778 newly qualified Constables add boots on the ground

Deputy Minister of Police, Polly Boshielo, on Friday addressed 778 newly qualified Constables at the Bhisho South African Police Service (SAPS) Academy, as the police held six parallel passing out parades across the country.

The other parades were held at Bishop Lavis Academy in the Western Cape, Mankwe Academy in the North West, Moloto Academy in Mpumalanga and Graaff Reinet and Mthatha academies in the Eastern Cape.

The Eastern Cape province received a total 274 new Constables to bolster its crime fighting initiatives.

Provincial Commissioner, Lieutenant General Nomthetheleli Mene said: "Out of these newly qualified Constables who are passing out today, the Eastern Cape will receive a total of 274, just in time for the Festive Season Operations. We expect to receive more new Constables by December this year.”

During her address, Boitshelo said government remained committed to ensuring South Africa achieves the United Nations recommendation of one police officer for every 220 people.

“As of 2023, the police-to-population ratio is 1:423, which means we still need to work harder to recruit more police officers,” she said.

The new Constables successfully completed the six-month introductory Police Development Learning Programme, with qualifications in the field of Law, Policing and Criminology.

They will add more boots on the ground to combat and prevent emerging crime trends.

The members will be deployed to various police stations and specialised units, such as Public Order Police (POP), Visible Police (Vispol), and the Family Violence, Child Protection and Sexual Offences (FCS) unit.

The parallel parades were attended by several stakeholders, families and friends of the newly qualified Constables. – SAnews.gov.za

Mining’s potential remains high: Mantashe

Location: News

Mining’s potential remains high: Mantashe

Minister of Mineral and Petroleum Resources, Gwede Mantashe, has told an indaba that there is evidence to suggest that mining is “the bedrock of our economy” and that the country is an attractive investment destination for mining.

According to the Minerals Council of South Africa, the industry contributed some 6.3% to South Africa’s nominal Gross Domestic Product (GDP) last year.

“There is a strong case emerging out of the study on ‘The State of Mining’ that the South African mining industry not only remains the bedrock of our economy, but an attractive investment destination for mining.

“Coupled with the draft South Africa’s ‘Critical Minerals Strategy’, the study points to the reality that the South African mining industry is diversifying from the gold mining era to an industry with wide-ranging mineral resources, including the world’s largest known deposits of platinum group metals (PGMs), manganese, chrome, coal, gold, copper, vanadium, and other natural resources that are considered critical for the just transition,” the Minister said at the Annual Joburg Indaba in Sandton on Thursday.

He added that with the diversification of the industry, its potential to continue growing remains high.

“Notwithstanding the challenges faced by the gold mining sector, including deep level mines and heightened safety concerns, the 2023 gold production statistics positioned South Africa as the world’s thirteenth and Africa’s fourth largest gold producer.

“Despite the fluctuating prices of palladium and rhodium, of which South Africa supplies 38% and 81%, respectively, to the global commodities market, the PGMs sector is poised to play a catalytic role in sustaining the South African mining industry, and in the growth of our economy.

“Considering South Africa’s reserves of known manganese and chrome deposits, as well as being the largest producer and exporter of manganese and chrome ore, the South African manganese and chrome sectors are poised to continue playing a significant role globally driven by their use in the automotive and construction industries,” Mantashe said.

Addressing challenges

He acknowledged that during last year’s Joburg Indaba, industry players raised issues that “we needed to resolve for the sector to thrive, including the need to ensure the necessary policy and regulatory certainty for investment”.

“Although the South African mining industry’s regulatory framework is stable and predictable, the Department of Mineral and Petroleum Resources is drafting amendments to the Mineral and Petroleum Resources Development Act (MPRDA).

“This is so as to address its shortcomings and ensure that areas that have been challenged legally are strengthened against international best practice. The amendments will further improve the business environment while keeping in sync with our socioeconomic fabric.

“The completion of the migration process to the new efficient and transparent mining licensing system, in June next year, is poised to modernise our licensing system, ensure regulatory certainty, and the sustainability of the South African mining industry.

“Having completed the first phase of the project, which included the assessment of the current environment to establish the baseline and its readiness, and the requirements with respect to system hosting, software integration, and the enhancement of cybersecurity, the development of the new system is therefore progressing very well,” the Minister explained.

READ | Presidency transfers Department of Mineral Resources and Energy legislation

Furthermore, the Minister told the industry leaders that between April 2023 and March this year, the department has processed and finalised 127 mining rights, 1 527 prospecting rights, and 2 313 mining permits and ancillaries.

