KwaZulu-Natal Premier Nomusa Dube-Ncube says the opening of a Home Affairs office at the Pavilion Shopping Centre in Westville, Durban, is a game-changer in how government provides services to the citizens.

Dube-Ncube joined Home Affairs Minister, Dr Aaron Motsoaledi, to officially open the new Home Affairs office at the Pavilion Shopping Centre as part of the department’s ongoing efforts to make services easily accessible to the public.

The new office will offer application and collections services for IDs and passports. Clients will have the convenience of applying for these services as they do their shopping at the centre.

Dube-Ncube said the initiative aims to revolutionise citizen services, emphasising convenience, dignity, and efficiency.

“The office will bring services closer to where our people shop, bank, eat, stay, play and work. For us, first and foremost, this office will bring dignity to our people,” Dube-Ncube said.

The Premier said the strategic location of the office at the shopping centre is expected to alleviate the burden of long queues experienced at other Home Affairs offices in uMngeni, Pinetown and the Durban city centre.

“By integrating government services into everyday spaces that people already frequent, the initiative aims to streamline processes and enhance the overall experience for citizens. Moreover, the presence of a government office within a bustling shopping centre is poised to redefine the public's perception of and interaction with government services. 

“To have a government office in a shopping centre will change how people perceive and interact with government and it will bring efficiency and agility. By embracing innovation and adapting to contemporary needs, the initiative seeks to foster a culture of responsiveness and accessibility within the public sector,” Dube-Ncube said.

Home Affairs extended working hours.

Motsoaledi reiterated that the department wants to ensure that it brings services to the people where they are.

“We promised Parliament that we are going to expand the platforms where South Africans receive Home Affairs services. One of those platforms is to expand to malls,” Motsoaledi said.

The opening of Home Affairs office follows the launch of offices at Menlyn Shopping Centre at Pretoria East in March 2023, and Cresta in April 2024.

NPA 'a long way down the road' on its vital rebuild

National Director of Public Prosecutions (NDPP), Advocate Shamila Batohi, has stated that despite unrelenting pressure and the devastation of State capture, the turnaround of the National Prosecuting Authority (NPA) has been remarkable.

Batohi was speaking during a media roundtable on the National Prosecuting Authority (NPA) priorities and strategic initiatives held at the entity’s headquarters in Pretoria.

Batohi – who was appointed as NDPP in 2019 – said the rebuild of what was then a “fractured” organisation, truly began when a full leadership was appointed.

“In March of 2021 we had, finally, the full leadership in place. We could really start properly, as a full leadership team, thinking about this rebuilding process. What we have achieved in that just over three years, is nothing short of remarkable.

“The NPA now is a well run constitutional entity. We have a solid strategy. There are many incredible strategic initiatives… that put the NPA firmly on track to deliver to the people of this country,” she said.

Reflecting on her tenure so far at the entity, Batohi said she came in believing that State capture cases in particular would have moved faster.

“When I came back from the International Criminal Court [where I was a senior legal advisor to the Prosecutor], I had a sense of the challenge and I thought, 'how difficult is it going to be to get one really big corruption case that’s going to swing sentiment around very quickly'?. I was really quite wrong about that.

“In so far as State capture related cases… I thought we would have been further down the line. For everything else in the NPA, I’m incredibly proud of what we have achieved and how far we’ve come since the new leadership came in,” she said.

Stated objectives

Batohi looked back on some of the objectives that she set when she took office, including:

  • Addressing the leadership crisis of the NPA.
  • Conducting a review of high profile cases relating to the decision to prosecute or not.
  • Reviewing the structure of the NPA.
  • Securing sufficient budget for the NPA and expanding its partnerships.
  • Managing cases related to State capture.
  • Creating the Investigative Directorate (ID).
  • Stakeholder management.
  • Strengthening staff morale and empowerment.
  • Instilling the value support of the Independence, Professionalism, Accountability and Credibility pillars.

“It’s not been easy. We’ve been, in the past five years, really hard at work under a lot of pressure. The pressure… in the past five years, has been unrelenting, mainly with regard to State capture. But in the middle of all of this, we’ve been doing incredible work to turn this ship around.

“We’ve stabilised the leadership of the NPA. [The NPA executive]… are the people of the highest standards of integrity, who will do only what the Constitution and the rule of law demands. We have increased staff capacity and capability. We’ve partnered with civil society and the private sector to secure specialist skills that we need in certain very high profile and complex corruption related matters.

