SA should accelerate mass youth employment, entrepreneurship – Mashatile

Location: News

SA should accelerate mass youth employment, entrepreneurship - Mashatile

South Africa should prioritise the creation of mass youth employment and business opportunities, said Deputy President Paul Mashatile.

The Deputy President believes that this should be done by implementing policies that foster entrepreneurship, enhance vocational training, improve access to finance, and encourage private-sector investment.

“We can empower our youth and pave the way for a prosperous future,” he stressed.

The country’s second-in-command was delivering the keynote address at the South African Youth Economic Council (SAYEC) Gala Dinner at the Marriot Hotel in Johannesburg, on Tuesday.

The platform focused on “assessing government and private sector policies necessary for mass youth employment and business opportunities in South Africa”.

“This theme serves as a compelling call for both the government and private sector to collaborate to evaluate and deliberate on strategies that can expedite the involvement of young individuals in the critical sectors of the economy.”

As government, he told the delegates that the government values the role that youth and youth bodies, including SAYEC, play in moulding the nation's future and propelling its development.

“Your energy, creativity, and determination possess the potential to unlock untapped opportunities within our economy.”

He acknowledged that like other countries globally, South Africa is grabbling with challenges of unemployment.

“Furthermore, some challenges are associated with effectively integrating young people into the economy.”

He also stressed a need for further development of the skills necessary to secure formal employment or establish successful business opportunities specifically tailored for youth.

Deputy President Mashatile encouraged youngsters with an aptitude for business to grab entrepreneurial opportunities and start enterprises relevant to their skills.

“South Africa has a diverse economy with several promising sectors that entrepreneurs can take advantage of.”

He said sectors currently driving the economy include manufacturing, retail, financial services, mining, agriculture, tourism, and the green industry.

“The green sector offers a range of possibilities for entrepreneurs interested in sustainable and environmentally friendly technologies and practices.”

Renewable energy, he said, particularly solar, waste management, including recycling, and sustainable packaging is currently crucial.

“There are also opportunities to meet the growing demand for sustainable and energy-efficient building practices in South Africa.”

He went on to touch on investing in the mining sector.

“We agree with you that this is an important sector that we must teach our young people how to run and manage these industries, as they are the future and next generation of industry leaders.

“The current state of the mining industry is not very impressive. We presently export raw materials, and we must create opportunities for youth-led manufacturing and industrial endeavours,” he admitted.

He said mining is a costly endeavour, requiring the creation of more funding opportunities for youth.

“I urged the youth to interact with a variety of investors to provide more capital so that the youth can transform their ideas into reality and become producers and not just consumers.”

“We must create an enabling policy framework encouraging private sector investment in youth-focused industries,” he added. – SAnews.gov.za

Police record successes in dealing with criminal syndicates

Police record successes in dealing with criminal syndicates

Police Minister Bheki Cele says the police are pushing back against crime in the country, and flushing out ruthless and greedy organised criminal syndicates.

“The work of the South African Police Service (SAPS) has, through intelligence-led operations and weekly high density operations, resulted in the arrest of thousands of criminals, especially dangerous and hardened criminals,” Cele said at a briefing in Pretoria on Tuesday.

The Minister outlined some of the successes achieved by the police in dealing with crime in the country.

He said assets worth millions of rands have been recovered and firearms have been removed off the streets.

“These covert operations have also resulted in multiple deaths of suspects who violently resisted arrest,” Cele said.

Cele said some of the meticulously conducted take-downs should renew hope in the country, that the men and women in blue are gaining ground against crime and continue to flush out criminality in both affluent and impoverished areas of society.

“South Africans on various platforms have welcomed the bolstered and decisive policing efforts by the SAPS, who are going toe-to-toe with criminals.

“But in the same breath, we are also aware that the SAPS triumph over crime is a bitter pill to swallow by some,” the minister said.

Cele said crime intelligence information remains central in the take-down of armed and ruthless gangs.

