COGTA Committee Commends CRL Rights Commission for Efforts to Safeguard Cultural, Religious and Linguistic Rights
The Portfolio Committee on Cooperative Governance and Traditional Affairs on Friday reaffirmed its support for the Cultural, Religious and Linguistics (CRL) Rights Commission's efforts to safeguard these rights.
The committee received briefings from the CRL Rights Commission and the Municipal Demarcation Board (MDB) on their strategic and annual performance plans. The MDB's mandate includes, among other things, the delimitation of municipal wards after consulting the Independent Electoral Commission.
Committee Chairperson Dr Zweli Mkhize acknowledged the commission's role in addressing harmful practices performed under the guise of religion. He also encouraged the commission in its ongoing efforts to confront psychological, physical and sexual abuse linked to such cases. “While we respect religious freedom in South Africa, these rights must be exercised in line with constitutional protections and human dignity,” he said.
The commission's briefing follows the recent Eastern Cape High Court judgement, which cleared Nigerian pastor Timothy Omotoso of all charges, including sexual assault and human trafficking.
Welcoming the commission's presentation, the Chairperson reaffirmed the importance of the commission's work in protecting the rights of cultural, religious and linguistic communities and the crucial role this plays in nation-building and social cohesion.
The committee noted the challenges impacting the commission's work, particularly budget constraints. It was encouraged by ongoing efforts to recognise and develop historically marginalised languages, such as SePulana (a language spoken by the Mapulana people in Limpopo and Mpumalanga) and isiMpondo (spoken by the AmaMphondo people in the Eastern Cape).
The committee also welcomed the continued focus on customary initiation practices and ensuring they conform to constitutional principles. The Chairperson stressed that there should be zero tolerance for illegal schools, mutilation, or loss of life in exercising this traditional custom. “There can be no acceptable number when it comes to mutilations or fatalities. Our goal must be zero in all respects. There is no acceptable threshold for such harms,” he said, stressing the need for stronger oversight, awareness and community education.
The committee also welcomed the shift in focus of the commission's referral and oversight systems that now ensure matters brought before it are addressed, even when other departments are involved. Previously, the commission would refer matters to relevant departments.
Meanwhile, while welcoming the MDB's presentation, the committee expressed concerns about the practicalities and impact municipal boundary determinations may have on communities. Highlighting that communities are often built on relationships and shared access to services, the Chairperson cautioned the Board against only relying on legal frameworks when making boundary determinations that may split communities and social networks. “The MDB must be sensitive to avoid dividing a settled cohesive community into different wards, municipalities, districts, and sometimes provinces as this practice may disrupt social stability and access to social amenities and centres for service delivery.”
Moreover, the committee sought concrete evidence of public consultation during demarcation. Members also called on the MDB to be more responsive to dissatisfaction in affected communities and asked for evidence that public education initiatives helped build public trust in the demarcation process.
Noting the budget constraints, the committee urged the MDB to build its institutional capacity and not solely rely on municipalities to do its work at the local level.

Water and Sanitation Minister Pemmy Majodina has reaffirmed government’s commitment to fast-track the rollout of bulk water infrastructure projects across the country.
Majodina made the commitment during the official handover of the Kirkwood Bulk Water Project to the Sundays River Valley Local Municipality, on Monday.
Funded through the Department of Water and Sanitation’s Regional Bulk Infrastructure Grant (RBIG), the R35 million project represents a transformative investment in water security for the Kirkwood community and the wider Eastern Cape province.
The project, implemented by Amatola Water, includes the construction of a new 14 million-litre raw water storage dam, which boosts the total storage capacity from 20.2 million litres to 34.2 million litres.
The expansion ensures an uninterrupted water supply, even during the annual maintenance shutdown of the Orange-Fish Water Scheme, which previously left the communities exposed to water shortages.
In addition to the dam, the project delivered two new 3.0-megalitre reservoirs in Kirkwood Town and Bontrug (Moses Mabida), as well as critical pipework upgrades to improve water distribution efficiency and reduce losses.
The project will also bring tangible benefits to communities, including reliable water access for 3,963 households and an estimated population of 16 778.

