Minister Gwarube in talks to enhance education sector 

Basic Education Minister, Siviwe Gwarube, has held meetings with various international partners to reinforce South Africa's commitment to enhancing the education sector through global collaboration. 

In a statement, the Department of Basic Education (DBE) said these discussions which were held at the departmental offices in Pretoria, emphasised the critical role of international partnerships in advancing the country's educational objectives.

Minister Gwarube met with Andreas Schleicher, Organisation for Economic Cooperation and Development (OECD) Director for Education and Skills, to discuss the Joint Work Programme (JWP) between South Africa and the OECD. 

The JWP, aligned to South Africa’s National Development Plan (NDP), supports initiatives in early childhood education, career development and curriculum standards. 

“The meeting also covered South Africa’s participation in the 2024 Teaching and Learning International Survey (TALIS), which offers insights into teacher development and education trends. 

Additionally, the OECD offered support for South Africa’s Education Working Group during its G20 Presidency in 2025,” the department said.

In her meeting with UNICEF country representative, Christine Muhigana, Minister Gwarube discussed UNICEF’s collaboration with the DBE. 

Key focus areas included Early Childhood Development (ECD), quality basic education and adolescent development. 

“UNICEF has played a significant role in supporting South Africa’s efforts to improve ECD, boosting educational outcomes and empowering adolescents, particularly girls, in Science, Technology, Engineering and Mathematics (STEM). The partnership also aims to strengthen teaching practices and promote skills for the Fourth Industrial Revolution,” the department said. 

Minister Gwarube also met with the European Union (EU) Ambassador, Sandra Kramer, to discuss partnerships with South Africa particularly in the field of education. 

The EU has supported South Africa’s education sector through the General Budget Support (GBS) approach since 2009, aligning funding with national priorities. 

“This partnership has notably improved literacy, numeracy and technology education, especially in Grades 7 to 9. The Minister expressed her gratitude for the EU’s 30 years of support whilst highlighting the importance of continued collaboration,” the DBE said. 

The Minister also met with Japanese Ambassador, Ushio Shigeru and JICA Chief Representative, Kaoru Okada, to discuss the long-standing partnership between the DBE and the Japan International Cooperation Agency (JICA). 

“This collaboration, which commenced in 2012, focuses on improving Mathematics, Science and Technology (MST) education. The Minister sought an extension for JICA to finalise the National Mathematics Improvement Plan and acknowledged Japan’s assistance in rebuilding schools damaged by the 2021 floods in the KwaZulu-Natal Province,” the DBE said. 

The ongoing meetings have highlighted South Africa’s ongoing commitment to leveraging international partnerships to enhance its education system and address the needs of all learners in a rapidly changing world. – SAnews.gov.za

The National Treasury has welcomed the funding commitments by the New Development Bank (NDB) to critical freight logistics and water projects. 

The bank, during the 9th Annual Meeting of the Board of Directors of the NDB in Cape Town this week, announced that its Board had approved a US$1billion loan to South Africa for financing water and sanitation infrastructure development under the Municipal Infrastructure Grant (MIG).

Additionally, it was announced that a R5 billion loan agreement with Transnet was also extended.

“We welcome the NDB's funding commitments. They will go a long way in assisting us with the funding challenges faced by some of our programmes and parastatals. Every cent is welcome. 

"Of course, many of our broader plans for infrastructure pipeline development and funding will be unpacked during the Medium-Term Budget Policy Statement in October,” said Minister of Finance and NDB Governor, Enoch Godongwana.

The annual meeting included engaging sessions and seminars focused on energy; unlocking financing for sustainable development in emerging markets and developing countries; and the role of development finance institutions in infrastructure investment.

Godongwana said government looked to the NDB to provide solutions aimed at de-risking infrastructure projects through its financial instruments to attract private capital. 

This, he said, would support infrastructure projects and provide technical assistance in designing innovative funding models and institutional arrangements that could accelerate infrastructure investments at a country-level.

“However, if the bank is to continue advancing the interests of the developing world and addressing challenges such as renewable energy, infrastructure development, digital access, and job creation then the NDB must make a concerted effort to speed-up disbursements of approved projects,” said the Minister. – SAnews.gov.za

The Portfolio Committee on Women Youth and Persons With Disabilities received a briefing today from the National Youth Development Agency (NYDA) on its annual performance plan (APP) and budget for the 2024/25 financial year.

