Police Minister to visit Mpumalanga drug labs following arrests 

Police Minster Senzo Mchunu is this afternoon expected to visit the two drug laboratories and a warehouse which were discovered and shut down by the Hawks in Mpumalanga this week, said the Ministry of Police.

In a statement, the Ministry said the Minister will be accompanied by the National Commissioner of Police, General Fannie Masemola, together with the Directorate for Priority Crime Investigation National Head, (Dr./Adv) Lieutenant General Godfrey Lebeya.

The discovery was made in Standerton.

“Equipment and substances with an estimated value of R48 million and seven vehicles have been seized for further investigation. Nine suspects have been arrested,” said the Ministry ahead of Sunday’s visit.

On Wednesday, the Hawks said that two suspects would appear in the Standerton Magistrate's Court after the arrest of six Mozambican nationals.

This as the Hawks’ Secunda based Serious Organised Crime investigation monitored the origin of drugs in Standerton after numerous cases of possession of drugs were reported. 

“The task was successfully executed as two clandestine laboratories were clamped down within a week,” the Hawks said at the time.

Additionally, a pressing machine and 35 buckets filled with powder and ready to be pressed into tablets were recovered.  -SAnews.gov.za

Northam Bolsters Power Supply for South African Mines

In February 2025, mining firm Northam signed a power purchase agreement (PPA) for 140 MW of wind power to support its platinum group metals operations in Limpopo. This deal follows an earlier PPA signed in October 2024 for an 80 MW solar power facility to supply the company's Zondereinde mine, aimed at driving South Africa's expansion of its PGMs sector. These agreements are part of Northam's broader strategy to enhance energy security and sustainability while reducing its carbon footprint in alignment with national renewable energy goals.

Richards Bay Minerals Expands PPA Portfolio

Richards Bay Minerals, a subsidiary of mining multinational Rio Tinto, signed its third PPA with Red Rocket in February 2025, securing 230 MW of electricity from Red Rocket's 380 MW Overberg Wind Farm. This agreement increases the company's total contracted renewable energy supply to 500 MW and supports Rio Tinto's commitment to reducing emissions by 50% by 2030. Richards Bay Minerals also taps into energy from the 130 MW Bolobedu solar PV plant and 140 MW Khangela Emoyeni wind farm.

Further Investments in Renewables for Mining

Other mining companies across Africa are driving large-scale energy projects to secure a stable power supply. In South Africa, Ivanhoe Mines completed a 5 MW solar facility in Q1 2025 to support its Platreef PGM mine, while Impala Platinum signed a five-year PPA with Discovery Green to supply wheeled renewable energy to its Impala Refineries operation. Meanwhile, commodities firm Trafigura is developing a 2 GW initiative to power Angolan mines, and First Quantum is set to commission a 430 MW project in Zambia in 2025. Tronox Holdings plans to roll out 400 MW of energy projects in South Africa by 2027 and Chinese mining company CMOC is preparing a 200 MW energy project in the DRC, set for commissioning by 2028.

AEW 2025 to Host NOC-IOC Forum in Cape Town

This year's African Energy Week (AEW): Invest in African Energies conference will debut the first-ever National Oil Company (NOC) and International Oil Company (IOC) Forum, a dynamic platform that brings key public and private sector stakeholders into direct conversation to drive investment, secure new deals, foster local capacity building and advance exploration.

A key focus of the forum will be enhancing collaboration in the exploration, development and production of hydrocarbon resources across the continent, with an emphasis on data sharing and joint decision-making to unlock untapped potential. In South Africa, TotalEnergies is preparing to drill its first exploration well on Block 3B/4B, leveraging 14,000 km of 2D seismic and 10,800 km² of 3D seismic, with a large set of exploration prospects already identified. In Angola, Sonangol is ramping up offshore exploration on Block 6/24, focusing on geological and geophysical studies and seismic data reprocessing to assess the block's resource potential, which includes a possible commercial oil discovery. Meanwhile, in Equatorial Guinea, GEPetrol has partnered with Panoro Energy on Block EG-23, conducting subsurface studies to evaluate the block's potential, with the possibility of drilling an exploration well.

In parallel, new market activity is reshaping Africa's exploration landscape, as both NOCs and IOCs pursue strategic acquisitions, partnerships and project expansions. Chevron has strengthened its presence in Equatorial Guinea by securing PSCs for two highly prospective offshore blocks. In October 2024, Brazilian NOC Petrobras acquired a 10% stake in the offshore Deep Western Orange Basin in South Africa as part of its strategy to boost reserves and expand its footprint in Africa's emerging oil and gas markets. Last month, Chinese state-backed company Sinopec signed an $850 million contract with Algerian NOC Sonatrach for exploration and development, securing a PSC covering the Hassi Berkane North license. Sonatrach is also in discussions with Eni, TotalEnergies, Chevron and ExxonMobil for exploration and development activities in the region. The NOC-IOC Forum will provide a key platform to examine these developments, fostering discussions on how public and private sector cooperation can accelerate exploration, attract capital and unlock new resource opportunities.