The project is also expected to bolster the local citrus industry, a key economic driver in the region, by enhancing water reliability for agricultural operations - thereby safeguarding jobs and export revenues.
Addressing the community during a handover ceremony, Majodina said the completion of Kirkwood Bulk Water Project, is more than just infrastructure, but “a clear demonstration of this government’s urgent and unwavering commitment to water security for all.”
“We are now entering a phase where we must - and will - fast-track the rollout of bulk water projects across the country with speed, focus, and accountability. Water is not a luxury, it is a basic right and a driver of economic growth, health, and dignity.
“Communities like Kirkwood deserve nothing less, and we will not rest until every household, farm, and business has reliable access to water,” Majodina said.
The Minister also urged the public to actively safeguard water infrastructure, take pride in the assets, and to work with the government to protect them.
“We call on all South Africans to avoid, prevent, and report any acts of vandalism, or theft that threaten our water systems. These projects belong to the people [and] when infrastructure is destroyed, it is our communities, our families, and our children who suffer,” Majodina said.
The project, which started in July 2023 and completed in March 2025, has brought inclusive economic benefits during its construction phase, generating 41 jobs for local community members and engaging 10 local small businesses, furthering the department’s goals for empowerment and local economic development.
The project components included:
• A 14-million-litre raw water lay dam at the Kirkwood Water Treatment Works;
• All associated infrastructure such as inlet chambers, interconnecting pipework, and security fencing;
• A 3.0-million-litre steel reservoir in Kirkwood serving Aqua Park, Bergsig, and surrounds;
• A second 3.0-million-litre reservoir in Bontrug, supplying Moses Mabida, Msengeni, and nearby settlements; and
• Interlinking pipework to enable zoning and efficient water distribution across the municipal network.

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has called for stricter bail measures for repeat offenders and foreign nationals with no fixed address who are accused of crimes against wildlife.
The Department of Forestry, Fisheries and the Environment is actively engaging with the National Prosecuting Authority (NPA) and South African Police Service (SAPS) through platforms like the National Biodiversity Investigators Forum (NBIF) to enhance opposition to bail, particularly for repeat offenders and foreign nationals with no fixed address.
“These discussions focus on improving the quality of affidavits drafted by investigating officers to present stronger cases in court. The department is also sharing best-practice affidavits with investigators to ensure more effective bail opposition and is exploring options to secure funding for dedicated support to SAPS in these applications.
“Additionally, at the upcoming Environmental Management Inspectors (EMI) executive training in April 2025, the NPA will address bail-related issues, allowing for direct engagement with the Minister and other stakeholders,” the department said on Tuesday.
In February, Thomas Chauke, a 54-year-old Zimbabwean national, was convicted and sentenced in the Makhanda High Court to 110 years’ imprisonment for rhino poaching and wildlife-related crimes.
The Minister commended the SAPS, particularly the Stock Theft and Endangered Species (STES) Unit, for their meticulous investigation and dedication in securing this victory against rhino poaching and wildlife-related crimes.
“Chauke’s conviction on six counts of rhino poaching and wildlife-related offences, alongside three counts of escaping lawful custody, underscores the government’s unwavering commitment to combatting environmental crime.
“This landmark sentencing, coupled with these strategic interventions, sends a powerful message to those involved in illegal wildlife trafficking and environmental destruction,” the Minister said.
He applauded the collaborative efforts between the SAPS and the NPA, which ensured effective coordination and prosecution across multiple provinces, including the Eastern Cape, Gauteng, KwaZulu-Natal, and North West.
George reiterated his support for ongoing efforts to protect South Africa’s precious biodiversity and natural heritage, ensuring that perpetrators face the full might of the law. -SAnews.gov.za

