President Cyril Ramaphosa today convened ministers and senior business leaders under the Government Business Partnership. The partners agreed to fast-track the implementation of key structural reforms and support performance improvements at Transnet and Eskom through an accelerated delivery plan and an intensified phase of the Partnership's ongoing efforts to expedite delivery on priority interventions vital to economic growth and job creation.

The partnership believes that this acceleration is necessary to achieve a step-change in progress in response to difficult economic headwinds. Focus will remain on improving Eskom's Energy Availability Factor (EAF) and unblocking delays in new generation capacity to ensure a continued reprieve from load shedding. Work is underway to resolve grid access and allocation bottlenecks that hinder new generation projects. Whilst Transnet's performance is not at the level required, it has stabilised and there is a significant focus on growing volumes which will increase exports and revenue collected to support economic growth and preserve and grow employment.

Expediting reforms and performance improvement is crucial to reducing the possible negative impact of the complex global and domestic environment, which continues to present substantial challenges and uncertainty. GDP growth projections for 2025 have been revised down, and current forecasts remain far below the minimum 3% required to create the level of jobs needed to make an impact on the country's high levels of unemployment.

The Government Business Partnership, established in 2023, is focused on accelerating crucial reforms and operational improvements to lift confidence levels and to drive economic growth in four priority areas: energy, transport and logistics, crime and corruption, and youth employment (the latter added in January 2025).

President Cyril Ramaphosa said: “Through the strength of this partnership, we have been able to unlock many constraints that undermine growth and job creation. While there is much to improve, the dedication and commitment from both government and business remains undiminished. The pace of our work must increase to match the scale of the challenge.”

Important progress has been made to lay the groundwork for sustained accelerated action, including the finalisation of the Transnet Network Statement, the launch of a Request for Information (RFI) to attract private investment in port and rail infrastructure, and NERSA's approval of electricity wheeling regulations. These reforms enable broader private sector participation in energy and transportation and logistics. Both the crime and corruption and the youth employment focal areas are largely tracking against their plans which have a longer-term time horizon.

In line with this commitment to focused execution, the Partnership welcomed the launch of the second phase of Operation Vulindlela, which has a delivery focus that closely aligns with the Partnership's objective of more rapidly accelerating reforms and operational improvements that will drive growth and job creation.

Adrian Gore, BUSA Vice President and business co-convenor of the Partnership, said: “We are entering this accelerated execution “sprint” with a real sense of urgency. Progress has been made, but it's not enough. This requires a step change in the pace of decision making and execution. We need to redouble our collective efforts to help shift the country onto a sustained upward trajectory and deliver on our shared ambition of a virtuous cycle of growth, jobs, a more positive narrative and increased investment.”

Eskom issues tender to accelerate renewable energy deployment

Eskom has issued a call for proposals from experienced companies to establish renewable energy businesses to expedite the deployment of renewable energy solutions.

According to the statement released on Tuesday, Eskom will evaluate applicants based on several criteria, including a demonstrated history of successfully establishing a renewable energy company and the number of public-private partnerships (PPPs) and special purpose vehicles (SPVs) that have created tangible projects.

The evaluation will also look at expertise in the independent power producer (IPP) business model and financial structuring, technical capabilities, and knowledge of the sector.

This evaluation process aims to select firms that can effectively contribute to Eskom’s renewable energy initiatives.

The State utility announced that the new subsidiary aims to operate independently from the main Eskom entity, enabling better governance, improved market competitiveness, and enhanced PPPs.

“Agility and efficiency are at the heart of preparing for a competitive marketplace and ensuring we serve our current and future customers with the electricity supply solutions they require,“ said Eskom’s Group Chief Executive, Dan Marokane.

Marokane stated that Eskom is now one year into its turnaround strategy.

This strategy aims to not only end load shedding but also transform the utility into a sustainable and competitive company while ensuring a secure supply of electricity.

“To make a meaningful impact in the renewables space, we recognised that the most cost-effective way to do this is to bring in at the start some new skills, thinking and expertise to set our Eskom teams up for success in the business, so through knowledge transfer we can execute strategic initiatives in a competitive market faster and more efficiently. The creation of our renewable energy business also forms part of Eskom’s focus both in this country and internationally to identify the latest developments and strategies to reduce carbon emissions and other air pollutants,” he explained.

Eskom said it was committed to maintaining a balanced and diversified energy mix.

This includes utilising existing coal and nuclear power, introducing gas for baseload power, and incorporating renewable energy sources.

