Eskom lays out on transmission expansion

Eskom Managing Director of Transmission, Segomoco Scheppers, says the power utility is working hard to expand transmission lines and unlock future generation capacity for the power grid “as fast as possible”.

He was addressing the Transmission Development Plan (TDP) Implementation Forum held at the Eskom Academy of Learning on Wednesday.

Previously, the power utility said it needed to augment the transmission network by approximately 14 200km by 2032 to ensure energy security in the country.

“[There] are currently 46 expansion projects in execution, of which 26 will deliver 1 632km of transmission lines, 11 290MVA and enable over 15 000MW of generation capacity. Of these 26 projects, 50% will deliver 890km of transmission lines, 3 290MVA of transformer capacity and enable the safe and reliable operation of over 10 000MW of new generation.

“This includes specifically Medupi and Kusile [power stations] as well as the Garob 267MW project connecting at Kronos substation in the Northern Cape. The other 50%... are in different phases of procurement and will deliver 435km and 8 000MVA, enabling 4 975MW of new generation capacity, mainly in the Northern and Western Cape,” he said.

Scheppers assured the forum that Eskom is “very focused on ensuring that we expand the grid as fast as possible, while safely managing the power system”.

Into the future

Looking into the future of Eskom transmission, Scheppers said Eskom has approved “the execution of R26 billion in capital investment” for transmission, with two priority programmes already in the pipeline to “accelerate the delivery of the transmission infrastructure”.

“These programmes entail, firstly, the development of 25 projects in existing substations… which will unlock 13 000MW of new generation in the next five years; secondly, 22 expedited transmission projects that will unlock 24 000MW of grid connection capacity by 2033.

“We are developing these 47 projects, which have the potential to unlock 37 000MW of grid connection capacity between 2025 and 2033. These projects are at different stages of implementation in terms of design, procurement and construction,” he said.

Scheppers called on all stakeholders to support the power utility in its plans.

“I cannot overemphasise the fact that the successful roll out of our plans will require continued support from all key stakeholders, including relevant authorities unlocking bottlenecks, as well as the market in terms of construction, contractors, suppliers and consultants.

“We are very grateful for the various NECOM [National Energy Crisis Committee] initiatives, which are proving very effective in addressing some of our historical challenges,” he said.

National Transmission Company SA

Scheppers gave the forum an update on the legal separation of Eskom into the Generation, Distribution and Transmission entities.

According to Scheppers, the separation of transmission entity – dubbed the National Transmission Company South Africa SOC Ltd (NTCSA) – is fully underway.

“We are in the process of getting final approval from the Minister of Public Enterprises for the independent board of directors for this new company. A binding merger agreement has already been signed with suspensive conditions to be fulfilled… in order to transfer the current transmission business into the new subsidiary.

“Following the fulfilment of the suspensive conditions, NTCSA will then be operationalised and employees transferred to the new company on the same conditions of service and without disrupting their years of service. We are busy with the lender engagements that are required for us to obtain consent, and these are already at an advanced stage,” he said.

The National Energy Regulator of South Africa (NERSA) has already approved licences for operating the transmission system, trading in electricity, and for import and export.

“The final licences and associated conditions are being finalised and in fact, we expect that we’ll be in possession of these licences before the end of this month,” he said. – SAnews.gov.za

Three suspects arrested for child pornography

The South African Police Service (SAPS) Serial and Electronic Crime Investigations (SECI) unit has, in collaboration with the USA Department of Homelands Security, arrested three child online sexual predators in Gauteng.

The trio was arrested in a simultaneous takedown operation in the past week, relating to a number of suspects who were identified as South African users who are involved in the possession, distribution, manufacturing, accessing and downloading of child pornography.

Members of the SECI at Head Office and in Gauteng conducted the preliminary investigations on the users, and various provinces were identified where the suspects reside.

After several months of investigation and planning by SECI, perpetrators were identified in Gauteng and a joint Operation was planned.

In Springs, Gauteng police arrested a 63-year-old male British citizen, who was found to be in the country illegally. The suspect faces offences related to bestiality. Other offences are related to child pornography such as possession and distribution of child pornography. 

The second suspect, who is a 43-year-old South African male, was arrested in Benoni, Gauteng. The suspect also faces offences relating to child pornography.

The third suspect, a 43-year-old South African male, suspect was arrested in Krugersdorp, Gauteng. He too faces charges relating to child pornography.

