Merck Foundation (www.Merck-Foundation.com), the philanthropic arm of Merck KGaA Germany, in partnership with the First Ladies of Africa, proudly announced the Winners of their Merck Foundation Africa Media Recognition Awards 2024 under the categories “More Than a Mother” and “Diabetes and Hypertension”. 

The Awards Ceremony was conducted virtually to honor and celebrate the outstanding contributions of all the winning media professionals. The winners were warmly acknowledged by Senator Dr. Rasha Kelej, CEO of Merck Foundation and President of the “More Than a Mother” campaign. 

Senator, Dr. Rasha Kelej expressed, “I am truly happy to announce the winners of our Media Awards, together with my dear sisters, The First Ladies of Africa, who are also the Ambassadors of the Merck Foundation ‘More Than a Mother' Campaign. This year, we are delighted to celebrate 125 outstanding winners from 36 countries. It brings me joy to see such impressive participation not only from across Africa but also from several Asian and Latin American countries. Congratulations to all our incredible winners! 

It is a true pleasure to welcome you all as Merck Foundation Alumni. Let's continue to work together to raise awareness about critical social and health challenges, be the voice of the voiceless, and create culture shift in our communities.” 

Merck Foundation Media Awards launched in 2017, are announced annually, with over 640 Winners from 52 countries celebrated to date. 

The theme of the “More Than a Mother” Media Awards is to raise awareness about important social issues like: Breaking Infertility Stigma, Supporting Girl Education, Women Empowerment, Ending Child Marriage, Ending Female Genital Mutilation and/or Stopping Gender-Based Violence. The theme of the “Diabetes and Hypertension” Media Awards is to Promote a Healthy Lifestyle and raise awareness about prevention and early detection of Diabetes and Hypertension.  

The Merck Foundation CEO also launched the Call for Applications for the 2025 Media Awards. “I am pleased to invite entries for the Merck Foundation Media Recognition Awards 2025 – “More Than a Mother” & “Diabetes and Hypertension”, in partnership with the African First Ladies. Chris Hani remembered as a martyr whose sacrifice shaped South African democracy

Deputy President Paul Mashatile has hailed the late Chris Hani as a revolutionary leader and a revered freedom fighter, whose assassination in April 1993 marked a pivotal moment in South Africa’s transition to democracy.  

Delivering the keynote address at the 32nd anniversary of Hani’s assassination commemorative event, held in Sabalele Village, Cofimvaba - Hani’s birthplace in the Eastern Cape, Mashatile reflected on Hani’s legacy and the sacrifices he made for South Africa’s democracy. 

Hani, the former Chief of Staff of Umkhonto weSizwe, was gunned down outside his home in Dawn Park, Boksburg, by radical right-wing Polish immigrant Janusz Waluś, who was released on parole in 2022. 

Despite attempts by his killers to incite civil war, the Deputy President said Hani’s death united the nation in its pursuit of freedom, culminating in the country’s first non-racial elections on 27 April 1994. 

“Today, the world has come to know Martin Thembisile as Chris Hani, a revolutionary, a commissar, a leader, a parent, a husband, and a martyr, whose blood and sacrifices cleared the way to the 1994 historic political breakthrough,” he said on Thursday. 

The Deputy President highlighted Hani’s contributions to the armed struggle, his leadership in the Umkhonto Wesizwe Liberation Movement, and his unwavering commitment to justice and equality. 

He praised Hani’s bravery, recounting his role in the Luthuli Detachment, where he led soldiers across the crocodile-infested Zambezi River and struck fear into the apartheid regime. 

Mashatile also emphasised Hani’s vision for a better South Africa, rooted in principles of social justice.  

“We must never allow the rhetoric which suggests that democracy is the worst form of government, and that apartheid was better than a democratic state. 

“Nor must we allow some of us as beneficiaries of this huge sacrifice of many fallen martyrs, like Chris Hani, to discredit democracy through shameful deeds like corruption, stealing from the State and the poor, killing for positions, and fighting to access positions for selfish interests.”

The country’s second-in-command said Hani believed that societal progress should focus on providing basic needs, such as shelter, water, healthcare, and education rather than abstract theories.  

“Our reality is that we are not exactly where Chris Hani would have liked us to be as a nation,” Mashatile admitted, pointing to persistent poverty, underdevelopment, and inequality in former homeland areas. 

The Deputy President used his platform to call for urgent action to address issues, such as gender-based violence (GBV), unemployment, and corruption, which he said undermine the sacrifices of struggle heroes like Hani.  

He urged South Africans to work together to build a more equitable society and economy, while also diversifying trade partnerships to reduce dependence on specific markets. 

Mashatile announced plans to elevate the annual commemoration of Hani to a national event, focusing on development, heritage, and the values Hani stood for. 

This year’s initiatives include the construction of a sports facility at a local school in Sabalele and the repatriation and reburial of liberation combatants. 

“Chris Hani did not die in vain. We must honour his name not only with words but with work, compassion, and bold, urgent action. Let this moment remind us that the struggle is not over,” Mashatile stressed. 

The commemoration served as a call to action for South Africans to continue fighting corruption, underdevelopment, and inequality and to build a nation that reflects the vision of heroes like Chris Hani. 

Government of National Unity

The Deputy President also used his platform to touch on the Government of National Unity (GNU) in South Africa, which faces several challenges. 

The GNU comprises 10 political parties, each with differing perspectives on various issues, the diversity of which, he said, can lead to disagreements and difficulties in reaching consensus.

“What we need to understand about the GNU is that we may have different views on issues, but once an agreement has been reached, we must all speak with one voice. This was also the case with Chris Hani; he had a strong view about the armed struggle, and when the ANC was prepared to engage in negotiations, the leadership decided to drop it, which he opposed.”

