South Africa calls for calm amid post-election tensions in Mozambique

South Africa calls for calm amid post-election tensions in Mozambique

South Africa has reiterated its call for calm and restraint following post-election protests in Mozambique.

International Relations and Cooperation Minister, Ronald Lamola, told a media briefing on Tuesday, that on 6 November 2024, he had spoken with his Mozambican counterpart, Minister Verónica Macamo, and discussed the current security situation in Mozambique following the recent general elections.

“South Africa expresses concern at the outbreak of incidents of post-electoral violence and regrets the loss of lives and destruction of property. We once again reiterate the call made by various leaders in Mozambique to the law enforcement agencies to investigate these incidents and bring the perpetrators to justice speedily.

“We reiterate our calls for calm and restraint, to allow the electoral process to conclude successfully, and to give the Constitutional Court of Mozambique time and space to address the concerns raised by all parties and validate the election results in accordance with its mandate,” Lamola said.

As a member of the Southern African Development Community (SADC), South Africa played a key role in the SADC Electoral Observer Mission (SEOM), which monitored Mozambique’s presidential, legislative, and provincial elections on 9 October 2024.

The SEOM, led by former President of Zanzibar, Dr Amani Abeid Karume, was composed of 53 observers from 10 SADC countries.

A total of 17 169 239 Mozambicans were registered to vote, including 333 839 in the diaspora, yet only 7464,822 turned out on election day, yielding a voter turnout of 43%.

In a preliminary statement, Dr Karume noted the late amendment to Mozambique's Electoral Law, which impacted voter education.

Despite this, the SEOM Preliminary Statement concluded that, “the SEOM observed that the pre-election and voting phases of the 2024 Presidential, Legislative, and Provincial Elections were professionally organized, conducted in an orderly, peaceful, and free atmosphere”.

The Preliminary Statement further identified areas for improvement following the Mozambican elections.

Following the announcement of the preliminary results, President Cyril Ramaphosa emphasised the need for calm, urging respect for legal procedures in resolving election disputes.

“South Africa, therefore, believes that the SADC Principles and Guidelines Governing Democratic Elections remain the viable set of norms to support the delivery of regular, free, fair, and credible elections in the SADC Member States,” the Minister said.

Looking ahead, South Africa welcomes the upcoming SADC Extraordinary Organ Troika Summit and SADC Extraordinary Summit on November 20, 2024, in Zimbabwe.

These meetings, preceded by sessions of senior officials and ministers starting on 15 November, will focus on recent political developments in the region, including elections in Mozambique, Botswana and Mauritius. – SAnews.gov.za

Nyusi’s Commitment to Peaceful Transition Sets Example for Mozambique and Africa

Location: News

In a powerful demonstration of democratic integrity, Mozambique's President Filipe Nyusi has pledged to step down amid the country's ongoing political crisis, promising a peaceful transfer of power to President-elect Daniel Chapo. This commitment, a rare decision in a region where political transitions are often marked by strife, is a significant move for Mozambique and a message for African leaders facing similar pressures. Nyusi's actions, aimed at reinforcing democracy and stability, echo the sentiment expressed by U.S. Vice President Kamala Harris following a contentious election, emphasizing the critical role of peaceful transitions in sustaining democracy.

Nyusi's decision comes at a crucial time. Mozambique's recent election has been fraught with accusations of voter intimidation, ballot inconsistencies, and alleged interference, which have fueled unrest and raised doubts about the credibility of the electoral process. Opposition protests have erupted in response, with clashes breaking out between demonstrators and security forces. As the situation escalates, Nyusi's decision to step down offers the possibility of restoring public trust in Mozambique's democratic institutions, demonstrating that democratic principles can prevail even under intense political scrutiny.

The gravity of this moment in Mozambique's political journey cannot be understated. Historically, African leaders have often clung to power by altering constitutions or manipulating elections, leading to stagnation and, in some cases, internal conflict. The aftermath of prolonged political battles can be devastating, as seen in Zimbabwe and Côte d'Ivoire, where contested elections led to violence and economic hardship. By pledging to transfer power peacefully, Nyusi breaks from this pattern, underscoring a culture of governance that values institutional integrity, stability, and public trust over personal ambition.

This pledge aligns with Mozambique's recent strides toward democratic reform and economic restructuring. Over the past few years, the country has made notable progress in building a foundation for growth by increasing transparency and establishing frameworks for development. Yet, these gains hinge on political stability, and Nyusi's peaceful transfer of power is critical in sustaining these reforms. By ensuring continuity, he allows President-elect Chapo to inherit a stable environment to address the pressing economic and social issues that face the nation. Economic disparity, insurgency in the north, and internal divisions will require focused attention, which would be difficult to achieve in an atmosphere of continued political conflict.