In a major breakthrough in the fight against rhino poaching and wildlife-related crimes, a 54-year-old Zimbabwean national and wanted fugitive, Thomas Chauke, also known as Sazu Nkambuya, has been convicted and sentenced to 110 years’ imprisonment by the Makhanda High Court.
This follows an extensive and meticulous investigation by detectives from the South African Police Service (SAPS) Head Office, Stock Theft and Endangered Species (STES) Unit.
Chauke was found guilty on six counts related to rhino poaching and wildlife related crimes, as well as three counts of escaping from lawful custody.
“The accused was a fugitive, wanted for multiple charges on rhino poaching and wildlife related cases in the Eastern Cape, Gauteng, KwaZulu Natal and North West. He was also linked to several cases, including armed robbery, rape and kidnapping," the South African Police Service (SAPS) said in a statement.
The SAPS said Chauke had previously been incarcerated at Kgosi Mampuru Correctional Services, where he was serving five life sentences for violent crimes, including rape, armed, robbery and kidnapping. He escaped from custody on 9 December 2020, prompting further investigation and search efforts by STES.
Following his arrest in 2024, the STES team coordinated the centralisation of multiple dockets from various provinces and liaised with the National Prosecuting Authority (NPA), to ensure effective coordination and successful prosecution of the accused.
On 28 February 2025, Chauke pleaded guilty to all rhino poaching and wild life related cases, including three counts of escaping from lawful custody, and was sentenced to 110 years imprisonment by the Makhanda High Court.
"The STES team remains dedicated to safeguarding both wildlife and the community from individuals engaged in criminal activities and ensuring that those responsible are brought to book and held accountable," the SAPS said. – SAnews.gov.za

President Cyril Ramaphosa will this week undertake an oversight visit to the Eastern Cape province where he will engage with the Provincial Executive Committee and receive a briefing on the Port of Ngqura.
The President’s programme will commence on Tuesday with a briefing by the Transnet leadership on the port which is one of South Africa’s newest deep-water ports, designed for high-efficiency container handling and large vessels.
It is also strategically aligned with the Coega Special Economic Zone (SEZ) and positioned as a key transshipment hub for Southern Africa.
“During the visit, the President will receive an update on plans to improve operational efficiencies at the port and projects currently underway,” the Presidency said in a statement.
On Wednesday, the President and Cabinet will meet with Eastern Cape Premier Oscar Mabuyane and his executive council to discuss conditions and opportunities in the province as part of strengthening intergovernmental cooperation, collaboration and consultation.
“The national and provincial executives will discuss various approaches to improving service delivery at local government level,” the Presidency said.
The President’s visit will seek to tighten alignment between provincial priorities and those of the 7th Administration, in line with the joined-up development approach adopted by government in the District Development Model.
This visit will be the fifth engagement between the national executive and provincial governments following recent interactions between the President and the provincial governments of Mpumalanga, KwaZulu-Natal, Limpopo and Gauteng.

Police Minister Senzo Mchunu has reaffirmed the South African Police Service’s (SAPS) commitment to realising an efficient, effective, and responsible police service.
“… I want to reaffirm our commitment. We are committed to realising an efficient, effective, and responsible police service; one that reflects the values and aspirations of our democracy. This is non-negotiable,” the Minister said.
Mchunu was addressing a media briefing on the outcomes of the recently held three-day National Policing Summit.
“The people of South Africa demand policing that is efficient, effective, and accountable. The people of South Africa demand a police service that is worthy of their trust, and most importantly, the people of South Africa demand that we act.”

