Interesting facts about four of South Africa’s biggest and oldest coastal Marine Protected Areas (MPAs)!

Location: MyPR

Marine Protected Areas (MPAs) are the ‘nature reserves’ of the sea, conserving marine biodiversity to protect threatened species and ocean health. South Africa is home to some 41 MPAs which play a vital role in ocean conservation, although currently only 5% of the country’s ocean space is protected by these vital areas. In celebration of …

Building a better SA, weaver bird style

Location: News

Building a better SA, weaver bird style

Just as friends and families often pull together to ensure a roof over the heads of their loved ones, or their general well-being, President Cyril Ramaphosa has appealed to the larger South African family to behave as weaver birds who give their all to build and cooperate.

The call to become birds of a feather, was made by President Ramaphosa as he delivered the Opening of Parliament Address (OPA) on Thursday night, at the Cape Town City Hall.

“We would like all of us as South Africans to behave like ‘weaver birds’. Weavers are among the most gregarious birds in that they build complex structures together and cooperate.

"Despite all the challenges, despite our differences, despite all the headwinds, as South Africans we are called upon to remain firmly committed to pursue the path of cooperation, growth and inclusion,” said President Ramaphosa who set the tone of the seventh administration’s Government of National Unity (GNU).

The formation of the GNU follows the 29 May historic National and Provincial Elections which produced no outright winner necessitating the formation of the GNU which is made up of 10 parties represented in the seventh Parliament.

Indlulamithi Scenarios

Exactly fifty days since South Africa held the elections, the President, in emphasising the need for us to look after one another, referred to the Indlulamithi Scenarios 2035.  The scenarios were the result of a diverse group of partners and stakeholders from across society coming together to consider various scenarios for the future of South Africa Inc.

One of the scenarios they described was the ‘The Recrimination Nation’, using the loud Hadeda bird as its symbol. This described a situation of inaction, where the country’s problems go unresolved, and where everyone blames each other for South Africa’s ills. This scenario painted a picture of the country going into decline.

The second scenario, symbolised by a vulture, painted a picture of a desperate nation governed by a populist coalition whose main objective is self-enrichment and patronage. This scenario saw investment confidence being eroded, the growth path being low and unemployment, poverty and inequality remaining extremely high.

Stakeholders and partners also described a scenario they called ‘The Cooperation Nation’, symbolised by the social weaver birds.

“This scenario paints a picture where after disruptions and protests there is a coming together of political parties, the state, private sector and civil society in order to jointly identify priorities and leveraging the strength of each.

"There is change in the form of governance and reform that leads to the economy growing, with more investment attracted, leading to the reduction of unemployment, inequality and poverty," the President explained.

"By establishing the Government of National Unity, by preparing for a National Dialogue, we have deliberately set ourselves along the path towards a ‘cooperation nation’,” he said.

With the country charting its path in the new GNU, the President reflected on the democratic South Africa’s founding President, Nelson Mandela, who is being remembered today through the Mandela Day initiative.

“Thirty years ago, President Nelson Mandela stood before this House to reflect on the first 100 days of the first Government of National Unity.

"Recognising the different views of the diverse parties within the government, he said: ‘What brings us together is the overriding commitment to a joint national effort to reconcile our nation and improve its well-being.”

President Ramaphosa said the same could be said of the current GNU parties who share a commitment to reconcile the nation by advancing social justice and equal prosperity for all.
“We are committed to improve the well-being of our country and its people through inclusive growth, the creation of jobs and the reduction of poverty. This is an undertaking that involves us all.”

National Dialogue

To address the laundry basket of South Africa’s challenges, President Ramaphosa spoke to the holding of a National Dialogue and to agree on what needs to be done to achieve a better future.

Having announced the National Dialogue commitment at the Presidential Inauguration on 19 June, the President said people across society have expressed their support for the dialogue.

“They have said it should involve all key stakeholders in the life of our country, representing civil society, traditional leaders, the faith-based sector, labour, business, cultural workers, sports people and other formations representing the diverse interests and voices of our citizens.

