Media industry called to transform ownership patterns
With the media industry fighting for its survival amidst the rise of digital media, Deputy Minister in The Presidency, Kenny Morolong, has called on the industry to make deliberate efforts to transform the sector’s ownership patterns.
“Government remains committed to working alongside industry stakeholders to ensure that South Africa's media landscape is inclusive, competitive, and representative of the country's diversity,” Morolong said.
The Deputy Minister was addressing the members of the Print and Digital Media Transformation and Revitalization Steering Committee in Rosebank, Johannesburg, on Friday.
The steering committee was established to drive collaborative efforts towards a transformed media that is inclusive in a digital and multiplatform environment, to sustain and grow the sector’s contribution to the country's Growth Domestic Product (GDP).
The Minister painted a sobering picture of the industry’s current state, noting a dramatic decline in print newspaper (both commercial and local) circulation - from approximately 45 million copies annually to dwindled numbers that were never imagined before, which is "very worrisome for government."
“The current challenges of operating in the digital environment; excess print, distribution and transport cost; reduction in newspaper subscribers; dwindling circulation figures coupled with reduced advertising budgets, both from corporate and government, have forced publishers to close down, while others have become loss-making or liability enterprises. In the mist of all these things, we should not despair, we are a nation that works together to find common solutions,” Morolong said.
The Deputy Minister emphasised the critical role played by the media in society and reaffirmed government’s commitment to revitalise the industry.
“We have a responsibility to save an industry that is ailing and to do so, there needs to be government investment. You can’t put government in a position where it must support an industry that does not want to transform.
“You are running a business, but you are also running an institution which has got a moral obligation to keep society informed. We want to support you because of your role in education and informing society. We have a responsibility to support you and empower you as business,” he said.
The Print and Digital Media Transformation and Revitalization Steering Committee comprises various media executives of print and digital media companies, industry bodies such as the Association of Independent Publishers, Media Development and Diversity Agency and the Press Council.

Government welcomes provisional outcomes of the media market inquiry
Government says it acknowledges and welcomes the provisional outcomes of the Media and Digital Platforms Market Inquiry (MDPMI), led by the Competition Commission of South Africa.
This week, the preliminary report from the commission regarding the MDPMI) garnered attention for its strong recommendation that Google should pay as much as R500 million yearly to compensate South Africa’s news industry.
The commission believes that South Africa should impose a digital tariff of 5% to 10% on major tech companies such as Google, Meta and Microsoft if they fail to fairly compensate media organisations for the content they distribute on their platforms.
The MDPMI began on 17 October 2023 and aims to investigate the characteristics of digital platforms that distribute news media content.
The focus is on identifying features that may hinder, distort, or restrict competition, or that undermine the objectives of the Competition Act.
The Government Communication and Information System (GCIS) has since described the inquiry as a crucial step in ensuring a fair and competitive digital media environment that supports the sustainability of local journalism and promotes media diversity.
“The South African media landscape is evolving rapidly, with digital platforms playing an increasingly dominant role in content distribution and advertising revenue,” a statement from the GCIS on Wednesday read.
Adjunct Faculty Member and Head of the GIBS Media Leadership Think Tank, Michael Markovitz, stated that the report aims to address the root causes of anti-competitive behaviour among big tech companies, and seeks to fundamentally reshape the digital market to foster fairer competitive dynamics.
The inquiry assessed the impact of global digital giants on local media businesses, ensuring that South African publishers, broadcasters and digital content creators can compete on a level playing field.
Government - through the GCIS, in partnership with members of the Print and Digital Media Transformation Steering Committee - said it remains committed to supporting an independent, pluralistic and sustainable media sector, recognising its fundamental role in strengthening democracy and ensuring access to diverse sources of information.
Deputy Minister in the Presidency, Kenny Morolong, said the GCIS will work with all stakeholders, including media houses, digital platforms, advertisers, and the public on the implementation of the final outcomes of the MDPMI.
“We will also contribute to the solutions proposed for addressing the challenges facing the media sector while unlocking opportunities for innovation and growth,” Morolong said.
The GCIS said the inquiry’s provisional outcome supports efforts for media transformation and sustainability, promoting economic participation and safeguarding public interest journalism, which is vital for a fair and diverse media landscape in South Africa.
White paper
Meanwhile, the Chairperson of the Portfolio Committee on Communication and Digital Technologies, Khusela Diko, has welcomed the recommendations of the provisional report.
Diko believes that the recommendations strengthen the committee’s call for an urgent publication of a White Paper on Audio and Audiovisual Media Services and Online Content Safety by the Department of Communication and Digital Technologies (DCDT).
“For a very long time, over-the-top (OTT) digital platforms exploited the regulatory gap in the sector to the detriment of the public broadcaster, the South African Broadcasting Corporation, which operates under stringent regulations. We further welcome the recommendation that media houses be remunerated for the content they produce that gets to be exploited by OTT and digital platforms,” Diko explained.
She further said that the recommendations on Google and YouTube, amongst others, will hopefully serve as a deterrent to everyone that the lack of direct regulation in the sector is not "licencee for unscrupulous business practices". – SAnews.gov.za