Cele said in the past week alone, police have registered a number of successes, including the latest take down of cash-in-transit heist suspects in Hoedspruit, Limpopo, where four suspects were killed and three suspects arrested.

“We would like to take this opportunity to appreciate the working relationship with the Hoedspruit Farmwatchers, who worked closely with the SAPS in taking down this syndicate.

“Among those arrested was a most wanted suspect, a Mozambican national, linked to the murder of a police officer, a spate of car hijackings, house and business robberies and fraud cases. Police seized one pistol, a rifle and some of the stolen money,” the Minister said.

Provincial overview

Among the successes achieved by the police include, in Gauteng, a multidisciplinary team led by the Anti-Kidnapping Task Team, rescued an 18-year-old Wits University student from a kidnapping syndicate last Wednesday.

The syndicate had been targeting the LGBTQI+ community through a popular dating app. Police have broken the back of this particular kidnapping syndicate, which has so far been linked to over 50 kidnappings, where ransom demands were being made.

In KwaZulu-Natal, following a shooting incident which resulted in the fatal shooting of five men at a parking lot in a shopping centre in Richards Bay on the 19th September 2023, police - 24 hours later - acted on information and traced two suspects to an upmarket estate in Ballito, where a shootout ensued.

The pair were shot and killed during a take-down operation, which involved specialised units of the SAPS, including the National Intervention Unit (NIU).

One of the suspects was on the police’s wanted list and being investigated in a number of cases. One suspect is being sought by the police.

In the Eastern Cape, police arrested a gang that had robbed a store of R1 million worth of jewellery.

Just hours later, police followed up on information and tracked down and arrested all 10 suspects, following a crime intelligence-driven operation. All the stolen jewellery was recovered, as well as four firearms. The syndicate is linked to numerous other similar heists across the country.

In Carolina, Mpumalanga, the illicit mining task team shutdown an illegally operated coal mine and seized mining equipment worth over R60 million, as well as coal worth R12 million.

A mine manager was arrested and a manhunt is underway for the mine owner.

In Khutsong, Gauteng province, the Directorate for Priority Crime Investigation (DPCI) - under Operation Gillette - arrested nine suspects for illegal mining and they attached, through a preservation order, 58 properties (51 vehicles, including luxury vehicles and seven houses) to the value of over R17 million. They will be appearing in court on 29 September 2023.

In the Northern Cape, 867 illegal miners were arrested during an intelligence driven operation in the Namakwa region on Tuesday, 19 September 2023. The area, which is a hotspot for illegal mining activities, is being closely monitored, and police are working closely with other relevant departments to combat illegal mining activities. – SAnews.gov.za

Public Service Month

Location: News

Public Service Month

By Nomonde Mnukwa

Local government has long been recognised as the sphere of government that is closest to the people and crucial in improving their lives. It is responsible for the provision of basic services such as water, electricity and sanitation.

This year marks 23 years since local government was established under a democratic government to ensure that basic services are provided in an impartial, fair and equitable way. This milestone would not have been possible without the commitment of public servants, throughout the country, who serve selflessly with dignity and respect.

To mark this milestone, September is recognised annually as the Public Service Month (PSM) to recognise men and women who serve the nation with pride and distinction. These include doctors, nurses, police officers, teachers and many others who play an invaluable role in delivering services and building the country as envisioned in 1994.

This year’s commemoration comes less than a year before we observe 30 years of freedom and democracy. The commemoration will provide us with an opportunity to reflect on the contribution of public servants in building the South Africa we want.

It is also an opportune moment for public servants to interrogate what has worked and what needs improvement as we build on the achievements of the last 30 years.

As government, we know that the majority of public servants are committed to the cause of improving the lives of people and go beyond the call of duty. These public servants understand that to be a public servant is an honour and privilege and an opportunity to change our society for the better.

We have seen these dedicated public servants during our fight against the COVID-19.  Most of them ventured onto the streets every day while other citizens were at home under lockdown because their job and calling in life is to protect and serve. They were first in the line to keep us safe and provided much needed services.

