Taking place on Tuesday and Wednesday, the annual high-level conference, co-hosted by Germany and Brazil in Berlin, Germany, serves as a crucial bridge between successive United Nations Climate Change Conferences (COPs), providing a platform for international dialogue on climate action and cooperation.
“Established in 2010 by former German Chancellor Dr Angela Merkel, the dialogue convenes selected nations to pave the way for successful negotiations under the United Nations Framework Convention on Climate Change (UNFCCC).
“The ministerial meeting provides an informal yet strategic space for countries to deliberate on key issues under the UNFCCC and the Paris Agreement, including the Global Goal on Adaptation, mitigation ambition, loss and damage from climate impacts, and the provision of international climate finance,” the department said.
The Minister will use this platform as an opportunity to provide an overview of South Africa’s Presidency of the G20 Environment and Climate Sustainability Working Group.

Deputy Minister in the Presidency responsible for Women, Youth and Persons with Disabilities, Mmapaseka Steve Letsike, is leading the South African delegation to the 2024 Berlin Equal Rights Coalition (ERC) Conference, currently underway in Germany.
The Equal Rights Coalition is a collaborative mechanism to progress lesbian, gay, bisexual, transgender, queer and intersex (LGBTQI+) rights across the globe.
This year’s conference, taking place from 17-18 December 2024, is held under the theme: “Countering the push-back, “where representatives from Member States will meet alongside civil society to assess the current landscape of the LGBTQI+ rights and freedoms.
The conference will also look to devise strategic partnerships that respond to, and tackle the foremost challenges affecting people of diverse sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC) around the globe.
During the two-day conference, participants will have the opportunity to attend insightful plenary sessions from key stakeholders in the mechanism and across the landscape of the defence of human rights at different scales.
The participants will also take part in sessions from four thematic groups on key areas of interest regarding the rights of LGBTQI+ persons and the state of LGBTQI+ rights worldwide.
“Lestsike will take part in the ministerial discussion on the role of legislators in advancing LGBTQI+ rights, focusing on African legislators from Sub-Saharan Africa to share insights and reflections on the LGBTQI+ landscape and the role of advocacy in contexts with punitive legislation,” the department said in a statement on Monday.
The Equal Rights Coalition was founded in 2016 at the Global LGBTI Human Rights Conference in Montevideo, under the leadership of Uruguay and the Netherlands, as an intergovernmental body of 44 Member States dedicated to the protection of the human rights of LGBTI persons and the promotion of inclusive development. – SAnews.gov.za

President Cyril Ramaphosa will today host President Frank-Walter Steinmeier of the Federal Republic of Germany for a working visit at Mahlamba Ndlopfu, the President’s official residence in Pretoria.
According to the Presidency, the visit will highlight the “30th anniversary of democracy in South Africa and the 35th anniversary of the fall of the Berlin Wall”.
“The leaders will have an opportunity to engage on a variety of issues of mutual interest, thereby enhancing the strategic relationship and fostering closer cooperation between the two countries.
“South Africa has a very substantial and diverse relationship with Germany. Germany is one of South Africa’s most important strategic partners and is the third largest market for South African exports, the third largest source of overseas tourists, as well as a major investor and development partner,” the Presidency said ahead of Friday’s visit.
The German leader visits South Africa after attending a three-day State Visit to the Federal Republic of Nigeria.
“During his visit [to South Africa], President Steinmeier will be accompanied by a business delegation of 10 German CEOs and will participate in a business roundtable during the afternoon of 13 December 2024.

Relief and hope as Social Development brings critical services to East London
The Department of Social Development (DSD) has brought vital services to citizens in the Buffalo City Metropolitan Municipality by setting up a temporary service point during the Berlin November horse racing festival, which was recently held in the Eastern Cape.
Mother of four, Pamoria Mayengane, 48, is one of the residents who could not contain her joy after receiving the help she urgently needed from the DSD. Mayengane had been struggling for months with the suspension of her Social Relief of Distress (SRD) grant due to fraud activity, which impacted her.
The weight of uncertainty had taken a toll on Mayengane, but that changed when she heard on the radio that the DSD would be bringing its services to Berlin, a small, yet vibrant town in East London, in the Buffalo City Metropolitan Municipality.
The annual Berlin November event draws thousands of visitors from across South Africa, providing a unique platform for government departments and corporate organisations to showcase their services and promote social cohesion.
Mayengane, who lives within walking distance of the Berlin racecourse, seized the opportunity to reach out to the DSD.
“I was so happy when I heard the announcement [on the radio]. I did not even have to pay for transport. I walked from my house to the venue. It was such a relief to finally be assisted,” she said.
The SRD grant, coupled with child support grants for her two younger children, is the lifeline for her family. The fraudulent attempt to access her SRD grant had left her unable to receive payments, plunging her into financial stress.
With the South African Social Security Agency's new face verification system in place, the fraudulent individual was blocked, and the payment was stopped.
At the Berlin temporary service point, officials helped Mayengane to resolve the issue, ensuring that her grant would be reinstated for the next payment cycle.
“This grant means everything to me. It helps me buy groceries and cover my children’s basic needs. Now I can look forward to buying them Christmas groceries, just like other families,” she said.
Berlin, nestled between East London and King William’s Town, is a historical town that has maintained its charm, while growing into a hub of cultural activity. The Berlin November horse racing function, in particular, has become a major drawcard, blending tradition with entertainment.
This year, the DSD used the function as a platform to bring its services closer to the people, addressing pressing social challenges and fostering community engagement during the 16 Days of Activism for No Violence against Women and Children campaign.
In addition to assisting residents like Mayengane, the DSD and other participating stakeholders provided information and support on various issues, including social grants, child protection, substance abuse, non-profit organisations and community development.