Home Affairs minister to address the Electoral Reform Consultation Panel

The Minister of Home Affairs, Dr Leon Schreiber, is scheduled to deliver the opening address at the two-day international conference of the Electoral Reform Consultation Panel (ERCP) to be held at the Emperors Palace in Boksburg, Ekurhuleni.

The ERCP was appointed in 2024 with a mandate to independently investigate, consult on and report on and make recommendations in respect of potential reforms of the electoral system for the election of the National Assembly and the election of the provincial legislatures, in respect of the elections to be held after the 2024 elections.

The conference will bring together political parties, elected representatives and key stakeholders including a range of civil society groups who have engaged with the ERCP in their public consultations and will include presentations by local and international experts on the topic of electoral reform and the implications of different options. 

The conference will include an opportunity for the ERCP to share its initial findings and the preliminary options identified in the course of public consultations to provide an opportunity for public engagement on the models that have been identified. 

The conference represents the final stage of public engagement as it considers its final recommendations to Parliament. – SAnews.gov.za

Hlabisa launches public consultations for ward delimitation process

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has launched a series of public consultations aimed at facilitating the ward delimitation process in Mpumalanga.

Hlabisa officially launched the Municipal Demarcation Board’s (MDB) public consultation process for the 2025 Ward Delimitation.

The event, held in Mbombela, Mpumalanga, on Thursday, marked the beginning of engagements with communities nationwide regarding the adjustment of municipal ward boundaries, in preparation for the 2026 Local Government Elections (LGE).

The Ward Delimitation Process plays a crucial role in enhancing democracy by ensuring that municipal ward boundaries accurately reflect demographic changes, promote fair representation, and foster effective local governance. 

Public participation is essential to empower communities to influence how they are represented in local government, ensuring that public policies and initiatives reflect the diverse needs, values, and perspectives of the communities they serve.

Delivering a keynote address, Hlabisa encouraged communities to actively participate in these discussions.

The Minister reflected on the impact of ward delimitation on the lives of communities, as it is also a transformative opportunity for communities. 

Hlabisa believes that the timely conclusion of this process is also integral to the success of the next Local Government Elections. 

The Minister called for all stakeholders to provide the Municipal Demarcation Board with maximum support, to ensure the success of this process within the agreed timeframe.

According to the department, Section 154 of the Constitution stipulates that, if the electoral system includes ward representation, the delimitation of wards must be conducted by an independent authority appointed in terms of, and operating according to, procedures and criteria prescribed by national legislation. 

The MDB is the independent authority tasked with defining municipal boundaries and overseeing community consultations with support from CoGTA and other relevant stakeholders.

“I urge us all to consider the impact that effective spatial planning and demarcation have on the lives of our citizens and the prosperity of our communities. This is important because while Municipal Wards are the smallest, they are critical units of local governance. They are the foundation upon which we build inclusive and effective systems for local governance,” Hlabisa said. 

Hlabisa also stressed the significance of recognising that the delimitation of municipal wards is not merely a technical task, but “a transformative opportunity to strengthen democracy, promote inclusivity, and enhance service delivery.” 

According to the Minister, the municipal wards serve as the fundamental building blocks of local government and spaces, where citizens directly engage with elected representatives and where community needs are identified and discussed. 

“Wards reflect the diversity of our cities and towns, serving as microcosms of their respective communities. For these reasons, we should strive to ensure that ward delimitations foster improved social cohesion among our communities,” he added. 

The Minister called on everyone, including the youth, people in traditional areas, and other community structures across the country, to become active participants in the process set to finalise the wards ahead of the LGE. 

“The social cohesion will result from the connectedness, solidarity, and shared goal of ensuring democracy in action through the ward delimitation process. This will result in the community feeling empowered and included in deciding and finalising the wards. 

“This will foster trust emanating from the engagements with communities through the public consultation process.”

The event focused on redefining municipal wards and the building blocks for inclusive and efficient local governance. 

The gathering kick-started with public consultations for the nationwide ward delimitation process.
The public consultations will occur in all provinces, from April to June 2025. 

The department believes that the success of the process depends on the nationwide maximum participation of our communities.

By the end of October 2025, the MDB will hand over the wards to the Electoral Commission of South Africa (IEC), in preparation for the 2026 LGE.

The speakers at the event emphasised that the ward delimitation process is democracy in action as it will see all South Africans given an opportunity to have a say on how their wards will be configured.

The outcome of the ward delimitation process will be the municipal ward boundaries, which accurately reflect demographic changes and foster effective local governance. – SAnews.gov.za

How Women Political Leaders Are Beating the Odds in Eastern & Southern Africa

Progress in women's representation in politics globally has been slow. Women's representation in parliaments in Africa increased by one point from 2021 to 2024, shifting the total from 25% to 26%. “At this rate, it will take Africa until the year 2100 to achieve gender parity in its parliaments. But this assumes a linear progression, which is unlikely given the fact that generally after countries achieve the 30%-mark, progress slows down,” says Gram Mutenga, Regional Head of Programmes at International IDEA. In November 2024, UN Women and the International Institute for Democracy and Electoral Assistance (International IDEA), supported by the European Union, hosted the WYDE Women's Leadership Initiative regional dialogue in Johannesburg, South Africa. The programme brought together more than 50 women political leaders from East and Southern Africa for three days of exchanging ideas, sharing lessons and best practices, and networking.

One of the participants, Lioness Sibanda, holds the prominent position of Secretary General of a political party in Eswatini. She is tirelessly fighting for democratic reforms while mentoring the next generation of female leaders: “Eswatini has deep-rooted cultural and religious practices that still hold to the belief that a woman cannot be in the forefront or stand in front of men and tell them what to do. I have done a lot of work in terms of contributing to the struggle for women's rights in Eswatini, but because I am a woman, I am not taken seriously." Sibanda added that her work as a politician is mainly recognized by leaders of organizations advocating for democratic reform, and it remains challenging to persuade voters about the benefits of electing women into office.