Public servants have showed us during COVID-19 that they have what it takes to provide better services and improve the lives of people. Our challenge now is to extend that commitment, professionalism and selflessness to our daily interactions when serving citizens and contribute to making South Africa great.

It is not simply enough for public servants to wake up and say they are going to work to earn a salary. We should find joy in serving people, it should be about improving the quality of life of the citizens, fixing traffic lights and roads or doing anything else that makes a difference in people’s lives and help us grow our country.

This year’s PSM is held under the theme: “Building a Professional Public Service for Inclusive Quality Service Delivery” which is the foremost priority of the administration. However, building a capable state that will improve the lives of the people of this country starts with having a professional and competent public service in line with the National Development Plan and Batho Pele principles.

The National Development Plan serves as a blueprint for the work that needs to be done to achieve a prosperous society for our country, while Batho Pele guides how public servants must conduct themselves especially when they serve the public.

The vision of building a capable and developmental state has been advanced by various administrations since 1994 and in 2020, Cabinet approved the National Framework Towards the Professionalisation of the Public Service aimed at ensuring that only qualified and competent individuals are appointed into positions of authority.

The empowerment of public servants is also being done through the National School of Government, which is working with the Public Service Sector Education and Training Authority and the Department of Public Service and Administration to provide appropriate training and learning pathways to public servants.

During Public Service Month we strive to showcase the many services offered by government and therefore the Thusong Service Week recently took place to raise awareness of the important services that are offered in Thusong Centres across the country. At the centres, people can access government services including  application for identity documents,  birth, death and marriage certificates.

They can also get office services such as phone, fax, scan, copy, print and postal services, including advice for small business development and accessing applications for services that are offered by the South African Social Security Agency. Communities can obtain copies of the government newspaper, Vuk’uzenzele and they also are exposed to the other programmes that allow for interaction between government and South Africans.

As we conclude the Public Service Month, we call on public servants to continue to ensure that their professional ethics are beyond reproach. This is the only way we can build a country that works for everyone as envisioned by our founding fathers.

Mashatile to speak at Africa Oil Week

Location: News

Africa Oil Week

South African Deputy President, Mr Paul Mashatile, is scheduled to speak at Africa Oil Week (AOW) (www.Africa-OilWeek.com) on Tuesday 10 October, in Cape Town.

The gathering is the continent's leading event in the upstream oil-and-gas energy space, and it sees representatives of more than 25 African governments coming together with energy policymakers, financiers and dealmakers to share insights and to map a sustainable roadmap for the development of Africa's natural resources.

Deputy President Mashatile's attendance at the continental showpiece comes at a time when energy is a primary concern of national policymaking in South Africa and elsewhere on the continent.

Announcing Deputy President Mashatile's participation, Yemi Ibidunni, Event Director of event organiser Hyve Events said that the presence of a government representative as senior as Mr Mashatile confirmed the importance the South Africa's government attached to oil and gas planning.

“There have been exciting offshore discoveries in South African territorial waters, which may herald a new dawn for the country's oil and gas sector,” says Ibidunni. “At the same time, there have been significant discoveries in Namibia and elsewhere in Africa. This emphasises the importance of Africa's government and business leaders coming together to discuss partnerships for energy security while enhancing regional economic development.'

Ibidunni said AOW provides the ideal platform to facilitate such discussions, as well as enabling deals, and positioning the continent as a stable destination for international investment.

This year's AOW takes place at the Cape Town International Convention Centre 2 in Cape Town, from October 9 – 13, with the theme “Maximising Africa's Natural Resources”.

AOW will connect more than 50 ministers and government leaders, 125 expert speakers, and 1500 senior delegates across five days of industry-leading insight and elite networking opportunities, designed to drive deals and investments for the betterment of the continent.

Mashatile to address Youth Economic Council gala dinner

Deputy President Paul Mashatile is expected to deliver the keynote address at the South African Youth Economic Council’s second annual business gala dinner to be held on Tuesday.

