoming a concern in the country.” Ethiopian Minister of Health Dr. Lia Tadesse said, opening the workshop. 

The main NCDs responsible for 80% of all premature NCD deaths globally are cardiovascular diseases, cancers, chronic respiratory diseases, and diabetes, including kidney disease deaths caused by diabetes. 

The growing use of unhealthy products such as tobacco, alcohol, and chewing khat, combined with the fast-growing lifestyle change in the use of sugar-sweetened beverages and trans fats, particularly among young people, is fueling the fast spread of NCDs in Ethiopia.

“If not addressed appropriately, NCDs will cause a substantial impact on the national economy and may eventually undermine the success registered in the health sector.” The Minister stressed. 

“Fiscal measures such as excise tax and price increases are essential tools in curbing the impacts of NCDs. The proceeds from tax and price measures on unhealthy products can also reduce NCD-related premature deaths and improve our citizen's quality of life and economic productivity.” Dr. Lia added. 

Held from the 27th to the 28th of April 2023, the workshop was organized by the Ethiopian Food and Drug Authority (EFDA) and the Ministry of Health (MoH) in close collaboration with the Ethiopian Country Office of World Health Organization (WHO-Ethiopia), to sensitize stakeholders on the benefits of fiscal measures in reducing the impact of NCDs and their risk factors and generating recommendations on effective health tax measures.

The workshop also aimed at raising awareness on the magnitude of NCDs, assessing the effects of the 2020 fiscal measures on the price and consumption of unhealthy products, sharing best practices on the role of health tax from countries in the African region and beyond, and deliberate on policy gaps and challenges to strategize how to fast rack implementation towards achieving the Sustainable Development Goals (SDG) targets.

Acting Representative to the Ethiopian Country Office of World Health Organization (WHO-Ethiopia), Dr. Nonhlanhla Dlamini, in her keynote address, said, “As the intent of excise tax is aimed at tackling the negative public health impact of unhealthy products through reducing consumption, success in this regard, will not only help to meet SDG targets of reducing premature deaths from NCD risk factors but also generates additional excise tax revenue and improve economic productivity in all economic sectors.” 

“Given the cross-cutting linkages between NCDs and other SDG goals, achieving SDG target 3.4, which aims ‘to reduce premature mortality from NCDs' will contribute to efforts to end poverty and hunger (SDGs 1&2) and other goals or vice versa.” the Acting Representative stressed adding ‘NCDs push people further into serious poverty as their management drains their money, increases work absenteeism, and reduce productivity. NCDs remain a development challenge”. 

Dr. Dlamini also applauded the government of Ethiopia, the House of People's Representatives (HOPR), the Ministry of Health, the Ministry of Finance, the Food and Drugs Authority, Civil societies, as well as partners and the media for their role and contribution on the implementation of fiscal measures in Ethiopia.

The policy dialogue was attended by deputy chairs of Health, Social Affairs, Culture, and Sports, as well as Plan, Budget, and Finance Standing Committees of the HOPR, Members of the HOPR, the Minister of Health, the State Minister of Women and Social Affairs, Directors from the Ministry of Finance, Ministry of Revenue, Ethiopia Customs Commission, Food and Drugs Authority, as well as Executive Directors and representatives of Civil societies, Partners, and the World Health Organization.

Participants of the policy dialogue have discussed, acknowledged, and agreed that there is a need for urgent action to address the growing health and economic burden of NCDs, together with its attendant economic, social, and public health costs.

Participants of the meeting also strongly emphasized that health taxes such as those on tobacco, alcohol, and sugar-sweetened beverages need to be evidence-based and cost-effective interventions to reduce the consumption of unhealthy products deemed significant risk factors for NCDs. Health taxes are also accelerators for NCD prevention and financing boosters for SDGs. 

Health taxes are particularly effective in protecting the young and the poor since they are more price sensitive and incentivizes them not to start, stop or reduce consumption of unhealthy products. They are a win for public health, a win for revenues, and a win for equity.

Addressing the participants with his keynote address H.E Dr. Kairedin Tezera, Deputy Chair of Health, Social Development, Culture, and Sports Standing Committee with the House of Representatives (HOPR), said his standing committee is working hand in glove with the Ministry of Health, all stakeholders, and partners in drafting, enacting and promulgating bills and proclamations against unhealthy goods and help significantly cut the impact of NCDs in Ethiopia.

However, a series of deliberations and statutory provisions should be undertaken by all stakeholders to generate policy recommendations and bring about the desired change in statutory regulations and behavioral changes that help prevent the spread of NCDs, the parliamentarian stressed.

International Tourism on Track for Full Recovery

International tourism is well on its way to returning to pre-pandemic levels, with twice as many people travelling during the first quarter of 2023 than in the same period of 2022.