The committee heard that for the 2024/25 financial year, the budget allocation for the Department for Women, Youth and Persons with Disabilities is R791.3 million. The budget includes a significant portion earmarked for youth development programmes, although it reflects a decrease from the previous year's budget. The APP outlines specific targets, including support of youth-owned enterprises, job creation and the facilitation of skills development programmes.

The committee praised the comprehensive presentation provided by the NYDA and commended their ongoing efforts to address the challenges facing South Africa's young people.

Throughout the discussions during the meeting, several important themes emerged. Firstly, there was consensus among committee members about the urgent need to address the high levels of youth unemployment. Many members highlighted the importance of aligning education systems with the demands of the job market. The committee believes entrepreneurial skills should be integrated into the school curriculum to better prepare young people for future employment opportunities.

The committee had concerns about the accessibility of NYDA services, particularly in rural areas. Committee members said it is crucial for the agency to enhance outreach efforts to ensure that young people, especially those from marginalised communities, have access to vital information and resources that the NYDA has to offer. Members suggested exploring partnerships with local organisations and using mobile units to reach young people who may face transportation barriers.

Regarding the NYDA's budget, members of the committee noted discrepancies between the agency's reported allocations and the figures obtained from the National Treasury. This discrepancy warrants closer scrutiny to ensure transparency and accountability in the use of resources. Furthermore, the committee recognised the significant reduction in funding for various programmes and indicated that it is eager to understand how the NYDA plans to sustain its initiatives under these financial constraints.

The committee noted in the presentation that the upcoming financial year marks the last for additional funding of R250 million for the National Youth Service programme, which raises questions about the long-term sustainability of such initiatives.

The committee also inquired about the effectiveness of the NYDA's programmes, specifically regarding the distinction between job opportunities created and actual long-term employment. The committee indicated that it is keen to understand the sectors that have benefited most from these opportunities and the sustainability of the jobs created.

Additionally, the issue of inclusivity for persons with disabilities within the NYDA's programmes was highlighted. While the NYDA has made strides in developing a disability strategy, the committee encourages further efforts to ensure that programmes cater to the diverse needs of all young people, including those with disabilities.

Finally, the committee expressed a desire for more detailed reporting on the performance of board members and the mechanisms in place for evaluating their contributions. It is essential that we hold ourselves accountable and ensure that our leadership remains effective in driving the NYDA's mission forward.

The committee's Chairperson, Ms Lindelwa Dunjwa, said: “The committee is committed to supporting the NYDA in its mandate to empower young people across South Africa. We look forward to continued engagements that will enhance our collective efforts to address youth unemployment and promote socio-economic development,” she said.

President Cyril Ramaphosa says government remains committed to creating a Sovereign Wealth Fund which will benefit future generations, however, the conditions do not currently exist to establish an immediate one.

The President was responding to questions for oral reply in the National Assembly in Parliament, Cape Town on Thursday. This was his first such session under the Government of National Unity.

Member of Parliament Joseph Maswanganyi asked President Ramaphosa how government will develop the Sovereign Wealth Fund and ensure that its development benefits the majority of the people of the Republic.

“We are committed to create a Sovereign Wealth Fund and we believe that the architecture that we are putting together now will be able to assist us in building a Sovereign Wealth Fund. This we will be doing for future generations because it takes quite a while to build a facility like a Sovereign World Fund.

“While conditions do not currently exist for the immediate establishment of a Sovereign Wealth Fund, this is an objective which we should continue to work towards. Such a fund could help to ensure that the national wealth of our country is effectively used to support economic and social development for years to come,” the President said.

On whether the fund will benefit the majority of the people of South Africa, President Ramaphosa said the fund is meant to achieve precisely that purpose.

“The Sovereign Wealth Fund should be seen as a contributor to economic development and as a vehicle through which the state can invest money that is in surplus and can be utilised for various economic projects. It could be specific economic sectors that it focuses on and could also be funding, or surplus money utilised to invest in other countries and companies.

“The fund in my view is the way to go and we now have better architectural opportunity to be able to do so rather than just to continue talking about it without knowing exactly how it will source money and how it will be structured. 