The Presidency said the focus of the gala dinner will be the mining and energy, agriculture, finance as well as the information and communication technology sectors.

“The South African Youth Economic Council (SAYEC) is an economic and legal policy advocacy group that promotes youth participation and integration in the economy. The council aims to promote a transformed economy where the youth become actively involved in economic growth and job creation in South Africa.

“Held under the theme, 'Accelerating Economic Growth & Growing Investments for Youth Job Creation', the gala dinner will focus on the need for labour intensive industries and businesses to stimulate job creation, particularly among young people. It is also envisaged that insights will be gained from the participants as to what policy measures can be put in place to facilitate investment into the economy in a number of critical areas.

“Both SAYEC and government are concerned that South African youth unemployment for people between the ages of 15 and 34 currently stands at around 4.9 million, at 46.5%, well above the national average of 32.9%. The largest proportion of the young people who make up this percentage, are low to semi- skilled labour,” the Presidency said. – SAnews.gov.za

Tourism Committee Expresses Concern over Appointments of Acting Chief Financial Officer and Chief Executive Officer

Location: News

Republic of South Africa: The Parliament
Download logo

The Portfolio Committee on Tourism received a briefing from the Department of Tourism and South African Tourism on Tuesday on the implementation of the Budget Review and Recommendation Report (BRRR) recommendations for the 2021/2022 financial year and implementation of the recommendations made in the Limpopo and North West oversight visits reports.

Responding to the presentations delivered by the department and the South African Tourism (SAT), the committee expressed its dissatisfaction with how the recommendations have been implemented. The committee was of the view that the department did not respond to the recommendations as it provided general responses to specific recommendations.

In some instances, the department just indicated that the recommendation was noted without tangible explanation of its translation into action. The committee said the responses were incomplete and lacked detail. The committee called on the department to furnish it with a comprehensive report that addresses matters raised in the BRRR and given it until Friday, 22 September 2023 to submit adequate responses to the committee.

The committee will also afford the department an opportunity, in a closed meeting session, to provide an update on the outcomes of its forensic audits and consequence management taken against companies and officials who have been found to have committed financial malfeasance in the implementation of tourism infrastructure projects and other departmental programmes. This decision was taken after relentless, but futile efforts by the committee to get an update on the forensic audit report commissioned by the department.

The committee expressed its concern and shock when it was informed that the moratorium has not been fully lifted on the appointment of staff at SAT. The committee was assured by the Minister of the department that the moratorium had been lifted and that the entity will be able to start the recruitment process. However, on Tuesday 19 September 2023, it emerged that the moratorium has only been lifted on critical posts only.

The committee learned that the former Acting CEO was removed by the board based on the whistle-blower alert that led to an investigation. The committee acknowledged that the whistle-blower information was about an alleged bribe taken by the former Acting CEO. The committee accepted the decision of the board in bringing somebody without a cloud hanging above to allow a full investigation. However, the concern is not about the replacement of the former CEO, but rather about appointing the CFO as an Acting CEO of the organisation.

The Chairperson of the committee, Ms Tandi Mahambehlala, voiced her concern after the committee learnt that the Acting CFO at SAT, Ms Nombulelo Guliwe, has been appointed as Acting CEO at the entity. She said: “There is something problematic about this appointment and arrangement.” The committee raised an issue with financial delegations of the CFO as an Acting CEO in that there will be no clear demarcation if the Acting CEO who is the CFO takes financial decisions with organisational implications.

Ms Mahambehlala said the appointments of the CFO and the CEO should be corrected. She said good governance does not allow the CFO to act as CEO. “It is a wrong practice and as a committee we will stand by our conviction. This is an unfortunate situation where governance has been compromised at SAT, where someone is a referee and a player something which compromises the entity. We are a committee vested on knowledge and education, hence today we can refer to King IV report on the principles of governance.”

The King IV code of governance and principles assist the country and everyone in public administration for effective governance. National Treasury subscribes to these codes and implements them accordingly. “We now have an entity that disregards such important aspects as if it has no capacity. We take this matter seriously,”  said Ms Mahambehlala.