In addition, Eskom aims to implement energy storage systems, such as battery energy storage systems (BESS) and pumped hydro, to ensure overall security of supply and sustainably meet the growing electricity demand in South Africa.

The utility said it has an executable initial pipeline of at least 2GW of clean energy projects by 2026 and has developed a pipeline of more than 20GW of clean energy projects to diversify its energy mix.

Eskom will update the marketplace on the progress of the development of its renewable energy business throughout 2025.

The opportunity to respond to the tender closes on 7 May 2025 at 10 am, and application forms can be found on the Eskom website. The support will be required over 12 months. – SAnews.gov.za

Eskom maintenance plan continues

Location: News

Eskom maintenance plan continues

While load shedding remains suspended due to a stable power system, Eskom says ongoing planned maintenance continues at high levels, with unplanned outages showing a year-on-year reduction of approximately 2.9%.

“Emergency reserves are adequate and being used strategically to meet peak demand, while ongoing planned maintenance continues at 14.85% of generation capacity, marking a 3.8% increase compared to the same period last year,” Eskom said on Friday.

The high level of planned maintenance aims to enhance fleet reliability for the anticipated increased peak winter demand while also ensuring compliance with environmental and regulatory requirements.

“Currently, 7 402MW of the generation capacity is under planned maintenance. The Unplanned Capacity Loss Factor (UCLF), or unplanned outages, for the financial year-to-date (1 to 10 April 2025), stands at 28.50%, improving by an ~2.85% from 31.35% achieved in the same period last year.

“Eskom has spent R3.6 billion on diesel over the past 30 days, (12 March to 10 April 2025) representing a 2.5% decrease compared to the previous 30-day period,” the power utility said.

A total of 3 130MW will be returned to service before the evening peak on Monday, 14 April 2025, to further stabilise the grid.

Key performance highlights:

•    From 7 to 10 April 2025, average unplanned outages reduced to 13 105MW, showing a significant improvement of 1 691MW compared to the same period last year. Year-to-date (1 April 2025 until 10 April 2025) average unplanned outages stand at 13 578MW.
•    As of Friday, unplanned outages have significantly decreased by 2 044MW, currently at 11 564MW compared to 13 608MW last week. The available generation capacity stands at 28 662MW, while tonight’s peak demand is forecasted at 26 788MW.
•    The year-to-date Planned Capacity Loss Factor (planned maintenance) is 14.85%, approximately 3.8% higher than the 11.03% recorded during the same period last year, indicating an increase in planned maintenance activities.
•    From 1 to 10 April 2025, the year-to-date EAF stands at 56.11%, slightly below compared to the same period last year (57.16%), mainly due to higher planned maintenance.
•    Year-to-date (1 to 10 April 2025), Eskom spent approximately R1.34 billion on fuel for the Open-Cycle Gas Turbines (OCGTs) fleet, generating 228.33GWh. This is higher than the 64.09GWh generated during the same period last year. This is expected to decrease as maintenance activities begin to slow down.
•    The OCGT load factor increased to 29.95% in the past week (4 to 10 April 2025), up from 22.69% recorded between 27 March to 3 April 2025. This is higher than the 9% recorded during the same period last year.
•    Year-to-date (1 to 10 April 2025), the OCGT load factor is 27.87%, higher than last year’s figure of 7.82%.

Eskom has urged the public to help prevent transformer overloads and related equipment failures, which can result in explosions and prolonged outages.

“This can be achieved by avoiding illegal connections, purchasing electricity only from Eskom-accredited vendors and ensuring that customers take responsibility for regularising their electricity usage. Eligible households are encouraged to register for free basic electricity with their local municipalities,” the power utility said.

Any illegal activity impacting Eskom’s infrastructure should be reported to the Eskom Crime Line at 0800 112 722 or via WhatsApp on 081 333 3323. -SAnews.gov.za

Six appear in court for alleged Eskom theft

Location: News

Six appear in court for alleged Eskom theft

Eskom has commended police for a recent operation that led to the arrest of six suspects found in possession of Eskom property valued at R1.5 million.

The six appeared in court on Monday.

Eskom Group Executive for Distribution Monde Bala urged communities to protect electrical infrastructure from vandalism and to report any criminal activity.

“We urge communities to play a role in safeguarding the infrastructure that delivers electricity to their homes and businesses. Reliable electricity is essential for daily life—preserving food, cooking, heating, lighting, and enabling children to study after dark. Protecting this infrastructure is a shared responsibility.

