Nelson Mandela Bay sails to cruise industry growth

The strong working relationship between the Nelson Mandela Bay Municipality (NMBM) and local tour guides and operators, has proven to be the key driving force for the booming cruise tourism industry within the city.

According to the Tourist Guide Association of Mandela Bay (TGAMB), which represents the tour guides and operators within Nelson Mandela Bay, the industry has seen drastic growth post-COVID-19, due to the ongoing good working relationship with the municipality. 

Luxolo Kanti confirmed that huge strides have been made within the tourism industry, with the "cruise industry as the catalyst and gateway” to the region’s broader tourism growth.

Kanti noted that the association, working with the municipality to rebuild the cruise industry, has seen more diversity and inclusiveness.

“A lot of emerging tour guides and operators have managed to get into the industry and thrive. Through a number of training programmes and workshops we have received on areas like Digital Marketing, Tourism Best Practice and Packaging of Cruise Tourism in South Africa, we have managed to acquire skills to market both the city and our businesses to attract more people to venture into the cruise tourism experience across the world,” he said.

Kanti also commended the municipality’s openness to the industry’s advice and contributions in policy development.
"In as much as we have made strides, there are still areas we need to improve on, both as the industry and the municipality, so that we can be competitive against other major cities.”

Successes 

Highlighting the success of the current cruise season, NMBM mayor, Babalwa Lobishe said  Nelson Mandela Bay has already received 34 cruise vessels which docked at the city’s ports, from the 45 scheduled for the season which started in November last year.

“In March alone, there has been seven cruise vessel dock-ins and five overnight stays, with three vessels still expected for this month. During the current cruise season, there will be 15 cruise vessels that will stay for more than one day. The cruise vessels for this season are expected to spend a combined total of 61 days,” Lobishe said.

The mayor also announced that the current cruise season is expected to generate significant economic benefits for the region, with a forecasted R100 million in economic spin-offs, an increase from R85 million during the 2023/24 season.

“This forecast is based on the anticipated 50 000 passengers who will be spending on tours, dining, shopping, and other cultural and heritage experiences across Nelson Mandela Bay. This influx of visitors will not only boost our local economy but also showcase the rich diversity and vibrant culture of our city,” the mayor said.

Appeal

In line with the city’s Tourism Master Plan, several initiatives are being pursued to enhance the region’s tourism appeal. These include the development of new cultural and heritage routes, the promotion of township tourism through community forums, and the expansion of events strategies aimed at attracting international visitors.

Member of the Mayoral Committee (MMC) for Economic Development, Tourism and Agriculture, Bassie Kamana, emphasised the municipality’s commitment to ensuring that the city remains a top destination for tourists and a thriving community for the residents.

According to Kamana, part of the work that the NMBM Tourism Sub-Directorate is doing is to create a conducive environment for the cruise industry to optimise on regional economic opportunities.

“Working with the vast tourism industry stakeholders, the metro encourages passengers to explore the full breadth of the region, including private game reserves, cultural and heritage sites, and local businesses.

“This is done to make sure that passengers do not just sleep over in the metro, but spend funds, explore and experience the region’s tourist attractions and create unforgettable memories,” Kamana said.

The MMC added that working with its development entity Mandela Bay Development Agency, Transnet, Eastern Cape Tourism, and other stakeholders, it has made strategic infrastructure investments to improve port facilities, tourism products and heritage sites. This is so as to ensure a seamless and welcoming experience for cruise tourists.

Consumer rights to come under the spotlight

With World Consumer Rights Day to be commemorated this week, the need for educating consumers about their rights has come to the fore.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” said Deputy Commissioner at the National Consumer Commission (NCC), Thezi Mabuza.

Speaking at a media briefing in Pretoria on Monday, Mabuza averred the need for all stakeholders within the consumer protection landscape to cooperate in the quest for the effective protection of consumers.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” she said.

The briefing came as the NCC in partnership with the Competition Commission of South Africa, Mpumalanga Department of Economic Development and Tourism and various regulatory bodies under the umbrella of the Consumer Protection Forum (CPF) are set to commemorate World Consumer Rights Day (WCRD 2025). The day is commemorated annually on 15 March globally.

However, this year it will be celebrated on 14 March 2025.

To bring the message closer to home, in South Africa, the day is observed with the theme “Empowering Consumers, Balancing Rights with Ethical Business Practices."