“Following the example set by historic events, such as the Congress of the People in 1955, the Conference for a Democratic Future in 1989 and the CODESA talks in the early 1990s and drawing on the experience of the writing of our new democratic constitution in 1996, we envisage a National Dialogue that involves extensive and inclusive public participation.”

He added that government will seek to forge a common vision and build a comprehensive social compact with a clear programme of action to realise aspirations for the country.

“Through this National Dialogue, we are called to be agents of change, to be champions of inclusive growth, to be creators of opportunity,” said the President.

While we may not have a crystal ball to gaze into collective South Africa's future, what is certain is that if we all remain eagle-eyed, South Africa will be better for all.

“We have an opportunity to make South Africa a better nation,” said the President. SAnews.gov.za

Opening of Parliament a time of reflection, renewal

Opening of Parliament a time of reflection, renewal

The opening of Parliament is a time of reflection and renewal where the nation looks to its leaders for guidance, vision and assurance, says Police Minister Senzo Mchunu.

“Our role as the police is ensuring the safety and security of this event and that cannot be overstated,” he said on Thursday, speaking at the police’s operational readiness parade held at the Castle of Good Hope.

Mchunu said the National Joint Operational and Intelligence Structure (NATJOINTS) played a fundamental role in ensuring that the country remains safe, particularly during events of national significance.

He told the gathering of police, military officials and security officials tasked with ensuring that the Opening of Parliament takes place under a secure environment that “every action they take should be within the bounds of law, respecting the fundamental freedoms that are the bedrock of democracy”.

“Your duty is to protect the rights of individuals even as you safeguard the state. Our mission remains clear, to protect and serve the people of South Africa with honour and courage,” Mchunu said.

He urged the law enforcement agencies to remain vigilant, stay united and continue to uphold the principles that guide the service.

“Let us work together to ensure that this event proceeds without incident, showcasing the strength and stability of our nation.

“I want to extend my deepest gratitude and appreciation to each one of you. Your unwavering dedication and commitment to safeguarding our nation are the pillars upon which our democracy stands,” Mchunu said.

Defence Minister Angie Motshekga said their role was to support the police. “We are here to support the police and we are ready to protect the nation,” she said.

On Wednesday, the NATJOINTS said it was ready to police the 2024 Opening of Parliament Address.

The NATJOINTS has this year successfully policed a number of major events, including the 2024 National and Provincial Elections, the first sitting of the National Assembly and Provincial Legislatures as well as the Presidential Inauguration.

Security measures in place for Opening of Parliament Address

The National Joint Operational and Intelligence Structure (NATJOINTS) is satisfied with the security measures that have been put in place for the Opening of Parliament Address (OPA) this evening.

“Just like many other major events that have taken place without disruptions nor incidents in the City of Cape Town this year alone, the NATJOINTS is confident that the OPA will take place in a safe and secure environment,” spokesperson Brigadier Athlenda Mathe said.

The NATJOINTS is responsible for coordinating all security and law enforcement operations throughout the country and is led by the South African Police Service (SAPS), State Security Agency (SSA) and South African National Defence Force (SANDF).

The NATJOINTS has this year alone successfully policed a number of major events, including the 2024 National and Provincial Elections (NPE), the first sitting of the National Assembly and Provincial Legislatures, as well as the Presidential Inauguration, among others.

Mathe said throughout the policing of all these events, stability prevailed throughout the country and no major incidents and no disruptions were reported.

“This as a direct result of the competence and capabilities of the country’s law enforcement agencies coordinated and led by the NATJOINTS.”

She emphasised that only people who are accredited and authorised to be around the City Hall will be allowed in and around the venue.

Mathe also warned members of the public against committing any illegal acts, as law enforcement agencies will not hesitate to act against anyone who conducts themselves in an unlawful manner.