There are no backlogs in the Western Cape and the Free State while backlogs in the Northern Cape, Limpopo, North West, Eastern Cape and KwaZulu-Natal have been significantly reduced. Mpumalanga is the only province with a significant backlog.

“As we come to the end of this year’s Indaba, we wish to encourage the South African mining industry to continue sharing insights about the realities of this industry, advance beneficiation at source, and support our exploration initiatives.

“We further encourage junior miners to take up the opportunities presented to them in order to transform the industry and ensure that the people of South Africa derive value from their country’s mineral endowment,” Mantashe concluded. – SAnews.gov.za

Hlabisa to lead engagements with KZN provincial leadership

Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa is expected to lead various engagements with the KwaZulu-Natal provincial and eThekwini leadership as well as the Provincial House of Traditional and Khoisan Leaders (PHTKL).

The engagements are expected to take place on Saturday.

The first engagement will include the Minister, Deputy Minister Prince Burns Ncamashe, KwaZulu-Natal Premier Thamsanqa Ntuli, CoGTA MEC Reverend Thulasizwe Buthelezi, eThekwini Mayor Cyril Xaba and the metro’s executive committee.

This will be followed by a meeting with the PHTKL on issues affecting the sector.

Both meetings will be held in Durban.

Eastern Seaboard Regional Development

On Monday, the Minister will lead the Eastern Seaboard Development Political Engagement with the Premier of the Eastern Cape and Premier of KwaZulu-Natal, Oscar Mabuyane and Ntuli, respectively.

They will be joined by traditional leaders, MECs, Mayors and Councillors from the Ugu, Harry Gwala, OR Tambo and Alfred Nzo districts at the Wild Coast Sun, Port Edward.

“The Eastern Seaboard Regional Development was declared as a region on 20 June 2022 in terms of Section 19 of Spatial Planning and Land Use Management (Act 16 of 2013) and has also been identified as a strategic area ready for investment.

“The region covers an area spanning the southern coastline of KwaZulu-Natal and the northern part of the Eastern Cape provinces and spans across four districts and 17 local municipalities,” the department explained.

The Regional Spatial Development Framework, according to the department, has since been developed and catalytic projects across the four districts identified.

“This planned Ministerial engagement will review progress to date and agree on plans going forward in the implementation of the Eastern Seaboard programme.

“The meeting will also fortify traditional leadership participation in the next steps of the implementation phase of the programme, which include buy-in, stakeholder engagement and the awareness-raising of the project to all role players.”

The department described the development as a flagship project facilitated through the District Development Model (DDM) and provides an opportunity to drive spatially referenced transformation through the integration of urban and rural development as well as targeted rural revitalisation.

“Launched by President Cyril Ramaphosa in 2021, the development has reached a critical stage, and significant progress has also been made concerning its design, establishment and coordination of key stakeholders to respond to the region’s rich cultural and environmental assets but remains deprived of substantial economic development and targeted investment in the region,” the statement read. – SAnews.gov.za

Weather Service warns of severe weather conditions

Location: News

Weather Service warns of severe weather conditions

The South African Weather Service (SAWS) has encouraged the public to remain vigilant as the upcoming months of October and November could be affected by heatwaves, severe storms and the possibility of damaging winds.

Addressing a media briefing on Tuesday in Pretoria, SAWS Senior Manager: Disaster Risk Management, Rudzani Malala, said the highveld region, which encompasses the northern Free State, Gauteng and the eastern highveld of Mpumalanga, is well known to be associated with severe storms and the possibility of damaging winds.

“Moreover, given the expectation of a relatively hot summer over much of the country, communities should also be mindful of the likelihood of sustained spells of hot, dry weather, as well as the possibility of heatwaves. During such events, the aged, infirm, as well as infants and toddlers are particularly susceptible to dehydration.

“The SAWS therefore strongly recommends that everyone take care to stay hydrated and to support and assist the elderly and small children at such times. It is an unfortunate but well-documented reality that heatwaves often lead to numerous fatalities, if no mitigative steps are taken,” Malala said.

He explained that South Africa experiences varying weather conditions in different seasons, due to its unique geographical location and set up.

“The two distinct oceans surrounding the country, i.e. the Atlantic and Indian Oceans, play a significant role that influences the typical weather conditions that we experience from season to season.

“The uniqueness of South Africa is such that at one end of the country, the public may experience extreme cold temperatures, whilst at the other end, communities may experience hot temperatures,” Malala said.

During the recent onset of this year’s 2024 spring, many South Africans experienced very hot conditions, with some parts experiencing heatwave conditions. However, the onset of a cold frontal system and a cut-off low system changed everything,” he said.