Another challenge women political leaders face is violence, which includes tech-facilitated gender-based violence. Sibanda knows this reality well as she reveals that she must constantly be on the lookout for threats to her life. UN Women's data, based on five national surveys across Asia and Arab States, reveals that up to two-thirds of women elected in local government experience violence, yet less than 20% file formal complaints. Reiterating this issue, Hazel Gooding, UN Women Deputy Representative for the South Africa Multi-Country Office said, “We know that violence against women in politics weakens democracy by silencing voices and deterring future leaders. It is our collective duty to protect them, for instance by enacting and enforcing laws, providing victim support, protection and access to justice, training law enforcement officials, advocating to change minds and social norms.”

Betty Milgo, Secretary General for Persons with Disabilities in Kenya's ruling party, is also a teacher and disability rights advocate. Her journey into politics has not been an easy one: "My community is patriarchal and many don't understand the types of disabilities that exist, including albinism," she explains. Milgo emphasized that women politicians urgently need increased visibility and institutional support to promote their participation in politics. 

For women like Motamma Horatius, a politician from Botswana who also attended the dialogue, the slow progress comes at a high cost. For five years, she was at the helm of one Itumeleng Ward as the Councillor. She recalls one of the biggest challenges she faced in her career as running for office while pregnant. “I had to wear extra-big dresses to conceal my pregnancy, on the campaign trail to avoid being viewed as a weak link. Culturally, they would say a pregnant woman will not manage. I won primary elections without them knowing that I was pregnant,” says Horatius.

Immediately after winning the elections, she gave birth but only took two weeks' leave as media articles scrutinized her absence. “I gave birth via C-section, and days later, there was already an uproar. ‘Where is she? She has abandoned her voters. She cannot serve,' these were some of the statements in the media. Two weeks post-partum, I was on the campaign trail again, this time for the general elections,” she recalls. These experiences shed light on the numerous systemic barriers unique to women politicians and aspiring candidates. These challenges are rooted in deeply ingrained social and cultural norms that dictate certain expectations for women's behaviour and impose restrictions on what they can and cannot achieve.

When asked what women political leaders want and need, Horatius, Milgo, and Sibanda shared similar perspectives. They underscored the importance of robust mental health support systems to help navigate the unique pressures of public life, particularly the pervasive violence against women in politics. Equally crucial is the need for comprehensive training and education programs to equip women with the skills and confidence to excel in leadership roles.

Building on these insights, participants of the Regional Dialogue identified additional strategies to enhance women's and youth participation in leadership and decision-making. These include providing financial support and fostering economic independence for women and youth candidates, challenging restrictive social norms through education and advocacy campaigns, ensuring balanced media coverage, and amplifying the visibility of female role models. Finally, capacity building through training and mentorship, as provided under the WYDE Women's Leadership initiative, was recognized as essential, alongside addressing intersectional challenges and actively combating violence against women in politics. Only by tackling these barriers collectively can the political landscape evolve to enable and empower women leaders.

SA expresses concern over rising tensions in South Sudan

The South African Government has expressed deep concern over rising tensions in South Sudan, especially following the arrest of First Vice President, Dr Riek Machar, last Wednesday.

“We call upon all stakeholders in South Sudan to prioritise a peaceful resolution to the crisis.

“We further urge all parties to the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) to create the necessary conditions for the effective implementation of the agreement,” said International Relations and Cooperation Minister, Ronald Lamola. 

According to the BBC news outlet last week, an armed convoy led by senior security officials, entered the residence of Machar in the capital city of Juba and disarmed his bodyguards. 

The report stated that Machar was detained along with his wife, Angelina Teny, who serves as the country’s Interior Minister.

“In solidarity with the people of South Sudan, the department said the South African Government emphasises the necessity of collective efforts aimed at concluding the transitional period and ensuring the holding of inclusive elections by 2026, as mutually agreed upon by all stakeholders to have a democratic and peaceful end to the transitional period,” the department added. – SAnews.gov.za

SADC’s withdrawal from DRC not a sign of abandonment of peace efforts

Deputy President Paul Mashatile has reiterated that the Southern African Development Community’s (SADC) decision to withdraw the SADC Mission in the DRC (SAMIDRC) should not be interpreted as a sign of defeat or abandonment of peace efforts.

“However, it should be seen as a confidence-building measure to ensure peace and stability in the eastern DRC,” the Deputy President told the Members of the National Council of Provinces (NCOP) in Parliament, Cape Town on Thursday. 

Two weeks ago, SADC announced its decision to withdraw the SAMIDRC force from eastern DRC, opting for a phased withdrawal.

Reports indicate that leaders from the 16-nation SADC have lost at least a dozen soldiers in the eastern DRC since January of this year. 

Locally, 14 members of the South African Defence Force (SANDF) lost their lives, and several others sustained injuries as fighting in the Goma region intensified between 23 and 27 January. 

These soldiers were part of the SAMIDRC, which aims to help restore peace, security, and stability in Africa’s second-largest country.

Deputy President Paul Mashatile told Members of the NCOP that South Africa remains committed and supportive to ongoing peacekeeping efforts on the continent in line with the country’s foreign policy vision of a “prosperous and peaceful continent”. 

“South Africa’s contribution to peace and support operations should not be measured in isolation. As the country participates through missions, mandated and authorised by multilateral institutions such as United Nations and SADC,” he explained. 

However, he acknowledged that the recent death of 14 “brave” SANDF soldiers in the DRC is a clear indication of these challenges. 

Deputy President Mashatile sent his deepest condolences to the families of the deceased SANDF soldiers and wished the injured a speedy recovery. 

The second commander-in-chief stated that South Africa welcomes the appointment of former President Kgalema Motlanthe, who will join a panel of former presidents tasked with mediating peace in eastern Democratic Republic of the Congo (DRC). 

This decision to include Motlanthe was made during a virtual joint summit of the SADC and the EAC on Monday. 