South Africa, Germany strengthen development cooperation
Germany and South Africa have reaffirmed their commitment to cooperate in several areas, including economic development and climate change.
The two countries met at the 2024 Intergovernmental Negotiations on South African-German Development Cooperation, which were held from 25 - 27 November 2024 in Berlin, Germany.
Germany was represented by officials of the Ministry for Economic Cooperation and Development (BMZ), while South Africa was represented by officials from National Treasury.
“Germany has committed further funding of EUR276.5 million (approximately R5.2 billion) for the period from 2024 to 2026.
“Both South Africa and Germany reaffirmed their commitment to the four focal areas of bilateral development cooperation, namely peaceful and inclusive societies; climate energy and the just transition; sustainable economic development, training, and employment, and health and pandemics,” National Treasury said in a statement on Tuesday.
The BMZ highlighted the Just Energy Transition Partnership (JET-P) as a milestone in international cooperation and emphasised Germany’s strong commitment to supporting a clean and just transition towards climate neutrality in South Africa.
National Treasury underscored the importance of the "Just" component of the transition to protect livelihoods and the economic base of the coal basin in policy discussions around JET-P.
South Africa and Germany will further strengthen their existing bilateral development cooperation in technical and vocational education and training (TVET) and skills development.
“This will be complemented by additional initiatives, focusing on pathways from learning to earning. In recognition of South Africa's significant efforts to strengthen governance and combat gender-based violence, the BMZ made additional commitments in the areas of violence and crime prevention, SDG [Sustainable Development Goals] implementation, and anti-corruption,” Treasury said.
Both the BMZ and National Treasury highlighted the more than 30 years of joint development cooperation as important for the furtherance of the interests of the respective countries.

SA to host Conference of Ombuds Institutions for Armed Forces
South Africa is set to host the Seventieth International Conference of Ombuds Institutions for the Armed Forces (17ICOAF) conference next year.
South African Military Ombud Lieutenant General (Retired) Vusumuzi Masondo said the ICOAF gathers representatives of ombuds institutions for the armed forces from around the world, which exist in various names and models.
To date, representatives of ombuds institutions of over 50 states have participated in the ICOAF initiative.
This as Masondo and a delegation attended the 16ICOAF which took place in Berlin, Germany, from 30 September to 02 October.
The Military Ombud addressed the conference on how ombuds institutions can uphold and enhance the various systems of care and support for veterans, especially focusing on supporting veterans with physical and mental health concerns.
Masondo shared with his peers that veterans who served in the South African National Defence Force (SANDF) since 1994 have access to the necessary physical and mental health care they may require.
However, the Office has identified that a great number of military veterans who fought for South Africa’s liberation are excluded from the mandate in law and have little if not limited physical and mental health care support.
“A lesson for us involved in furthering the democratic order would be to remember to include all soldiers involved in such a struggle in future veterans’ dispensations. I found it serving the purpose of the Office to forge strong and reliable relations with stakeholders impacting veterans' health,” said Masondo.
In sharing best practices and experiences, Masondo presented several case studies the Office dealt with regarding military veterans’ benefits.
In one case, the fund administrator decided to terminate the membership of a veteran because he failed to pay subscription fees. The member only learned about the membership termination after a claim he submitted was rejected by the fund administrators.
The member approached the Office to complain, and the Office assumed jurisdiction on the matter.
Upon investigation, the Office ascertained that prior communication by the fund did not reach the complainant, as he had changed cell phone numbers and no trace of informing the complainant was found.
The fund ultimately reinstated his membership and reimbursed him.
Masondo mentioned that the Office reaches out to veterans through the Outreach Programme that helps the Office to note the increase in complaints trends from veterans relating to health services post their careers as soldiers.
The objectives of the 16ICOAF were to raise awareness, facilitate and foster peer-to-peer exchange of knowledge and best practices. – SAnews.gov.za

