Mining Ministers Present Critical Mineral Expansion Strategies at CMA

The second day of the Critical Minerals Africa (CMA) Summit began with a Ministerial Forum, where mining ministers from Eswatini, Malawi, Argentina and representatives from Tanzania highlighted initiatives to advance the mining sector.

HRH Prince Lonkhokhela, Minister of Natural Resources and Energy for the Kingdom of Eswatini, described mining as a foundational pillar of economic growth for the country.

“Our recent high-resolution aerial survey has indicated the presence of copper, nickel and cobalt in the western regions, along with lithium and tantalum in the south,” he stated.

Eswatini is developing a Critical Minerals Strategy in collaboration with the Commonwealth Group, slated for completion by mid-next year, according to the minister.

Lonkhokhela stated that Eswatini is revamping its regulations to align with neighboring nations such as Mozambique and South Africa, aiming for knowledge sharing, resource pooling and regional cooperation on value addition.

Monica Chang'anamuno, Minister of Mining for the Republic of Malawi, emphasized the need for Malawi and Africa to align with the global conversation on critical minerals and the energy transition to seize emerging opportunities.

Chang'anamuno highlighted Malawi's vision to diversify its agriculture-dependent economy through its Agriculture, Tourism and Mining Strategy, prioritizing critical minerals as a driver of growth.

Malawi currently has several rare earth and lithium projects, including the Kasongo rare earth project, which employs 1,200 people, with plans to engage up to 10,000 throughout its lifespan, according to the Minister.

Malawi also discovered one of the world's largest lithium deposits, in partnership with a Korean firm and Rio Tinto, the Minister told delegates at CMA. Additionally, the nation aims to double its energy production to 1,000 MW by next year, with 232 MW allocated to support mining operations.

Maria Alejandra Vlek, Minister of Economic and Commercial Section of Embassy of Argentina in South Africa, highlighted the country's significant lithium potential, holding 22% of global lithium resources, with 180 critical mineral projects currently underway.

She said the country is deploying some 50 lithium projects, including an $800 million lithium facility, and seeks to leverage expertise and investment from African mining countries such as South Africa.

Venace Mwasse, Director of Tanzania's State Mining Corporation, stated “We are aware of the need to reduce emissions through critical mineral production and are committed to ensuring this while benefiting our communities.”

He added that only 16% of Tanzania's land has been surveyed, with a target to reach 50% as part of the country's Vision 2030 Strategy.

Boost for start-ups involved in space, Earth observation

Eight start-ups involved in space and Earth observation innovations have received funding through the Earth Observation Frontiers Enterprises Innovation Support Fund (NEOFrontiers EISF).

Launched in 2021, the NEOFrontiers is an innovation funding mechanism designed to drive the growth of the local space sector through increased public investments.

It seeks to stimulate collaboration, cooperation and innovation in the public and private South African Earth observation community.

The NEOFrontiers programme is managed by the South African National Space Agency (SANSA) and the National Research Foundation (NRF), and implemented with the support of Tuksnovation, the University of Pretoria's business and technology incubator.

The programme subsidises enterprises with amounts ranging from R750 000 to R1 million for 12 months.

SANSA launched NEOFrontiers in 2021 through investment from the Department of Science, Technology and Innovation (DSTI).

The first four NEOFrontiers projects were funded in 2022, while 2023 saw three start-ups supported.

This year’s NEOFrontiers call saw eight successful start-ups submit brilliant proposals on mining, agriculture, infrastructure development, healthcare innovation, banking and financial institutions, as well as disaster risk reduction.

These include Abiri Innovations, Agizo Solutions (Pty) Ltd, Aphelion World JV/Consortium, CreditAIs, Integrated Geoscience Solutions, Kgothatso Innovations, Regona Trading and YaAzi.

A total of 56 applications were received earlier in the year, 25 of which were eligible and allowed to pitch to an independent adjudication committee.

DSTI’s Acting Chief Director Itumeleng Makoloi said this programme unfolds at an opportune time when South Africa seeks to foster innovation.

“We need to create new ways of modernising areas such as agriculture, mining and manufacturing. We believe that this programme represents our shared vision to foster innovation, capacity building and strategic partnership across the public sector.