On continued underperformance by SAT, the committee was concerned that although the entity has developed an audit action plan and a monthly dashboard to track performance, it was still underperforming whilst incurring over expenditure.

Regarding the first presentation that was delivered by the National Heritage Project Company, which has a monumental procession of 100 life size bronze statues located at Century Cit, Ms Mahambehlala said: “We note what the Director-General of the department suggested, in saying the government cannot fund establishments if the land of the tourist attraction or business is being run and operated privately.”

She added: “For the state to be able to assist, the Heritage Monument Project needs to have land that is leased by government. The committee will advise the National Heritage Project Company to approach the Department of Public Works and Infrastructure to identify and provide a suitable land to support the project."

Repo rate remains unchanged

Location: News

Repo rate remains unchanged

Reserve Bank Governor Lesetja Kganyago has announced that the repo rate will remain unchanged at 8.25%.

Kganyago made the announcement in Pretoria on Thursday after a meeting of the Monetary Policy Committee (MPC).

He said South Africa’s load shedding has increased and prices for commodity exports continue to weaken. In the near term, stronger El Niño conditions threaten the agricultural outlook, while global climatic events present additional risks.

“Energy and logistical constraints remain binding on the growth outlook, limiting economic activity and increasing costs,” said the Governor.

The GDP growth forecast for 2024 and 2025 is unchanged from the previous meeting, at 1.0% and 1.1%, respectively.

Kganyago said oil prices have increased in recent months and commodity export prices have moderated further.

“South Africa’s external financing needs will increase as the current account deficit expands from a forecasted 2.0% of GDP this year (from 1.9%), to 3.0% of GDP in 2024 and to 3.4% of GDP in 2025.

“Sharply lower tax revenue, higher employee compensation and ongoing financing needs of state-owned enterprises are expected to keep the long-term cost of borrowing elevated. Despite the forecasted moderation of inflation, long-term bond yields currently trade around 12.6%.

“The rand has weakened over the past year, depreciating by about 10% year to date against the US dollar, and is showing high volatility in response to risk-on and risk-off episodes. The implied starting point for the rand forecast is R18.45 to the US dollar, compared with R18.13 at the time of the previous meeting.”

The trajectory of South Africa’s headline inflation rate has been shaped primarily by fuel and food prices.

“Risks to the inflation outlook are assessed to the upside. At a global level, headline inflation continues to moderate, but food price inflation remains high, oil markets have tightened significantly, and core inflation looks sticky.

“Despite recent easing in some food price components, domestic food price inflation was still elevated at 8% in August and the risk of drier weather conditions in coming months has increased.

“We expect food price inflation to moderate further in the near term, but with high risk that it picks up later in 2024. In the absence of sustained increases in energy supply, electricity prices continue to present clear inflation risks.

“Load-shedding and logistics constraints may also have broader effects on the cost of doing business and the cost of living. Given uncertain fuel and food price inflation, considerable risk still attaches to the forecast for average salaries.”

He said sticky inflation implies that average interest rates in major economies will remain high. As a result, tighter global financial conditions are likely to persist, raising the risk profile of economies needing foreign capital.

“Against this backdrop, the MPC decided to keep the repurchase rate at its current level of 8.25% per year,” he announced.

Three members of the committee preferred to keep rates on hold and two preferred an increase of 25 basis points.

“At the current repurchase rate level, policy is restrictive, consistent with the inflation outlook and elevated inflation expectations. Serious upside risks to the inflation outlook remain,” said Kganyago.

He added that decisions will continue to be data dependent and sensitive to the balance of risks to the outlook.

The next statement of the Monetary Policy Committee will be released on 23 November 2023. – SAnews.gov.za

President Ramaphosa concludes participation in UNGA78

President Cyril Ramaphosa has concluded his working visit to the United States of America, where he led South Africa’s participation in the 78th Session of the United Nations General Assembly (UNGA78) in New York.