Snow events

Malala said the extremely cold conditions and snow event of 19 - 22 September 2024, that wreaked havoc on roads between the Free State, KwaZulu-Natal and Eastern Cape were accurately predicted by the Weather Service.

SAWS also issued a preemptive media release on the event of the past weekend, which warned of a drop in temperature and light snow conditions.

At the time, SAWS noted that the system was significantly different from the previous snow event, hence its impact was not as significant as the snow event of 19 – 22 September 2024.

“Snow in later winter and early spring is not unusual or rare at all. In fact, the more intense, extreme snow systems tend to affect southern Africa in very late winter, especially over the eastern provinces. We have even had snow in Johannesburg as late as October 2011.

“Snow is a phenomenon not restricted to winter months. On rare occasions (three times in the past century), snow has occurred on New Year’s Day in KwaZulu-Natal's Drakensburg [region],” Malala said.

In the study of Stander et al. 2016, snow events over South Africa during the period of 1981 to 2011 were  investigated.

“In this study, 60 significant snow events were identified, with strong seasonality in the frequency of occurrence of these snow events. These events occurred from March (just more than 5%), through to October (less than 5%).

“The months of June and July had the highest frequency of significant snow events (25% and about 35% respectively), whilst August accounts for just less than 20% and September just less than 15% of significant snow events,” SAWS Lead Scientist, Dr Christien Engelbrecht, said.

From the historical view of the frequency of occurrence of significant snowfall events, Engelbrecht said it can be seen that snowfall in the month of September is not rare.

“[The] 19 - 21 September 2008 heavy snowfall necessitated roads to be closed in KwaZulu-Natal and the Eastern Cape. Significant snow events have occurred in the month of October, although not frequently,” she said. - SAnews.gov.za

Employment and Labour blitz inspections and raids yield results

The Department of Employment and Labour’s joint blitz inspections and raids have yielded significant results, with the department enforcing monetary corrections totalling over R10 million and arresting 81 non-documented workers.

The Minister of Employment and Labour, Nomakhosazana Meth, held a media briefing today to update on the department’s joint blitz inspections and compliance raids.

WATCH |

In a decisive move to uphold employment standards, Meth announced that since assuming office in July 2024, her department has ramped up nationwide inspections targeting non-compliant employers.

Collaborating with the Department of Home Affairs, the Bargaining Council of the Hospitality Sector and law enforcement, the high impact blitz inspections focus on ensuring that workplaces adhere to key labour laws and safeguard workers’ rights.

“Our inspections have revealed instances of non-compliance, including underpayment of wages, unlawful deductions, and inadequate health and safety measures. To date, we have enforced monetary corrections totalling over R10 million, compelling employers to rectify these violations and honour their obligations to their employees,” the Minister said.

Meth emphasised that the department approaches enforcement with a balance of firmness and fairness.

“Employers found in violation are issued compliance orders with clear deadlines for corrective action. In situations where immediate risks to health and safety are identified, Prohibition Notices are issued to halt hazardous activities until compliance is achieved,” she said.

The Minister said the scale and scope of these inspections demonstrate the department’s commitment to upholding labour standards nationwide.

The Western Cape led with the highest number of inspections, totalling 809. Gauteng followed with 764 inspections, and KwaZulu-Natal with 535. Inspections were also carried out in the North West (217), Eastern Cape (82), Free State (69) and Mpumalanga (59).

These joint inspections targeted key sectors and regions, with significant activity in the Western Cape, Gauteng, and KwaZulu-Natal.

These joint operations scrutinised compliance with laws, including the Basic Conditions of Employment Act, National Minimum Wage Act, Occupational Health and Safety Act, Compensation for Occupational Injuries and Diseases Act (COIDA), Unemployment Insurance Act (UIA), Employment Services Act, and promoting fairness and protecting workers.

Infractions such as underpayment of wages, illegal deductions, and unsafe working conditions were identified.

Tackling unemployment and undocumented workers

Meth expressed concern over South Africa’s unemployment rate of 33.5%, particularly among the youth.

"Concurrently, the widespread employment of undocumented foreign nationals raises concerns over exploitation and the circumvention of legal hiring practices.

“Our administration is committed to addressing these challenges comprehensively and humanely. We are collaborating closely with the Department of Home Affairs to ensure that employment practices comply with immigration laws, and that all workers, regardless of their origin, are treated with dignity and fairness,” Meth said.