“We welcome the recent progress and commitments made by EAC-SADC, and we also welcome the government of DRC and Rwanda’s commitment to an immediate and unconditional ceasefire. 

“The President and I will also continue interventions in South Sudan, to try and avert the return to full-scale war and holding of peaceful elections.”

The questions presented before him covered issues related to government’s plans to deliver quality water services to communities across all provinces and the progress achieved in facilitating the settlement of outstanding land claims. 

Water

On ensuring quality and reliable water delivery to communities, he stated that water is a fundamental human right as specified in Chapter 2 of the country’s Constitution.

“President Cyril Ramaphosa has established a Water Task Team, which I am chairing, working with Ministers and Water Authorities to provide clean water and sanitation services to all communities.

“In executing its task, the Water Task Team has been conducting outreach programmes, inspections, and oversight visits to assess challenges in communities affected by water supply challenges.” 

Land claims

He also addressed the issue of land claims, stating that the government’s commitment to finalising outstanding land claims remains a key priority.

“Over successive years, we have made good progress regarding the settlement of land claims and returning the land to those who were previously dispossessed. However, much more still needs to be done.”

To expedite land access and reform, he announced that the government is focused on concluding restitution cases. 

This includes prioritising old-order claims, which will lead to the transfer of secure and legally registered tenure to claimants along with settlement packages.

Meanwhile, he said R11.6 billion will be allocated over the medium term to settle about 844 land restitution claims, with R3 billion earmarked to allocate 138 000 hectares of land. – SAnews.gov.za

South Africa’s first democratic elections on 27 April 1994 signalled not only the end of the brutal system of apartheid, but also a change in the country’s international image.

The country’s struggle for liberation and reconciliation has shaped its identity and global standing. South Africa has positioned itself as a champion of international solidarity.

South Africa’s unique approach to global issues has found expression in the concept of Ubuntu. These concepts inform our approach to diplomacy and shape our vision of a better world for all.

This philosophy translates into an approach to international relations that respects all nations, peoples, and cultures. It recognises that it is in our national interest to promote and support the positive development of others.

As we celebrate our over 30 years of freedom and democracy, South Africa’s global repositioning can be seen with the strong strategic partnership with the European Union that is premised on values such as democracy, human rights and the rule of law.

Immediately after his release from prison thirty-five years ago, President Nelson Mandela, our first democratic President, travelled to the European Parliament to receive the Sakharov Prize for Freedom of Thought. This honorary award is the highest tribute given by the European Union (EU) to individuals who contributed to the fight for human rights.

During this visit, the former president, who is affectionately known as Madiba addressed the European Parliament and thanked the European countries for their contribution towards our fight for freedom. He also called on them to support us as we set about rebuilding the country and reversing the legacy of apartheid, which continues to be felt up to this day.

This visit marked the beginning of official relations between South Africa and the EU in pursuit of our national interests, especially to tackle pressing challenges we inherited under apartheid. In 1999 for instance, we became the first African country to sign a Free Trade Agreement (FTA) with the EU known as the South Africa-European Union (EU) Trade, Development and Cooperation Agreement (TDCA).

In 2007 we further deepened our relations through the adoption of the South Africa – EU Strategic Partnership Joint Action Plan. The plan is essentially a roadmap for cooperation in various key areas such as trade, climate change, science and technology as well as regional and global issues.  

The TDCA agreement has helped our country to integrate into the global economy and it established a Political Dialogue between South Africa and the EU at the Ministerial level. This high-level dialogue advances the EU-South Africa strategic partnership across key areas such as trade, energy, peace and security and multilateralism.

We are pleased that as we celebrate 30 years of democracy and thirty-five years since Madiba’s release and visit to the EU Parliament, our relationship with the EU continues to flourish and is mutually beneficial. South Africa remains the EU's key trade partner on the African Continent, and the EU as a bloc is South Africa's largest trading partner.

Total trade between South Africa and EU has increased by 44 percent over the past five years; recording an increase from R586 billion in 2019 to R846 billion in 2023. The EU accounts for 41 percent of total Foreign Direct Investment (FDI) in the country and over 2,000 EU companies operate in South Africa, supporting more than 500,000 direct and indirect jobs.

To further discuss shared priorities and foster stronger ties between South Africa and EU, in February this year, we successfully hosted the 16th Ministerial Political Dialogue. The Dialogue was co-chaired by the Minister of International Relations and Cooperation, Ronald Lamola and Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission.

During this dialogue, both parties reiterated their commitment to multilateralism, rules-based international order, and the centrality of the United Nations Charter. They agreed on the need to make the UN Security Council more representative, inclusive, transparent, efficient, democratic and accountable. They further discussed issues of trade and investment, along with greater mutual cooperation and reinforced bilateral relations between South Africa and the EU.

The dialogue also served as preparatory meeting for the EU-South Africa Summit which was held in South Africa on 13 March 2025. Our national priorities of reducing poverty, unemployment and inequality underpin our work at the SA-EU Summit. In line with commitments in the National Development Plan we engage with our EU counterparts to further grow our economy and develop our society.

The summit was also an opportunity to set new priorities for the Strategic Partnership, including in trade and investment, and to reinforce the shared values underpinning the partnership. During the summit, the EU announced a 4.7-billion-euro investment package to support mutually beneficial investment projects. The investment package covers areas such as critical raw mineral processing, green hydrogen, renewable energy, transport and digital infrastructure, local vaccine and pharmaceutical production, and resources for skills development.

The two parties further agreed to launch negotiations towards a Clean Trade and Investment Partnership to support the development of cleaner value chains for raw materials and local beneficiation, renewable and low carbon energy, and clean technology. Both parties committed to work together to address existing challenges in trade in animal and plant products. South Africa committed to find a solution to facilitate the imports of poultry from disease-free areas in the European Union into South Africa.