“We’ve established the office of ethics and accountability in the NPA. We’ve developed a very forward looking organised crime strategy. We have really focused a lot on building the NPA into a strong entity once more. We’ve come a long way to do that,” she said.

Batohi said since the objectives were set out in 2019, the global landscape has changed dramatically with “deeply troubling” geopolitical tensions, outbreak of conflict and a world impacted by the effects of the COVID-19 pandemic.

“We are working in an environment where… it’s a complex political environment. We have a country where we have load shedding, the poorest and most vulnerable are without basic amenities. We have a country that is wracked by the highest levels of various types of crimes.

“It is in this context… that, as the NPA and as a country, we can’t give up hope. We have to… keep fighting the good fight. And that we have to, as the NPA, being a vital Constitutional entity that’ll contribute to the rebuilding of this country… [we have to] keep fighting the best we can and [the best] we know,” Batohi said. – SAnews.gov.za

The days of contractors abandoning government housing projects are over and people invading private properties must come to an end.

This was the warning from Human Settlements Minister, Mmamoloko Kubayi, during a recent community engagement and hand over of title deeds at the Dan Tloome Mega Human Settlements Project in Johannesburg.

Kubayi’s tough stance on lawlessness followed as the qualifying beneficiaries complained about not being allocated houses, while their houses are being invaded. 

“We are acting against invaders of private properties. Please do us a favour and move out of a house or property that does not belong to you,” Kubayi told illegal occupants.

Regarding the projects that have not been completed on time, Kubayi warned contractors that the days of not completing work on time and within budget are over, saying it has cost the government millions with already limited resources “thus denying people of their constitutional rights of access to adequate housing”.

“My appeal to all contractors is please help us to hand over finished houses to beneficiaries [and] if you are subcontracting, please do the work. My mandate is to deliver a finished house,” Kubayi said.

While this development is a step in the right direction, Kubayi was adamant that there should not even be a single project that is delayed or blocked due to contractors not honouring their contractual obligations.

Gauteng Human Settlements and Infrastructure Development MEC, Lebogang Maile, issued a stern warning to poor-performing contractors, saying their actions work against government’s commitment to provide housing for the poor.

“We cannot have a contractor that fails to deliver and still be kept onsite. The resources we use belong to the people and must be used for their benefits, nothing else,” Maile said.

Before the community engagement where title deeds were issued to several beneficiaries, Kubayi, Maile and the City of Johannesburg Mayor, Kabelo Gwamanda, launched two social housing projects, named the Ekhaya Gardens and Fochville Social Housing.

Ekhaya Gardens has a total of 333 units and is close to Roodepoort Central Business District, while the Fochville Social Housing, with a capacity of 258 units, is strategically placed within the mining and industrial sectors of the greater West Rand Municipality.

The two social housing projects will provide much-needed decent and affordable rental accommodation to people earning between R1 850 and R22 000 per month. 

The launch comes a few days after the successful launch of Townlands in Tshwane, the current largest social housing project in the country with 1 200 units.

Between 2019 and 2024, the Department of Human Settlements through its agency, the Social Housing Regulatory Authority (SHRA), has managed to deliver over 13 000 units resulting in close to 50 000 rental and affordable units delivered over the years. – SAnews.gov.za

Minister of Health, Dr Joe Phaahla notes with concern and condemns in strong terms the acts of anarchy, violence and criminality targeting healthcare facilities with the intention to disrupt the provision of essential health services, depriving patients of life-saving treatment.

The recent acts of violence committed in Themba Hospital in Mpumalanga which threatened the safety and security of the health workers, patients, service providers and infrastructure is unacceptable and will not be tolerated. These acts disrupt the provision of essential health services, threaten the safety and security of health workers, patients, and health infrastructure.

We welcome the swift response and interventions by members of the South African Police Service and other law enforcement agencies to normalise the situation to enable the health workers to perform their life-saving duties in a safe and protected environment without disruption and acts of violence, and at the same time enable the patients to access essential health service including life-saving treatment.

The government will continue to respond proportionally to these criminal acts to protect those who need help in the hospital, the healthcare workers and the healthcare infrastructure we have. We are already working with the South African Police Service (SAPS) to ensure that healthcare service continues undisrupted and prevent future incidences. We want to assure the healthcare workers and community at large that the similar acts will not happen unattended and will be responded with speed and appropriately.