President Ramaphosa was accompanied by a delegation of Ministers, including the Minister of International Relations and Cooperation, Dr Naledi Pandor; Minister of Trade, Industry and Competition, Ebrahim Patel; Minister of Environment, Forestry and Fisheries, Barbara Creecy; Minister of Health, Dr Joe Phaahla; Minister in The Presidency, Khumbudzo Ntshavheni, and Minister in The Presidency for Planning Monitoring and Evaluation, Maropene Ramokgopa.

The President delivered South Africa’s National Statement on Tuesday under the theme: 'Rebuilding trust and reigniting global solidarity: Accelerating action on the 2030 Agenda and its Sustainable Development towards peace, prosperity, progress and sustainability for all'.

On Wednesday, President Ramaphosa participated in the Financing for Development Summit.

The President joined United Nations Secretary-General António Guterres and the President of the UN General Assembly, Ambassador Dennis Francis, in advocating for the strengthening and reform of the international financial architecture.

President Ramaphosa said developing countries must participate equally and meaningfully in the decision-making process of the international economic world order.

"Four decades since the right to development was established by the United Nations as a human right, the failure to act on commitments to support development is deepening the divide between the global north and south," said President Ramaphosa.

The President also addressed the Climate Change Summit, hosted by the UN Secretary-General António Guterres, where he joined the call by African leaders for action in the implementation of the recently adopted Nairobi Declaration on Climate Change and Call to Action.

The declaration recognises that decarbonising the global economy is an opportunity to contribute to equality and shared prosperity.

President Ramaphosa said that financing for climate action should respect the right of all countries to pursue their own development pathways while taking into account their specific national circumstances.

“As South Africa implements its ambitious Nationally Determined Contribution, which is aligned to the Paris Agreement temperature goals, we see new opportunities for green growth and development.

“With abundant solar and wind resources, with significant reserves of critical minerals, South Africa is positioning itself to be a leader in renewable energy, green hydrogen, and sustainable industrialisation,” the President said.

The President described South Africa's participation at the UNGA78 as progressive, as it continued to advocate for the reform of the United Nations Security Council and reiterated South Africa’s support for the United Nations Secretary-General's ambition of U$ 500 billion a year to meet the UN-driven global sustainable development goals.

On the sidelines of UNGA78, President Ramaphosa held several bilateral meetings aimed at strengthening strategic political, diplomatic and trade ties.

These included discussions with the President of the Federal Republic of Nigeria, Bola Tinubu; Ukraine President Volodymyr Zelenskyy; President Abdelmadjid Tebboune of the People's Democratic Republic of Algeria; President Recep Tayyip Erdoğan of Türkiye, and President Emmerson Mnagangwa of the Republic of Zimbabwe.

Another highlight of the President’s working visit to the United States was the joint announcement by the South African and United States governments of South Africa’s hosting of the 20th US-Sub-Saharan Africa Trade and Economic Cooperation Forum, (AGOA Forum) in Johannesburg from 2 - 4 November 2023.

President Ramaphosa welcomed this development as an expression of South Africa's intention to remain part, beyond 2025, of the trade partnership enabled by the United States’ Africa Growth and Opportunity Act.

This trade relationship carries mutual benefit for South Africa and the United States, as part of the broader cordial and strong relations between the two countries.

In his assessment of UNGA78, President Ramaphosa said: “The United Nations General Assembly is an important and strategic platform for South Africa, where we are able to interact at a high level multilaterally and bilaterally.

“We have engaged in meaningful discussions that will contribute to the development of our country and our continent. I go home with my spirits lifted and enthused that the challenges we face will be resolved as we continue working with our social partners and business at home, and our trade and diplomatic partners globally." – SAnews.gov.za

President Ramaphosa said developing countries must participate equally and meaningfully in the decision-making process of the international economic world order.

"Four decades since the right to development was established by the United Nations as a human right, the failure to act on commitments to support development is deepening the divide between the global north and south," said President Ramaphosa.