The NOC-IOC Forum will also focus on forging new partnerships to drive capacity-building programs and facilitate knowledge-sharing, empowering local talent in the oil and gas sector. The National Petroleum Corporation of Namibia (NAMCOR) has been active in establishing partnerships to support the country's goal of producing first oil by year-end. This includes a collaboration with QatarEnergy focused on providing training and development opportunities for NAMCOR employees in industry-specific skills. In October 2024, NAMCOR also signed an agreement with global technology company SLB to improve operational performance in decarbonization, green hydrogen and sustainable energy, with an emphasis on local capacity development. Meanwhile, Mozambique's Empresa Nacional de Hidrocarbonetos is investing in specialized offshore drilling services, reinforcing the state's involvement in the country's oil and gas projects through an agreement with Italian multinational oilfield services company Saipem.

Additionally, the NOC-IOC Forum will facilitate the exchange of insights on regional and global energy regulations, helping participants navigate the evolving energy landscape. In the Republic of Congo, Société Nationale des Pétroles du Congo is working closely with private sector companies and IOCs to gather input for its upcoming Gas Master Plan, as well as developing a new gas code aimed at modernizing the regulatory framework to attract foreign investment. This push for regulatory improvements has driven increased IOC activity in the country, with Eni advancing the second phase of its $5 billion Congo LNG project and TotalEnergies committing $600 million to expand its E&P operations, specifically in the deep offshore Moho Nord Field.

The NOC-IOC Forum offers a strategic platform for both African NOCs and IOCs to present their exploration strategies, access available acreage and showcase ongoing energy developments. By facilitating direct engagement across sectors, the forum will drive insightful exchanges on sharing data and insights to improve decision-making, optimizing operational efficiencies and unlocking new investment opportunities. These discussions will ensure that partnerships are mutually beneficial, aligning national development goals with commercial objectives while fostering a more integrated and strategic approach to Africa's energy future.

Namibia Unveils Offshore Drilling Plans

Namibia's offshore oil and gas industry is set for significant growth in 2025, driven by new licensing opportunities and an uptick in drilling activities, Petroleum Commissioner Maggy Shino announced during a webinar hosted by the African Energy Chamber (https://EnergyChamber.org), Wood Mackenzie and Namibia's Ministry of Mines and Energy. The move is set to attract fresh investment as the country cements its status as one of the world's most promising oil frontiers.

“We are operating in an open licensing regime and will be receiving applications shortly,” Shino stated, noting that available acreage spans deepwater, ultra-deepwater and shallow-water environments.

Meanwhile, development is accelerating on two of Namibia's most significant discoveries. TotalEnergies' Venus project in Block 2913B remains on track for a final investment decision (FID) in 2026, with new data confirming better density and permeability compared to surrounding blocks. On Galp's Mopane discovery, Shino revealed that 3,500Km2 of high-density seismic data were collected this week to refine volume estimates and advance the project toward FID.

On Shell's PEL 39 discovery – where the company recently wrote down $400 million – the Commissioner said Shell and its partners are analyzing data from the nine wells drilled so far to “ensure we have designed a pathway to development” and to determine the next steps.

Namibia's offshore basin remains vastly underexplored, despite its enormous scale. “The scale is enormous – there's 220,000 square kilometers of offshore license acreage,” said Ian Thom, Research Director for Sub-Saharan Africa Upstream at Wood Mackenzie. “With just over 20 exploration and appraisal wells drilled, this area is still hugely underexplored.”

“The resources are definitely there,” said Verner Ayukegba, Senior Vice President of the African Energy Chamber. “The big questions now revolve around sub-surface conditions, gas content and how best to commercialize these discoveries.”

Drilling activity in Namibia is set to ramp up in 2025, with seven wells expected this year alone. BW Energy plans to drill at the Kharas prospect within the Kudu license, while Rhino Resources awaits results from two high-impact wells in PEL 85. In South Africa's Orange Basin, TotalEnergies is expected to drill in Block 3B/4B, and Shell may drill in an ultra-deepwater block near the maritime boundary with Namibia.

On the Kudu license, Shino stated that BW Energy has “identified new targets with upside potential – not only for gas, but also for oil within the main area,” with two wells planned by year-end.

As Namibia advances toward first oil production, the government is committed to ensuring that petroleum discoveries translate into long-term economic benefits for the nation. “We are offering a sustainable operating environment, ensuring all discoveries are in a race to first oil while making a lasting impact on the local economy,” said Shino. Namibia's stable economy, industry alignment, respect for contract sanctity, expansive basins available for exploration and commitment to delivering sustainable energy resources position it as an attractive destination for investment.

Operation Shanela nets more than 14 000 suspects

Through its high-density operation, commonly known as Operation Shanela, the South African Police Service (SAPS) arrested 14 165 suspects between Monday, 03 March 2025, and Sunday, 09 March 2025.

“Through Operation Shanela, the SAPS continues to take a bold and decisive approach in dealing with crime in the country. These crime fighting activities include tracking operations, roadblocks, high visibility patrols, stop and searches as well as tracing of wanted suspects,” the SAPS said in a statement.

All Shanela operations are led by the Provincial Commissioner of each province.