"The joint efforts of DSTI entities, such as SANSA and the NRF, play a critical role in driving this vision.”

SANSA CEO, Humbulani Mudau, believes this platform will create a market pool for innovative solutions, for which space is a significant enabler and a value provider.

“I’m delighted to report that there is an equal split in gender representation. We have awarded the grant to start-up companies led and owned by four males and four females. This is good progress towards transforming the industry,” Mudau said.

He said the NEOFrontiers is poised for greater strides in terms of direction and investments.

“We’re indeed going to make this a flagship programme that will transform space-based ideas into relevant products and services that address societal and environmental challenges. As we do that, we’re going to be looking at increasing the competitiveness of the South African Earth observation industry for the benefit of the South African society.”

NRF CEO, Dr Fulufhelo Nelwamondo, is of the view that the initiative has the potential to gear small enterprises in the space sector to create job opportunities.

“The key focus is to support start-ups, SMMEs and entrepreneurs with funding. The reason for this is that we expect much more from our SMMEs to make sure that they can grow and employ more people.

“When they employ more people, there is an increase in new technology and service innovations coming out of their areas to a point that we can get even more people involved. Our rate of unemployment is increasing.”

The University of Pretoria’s Head of Innovation and Contracts Management, Advocate Lawrence Baloyi, said this has the potential to shape the future of South African space innovation.

The 2024 Winners, selected from this year's 15 Earthshot Finalists, will be awarded £1 million each to accelerate and scale their game-changing environmental solutions.

Keep IT Cool (KIC) addresses the challenge of food spoilage by providing sustainable, localized refrigeration systems that help small farmers and fishers preserve their produce. By installing solar-powered cold storage units where fish are landed, KIC significantly reduces spoilage and waste by ensuring the catch stays fresh and managing its transport to market. With plans to grow into East Africa and beyond, KIC is now working to expand their activities in poultry, fruit and vegetables and aims to bring their solution to more communities.

Altyn Dala Conservation Initiative has achieved the almost unprecedented feat of saving the critically endangered Saiga antelope from extinction. This mission has grown into one of the world's largest conservation projects and is focused on protecting and restoring Kaakhstan's Golden Steppe, one of the world's least protected natural ecosystems.

Vera Voronova, Executive Director, Altyn Dala Conservation Initiative said, “We are thrilled to be receiving the 2024 Earthshot Prize for Protect and Restore Nature. Altyn Dala demonstrates that when governments and civil society work together with a shared vision, we can achieve remarkable results. The restoration of the Saiga antelope population and the revival of the Central Asian steppe are not just triumphs for wildlife but for the local communities that depend on these ecosystems.”

WINNER for Clean Our Air:

A youth-led, gender-balanced organisation, GAYO uses its “Zero Waste Model” to drive behavioural change in waste management practices across Africa that cut greenhouse gas emissions and particle pollution, while also bringing additional income to communities. Their goal is to reduce greenhouse gas emissions and particle pollution in Ghana by 70%, compared to open burning, as well as divert a total of 4,000 tonnes of waste by 2030. GAYO's plans to scale would make them the leading model for waste management on the continent.

Desmond Alugnoa, Co-Founder of the Green Africa Youth Organization (GAYO) said, “We are incredibly honored to be winning the Prize, which is a testament to the power of community-driven solutions and the importance of empowering those most affected by climate challenges. Our work in Ghana demonstrates that sustainable waste management isn't just a possibility—it's a necessity. The recognition by The Earthshot Prize fuels our commitment to replicating these models across Africa, proving that local solutions can have global impacts.”

The five Winners of the 2024 Prize cohort were selected by Prince William and The Earthshot Prize Council, a diverse group of experts, advocates and individuals dedicated to championing urgent and innovative action to protect our planet. The Earthshot Prize Council is chaired by The Earthshot Prize Board of Trustees Chair, Dame Christiana Figueres, architect of the Paris Agreement.

Trusted Tour Operator Scheme to boost tourism from China, India

In a ground-breaking move to enhance the job creation that flows from increased tourism, the Department of Home Affairs has announced the gazetting of the Trusted Tour Operator Scheme (TTOS), just two months after work began on this scheme.