“Any threats or disruptions will be dealt with decisively within the ambit of the law. Those who wish to protest, are urged to do so peacefully and must at all times consider the applicable laws of the country. To this end, high density operations under Operation Shanela are continuing through increased roadblocks, vehicle checkpoints, high police visibility on foot, vehicle, mounted and air patrols will be conducted.”

She said stabilising operations and the deployment of members at crime hotspots to ensure heightened integrated crime prevention operations, are also underway.

A notice to all Airmen (NOTAM) has also been issued by the Civil Aviation Authority which restricts the airspace within five nautical miles and twelve thousand feet above sea level to the Cape Town City Hall.

Mathe also advised all flyers operating drones that the area is a strictly no drone zone.

“Those who are found to be operating drones in the vicinity will be in breach of the restriction imposed by the Central Airspace management. Transgressors will be dealt with.”

She added that road closures have been put in place and are being communicated accordingly.

“The NATJOINTS co-chairs affirm the NATJOINTS state of readiness. Law enforcement agencies are already on the ground and are ready to deliver a safe and secure event,” Mathe said.

Mathe expressed gratitude to the residents of Cape Town for their warm reception and cooperation, and requested the continued cooperation of all dignitaries, including the attendees and participants attending the 2024 OPA.

Opening of Parliament to feature TshiVenda Imbongi

Location: News

Opening of Parliament to feature TshiVenda Imbongi

The upcoming Opening of Parliament Address (OPA) will feature the cultural tradition of an Imbongi, bridging the country’s rich heritage with democratic present, says Speaker of the National Assembly, Thoko Didiza.

Didiza explained that the Imbongi's role extends far beyond mere performance. "They are tasked with poetically reflecting on the socio-economic and political state of the nation, offering insightful commentary on the country's rich cultural tapestry”.

Addressing the media on the state of readiness for the OPA in Cape Town, Didiza said the Imbongi will perform in TshiVenda.

They are chosen through a rotational selection process to ensure fair representation of South Africa's linguistic diversity.

“Lutendo Evens Mugagadeli, widely known as "Vendaboy Poet," is the chosen Imbongi for the upcoming Opening of Parliament Address. This multi-talented artist has made a name for himself as a praise poet, musician, promoter, voiceover artist, writer, and presenter,” Didiza said.

She said Vendaboy Poet rose to national prominence after an impromptu performance of praise poetry for President Cyril Ramaphosa on a domestic flight, showcasing his quick wit and artistic prowess.

“His unique, raw and homegrown talent has since graced both domestic and international stages, earning him multiple accolades.

“Among his notable achievements are winning the Best Poet category at the 2018 South African Traditional Music Awards (SATMA), Best SATMA Tshivenda Album in 2019, and Best SATMA Praise-Singer in 2022.

“Vendaboy Poet's versatility and skill have seen him perform at high-profile events, including the BRICS Summit in South Africa, various awards ceremonies, festivals, and corporate and government functions,” Didiza said.

His selection as the Imbongi for the Opening of Parliament Address reflects both his exceptional talent and the importance of TshiVenda in South Africa's rich linguistic tapestry.

Didiza said Vendaboy Poet's performance promises to add a powerful cultural dimension to this significant national event.

Through this OPA, Didiza said Parliament will once again collaborate with Proudly South Africa, government and fashion industry representatives, to promote the use of locally produced attire to boost the local economy.

“This initiative urges Members of Parliament and guests to wear South African designs to boost the local fashion industry, celebrate national creativity, and support economic growth.

“By showcasing homegrown talent, this partnership not only highlights the richness of South African fashion, but also contributes to job creation and economic empowerment,” Didiza said.

The OPA coincides with International Nelson Mandela Day.

Parliament has called on all parliamentarians, South Africans and global citizens to emulate Madiba's selflessness and untiring service to humanity on this day.

Didiza encouraged everyone to engage in meaningful and impactful acts of service to others, thereby changing the world around us.