The Summit was also an opportunity for South Africa to influence international policies that could have an impact on our own economy. Both parties agreed to support a just, comprehensive, and lasting peace on conflicts around the globe including Ukraine, the Democratic Republic of the Congo and Palestine. This includes a need to reform the UN Security Council.  

Furthermore, the European Union expressed support for South Africa's G20 Presidency in 2025, and our hosting of the G20 Summit at the end of the year. The EU also pledged to strengthen the G20 Compact with Africa.

Government welcomes the visit by the EU leaders to the country and we are confident that the agreements signed will not only accelerate economic growth but will help South Africa eradicate the triple challenge of unemployment, poverty and inequality.

The Portfolio Committee on Higher Education has suspended planned discussions with the Central University of Technology (CUT) in Bloemfontein due to a breakdown in trust among senior management, unions, the Institutional Forum (IF) and the Student Representative Council (SRC). The decision follows an oversight visit that exposed severe governance failures, administrative disfunction and a campus environment that is not conducive to teaching and learning

CUT stakeholders unanimously decried the state of the institution during the Portfolio Committee on Higher Education's oversight visit. The IF, organised labour and the SRC said the CUT has serious administrative and governance issues, which is affecting staff morale and creating an environment that is not conducive to teaching and learning. University stakeholders also told the committee that the CUT registration process left much to be desired – many students could have been admitted but lost the opportunity due to the failure of IT systems.

Some of the allegations levelled against university leaders was that that the university has a serious shortage of academic staff members and the academic programmes is being run by part-time lecturers. In one faculty, for example, there are more part-time lecturers than full-time academic staff. The committee further said it is discouraging to note that CUT does not have an officially recognised SRC despite the fact that elections were held in August last year.

The committee Chairperson, Mr Tebogo Letsie, said that although the committee has postponed immediate engagement with CUT, it plans to revisit the university's challenges in the committee's programme next term. “We will schedule a dedicated hearing to dissect the root causes of this distrust. CUT's leadership must account for why stakeholder relations have deteriorated to this extent and how they intend to rebuild academic and operational stability,” added Mr Letsie.

Members of the committee were deeply concerned that the CUT did not have a recognised SRC. The committee cautioned against a growing practice in the sector where senior management in post-school education used the institution's resources to go after workers and students in the courts.

SA committed to advancing national unity

President Cyril Ramaphosa says since the advent of democracy, government have strived to build a society that recognises the injustices of the past while advancing reconciliation and national unity.

“That is why as a country we have chosen 21 March as an occasion to recommit ourselves to the advancement of human rights for all,” President Ramaphosa said.

In his weekly newsletter, President Ramaphosa said since the dawn of democracy, South Africans have been able to exercise their rights freely, and many know that they can approach the independent courts and the institutions supporting democracy if their rights are infringed or violated.

“We can be proud that South Africans are confident they have a voice and a say in how their country is run, demonstrated by the fact that we have held successive free and fair elections since 1994,” President Ramaphosa said.

President Ramaphosa said in South Africa today, all citizens, African, white, Indian and coloured, male and female, enjoy equal rights and freedoms that the state is obliged to uphold, protect and advance.

“In South Africa today, there are constitutional protections guaranteed to all racial, cultural and linguistic groups, including their right to enjoy their culture and to use their language.

“As South Africans we should therefore reject the politics of divisiveness that is emerging in many parts of the world. In particular, we should challenge the completely false narrative that our country is a place in which people of a certain race or culture are being targeted for persecution.

“We should not allow events beyond our shores to divide us or turn us against each other. Since the end of apartheid our country has been recognised globally for upholding human rights. The free flow of ideas and opinions are vital to democracy and to having a vibrant society,” the President said.

The President said even those with the most offensive views should know that in the democratic South Africa, and unlike in many other parts of the world, the constitution guarantees the right to freedom of expression, as long as it does not include incitement to violence or advocacy of racial and other hatred.

“Since we attained our freedom, South Africans have been steadfast in our solidarity with peoples everywhere who are facing persecution, discrimination and the violation of their rights.

“Human rights are universal and indivisible. As South Africa we stand in solidarity with all those whose right to lead lives of dignity are being undermined by conflict and war. As a country we will continue to repeat our call for a renewed global human rights movement so that the rights and dignity of all people should be upheld.

“As we reflect on the state of human rights in South Africa during this month, let us be proud of our achievements as a country. At the same time, let us recommit ourselves to working together to ensure our human rights culture is upheld and strengthened,” President Ramaphosa said.

South Africa commemorates National Human Rights Day on 21 March to remember the Sharpeville massacre, where apartheid police killed 69 peaceful protesters against the regime in 1960.

March 2025 marks over six decades since the painful events of 21 March 1960 where 69 lives were lost in the Sharpeville Massacre. The massacre came to be as a result of citizens choosing to protest against the then pass laws of the apartheid government. – SAnews.gov.za

Together with my dear sisters, the Africa's First Ladies, we are have enhanced the cancer care capacity in the continent by providing 194 scholarships to young African doctors from 32 countries, significantly increasing the number of oncologists in Africa. Merck Foundation in total provided more than 2100 scholarships to doctors from over 52 countries in 44 critical and underserved medical specialties.

The Merck Foundation Cancer Access Program provides One, two- and three-years fellowship, Post Graduate Diploma and Master Degree of oncology for doctors from Africa. The clinical training has been conducted in India, Egypt and Kenya. Additionaly, Merck Foundation also provides scholarships for 2 years online PG Diploma in Cancer and Clinical Oncology, 01 year online PG Diploma in Medical Oncology and 1 year online PG Diploma in Pain Management from reputed Universities in UK like University of South Wales, University of Buckingham, Queen Mary University of London, and Cardiff University.