The scheme was conceptualised by the Minister of Home Affairs, Dr Leon Schreiber, following consultations with the tourism sector and the Minister of Tourism about the way in which visa inefficiency and red tape throttles South Africa’s ability to attract more tourists from these two burgeoning source markets.

The department said research indicates that boosting tourism by only 10% per year can increase annual economic growth by 0.6% and create thousands of new jobs for South Africans.

“To resolve bottlenecks and reposition Home Affairs as an economic enabler, the department has [on Monday] gazetted a call for expression of interest by established tour operators from South Africa and abroad, who wish to sign up to the scheme to bring more tourists from China and India to our country.

“Chinese tourists made over 100 million outbound trips in 2023, with South Africa receiving only 93 000 of these arrivals. In comparison, a country like Australia attracted over 1.4 million visitors from China in 2023.

“At the moment, Indian tourists account for only 3.9% of all international visitors to South Africa, and China for only 1.8%,” said the department.

The TTOS is designed to overcome concrete problems, including challenges with processing group visa applications from these countries, capacity constraints at foreign missions, and language barriers.

“Approved tour operators will benefit from reduced red tape and enhanced turnaround times on visa applications they submit for large tour groups.

“All TTOS applications will be handled by a dedicated team of adjudicators to ensure swift and reliable processing. In turn, operators will be held liable for any legal transgressions committed by tourists travelling under their banner,” said the department.

The qualifications criteria for the scheme were drawn up through public consultation with the tourism sector and other key stakeholders.

All applications to TTOS will be fairly and transparently adjudicated according to a points-based system that allocates points on the basis of a company’s legal compliance, operating experience, proof of operational capacity, and cross-country collaboration.

A minimum of 12 months’ operational experience will be a prerequisite for an applicant to be considered.

The call for expression of interest will be open for a period of 30 days, whereafter Home Affairs will, in collaboration with other departments, assess and security vet applications, with the aim of enrolling the first group of tour operators.

South Africa’s target remains to welcome the first tourists, brought to South Africa through TTOS, in January 2025. Home Affairs will consider further intakes for the scheme in the future, depending on internal capacity and the success of the rollout.

To build awareness around this scheme, the department has launched a distinctive TTOS logo that communicates its commitment to growing tourism to South Africa in a secure and efficient manner.

As a contribution towards the apex priority of digital transformation, Home Affairs has digitised the application process for TTOS.

Instead of e-mail applications that result in drawn-out manual and paper-based decision-making processes, a user-friendly online portal will enhance transparency and improve turnaround times.

Companies that wish to express an interest in the scheme simply need to visit https://touroperator.dha.gov.za:8443 or access the portal via the TTOS banner on www.dha.gov.za.

“I salute the officials who have been working overtime to bring this pathbreaking scheme to life. The speed at which Home Affairs has moved from conceptualisation to execution on TTOS demonstrates our deeply-held commitment to supporting our colleagues in the Department of Tourism and in the tourism sector, in order to create thousands of new jobs for the people of South Africa,” said Schreiber.

He thanked the Minister in the Presidency and the Minister of Tourism for their support and collaboration on this work.

“Our country should be one of the premier tourism destinations on earth, and we at #TeamHomeAffairs are playing our part to turn this vision into reality.

“The introduction of TTOS is part of the significant interim reforms we are putting in place to enhance the efficiency of Home Affairs while we work towards our five-year vision of delivering Home Affairs @ home through digital transformation.

“I am confident that this scheme will make an immediate contribution towards growing tourism and job creation, and I look forward to welcoming the first tour groups facilitated through TTOS as early as January 2025,” Schreiber said.

SA engages in global talks on protecting the ozone layer

The Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, will participate in the 36th Meeting of the Parties (MOP 36) to the Montreal Protocol on Substances that Deplete the Ozone Layer in Bangkok, Thailand, from Monday.

The Montreal Protocol is a global treaty established to protect the Earth's ozone layer by phasing out the production and consumption of ozone-depleting substances (ODS).

The agreement, signed on 16 September 1987 and entering into force in 1989, has become a landmark in international environmental protection.

“Despite its successes, some ODS replacements, known as hydrofluorocarbons (HFCs), have emerged as potent greenhouse gases, with some being over a thousand times more powerful than carbon dioxide in driving climate change.