The National Department of Health (NDOH) and the South African Police Service (SAPS) have signed Memorandum of Agreement in 2019, at which have committed to cooperate to ensure security and safety of patients, workers in the health facility and the entire infrastructure. The SAPS in response to criminality in the health facility will deploy a dedicated team to ensure security of the facility.

We call upon anyone with evidence of unethical behaviour by health officials or concerns about the level of service delivery, operations of the health facility or whatsoever, to raise them through proper channels instead of resorting to violence and intimidation because that will not be tolerated, and the law will take its course.

We will not entertain any form of anarchy and feeling of entitlement in our facilities because we follow normal procurement processes like any other public institution. We implore people to exercise their constitutional rights to protest peacefully within the confines of the law, without infringing the rights to life by others and access to healthcare.

We can confirm that no life has been lost in the facility due to the recent unfortunate violent incidents, but a number of patients couldn't access their chronic medication, while some planned surgeries had to be rescheduled. Other patients were transferred to nearby hospitals, while stable patients were discharged. The situation is now under control and the hospital is fully operational. Staff members are back at work.

Human Resources for Health

The Department of Health continues with efforts to address the challenge of unemployment of health professionals, including medical doctors who completed statutory community service programme. We are working closely with Provincial health departments focused on all critical vacant posts to strengthen healthcare delivery to adequately respond to the needs of our people. We are making progress in the recruitment of the qualified health professionals across the country. Let me dispel the myths by some critics and allay fears that the department is dragging its feet to recruit and appoint unemployed health professionals.

There are 2012 unfunded vacant posts of medical doctors on the health sector establishment at the current moment across nine provinces which require R2,4 billion to fill them. This numbers excludes other categories of health professionals like nurses, pharmacists, radiographers, dentists et cetera. We are happy to announce that a total of 2066 health professionals have been appointed between January and March 2024 across the country.

This consists of 1121 medical officers on Grade 1 of entry level, 579 professional nurses, 127 Allied Health workers, 100 pharmacists, 91 Radiographers, 23 Dentists Grade 1 and 9 Environmental Health Officers. The recruitment processes are continuing in provinces to finalize more appointments scheduled to enable the successful candidates to assume duties in May 2024.

The Ministry continues to work closely with the provincial Health MECs to activate unfunded vacant posts using the allocated additional budget to enable recruitment of more health workers. It is our wish to employ as many health professionals as possible to play a meaningful role in the public health system of the country. It is important to emphasize that the filling of posts is done in line with the employment guidelines as issued by the Department of Public Service and Administration. This means the applicants should not limit themselves to the provinces or districts of their residence.

Cholera Update

The country has recorded more than 150 suspected cholera cases, 12 laboratory- confirmed cases and one death between 1 January and 18 April 2024. Eleven of these cases were recorded in Limpopo and one in Gauteng. Three of these cases are imported from Zimbabwe, with no definite history of contact with other confirmed cases. The demised patient was a 48-year-old male South African citizen from Musina, in Vhembe District who experienced diarrhoeal symptoms and was admitted in hospital on 16 March, unfortunately he passed away on 21 March 2024 in Pietersburg hospital.
 
The risk of both imported cases and local transmission remains high due the cross- border movements to and from both Zimbabwe and Mozambique. We appeal to the organisers of social gatherings including religious and traditional events to ensure strict compliance with personal hygiene (including handwashing) especially during food preparation and serving, and ablution facilities to prevent possible transmission of cholera and other foodborne and waterborne diseases.

There are currently 2 012 unfunded vacant posts of medical doctors in the health sector across nine provinces and government requires R2.4 billion to fill them. 

This number excludes other categories of health professionals such as nurses, pharmacists, radiographers, dentists and so on.

However, Health Minister, Dr Joe Phaahla, has assured citizens that the department is working around the clock to address the challenge of unemployed health professionals including medical doctors who have completed statutory community service programmes. 

“We are working closely with provincial health departments focused on all critical vacant posts to strengthen healthcare delivery to adequately respond to the needs of our people. We are making progress in the recruitment of qualified health professionals across the country,” he said in a statement on Friday.

“Let me dispel the myths by some critics and allay fears that the department is dragging its feet to recruit and appoint unemployed health professionals.” 