During the period, the following arrests were made:

  • A total of 1 870  wanted suspects were arrested. These suspects were wanted for various serious and violent crimes such as murder, attempted murder, rape, carjacking, business and house robberies.
  • A total of 185 suspects were arrested for murder, the majority of these suspects were arrested in KwaZulu-Natal (37).
  • A total of 154 suspects were arrested for attempted murder, 72 more arrests than the previous week.
  • A total of 235 suspects were arrested for rape, 96 of these arrests were made in KwaZulu-Natal.
  • A total of 1 513 suspects were arrested for assault GBH during this period.
  • A total of 166 drug dealers were arrested, the majority of these suspects were arrested in the Eastern Cape (43).
  • A total of 2 176 suspects were arrested for being in possession of drugs, 650 more arrests than the previous week. The majority of these suspects were arrested in Western Cape (1 237).
  • A total of 105 suspects were arrested for being in the illegal possession of firearms.
  • Four suspects were arrested for human trafficking during this period.
  • A total of 525 drivers were arrested for drunk and driving in the past week.

Under recoveries and confiscations, police registered the following successes:

  • A total of 155 firearms were confiscated in the past week, 48 more firearms confiscated than the previous week.
  • A total of 3 627 rounds of ammunition were confiscated; and
  • 50 hijacked and stolen vehicles were also recovered during this week’s operations.

On Friday, 07 March 2025, the National Commissioner for SAPS, General Fannie Masemola presided over a drug destruction process in which R340 million worth of drugs were destroyed, this included cocaine worth R220 million seized during police operations.

General Masemola commended the vigilance and commitment of the Anti-Gang Unit (AGU) and Crime Intelligence officers in the Western Cape following the arrest of two suspects at a storage facility in Bellville, Cape Town. 

The arrest of the duo, a man and a woman, followed the discovery of 50 000 mandrax tablets and an arms cache including three AK47 rifles and twelve 9mm pistols amongst other firearms

Also, a shipment of cocaine worth R6 million was detected and seized at OR Tambo International Airport on Tuesday, 04 March 2025. The drugs were concealed in boxes disguised as hair products. 

Preliminary investigations revealed that the shipment was en route to France from Brazil via South Africa.

Police arrested a 37-year-old suspect for theft and tampering with essential infrastructure; the suspect illegally connected electricity. The team also seized 41 Eskom transformers worth millions in lost revenue during multiple operations carried out in Winterveldt, Erasmia and Diepsloot, last week.

“The police will continue with their operations by asserting the authority of the state to ensure the safety and security of all South Africans and visitors to the country,” the police said. – SAnews.gov.za

Nelson Mandela Bay shines in global business services sector

Nelson Mandela Bay Municipality (NMBM) has emerged as the fastest growing region in South Africa for the global business services sector, following Johannesburg, Cape Town and Durban.

This is according to data from the municipality's Economic Development, Tourism and Agriculture (EDTA) Directorate. 

NMBM Member of the Mayoral Committee for the EDTA, Bassie Kamana, on Monday said she was encouraged by the rapid growth of the global business services sector (call centre services) within the city. 

In collaboration with Business Process Enabling South Africa (BPESA), NMBM recently hosted a stakeholder engagement session in Newton Park, Gqeberha.

BPESA is a leading association that represents global business services and business process outsourcing companies in South Africa. The association’s key objectives include positioning South Africa as a prime destination for offshoring, driving local job creation, and promoting excellence in service delivery within the global business services sector.

BPESA partners with the private sector, the Department of Trade, Industry and Competition (the dtic), and municipalities to promote South Africa's capabilities, empower youth through training and job creation, and strengthen the industry’s ability to deliver high quality services.

The purpose of the engagement session was to create a collaborative platform for sector stakeholders to share experiences, review their growth since establishing operations in Nelson Mandela Bay, and explore future opportunities for expanding the industry within the region.

The session also highlighted the support available from government and its entities to further develop the sector.

Participants included representatives from the Coega Special Economic Zone, the Eastern Cape Development Corporation, the dtic, Harambe Youth Accelerator, and various global business services companies.

Prominent players in the industry that have already established operations in Nelson Mandela Bay include Discovery Health, ISON, Startek, Dastile Wealth Insure, Outworks and Teleperformance. Teleperformance, which opened its office in late 2024, has already created over 500 jobs for young people in the city.

Addressing the session, Kamana highlighted the growing investments in the sector, noting that over 3 000 jobs have been created for youth with secondary and tertiary education.

"Working with our partners to mobilise resources and create a conducive environment for Nelson Mandela Bay to be a destination of choice is starting to pay off. We can already see ourselves being a major player among the major three cities that are leading in this sector, [and] that alone is encouraging news.

“What encourages [me the] most is the fact that this sector is able to offer jobs to youth, an area that we as the metro we are working around the clock to come up with solutions to,” Kamana said.

Teleperformance Vice President, Leanne Felix, expressed optimism about the future growth of the industry in Nelson Mandela Bay, and even greater expansion in the next five years.

Felix acknowledged the partnership the company has with NMBM.

“This partnership makes it easier for us to mobilise resources and market the city and its talent. The international industry is beginning to show interest in the talent, commitment and skills base we have here in Nelson Mandela Bay.

“We just need to do more in to showcase our capabilities as the Eastern Cape and open up about the support and incentives that are available to support the industry. When the demand came last year for the company to expand our operations from Cape Town, Nelson Mandela Bay became an obvious choice. The support we have received from the metro has been amazing,” Felix said. – SAnews.gov.za

Meanwhile, TotalEnergies is expanding its gas processing and midstream infrastructure across Africa, strengthening its role in the continent's evolving energy landscape. Two to appear in court on firearm charges 

Two suspects are to appear in court soon for the alleged illegal possession of firearms, ammunition and drugs as well as the possession of illegal explosives, Western Cape police said.