Nyusi's move is also pivotal for regional stability. Mozambique's role in southern Africa makes its stability critical for neighboring countries. Political instability in Mozambique risks not only stalling its own progress but also destabilizing the broader region. In southern Africa, where democratic challenges are ongoing in countries such as Zimbabwe and South Africa, Nyusi's decision sets a powerful precedent for peaceful power transitions, strengthening democratic norms that benefit the entire region. His choice demonstrates that a leader's commitment to the nation's future can eclipse personal political ambitions, offering an example that other leaders might follow to foster peace and democratic integrity in their own nations.

Yet, Nyusi's commitment to a peaceful transition does not come without its challenges. As opposition groups continue to contest the election outcome, clashes with security forces raise concerns about ongoing unrest. The Southern African Development Community (SADC) has called an emergency meeting to address the post-election turmoil, underscoring the potential risks to national and regional stability. While political accountability is central to democratic engagement, the opposition's continued protests pose the risk of prolonged instability. Precedent across Africa has shown that when political actors resist peaceful power transitions, it often leads to violent and economically devastating consequences. By supporting a calm transition, opposition leaders have an opportunity to contribute to the nation's stability and help Mozambique move forward.

The legacy Nyusi leaves is one rooted in democratic values, with his choice to step aside standing as a testament to his respect for Mozambique's future and for the rule of law. In a world where populism and authoritarianism are on the rise, Nyusi's actions serve as a reminder that leadership should prioritize the health of the nation over the ambitions of the individual. His decision may inspire future Mozambican leaders and those across the continent to uphold democratic values and approach governance as a service to the people. By respecting the limits of power, Nyusi sets an enduring standard for African leadership, reminding both current and future generations of the value of putting the nation's stability and democratic integrity above all else.

As Mozambique navigates this transition, it has a chance to model responsible governance and maintain the trajectory of democratic reform. Nyusi's actions have set Mozambique on a path that, if followed, could allow the nation to emerge from this period of uncertainty stronger, more united, and more stable. For Mozambique, for the region, and for Africa as a whole, Nyusi's decision holds lessons that underscore the power of leadership dedicated to the democratic process and the well-being of the nation over individual gain.

Godongwana lauds GNU for working well

While there might be a difference of opinion on how to address the myriad of challenges facing South Africa, the Government of National Unity (GNU) agrees on the strategic task of fiscal consolidation.

Addressing the RMB-Sunday Times post-Medium Term Budget Policy Statement (MTBPS) dialogue, Finance Minister Enoch Godongwana said while working on the budget, there was a unity of purpose on fiscal consolidation, although parties in the GNU may disagree on the pace of the fiscal consolidation.

"Doing the budget under the GNU was easy. We have the Minister’s committee on the budget. The three major budgets are represented there. There was not a single descending voice because we agree on the strategic task of fiscal consolidation.

“We are working very well [together]. We may differ on some issues but on substantive matters, we are on the same page. Despite what the analysts say, the GNU will be here for five years because there is a commitment with those in government to make it work and deliver,” the Minister said on Thursday in Cape Town.

Godongwana delivered the first MTBPS on Wednesday to Parliament since the GNU was established in the seventh administration.

“In the run up to the elections, our society was fractured. We needed to build a unity of purpose, and I think we have achieved that. The positive sentiment that has come out as a result of the GNU is quite impressive,” the Minister said.

Growing the economy

Godongwana emphasised that South Africa’s big challenge was growing the economy.

“If we had a growing economy, we would solve the issues of unemployment, poverty and the problem of debt. If we had a growing economy, we would have the capacity to service the debt. South Africa has to refocus on growing the economy. We have had a growth problem for more than a decade,” the Minister said.

To strengthen efforts to grow the economy, National Treasury has identified four pillars to lift the economy to a higher and more inclusive growth path.

The strategy is anchored on four pillars:
•    Creating a conducive environment based on maintaining macroeconomic stability;
•    Implementing structural reforms;
•    Supporting growth-enhancing infrastructure; and
•    Building State capability.

National Treasury has forecast a real Gross Domestic Product (GDP) growth of 1.1% in 2024 domestically.

This is lower than the estimate of 1.3% in February. Over the medium-term, growth is forecast to average 1.8%.

“This underscores the need for higher inclusive growth to meet the aspiration of a better life for all. Pillar one is about a stable, transparent and predictable macroeconomic framework that creates a conducive environment for businesses and households to save, spend, invest and grow.

“The second phase will also introduce new focus areas that seek to strengthen local government, harness digital infrastructure and integrate urban environments to make cities more efficient.

“Pillar three is about effective infrastructure investment, to boost economic activity and enable higher growth over the medium term,” the Minister said.