Strengthening oversight and enforcement

Looking ahead, Meth revealed plans to expand the Department of Labour’s inspectorate capacity from 2 000 to 20 000 inspectors over the next three years.

This will enhance the department’s ability to conduct more frequent and thorough inspections across the country.

The introduction of risk-based profiling will allow for targeted audits, prioritising industries and regions where violations are most prevalent.

“To maximise the effectiveness of our inspections, we will implement a risk profiling system. This approach will allow us to prioritise audits and inspections based on identified risks, thereby improving our capacity to address high-priority non-compliance areas more efficiently,” the Minister said.

The department will also introduce a specialised segment-focused compliance framework.

“Our enforcement strategy will be integrated and risk-based, enabling us to address all compliance issues at the workplace in a holistic and comprehensive manner, ensuring that all regulatory requirements are met.

“Our commitment extends beyond enforcement; it is about fostering social justice and ensuring that every worker's rights are protected.

“Fair labour practices lead to increased morale, productivity and ultimately, a more robust economy. Together, we can build a society where economic prosperity and social equity reinforce each other,” Minister Meth said.

Supporting businesses: TERS, Productivity SA and the CCMA

In addition to enforcement, the Department of Employment and Labour is extending support to businesses by offering a range of services, fostering resilience, and ensuring harmonious labour relations.

Initiatives like the Temporary Employer/Employee Relief Scheme (TERS) and free productivity services from Productivity SA aim to help businesses in financial distress and improve their operational efficiency.

The Commission for Conciliation, Mediation, and Arbitration (CCMA) also offers mediation services to resolve workplace disputes.

Operation Yazini: Raising Public Awareness

As part of Meth’s 100-day programme, Operation Yazini will be launched to raise awareness about the department’s services, including employment rights and compliance assistance.

This initiative aims to bring the department closer to communities, ensuring that employers and employees alike understand their legal obligations and rights.

“Through targeted advocacy and outreach, Operation Yazini seeks to inform the public about the wide range of support available, including labour rights, employment services, and compliance assistance,” the Minister said.

A call for collective action

Meth called for nationwide collaboration between employers, unions and civil society to create a fair and safe labour market.

“I urge all stakeholders, businesses, labour unions, civil society organisations, and fellow citizens to join us in this vital endeavour. Let us work collaboratively to create a labour market characterised by fairness, safety, and mutual respect,” the Minister said.

As inspections continue, the department remains committed to transparency, social justice, and the protection of workers’ rights across South Africa. – SAnews.gov.za

Chikunga condemns Lusikisiki mass shooting

Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, has condemned the heinous acts of crime that have resulted in the death of 18 family members in Lusikisiki, Eastern Cape.

A total of 18 people were killed in a gruesome mass shooting over the weekend in Ngobozana village.

Reacting to the incident, Chikunga emphasised that every human being has the inherent right to life, as it is enshrined by the constitution of the Republic of South Africa.

“This right shall be protected by law, and no one shall be arbitrarily deprived of his or her life. It is for this reason that we are encouraged by the work of SAPS and other law enforcement agencies that are ensuring the total protection of life.

“The death of the 18 family members must be investigated and those who are responsible should be held accountable, as they have collaborated to suspend the lives of innocent people,” Chikunga said.

The Minister added that families serve as the primary socialisation agents, helping individuals to develop social skills.

She called on the preservation of the family structure, which continues to provide a stable and secure environment.

“The department also welcomes the psycho-social support and the intervention by the traditional leaders and the community members in the search for those responsible for this act of criminality,” Chikunga said.

Meanwhile, Police Minister Senzo Mchunu and the National Police Commissioner, General Fannie Masemola, are currently visiting the bereaved families and are expected to address the communities in the afternoon.

Condolences for Lusikisiki mass shooting victims’ families

President Cyril Ramaphosa has expressed his condolences to the families of the 18 people tragically killed in a mass shooting over the weekend in Ngobozana village, in Lusikisiki, in the Eastern Cape.

The President has also extended his sympathies to the survivors of the two separate attacks, which took place on the same street and predominantly claimed the lives of women.

President Ramaphosa assured the grieving families that the South African Police Service (SAPS) has mobilised all available resources to bring the perpetrators to justice. A specialised team of detectives and forensic experts has been deployed to the crime scene to expedite the investigation.

In addition, Police Minister Senzo Mchunu, along with the national SAPS leadership, will visit the affected families and engage with the community to offer support and address the tragedy.

The President noted that this incident is part of a troubling pattern, with 38 people having been killed in similar attacks over the past two years. To date, 25 suspects remain in custody in connection with these incidents.