As a result of these operations, three South African children, who were used during the commission of the above offences, were identified and a dog was saved.

The operations will continue throughout the country to unravel a network of child sexual predators.

The trio has already appeared before various courts including Springs, Benoni and Krugersdorp Magistrates Court in Gauteng on Monday. Their cases were postponed for further investigation and bail applications.

SECI is a unit within the Detectives divisions under the Family Violence, Child Protection and Sexual Investigations (FCS) unit. The unit members are responsible for investigating, tracing and apprehending serial rapists and electronic crimes relating to online child sexual exploitation. – SAnews.gov.za

ABALOBI was founded in South Africa by Serge Raemaekers and Nico Waldeck as a non-profit partnership between fishers and scientists. Its aim is to protect small-scale fishing communities and nurture their ocean stewardship, while arming their customers with better information about where their seafood comes from.

An ABALOBI app connects fishers with a digital marketplace where they register their catches and log precisely how, when and where the fish originate. For the first time, small-scale fishers have a tool to demonstrate transparently that they are fishing sustainably, and in exchange, they receive a fair price for their catch.

Led by Manja Kargbo, Freetown the Treetown is an ambitious, city-led, “pay-to- grow” scheme to plant, grow and digitally track trees, which aims to restore what has been lost and protect it for future generations.

Through this initiative, city residents are paid to plant and monitor trees and mangroves, which are tracked via an online platform. The initiative is funded with tokens sold on private and carbon markets. The city council also works with locals to raise awareness of the importance of its trees and engage the community in restorative activities.

Inspired by President John F. Kennedy's “Moonshot” challenge that pioneered space travel in the 1960s, The Earthshot Prize is an ambitious global environmental prize which aims to discover and scale the best solutions to help repair our planet within the remainder of this decade.

Every year, The Earthshot Prize will find and reward solutions to five “Earthshot” goals – Protect and Restore Nature; Clean Our Air; Revive Our Oceans; Build A Waste-Free World and Fix Our Climate. These winning solutions will have the greatest impact on the biggest environmental challenges facing our planet and winners and finalists will have access to a global support network to scale their work.

Mchunu congratulates Rand Water on its Fitch rating

Water and Sanitation Minister, Senzo Mchunu, has lauded Fitch Ratings affirmation of Rand Water's National Long-Term rating at 'AA+ (zaf), with a Stable Outlook.

Rand Water is an entity of the Department of Water and Sanitation that provides bulk water supply services to more than 16 million people in Gauteng and parts of Mpumalanga, the Free State and North West provinces of South Africa.

The Fitch Ratings released a statement on 6 November 2023, detailing the key rating drivers, further stating the elements that would result in a Negative Outlook rating, which include "...if significant water losses (within municipalities water distribution network) contributes to lower profitability and increasing municipality arrears".

In his congratulatory message, Mchunu said the department is proud of Rand Water’s rating by Fitch, which reaffirms that the entity has a long-term positive and stable outlook. 

Mchunu said Rand Water is one of the best performing entities, and its 120 years of existence is a testament to its excellence.

He said there is a lot that goes into the sustainability of any organisation, amongst others, the dedication of its leaders and members, good governance, transparency, liquidity and an overall focus on the organisation’s mandate. 

While acknowledging there is still a lot of work to be done, the Minister said this "cannot take away the fact that the organisation has continued to perform in a stellar manner”.

“I would like to urge Rand Water to keep it up! One of the many things that we can commend Rand Water on is its ability to be forward-thinking, whether be it in terms of actual water supply or the maintenance of water and sanitation infrastructure – Rand Water has continued to ensure that it keeps its eye on the mandate which it is tasked to carry out,” Mchunu said. 

He said the ministry and the department continue to pledge their support to Rand Water as they continue to be in service of the citizens of the country. – SAnews.gov.za

Creecy takes decisions in FRAP 2021/2022 appeals process

Minister of Forestry, Fisheries and the Environment Barbara Creecy has issued her decisions on appeals that were submitted against the decisions of the Delegated Authority in the Hake Longline (HLL) Sector, in terms of the Fishing Rights Allocation Process 2020/2021 (FRAP 2021).

The Minister’s General Published Reasons for her Appeal Decisions in the Hake Longline Sector: 2021/2022 will be published on the department’s website.

The department will provide appellants with the outcome of their individual appeals in due course.

In addition, rightsholders will be able to access the FRAP Online Portal for their grant of rights letters, which will be uploaded shortly.  