“The 2016 Kigali Amendment to the Protocol introduced measures to reduce HFCs, with an anticipated avoidance of up to 0.4°C in global temperature rise by 2100, while still safeguarding the ozone layer.

"Key agenda topics for MOP 36 include life cycle refrigerant management, emissions of carbon tetrachloride, feedstock uses of controlled substances, and energy-efficient, low-global-warming-potential technologies.

“On 31 October, Swarts will deliver a statement during the high-level segment of the combined meetings of the Conference of the Parties to the Vienna Convention and the 35th Meeting of the Parties to the Montreal Protocol.

"The segment will be chaired by the Presidents of both meetings and attended by representatives from the United Nations Environment Programme,” the Department of Forestry, Fisheries and the Environment said.

Two illegal miners arrested at Makhonjwa World Heritage Site

Deputy Minister of Forestry, Fisheries and the Environment Narend Singh has welcomed the arrest of two illegal miners at the Barberton Makhonjwa World Heritage Site.

“The arrests mark a significant step in the government's ongoing efforts to protect South Africa’s irreplaceable natural and cultural heritage,” the Deputy Minister said on Tuesday.

Singh commended the actions by the Green Scorpions which resulted in the arrest of two individuals involved in unlawful mining activities within the Barberton Makhonjwa World Heritage Site on Monday.

The operation is part of the broader government strategy to combat illegal mining across the country and aligns with the nationwide efforts to tackle the rise in illegal mining operations, which are not only detrimental to the environment but also contribute to other social and economic issues.

The Barberton Makhonjwa World Heritage Site, forms part of United Nations Educational, Scientific and Cultural Organisation (UNESCO) World Heritage Centre and it is recognised for its well-preserved succession of volcanic and sedimentary rock formations dating back 3.5 billion years.

The area is home to rich a biodiversity and some of the planet's earliest life forms, attracting scientists and researchers from around the world.

It was officially proclaimed a protected area on 12 March 2021, under the National Environmental Management: Protected Areas Act, which prohibits mining and other harmful activities in such sites.

"This World Heritage Site represents not only one of the oldest landscapes on Earth but also one of the most ecologically and scientifically significant. Unlawful mining and other destructive activities in this protected area pose a grave threat to the preservation of this unique site, which holds immense global value. These actions cannot and will not be tolerated,” the Deputy Minister said.

In addition to mining, the investigation uncovered violations under the National Forests Act, with evidence of destruction and damage to indigenous trees and natural forests.

“These offences not only threaten our natural heritage but undermine our sustainable development goals. Our natural forests and ecosystems are vital to the survival of countless species and are irreplaceable. We must act to protect them now, or risk losing them forever," Singh said. - SAnews.gov.za

The Northern Cape has something new to offer tourists and it is a first for the African continent, says Minister of Tourism, Patricia de Lille.

“Beyond all the history, culture and beauty the Northern Cape has to offer, we are here today to launch something new the Northern Cape has to offer -- Astronomy or Astro Tourism. We at the Department of Tourism, along with the Department of Science and Innovation, are launching the National Astro-Tourism Strategy, the first country on the African continent to do so,” said the Minister.

She was speaking at the launch of the National Astro-Tourism Strategy on National World Tourism Day on Friday in Carnarvon, in the Northern Cape.

“The Astro Tourism Strategy also aims to enhance the synergy between humans and conservation and a creative link between our origins of life on earth and the origins of the universe,” said the Minister.

The Astro Tourism Strategy, she said, is expected to position South Africa as a world-class astro-tourism destination, focusing on infrastructure development, the optimal functioning of astronomy-tourism streams and community transformation.

“We invite the public, including the tourism and astronomy stakeholders to participate and contribute towards to strengthening this very important work by submitting their comments.

“Today, we are here to cast the spotlight on these experiences and more and to invite South Africans, and indeed visitors from the rest of the world, to come explore this province and to engage with living cultures and traditions that continue to thrive here in the Northern Cape.

“We want to use the SKA and the Astro Tourism as a catalyst to develop the Karoo and provide opportunities for rural tourism as well as agri-tourism to develop rural areas further. The Northern Cape is the prime location to launch this strategy as 50% of the world’s population cannot see the beauty of the night sky but the African sky still remains at an advantage, by having the clearest and darkest night sky.”