At Friday’s briefing in Pretoria, the Minister said that the priorities of the police are to reduce murder, remove unnecessary firearms from communities, remove drugs, fight gender-based violence and femicide (GBVF) and organised crime.
The police are also aware of the increases in crimes such as kidnappings, extortion, cash-in-transit heists and stock theft.
Additionally, police have classified the provinces of Gauteng, KwaZulu Natal, the Eastern Cape and Western Cape as hotspots.
“As a means of effectively reducing crime, we have identified several key enablers, inclusive of using and improving our technology, strengthening our crime intelligence, capacitating and upskilling our detective services, improving and expanding our forensic services and improving the general environment under which police officers work.
“We have made mention of the budgetary constraints, but we have also committed to maximising the budget allocated and the resources at our disposal.
“Business has also come on board and through that partnership, there are projects aimed at capacitating, particularly our detective services, improving our technology and increasing our laboratories,” he explained.
Operations Room
Meanwhile, National Police Commissioner Fannie Masemola said that the summit engaged with seasoned researchers, academic leaders, the business sector, subject matter experts and community structures. The engagements were focused on how to turn the the tide, recalibrate and reposition the SAPS for the future.
“During the summit deliberations, we assessed the current state and performance of the SAPS, focussed on operational inefficiencies. We identified pragmatic strategies that will improve and advance maximum effectiveness in policing while strategically repositioning the SAPS to ensure long-term relevance, heightened professionalism and the restoration of public trust.
“The SAPS will establish a National Policing Summit Operations Room. This facility will house a permanent scoreboard that will track and trace progress on the resolutions of the summit periodically for the next five years.
“We believe that this significant move will hold the management of the SAPS accountable to the nation, as we commit to turnaround the policing direction of this country,” Masemola explained.
Visibility
The Commissioner added that the summit’s focus was not on theoretical discussion alone, but rather on diagnosing real operational challenges, understanding community perceptions and analysing systemic shortcomings.
“The summit placed special emphasis on rethinking how SAPS can maximise its impact within existing constraints while repositioning itself for long-term relevance, professionalism, and enhancing public trust in policing.
“The first day of the summit interrogated the difference between being seen and being felt in communities. While the SAPS often reports on patrols and deployments, the quality and impact of these efforts on safety perceptions was central to the conversation.”
Masemola explained that the discussions reflected a disconnect between visible policing efforts and actual community safety outcomes, prompting a call for a more intentional, impact-focused presence.
Masemola also hinted that the Summit touched on technology as a transformative tool in the modernisation of policing.
“Summit discussions addressed real-time crime tracking, GIS [ geographic information system] mapping, AI-driven analytics, and predictive policing. Participants discussed how these technologies can help SAPS anticipate criminal activity and deploy resources more efficiently.
“Emphasis was placed on data quality, interoperability of systems and the critical need for digital literacy within SAPS,” said the Commissioner.
President Cyril Ramaphosa officially opened the summit that was held at Emperors Palace Convention Centre in Gauteng on Tuesday.

Deputy President Paul Mashatile has hailed the late Chris Hani as a revolutionary leader and a revered freedom fighter, whose assassination in April 1993 marked a pivotal moment in South Africa’s transition to democracy.
Delivering the keynote address at the 32nd anniversary of Hani’s assassination commemorative event, held in Sabalele Village, Cofimvaba - Hani’s birthplace in the Eastern Cape, Mashatile reflected on Hani’s legacy and the sacrifices he made for South Africa’s democracy.
Hani, the former Chief of Staff of Umkhonto weSizwe, was gunned down outside his home in Dawn Park, Boksburg, by radical right-wing Polish immigrant Janusz Waluś, who was released on parole in 2022.
Despite attempts by his killers to incite civil war, the Deputy President said Hani’s death united the nation in its pursuit of freedom, culminating in the country’s first non-racial elections on 27 April 1994.
“Today, the world has come to know Martin Thembisile as Chris Hani, a revolutionary, a commissar, a leader, a parent, a husband, and a martyr, whose blood and sacrifices cleared the way to the 1994 historic political breakthrough,” he said on Thursday.
The Deputy President highlighted Hani’s contributions to the armed struggle, his leadership in the Umkhonto Wesizwe Liberation Movement, and his unwavering commitment to justice and equality.
He praised Hani’s bravery, recounting his role in the Luthuli Detachment, where he led soldiers across the crocodile-infested Zambezi River and struck fear into the apartheid regime.
Mashatile also emphasised Hani’s vision for a better South Africa, rooted in principles of social justice.
“We must never allow the rhetoric which suggests that democracy is the worst form of government, and that apartheid was better than a democratic state.
“Nor must we allow some of us as beneficiaries of this huge sacrifice of many fallen martyrs, like Chris Hani, to discredit democracy through shameful deeds like corruption, stealing from the State and the poor, killing for positions, and fighting to access positions for selfish interests.”
The country’s second-in-command said Hani believed that societal progress should focus on providing basic needs, such as shelter, water, healthcare, and education rather than abstract theories.
“Our reality is that we are not exactly where Chris Hani would have liked us to be as a nation,” Mashatile admitted, pointing to persistent poverty, underdevelopment, and inequality in former homeland areas.
The Deputy President used his platform to call for urgent action to address issues, such as gender-based violence (GBV), unemployment, and corruption, which he said undermine the sacrifices of struggle heroes like Hani.
He urged South Africans to work together to build a more equitable society and economy, while also diversifying trade partnerships to reduce dependence on specific markets.
Mashatile announced plans to elevate the annual commemoration of Hani to a national event, focusing on development, heritage, and the values Hani stood for.
This year’s initiatives include the construction of a sports facility at a local school in Sabalele and the repatriation and reburial of liberation combatants.
“Chris Hani did not die in vain. We must honour his name not only with words but with work, compassion, and bold, urgent action. Let this moment remind us that the struggle is not over,” Mashatile stressed.
The commemoration served as a call to action for South Africans to continue fighting corruption, underdevelopment, and inequality and to build a nation that reflects the vision of heroes like Chris Hani.
Government of National Unity
The Deputy President also used his platform to touch on the Government of National Unity (GNU) in South Africa, which faces several challenges.
The GNU comprises 10 political parties, each with differing perspectives on various issues, the diversity of which, he said, can lead to disagreements and difficulties in reaching consensus.
“What we need to understand about the GNU is that we may have different views on issues, but once an agreement has been reached, we must all speak with one voice. This was also the case with Chris Hani; he had a strong view about the armed struggle, and when the ANC was prepared to engage in negotiations, the leadership decided to drop it, which he opposed.”