President calls on all stakeholders to help preserve SA's heritage
President Cyril Ramaphosa has called on business and other stakeholders to work with government to protect and conserve historical, cultural and natural heritage sites, particularly in marginalised communities.
President Ramaphosa made the call in his weekly newsletter to the nation on Monday, ahead of the Heritage Day celebrations.
South Africa will on Tuesday observe Heritage Day, where citizens will celebrate the rich cultural tapestry that makes up the nation.
President Ramaphosa noted that while heritage preservation is a responsibility of government, the private sector, corporate sponsors, philanthropists, heritage organisations and other stakeholders also have an important role to play in ensuring these legacies are safeguarded for future generations.
“Private sector support for heritage preservation is uneven. While some high-profile heritage sites like Robben Island, the Mandela House in Soweto, Constitution Hill, and others receive donor funding, other less prominent institutions, events, and initiatives struggle to obtain support.
“As a result, many important sites of memory have fallen into disrepair. This is a wasted opportunity, because a number of these sites could stimulate local economies and provide work opportunities to the communities in which they are situated,” President Ramaphosa said.
The President said protecting and conserving historical, cultural, and natural heritage sites was also vitally important for nation-building and national reconciliation.
“On this Heritage Day, I call on business and other stakeholders to work with government in the cause of heritage preservation, particularly in marginalised communities. There is already laudable work being done in this regard.
“By working together as government, business, and society, we can use our national heritage to uplift communities, create opportunities and make us all proud to be South African,” the President said.
Highlighting the significance of Heritage Day, President Ramaphosa noted that having emerged from a painful apartheid past where indigenous customs, traditions and languages were denigrated and marginalised, Heritage Day is one of the most important events on the national calendar.
“It is a valuable opportunity for cross-cultural exchange and for building bridges of tolerance and understanding between races and different ethnic groups. I have always found it heartwarming to see how South Africans from all walks of life celebrate Heritage Day in their communities, schools, workplaces, places of worship and institutions of higher learning.
“It has become a regular facet of Heritage Day to see South Africans share their traditions, cuisine, dress, music, and other forms of cultural expression with their compatriots. Beyond the benefits for cultural self-expression, pride and nation-building, heritage preservation is an important driver of economic growth, job creation and sustainable development,” President Ramaphosa said.
South Africa is perfectly placed to use its rich cultural and natural heritage to promote economic growth.
“As one of the world’s most mega biodiverse countries, South Africa’s natural heritage attracts tourists from around the world, supporting local job creation and investment in natural resource infrastructure. By way of example, in December 2023 alone, there were more than 400 000 visitors to sites like the Table Mountain National Park and Robben Island,” the President highlighted.
Coupled with this, he said, South Africa has an abundance of historical sites across the country that span the pre-colonial, colonial, apartheid, and democratic eras.
“These sites are not just important for tourism. They are also sites of memory and monuments to the past that serve to educate the younger generation of South Africans,” President Ramaphosa said.
To preserve the country’s rich heritage, the President underscored a need to do more to attract young South Africans to careers and opportunities in the sector.
He said through the Presidential Employment Stimulus, the National Heritage Council and National Arts Council has provided unemployed young people with work opportunities in film and digital media production, cultural project management, storytelling, language preservation and as museum guides.
Government will commemorate Heritage Day at Meqheleng Stadium in Ficksburg, in the Free State, under the theme: “Celebrating the lives of our heroes and heroines who laid down their lives for our freedom”.
This year’s theme puts a spotlight on South Africa’s liberation movements who received various forms of solidarity and support from neighbouring countries during the liberation struggle. – SAnews.gov.za