According to the South African Police Service (SAPS), the 41-year-old woman and a 47-year-old man were arrested on Monday at a storage facility in Stikland where a package containing two kilograms of heroin was confiscated.

The arrests come as a multi-disciplinary team comprising Anti-Gang Unit investigators, Crime Intelligence (Counter Gangs and Narcotics) and Visible Policing Anti-Gang Unit members swooped on storage facilities and seized illegal firearms, ammunition, explosives and drugs.

“The discovery took place in Bellville South as well as in Stikland. The operation, which was the culmination of weeks of observing the movements of suspects resulted in the discovery,” said the police in a statement on Tuesday.

In Bellville South, police found three AK47 rifles, an R5 rifle and ⁠one assault rifle, 12 9mm pistols and two revolvers, among others.

“As the investigation continues, the possibility of further arrests effected cannot be ruled out. The efforts of the team have been commended by SAPS management as the Western Cape battles shooting incidents that result murder and attempted murder cases,” said the SAPS. – SAnews.gov.za

Seeking to maintain oil output above one million barrels per day while increasing natural gas production, the country is preparing to launch the final bid round of its six-year licensing strategy in Q1, 2025. Offering nine blocks for exploration in the deepwater Kwanza and Benguela basins, the round is expected to entice major deepwater players to expand their portfolios offshore Angola. To further support production growth, the country introduced five marginal fields for exploration in 2024 and continues to promote blocks available on direct negotiation. Major projects such as the Cabinda Oil Refinery (2025); the New Gas Consortium (early-2026); and the Agogo Integrated West Hub Development (mid-2026) are also set to fuel production.

Mozambique Targets LNG Advancement

With over 100 trillion cubic feet (TCF) of gas resources in the Rovuma Basin, Mozambique is pushing ahead with several large-scale LNG projects. These include the operational 3.4 million ton per annum (MTPA) Coral South FLNG project; the under-development 3.37 MTPA Coral North project; the 18 MTPA Rovuma LNG project; and the 13 MTPA Mozambique LNG project. Despite delays, operators are committed to accelerating development. While pushing the Mozambique LNG project timeline from 2027 to 2029/2030, TotalEnergies expects a U.S. loan approval to be restored under the Trump administration in the coming weeks. ExxonMobil also anticipates FID for the Rovuma project by 2026, paving the way for advanced development.

Namibia: The Next Deepwater Oil Producer

Following a string of discoveries in the offshore Orange Basin, Namibia is working towards first oil production by 2029. The Venus-1X discovery by TotalEnergies is at the forefront of this goal, with the French major seeking to finalize its phase one development plan in 2025 and make FID in 2026. However, the development of the Mopane well – situated in PEL 83 and operated by oil and gas firm Galp - could bring the timeline to first production much closer. Two discoveries were made at the Mopane 1-A well and the Mopane 2-A well, and the operator is now seeking a farm-in partner to develop the asset. Other companies such as Shell, Petrobras, Africa Oil Corp, Chevron and more are also investing offshore while independents including ReconAfrica and Sintana Energy are conducting exploration and appraisal drilling onshore.

South Africa Prioritizes Gas Exploration, Renewable Expansion

Two offshore basins have generated significant interest by foreign player in South Africa: the Southern Outeniqua Basin and the Orange Basin. Southern Outeniqua featured two major gas discoveries made by TotalEnergies (Luiperd and Brulpadda) in 2019 and 2020, representing some of Africa's biggest finds made during the period. While TotalEnergies exited the Southern Outeniqua basin in 2024, the company has turned its attention to South Africa's Orange Basin, hoping to mirror upstream success in neighboring Namibia. Other firms including Africa Oil Corp, Shell and Petrobras are investing in the Orange Basin, and all eyes are on future discoveries offshore South Africa.

Zimbabwe: An Onshore Gas Frontier

Zimbabwe made headlines in 2022 when Invictus Energy announced successful drilling activities at the Mukuyu-1 well at the onshore Cabora Bassa Project. This was followed by the discovery of gas at the Mukuyu-2 well in 2023, with the find revealing the potential for 20 TCF of gas resources. In 2025, the company completed an independence review of the Petroleum Production Sharing Agreement, which would enable the Invictus Energy to unlock value-sharing from the project. Going forward, the company is pursuing a 3D seismic survey alongside appraisal drilling and well testing to further delineate the resource potential while refining development plans and improving the operational efficiency. All eyes are on the project as Zimbabwe strives to bring its first natural gas development to fruition.

Team South Africa heads into WEF with 'confidence'

Minister of Trade, Industry and Competition Parks Tau says engagements at the World Economic Forum (WEF) Annual Meeting are a platform for South Africa to show that it is addressing the challenges facing the economy and the country.

The Minister was speaking during a media briefing following the pre-WEF Annual Meeting breakfast session held on Thursday.

The annual meeting will be held from Monday next week and is expected to conclude on Friday.

“I think that there is great prospect for us to ensure that we present the South African story for what it is, not what we hope it is, but what it is.