“Vandalism results in unplanned power outages, often leaving homes and businesses without electricity for extended periods. The restoration process can be prolonged, particularly when essential infrastructure such as transformers or high-voltage breaker components is damaged, as these items can take weeks to replace,” he said.

In a statement, the power utility said it has noted a rise in theft which includes the removal of pylon steel structures, illegal sand mining around pylons and siphoning of oil from transformers.

“Tampering with electrical infrastructure poses serious and potentially fatal risks. When transformers are drained of oil or connected to illegal installations, they can overheat and explode, leading to widespread power outages and, in some cases, loss of life.

“The theft of steel components from pylons compromises the structural stability of power towers, increasing the risk of collapse—particularly after heavy rainfall. This endangers both people and animals, as high-voltage lines carry thousands of volts and can be deadly upon contact.”

The power utility added that it had identified a rising trend where individuals throw metal chains and wires onto power lines, causing flashovers that trip power lines and disrupt supply.

“Such reckless actions not only contribute to power failures but also put lives at risk. Tragically, there have been cases where individuals suffered severe injuries or lost their lives due to contact with electrified objects hanging from power lines,” Eskom said.

Vandalism has cost the power utility some R221 million over the past financial year – an improvement from some R271 million the financial year before.
“Despite this improvement, the issue demands ongoing vigilance and proactive community involvement.

“Although Eskom has seen a reduction in these crimes due to increased collaboration with law enforcement agencies and improved security measures, the problem persists and remains unacceptable,” the power utility said.

To report vandalism or suspected criminal behaviour, call 0800 11 27 22, send an SMS to 31090 or contact local municipalities. – SAnews.gov.za

George welcomes announcement on private sector-powered grid expansion initiative

The Minister of Forestry, Fisheries and the Environment (DFFE), Dr Dion George, has commended the announcement that government will pursue private investment for the construction of new transmission lines.

Electricity and Energy Minister, Dr Kgosientsho Ramokgopa, on Tuesday announced that a pilot programme, the Independent Transmission Programme (ITP) will pave the way for the construction of 1 164 kilometers of new transmission lines.

The Department of Forestry, Fisheries and the Environment said Ramokgopa's statement aligns with the DFFE's vision, by encouraging private sector involvement, which aims to address the transmission constraints that have hindered the integration of solar and wind energy, especially in the Cape province.

“This significant step forward aligns seamlessly with the vision Minister George articulated earlier this week in his landmark decision on Eskom’s emissions framework, marking a triumph for South Africa’s sustainable energy future,” the department said in a statement on Wednesday.

On Monday, George underscored the urgent need for innovative infrastructure solutions to balance energy security with environmental responsibility, subtly pointing to the expansion of transmission capacity as a key enabler for renewable energy growth.

The Minister said Ramokgopa’s announcement is a "resounding victory for the sustainable energy path we are forging."

“My decision on Eskom’s emissions earlier this week laid the groundwork for a modernised energy system that respects our climate commitments. Minister Ramokgopa’s bold move to unlock private investment in transmission lines is exactly what I alluded to – a practical, impactful step to harness our renewable potential and secure a cleaner future for all South Africans.”

George also commended the cross-governmental collaboration, noting that the R440 billion Transmission Development Plan, now supported by private funding, will ease the burden on Eskom and the national budget, while accelerating the transition to renewable energy.

He reaffirmed his dedication to partnering with Ramokgopa to ensure that environmental standards remain integral to this transformative infrastructure expansion.

“This initiative is about more than just power lines – it’s about powering opportunity. We are opening the door to investment, job creation, and South Africa’s emergence as a green economy leader,” George said

The procurement regulations are set to be released on Thursday, 3 April 2025. – SAnews.gov.za

Minister welcomes decline in coal share, growth in renewables

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has welcomed the latest estimates from the Ember Electricity Data Explorer, which shows that coal accounted for 74.31% of South Africa’s electricity generation in January 2025.

“This record low, which includes behind-the-meter estimates, is a positive development, and it is encouraging to see the downward trend in coal’s share of our energy mix.

“This reduction is a vital step toward lowering emissions and aligning with our national and international climate commitments,” the department said, adding that equally promising is the contribution of renewable energy sources.

In January, the department said solar power reached 11.28% and wind power contributed 4.94%, together accounting for 16.22% of the country’s electricity generation.

In its statement on Wednesday, the department believes that the figures highlight the growing presence of proven renewable technologies in the country’s energy system.