Merck Foundation is establishing Multidisciplinary Oncology Care teams in many African countries by providing scholarships of clinical training in Medical Oncology, Surgical Oncology, Pediatrics Oncology, Gynecology Oncology, Breast Oncology, Haemato-Oncology, Orthopaedic Oncology, Palliative Care, Pathology Oncology, Radiation Oncology, Research in Oncology, Surgical Oncology - Genital Urinary System, Advanced Cytopathology Training, Interventional Radiology, Radiation Technician, Laboratory Technician, Oncology Nursing.

Merck Foundation through its Merck Foundation Cancer Access Program has provided 194 scholarships of Oncology to doctors from 32 countries including Botswana, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo Brazzaville, Democratic Republic of the Congo, Ethiopia, Gabon, Gambia, Ghana, Guinea, Kenya, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nepal, Niger, Nigeria, Rwanda, Sao Tome & Principe, Senegal, Sierra Leone, South Africa, Sri Lanka, Tanzania, Uganda, Zambia and Zimbabwe.

“In several of these countries, there wasn't even a single oncologist. We are proud to be making history in Africa by training the first oncologists and establishing the first cancer care teams in nations such as The Gambia, Sierra Leone, Burundi, Liberia, Guinea Conakry, Central African Republic, Chad, and Niger. Merck Foundation remains committed to transforming the landscape of cancer care across the continent and leading Africa toward a healthier future,” explained Senator Dr. Rasha Kelej.

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

The awards were announced by Senator Dr. Rasha Kelej, CEO of Merck Foundation and President of Merck Foundation ‘More Than a Mother' campaign, together with African First Ladies, who are also the Ambassadors of Merck Foundation ‘More Than a Mother' campaign.

Senator Dr. Kelej said, “I feel so elated to announce the winners of Merck Foundation's “More Than a Mother” and “Diabetes and Hypertension” Song Awards in partnership with my dear sisters, African First Ladies, who are also the Ambassadors of “Merck Foundation More Than a Mother”. Senator Rasha added, “I have always believed that music and art have the power to evoke emotions, which in turn inspire engagement and action. This belief led us to introduce our Song Awards in 2019. To date, we have celebrated close to 50 winners.

Moreover, we have produced over 30 songs and music videos to address many critical and sensitive issues across Africa.”

IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

The Electoral Commission of South Africa (IEC) Chief Executive Officer, Sy Mamabolo, has underscored the need for a responsible and inclusive approach to adopting new voting technologies.

The CEO was delivering remarks at the e-Voting Conference in Cape Town on Monday. The IEC is hosting a groundbreaking national dialogue on the future of voting in South Africa from 10 - 12 March 2025, at the Cape Town International Convention Centre.

This three-day conference will launch South Africa's first Green Paper on e-Voting, bringing together voices from across society to shape how South Africans might vote in future elections.

“While digitalisation is becoming more prevalent in our daily lives, we must acknowledge that some portions of our country continue to have limited access to broadband connectivity, particularly in rural areas. In our discussion here, let us not be oblivious that a significant number of South Africans still have limited access to technology. 

“Having said so, it is evident that the adoption of new technologies is apposite and necessary. We cannot be oblivious to the ever-present force that drives innovation and exposes us to new possibilities,” Mamabolo said. 

The conference, which seeks to shape public policy on e-voting, comes at a time when South Africa is undergoing a digital transformation across various sectors. The Vision 2030 roadmap of South Africa emphasises incorporating technology into business, education and governance. 

The country's burgeoning digital ecosystem is distinguished by developments in technology infrastructure driven by public and private sector partnerships. 

Mamabolo said the rapid growth of data analytics, artificial intelligence and digital infrastructure has transformed how most industries do business today and how ordinary folk converse. 

Global and African E-Voting Experiences

The CEO highlighted that countries such as Estonia, Switzerland, Brazil and India have implemented or tested e-voting systems, while others have paused or abandoned such initiatives due to concerns related to security, costs and reliability. 

In Africa, Namibia and the Democratic Republic of Congo have explored e-voting, but challenges have hindered widespread implementation.

Mamabolo noted that some of the common delays or factors halting the implementation of e-voting in many countries are largely related to security concerns and affordability. 

As a result, many countries have focused on digitalising aspects of the voting process (such as registration or information access) rather than implementing full-scale electronic voting systems and related technologies for their elections. 

“As much as the prospects for experimenting with e-voting systems and technologies can be exciting, we must also approach it with open minds and a sense of responsibility. 

“At the forefront of these challenges are questions of security and trust. We remain committed to our mandate to deliver uncompromised elections with utmost integrity, impartiality and accountability,” he said. 

Addressing security concerns and digital divide

Mamabolo further stressed that in an era where cyber threats are increasingly prevalent, ensuring the safety and security of an electronic voting system is paramount. 

“We must build systems that are resilient, secure, and able to withstand the threats of today and the future,” he said. 

Moreover, he urged that the digital divide must be urgently addressed. 

“As we indicate, South Africa is a country with varying levels of technological access. While urban areas may have reliable internet and a high rate of technological literacy, rural communities, and impoverished areas still face significant barriers to digital inclusion,” the CEO said. 

IEC's Preparedness and Public Engagement

The IEC has already integrated technology into its processes through initiatives such as an online voter registration system, which allows citizens to register or update their details remotely. 

“The Electoral Commission is already ahead of the curve when it comes to embracing the advent of technology. The Commission has implemented an online voter registration system that enables new voters to register and existing voters to update or alter their registration from the comfort of their own homes or anywhere. This online registration portal is not constrained by time and space,” the CEO said. 

The commission believes that engaging with the public and key stakeholders is essential to ensuring that any transition to e-voting is both transparent and widely accepted.

“As the Commission, we encourage conversations, discussions, and lively debates among South Africans from all walks of life on this matter, as we have seen happening in some social media platforms recently. Such national conversation is essential because elections are a public enterprise that belong to all citizens of our country,” he said. 

Prior work conducted on e-voting

As part of its commitment to facilitating informed decision-making, Mamabolo said the Commission always had e-voting in its line of sight, with electronic voting discussions having commenced back in 2013. 