Digital platforms crucial to keeping citizens connected
Deputy Minister in the Presidency, Kenny Morolong, has emphasised the significance of digital platforms like Meta in connecting citizens and empowering them through educational content, job opportunities, service announcements and real-time communication.
“This is indeed a step towards creating a more informed and connected society where government is responsive to the needs of citizens,” he said on Wednesday.
The Deputy Minister was delivering a keynote address through a virtual platform at the second Meta for Government Summit in Johannesburg on Wednesday.
Meta, in partnership with the Ministry in the Presidency and the Government Communication and Information System (GCIS), is hosting this year’s summit, which is currently underway.
The Deputy Minister said the summit’s timing was crucial as it confronts digital age challenges and opportunities for government communication and economic growth in South Africa.
He believes that South Africa is witnessing an unprecedented transformation in the way government governs and engages with citizens.
“Digital media platforms such as those provided by Meta play a pivotal role in this journey by helping us connect with our citizens more directly, openly and effectively.
“Government has made digital engagement central to our efforts to uplift our people and empower them to take charge of their destinies,” he told the attendees.
He said digital tools can drive economic inclusion and ensure all citizens benefit from Meta's platforms, the parent company of Facebook.
“This is particularly crucial for small businesses and entrepreneurs who have used these platforms to create jobs and expand their reach.”
Fake news
The conversation also addressed the challenges of misinformation and the need for media sustainability.
Shifting his focus to online threats, fake news, disinformation, misinformation and deepfakes, he said government continues to witness the unintended consequences of social media platforms.
“These issues relate to the immigration of bad practices, some of which have resulted in high levels of cyberbullying directed at journalists, children, youth and people with disabilities.”
He said the South African government viewed the spread of misinformation as a serious threat and called on platforms such as those managed by Meta to play an active role in curbing this “unwelcome reality”.
The Deputy Minister underscored ethical digital tool usage, with a call for collaboration to ensure safe and effective digital engagement.
Morolong welcomed Meta’s ongoing efforts to tackle disinformation by employing fact-checkers, developing sophisticated content moderation systems and supporting digital literacy initiatives.
“This is vital to ensuring that citizens receive accurate information that they can trust and are protected from malicious content designed to cause discomfort,” he added.
Southern Africa Meta’s Head of Public Policy, Thabo Makenete, highlighted the use of WhatsApp for event announcements and the potential of artificial intelligence (AI) to create richer content and broader reach.
He described AI as a breakthrough technology of the 21st century with a focus on its potential to solve new and old problems.

SA-Nigeria relations benefit the African continent
Deputy Minister in the Presidency, Kenny Morolong, insists that a collaborative relationship between Nigeria and South Africa is a benefit to the African continent.
The Deputy Minister was speaking at the Roundtable Discussion on the Media’s Influence in Shaping Africa’s indispensable relationship: Nigeria and South Africa.
The two countries have shared diplomatic relations since the dawn of democracy in South Africa 30 years ago.
“Throughout this diplomatic friendship, both our governments have sought to place multilateralism high on the agenda of our international relations, both within and without Africa. I am certain that you as the media, have made copious reports on all of these efforts.
“At times and more often than its necessary; this reportage has sought to craft a narrative of hegemonic contest between our two brother countries. This narrative is divisive and should through word and deed, be silenced,” he said.
Morolong urged media practitioners to contribute to the enhancement of the relationship between the two countries.
“A healthy society is one that is based on notions of social solidarity, democratic principles, prosperity and led by accountable leadership. It is a society that has the inherent capacity to invite and promote the wits and creativity of all its members to contribute to national and international life.
“We therefore, have to make sure as South African and Nigerian media practitioners that we contribute our bit to ensure that the media power is wielded in a manner that contributes to a healthy society, thus defined.
“Our first task when we leave from this round table discussion, is to utilise media effectively to enhance relations between our two countries. It is critical that our relations are not only viewed within the context of narrow and myopic confines of competition, but rather, collaboration that seeks to benefit the entire continent and influence international relations across the world,” he said.
He also told the media to hold the two governments to account on the several bilateral agreements and memoranda of understandings signed between the two countries.
“The last session of the BNC [Bi-National Commission] was hosted in Abuja in December 2021 and the next session is expected be hosted in South Africa in December 2024.
“You in the media, will have to report on the successes and failures of the bilateral agreements that have been made so far. We hope such reportage will be accompanied by the depiction of truthful state of implementation. Seeking to hold both our governments to account to both our peoples and the world,” he said.
The Deputy Minister told the gathering that it is crucial for “us to take full advantage of the available rich content and formulate messages that build and strengthen the bonds between our countries”.
“In your skills of trade and the nature of profession, critical reviews are important for the democratic values of the two countries.

The 2024 Basketball Africa League (BAL) Playoffs will tip off on Friday, May 24 at BK Arena in Kigali, Rwanda featuring the top eight teams (https://apo-opa.co/3wP67QQ) from the league's Kalahari (https://apo-opa.co/3wCKu6N), Nile (https://apo-opa.co/4awYBbE) and Sahara (https://apo-opa.co/3yxDXuA) conference group phases that were held in Pretoria, South Africa; Cairo, Egypt; and Dakar, Senegal, respectively: FUS Rabat Basketball (Morocco), Petro de Luanda (Angola), Cape Town Tigers (South Africa), Al Ahly (Egypt), Al Ahly Ly (Libya), Rivers Hoopers (Nigeria), AS Douanes (Senegal) and US Monastir (Tunisia).