Government is also implementing initiatives like early retirement, not to merely reduce the size of the workforce, but also to introduce younger talent to the public service.

“This is part of building a capable, ethical and developmental government. We will be harnessing digital infrastructure to roll out critical systems in the provision of service delivery,” the Minister said.

These initiatives include:
•    Digitising and simplifying the application and disbursement process for social grants;
•    Broadening access to employment pathways;
•    Rolling out digital identification documents;
•    Building a centralised and accessible website for all government services; and
•    Digitising health records management for the rollout of National Health Insurance. - SAnews.gov.za

Government anchors economic growth strategy on four key areas

Government anchors economic growth strategy on four key areas

Over the medium term, government will anchor its economic growth strategy on four key areas in order to support inclusive growth.

This as Finance Minister Enoch Godongwana announced in the Medium Term Budget Policy Statement (MTBPS) speech that economic growth projections have been revised down from 1.3% to 1.1%.

Godongwana delivered the MTBPS speech in Parliament on Wednesday.

“[Our] fiscal strategy sets to out to achieve the fiscal sustainability needed to support inclusive economic growth.

“It carefully weighs competing demands, making the necessary trade-offs between what is most urgent and what must wait given the fiscal constraints. The strategy also supports critical social services and addresses the significant fiscal and economic risks that lie ahead,” he said.

The four key pillars are:

  • Maintaining macroeconomic stability
  • Implementing structural reforms
  • Building state capability
  • Supporting growth-enhancing public infrastructure investment.

“Pillar one is about a stable, transparent and predictable macroeconomic framework that creates a conducive environment for businesses and households to save, spend, invest and grow.

“The National Treasury has the responsibility for oversight and implementation of the macroeconomic policy framework. Anchoring inflation expectations is important for our macroeconomic policy framework, and this what the Reserve Bank is responsible for.

“To strengthen this framework, we continue to work on assessing the suitability of monetary policy targets, and to improve the levers of macroeconomic policy coordination,” Minister Godongwana said.

The second pillar is aimed at the implementation of structural reforms and accelerating Operation Vulindlela.

“These will continue to strengthen the economy to be more productive and internationally competitive, accelerate inclusive economic growth and foster much-needed job creation.

“The first phase of Operation Vulindlela provides tangible evidence that structural reforms can reduce economic bottlenecks. It also demonstrates that government can collaborate effectively with business for the collective good,” he said.

In terms of supporting growth-enhancing infrastructure, Godongwana said this is about “effective infrastructure investment, to boost economic activity and enable higher growth over the medium term”.

“In this regard, we are implementing reforms that will create conditions to attract greater private sector participation. The reforms include mobilising significant private sector financing and technical expertise to augment the limited public sector capacity and capability.

“We are amending the PPP [Public Private Partnership] regulations to simplify requirements for undertaking these projects. The amended Treasury Regulation 16 will be published before the end of November for implementation in 2025/26. The Municipal PPP Regulations 309 will be finalised by June next year.

“We are establishing dedicated capacity to plan, prepare and design programmes that will generate a credible pipeline of projects that can be taken to the market,” he said.

Pillar four, according to the Minister, seeks to “build a capable state that delivers a reasonable and reliable standard of public service that will foster the necessary environment for more growth and jobs”.

“For this reason, additional funding is proposed for Parliament and the Office of the Chief Justice, mostly to enhance operational capacity in the running of these important institutions. With the Local Government Elections due in 2026, funds have been set for the Independent Electoral Commission to conduct smooth elections.

“Additional funding for the South African Revenue Service is proposed. This is to help the organisation build on its successes by driving programmes to enhance the efficiency of revenue collection, whilst enhancing compliance and facilitating legitimate trade,” he said. – SAnews.gov.za

The Mozambican Constitutional Council is expected to validate and proclaim the electoral results in the next 14 days.

The Presidency said on Sunday that, based on the preliminary results, President Ramaphosa offered his warm congratulations to President-Elect Daniel Chapo and his party, FRELIMO.

President Ramaphosa commended the people of Mozambique for their active and enthusiastic participation in the elections, especially women who constituted 53 percent of the voters.

Similarly, President Ramaphosa applauded the CNE for the professional way in which they conducted the elections.

“The President notes that these elections are historic since they were held 32 years following the signing of the General Peace Agreement (GPA), which brought an end to the civil war and introduced multi-party democracy in Mozambique,” said the Presidency.

It said President Ramaphosa has expressed concern about the ongoing post-election violence and the deaths of Elvino Dias and Paulo Guambe and other people who have lost their lives.

The President conveyed his deepest condolences to the Government of the Republic of Mozambique and the families of the deceased.