“Setting up a Sovereign Wealth Fund is a project we will work on as we improve our state-owned enterprises (SOEs),” the President said.

Explaining how the Sovereign Wealth Fund will work, he said they are by nature often used by many countries across the world to harness national resources for economic as well as for social development. 

He added that they are often used to preserve and to grow a country's wealth for the benefit of future generations. 

A document published in December of 2021 by the National Treasury described some of the features of a Sovereign Wealth Fund, saying that such a fund is often a state-owned company that would accumulate resources for capital investment through a dedicated revenue instrument or instruments.

“It will then invest these resources in different asset classes. Countries with Sovereign Wealth Funds - there is quite a number of them around the world - often maintain surpluses in their current accounts and balance sheets or balances, this provides the fiscal space to establish a Sovereign Wealth Fund.

“At present, with our current fiscal position, with substantial current accounts and budget deficits it is currently not the most opportune or favourable time for us to establish the fund, however, there are a number of options that are under consideration,” the President said. 

He emphasised that funding for service delivery remains under pressure, with additional resources required to improve the recruitment of key personnel such as police and teachers. 

He said that the country also needs to increase investment in the maintenance of basic service infrastructure.

“In light of these realities, the most appropriated policy path for us is to use any additional resources at this moment to reduce the debt burden that our country carries and improve the delivery of services. 

Among other questions, the President also briefed Parliament on steps government is taking to encourage private sector investment to improve ports, railways and other infrastructure to drive economic growth. – SAnews.gov.za

Public Works and Infrastructure Minister Dean Macpherson says his department has issued tenders for the appointment of an independent investigator to, within 60 days following their appointment, provide a detailed report on what went wrong with the Telkom Towers building in Pretoria.

According to Macpherson, the report should detail who is to blame and what will be the best solution moving forward for the Telkom Towers to limit further wastage of taxpayer money.

Earlier this month, the Minister conducted an oversight inspection at the Telkom Towers.

The building was procured to serve as the South African Police headquarters in 2016 to the tune of nearly R700 million. Officials say to date, over R200 million has been spent on renovations and other services but the building remains empty due to lapses.

Addressing the media in Cape Town on Wednesday, Macpherson said in the coming weeks, a tender for a second independent investigation will be released to investigate leases which have been established by the Department of Public Works and Infrastructure to ensure that these leases were completed within the confines of the law and that the state is paying market-related prices for each.

“Shortly after my appointment, we initiated an investigation into an R300 million IT security breach that spans a decade. The investigation builds on the work Deputy Minister Sihle Zikalala started earlier this year when vulnerabilities were discovered in the department’s Information and Technology Systems,” the Minister said.

Macpherson said preliminary reports since the extent of the security breach was found suggest that the amount of money stolen over the period confirms the seriousness of the matter.

He has also authorised the department’s legal services to assist the Special Investigating Unit (SIU) with litigation at the Special Tribunal to recover up to R20 million against Kroucamp Plumbers.  

“This case involves tenders received by Kroucamp Plumbers in 2015 and 2018, where procurement processes were found to be unlawful and unconstitutional. 

“The SIU discovered that payments were made to officials in our department amounting to over R300 000, and these actions are indicative of corruption that we are determined to root out,” the Minister said.

Macpherson said his goal is to make the department play a central role in using public assets for the public good and to help turn South Africa into a construction site which will ignite economic growth and create jobs.

“Over the past eight weeks, I believe we have started to lay the foundation for the work to begin to see cranes in the sky all over South Africa,” Macpherson said.

Central to the department’s strategy for increased infrastructure investment is to see the expansion and the capacitation of Infrastructure South Africa (ISA). 

“We want to ensure that ISA functions as the single point of entry for all priority infrastructure projects, streamlining processes and reducing inefficiencies that have previously hampered project delivery,” Macpherson said.

This will not only improve efficiency but also ensure that the department prioritise projects with the greatest economic and social impact.

“And, this will increase investor confidence in public infrastructure projects, knowing that where Infrastructure South Africa is involved, construction projects are completed on time and within budget. 

“We are accelerating broader budget reforms by collaborating with the National Treasury to streamline the Public-Private Partnership (PPP) process and establish an Infrastructure Fund that reports directly to the National Treasury. 