“I feel deeply for all the families and members of the broader community affected by this attack and on behalf of all of us as South Africans, I offer you our deepest sympathies.

“While we are united in our grief, we are also united in our outrage and condemnation of this excessive criminal assault which will not go unpunished.

“The South African Police Service has proven its effectiveness in dealing with random and organised crime and I am confident the Lusikisiki case will be added to the successes recorded recently by our police service,” the President said.

President Ramaphosa added that community members should therefore feel free to provide investigators with information that can help police apprehend the attackers and prepare a watertight case for the courts to process.

“We will not allow criminals to prevail,” the President said. – SAnews.gov.za

Government registers 217 Fire Protection Associations to deal with veld fires

Location: News

Government registers 217 Fire Protection Associations to deal with veld fires

In an attempt to be proactive in managing uncontrolled fires, the Department of Forestry, Fisheries and the Environment (DFFE) has to date registered 217 Fire Protection Associations (FPAs).

“The department is empowered by the National Veld and Forest Fires Act, 1998 (NVFFA) to prevent and combat veld, forest and mountain fires throughout the Republic, and provides for a variety of institutions, methods and practices for achieving this purpose,” the Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, said on Monday.

Addressing the closing of the 2024 Arbor Month Campaign, Swarts said one of the biggest threats to natural vegetation, property and valuable life is uncontrolled veld and forest fires.

“Some areas in the country are rated as extremely high veld risk areas due to the fact that more than 90% of the area is covered with woodlands. Every year, many lives are lost and millions of rands worth of damages are caused to property, livestock, the environment and the livelihoods, especially that of the rural poor,” Swarts said.

The department is in a process of aligning the FPAs to municipal boundaries to ensure effective use of resources and increased participation and inclusivity, especially for previously disadvantaged communities.

“To ensure that the FPAs are functional, the DFFE provides financial support to FPAs through the Working on Fire Programme and is in the process of transferring vehicles to district municipalities for use by FPAs.

“This will be done in phases, noting that that there are certain requirements that must be met by the FPAs for benefiting from this support. We are aware of other challenges and the department will work closely with Umbrella FPAs to ensure that such challenges are addressed,” the Deputy Minister said.

The responsibilities of FPAs include developing and applying a veld fire management strategy for an area, identifying natural conditions that can cause fire, and regularly communicating fire danger ratings to members in a designated area.

Forestry Sector Masterplan

Meanwhile, government has developed the Forestry Sector Masterplan as a growth, transformation and investment plan for the sector, which is a collaborative effort of government.

One of the key deliverables of the masterplan is the New Afforestation Programme, which refers to the establishment of new plantations on virgin land (undisturbed soil).

“For one to establish plantations, a licence is required in terms of the provisions of the National Water Act, 1998, National Environmental Management Act, 1998 and the Conservation of Agricultural Resources Act, 1983. The process involves satisfying the issues of water availability, undertaking costly Environmental Impact Assessment (EIA) studies and issues related to soil conservation.

“The DFFE, through the then Department of Water Affairs and Forestry, undertook a study to assess the potential for afforestation in the country, except in the Western Cape. The results reflected an opportunity of 100 000 hectares in the Eastern Cape and 39 000 hectares in KwaZulu-Natal,” Swarts said.

The department has been playing a role of streamlining the afforestation licensing process by paying for the costly EIA studies on behalf of communities.

“This ensures that delays in afforestation are reduced, and communities are supported in obtaining licences. Currently, the period for issuing licences from the Department of Water and Sanitation (DWS) is 90 days.

“The department has about 44 000 hectares worth of licences  in the pipeline, which are due for EIAs. The department is in the process of finalising the appointment of Environmental Assessment Practitioners (EAPs) to conduct the studies,” Swarts said.

The masterplan had set a minimum investment target of R16.5 billion, with a maximum target of R30 billion for the year 2025/26.

“Currently, the Rand value of private sector investment has reached R33.2 billion, clearly indicating that the sector has well exceeded the R30 billion target set for the 2025/26 financial year.

“Ensuring that the plantations under the management of the department are brought back into production is high on the agenda of the masterplan. Currently, about 6213,58 hectares have been transferred to communities through the Community Forestry Agreement Model, in line with Section 29 of the National Forests Act, 1998.

“This translates to 27 plantations transferred to communities through the signing of 23 Community Forestry Agreements. Plans are in place to continue with this process, including the leasing of the remaining plantations in the Western Cape.