“President Ramaphosa reiterates the call made by various leaders in Mozambique to the law enforcement agencies to speedily investigate these incidents and bring the perpetrators to justice.

“Furthermore, President Ramaphosa calls for calm and restraint and urges all the disaffected parties to exhaust the established legal remedies to resolve their election grievances,” said the Presidency.

President Ramaphosa remains committed to strengthening the historic and fraternal relations between South Africa and Mozambique as well as consolidation of peace and security to enable the country to fully realise its potential for development. – SAnews.gov.za

SA, Russian Presidents meet ahead of significant BRICS Summit

By Neo Bodumela

Kazan, Russia: President Cyril Ramaphosa has on Tuesday afternoon held a bilateral meeting with his Russian counterpart, President Vladimir Putin.

The meeting was held on the sidelines of the XVI BRICS Summit in Kazan, Russia.

“We continue to see Russia as a valued ally, as a valued friend who supported us right from the beginning, from the days of our struggle against Apartheid…up until now.

“So, we are really delighted to be here and to know that we are going to have very important discussions here in Kazan, within the BRICS family,” President Ramaphosa said.

He told the Russian delegation at the meeting that since the last BRICS Summit held in South Africa last year, the country has held elections and formed a Government of National Unity.

“We have formed a Government of National Unity following our elections in May of this year. We will have time…to talk more about that and inform you how that whole process of governing South Africa with a number of other partners is evolving as we have sought to unite the country, to stabilise the country politically,” he said.

The President added that the South African delegation was enthused to be at the BRICS Summit.

The delegation includes Minister in the Presidency Khumbudzo Ntshavheni, International Relations and Cooperation Minister Ronald Lamola, Minister of Trade, Industry and Competition Parks Tau and Defence and Military Veterans Minister Angie Motshekga.

“We would like to congratulate you for…being the President of BRICS having taken over from us. As South Africa we are sure that we will be able to chair our summit so that BRICS and the enlarged BRICS body can continue growing.

“We also do look forward…to the Summit itself, to participate with all other countries under your leadership and deal with matters that are of great importance in geo-political terms and everything that is happening around the world and also, the matters that have to do with trade and climate change [and] with peace and security,” President Ramaphosa said.

The expanded BRICS now covers 43% of the world's population, 32% of the world's land area, around 35% of global GDP and 20% of world exports and provides opportunities to develop mutually beneficial cooperation that contributes to the sustainable growth and development of South Africa.

The leaders of Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa and the United Arab Emirates will meet for the first time since new members were invited to join BRICS during the Johannesburg II BRICS Summit of 23 August 2023.

During the Summit, BRICS leaders will reflect on the status of mutually beneficial BRICS cooperation, regional and global economic and political developments as well as global governance reform. - SAnews.gov.za

Improved sentiment is rooted in real economic progress – President

Location: News

Improved sentiment is rooted in real economic progress - President

With just over 100 days since the members of the Government of National Unity were sworn into office, President Cyril Ramaphosa says the county has witnessed a marked increase in confidence in the direction of the country.

In his weekly newsletter, the President noted that South Africans across various sectors were increasingly supporting government’s efforts, which is reflected in recent opinion polls.

One of the polls conducted by Ipsos revealed that the proportion of participants who believe the country is on the right track has doubled since the last surveys were conducted in April and June this year.

“There is also rising confidence in our country’s economic growth prospects by business and local and international investors. This was evident in the engagements I recently had with business leaders in Beijing and New York, and that Deputy President Paul Mashatile had with business leaders in London,” the President said.

In September, the Bureau of Economic Research and Rand Merchant Bank published its first Business Confidence Index since the formation of the new administration. It pointed to “cautious optimism” about improving business conditions in key economic sectors. It said improved electricity supply and political certainty following the elections had likely contributed to this improved business confidence.

“Sentiment is more than a ‘warm and fuzzy’ feeling. It is made possible by real developments in the economy and the country. Business confidence goes beyond discussion in boardrooms and conference halls.

“It is about the interest that is shown in our economy by all investors, both local and offshore. Sentiment has a direct impact on people’s lives as it can manifest itself in increased investments that can result in job creation,” the President said.

President Ramaphosa stressed that this rising confidence would have a tangible impact on the country’s fiscal health.

“Improved investment sentiment will benefit our country’s fiscus. A stronger economic outlook will improve South Africa’s credit rating, which in turn will facilitate greater access to global capital markets and lower our borrowing costs.

“When we spend less money on debt servicing costs, government has more space to increase its expenditure on building public infrastructure and providing education, healthcare, basic services and social support,” the President said.

President Ramaphosa noted that improved sentiment had strengthened the currency, lowering the cost of imports like oil, which in turn reduces fuel prices and the overall cost of living for South Africans.