New Data from UNWTO: What We've Learned

The second UNWTO World Tourism Barometer of the year shows that the sector's swift recovery has continued into 2023. It shows that:

  • Overall, international arrivals reached 80% of pre-pandemic levels in the first quarter of 2023
  • An estimated 235 million tourists travelled internationally in the first three months, more than double the same period of 2022.
  • Tourism has continued to show its resilience. Revised data for 2022 shows over 960 million tourists travelling internationally last year, meaning two-thirds (66%) of pre-pandemic numbers were recovered.

Recovery by Region in Q1 2023:

  • The Middle East saw the strongest performance as the only region exceeding 2019 arrivals (+15%) and the first to recover pre-pandemic numbers in a full quarter.
  • Europe reached 90% of pre-pandemic levels, driven by strong intra-regional demand.
  • Africa reached 88% and the Americas about 85% of 2019 levels
  • Asia and the Pacific accelerated its recovery with  54% of pre-pandemic levels, but this upward trend is set to accelerate now that most destinations, particularly China, have re-opened.

The UNWTO data also analyses recovery by sub-region and by destination: Southern Mediterranean Europe and North Africa have also recovered pre-pandemic levels in Q1 2023, while Western Europe, Northern Europe, Central America and the Caribbean all came close to reaching those levels.

What it Means:

UNWTO Secretary-General Zurab Pololikashvili says: "The start of the year has shown again tourism's unique ability to bounce back. In many places, we are close to or even above pre-pandemic levels of arrivals. However, we must remain alert to challenges ranging from geopolitical insecurity, staffing shortages, and the potential impact of the cost-of-living crisis on tourism, and we must ensure tourism's return delivers on its responsibilities as a solution to the climate emergency and as a driver of inclusive development."

International tourism receipts grew back to hit the USD1 trillion mark in 2022, growing 50% in real terms compared to 2021, driven by the important rebound in international travel. International visitor spending reached 64% of pre-pandemic levels (-36% compared to 2019, measured in real terms). By regions, Europe enjoyed the best results in 2022 with nearly USD 550 billion in tourism receipts (EUR 520 billion), or 87% of pre-pandemic levels. Africa recovered 75% of its pre-pandemic receipts, the Middle East 70% and the Americas 68%. Due to prolonged border shutdowns, Asian destinations earned about 28%.

Looking Ahead: What's in Store?

The Q1 2023 results are in line with UNWTO's forward-looking scenarios for the year which project international arrivals to recover 80% to 95% of pre-pandemic levels. UNWTO's Panel of Experts expressed their confidence in a strong peak season (May-August) in the Northern Hemisphere, reflected in the latest UNWTO Confidence Index which indicates performance for the period is on track to be even better than 2022.

However, tourism's recovery also faces some challenges.  According to the UNWTO Panel of Experts, the economic situation remains the main factor weighing on the effective recovery of international tourism in 2023, with high inflation and rising oil prices translating into higher transport and accommodations costs.  As a result, tourists are expected to increasingly seek value for money and travel closer to home. Uncertainty derived from the Russian aggression against Ukraine and other mounting geopolitical tensions, also continue to represent downside risks.

Eskom to restore power in the North West

The country's power utility has reassured the North West Provincial Government that it will restore power to affected areas before end of business today. Several parts of the Mahikeng Local Municipality have been without electricity for several days. This includes Golfview, Riviera Park, Mahikeng CBD, Danville, Majemantsho, Dihatshwane and Mosiane View. The power outages were caused by the explosion on the Mahikeng main sub-station at Golfview.

North West Spokesperson for Eskom, Ezekiel Baruti says a mobile infrastructure unit has been mobilised while Eskom starts the process of rebuilding the destroyed infrastructure.

“The mobile electricity infrastructure unit (Mobile Switch Gear) is now in place and will restore electricity supply to Golfview, Riviera Park, Mahikeng CBD and Danville today. Areas which have since been connected to other feeders will also be connected to this unit,” said Baruti.

North West Premier, Kaobitsa Bushy Maape has applauded efforts by Eskom and is hoping the electricity supply will restore the livelihood of residents in affected areas. 

“Electricity should be restored in due course and we want to thank Eskom for all their efforts of working around the clock to restore electricity. We also want to thank the affected residents for their patience and understanding. We know that it was not easy and we hope their lives will go back to normality” remarked Premier Maape.

Residents are also urged to refrain from tampering with the electricity infrastructure and report such incidents to relevant authorities. It remains unclear what could be the cause of the explosion, but investigations are currently underway by Police. The provincial government has urged the power utility to keep residents abreast of any developments.