The Minister of Justice and Constitutional Development, Mmamoloko Kubayi, has strongly condemned the alleged actions of a court interpreter whose actions led to the postponement of a case involving a seven-year-old child in Matatiele.
The incident – in which the interpreter allegedly failed to return to work following the lunch adjournment – occurred this week in the Maluti Magistrates’ Court where a suspect was applying for bail.
“The emotional and legal impact of such incidents on affected parties, especially children, is irreparable. Such behaviour undermines the proper functioning of the courts and will not be tolerated.
“Any actions that compromise the delivery of justice, especially in cases involving children, will be met with decisive intervention,” Kubayi said.
The department said a probe into the incident in the Eastern Cape will be conducted.
“The Minister has labelled this conduct as wholly unacceptable, particularly in cases involving vulnerable individuals, and far below the standards expected of officers of the court.
“The matter has been referred to the Provincial Office for urgent investigation into these serious allegations, and appropriate action will be taken where misconduct is established.
“In the interim, arrangements are underway to appoint a suitably qualified interpreter to ensure that the matter proceeds as scheduled on 15 April 2025 without further delay,” the department concluded. – SAnews.gov.za

Public Works and Infrastructure Deputy Minister Sihle Zikalala will on Friday have a stakeholder consultation in Port St Johns in the Eastern Cape, as part of bringing to reality the development of a small harbour in the area.
Zikalala will be joined by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi, Port St Johns local Municipality Mayor, Cebisa Mazuza and the Eastern Cape Chair of the House of Traditional leaders, Mpumalanga Gwadiso.
“Port St Johns in the Eastern Cape, Port Shepstone in KwaZulu-Natal and Port Nolloth in the Northern Cape have been identified for small harbour development, which will create jobs and boost the economy,” the department said on Wednesday.
Last month, Public Works and Infrastructure Minister Dean Macpherson and the Mayor of Saldanha Bay, André Truter, committed to working together to redevelop the St Helena Bay and Saldanha Bay small harbours.
The two small harbours in the Western Cape, which are owned and managed by the Department of Public Works and Infrastructure, have over the years fallen into a state of disrepair, often attracting criminal activity and deterring investment in the surrounding communities.