“Increased business confidence attracts higher levels of private investment in the economy. When investors are more optimistic about their business prospects, they are more likely to invest more capital and expand their existing operations. Improved confidence also encourages the start-up of new businesses.

“More business activity creates more jobs and opportunities for our people. As businesses grow, they need to hire more employees and are able to increase wages,” the President said.

President Ramaphosa explained that when people feel secure in their jobs and income, they spend more, boosting economic activity and increasing government revenue.

He attributed the improved sentiment to the successful transition to the new administration, which enjoyed broad support and ongoing reforms that were addressing key economic and social challenges.

Another key development has been the country’s successful efforts to resolve the energy crisis.

“The country has had more than 200 days without load shedding. This has made a considerable difference to the lives of citizens and the operations of businesses. This work has also unlocked unprecedented levels of investment in the energy sector,” President Ramaphosa said.

Reforms in the logistics sector were also gaining momentum, with improvements in the operational performance of the nation’s port and rail networks. These advances are expected to boost not only economic activity but also the everyday lives of South Africans.

While President Ramaphosa acknowledged that economic growth has yet to accelerate, he expressed optimism that the government was laying a solid foundation for long-term progress.

“It is still early days for the Government of National Unity. The growth of our economy is still to pick up pace. However, a firm foundation is being laid, our growth prospects are being revised upwards and we are heading in the right direction,” the President said.

The President concluded by emphasising the importance of maintaining this momentum.

“It is clear that the improved confidence of the South African people and the positive sentiment among investors are well-founded.

“Our task now is to work together to further encourage hope and optimism by making a real and substantial difference in the lives of all South Africans," he said. – SAnews.gov.za

Lamola calls on African leaders to help end wars on the continent

Location: News

Lamola calls on African leaders to help end wars on the continent

While the media glare is on the Russia-Ukraine war - the genocide in Palestine, the conflict in Sudan, the war in the eastern Democratic Republic of Congo, and conflicts in the Sahel are as good as footnotes.

These are the comments from the Minister of International Relations and Cooperation, Ronald Lamola, who expressed concern that not enough attention is being given to conflicts in Africa.

“We must take up our responsibility as Africans to help end these wars. We should work with external and international friends who act bona fide to end the war. Admittedly, this is not easy.

“The presence of unconventional participants on both sides, including mercenaries, foreign volunteers, special forces, and paramilitary squads, has made Africa a place for proxy wars,” he said of Friday.

Lamola delivered a keynote address at the Mapungubwe Institute for Strategic Reflection (MISTRA) Conference in Sandton.

The Minister used his platform to reiterate South Africa’s commitment to the maintenance of international peace and security, promotion of human rights and sustainable development.

He said he was concerned that it was now easier to fund wars than to support development, adding that economic, financial, and cyber warfare, as well as artificial intelligence, have been “weaponised” and used on a large scale.

Lamola told delegates that the world was in a “grievous interregnum, and transitioning to the new is that dangerous”.

“We are experiencing a proverbial ‘crisis moment’ in world affairs, which could easily become a ‘moment of calamity’.

“In this dangerous geopolitical moment, the champions of the liberal international order generally refuse to accept any notions of decline and would resist any attempt to emerge an alternative, least of all one from the Global South.”

Meanwhile, he stressed that geopolitical rivalry over people’s suffering was serious.

“This is most evident in Sudan, where the conflict has created a humanitarian catastrophe unlike any other.”

However, he believes that South Africa’s elections beckons hope for democracy and that the way the Government of National Unity (GNU) was formed is a model for democracy worldwide.

“There comes a time when it is not absolute power that defines us but our collective ability to resolve our challenges and build a foundation of new frontiers for future generations.”

Middle East

The Minister is of the view that the world is witnessing the making of a post-Cold War, with all the hallmarks that it could become an “unimaginable hot war”, with the Middle East as its centre point.

“Turbulence, anarchy and combustion are the order of the day.”

He believes that the Middle East crisis is becoming a proverbial shift in the global balance of power in front of our very eyes.

“What started as plausible evidence of ‘genocide against the people of Palestine’ is now transforming into a real regional war that will have long-lasting ramifications for global peace and the economy and Africa in particular.”

Lamola pointed out that those who were once at the heart of multilateral order are now at the forefront of undermining them.

These, he said, include strategic pillars such as the Bretton Woods Institutions, the United Nations, and the General Agreement on Tariffs and Trade.

“Imagine what the reaction of the world would be if an African State declared the United Nations Secretary-General a persona non grata like Israel did.”

This is after Israel’s Foreign Minister, Israel Katz, announced on X that he had declared the United Nations Secretary-General, António Guterres, persona non grata or banned from setting foot in Israel.