Meanwhile, the Minister said he was pleased to announce that a total of 2 066 health professionals have been appointed between January and March 2024 across the country.

According to Phaahla, the number consists of 1 121 medical officers at Grade 1 entry level, 579 professional nurses, 127 allied health workers, 100 pharmacists, 91 radiographers, 23 dentists and nine environmental health officers.

Employment and Labour Minister, Thulas Nxesi, says government spheres must do away with a “silos mentality” as it prevents service delivery programmes from reaching ordinary citizens.  

In an effort to eradicate unemployment in South Africa, particularly among the youth, Nxesi engaged several potential employers and work-seekers at the Saldanha and Vredenburg areas in the Western Cape on Thursday. 

The Department of Employment and Labour is hosting a two-day jobs fair and service delivery initiative, where Nxesi has paid a visit to work-seekers at the local Vredenburg Sports Ground.  

The two-day event commenced with an Employer Breakfast Session where the Minister led discussions on labour market issues and addressing unemployment in the province. 

Nxesi said unemployment and employment have nothing to do with politics. 

“I want to repeat this, employment or no employment knows no politics. It is a crisis facing our young people. Therefore, when we deal with the issue of unemployment, we must know that we are dealing with a crisis, which is facing our young people. 

“And we are saying, we are interacting with all the Premiers, but our intention is very simple because the Premiers have the authority to talk with their departments and their municipalities. At the end of the day, if we want these programmes to be relevant they must come to the district and local municipalities and that is our logic,” he said. 

He is of the view that the problem with the state is not allowing each sphere of government to conduct programmes in provincial, district and local government. 

“The District Development Model (DDM) says we must come down to the people to talk with them. The President said he wants integration and coordination of all the programmes between national and all spheres of government. 

“We should do away with the silos. The problem with government is silo mentality and territorial,” he added.

The department and the Minister have since embarked on the initiative to provide a platform for employers to share information, engage with stakeholders and develop partnerships. 

The jobs fair initiative is championed by the department’s Public Employment Services (PES) branch and seeks to create opportunities for work seekers and provide a platform to interact with prospective employers. 

“These efforts should be understood against President [Cyril] Ramaphosa’s 2019 Budget Speech in which he committed government to the roll-out of a new integrated district-based approach – popularly known as the DDM tailored to promote and support local businesses and local communities.” 

Nxesi raised concerns about the unemployment rate on the West Coast, which he said was “alarmingly high”. 

“In an attempt to mitigate this, the department has considered the Jobs and Careers Fair as a useful platform where the unemployed, especially the youth, can meet with prospective employers from different sectors to access both jobs and learning opportunities,” said the Minister. 

The inter-departmental jobs fair involves the Departments of Small Business Development and Higher Education, Science and Innovation. 

The session also provides a platform where people can get access to career information and employment counselling; registration of work-seekers and exhibitions by various departments; registration of vacancies and or recruit work-seekers on the Employment System of South Africa. – SAnews.gov.za

Patel welcomes VW's R4 billion investment in SA

Volkswagen South Africa’s (VWSA) investment of R4 billion in their assembly plant in Kariega, in the Eastern Cape, has been welcomed by Trade, Industry and Competition Minister, Ebrahim Patel. 

The investment will introduce a new SUV model built on the Polo platform. 

The move also positions the facility as the sole manufacturer of the Polo brand globally and the new SUV model will be exported to global markets.

Patel addressed the public announcement on Wednesday held at VWSA’s facility in Kariega.

He said the investment was a testament to the country’s industrial policy, and it will not only strengthen the assembly plant but also secure the livelihoods of approximately 3 500 people who are directly employed by VWSA.

“Moreover, this investment has rippled through this part of the Eastern Cape, fostering an ecosystem of prosperity and industrialisation, supporting an estimated 50 000 indirect jobs and livelihoods.”

In the last five years, the department said government has undertaken significant work to bolster automotive production in South Africa. 

Patel highlighted 10 actions, which have been taken in the sixth administration to support the industry:

• New Automotive Masterplan crafted together with the industry was implemented in July 2021, setting the policy framework for the next decade. 

• The African Continental Free Trade Agreement (AfCFTA) has concluded modalities, including rules of origin for a first list of auto products, opening up a vast market.

• A free-trade agreement with the United Kingdom after Brexit was concluded and implemented, which enabled South Africa to retain access to preferential terms in the United Kingdom market. 