A Mamelodi-based detergents company is determined to take full advantage of the Partnering in Business with Germany Programme and export their products to international markets.
This was said by the Founder and Managing Director of TOSH Detergents, Lufuno Rasoesoe.
She was speaking during the recent alumni event of the programme that was hosted by South Africa and Germany in Sandton.
According to Rasoesoe, participating in the Partnering in Business with Germany Programme has been of significant benefit to her Gauteng company.
In April, the Department of Trade, Industry and Competition (the dtic) and the German Federal Ministry for Economic Affairs and Climate Change signed a Joint Declaration on Cooperation to formalise a programme to train and mentor emerging exporters from South Africa to access the German market.
“Through the business-to-business meetings and visits to various manufacturing plants in Germany, I gained valuable insights into how we can improve our own manufacturing plant.
“The exposure to advanced processes and operational standards inspired the factory plans that we are currently developing, as well as the implementation of more efficient standard operating systems. This experience has given us a clearer vision of how to elevate our production capabilities and meet global standards,” Rasoesoe said.
She explained that after participating in the programme, her company was invited to participate in the Africa Start-up Connect Week in Berlin, Germany.
At that event, she met entrepreneurs from across the African continent and was exposed to a wealth of export opportunities within the continent.
“This has broadened my network and opened doors for potential collaborations and expansion into various African markets, bringing us closer to our goal of growing TOSH Detergents' presence internationally."
She added that her participation in the Partnering in Business with Germany Programme and the Rand Show Exhibition, both with the assistance of the dtic has impacted positively on her business.
“Both experiences were incredibly valuable for my business. The Rand Show Exhibition provided us with great exposure to a wider audience, allowing us to showcase our products and build new connections.
“The Partnering in Business with Germany Programme offered insights into international markets, manufacturing best practices, and potential export opportunities.
“These experiences have been instrumental in growing our brand and expanding our market reach,” Rasoesoe said.
TOSH Detergents was formed in March 2021 as a business initiative aimed at addressing the need for affordable, high-quality cleaning products in South Africa.
The company was inspired by the desire to create a sustainable business that could provide essential household products while also empowering local communities.
“TOSH Detergents does not only fill a gap in the market, but also promotes job creation and economic development, particularly in the previously disadvantaged areas,” she said.

The company currently employs 15 people, nine in the production area, and six as merchandisers and sales agents.

IEC finalising preparations for voting abroad
The Electoral Commission of South Africa (IEC) says it is finalising preparations for the 78 092 South African citizens who applied to cast their special vote abroad.
Working with the Department of International Cooperation and Cooperation (DIRCO), the IEC said it has begun shipping voting materials. These include voting booths, ballot boxes and papers, stationery packs, and all the relevant lists.
The commission said voting out of the country will take place in 111 foreign missions.
South African citizens in Algiers, Amman, Cairo, Kuwait City, Jeddah, Ramallah, Riyadh and Tehran will vote on 17 May.
The rest of the 102 missions will make their mark on Saturday, 18 May 2024.
The voting stations will be open from 7am to 7pm, allowing 78 092 voters to exercise their right to vote in South Africa’s 2024 National Elections.
“In respect of the mission in the United Kingdom, the commission has determined two days of special voting. These are Saturday and Sunday, 18 and 19 May 2024 from 7am to 9pm.”
The IEC explained that the extended voting hours are intended to enable proper arrangements for the 24 535 voters registered to cast their vote at the mission.
“Similarly, extended voting hours have been prescribed for the mission in Washington DC and New York. The voting hours are 7am to 9pm.”
As per IEC, the largest international voting stations by population are London (24 535), followed by Hague (6 659), Canberra (3 674), Dubai (3 266), Dublin (3 040), Wellington (2 292), Abu Dhabi (1 825), Washington DC (1 799) and Berlin (1 476).
Voters will need to be present in person at the mission where they are registered or where they successfully applied for by VEC 10 notice.
“After the voting process, cast national compensatory ballots will be transported through a source channel back to the national office of the Electoral Commission for counting. The votes will be counted in the presence of agents presenting contestants.”
The IEC has since thanked its stakeholders, staff and employees from DIRCO for tirelessly working to ensure that registered voters make their mark in the upcoming elections.
“The commission is aware that voting is not possible in some countries for security reasons. DIRCO has confirmed that the missions in Sudan, Tel Aviv and Kyiv remain closed. Unavoidably and regrettably, voters registered at these missions will not be able to vote in the forthcoming elections if they were not able to make arrangements by the 22 April deadline to vote at another mission.”
Meanwhile, IEC said it will operate extended hours on both voting days abroad to assist voters with queries. – SAnews.gov.za