EC government welcomes Public Protector’s report clearing Premier in Bulembu Airport matter
The Eastern Cape Provincial Government has welcomed the findings of the Public Protector’s report, which clears Premier Oscar Mabuyane and former Home Affairs Minister, Dr Aaron Motsoaledi, of any wrongdoing regarding the designation and refurbishment of Bulembu Airport.
The investigation, led by Public Protector Advocate Kholeka Gcaleka, followed a complaint lodged in 2023 by African Transformation Movement (ATM) President Vuyo Zungula and Elias Muller.
The complaint alleged improper conduct, maladministration, and possible violations of the Immigration Act and the Border Management Authority Act during the visit of United Arab Emirates (UAE) President, His Highness Mohamed bin Zayed Al Nahyan, to the Eastern Cape.
It was also alleged that the Premier failed to follow due process in accepting a R20 million donation from the UAE Government on behalf of the province, to refurbish Bulembu Airport, outside Qonce.
However, the Public Protector found these claims to be unsubstantiated, confirming that all relevant legal and financial procedures were properly followed.
The donation, which was made in kind to support minor upgrades at the airport, was duly declared in the audited Annual Financial Statements of the responsible department, in accordance with National Treasury regulations.
“The allegation that Mr Mabuyane accepted a donation of R20 million from the UAE government to refurbish Bulembu Airport, in contravention of the applicable prescripts, is not substantiated.
“The public protector could not find evidence that Mr Mabuyane and/or the Eastern Cape provincial government accepted funds from the UAE and failed to deposit same into the provincial revenue fund in terms of Regulation 21.2.2 of the Treasury Regulations,” the report said.
On the concerns raised by Zungula about former Home Affairs Minister’s decision to declare the airport a port of entry and exit for top UAE leaders, the investigation also found that there was nothing untoward about the landing, as this was in line with the laws and regulations.
“The evidence indicates that the goods that were brought by Mr Al Nahyan and his entourage at Bulembu Airport, which included consumables, vehicles, gym equipment, and helicopters, were declared, inspected and cleared in accordance with sections 4 and 15(1) of the Customs and Excise Act,” the report said.
The Office of the Premier highlighted that the total cost of the renovations at Bulembu Airport amounted to just over R5 million. The upgradesd included repairs, such as fixing runway ground lights, repainting tarmac markings, and clearing trees and overgrown grass.
“Premier Mabuyane welcomed the findings and reaffirmed that all actions taken were in the interest of strengthening relations with the UAE and boosting foreign direct investment in the province. Eastern Cape government reaffirms commitment to combat GBVF
The Eastern Cape Provincial Government has reaffirmed its unwavering commitment to combating gender-based violence and femicide (GBVF) across the province.
This follows recent incidents, including the alleged rape of a seven-year-old girl at Bergview College in Matatiele, and the recent judgment in the Timothy Omotoso case, in which the accused was found not guilty.
Televangelist Omotoso was acquitted in the Gqeberha High Court on 32 serious charges, including allegations of rape, racketeering, human trafficking, and other crimes.
These events have left many survivors and citizens feeling disheartened.
In response to the GBVF incidents, particularly the case in Matatiele, the Ministry of Police has deployed urgent and coordinated interventions. These include intensified law enforcement efforts and the deployment of the South African Police Service (SAPS) specialised Family Violence, Child Protection and Sexual Offences (FCS) unit to assist with the investigations.
The Department of Social Development has also stepped in to provide psychosocial support to the victim and her family.
In a statement issued on Monday, the provincial government said Premier Lubabalo Oscar Mabuyane had reached out to the family to offer reassurance and reaffirm government’s commitment to pursuing justice.
National support was also extended, with the Minister of Women, Children and Persons with Disabilities, Sindisiwe Chikunga, and Social Development MEC Bukiwe Fanta visiting the family to provide encouragement.
The provincial government said communities across South Africa, and the Eastern Cape in particular, have long been grappling the devastating impact of GBV, a persistent scourge that continues to disproportionately affect women and children.
It noted that the recent incidents serve as a stark reminder of the vulnerability of young girls and boys, and the ongoing threat of violence that shadows many lives.
Mabuyane underscored the severity of the situation, saying that the provincial government recognises the gravity of these crimes and views the interventions as essential to “our broader efforts to protect vulnerable groups and ensure that justice is served”.
Mabuyane urged victims and their families not to suffer in silence, calling on anyone who has experienced or witnessed GBVF to report these crimes to law enforcement.
“We understand the courage it takes to come forward [and] we are here to walk that difficult journey with you. Government has systems in place to provide both psychosocial support and legal assistance to survivors,” the Premier said.
Mabuyane called on communities not to lose faith in the justice system, adding that “the fight against GBVF cannot be won overnight, nor can it be won without public participation”.
While acknowledging the frustration that arises when justice is delayed or denied, Mabuyane emphasised the importance of continued engagement with the justice system.
“We must continue to push for accountability, protection, and justice.”
The Premier reaffirmed the provincial government’s resolute commitment to protect the most vulnerable members of society.
He also reiterated that the Eastern Cape Provincial Government will continue to collaborate closely with law enforcement agencies, civil society organisations, and community structures to ensure that "no victim is left behind and no perpetrator escapes accountability".
“In the face of heinous crimes, it is understandable that public trust in the justice system may be shaken. Justice may sometimes appear slow, and outcomes not always satisfactory, but now more than ever, it is vital that communities remain engaged.
“Cooperation, information-sharing, and support for victims are essential to bringing perpetrators to book. Losing faith risks creating a culture of impunity. The Eastern Cape sends a clear message: Gender-based violence will not be tolerated,” Mabuyane said.
The provincial government remains steadfast in its commitment to working with all stakeholders to create safer, more inclusive and just communities across the province. – SAnews.gov.za