• The establishment of the R6 billion Auto Industry Transformation Fund, which VWSA and other Original Equipment Manufacturers (OEMs) contribute to bringing Black component manufacturers into the supply chain. 

• A major agreement with tier 1 auto component manufacturers has been concluded that will ensure greater opportunities for Black manufacturers in tier 2 or tier 3 levels. 

• R50 billion in investment commitments in the auto sector have been secured. 

• A landmark agreement with Stellantis for the construction of a new R3 billion plant in the Coega Special Economic Zone has been reached. 

• Semi-knocked down (SKD) production by BAIC, also in the Coega Special Economic Zone, has commenced as a first phase toward more value-additive complete knocked down (CKD) production. 

• A new Tshwane Automotive Special Economic Zone has been established, with 10 factories for Ford suppliers already built by March 2024, employing 3 300 workers. 

• The Electric Vehicle Policy was finalised by the Department of Trade, Industry and Competition (dtic), and a new incentive package to assist the transition was announced by the Minister of Finance in the 2024 Budget.

According to the department, the automotive industry plays a crucial role in our economy, contributing significantly to gross domestic product (GDP) and employment. 

The manufacturing component of the auto industry contributed 2.9% of South Africa’s GDP in 2022. 

With over 115 000 direct employees and an additional 240 000 indirect jobs, the department said the auto industry remains a cornerstone of South Africa's manufacturing sector. 

“Despite global challenges such as the COVID-19 pandemic and supply chain disruptions, South Africa’s automotive industry has continued to grow.”

Over the past five calendar years, South African OEMs produced 2.7 million vehicles and exported 1.7 million vehicles.

In 2023, South Africa exported a record 399 594 vehicles, a milestone for its industrial resilience and global competitiveness.

Notably, last year, South Africa exported its six millionth vehicle since the start of the democratic era. – SAnews.gov.za

SA ranks top three for fiscal transparency

National Treasury has welcomed South Africa’s ranking by the International Monetary Fund’s Fiscal Transparency Evaluation Report of being among the top three countries worldwide for fiscal transparency.

According to the International Budget Partnership, South Africa has a strong record of fiscal transparency and consistently ranks among the top three countries worldwide for transparency.

“A predictable and transparent fiscal policy underpins macroeconomic stability. The IMF’s Fiscal Transparency Evaluation Report notes a strong performance in fiscal reporting and budget transparency,” National Treasury said on Tuesday.

The report also suggested improvements in three areas, which include:

  • Fiscal reporting: Expand and align fiscal reporting to international best practice by including other spheres of the public sector, strengthening tax expenditure disclosure, and improving adherence to audit timelines for published financial statements;
  • Forecasting and budgeting: Implement precise, time-bound and stable fiscal rules, and
  • Fiscal risk analysis: Enhance analysis of risks in the fiscal risk statement, publish public-private partnership financial data regularly, consolidate transfers to state owned companies to show fiscal impact and set limits on government guarantees.

“Work is underway on all these areas. Government is committed to addressing these areas to enhance fiscal credibility and ensure continued transparency and accountability in the management of public finances,” National Treasury said.

Deadline for Budget Facility for Infrastructure submissions extended

The deadline for submissions of proposals to the Budget Facility for Infrastructure has been extended to 17 May 2024.

This, according to National Treasury, is in a bid to add more time for project sponsors to package and submit their proposals.

“The department earlier published a call for proposals for consideration by the Budget Facility for Infrastructure [BFI]. The BFI is a reform established in 2016 to support the execution of priority infrastructure projects and programmes through a more rigorous planning, appraisal, and selection process.

“This call for proposals was announced by the Minister of Finance [Enoch Godongwana] during the 2024 Budget Speech. The National Treasury intends to utilise this BFI Window to develop a pipeline of projects and programmes to test alternative financing and funding models,” Treasury said.

Public institutions, including national, provincial, municipal and public entities are qualified to submit proposals with projects and programmes set to form part of the pipeline.

“The primary purpose of this BFI Special Window is to close funding gaps and provide viability gap funding for projects and programmes that will leverage private sector financing and technical assistance.

“The call for proposals is open to projects and programmes that are undertaken under alternative financing and delivery mechanisms and private sector participation frameworks such as public-private partnership and concessions,” Treasury said.