“In my consideration of these appeals, I balanced a wide range of factors, including the principles and objectives of the Marine Living Resources Act 18 of 1998 (MLRA), the 2021 General Policy on the Allocation of Commercial Fishing Rights and the sector specific policy on the allocation of commercial fishing rights in the Hake Longline sector: 2021.

"I was cognisant of the need to introduce new entrants into the sector to broaden access to the fishing industry and to promote transformation of industry,” Creecy said on Tuesday.

On appeal, an additional eight Category A, 2 Category B and 6 Category C applicants were awarded rights.

To facilitate the admission of the successful appellants into the sector, it was necessary to reduce the Total Allowable Catch (TAC) allocated to category A applicants and to redistribute the TAC in an equitable manner, whilst ensuring that no rightsholder’s TAC falls below the minimum allocation.

“In my determination on the reduction of the TAC and the redistribution thereof, I was mindful of the need to ensure stability in the sector, so as to minimise any negative impact on existing participation in job creation, and to avoid any job losses.

“In addition, the limited availability of TAC required that I exercise my discretion on the distribution of the resource in a manner that ensures sustainable development of the natural resource, whilst ensuring that rightholders are able to sustain themselves.

“I am satisfied that based on a careful consideration of the appeals, I have arrived at the correct decision on each appeal and for the sector as a whole,” the Minister said.

The department is endeavouring to finalise the Sardine appeals (169 appeals) by 25 November 2023 and the Anchovy appeals (230 appeals) by 30 November 2023, so that the process is finalised before the commencement of the next fishing season for each of these sectors on 15 January 2023.

Work underway for better water provision in the North West

The Department of Water and Sanitation has rolled up its sleeves to accelerate the provision of water in the North West, through an initiative geared towards enhancing access to consistent and reliable water supply in the province.  

This is evident in the construction of the Ikageng 25 mega litres ground reservoir in the JB Marks Local Municipality. 

The reservoir construction forms part of the Potchefstroom Water Treatment Works project upgrading which consists of six phases, including the refurbishment and upgrading of the treatment plant, the extension of AC pipeline, upgrading of the Ikageng Pump Station, and the construction of a New Rising Main and Bulk Distribution Pipeline in Ikageng. 

The project is one of several mega water projects which are being accelerated by the department and other role players, through the Operation Bulela Metsi initiative, to ensure reliable water supply in the province. 

The department said the construction of the reservoir is funded through the department’s Regional Bulk Infrastructure Grant (RBIG), with the municipality as the Water Services Authority (WSA) appointed as the implementing agent. 

The construction of the reservoir commenced in January this year and is expected to be completed by July 2024, with more than 100 job opportunities for local people in the pipeline. 

“The reservoir and the new bulk distribution (gravity) pipeline will supply water to communities in Ikageng Proper, Ikageng Extension 1,4,5 9, 12, Potchindustria, Mohadin, as well as the Northern portion of Ikageng Extension 7.

“The project came about as a result of the decommissioning of the Ikageng West Reservoirs, which rendered the Ikageng Proper and Potchindustria networks without any storage capacity. 

“A new reservoir had to be constructed to meet the required storage capacity, with special care taken to position a new reservoir to ensure that it is not constructed in a dolomite risk zone. Close to 22 000 households and a population of 94 201 will benefit from the successful completion of the reservoir,” the department said. 

The department added that the reservoir site is suitable to cater for the future developments at Mooibank to the south of the N12 and the platform will be ready to accept additional ground reservoirs. 

“The position of the new reservoir site is also suited to accommodate any future developments once the urban edge is extended to the northwest of the reservoir site, as proposed in the recent Spatial Development Framework,” the department said.

Operation Bulela Metsi project is a culmination of the hard work carried out by technical task team established by Water and Sanitation Minister, Senzo Mchunu and the Provincial Government in January this year to conduct an assessment on the state of water and sanitation services provision in the province, and come up with measures to address the challenges and ensure sustainable provision of the services.

Meanwhile, during President Cyril Ramaphosa’s oversight inspection of the construction site on Friday, as part of the District Development Module (DDM) Presidential Imbizo in North West, Mchunu made a commitment to fast-track the implementation of bulk water projects in water strained communities. 

The department said it was working with the provincial government and its entities, as per the Minister’s directive, with an aim of ensuing water security in the province and across the country. – SAnews.gov.za

“The hydrogen economy has a prominent role to play in our country’s just energy transition, providing employment and support to vulnerable workers, communities and small businesses. 