The Presidential Oversight Visit, set to take place in Gqeberha from 15 to 16 April 2025, will be attended by leaders from all three spheres of government, and provides an opportunity for government to interact with residents.

This platform will allow for a comprehensive review of progress made, as well as a candid discussion on both the challenges and opportunities in advancing inclusive economic growth and efficient service delivery for the people of the Eastern Cape.
The Eastern Cape Provincial Government said it remains committed to creating an enabling environment for investment, job creation, and improved public services.
“We are confident that this visit will strengthen the partnership between the Eastern Cape and National Government. Working closely with the President and his administration, we aim to accelerate development, address critical needs, and unlock the full potential of our province,” Premier Mabuyane said.

Speaking at a recent press conference, Lobishe said the appointments come at a time when the municipality is working around the clock to accelerate service delivery.
"We thank MEC Williams for the interventions to address service delivery challenges. We are looking forward to work with this team of experienced senior officials,” Lobishe said.
On the status of the current City Manager, Mayor Lobishe confirmed that negotiations are ongoing with Dr. Noxolo Nqwazi, who is currently on suspension, regarding the terms of her contract termination.
The municipality aims to the resolve the matter with the incumbent City Manager over the next six months.
The MEC said the interventions are based on the request that the Council has made for the specific appointments.
The acting appointments took effect from 1 April 2025.

Work continues to solve Matatiela rape case
No effort will be spared in bringing the responsible parties to account in the case of the alleged sexual assault of a seven-year-old child in Matatiele, says Police Minister Senzo Mchunu.
“What I can promise, on behalf of the Ministry of Police and the SAPS [South African Police Service] is that we are committed to upholding the law and ensuring that justice is served,” Mchunu said.
The Minister was addressing a media briefing in Pretoria on Friday.
“This is a matter that transcends individual tragedy, and we acknowledge the deep emotional impact it has had on our communities,” said the Minister, adding that the Eastern Cape matter is a sensitive one that police are handling and dealing with, with great sensitivity.
“When the matter first came to our attention earlier this year, we sent a warrant officer to investigate the matter, interact with the complainant and the investigating officer, whilst looking at other related matters.
“In the initial report we received from the warrant officer, we came to learn that the incident occurred in October last year, and a case was formally opened on the 16th of October 2024, following [the] medical examination of the minor and session with a social worker.”
The Minister said from the report provided by the warrant officer, police concluded that the matter could have been handled better and still needed intervention.
“We then realised that we needed to reinforce the team and have a dedicated officer on the matter. After the handling of the matter by the various offices, one critical aspect which has continued to present a serious challenge is the matter around DNA. DNA testing was done on the victim, with no foreign DNA having been found,” he explained.
Three persons of interest have since emerged and following that, further DNA processing is underway as the investigation continues.
“A thorough investigation is now fully underway, and I can assure you that we are consulting with all relevant role players to ensure that every aspect of this matter is examined carefully and comprehensively.”
Additionally, he said the track record of the Family Violence, Child Protection (FCS) Unit remains commendable with more than 35 500 gender-based violence and femicide (GBVF) suspects arrested in the last two years.