Commemorating Nelson Mandela International Day in our 30 years of freedom and democracy

Location: News

Commemorating Nelson Mandela International Day in our 30 years of freedom and democracy

By Nomonde Mnukwa

Every year on 18 July, South Africans from all walks of life join together to celebrate and honour a man who changed the world for the better. This commemoration pays tribute to the life and works of the late former President Nelson Rolihlahla Mandela, who was the first black president of our democratic government and a global icon.

During this time, people around the world are encouraged to advance Madiba’s legacy and uphold his ideals of a non-racial, non-sexist and equal society.

Mandela Day was introduced in 2009 following a unanimous decision by the General Assembly of the United Nations. It was aimed at encouraging a young generation of leaders to take responsibility in addressing challenges faced by people around the world.

In South Africa we get a chance to celebrate Madiba for the whole month of July.

This year’s Nelson Mandela International Day will be celebrated under the theme: “It’s still in our hands to combat poverty and inequity”. This occasion also presents us with an opportunity to work together to build the country we envisioned at the start of our democracy. This includes taking care of the most vulnerable in our society.

In honour of Madiba, government is calling on everyone in the country to use this Mandela Day to improve the lives of those in need. Let us go to our communities to help address some of the problems that our people face as Madiba did many years ago. These actions can range from doing work in your community or providing other necessities to those who are in need.

You can start a community food garden or donate food to a soup kitchen in your community. This is in line with the spirit of Ubuntu that says a person is a person through other people. Our actions can go a long way towards taking the legacy of our icon forward and for the next generation to learn from us. Our history shows that if we work together we can overcome all the challenges we face.

Several events will be held throughout the month to inspire positive change within our communities. This includes the 2024 Mandela Day Walk and Run event which will be held on 20 July 2024 at the DP World Wanderers Stadium. Those who want to participate can choose from the 5km, 10km, and 21km distances.

This year’s Mandela Day takes on an added significance as it coincides with the Opening of Parliament Address for the 7th Administration. The opening provides President Cyril Ramaphosa an opportunity to outline the key priorities and policies of the administration which is made up of several political parties that formed a Government of National Unity (GNU). The GNU is bound by a commitment to respect the constitution and to promote accountable, transparent and good governance.

Government invites all South Africans to be part of the Opening of Parliament Address on Thursday, 18 July 2024 at 7pm.

South Africans can tune into their favourite television or radio station to be part of this national milestone.  Proceedings will also be covered via government and parliamentary social media accounts. South Africans should also familiarise themselves with the contents of the address so everyone can contribute to our growth and development.

Throughout this year, we are also commemorating 30 years of democracy and freedom, and occasions such as a Mandela Day are a reminder of just how far we have come. As government we have various plans to celebrate and mark this national milestone throughout the year.

We have already launched the Democracy Bus Project to draw South Africans from across the country into our nation’s celebration. The bus will journey to different parts of our amazing country – from our nation’s towering cities to deep rural communities – to share our unique story of South Africa rising from a turbulent past to the vibrant hopeful nation.

The Democracy Bus and the story it tells is a reminder of the road we have travelled since 1994, along with the many sacrifices made by generations before who defiantly fought for a better life for all. Their actions, along with icons such as Madiba and many others have given us an opportunity to live in a society where all are valued, and can work to make South Africa a better country to live in.

“New system” is needed to deal with natural disasters in SA

"New system" is needed to deal with natural disasters in SA

Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, says South Africa is at an increased risk of natural disasters and needs a “new system” to manage these challenges more effectively.

“I wish to take this time to also convey our deepest condolences to the loved ones of those who have tragically lost their lives. We also acknowledge work undertaken to rebuild our societies and we urge all government structures to increase the speed of responding to the plight of communities,” Hlabisa said on Wednesday during his Budget Vote Speech.

He recognised the vital role played by the department following the floods and fires currently affecting communities in the Western Cape and KwaZulu-Natal.