“It has been estimated that the hydrogen economy has the potential to add 3.6% to our GDP by 2050 and approximately 370 000 jobs. We must act with purpose to harness the potential of the green hydrogen economy,” the President said. 

President Ramaphosa was delivering remarks at the second iteration of South African Green Hydrogen Summit (SAGHS) in Century City, Cape Town, on Monday. 

The inaugural SAGHS, held in 2022, reaffirmed South Africa as an investment destination of choice and a world leader in the green energy space. It focused on scaling up regional cooperation around green hydrogen.

This second summit aims to highlight South Africa’s exceptional potential as an early stage, large scale and low cost world-class green hydrogen production hub, and total value chain investment destination.

South Africa’s Investment Strategy, approved by Cabinet earlier this year, lists green hydrogen as one of the big frontier strategic sectors expected to attract foreign and domestic direct investment.

The President emphasised the nation’s goal to position itself as a globally competitive player in this dynamic and growing industry.

The President noted that 64 countries, accounting for 89% of global emissions, have announced net zero targets by 2050. He further said that is anticipated that global green hydrogen demand will increase sevenfold by 2050.

He said that for the world to limit global warming to less than 1.5 degrees Celsius, green hydrogen will need to constitute 10% to 20% of the global energy mix. 
 
“South Africa has committed to ambitious emission reduction targets. Our own estimates indicate that green hydrogen has the potential to remove 10% to 15% of our domestic emissions and contribute to our nation’s long-term energy security,” he said. 

Green Hydrogen Alliance
 

The President acknowledged the collaboration efforts being made through the African Green Hydrogen Alliance, which includes Egypt, Kenya, Mauritania, Morocco, Namibia, Ethiopia, Angola and South Africa.
 
The alliance aims to harness Africa’s potential in developing green hydrogen industries. It aims to make joint calls for technical support, funding and market access to international public and private sector partners.
 
“The inaugural summit laid a strong policy foundation. This year’s summit has a dedicated project focus, providing an opportunity to demonstrate the degree to which projects have matured and advanced. This is also an opportunity to demonstrate technological developments and advancements in the green hydrogen space.
 
“Close cooperation between public, private and financial partners will be key to unlocking Africa’s green hydrogen potential. This will enable mass-scale domestic and international demand for green hydrogen, and increase cooperation on green hydrogen production, storage and distribution infrastructure,” President Ramaphosa said.

The President emphasised that if investment is significantly scaled-up, green hydrogen can deliver the equivalent of more than one third of Africa’s current energy consumption, increase the collective GDP, improve clean water supply and empower communities.
 
He said proper planning, regulation and incentive schemes are critical to mobilise private sector investment.
 
“South Africa has deep capital markets, with world-class conditions for generating renewable energy through solar and wind power, which are key drivers of the production of green hydrogen.
 
“Funding green hydrogen projects will require innovative financing structures sourced from multiple stakeholders,” President Ramaphosa said. 

Building the green hydrogen industry
 
In June 2023, South Africa concluded a Heads of Agreement with the intention to launch the SA-H2 Fund. This is an innovative blended finance fund that will facilitate the development of a green hydrogen sector and circular economy in South Africa.
 
SA-H2 aims to secure $1 billion in funding raised directly in South Africa or via indirect channels. The Fund is a partnership of private and public enterprises, locally and globally.
 
Since the last Summit, the President said advances have been made towards building the green hydrogen industry in the country.
 
These include a Joint Declaration of Intent with the German government, focusing on market access, off-take opportunities and value-additive benefits in the production of green steel and green fertiliser.
 
South Africa has also signed a MOU with the Netherlands as an off-taker for green hydrogen derivative products.
 
“It is encouraging to note that a Memorandum of Cooperation will be signed at this conference by three multinationals in the green hydrogen mobility space, namely Sasol, Anglo American and BMW.
 
“Sasol will serve as a supplier to Anglo and BMW as part of their focus on commercial and passenger fleet transformation. These are important initiatives within the context of carbon border adjustment mechanisms,” the President said. 
 

He thanked all the partners and sponsors that have made this summit possible. He sent a special mention to Anglo American, BMW, Sasol, the Industrial Development Corporation and GIZ. 
 
“I wish business and government delegations at this summit well as we work to shape Africa’s green hydrogen agenda for the benefit of our economies and societies, now and into the future,” he said. – SAnews.gov.za