“[The] Russia-Ukraine war, the genocide against Palestinians, trade wars that result in greater challenges in the global economy, and wars raging in Africa, with our continent becoming the theatre for proxy battles, all point to this moment of deep global crisis.”

He said BRICS was determined to play this counter-balancing role for the development of the Global South.

BRICS originally consisted of Brazil, Russia, India, China, and South Africa. It has since expanded to include Ethiopia, Iran, Egypt, the United Arab Emirates, and others.

“After the 2023 expansion, especially to members from the MENA [Middle East and North Africa] region, BRICS is a real force to be reckoned with.

“We will ensure that it does not take its eyes off the peaceful settlement of disputes, the transformation of global multilateral institutions, development finance, and the agitation for a more equitable global order.” – SAnews.gov.za

Deputy President concludes working visit to the United Kingdom

Deputy President Paul Mashatile has on Friday concluded his weeklong working visit to the United Kingdom.

The Deputy President was in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and woo investors following his travels to Ireland.

“The purpose of the visit was to identify new trade and investment opportunities to grow the South African economy in partnership with the United Kingdom,” the Presidency said in a statement.

Some of the areas of interest he touched on during his engagement include government’s strategic priorities in several sectors including trade, investment, skills development, science, innovation, tourism and the Just Energy Transition.

“Following the successful conclusion of elections in both countries, the establishment of new governments allowed for reaffirming bilateral relations at all levels for the two strategic partners,” the statement read.

During the working visit, the Deputy President engaged with representatives from several organisations. These include Bloomberg Media, Brand South Africa, the London Stock Exchange, Investec, Standard Bank, JP Morgan, Citibank, Goldman Sachs and the South African Chamber of Commerce.

The talks also focused on showcasing South Africa as an investment destination of choice, by highlighting investment opportunities in the country.

He stressed the stability of South Africa’s political landscape as a result of the newly established Government of National Unity (GNU) and highlighted its significant demonstration of democracy at work and how it can serve as a model for other democracies around the world.

The Deputy President also had an opportunity to deliver an address on South Africa’s upcoming G20 Presidency, set to commence on 1 December 2024, at the University of London’s School of Oriental and African Studies (SOAS).

“The Deputy President affirmed that the country will advocate for the needs of developing nations, to place Africa’s development at the forefront of the global agenda.”

The Deputy President met with British government leaders including the Deputy Prime Minister Angela Rayner, the Secretary of State for Energy Security and Net Zero Ed Miliband, and Secretary of State for Foreign Affairs, Commonwealth and Development David Lammy.

He further paid a courtesy visit to Prince Edward, His Royal Highness the Duke of Edinburgh.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating a positive look. Our alliance is based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, and be useful in sustaining the GNU administration for five years,” said the Deputy President.

The Deputy President was accompanied by the International Relations and Cooperation Minister Ronald Lamola, the Minister of Small Business Development Stella Ndabeni-Abrahams, the Minister in the Presidency responsible for Planning, Monitoring and Evaluation Maropene Ramokgopa and Minister of Public Works and Infrastructure Dean Mcpherson.

He was also with the Deputy Minister of Agriculture Rosemary Capa, the Deputy Minister of Finance Dr David Masondo, Deputy Minister in the Presidency Kenneth Morolong and the Deputy Minister of Trade, Industry and Competition Andrew Whitfield. – SAnews.gov.za

SA marks World Population Day in Mahikeng

South Africa is today commemorating World Population Day 2024 which highlights the crucial role of inclusive data in creating a future where everyone’s rights and choices are acknowledged and respected.

The Department of Social Development, in collaboration with the United Nations Population Fund (UNFPA), North West Provincial Department of Social Development and North West University, is marking the day in Mahikeng under the theme: “Embracing the Power of Inclusive Data Towards a Resilient and Equitable Future for All”.

World Population Day is commemorated annually across the globe on 11 July to raise awareness on the urgency and importance of global population and development issues.

“South Africa’s belated commemoration of this year’s World Population Day was occasioned by the national general elections and the transition to the 7th administration under the Government of National Unity,” the department said.

The 2024 World Population Day coincides with the celebrations of the 30 years of freedom and democracy in South Africa and the International Conference on Population and Development (ICPD).

Through the implementation of the ICPD Programme of Action, South Africa has made significant progress in improving the quality of life for ordinary citizens. Over the last three decades, South Africa has made significant improvements in demographic data collection through Stats SA.

According to the 2022 Census projections, the South African population grew to 62 million people, increasing from 51.7 million in 2011. This represents an average annual growth rate of 1.8% between the two periods, which is the largest since 1996. Census 2022 was the fourth census since the advent of democracy, with the other three being conducted in 1996, 2001 and 2011.