“During the same period, 4500 accused were convicted to time in prison for GBVF related crimes and notably, 660 of them were sentenced to life in prison. This indeed, must illustrate the seriousness at which the SAPS treats victims of GBVF related crimes especially those involving young children,” Mchunu said.
Citing police success in dealing with gender-based violence cases, Mchunu said in the past week alone, 259 rape suspects were arrested.
“This week, we have also welcomed the arrest of a 58-year-old male educator on Monday afternoon, 31 March 2025, for an alleged rape incident of a 13-year-old female learner in the Capricorn District of Limpopo. The Educator has appeared before the Mankweng Magistrates Court and is facing a charge of rape.”
Police will continue to support the family and the victim through the Employee Health and Wellness unit, including any other aspects related to the case.
“We assure the affected family of our full support and commitment to this case,” he said.
On Saturday, the Ministry of Police assured members of the public that law enforcement is actively investigating two incidences involving the rape of minors in the Eastern Cape.
This was after the Ministry took note of calls on various social media platforms regarding the tragic violation of the two minors in two separate incidences in October and November last year.
In both incidences, the suspects have been identified and were arrested. – SAnews.gov.za

National Director of Public Prosecutions (NDPP), Advocate Shamila Batohi, has requested a report from the Eastern Cape Director of Public Prosecutions (DPP), Barry Madolo, on the judgement in the Timothy Omotoso case.
Timothy Omotoso and his co-accused, Lusanda Sulani and Zukiswa Sitho, were acquitted by the Gqeberha High Court of 32 serious charges, including allegations of rape, racketeering and human trafficking, on Wednesday.
In a stinging judgement, Judge Irma Schoeman noted that the prosecution’s cross-examination of the accused was “shallow and lacking the intention to uncover the truth” – leading to the acquittal as the prosecution did not prove their case beyond reasonable doubt.
National Prosecuting Authority (NPA) spokesperson Advocate Mthunzi Mhaga said Batohi would “carefully study the judgment when it is made available to the parties”.
“In the meantime, she has expressed her serious concerns about adverse findings made by the judge against the prosecution team, relating to the manner in which the prosecution was conducted.
“The NDPP has called for a transcript of the proceedings and will consider it in order to determine whether the criticism of the prosecution team is warranted. Depending on the outcome of this process, the NDPP, together with the DPP: EC [Eastern Cape], will decide on appropriate action,” Mhaga explained.
He added that the DPP in the Eastern Cape has also “indicated that the team will study the judgement and decide on whether to bring an application to appeal the judgement”.
Mhaga emphasised that the NPA has demonstrated commitment to the fight against gender-based violence (GBV) and sexual offences.
“The NPA has a world-class special unit called the Sexual Offences and Community Affairs Unit which is dedicated to dealing with sexual violence and related cases. The NDPP appreciates the public outrage expressed by many in response to the judgment in view of its devastating impact on the victims in this case, and the fight against the scourge of gender-based violence in the country.
“The NDPP is proud of the NPA’s track record in providing victim-centred and professional support to victims of gender-based violence, including through the national rollout of Thuthuzela Care Centres (TCCs) that for the past eight years have provided specialised support in almost 280 000 matters (or 34,600 matters per year).
“This recent judgement represents a travesty of justice that we cannot accept. The NDPP awaits the report from the DPP EC and will consider the next steps to ensure that this tragic outcome is dealt with swiftly and appropriately, based on the facts and the legal dimensions relevant to the judgement,” Mhaga concluded.
Meanwhile, Justice and Constitutional Development Minister Mmamoloko Kubayi, has expressed her deep concern regarding the manner in which the case of Timothy Omotoso and his co-accused was handled by the prosecuting team.