The Electoral Commission has carried out several investigations into this subject, aiming to learn from the global experiences of countries that have either successfully or unsuccessfully tried to implement e-voting. 

It has explored issues such as available technologies, costs, security/reliability, public trust, existing tech infrastructure in SA and policy options, among others. 

It has identified the need for thorough public dialogue/discussions on the feasibility/potential benefits and risks. 

The IEC has compiled a Discussion Document based on findings from its 2023 research study on electronic voting, which explored prospects and potential challenges for e-voting in SA.

“The way forward for e-voting to be a viable solution [is that] it must be accessible to all South Africans regardless of their location or socio-economic status. That is why our discussions here must be comprehensive, aiming to address all blind spots and ultimately provide fit-for-purpose solutions for all South Africans,” Mamabolo said. 

Looking ahead

The IEC has not yet determined whether e-voting will be proposed to Parliament but aims to lead a comprehensive discussion on its feasibility. 

To this end, the commission will launch a series of nationwide workshops and public consultations, gathering insights from citizens and stakeholders. Mamabolo said the feedback will be used to refine the Discussion Document, which could eventually inform a National Green Paper on e-voting.

South Africans are encouraged to participate in the conversation through various platforms, including email submissions, social media engagements, and public discussions.

Commission opens dialogue on viability of electronic voting in SA

The Electoral Commission is expected to start a public conversation about the prospect of electronic voting, or e-voting, during South African elections. 

To launch the public debate and discussion on the subject, the commission will host a three-day e-voting conference in Cape Town from 10-12 March 2024. 

This conference will serve as a pivotal platform for initiating a public conversation about the possibility of introducing electronic voting sometime in the future. 

The conference is based on research commissioned by the Commission and undertaken by the Human Sciences Research Council (HSRC). 

The research study produced a discussion document which navigates all crucial aspects related to electronic voting and implications for South Africa. The discussion document will be launched at the conference. 

The key components of the discussion documents include the following: 

• A country review of electronic voting including those countries currently using poll-site technologies as well as those who use internet voting. This includes countries that introduced electronic voting but subsequently abandoned it.

• Key insights from the legislative review indicate that in the event electronic voting is adopted then there would a necessity for legislative amendments. 

• Lessons from two roundtables, which were conducted with academics and representatives of blind persons.

• Lessons from key informant interviews that were conducted with civil society organisations and election management bodies.

• Views which were solicited through a public opinion survey.

• An overall outline of the findings of the studies conducted.

IEC CEO Sy Mamabolo said the conference will serve as a significant opportunity for South Africans to shape the future of voting in the digital world. 

“It is part of the statutory purview of the commission to conduct research with a view to improving the quality of elections. We must investigate new approaches to improve the electoral process, voter experience, accessibility and enable cost savings," Mamabolo said.

“Some of the research findings indicate that there is no common understanding of what e-voting entails. This conference aims not only to reflect on possibilities for implementing e-voting but also to drive common understanding and knowledge of the subject among South Africans. 

“We encourage further conversations and lively debates among South Africans from all walks of life as we have seen happening in some social media platforms recently,” he said. 

The conference will bring together political parties, members of the Portfolio Committee on Home Affairs, corporates in the ICT sphere, government officials, research and development institutions. 

Representatives of some countries which have implemented electronic voting are also confirmed for participation in this conference. This includes Estonia, the Democratic Republic of the Congo and Namibia.

Telecommunications and network connectivity service providers will share current and future developments in the digital ecosystem space. 

Furthermore, the conference will include an expo where technology companies will display and demonstrate some of the available e-voting technologies and provide participants with a sense of how these technologies can be intuitively operated. 

After the launch of the discussion document at the conference, it will be posted on the Electoral Commission digital platforms including on the website. – SAnews.gov.za

President Cyril Ramaphosa and his Mozambican counterpart, President Daniel Chapo, have reaffirmed their commitment to strengthening the diplomatic, political and economic relations between South Africa and Mozambique.

President Ramaphosa received President Chapo for a meeting at his official residence, Genadendal, in Cape Town on Tuesday.

The two leaders held discussions aimed at deepening cooperation and strengthening state institutions. President Chapo was recently inaugurated President of the Republic of Mozambique, which is a close partner and immediate neighbour of South Africa.

Speaking about the significance of the engagement, President Ramaphosa said he came together with his counterpart to continue strengthening the bonds that already exist between the two countries.

“We came together to continue strengthening the bonds between our two countries and in many ways how we can turn a new page of cooperation at a political, diplomatic and economic level and how we can entrench political stability in Mozambique following the elections. And also, how we can create a conducive environment for businesses to operate in both countries,” President Ramaphosa said.

The discussions also focused on Mozambique’s internal political stability, with President Chapo expressing optimism about the ongoing efforts to engage with opposition parties.

“We are here to explain that our situation in Mozambique is good and now we are working. Tomorrow, we will meet with the opposition to sign an agreement on talks we are going to have about the many issues impacting our country including discussions on our electoral laws. We are also here to talk about how we can grow our economy,” President Chapo said.

The relationship between South Africa and Mozambique is rooted in a shared historical struggle against apartheid and colonialism. This bond is further enriched by familial connections and cultural similarities that unite the two nations.

Currently, it is estimated that South African companies have invested between R155 billion and R175 billion, creating more than 42 000 job opportunities.

Several key South African companies recently established the South African Chamber of Commerce, promoting trade and investment between the two nations. Mozambique is also a vital energy security partner for South Africa.

The bilateral meeting gave effect to President Ramaphosa’s commitment in the 2025 State of the Nation Address that South Africa will leverage its international relations to advance the well-being of humanity; strengthen trade relations around the world and leverage strong and diverse global alliances to make South Africa’s economy more resilient. – SAnews.gov.za

Through their Cancer Access Program, Merck Foundation is is building quality and equitable cancer care capacity in Africa.  