“As these transfers take place, it is important for the industry to work closely with the department in ensuring that post settlement support is provided for these communities so that they can thrive in the sector,” the Deputy Minister said. - SAnews.gov.za

Government warns of anticipated drop in temperatures with possible snowfall

Government warns of anticipated drop in temperatures with possible snowfall

Acting Minister of Cooperative Governance and Traditional Affairs, Mmamoloko Kubayi, has urged South Africans to exercise caution in light of the South African Weather Service's (SAWS) alert regarding expected drops in temperature and possible snowfall.

This comes after parts of the country were hit by heavy snowfall, affecting Gauteng, Free State, Mpumalanga, KwaZulu-Natal and the Eastern Cape over the past weekend.

Heavy snowfall caused havoc on the N3 toll route and other regional roads, stranding scores of motorists, including truck drivers and bus commuters and causing loss of life.

Meanwhile, according to the SAWS, light snow can be expected over the Drakensberg this weekend.

The forecasters said weather conditions are expected to change significantly with predictions of cooling over the escarpment regions of South Africa, extending from the Western Cape up to the southern parts of KwaZulu-Natal.

Indicators also show that daytime temperatures are likely to start cooling down over the Western Cape from Sunday, 29 September 2024, reaching the Eastern Cape and KwaZulu-Natal region by Monday, 30 September 2024.

In a statement released by the SAWS, the expected snowfall will follow a similar trend, starting in the Western Cape early on Sunday morning, 29 September 2024 and spreading eastward towards KwaZulu-Natal Monday morning, 30 September 2024.

“Snowfall is expected to clear up in the Western Cape and western parts of the Eastern Cape by Monday evening.”

However, snowfall will persist on Tuesday, 1 October 2024, over the eastern parts of Eastern Cape and southern KwaZulu-Natal.

According to the department, the cold front will also bring rain and showers to the Western Cape and surrounding areas.

“Temperatures are set to drop significantly, particularly in higher regions, with some areas experiencing highs below 10°C on Monday.

“Strong winds and large ocean swells are anticipated along the South Coast. Rainfall is expected to be around 30 mm from September 29 to October 1, with light snowfall in high areas of the Western Cape, Northern Cape, Eastern Cape, and southern KwaZulu-Natal.”

The Acting CoGTA Minister has since reiterated the SAWS’ precautions for citizens to listen to warnings on the radio or television, stay indoors, dress warmly if going outside, and cover their mouths in extreme cold to protect their lungs.

Kubayi also suggested that people avoid alcohol, caffeinated drinks, and smoking, as this increases the risk of hypothermia and frostbite.

She also urged residents and farmers to keep small livestock sheltered from the cold. – SAnews.gov.za

KZN teams on standby ahead of predicted adverse weather

KZN teams on standby ahead of predicted adverse weather

The KwaZulu-Natal provincial government has announced that highly efficient and dedicated teams are on standby with an expected drop in temperatures later this week, with a possibility of snow.

While the South African Weather Service (SAWS) has not issued an official weather warning, the weather service predicts the possibility of snow over the high lying areas of the Western Cape from 29 September 2024, which will spread into the Eastern Cape and KwaZulu-Natal by 30 September 2024.

Addressing a media briefing on Thursday, KwaZulu-Natal MEC for Transport and Human Settlements Siboniso Duma said the Road Incident Management Systems (RIMS) led by South African National Roads Agency Limited (SANRAL) comprising of all key role players on the national, provincial, and municipal road networks were putting together a consolidated plan.

“They are identifying areas where joint operations and coordination will be established - covering all notorious roads and areas identified from past experiences.

“The department's Road Traffic Inspectorate is establishing a satellite centre on top of Van Reenen’s Pass to ensure quick action and road closure to mitigate against people getting trapped in the snow,” the MEC said.

This satellite centre will start operating on Saturday afternoon and operate on a 12-hour shift.

Traffic law enforcement officials are already involved in the coordination of possible road closures and observation of major routes in consultation with the N3 Toll Concession.

“The focus is on the N3 between Harrismith, Tugela Toll, R617 between Kokstad and Underberg, N2 Ingeli and N3 Mooi River, and others. We wish to indicate that the team will also be responsible for escorting trucks and vehicles to ensure that there is no congestion on the road.

“However, members of the public and motorists are urged to reschedule or postpone their journeys in anticipation of any eventuality. Prevention is better than cure.

“Motor graders are currently being sharpened to respond with … urgency to remove any snow before accumulating on the road. More than 10 graders will be stationed in identified routes to ensure that our response is faster,” the MEC said.

The province has 21 graders which will be on standby as part of strengthening prevention measures.