The Minister said he looks forward to seeing continued increases in solar and wind power, alongside a sustained decrease in coal reliance, as South Africa works to build a cleaner and more sustainable energy future.

“In view of my decision to grant Eskom exemptions for their coal-fired stations, it is particularly important that we continue to see a decrease in emissions, for which Eskom will be held accountable,” George said.

While coal has historically played a significant role in powering South Africa, the department said this shift demonstrates government’s efforts to diversify the energy mix are gaining traction.

“As Minister of Forestry, Fisheries and the Environment, I remain committed to supporting this transition, ensuring it is both environmentally responsible and socially equitable.

“My department will continue to collaborate with all stakeholders to accelerate the adoption of renewable energy, reduce emissions, and secure a healthier planet for future generations,” George added.

Ramokgopa announces Independent Transmission Programme

Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, has announced that government will pursue private investment for the construction of transmission lines through the Independent Transmission Programme (ITP).

The Minister made the announcement of the new programme during a media briefing, held in Pretoria, on Tuesday.

During the briefing, Ramokgopa touted the pilot programme for the ITP which will pave the way to the construction of 1 164 kilometres (km) of new transmission lines, designed to support renewable energy projects.

“Our renewable energy assets are not fully exploited as a result of the constraints on the transmission side. The Eskom balance sheet and the sovereign balance sheet is not sufficient to carry the kind of investments that are required in this space.

“In terms of the transmission development plan…we will need modernise and expand transmission by about 14 000km and for us to be able to do this, we need about R440 billion. The State is not in a position to provide that kind of support. So, today we are introducing the independent transmission programme,” Ramokgopa said.

He said a ministerial determination has been issued to create a “dispensation that allows for private sector participation”.

“Our view is that there’s a need for us to be able to ensure that we are able to accelerate and support transmission infrastructure development. The transmission development plan does say that we need this 14 000km of new lines to be able to unlock the capacity, especially in the cape provinces.

“That is where we have the most efficient and reliable energy assets in the form of solar and wind, but we have exhausted all of the transmission that allows us to evacuate the electrons so that the economy can benefit from those assets,” the Minister said.

Ramokgopa added that the procurement of transmission will be done in the most cost-effective way, while regulations will be issued this Thursday.

“The Ministry is the one mandated to procure and then the NTCSA [National Transmission Company of South Africa] is the party that buys that. We are going to ensure that we procure the most cost-effective and tendering procedures that are fair, competitive and equitable.

“The requirement for the ITP pilot has to be consistent with transmission development plan and it must also support the IRP [Integrated Resource Plan]. It must [also] be commercially viable,” Ramokgopa said.

It is envisioned that with the new transmission lines, at least 3000 megawatts (MW) of energy will be added to the grid.

“The new generation capacity that we are going to unlock as a result of this intervention is 3 222 MW. It is about 63% of the total capacity of Medupi and Kusile [power stations]. We are moving in the right direction.

“For the South African economy to grow, we need to unshackle the issues of the structural constraints, which is electricity and the inefficiencies in the logistics side. The second is greater investment by the private sector. Electricity gives us a pristine opportunity to transform the economy [and] grow the economy,” he said.

Proclamation 256 of 2025 authorises the SIU to investigate allegations of maladministration in the affairs of the National Department of Public Works and Infrastructure (DPWI) relating to the appointment of travel agents in 2017 for the rendering of travel agency services, including flights, accommodation, and vehicle hire.

“The investigation will determine whether these appointments and related payments were conducted in a manner that was not fair, competitive, transparent, equitable, or cost-effective; contrary to applicable legislation; or inconsistent with Treasury instructions, departmental manuals, policies, procedures, or other applicable prescripts.

“The SIU will also investigate any unauthorised, irregular, fruitless, or wasteful expenditure incurred by the Department and any unlawful or improper conduct by officials, employees, service providers, or any other parties involved in the procurement of these services,” the SIU said.

The SIU added that the scope of the investigation includes any unlawful or improper conduct by suppliers, service providers, and other involved parties, occurring between 1 March 2017 and 28 March 2025, or related matters before or after this period.

Amendment of Proclamation No. R.206 of 2024

Proclamation 252 of 2025 amends Proclamation R.206 of 2024 to reflect the full scope of the SIU’s investigation into several state institutions.

The amendment corrects and clarifies the entities under investigation, which include the South African Broadcasting Corporation SOC Limited (SABC), Eskom Holdings SOC Limited, the Petroleum Oil and Gas Corporation of South Africa SOC Limited (PetroSA), Transnet SOC Limited, South African Airways SOC Limited (SAA), and the National Department of Human Settlements (formerly known as the National Department of Human Settlements, Water and Sanitation).