“And it doesn't suggest that…there aren’t difficulties in the country. We say we’re confronting the difficulties. We’re working on resolving the issues growing the economy and addressing our challenges,” Tau said.

The Minister said the importance of attending the WEF meeting cannot be underestimated in the face of South Africa’s ambitions to prop itself up as an investment destination of choice.

“If you look at the individual diaries of the individuals that would be there, it is quite extensive the number of people and influential business and government leaders that would be engaging. [This is] both in terms of our collective engagements with people at Davos, the different platforms that we would be engaging on, but also, in terms of the one-on-one sessions that have been scheduled for individual ministers, CEOs, Chairpersons, leaders of parastatals and so on.

“If you were to quantify the value of the engagements, I think it's quite extensive because the people that you would be engaging with that would be looking at you as a potential investment destination…or increasing their investments in the country.
“Those would be one on one sessions that are quite invaluable,” he explained.

Team South Africa

The delegation representing South Africa at the annual meeting is expected to be led by President Cyril Ramaphosa who will be joined by several Ministers and civil society and business leaders.

Speaking at the pre-WEF briefing, leaders in the South African business sector expressed support for Team South Africa heading into the annual meeting.

Standard Bank Chairperson Nonkululeko Nyembezi said the breakfast session with government emphasised the importance of “the alignment between government and business”.

“We …stress the fact that it’s not just for government to put across messaging about the country. The business community has got a singular responsibility in this regard because we’re talking to our business counterparts, talking the language they understand, telling them how we see our country evolving in our continent over the future.

“The economy is visibly growing and accelerating in that part. Clearly the electricity issue is a foundational element of that, but there are others that we can point to that show that we are getting on top of the issues.

“[But] we’ve got to keep it real. We haven’t solved every single problem, we still have unemployment that is unacceptably high etc, and those things we can be quite balanced about. footing this time around But I think Team South Africa is striding on far firmer,” Nyembezi said.

Discovery CEO, Adrian Gore, said South Africa’s showing at the WEF meeting will be “different”.

“I think from a business perspective, I think there is an unequivocal feeling that this year is different. The country…hopefully at a point of inflection. There are tremendous challenges that remain.

“But…I think ironically the theme of WEF is collaboration and, if anything, our country is illustrating that both in the GNU [and] certainly in the business-government partnership that is a fundamentally powerful construct.

“It’s…become a very well governed structure of cadence and uniqueness and is delivering very, very well to the country. So, there are a number of attributes we feel very confident about going into WEF,” Gore said. – SAnews.gov.za

Mozambique Prepares to Tap into Liquefied Natural Gas (LNG) Potential

With plans underway to restart construction of the delayed $20 billion Mozambique LNG project, which promises to produce 13.1 million tonnes of LNG per year for domestic use, it has never been more important to prioritise peace and stability in Mozambique. Following the 2024 general elections, violence during protests has rocked the country, leading to unrest and instability. As the voice of Africa's energy sector and an advocate for Mozambican prosperity, the African Energy Chamber (AEC) (www.EnergyChamber.org) fully supports the country's government and calls for peace, stability and sustainable development as Mozambique enters a new era of energy growth.

Since the discovery of significant natural gas deposits off Mozambique's northern coast in 2010, expectations for the country's economic prosperity have soared. An IMF report predicted $500 billion in total revenues by 2045 and average annual real GDP growth of 24% from LNG exports between 2021 and next year. Energy majors TotalEnergies, ExxonMobil and Eni are developing integrated LNG projects, while new upstream companies are entering the market and gas-to-power projects are nearing completion.

Projects such as Coral Sul LNG, the Rovuma LNG facility and the Temane gas-to-power plant have the potential to attract billions of dollars in investment and revenues while providing stable energy to over 2 million homes by 2030. These developments represent not only a success story for international investors, but also a success story for Mozambique. The country is positioned as one of the most dynamic gas markets on the African continent, with offshore reserves that could push it into the world's top ten producers, accounting for up to 20% of African production by 2040.

Geopolitically, these industrialization efforts could benefit the Southern African region as a whole and transform the country into an energy hub for neighboring countries such as Zimbabwe, Tanzania, Zambia, Malawi, Swaziland, and South Africa. In addition, a 2,700 km coastline along the Indian Ocean makes Mozambique a gateway for ships crossing the hemisphere, allowing it to specialize in efficient and global energy production while diversifying access to quality goods at low prices from markets in Asia, India, Europe, and America.

For Mozambique to realise its immense potential, however, it is essential that the country remains firmly committed to political stability and sustainable development. A peaceful and stable environment is the foundation on which the international community can confidently build long-term partnerships, ensuring that the immense opportunities presented by the development of its natural resources translate into tangible benefits for all. Mozambique's journey to becoming a leading energy producer is intimately linked to its ability to promote unity, security and democratic principles. A sustained commitment to peace will not only reassure international investors, but will also strengthen the country in a way that drives broad-based prosperity for its people and solidifies its role as a key player in Africa's energy future.

Cabinet welcomes release of 2nd quarter crime stats

Cabinet has welcomed the release of the 2nd quarter crime statistics, which show that law enforcement agencies' efforts to turn the tide in the fight against crime are starting to yield results, with a decrease in both murder and violent crimes. 