Head of Education and Advocacy at the NCC, Poppy Kweyama, said the global event aims to boost awareness about consumer rights and push for fair trade practices in the marketplace.

“World Consumer Rights Day, first observed in 1983, has become a key event for promoting consumer awareness,” Kweyama said.

Kweyama said many consumers still fall victim to fraud, misinformation, unsafe products, and unethical business practices.
“In today's digital world, issues such as data privacy, online scams, misleading digital advertisements, and unfair pricing have added new dimensions to consumer protection. Each year brings different challenges in the consumer protection space. It has always been our view, as it is our mandate that no consumer should be subjected to unfair and unconscionable practices from unscrupulous suppliers. 

“It is also our view that for a harmonised marketplace, we need to empower consumers while nudging suppliers into complying with various consumer laws,” she explained.

This year’s activities will include consumer education and business compliance inspections conducted by various regulators in the consumer space to enforce compliance.

In addition, a business breakfast will be held on Thursday,13 March, where various regulators will unpack topics such as competition concerns and safety in the food value chain.

“The breakfast is an opportunity for the Competition Commission to engage with business leaders in the area to gain insight into the concerns small-scale farmers, retailers, wholesalers, and large agri-businesses have including the barriers to entry and trade they may face,” head of Advocacy at the Competition Commission Andile Gwabeni said.

He said that the breakfast will also raise awareness of the findings of the Commission’s Fresh Produce Market Inquiry (FPMI).

Released in January, the inquiry began on 31 March 2023 and assessed the fresh produce value chain across three main themes, including the efficiency of the value chain, concentrating on fresh produce market facilities; market dynamics of key inputs and their impact on producers, and barriers to entry, expansion and participation.

The inquiry, in the main, focused on five fruits, namely: apples, citrus (notably oranges and soft citrus), bananas, pears and table grapes, along with six vegetables, including potatoes, onions, carrots, cabbage, tomatoes and spinach. These products are staples in South African households.

Mpumalanga Consumer Court and other activities 

Also, as part of the activities leading to the commemoration, the Mpumalanga Consumer Protection Office will relaunch its provincial consumer court on 13 March 2025, the eighth in the country. This court will provide access to effective redress for consumers in the province.

This as the Mpumalanga Department of Economic Development and Tourism has expressed delight at the relaunch the Mpumalanga Consumer Court.

“This court will be essential in ensuring a quick resolution to consumer complaints and the enforcement of consumer rights,” said Bonani Dube who is the Acting Director: Business Regulations and Governance at the provincial department.

Activities to commemorate the day on 14 March will include a breakfast with business leaders in Mbombela, site visits to automotive dealerships in the Mbombela area and the surrounding areas, as well as a seminar with students to raise awareness of consumer rights.

The day dedicated to raising awareness about consumer rights and promoting fair practices in the marketplace.

The NCC is a regulatory body in South Africa established under the Consumer Protection Act No. 68 of 2008. Its main function is to enforce consumer protection laws and provide redressal for consumer disputes.

The Consumer Protection Act (CPA) seeks to promote a fair, accessible, and sustainable marketplace for consumer products and services and for that purpose, establishes the national norms and standards relating to consumer protection. 

The Act further seeks to provide for improved standards of consumer information, prohibit certain unfair marketing and business practices, promote responsible consumer behaviour and a consistent legislative and enforcement framework relating to consumer transactions and agreements.

The Competition Commission is one of three independent statutory bodies established in terms of the Competition Act to regulate competition between firms in the market.

A Booming Continent Needs a New Payment Infrastructure

Africa is an exciting, vibrant and creative place to do business. But make no mistake, it has its challenges. Currency devaluation, political instability, and service disruptions are endemic. Africa is not for sissies, as the saying goes.

Expanding the ecosystem

To access the initial target market of large enterprises that will benefit from the reach, breadth, and high performance needed by MultiChoice, Moment has built out a fully cloud-native infrastructure. The platform can deliver on the high daily and weekly loads needed for one of the largest billing bases on the continent, and also smoothly deal with the potential for network outages, power cuts, and other disruptions.

In order to ensure businesses have access to the daily cash flow they need, Moment has built a robust financial reconciliation and settlement system capable of automating and simplifying the daily reconciliation process for enterprises and enabling them to spend tight staffing budgets efficiently, while getting fast, accurate financial reporting and access to their receivables.