The amendment substitutes the heading and paragraph 1 of the original Proclamation to formally add South African Airways as a state institution which will be subjected to an investigation of allegations of serious maladministration, corruption, and unlawful conduct in the affairs of these state institutions.

Amendment of Alexkor investigation to include additional institutions and broader scope

Proclamation 254 of 2025 amends Proclamation R.45 of 2021 to broaden the scope of the Special Investigating Unit’s (SIU) investigation beyond Alexkor SOC Limited.

The amendment now includes the Alexkor Richtersveld Mining Company Pooling and Sharing Joint Venture and the State Diamond Trader—collectively referred to as “the Institutions.” The amendment updates several references throughout the original Proclamation to reflect this expanded scope.

“The amended Proclamation authorises the SIU to investigate the procurement of and contracting for goods or services by or on behalf of the Institutions in relation to the marketing, valuation, sale (including decisions not to buy), and beneficiation of diamonds, and any income generated or lost, or payments made in respect thereof.

“The investigation will consider whether such conduct was contrary to applicable legislation, Treasury instructions, or the Institutions’ own policies and procedures,” the SIU said.

The SIU will also probe serious maladministration in the affairs of Alexkor SOC Limited in respect of contracts concluded with, and fees paid to, Regiments Capital (Pty) Limited.

The SIU will also investigate any related unauthorised, irregular, or fruitless and wasteful expenditure incurred by the Institutions, as well as fraudulent, irregular, improper, or unlawful conduct by Board members, officials, employees, agents, service providers, traders, auctioneers, bidders, or buyers—particularly where such conduct resulted in undue benefit or concealed interests.

In addition, the Proclamation authorises the SIU to probe serious maladministration in the affairs of the institutions in respect of agreements or contracts with service providers and other diamond trade actors and specifically empowers the SIU to investigate contracts concluded with and fees paid to Regiments Capital (Pty) Limited by Alexkor SOC Limited.

The amended scope covers conduct occurring between 1 January 2014 (previously 1 October 2016) and the date of publication of this Proclamation and includes related matters outside this period if they are relevant to the investigation.

“Beyond investigating maladministration, corruption, and fraud, the SIU will identify systemic failures and recommend measures to prevent future losses.”

In accordance with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence of criminal conduct uncovered during these investigations to the National Prosecuting Authority (NPA) for further action.

The SIU is also empowered to institute civil action in the High Court or a Special Tribunal to recover financial losses to the State resulting from acts of corruption, fraud or maladministration. – SAnews.gov.za

Committee Receives Briefings on Interventions to Address the Escalating Municipal Electricity Debt

As part of its week-long oversight to Gauteng, the Portfolio Committee on Electricity and Energy held a meeting that brought together key stakeholders which included Eskom, National Treasury, the Department of Cooperative Governance and Traditional Affairs (COGTA), and the South African Local Government Association (SALGA), on the growing municipal electricity debt crisis, which has escalated to nearly R100 billion.

The aim of the meeting was to find solutions on the pressing challenges affecting municipalities' ability to meet their financial obligations and sustain electricity. The committee emphasised the seriousness of the situation, noting that the escalating municipal debt affects not only Eskom's financial stability but also the delivery of essential services to millions of South Africans.

During the discussions over 160 municipalities were classified as financially distressed, with 98 of them operating on unfunded budgets in the 2024/2025 financial year, 7 of them participating in the Municipal Debt Relief Program, and 14 of them have successfully met the conditions required for debt relief and write-offs.

The committee stressed that the municipal electricity debt crisis requires collaboration and decisive action from all levels of government and stakeholders. The committee said the crisis poses a significant risk to service delivery and the livelihoods of millions of South Africans. Members of the committee said the time of pointing fingers is over, the time calls for collaborative solutions and long-term reforms.

Eskom highlighted that the municipal arrears increased from R74 billion in March 2024 to R98.5 billion by February 2025, with significant growth in debt attributable to provinces like Free State and Mpumalanga. Eskom expressed grave concerns about the implications of this trend on its financial sustainability, noting that the gains from the debt relief program aimed at reducing its overall debt from R400 billion to R250 billion could be neutralised within three years if the rising municipal debt trajectory is not curtailed.

Eskom emphasised that as part of solutions to address the electricity debt crisis, funds collected from customers by the municipalities are prioritised to settle bulk electricity accounts before being used for other municipal expenses.