Addressing the post-Cabinet media briefing held in Cape Town on Thursday, Minister in the Presidency Khumbudzo Ntshavheni said the murder rate in South Africa has decreased by 5.8%, while sexual offences decreased by 2.5%, and robbery with aggravating circumstances decreased by 8.8%. 

“Additionally, rape decreased by 3.1%, while robbery at residential premises and non-residential premises decreased by 1.3% and 21.1% respectively,” Ntshavheni said.

Cabinet also welcomed the arrest of a 39-year-old Mexican national for dealing in and manufacturing drugs, as well as contravening the Immigration Act after a multi-disciplinary operation guided by police led to the discovery of a drug laboratory in Rietfontein, Johannesburg, valued at approximately R100 million. 

“In addition, the South African Police Service (SAPS), through an intelligence-driven operation, confiscated a container carrying cocaine with an estimated street value of around R86.5 million, which came in from Brazil through the Durban Harbour. 

“[Additionally], five suspected ATM bombers were killed in a shootout with police in eMalahleni, Mpumalanga. The suspects opened fire on the police after they were cornered at a safe house in Schoongezicht in Emalahleni,” Ntshavheni said.

Cabinet has called on all sectors of society to partner with the police to strengthen the fight against crime. 

“By working together, we can create safer communities and public spaces, while ensuring criminals have no place to hide,” she said. – SAnews.gov.za

Through our cheetah conservation project, we hope to raise awareness of the importance of wildlife conservation and inspire more people to get involved. South Africa's Minister of Mineral and Petroleum Resources Gwede Mantashe on Thursday reiterated that the country was committed to developing its oil and gas sector, despite external pressures to transition to a greener economy.

Speaking at African Energy Week: Invest in African Energies 2024, in Cape Town, Mantashe noted that with President Cyril Ramaphosa assenting to the Upstream Petroleum Resources Development Bill, which seeks to accelerate petroleum exploration and development and includes provisions to address unconventional gases like shale gas, South Africa was well on its way to become a competitor in the international oil and gas space.

“While we are getting pinned down not to take these steps, we needed to [explore oil and gas], lift the moratorium on shale gas, as we are still a developing economy. Whether we lifted the moratorium or not, critics would always be there. Gas is described as a transitional technology . . . and is part of the green transition,” he stated.

Earlier this year, Mantashe invited written comments on his intention to investigate the Karoo Basin through large-scale land seismic and airborne surveys to explore for oil and gas that may lie below the ground. The surveys aim to assess geological risks and examine whether there are enough resources to justify extraction.

“[These projects] will improve our gross domestic product by 8%,” he said, noting that across the border in Namibia and Mozambique there have already been significant economic turnarounds with the discovery and development of oil and gas.

Meanwhile, Mantashe emphasized the need to balance economic development with climate change initiatives. “Development and environmental stewardship must coexist . . . and we must responsibly manage natural resources. Mine responsibly, drill responsibly, protect the climate, indigenous plants and land, but don't stop developing. If you stop that, you will have consequences further down the line,” he noted.

Mantashe further noted that he did not expect to see South Africa move away from coal-fired power stations by 2030. “Not in my lifetime,” he said, adding that the country can transition into new technologies, but it should “never dismantle old technologies. I am a great believer of mixed technologies [and with coal we have] a very strong base load technology.”

An AK-47, a .38 Special Revolver and live ammunition have been seized in a police operation in Mpumalanga.

The firearms and ammunition were seized in Operation Safer Festive Season/Vala Umgodi on Thursday.

According to the South African Police Service (SAPS), the discovery was made following intelligence received about suspected illegal mining activities, thanks to members from the Lydenburg K9 Unit, in collaboration with Phoenix Security members.

The information indicated that suspected illegal miners were somehow involved in a gun battle in Sabie. 

Upon receiving some details, law enforcement agencies swiftly coordinated a plan to decisively deal with the situation. 

As the team approached the area, the group of about 20 suspected miners began to retreat, dropping the two firearms and a large quantity of ammunition, as they ran to avert arrest.

“It was during this time when the astute members confiscated the said items. An inquiry case has been opened and the suspects involved in the incident are still at large.

"The SAPS has since launched a manhunt to locate and bring these individuals to justice,” SAPS said.

Mpumalanga Acting Provincial Commissioner, Major General Zeph Mkhwanazi, has reassured the public that the police, in collaboration with other law enforcement agencies, are committed to maintaining increased visibility in areas where illegal mining activities persist. 

The General further emphasized that efforts to address illegal mining will continue until all illegal mining activities come to a halt.

"We... will continue with these operations and even exert more pressure while assessing our impact," said Mkhwanazi. – SAnews.gov.za

Brazil's state-owned oil and gas company Petrobras is leading a delegation of Brazilian companies to the African Energy Week (AEW): Invest in African Energy conference – taking place November 4-8 in Cape Town. The move follows a string of acquisitions made by Brazilian companies in Africa in recent months and aims to unlock new avenues for partnerships in oil and gas exploration and production.