Subsea cables facilitate over 99% of international data exchange, supporting communication, financial systems, cloud services, and digital economies worldwide. The multi-stakeholder advisory body includes government ministers, regulatory authorities, industry executives, and senior telecommunication cables experts.

With more than 30 years of experience in Africa's subsea cable sector, Faria was invited by the Angolan Ministry of Telecommunications, Information Technologies, and Social Communication (MINTTICS) to take up this advisory role as the government looks to diversify its economy and improve telecoms infrastructure within the country. 

“West Africa's recent experience with submarine cable failures has highlighted the fragility of our connectivity networks and the critical need for proactive solutions. As part of the International Advisory Body, we will work towards identifying vulnerabilities and implementing measures to ensure these vital cables remain operational and resilient. Strengthened collaboration and innovation will help mitigate disruptions and secure West Africa's digital future,” said Faria.

SAWS warns of heavy rain

The South African Weather Service (SAWS) has warned of heavy rain that is likely to elevate the risk of flooding over the next few days.

“Eastern South Africa is expected to experience increased rainfall over the next week, with numerical models predicting between 70 - 150 mm of accumulated rainfall in parts of Gauteng, Mpumalanga, KwaZulu-Natal, the eastern Free State, eastern parts of North West, and the western and southern areas of Limpopo,” SAWS said on Tuesday.

The substantial rainfall increase is likely to raise the risk of flooding. 

As a result, the public is strongly urged to stay informed by following short-term weather forecasts and any warnings issued by the weather service.

“With the forecasted rainfall and accompanying cloud cover, temperatures in the eastern parts of the country are expected to cool down, providing some relief from the extreme heat and uncomfortable conditions experienced in recent weeks.

“The weather outlook for Thursday shows a possibility of isolated to scattered showers and thundershowers over the central and eastern areas of the country, but widespread over KwaZulu-Natal and Mpumalanga,” SAWS explained.

The expected thunderstorms may result in heavy downpours that may lead to localised flooding, a possibility of damaging winds as well as hail in places over Gauteng, the Free State, KwaZulu-Natal, Mpumalanga as well as the southern parts of Limpopo.

For Friday, isolated showers and thundershowers are possible over the northeastern areas of the country, but scattered over Gauteng, Mpumalanga as well as the eastern parts of North West with light rain expected along the south coast.

Heatwave

Large parts of South Africa’s interior have experienced heatwaves in recent months, with a particularly intense and prolonged heat wave lasting for two weeks during the first half of December 2024. 

“This heat wave resulted in several new temperature records, both maximum and minimum, across various provinces. In addition to the extreme heat, the central and eastern interior of the country has seen significantly less rainfall this season, contributing to drought-like conditions and low water catchment levels.

“Unfortunately, this dry trend is expected to continue over the central interior for the next week with only isolated thunderstorms possible. However, the eastern provinces are likely to see a significant improvement in rainfall over the coming week, as tropical moisture and favourable synoptic conditions are expected to bring more rainfall to the area,” SAWS said.

The South African Weather Service will continue to monitor any further developments relating to the weather systems and will issue subsequent updates as required. 

The SAWS urged the public to regularly follow weather forecasts on television and radio.

Companies Plan to IT Security Budgets up to 9% in the Next Two Years

Companies are planning to increase their investments in information security against the background of growing financial losses from cyber incidents. This trend was revealed in the recent Kaspersky's (www.Kaspersky.co.za) IT Security Economics report.

Kaspersky IT Security Economics is an annual report that unpicks the changes in budgets, breaches and business challenges affecting IT Security decision makers. It is based on interviews with IT and IT security professionals working in organisations of various sizes and industries. The survey was conducted across 27 countries in Europe, the Asia-Pacific region, the Middle East, Turkiye and Africa (META) region, Latin and North America.

According to the research, companies plan to increase their IT security budgets by up to 9%. The median cybersecurity budgets for large enterprises were $5.7M with $41.8M allocated for IT generally, while SMBs invested $0.2M in IT security from a median IT budget of $1.6M.

Possible reasons for the increased investment can be found in the analysis of financial losses from cyber incidents. Large enterprises experienced an average of 12 incidents this year, spending $6.2M to recover from them — 1.1 times higher than the budget allocated for IT security overall. Despite the greater resources and advanced security infrastructures, the sheer scale and complexity of large enterprise organisations make them more susceptible to costly breaches. While these enterprises are often better equipped to detect incidents quickly, the time required to fully respond and mitigate these threats can span for hours, underscoring the challenge of managing widespread, complex IT environments.