“To build capacity and institutionalise knowledge on population and development issues, the Department of Social Development collaborates with many organisations, including the North West University, which currently offers a Post Graduate Diploma in Population and Policy Analysis.

“Currently in its tenth year, the flagship training programme is targeted at government, civil society planners, managers and researchers who work in the population and development policy domain, across the African continent,” the department said.

As this year’s commemoration coincides with the International Day of Older Persons, which is driven mainly by significant improvements in life expectancy over the last 30 years, the seminar will also focus on South Africa’s ageing population and its implications. – SAnews.gov.za

KZN government intervenes in uMdoni Local Municipality

Decisive measures to address the governance and service delivery challenges in the uMdoni Local Municipality have been announced by KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) MEC, Thulasizwe Buthelezi.

Buthelezi is committed to improving service delivery, strengthen governance and enhance accountability within KwaZulu-Natal’s local government.

He met with the full council on Monday to communicate the Provincial Executive’s decision to intervene in the municipality under section 154(1) of the Constitution.

This follows extensive engagements with the municipality and community members aimed at restoring stability.

Section 154(1) mandates national and provincial governments, through legislative and other measures, to support and strengthen the capacity of municipalities to manage their own affairs and to exercise their powers and functions.

Buthelezi said he believed that the section 154(1) intervention, guided by the Provincial Executive, will provide the municipality with enhanced support from the provincial government.

He announced that a local government specialist, Dhanpalan Devaraj Naidoo, will be appointed to guide the municipality through its current challenges.

Naidoo brings 30 years of experience in local government, having served as a Municipal Manager in the Ugu District for eight years and in uMdoni Local Municipality for another eight years.

The MEC said Naidoo’s expertise is expected to be invaluable in stabilising the municipality.

“Naidoo is a seasoned local government specialist whose wealth of experience is unquestionable. We believe his expertise will be crucial in stabilising the municipality.

“uMdoni is a key tourism hub that should exemplify good governance, sound financial management, and efficient service delivery. This is what ratepayers want to see,” Buthelezi said.

The MEC also noted that the local government specialist will support the council without undermining its powers and responsibilities.

The Provincial Executive’s decision to intervene has been welcomed by all parties in the council, who have pledged to work together with the specialist to ensure the municipality’s stabilisation.

Suspension of senior officials commended

Meanwhile, Buthelezi, has commended the suspension of five officials, including the Chief Financial Officer and Supply Chain Management Director, following financial misconduct allegations in the run-up to May 2024 elections.

The officials were placed on suspension on Friday, pending the outcome of the investigation.

“The suspensions send a strong message in restoring a culture of good governance and consequence management in the department,” Buthelezi said. – SAnews.gov.za

Submissions sought on reform of the electoral system

Submissions sought on reform of the electoral system

The Electoral Reform Consultation Panel has extended its call for submissions from the public and organisations (including political parties or prospective independent candidates) on the reform of the electoral system for the National Assembly and Provincial Legislatures to 31 October 2024.

Section 23 of the Electoral Amendment Act of 2023 provided for the establishment of the Electoral Reform Consultation Panel (ERCP) “to independently investigate, consult on, report on and make recommendations in respect of potential reforms of the electoral system for the election of the National Assembly and the election of the Provincial Legislatures, in respect of the elections to be held after the 2024 Elections”.

These recommendations are for the 2029 National and Provincial Elections.

South Africa’s electoral system for National and Provincial Elections is derived from the Electoral Act of 1998, as recently amended by the Electoral Amendment Act of 2023, to allow for the inclusion of independent candidates.

Successive South African elections since 1994 have used a party list proportional representation electoral system, in terms of which members of the National Assembly and Provincial Legislatures are elected from the lists submitted by political parties to the Electoral Commission of South Africa (IEC).

The National Assembly in May 2024 approved the appointment of nine experts in the fields of academia, law, governance and election administration to undertake the process of consultation and produce a report with recommendations of possible electoral systems by 31 May 2025.

The  Electoral Reform Consultation Panel has adopted an initial six guiding principles for evaluating proposed electoral systems for South Africa.

These principles draw on the country’s founding values set out in section 1 of the Constitution to establish a multi-party system of democratic government, based on accountability, responsiveness and openness to uphold values of human dignity, non-racialism, non-sexism, and the achievement of equality.

The six guiding principles are: inclusivity, fairness, accountability, simplicity, electoral manageability and transparency.

“As part of its function to consult and its duty to conduct a public participation process on its work, the ERCP hereby invites members of the public to make written submissions for its consideration,” the panel said in a statement.

The panel will also hold extensive public consultations, which will later lead up to the production of a report, which must be submitted to the Minister of Home Affairs by 31 May 2025 and be tabled before Parliament within 30 days for its consideration.