The vision of the Astro Tourism strategy aims to develop and position an inclusive Astro-Tourism sector that will yield sustainable benefit-sharing opportunities by maximising on marketing efforts and enhancing visitor experience in South Africa.

The National Astro-Tourism strategic pillars were developed through a multi-discipline consultancy process involving both the tourism and astronomy stakeholders in South Africa.

The Implementation Plan’s goal is to grow astro-tourism in South Africa will be implemented, monitored and evaluated according to the three strategic pillars:

· Pillar One: Indigenous Celestial Narratives and Human Capacity Development

· Pillar Two: Infrastructure Development

· Pillar Three: Inclusive Tourism Growth and Partnerships

The Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, has called on the BRICS Plus bloc of countries to work together to assist and support member countries to tackle energy challenges.

The Minister was delivering his opening remarks at the 9th Annual BRICS [Brazil, Russia, India, China and South Africa] Energy Ministers' Meeting in Moscow, Russia.

“We believe that this BRICS group of like-minded country members has a huge potential, and working together will strengthen this resolve through cooperation on energy security.

“[It will] also provide an opportunity to join efforts to annihilate the challenges diagnosed during the BRICS 2023 Summit held in South Africa, such as addressing the lack or absence of integrated energy policy framework, diversification and beneficiation at source of critical minerals, infrastructure development, manufacturing, technology transfer and intellectual property, scaling up energy efficiency, mobilisation of finance and investment, as well as skills and capacity building, amongst others,” Ramokgopa said.

He called on the member countries to “tap and dig deeper into various capabilities and strengths" to ensure mutual support in harnessing the individual potential each country has at its disposal.

“To mention a few opportunities, it is mining and beneficiation of critical minerals, and rare-earth elements required to power the green economy, [expand] hydro power potential, promising hydrogen solutions and its derivatives, gas, nuclear - including small modular reactors, renewables, storage, biofuels, as well as clean coal, and carbon capture utilisation and storage,” the Minister said.

Ramokgopa highlighted that the meeting of BRICS Energy Ministers comes at a critical time, as countries ponder ways to transition towards low carbon economies.

“This meeting comes at a critical phase where our countries are grappling with the challenge of balancing developmental goals with energy transition pathways.

“We must ensure that these transitions safeguard energy sovereignty and security, promote sustainable economic development, facilitate universal access and respond effectively to environmental imperatives, all the while ensuring no one is left behind,” he said.

He told the meeting that the expansion of the BRICS bloc of countries is a “clear affirmation of the group's growing significance and influence in the global energy agenda”.

“This is a pivotal moment, positioning BRICS to reshape, refocus, and reset the global energy architecture to ensure energy access, security, affordability, and eradicate energy poverty and promote a just energy transition.

“For us as South Africa, we see this as an opportune moment to clearly articulate our collective position as the developing nations that will enable us to continue to use our energy resources through innovative technologies that allow us to move from high emitting to low emitting energy systems, and thus achieve carbon-neutrality or net-zero at a pace and scale that is in line with our different national circumstances and capabilities.

World Ozone Day highlights the importance of protecting the ozone layer, which protects the Earth from harmful ultraviolet (UV) rays. This year's theme serves as a powerful reminder of the responsibility we all share in reducing ozone-depleting substances and working collectively to ensure a healthier planet for future generations.

On this day, we not only celebrate the significant progress achieved but also look toward the future for deeper and faster action under the Montreal Protocol. Saluting the power of sport

Sport has a cunning, yet magical way of bringing people together, no matter one’s race, creed or colour.

Recent impressions on the official South African Government X account which is managed by the Government Communication and Information System (GCIS), has shown that a social media post on swimmer Tatjana Smith clinching gold in the women’s 100m breaststroke at the 2024 Olympics garnered 68,144 impressions.

The post also garnered 65,794 engagements on Facebook.

Likewise, when Team South Africa secured silver in the men’s 4x100m relay at the same Paris Olympics, the subsequent post garnered 50,104 impressions on X and 12,211 post engagements on Facebook.

And that is quite impressive for social media pages owned by government, as some people may shun government messaging for different reasons.

While citizens may have negative feelings towards government, people do engage with what our government has to say. The figures generated above are indicative of this.