As for SMBs, these organisations experienced an average of 16 incidents this year, while spending $0.3M for remediation, which is 1.5 times higher than their overall IT Security budget. SMBs are the most disproportionately affected group in terms of budgetary impact. They often lack robust cybersecurity policies and procedures, which leaves them vulnerable to incidents involving employees, public cloud misconfigurations, and high-level permissions.

In the META region, organisations of all sizes reported to have experienced on average 13 incidents within a year. In South Africa, organisations of all sizes reported to have experienced on average 19 incidents within a year.

“This data illustrates the continuation of the current trend of increasing cybersecurity spending across all market segments. This growth is driven by at least three key factors. Firstly, and obviously, the constant growth in the complexity of cybersecurity threats forces companies to adopt more advanced solutions to enhance the detection of attack traces and automate responses. Secondly, increasing concerns from governments regarding digital sovereignty leads to the emergence of new regulations and regulatory requirements and, as a result, increased expenses. The third factor influencing the growth of cybersecurity budgets and costs is the constant increase in salary expectations for professionals in various cybersecurity fields,” comments Veniamin Levtsov, Vice President, Center of Corporate Business Expertise at Kaspersky.

To protect companies against a wide range of cyber threats, Kaspersky recommends:

SIU conducts search and seizure at Free State municipality

The Special Investigating Unit (SIU), together with the Hawks and the South African Police Service, have conducted a search operation at the Masilonyana Local Municipality in the Free State.

The operation was part of an investigation into allegations of maladministration related to two tenders at the municipality.

The two tenders are for the refurbishment of Brandfort Water Treatment Works and Raw Water Pump Stations, and the upgrading of Brandfort Sport Centre Phase II.

“The investigation focus also seeks to establish whether municipal officials, service providers, or any other involved parties unduly benefit themselves or others, leading to unauthorised, irregular, or fruitless and wasteful expenditure or financial losses for the municipality. 

“The search and seizure operation is the SIU’s last resort to access documents needed for the investigation and obtain the necessary documentation for its investigation. Since the proclamation was published on 13 September 2024, the SIU has made multiple attempts to contact the municipality in an effort to access the required documents voluntarily. However, these attempts have gone unanswered. 

“This lack of cooperation prompted the SIU to seek the court’s assistance in securing a warrant to search and seize pertinent documents and electronic equipment,” the SIU said in a statement.

Materials seized during the search operation include:

  • Company registration documents.
  • Payment records (invoices, purchase orders, remittance advice).
  • Electronic devices, including laptops, mobile devices, and external storage media used by relevant officials and employees. 
  • Any associated electronic data, including emails and cloud storage information linked to specific personnel.

“The SIU is empowered by the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act) to subpoena bank statements and cell phone records, search and seize evidence, and interrogate witnesses under oath to thoroughly investigate allegations brought before it.

“The SIU is also empowered to institute civil action in the High Court or a Special Tribunal to correct any wrongdoing uncovered during investigations caused by acts of corruption, fraud or maladministration. In line with the SIU Act, the SIU will refer any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority for further action,” the SIU said. – SAnews.gov.za

The Vodacom Group Digital Skills Hub is available in South Africa, Ethiopia, Tanzania, Mozambique, Lesotho, Egypt (Talimy), the Democratic Republic of Congo (VodaEduc), and in Kenya (Industry Digital Talent Program) to empower the next generation of digital innovators, enabling Africa's digital society and leveraging existing e-learning platforms in the respective markets.

According to the International Finance Corporation (IFC), over 230 million jobs will require digital skills in Africa by 2030, yet the continent faces a significant gap in supply and demand for digital expertise.

“The African continent is plagued in many countries with high levels of unemployment, gender inequality, income disparity and limited access to education, healthcare and essential services. These challenges inform our purpose and drives our strategy to connect for a better future, leveraging digital technologies to drive inclusion into the future for the betterment of people. The launch of the Digital Skills Hub is testament to our commitment to pioneering the path to a digital and more inclusive Africa”, says Shameel Joosub, Vodacom Group CEO.