Petrobras – the biggest oil producer in Brazil – is rapidly expanding its footprint in Africa, with strategic acquisitions in South Africa, Namibia and São Tomé and Príncipe. In September 2024, the company's board gave the greenlight to acquire a 10% stake in the offshore Deep Western Orange Basin in South Africa, heralding a new era of exploration in the promising block. Situated adjacent to where high-profile discoveries have been made in Namibia, the deepwater block offers significant potential for billion-barrel finds. The block is operated by energy major TotalEnergies alongside project partners QatarEnergy and Sezigyn.

In Namibia, Petrobras is making a bid for a 40% stake in the Mopane oil and gas exploration block, which international oil company Galp has put up for sale. The block was the host of a major discovery in January 2024, with reserves estimated as high as 10 billion barrels recoverable. Now, Galp is seeking farm-in partners to accelerate the development of the block. If successful, the acquisition would signal Petrobras' entry into the market, which has been the host of some of Africa's biggest offshore discoveries in recent years. This aligns with the company's goal to expand its international footprint while paving the way for Namibia to leverage the expertise of its South American neighbor.

Petrobras' return to Africa followed the acquisition of interests in three Shell-operated exploration blocks in São Tomé and Príncipe in December 2023. The deal covers Blocks 10, 11 and 13, aligning with the company's strategy to expand its interests into frontier markets in Africa. The company has dedicated $1.3 billion over the next five years for exploration outside of Brazil, underscoring its commitment to diversifying its portfolio and driving exploration in Africa.

Looking ahead, Petrobras remains committed to frontier exploration opportunities. Recently, Petrobras has asked to consult geological data in Angola, Sierra Leone, Equatorial Guinea, Liberia, Benin and Ivory Coast. The company's newfound upstream strategy aims to significantly enhance its production capacity while tapping into the potential of emerging and promising markets – particularly those in Africa. This extends to producing countries such as Angola, which continues to offer untapped potential in onshore and ultra-deepwater acreage. Angola and Brazil rank in the top ten globally for ultra-deepwater reserves, highlighting a strategic opportunity for collaboration. Frontier assets such as in the Namibe basin offer strategic potential for Petrobras. African Energy Week (AEW) 2024 National Oil Companies (NOC) Lineup to Unlock Project, Partnership Opportunities in Oil and Gas

African energy demand is projected to more than double by 2050, with fossil fuels anticipated to account for up to 60% of the continent's energy mix by 2040. This trend highlights the growing importance oil and gas will continue to hold in Africa. In partnership with international oil companies and private E&P firms, the continent's national oil companies (NOC) are responding to this projection by prioritizing fast-tracked project development, promoting collaborative exploration and production to bring new reserves online.

The upcoming African Energy Week (AEW): Invest in African Energy conference – scheduled for November 4-8 in Cape Town – features a strong lineup of African and global national oil companies (NOC). This lineup reflects a strong intention by NOCs to collaborate, unlock additional reserves and drive oil and gas projects forward across both emerging and mature markets in Africa.

Southern Africa has yielded some of Africa's biggest oil and gas finds in recent years. Namibia – which featured a string of offshore finds since 2022 – has rapidly emerged as an oil and gas hotspot, with Galp Energias' Mopane discovery estimated to hold 10 billion barrels alone. In South Africa, the 2019 Brulpadda discovery accounted for 10% of the overall discovered volumes in Africa that year while the Luiperd find accounted for 80% of the continent's volumes discovered in 2020. Mature producers such as Angola also continue to unlock additional reserves, with ExxonMobil announcing a discovery at the Likember-01 research well in Block 15 this year. At AEW: Invest in African Energy 2024, Angola's NOC Sonangol, Namibia's NAMCOR and South Africa's SANPC will speak on these discoveries and future opportunities.

East Africa is one of the world's final frontiers for oil and gas exploration, with major discoveries made in recent years showcasing the potential for billion-barrel projects. In exploration, offshore basins in Tanzania have shown trillions of cubic feet of gas while onshore acreage in Uganda holds the promise of new oil supplies. While various cross-border infrastructure projects, LNG facilities and field developments are underway, the region offers significant potential for exploration. During AEW: Invest in African Energy 2024, East African NOCs including the Tanzania Petroleum Development Corporation; Uganda National Oil Company; and National Oil Company of Malawi will unpack this potential, sharing insight into ongoing projects and untapped investment opportunities.

Contrastingly, West Africa holds some of the biggest oil and gas producing markets on the continent. These include the Republic of Congo – which is diversifying its energy matric through billion-dollar gas investments; Equatorial Guinea – which is diversifying LNG feedstock through agreements signed with regional neighbors; and Gabon – which aims to boost production to 220,000 barrels per day. Concurrently, markets such as Cameroon, Liberia and Ivory Coast hold strategic potential for exploration firms, with recent finds underscoring opportunities in frontier drilling. At AEW: Invest in African Energy 2024, NOCs to the likes of Société nationale des pétroles du Congo; GEPetrol; Gabon Oil Company; and Ghana National Petroleum Corporation are participating. Additionally, the National Hydrocarbons Corporation of Cameroon; the National Oil Company of Liberia; and Petroci have joined.

While West African countries account for a large share of African hydrocarbon production, the same can be said for North Africa, with Algeria representing the largest natural gas producer in Africa. The country's production measured over 100 billion cubic meters (bcm) in 2023, with ambitions to exceed 200 bcm in production over the next five years. During 2024, up to 8 oil and gas discoveries have been made, with the NOC Sonatrach signing several exploration agreements with the likes of TotalEnergies, ExxonMobil and more to unlock additional basins. Sonatrach is participating at AEW: Invest in African Energy 2024.