“On Wednesday, we interacted with SAWS. They informed us that KwaZulu-Natal will be affected by snowfall from Monday into Tuesday. The areas that are expected to be affected include Ladysmith, Underberg, Drakensberg as well as Giant Castle, and other high-ground area.

“In addition, they emphasised that, in all likelihood, snowfall will stop on Tuesday but will be followed by rainfall in various parts of the province, including Durban and other coastline areas,” Duma said.

The MEC said the provincial government has started engaging with key stakeholders to ensure that everyone works together to avoid any crisis and ensure the safety of road users.

“We have continuous engagements with road freight industry stakeholders such as operators - trucking companies – companies that are managing and supplying drivers.

“The South African National Taxi Council and bus councils, bus and truck associations are key stakeholders as we strengthen our road safety measures. We do not want to leave out port operators and the entire value chain of fast-moving consumer goods,” Duma said.

The provincial government has assigned engineers in consultation with SANRAL to look at the impact of the recent heavy snowfall on the road infrastructure.

“The truck congestion on N3 last weekend compels us to intensify our plans aimed at modernisation and development of rail transport – both freight and passenger.

“Working with the Minister of Transport Barbara Creecy, the Passenger Rail Agency of South Africa (PRASA) and other main roleplayers, as KwaZulu-Natal we believe that we must ensure that we deploy wagons to move cargo from road to rail, with a specific focus on certain goods, such as coal.

“In addition, we want to improve rail services in the province so that it could serve as the backbone of public transport while at the same time recognising the huge challenges currently facing commuter rail services in KwaZulu-Natal and throughout the country,” he said. - SAnews.gov.za

Illegal business occupants given 14 days to comply with the law

Illegal business occupants given 14 days to comply with the law

Businesses illegally occupying government premises in Mthatha have been given 14 days to apply for legal leases from the Eastern Cape Department of Public Works and Infrastructure, should they wish to continue with their businesses on the current premises.

This was revealed when Public Works and Infrastructure Deputy Minister Sihle Zikalala, together with the Department of Public Works and Infrastructure MEC Siphokazi Lusithi, issued eviction orders to a number of businesses in the Mthatha CBD as part of Operation Bring Back (OBB), which aims to reclaim hijacked and illegally occupied government properties.

“Our aim is not to shut down legally operating businesses, but we want these businesses that are paying rent to criminals, who have stolen government properties, to start paying the rent to the rightful owners of these properties,” the Deputy Minister said on Wednesday.

Zikalala and Lusithi visited mixed business premises housing offices, driving school, salons, tombstones and a hardware store, where they addressed business owners and workers who voiced their fears of losing their businesses.

In the Eastern Cape, there are 82 properties that are currently going through legal channels, including 57 eviction orders.

Of these, 21 have been evaluated and are recommended for execution, with a target of completing 36 evictions by the end of the 2024/2025 financial year.

All eviction actions will strictly adhere to legal standards and respect tenant rights. The two DPWI leaders allayed the fears of the concerned businesses, promising that should they follow the correct legal routes, their businesses would not be out in the cold.

“As the province, we are undertaking the Operation Bring Back, which aims at bringing back government properties that are illegally occupied. The illegal occupation of government properties both commercial and residential undermines the state's capacity to generate revenue and maintain our properties, but even more tragically, it victimizes small business owners who are unaware they are being taken advantage of by these bogus landlords.

“In response, we have entered into negotiations with these small businesses to regularize their leases, ensuring that they are protected, and that government assets are not exploited for personal gain,” the MEC said. - SAnews.gov.za

Man sentenced to life in prison for the murder of a police officer

The Gqeberha High Court has sentenced Andile Nyoka (30) to life in prison for the murder of a police officer, armed robbery and kidnapping.

Nyoka was also given an additional 57 years direct imprisonment.

On 3 May 2023, Nyoka was before the Motherwell Magistrate's Court for another matter, where he approached an on duty police official, Sergeant Mario Nell (40), who was a court orderly at the time.

Subsequently, Nyoka, for no apparent reason, started to fight with Nell and disarmed him of his service pistol. Nyoka shot Nell and he succumbed to the bullet wounds. Nell was declared deceased at the scene. Thereafter, Nyoka fled the scene and hijacked a taxi outside the court in an attempt to escape.

A few minutes later on the same day, he was apprehended inside the taxi by the Motherwell Visible Policing Unit and appeared before court, where he was remanded in custody.

The docket was handed over to the Hawks for a thorough probe.

Nyoka made numerous court appearances until his sentencing by the Gqeberha High Court on 20 September 2024 and has been in custody since his arrest.