The Vodacom Digital Skills Hub provides access to self-paced, digital skills training for those aged between 18 and 35. This is in addition to Vodacom Group's existing free, e-learning platforms across its markets. E-learning and digital classrooms have made it possible for students in remote or underserved areas to access quality education with platforms such as Talimy in Egypt, e-Fahamu in Tanzania, VodaEduc in the Democratic of Congo (DRC), Faz Crescer in Mozambique and an e-learning platform in South Africa, providing a wealth of online resources, which cater to different learning needs.

Africa Tech Festival 2024 showcases innovation across Africa’s technology ecosystem

Over 15,000 attendees were welcomed to the 27th annual Africa Tech Festival (www.AfricaTechFestival.com) by South African Minister of Communications and Digital Technologies, Hon. Solly Malatsi. The Department is an official partner of this year's event, which features more than 300 exhibitors and 400 speakers representing all facets of the tech ecosystem.

Emphasising a shared vision of a digitally connected, inclusive, and prosperous Africa, leveraging technology to drive economic and social progress, the Minister reaffirmed host country South Africa's commitment to bridging the digital divide through policy, partnerships, and investments in universal connectivity and affordability. “While technology holds enormous promise, it is essential that we harness this potential in a way that can benefit all the people on the continent and the rest of the world. South Africa is honoured to play its role on this journey, both as a leader and a partner to our fellow African countries,” he said.

Organised by Informa Tech (https://www.InformaTech.com/), the Africa Tech Festival's anchor events –AfricaCom, AfricaTech, and AfricaIgnite – along with the AI Summit Cape Town, provided delegates with the opportunity to explore enterprise tech innovation and disruption across key sectors such as cybersecurity, cloud, data centres, and green ICT.

The panel Overcoming the Funding Winter: Strategies for Early-Stage Start-Ups highlighted resilience in the early-stage start-up ecosystem, exploring strategies employed by successful start-ups to attract investors and secure funding in a competitive market. It also examined the role of accelerators and incubators in fostering growth and supporting the development of African tech start-ups.

A dynamic fireside chat on The Rise of Debt Financing as an Alternative Funding Model explored the growing appeal of debt financing for late-stage start-ups, delving into the key drivers behind this trend. The benefits of debt financing and insights into the strategic considerations start-ups should evaluate when transitioning to this alternative funding model were also discussed.

Another high-level panel, titled The Search for Liquidity: Navigating African Startup Exits, explored the growing dominance of mergers and acquisitions (M&A) as the main exit strategy for African start-ups, especially in fintech, with IPOs remaining scarce. It also examined the factors driving this trend and its impact on the African startup ecosystem.

AfricaCom

AfricaCom brings together Africa-focused connectivity leaders and the brightest minds in the telecoms space. Within the Connectivity & Digital Infrastructure stream, an insightful panel discussion on Connecting Africa's Next Billion: Scaling Africa's Digital Infrastructure explored the economic and social benefits and challenges of expanding internet connectivity. Industry experts and stakeholders discussed the critical role of governments, telcos, and tech innovators in building sustainable infrastructure to expand internet access, particularly in remote and underserved areas, to advance digital inclusion across the continent.

In the Telcos of Tomorrow stream, panellists explored AI's transformative potential in the telecoms sector in a session titled Integrated AI: Telco Blueprints for Business Model and Service Delivery Transformation. Emphasising how AI optimises complex organisational systems, the panel discussed the challenges of implementing these systems.

Driving funding for female-led start-ups was the theme of the Empowering Female Founders: Narrowing the Gender Gap in Venture Capital panel discussion, which addressed the persistent challenge of gender disparity in African venture capital. Networks, mentorship, technical support, celebrating successful female founders as role models, and challenging stereotypes were some of the topics.

According to the unit, the operation – executed in cooperation with the Hawks and the SA Police Service – was conducted to search for evidence that may assist in an investigation targeting the construction of the N12 flood line canal.

Since the proclamation was published on 4 October 2024, the SIU has made multiple attempts to contact the municipality in an effort to access the required documents voluntarily, However, these attempts have gone unanswered. 

“This lack of cooperation prompted the SIU to seek the court's assistance in securing a warrant to search and seize pertinent documents and electronic equipment,” the SIU said.

The corruption-busting unit said the operation is conducted not only through a warrant but also in accordance with a Presidential Proclamation, which authorised the unit to “investigate allegations of serious maladministration regarding the procurement of/or contracting for goods, works or services by or on behalf of the municipality” related to the construction of the flood line canal.