Despite the challenges that hammer society, including inequality and unemployment, sport mends and stitches together the fabric of society despite the trials.

In his congratulatory message to our sporting stars, when he was Acting President, Deputy President Paul Mashatile said that sport has a “unique ability to bring South Africans together and uplift the nation's spirit, even amidst our challenges.”

Mashatile’s comments came as our athletes made the nation proud, including sprinter Mpumelelo Mhlongo who secured South Africa’s first medal at the now concluded 2024 Paris Paralympic Games, winning gold in his 100m event.

Bayanda Walaza made history in Peru, becoming the fastest young man on earth with remarkable times of 10.19 seconds in the 100m sprint and 20.52 seconds in the 200m sprint.

What Mashatile said goes hand in hand with President Nelson Mandela’s address to the first Laureus World Sports Awards back in 2000, wherein he said that sport has the “power to inspire” and the “power to unite people in a way that little else does.”

The awards honour and celebrate the world’s greatest sportspersons and what the Laureus organisation terms “the inspirational power of sport and its ability to change lives.”

Prior to democracy, one’s skin colour dictated every aspect of life and what one could and could not do, even aspects of playing sport. Much has changed since those dark apartheid years, and all of South Africa’s people can now participate in the sport of their choice.

Now that the Paralympic and Olympic Games have ended, I carry a sense of sadness of no longer being able to watch (for the next four years, that is,) the human spirit’s strength in overcoming adversity to overcome and win, in addition to many hours athletes put in to hone their craft.

While I will have to wait for years for the next summer Olympics in Los Angeles in the United States, what is pleasing to the eye is that South Africa claimed six medals in five sporting codes, including a gold earned by swimmer Tatjana Smith, three silvers earned by the Smith, the men's 4 x 100m relay team, and Jo-Ane van Dyk, who participated in the javelin throw.

The Paralympic team also made the nation proud with a tally of six medals, of which two are gold and were earned by discus thrower Simone Kruger and Mhlongo. The country also earned four bronze medals at the games, in which 168 countries participated.

To top that off, monetary incentives for medallists in the Paralympics are the same as those who participated in the Paris 2024 Olympics.

This goes to show that differently abled athletes are being seen and heard just as other athletes.
South Africa’s National Sport and Recreation Plan (NSRP) makes reference to the government placing a special emphasis on “the inclusion, empowerment and promotion of the government’s priority groups”, that also includes people with disabilities.

The courage showed by para-athletes is evidence that anyone can achieve their dreams. This goes some way in encouraging those living with a disability not to hide who they are, but to explore their abilities, which could one day put them on the world stage.

The Paralympics have come a long way since the ninth International Stoke Mandeville Games—considered to have been the first Paralympic Games—took place in 1960 with just 23 nations participating at the time.
As a society we need to learn more not only about the sporting codes our para-athletes play but also about how we can be considerate of the needs of people living with disabilities while also being supportive.

However, the conclusion of the games does not mean the end of the magic of the mesmerising power of sports. The sounds of blaring whistles and red and yellow cards bandied about on the pitch continue, and it requires our collective support.

The past weekend saw our sportsmen and women claim glory on the pitch with the Springboks triumphant in their second clash against the All Blacks in the 2024 Castle Lager Rugby Championship.
On the same day, the Springbok Women won their match against the Barbarians Women’s side.

Not wanting to be left out, Bafana Bafana equalised in their clash against Uganda; the men’s national football side drew 2-2 with their counterparts in the 2025 Africa Cup of Nations (AFCON) qualifier at Orlando Stadium.

While the national men’s side has had struggles, they continue to flight, and Friday’s draw shows their efforts to claim glory.

Previously, Bafana coach Hugo Broos had raised concern about the little fan support the team was garnering at matches. We can play our part by supporting the national team as they aim to qualify for the AFCON in Morocco in 2025.

The qualifiers will determine the 24 teams that will contest the 35th edition of the AFCON tournament.
As fans, we have magical powers that can egg on our teams to reach victory, which not only leaves us with an exhilarating feeling, but also helps to build national pride.

Just as South Africa is a melting pot of diverse cultures, we ought to support all our athletes and sporting codes. After all, variety is the spice of life, and every egg and piece of steak needs some spice. -SAnews.gov.za