“The ERCP respectfully calls and requests members of the public, as individuals or through organisations to which they belong, to make submissions on why, how and whether the current South African electoral system should be reformed, changed or even replaced with another one,” the panel said.

The period for written submissions has been extended to 31 October 2024.

All the submissions should be addressed to Advocate Richard K Sizani, the Chairperson of the Electoral Reform Consultation Panel and may be forwarded in any of the following ways:

1. Delivered by hand to House 1, Ministry of Home Affairs, 909 Arcadia Street, Hatfield, Pretoria.

2. Delivered by hand to the nearest Home Affairs office.

3. Mailed to Electoral Reform Consultation Panel at Private Bag X114, Pretoria, 0001.

4. Emailed to ERCP@dha.gov.za.

The public may follow the Electoral Reform Consultation Panel on social media on the following handles:

Deputy President assures Ireland of SA’s  commitment  to ‘enabling environment’ for business

Deputy President assures Ireland of SA’s  commitment  to 'enabling environment' for business

Deputy President Paul Mashatile has assured Ireland that South Africa is committed to creating an enabling business environment that attracts investment, spurs economic development, and creates jobs.

“We understand the significance of collaboration with countries like Ireland, which share our values and aspirations for a better future. As a country, we want to enhance our exports of value-added goods and services to Ireland,” the Deputy President said on Friday.

This as the Deputy President undertook a working visit to Ireland to reinforce South Africa’s historic and warm bilateral relations with the nation where he is also expected to meet his Irish counterpart, Prime Minister Simon Harris.

READ | Mashatile undertakes working visits to Ireland and the UK

Speaking at the South Africa-Ireland Forum, the country’s second-in-command said the nation’s focus was on understanding the potential for growth in the global economy.

“It is our responsibility as leaders in our various regions to cultivate an environment that promotes entrepreneurship stimulates innovation and propels inclusive prosperity.”

The Deputy President said he was pleased that the two countries already trade in food and beverages.

“However, I must admit that the global pandemic has hindered our trade partnership, leading to only modest progress. We must identify measures to expedite international investment. I strongly believe that there is significant potential to significantly increase the volume and value of various products, including those that are manufactured,” he added.

He told businesspeople that there were many reasons to invest in South Africa, including the fact that the country has had political stability and peaceful elections since 1994.

“We emerged from a peaceful election and formed a Government of National Unity (GNU). All parties in the GNU pledge to uphold the 10 fundamental principles.”

These, he said, include respect for the Constitution, non-racialism, social justice, human dignity, nation-building, peace and stability, accountability, evidence-based policy, a professional developmental public service, and integrity.

The Deputy President also said South Africa prides itself on quality infrastructure and logistics, the largest presence of multinationals in Africa, a well-developed and diversified manufacturing base.

In addition, he pointed out that the country also has a lucrative emerging market, favourable market access to the global market, an innovation and technology hub, abundant natural resources, Africa’s leading financial hub, a young labour workforce, and excellent quality of life.

He also told potential investors that several South African key science and technology innovations and achievements emerge from our home soil.

He mentioned the Kreepy Krauly automatic pool cleaner, CAT scan, Q20 lubricant, Pratley Putty and Smartlock Safety Syringe.

Government interventions

Shifting his focus on the South Africa’s Economic Recovery Plan and projects like Operation Vulindlela, which he said were a collaborative effort to expedite the implementation of economic and structural reforms, are aimed at stimulating job creation and development.

To ensure the rapid expansion of energy generation capacity, he stated government’s various interventions including the announcement of a further 6800 MW of solar PV and wind power being procured through Bid Windows 5, 6, and 7.

“Future windows will procure an additional 3000 MW of gas and 513 MW of battery storage. The government has boosted private sector participation in energy generation by removing the 100MW National Energy Regulator of South Africa (Nersa) licence threshold, a game-changing announcement for the industry.

“It should also be noted that the Hydrogen Economy has been identified as a potential game changer for South Africa,” he explained.

In addition to the investment opportunities in the energy space, he said the nation wishes to explore cooperation for investment projects in sectors such as food tech, global business services, film, fintech and infrastructure in Ireland.

He believes that South Africa can benefit from Ireland’s expertise in the technplogy sector as the country is currently attracting a lot of back-office service operations from foreign companies.

“However, foreign companies from Ireland have been slow in relocating operations to South Africa.
“This engagement presents an opportunity to reverse this trend. In terms of fintech, there is a lot of capital available in Ireland that could boost South Africa’s innovative fintech. Furthermore, the film industries of both countries could benefit from enhancing cooperation in the film space could benefit both countries film industries.”

He urged Ireland to assist South Africa with the successful implementation of the projects, with the provision of requisite skills in these sectors. – SAnews.gov.za