The expanded fourth season of the BAL will tip off on Saturday, March 9, 2024, at the SunBet Arena in Pretoria, South Africa. The 2024 BAL season will feature the top 12 club teams from 12 African countries playing a record 48 games in Pretoria; Cairo, Egypt; Dakar, Senegal; and Kigali, Rwanda over four months, marking the first BAL games in South Africa and the first time the league will play games in four different countries. Fans can register their interest in tickets to games in all four markets at BAL.NBA.com.
During the 2024 BAL season, the 12 teams will be divided into three conferences of four teams each. Each conference will play a 12-game group phase during which each team will face the other three teams in its conference twice. The inaugural Kalahari Conference group phase will take place from Saturday, March 9 – Sunday, March 17 at the SunBet Arena in Pretoria. The Nile Conference group phase will take place from Friday, April 19 – Saturday, April 27 at Hassan Mostafa Indoor Sports Complex in Cairo. The Sahara Conference group phase will take place from Saturday, May 4 – Sunday, May 12 at the Dakar Arena in Dakar. The top two teams from each conference and the top two third-place teams from across the three conferences will travel to Kigali for four seeding games followed by an eight-game, single-elimination Playoffs and Finals from Friday, May 24 – Saturday, June 1 at BK Arena.
The 12 BAL teams, conferences, game schedule and additional information about the 2024 BAL season will be announced in the coming weeks.

President Ramaphosa declares 15 December a public holiday
President Cyril Ramaphosa has declared the 15th of December 2023 as a public holiday in celebration of the Springboks’ momentous achievement at the 2023 Rugby World Cup in Paris, France.
On Saturday night, South Africans watched with pride and joy as the national rugby team became the world champions for the fourth time since the advent of democracy in the country.
Addressing the nation on Monday evening, the President explained that as much as many want a holiday now, most can agree that matriculants must be given time to focus on their exams, after which the celebrations will continue.
“In celebration of the Springboks’ momentous achievement and the achievements of all our other sports men and women, and as a tribute to the resolve of our united nation, I am declaring Friday the 15th of December 2023 as a public holiday.
“We declare this to be a day of hope, a day of celebration and unity. Our sports men and women have shown us what is possible. We will succeed and we will ensure that we leave no one behind,” President Ramaphosa said.
The Springboks will return home on Tuesday and the country will welcome them with great joy and jubilation. They will conduct a victory tour around the country and President Ramaphosa will receive them at the Union Buildings later this week.
The President urged the country to now rally behind the Proteas in the same way as they have given their support to the Springboks.
“I want us all to embark on a period of celebration culminating in a celebratory holiday after our matriculants have finished their exams and the Proteas have done the country proud at the Cricket World Cup,” he said.
Today marks the start of the 2023 National Senior Certificate exams for close on one million learners.
“Over the next weeks, our learners will prove the value of hard work, dedication and the investment that we have made as a nation in the education of our young people.
“We wish them the very best, confident that they will make the country proud,” President Ramaphosa said.
Stronger Together
President Ramaphosa took the opportunity to urge the nation to draw hope and encouragement from the determination and the performance the Springboks and the Proteas have displayed.
The victory by the Springboks and the performance of the Proteas follows the victory of Banyana Banyana in the Women’s Africa Cup of Nations and their progress to the knockout stages of the FIFA Women’s World Cup.
The country’s spirits were similarly lifted by the achievements of the national squad at the Special Olympics World Games in Berlin in June.
“The determination and resilience of our teams have given credence to Madiba’s words that sports unites the nation. In their achievements, they have revealed much about the unity of the people of the country they represent.
“As a people, we have shown before what is possible when we are united, when we are determined, when we try hard and when we refuse to give up. Together, we overcame apartheid, ended centuries of conflict and gave birth to a thriving democracy. Together, we confronted and overcame the deadliest global pandemic in over a century. We are indeed stronger together,” he said.
President Ramaphosa emphasised that the Springboks’ victory rightfully calls for a moment of national recognition and celebration.
“As we all watched their progress towards the championship, we marvelled at their resilience and determination to overcome some of the best teams in the rugby world. At moments when their cause seemed lost, they fought back and they emerged victorious,” he said.
The President further applauded the cricket team who have been performing well in the Cricket World Cup. – SAnews.gov.za