Senator Dr. Rasha Kelej, the CEO of Merck Foundation, highlighted, “At Merck Foundation, we mark World Cancer Day not just as a single day, but as a our continued commitment to transform and advance cancer care in Africa.  

Together with my dear sisters, the Africa's First Ladies, we are have enhanced the cancer care capacity in the continent by providing 194 scholarships to young African doctors from 32 countries, significantly increasing the number of oncologists in Africa. We are making history together by providing these important scholarships for the first oncologists and /or the first cancer care teams in many countries across Africa.”  

Merck Foundation in total provided more than 2100 scholarships to doctors from over 52 countries in 44 critical and underserved medical specialties.  

The Merck Foundation Cancer Access Program provides One, two- and three-years fellowship, Post Graduate Diploma and Master Degree of oncology for doctors from Africa. The clinical training has been conducted in India, Egypt and Kenya. Additionaly, Merck Foundation also provides scholarships for 2 years online PG Diploma in Cancer and Clinical Oncology, 01 year online PG Diploma in Medical Oncology and 1 year online PG Diploma in Pain Management from reputed Universities in UK like University of South Wales, University of Buckingham, Queen Mary University of London, and Cardiff University. 

Merck Foundation is establishing Multidisciplinary Oncology Care teams in many African countries by providing scholarships of clinical training in Medical Oncology, Surgical Oncology, Pediatrics Oncology, Gynecology Oncology, Breast Oncology, Haemato-Oncology, Orthopaedic Oncology, Palliative Care, Pathology Oncology, Radiation Oncology, Research in Oncology, Surgical Oncology - Genital Urinary System, Advanced Cytopathology Training, Interventional Radiology, Radiation Technician, Laboratory Technician, Oncology Nursing. 

Merck Foundation through its Merck Foundation Cancer Access Program has provided 194 scholarships of Oncology to doctors from 32 countries including Botswana, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo Brazzaville, Democratic Republic of the Congo, Ethiopia, Gabon, Gambia, Ghana, Guinea, Kenya, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nepal, Niger, Nigeria, Rwanda, Sao Tome & Principe, Senegal, Sierra Leone, South Africa, Sri Lanka, Tanzania, Uganda, Zambia and Zimbabwe.  

“In several of these countries, there wasn't even a single oncologist. We are proud to be making history in Africa by training the first oncologists and establishing the first cancer care teams in nations such as The Gambia, Sierra Leone, Burundi, Liberia, Guinea Conakry, Central African Republic, Chad, and Niger. Merck Foundation remains committed to transforming the landscape of cancer care across the continent and leading Africa toward a healthier future,” explained Senator Dr. Rasha Kelej.  

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.  

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.  

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.  

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

Merck Foundation (www.Merck-Foundation.com), the philanthropic arm of Merck KGaA Germany, announced the Winners of Merck Foundation Africa Research Summit (MARS) Awards 2024, in partnership with International Federation of Fertility Societies -IFFS, Africa Reproductive Care Society - ARCS, Manipal University and African Union Scientific Technical Research Commission to recognize African Researchers for their valuable research work and contribution to empowering women and youth in STEM in Africa with special focus on ‘The Role of Scientific Research in Women Health and Reproductive Care'.

Senator Dr. Rasha Kelej, CEO of Merck Foundation and Chairperson of Merck Foundation Africa Research Summit - MARS expressed, “Since 2016, I have taken immense pride in recognizing the achievements of our MARS Awards winners. This year, we honor Six Winners in two categories: ‘Best African Women Researchers Awards' and ‘Best African Young Researchers Awards.'

These awards celebrate their significant contributions to research, particularly highlighting the efforts of African women researchers, who remain underrepresented in this field. Abstracts are invited from final year African PhD students and young investigators involved in research related to either of the following topics:

1) Women's Health

2) Infertility and Reproductive Health

All applicants should be primarily based at African Research Institutes and Universities, although collaboration within Africa as well as outside is also welcome.

Seychelles Participates in the 46th Ordinary Session of the Executive Council in Addis Ababa, Ethiopia

Minister Sylvestre Radegonde, Minister for Foreign Affairs and Tourism led the Seychelles delegation at the 46th Ordinary Session of the Executive Council, taking place from 12th to 13th February in Addis Ababa at the African Union Headquarters.

In his intervention on the Permanent Representatives Committee Report, Minister Radegonde expressed Seychelles' sincere appreciation for the donation of USD 200,000 towards the country's recovery efforts following the disasters of December 2023. The Minister touched on the importance of the blue economy for Seychelles, stating that it is more than a concept– it is a conduit for innovation and diversification, while ensuring the preservation of our rich marine environment. He also recognised that the Continent is a distance from achieving the targets set out in Agenda 2063 and that all parties need to collectively work together to maximise the impact of continental projects.

Minister Radegonde also cast Seychelles' votes during the election of four Commissioners of the African Union Commission. Representatives from the Kingdom of Eswatini, the Republic of South Africa, Federal Republic of Nigeria, and the Republic of Ghana were elected.

On the margins of the Executive Council Meeting, Minister Radegonde met with H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, Emigration, and Expatriate Affairs of the Arab Republic of Egypt. The two Ministers discussed the strengthening of bilateral relations in key areas of cooperation, notably tourism, healthcare, investment, and trade. They agreed to pursue these endeavours through knowledge-sharing practices, capacity building and exchange of experts between the two countries.

Minister Radegonde reiterated Seychelles' strong interest in concluding the visa waiver agreement for diplomatic and official passport holders.  He also stressed the need to conclude the negotiations for ordinary passport holders to further cement the people-to-people relations between the Seychelles and Egypt. The Egyptian Minister also took the opportunity to present, once again, Dr. Hanan Morsy, the Egyptian candidate for the position of Deputy Chairperson of the African Union Commission, for the elections to be held during the Assembly of the Union on 15th February 2025.