In addition to African NOCs, global counterparts including the respective NOCs of Saudi Arabia and Azerbaijan have also joined the conference to discuss investment opportunities, future collaborations and how knowledge-sharing can support the next generation of oil and gas projects. Saudi Aramco, for example, which represents one of the biggest gas producers worldwide, offers a wealth of expertise for African NOCs. Similarly, the National Oil Company of the Azerbaijan Republic, an expert in refining and infrastructure development, stands ready to support Africa as it scales-up domestic refining capacity.

South Africa's potential for oil and gas 'significant' - Mantashe

Mineral and Petroleum Resources Minister Gwede Mantashe says the discovery of gas and condensate from two exploration wells in the South Outeniqua Basin are proof that South Africa’s underexplored deep waters have significant potential for oil and gas.

The Minister was speaking during Africa Oil Week held at the Cape Town International Convention Centre.

“In the past two years, TotalEnergies, Shell and Galp have made eight discoveries across three blocks in Namibia’s Orange Basin, representing an estimated 3.5 billion barrels of potentially recoverable oil. 

“These discoveries have led to a huge interest by major petroleum companies since it is believed that the Namibian discoveries may be extending southwards into South Africa.

“The discoveries of gas and condensate from two exploration wells drilled in Block 11B/12B offshore in the South Outeniqua Basin have also proven that South Africa’s under-explored deep waters have significant potential for oil and gas, and thereby signalling a need to accelerate exploration efforts,” Mantashe said.

Commenting on the withdrawal of international energy giant, TotalEnergies, from offshore Block 11B/12B and 5/6/7, Mantashe insisted that development on the block still remains viable.

“[There] remains a good potential for other oil and gas players to partner with the remaining operator – MainStreet - and develop the block. 

“Contrary to the view that suggests that TotalEnergies withdrawal from the block is tantamount to lack of confidence, it is encouraging that the company is a major shareholder in 3 blocks North of South Africa’s Orange Basin in the deep to ultra-deep waters, and a 100% shareholder of another larger block that is 3 times the size of the 11b/12b in Southern Outeniqua,” he said.

According to the Minister, several exploration projects in the South African Orange Basin are “gearing up for development”. These include:
•    Preparation work for drilling exploration of the Deep-Water Orange Basis (DWOB) block operated by TotalEnergies.
•    Proposed drilling of an exploration well, with the option to drill up to four additional wells in Block 3B/4B.
•    The Northern Cape Ultra-Deep-Water Block has started with environmental authorisation processes for drilling.
•    The notable progress made on Block 5/6/7 with a potential to start drilling exploration in the block in 2026 targeting large oil and gas resources.

Mantashe said the risk for these projects is litigation against exploration and production.

“This has already affected two major seismic surveys to date, including Shell, which abandoned their survey and went on to discover oil and gas in Namibia, as well as ENI, which after being taken to court 47 times, left and went to discover oil in huge quantities in Côte d'Ivoire.

“The successful 3D seismic data acquisition in April this year by Searcher on South Africa’s west coast has proven that exploration of petroleum resources can be done successfully without any harm to the environment,” he highlighted.

The Minister gave a nod to the approval, by the Competition Commission, of government’s acquisition of the various assets that comprise the SAPREF [a joint venture between Shell Refining SA and BP Southern Africa] refinery, which is located in Durban.

“Government has, through the Central Energy Fund (CEF), concluded a transaction on the sale of assets at the SAPREF precinct. This acquisition has since been approved by the Competition Commission, thus reinforcing our efforts that seek to guarantee sufficient supply of petroleum products in the period where several refineries have been shut down prematurely. 

“Like Chevron and Petronas, Shell’s decision to divest from its downstream business operations in South Africa provides an opportunity for another investor, or major oil company, to take over the assets as the downstream sector will remain attractive for the foreseeable future, given the rise of hybrid vehicles.

“We appeal to the delegates at this conference and the investment community to continue investing in the development of oil and gas to enable a prosperous energy outlook for Africa, and promote sustainable development,” Mantashe said. – SAnews.gov.za

Natjoints monitoring Cosatu strike

The National Joint Operational and Intelligence Structure (NATJOINTS) through its National Coordination Centre (NCC) is monitoring the nationwide Congress of South African Trade Unions (COSATU) strike, taking place today. 

The structure, which is responsible for the policing of major events and large gatherings, has mobilised all its resources working closely with all law enforcement agencies - including traffic officials - to ensure the safety of workers who will be taking part in the strike. 

The NATJOINTS urged workers to gather and demonstrate peacefully within the confines of the law.

“The Natjoints will not tolerate any lawlessness, blocking of roads and any disruptions,” it said in a statement.

COSATU has embarked on a nationwide strike to highlight issues of unemployment and economic challenges facing the country.  

Planned marches and pickets are expected across the country, including at Parliament, the Johannesburg Stock Exchange, Discovery Place, Business Unity South Africa, the Department of Employment and Labour and the Reserve Bank.

The National Day of Action, during which Cosatu promised to “paint the country red”, coincides with the International Day of Decent Work. – SAnews.gov.za