The President also addressed the Climate Change Summit, hosted by the UN Secretary-General António Guterres, where the President joined the call by African leaders for action in the implementation of the recently adopted Nairobi Declaration on Climate Change and Call to Action.

The declaration recognises that decarbonising the global economy is an opportunity to contribute to equality and shared prosperity.

President Ramaphosa said: “Financing for climate action should respect the right of all countries to pursue their own development pathways while taking into account their specific national circumstances.

“As South Africa implements its ambitious Nationally Determined Contribution, which is aligned to the Paris Agreement temperature goals, we see new opportunities for green growth and development.

“With abundant solar and wind resources, with significant reserves of critical minerals, South Africa is positioning itself to be a leader in renewable energy, green hydrogen, and sustainable industrialisation.”

The President described South Africa's participation at the UNGA78 as progressive as it continued to advocate for the reform of the United Nations Security Council and reiterated South Africa's support for the United Nations Secretary-General's ambition of  U$ 500 billion a year to meet the UN-driven global sustainable development goals.

On the sidelines of UNGA78, President Cyril Ramaphosa held several bilateral meetings aimed at strengthening strategic political, diplomatic, and trade ties.

Another highlight of the President's Working Visit to the United States was the joint announcement by the South African and United States governments of South Africa's hosting of the 20th US-Sub-Saharan Africa Trade and Economic Cooperation Forum,  (AGOA Forum) in Johannesburg from 2 to 4 November 2023.

President Ramaphosa welcomed this development as an expression of South Africa's intention to remain part, beyond 2025, of the trade partnership enabled by the United States' Africa Growth and Opportunity Act.

This trade relationship carries mutual benefit for South Africa and the United States, as part of the broader cordial and strong relations between the two countries.

In his assessment of UNGA78 President Ramaphosa said: “The United Nations General Assembly is an important and strategic platform for South Africa, where we are able to interact at a high level multilaterally and bilaterally.

“We have engaged in meaningful discussions that will contribute to the development of our country and our continent. I go home with my spirits lifted and enthused that the challenges we face will be resolved as we continue working with our social partners and business at home, and our trade and diplomatic partners globally."

The President was accompanied by a delegation of Ministers that included the Minister of International Relations and Cooperation, Dr Naledi Pandor; Minister of Trade, Industry and Competition, Ebrahim Patel; Minister of Environment, Forestry and Fisheries, Barbara Creecy; Minister of Health, Dr Joe Phaahla; Minister in The Presidency, Khumbudzo Ntshavheni; and Minister in The Presidency for Planning Monitoring and Evaluation, Maropene Ramokgopa.

KZN Premier calls for urgent action to respond to climate change

KZN Premier calls for urgent action to respond to climate change

KwaZulu-Natal Premier Nomusa Dube-Ncube has called for urgent and collective action in order to respond to the impact of climate change.

This, the Premier said during an engagement with various strategic and alliance partners at the 2023 Climate Week in New York, must be accompanied by meaningful funding and the implementation of commitments.

Dube-Ncube bemoaned the fact that those who have contributed the least to climate change and are the most vulnerable -- mainly residing in the developing world -- have been the most affected by the impact of climate change.

“Governments must strengthen the implementation of current policies and strategies to hold corporates responsible for their contribution to the climate change impacts and to ensure their accountability.

“The corporates, on the other hand, must put their money where their values are. We urgently need collective action to mitigate, while we largely adapt to the climate change impacts,” Dube-Ncube said.

In its 15th year, Climate Week is regarded as the largest annual climate event of its kind, bringing together some 400 events and activities across the City of New York – in person, hybrid and online.

Each year, business leaders, political change makers, local decision takers and civil society representatives of all ages and backgrounds, from all over the world, gather to drive the transition, speed up progress, and champion change that is already happening.

KwaZulu-Natal is one of the co-chairs of the Climate Group. The group acts as the Secretariat of the Under2Coalition, the largest network of subnational governments committed to reaching net zero emissions by 2050 or earlier.