“We are diversifying funding sources for infrastructure projects by focusing on PPPs, blended finance, and social infrastructure programmes. ISA will work closely with the National Treasury to direct investments toward projects with the highest GDP [gross domestic product] impact and job creation potential,” the Minister said.

The Minister said as the department pushes forward with reforms to ignite infrastructure investment, it was important that the department get its own house in order to ensure that it delivers on the core mandate.

Correctional Services officials allegedly involved in cellphone smuggling charged

The Department of Correctional Services (DCS) has instituted disciplinary action against officials who were alleged to have been involved in the use of cellphones at a Western Cape correctional facility.

This is according to DCS Minister, Dr Pieter Groenewald, who was answering questions in a sitting of the National Assembly on Wednesday.

A video of an inmate at the Goodwood Correctional Centre went viral on social media in July in which he is heard describing prison life as a “soft life”.

“It was quite clear that some of our officials were part of this breach. After an investigation, a total of six officials were identified for disciplinary actions to be instituted against them. An investigation was conducted and completed. The area commissioner of Goodwood took a decision…to institute the disciplinary action.

“The status at the moment is that all six are formally charged. Two of the six are finalised and four are still in process,” Groenewald said.

The Minister said the department is exploring ways to block signal at prisons but this brings its own challenges.

“There are various ways to deal with this matter of cell phones and connections from within our facilities. But it’s not that simple. For instance, you can have a jammer but some of our facilities are close to highways and the community itself and you cannot restrict the jamming just to the centre. That will have an influence on the community.

“So what we are doing is looking is looking at technology. There is sophisticated technology to make it more focussed but it is expensive and we will have to look at our budget,” he said.

The Minister vowed to crack down on errant officials in the department.

“The first step to deal with corruption is to ensure that there are consequences for those officials who transgress. Consequence management is essential if you want to eradicate corruption. 

“I had a conversation with the members at head office…and I made it clear that corruption cannot only be fought by a minister but we must join hands to do it. Most of the correctional services officials are honest, hardworking people with integrity but we will have to work together to identify the rotten apples and disciplinary steps must be taken against them,” Groenewald concluded. – SAnews.gov.za

“The decline in reporting sexual offences from 92.3% to 78.4% should be reversed through training of police officers to adequately handle sexual-related crimes to prevent secondary victimisation. Also, the effective investigation of crimes leading to prosecution and the constant updating of victims will enhance trust between the police and victims,” Mr Cameron emphasised.

“It is extremely concerning, as SAPS is not currently equipped to really support victims and unfortunately when protection orders are not adequately enforced victims lose faith in the system,” Mr Cameron said. “Part of the budget adjustments the committee wants to propose can help address some of these shortcomings,” he added.

Meanwhile, the Chairperson underscored the serious concern that the use of illicit firearms, the weapons of choice in many criminal incidents, continues unabated. “We need more capacity within the SAPS to do destruction of firearms handed in and seized by police, as well as effective consequence management against those involved in smuggling firearms. The ease with which criminals access firearms is unacceptable,” Mr Cameron said.

The Chairperson also highlighted that it is unacceptable that people feel unsafe walking the street after dark. Statistics SA revealed that this fear is particularly pronounced among women, who reported feeling less safe walking in their neighbourhoods after dark than men. Additionally, the percentage of people who feel safe walking alone during the day fell from 86,6% in 2019/20 to 84,8% in 2020/21, continuing to decline throughout the reporting period and reaching 80,4% in 2023/24. The Chairperson called for heightened police visibility to curb this worrying trend.

Furthermore, the Chairperson encouraged communities to actively participate in community neighbourhood watches and community police forums, and to continue to be the ears and eyes of the police. “It is crucial that communities exhaust all lawful remedies to help prevent and combat crimes as we work to help adjust resources and budget of the SAPS,” Mr Cameron said.

Meanwhile, the Chairperson welcomed yesterday's multidisciplinary operation undertaken in eThekwini where at least 123 undocumented foreign nationals were arrested. The police also recovered counterfeit US dollars equivalent to R4.1 million, seized 117 rounds of ammunition of various firearm calibres and a large amount of liquor. Also, one suspect was arrested after he was found in possession of cocaine, crystal meth and an undisclosed amount of money. Mr Cameron emphasised that these kinds of disruptive operations are necessary in the fight against crime, and he called the SAPS to intensify such operations.