The Eastern Cape Directorate for Priority Crime Investigation Provincial Head, Major General Mboiki Obed Ngwenya, welcomed the sentence and commended the team for the good work. – SAnews.gov.za

Condolences to family of victim affected by freezing weather conditions

Condolences to family of victim affected by freezing weather conditions

The Minister in the Presidency for Women, Youth, and Persons with Disabilities Sindisiwe Chikunga has extended her heartfelt condolences to the family of the woman who lost her life in adverse weather conditions that hit parts of the Free State and KwaZulu-Natal provinces.

"We are deeply saddened to learn that a woman lost her life to hypothermia due to these unprecedented weather conditions. She was a passenger in a taxi travelling from Johannesburg to KwaZulu-Natal," the Minister said in a statement on Wednesday.

The 39-year-old woman died on Saturday while trapped in the blizzard that engulfed the N3 between Van Reenen’s Pass, connecting KwaZulu-Natal and the Free State.

This was confirmed by paramedic services, Midlands EMS [emergency medical services] Rescue Medics, in a statement.

According to the medical service, the Midlands EMS Howick crews, along with Midlands EMS Rescue Medics, were dispatched to a shopping centre in Merrivale for a person who had collapsed after being exposed to severe cold overnight, while in a taxi stuck in traffic in the snow.

Chikunga commended the exemplary selflessness and solidarity shown by South Africans who came to each other's aid in what were life-threatening circumstances.

She also added that South Africa is experiencing unusual climate change related incidents, marked by an increase in the frequency and intensity of extreme weather events, as well as rising mortality rates.

The severity of these events continues to disproportionately affect marginalised communities—those who often lack the resources to cope—most of whom are women and persons with disabilities.

“While this is a global phenomenon, the impact of climate change related disasters is not uniform. Recent research published by the World Bank shows that "across the globe, women and persons with disabilities experience mortality rates up to four times higher in natural disasters than those without.

“We express our condolences to those who have lost their loved ones, and we urge all South Africans to closely monitor weather reports to avoid areas projected to experience extreme weather conditions,” the Minister said.

In his address at the National Heritage Day celebrations on Tuesday, Acting President Paul Mashatile emphasised the need to recognise the growing impact of climate change on the nation's well-being and cultural heritage.

Mashatile urged citizens to be mindful of how climate change threatens both livelihoods and cultural traditions.
The Acting President expressed his honour in addressing the nation on Heritage Day but noted that celebrations were overshadowed by severe weather affecting parts of KwaZulu-Natal, the Eastern Cape, and the Free State.

“It is a great honour and privilege to address you at this significant occasion as we celebrate our country’s Heritage Day. Unfortunately, as we were looking forward to this day, some parts of our country, which include Kwa-Zulu Natal, Eastern Cape and Free State, were impacted by severe weather conditions, exacerbated by climate change,” he said at the celebrations held in Ficksburg, Free State.

Meanwhile, the South African Weather Service (SAWS) said the country is set to experience a mix of warm and cool temperatures in the coming days, with a significant drop in temperatures and even light snowfall expected later this month.

This after the weekend’s freezing temperatures and snowfall in some parts of the country caused havoc on the roads, resulting in one fatality.

Reclaiming State property

Reclaiming State property

Public Works and Infrastructure Deputy Minister Sihle Zikalala will today undertake Operation Bring Back (OBB), which aims to oversee the implementation of eviction orders in State-owned properties around Mthatha in the Eastern Cape.

Zikalala will be accompanied by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi.

The action is part of the Eastern Cape and nation-wide Government plan to reclaim unlawfully occupied state properties.

Operation Bring Back is an initiative of the national Department of Public Works (DPW), which aims to recover land and other properties, including farms that were illegally occupied or stolen from the State prior to and immediately after the 1994 democratic transition.

In terms of the Constitution of the Republic of South Africa, No 108 of 1996, all State owned national and provincial immovable assets must be vested in the name of the national government or in the name of the nine provinces. The national government is therefore the custodian of all national government immovable assets.

In April 2011, the National Department of Public Works started the OBB programme, which was largely dependent on the public coming forward to report cases of misappropriation through a call centre that was launched during a public communication campaign at the time. This OBB programme ceased to function in October 2011 and no cases were investigated.

Following the evictions under today's programme, an oversight visit will be carried out at the construction site of the Mqanduli Office Precinct in Mqanduli.

The Mqanduli Office Precinct is designed to enhance local government services and stimulate economic growth in the area.

This modern facility aims to improve accessibility for residents and provide a collaborative space for various government departments. – SAnews.gov.za