National Treasury underscored its efforts to enforce fiscal discipline through several interventions, including withholding equitable share allocations to defaulting municipalities under Section 216(2) of the Constitution. Treasury reported that equitable share allocations for several municipalities were withheld to compel them to address their financial management failures.

Despite these measures, Treasury acknowledged that entrenched dysfunctionality in many municipalities continues to undermine progress. Treasury also highlighted that only a fraction of the 10 million indigent households identified in the census are benefitting from the Free Basic Electricity grant due to inefficiencies in municipal administration, leaving millions of impoverished South Africans without critical energy support.

COGTA and SALGA shared insights into the structural and operational inefficiencies that have crippled municipalities. These include weak governance, lack of capacity, inadequate enforcement of revenue collection measures, and outdated infrastructure. COGTA noted that the absence of energy master plans and failure to maintain accurate indigent registers have compounded the crisis.

SALGA highlighted that the overly fragmented approach to addressing municipal debt must be replaced with integrated capacity-building programs, including technical assistance for cost-reflective tariffs and improved revenue collection systems.

The committee also heard that smart metring solutions have shown promising results in improving revenue collection, with pilot projects recovering millions of rands in previously uncollected funds. National Treasury announced that an additional R650 million would be allocated in the next financial year to expand smart metering programs to targeted municipalities. These interventions aim to enhance overall efficiency and ensure timely payment of bulk electricity accounts.

The meeting further explored the critical role of legislative reform in tackling these issues. Eskom and other stakeholders called for adjustments to the Electricity Regulation Act to enable more proactive credit control measures. The committee also noted concerns about the affordability of electricity tariffs and the long-standing need to increase the FBE grant threshold to meet the growing needs of indigent households.

Members of the committee pointed out that sustainability solutions must balance immediate interventions with long-term reforms. Furthermore, the committee stressed the need for an all-of-government approach to address the systemic nature of the challenges faced. The committee recommended the establishment of a dedicated Municipal Recovery Task Team comprising Eskom, National Treasury, COGTA, SALGA, and other relevant stakeholders. This task team will focus on implementing and monitoring solutions, including measures to improve governance, enhance collections, introduce prepaid systems for bulk electricity, and address legislative barriers.

The committee commended Eskom, National Treasury, COGTA, and SALGA for their continued commitment to resolving this crisis. However, the committee emphasised that municipalities must take greater responsibility for reversing the current trajectory.

Eskom called to fast track energy transition

Eskom called to fast track energy transition

With Eskom not meeting minimum emission standards and delaying critical energy reforms, Minister of Forestry, Fisheries and the Environment, Dr Dion George, warned the power utility that government will not grant it unchecked permission to pollute.

In a statement released on Wednesday, the Minister called on Eskom to accelerate its reform process and support the nation’s energy transition.

“Government cannot grant Eskom a blanket waiver to continue polluting without accountability,” George said.

This plea comes ahead of next week’s announcement by the Minister on his decision on Eskom’s application for exemptions from minimum emission standards.

The Minister has emphasised the complexity of the issue, noting that it requires balancing South Africa’s energy needs to drive economic growth with the constitutional right to a healthy environment.

“South Africa cannot remain trapped in a persistent cycle of energy insecurity and environmental degradation that harms public health. South Africans have had to endure rolling blackouts, rising costs, and economic stagnation as a result of Eskom’s inefficiencies,” he said.

According to the Minister, Eskom’s monopoly over electricity generation and transmission has stifled competition, slowed the adoption of renewable energy, and left South Africa exposed to energy insecurity.

“The only viable path forward is to unbundle Eskom without further delay,” George said.

He has called for the Transmission System Operator to be fully independent to ensure fair grid access, warning that without this step, reliance on outdated coal plants will persist.

“The transition to renewable energy is not negotiable. South Africa’s economic future depends on more renewable energy entering the grid, not less. The world is moving toward cleaner energy, and South Africa cannot afford to be left behind,” the Minister said.

George has also directed Eskom to decommission its worst-performing power stations responsibly.

“Those that fail to meet environmental standards and contribute disproportionately to pollution must be retired in a structured and responsible manner, without leaving anyone behind. South Africa cannot remain hostage to outdated infrastructure and poor governance at the expense of its future.

“Eskom must either comply with emissions regulations and accelerate its transition, or it will face the consequences. We are committed to ensuring that South Africa has a future-proof energy sector,” he said. - SAnews.gov.za