KwaZulu-Natal represents the voices of the vulnerable people of Africa, as the Premier is the co-chair for the Africa Region.

This year, Climate Week NYC is being held from 17 - 24 September 2023.

At the event, the Premier met with the Governor of California, Gavin Newsom, and the two discussed issues of common interest, including lessons on climate insurance, and establishing learning platforms, which will be shared by both KwaZulu-Natal and the California subnational government, to push the urgency of action.

The two leaders also discussed climate risks and vulnerabilities, as both California and KwaZulu-Natal share similar experiences, which is flash floods, droughts and sea level rises.

Dube-Ncube said Climate Week and the engagement with the Governor could not have come at a more poignant time, as KwaZulu-Natal and the rest of Africa are more susceptible to violent weather patterns.

The Premier said while making good progress, the province is still reeling from the April 2022 floods and its infrastructure has not yet fully recovered.

“Just this weekend, we witnessed devastating tidal waves in the south coast of KwaZulu-Natal which destroyed infrastructure and saw a number of people injured. This clearly demonstrates that our province is in the eye of the storm and, as a result, urgent action is required from all stakeholders,” Dube-Ncube said.

On behalf of the provincial government, the Premier conveyed a message of support and condolences to the families of the victims of the high tidal waves, which left a trail of destruction in its wake.

Dube-Ncube said the conversations at the 2023 Climate Week will not end at the event but will shape the onward conversations of COP28, scheduled to take place in November/December 2023 in the United Arab Emirates.

“This is where governments and non-parties will be advancing the voice of inclusivity.

“As part of the underdeveloped and developing worlds, we carry a clear mandate to advance the aspirations of our regions and in particular, the African continent, for environmental justice, food security and financing of mitigation efforts,” the Premier said. – SAnews.gov.za

DPWI condemns disruption of Women in Construction event

Public Works and Infrastructure Minister Sihle Zikalala has condemned in the strongest possible terms an incident of disruption which took place at a Women in Construction event in Rustenburg, North West.

Zikalala attended the event at the invitation of the North West Chapter of the Black Business Council on the Built Environment, as part of taking the Department of Public Works and Infrastructure to various provinces.

The event was also attended by entities that fall under Zikalala’s portfolio, such as the Construction Industry Development Board (CIDB) and the Council for the Build Environment (CBE); departmental branches such as the Construction Project Management (CPM), Expanded Public Works Programme (EPWP), and the Human Capital Development.

It was a platform to engage with women entrepreneurs, who had requested to be capacitated on programmes to enable them to take advantage of opportunities in the construction and infrastructure sector.

As the session commenced, Zikalala, who had been sitting with other panellists, a group of angry protestors stormed the event.

The group demanded that one of the panellists (the Chairperson of the North West Chapter of BBCBE), who was sitting next to the Minister be removed, claiming he does not represent them. They also accused him of swindling them of their money.

“The confrontation had nothing to do either with the Minister or the separtment but was about internal Black Business Council issues,” the Department of Public Works and Infrastructure said in a statement.

The security detail of the Minister reacted to protect the guest, as they were not aware of who the group was and their intention.

“While the Minister and the Department of Public Works and Infrastructure will not be drawn into internal ructions of the Black Business Council, it believes that it is inexcusable to deprive the many women, who had converged at the event an opportunity to benefit from information and knowledge that would have assisted their businesses.

“The Minister has been leading the programme of economic inclusion within the construction and built environment sectors, especially focusing on women and the youth.

“The cry for people to be included in sectors of the economy is the priority the Minister has elevated and will continue to pursue across the country as part of the Economic Recovery and Reconstruction Programme,” the department said.

While the event proceeded, Zikalala urged all the aggrieved parties to resolve their internal differences without impacting negatively on the community at large, especially the vulnerable sectors, that still need to be propelled in sectors such as construction and infrastructure, which still exclude the majority and are dominated by males.

The police managed to calm down the situation and the event continued. Zikalala warned that government would not be held at ransom by people who have grievances of whatever nature. – SAnews.gov.za