“We have learned with heavy hearts of the passing of 14 people who died in the veld fires in KZN. Among the 14, six were firefighters, some volunteers. These brave men and women paid the ultimate price to save communities. We convey our heartfelt condolences to the loved ones of all the victims. May their souls find eternal rest.”

Hlabisa tabled the CoGTA 2024/25 budget, at R395.7 billion, with a significant portion 95.9% (R379.61 billion) to be transferred to municipalities and affiliated entities.

A total of R379.6 billion of the department’s total budget over the Medium-Term Expenditure Framework (MTEF) period will primarily cover the local government equitable share, disaster relief grant and the municipal infrastructure grant.

The Minister recognised that it was only through the department’s urgent interventions that lives and livelihoods were saved and thanked all those who are collaborating with government to assist distressed communities.

Hlabisa and his team are expected to visit the affected areas in KwaZulu-Natal to assess the situation and provide support.

In Cape Town, over 33 000 households have been affected across the metropole in both formal and informal settings following the floods, affecting some 95 000 people.

“We recognise that the challenges we face in disaster management are largely because South Africa has experienced not only an increase in the number of disasters - such as droughts, floods, COVID-19, and severe weather – but also an increase in their magnitude, severity, and impact.

“These events have occurred either simultaneously or in rapid succession, straining our resources and systems.”

However, the Minister believes that the challenges faced in disaster management are primarily due to deficiencies in regulatory legislation, which are not designed to adapt to the ever-changing risk environment.

“The systemic and structural design of our disaster management delivery, as guided by current laws, results in issues with timing and bureaucracy. Key elements of the disaster management function were assigned to municipalities through legislation, but without funding.”

He told the Members of Parliament (MPs) that this created a contradiction between the Disaster Management Act and the Municipal Systems Act (MSA) which requires sufficient funding and capacity for assigned functions.

“Consequently, municipalities lack the necessary funding and capacity.”

He admitted that government’s response has struggled with agility, efficiency, and effectiveness in risk analysis, prevention, mitigation, emergency preparedness, early warning systems, and recovery services.

He told MPs that the fire and rescue services also face significant hurdles and that in 2022, Cabinet mandated the National Disaster Management Centre (NDMC) to review and overhaul the disaster management system, including fire services.

“In response to this, we are proposing a new system for disaster management and fire services.”

This system, he said, aims to improve governance by reorganising administrative structures and financing models to better respond to growing disaster risks.

“We have since developed a new model based on best practices from New Zealand, Russia, Brazil, Mozambique, California, and Australia. The new model emphasises risk reduction and integrates disaster management into all levels of government planning, ensuring adequate funding and focus on resilience.”

He told Parliament that the NDMC undertook extensive consultations with all stakeholders through existing disaster management structures and across the three spheres of government and that inputs were received and used to refine the proposed model.

“We look forward to working with all stakeholders in the management of disasters, including rolling out training to Houses of Traditional Leadership, particularly those in disaster-prone areas, on disaster management.

“This will enable them to work closely with all spheres of government and stakeholders on the ground to assist in disasters. An implementation plan has been developed in this regard for effective implementation of this training,” he added.

This year, the department also signed a Memorandum of Collaboration with the Department of Defence that will see the Community Work Programme (CWP) participants playing a role in disaster preparedness and community development. – SAnews.gov.za

Small Business Development Department ‘up to the task’

Location: News

Small Business Development Department 'up to the task'

Small Business Development Minister Stella Ndabeni-Abrahams says the department she leads is “up to the task” of unlocking the potential of small and medium-sized enterprises (SMMEs) in the country.

The Minister said this when she delivered the department’s Budget Vote in Cape Town on Friday.

“One of the main contributing factors to the low [economic] growth is that too many of our citizens are unable to participate in productive economic activities.

“So in addition to championing reforms that will address energy supply constraints, logistics and crime - which are the focus of Operation Vulindlela - we must also direct our energies to reforms that unlock the potential of SMMEs and the cooperative sector.

“This must be the core priority of the seventh administration, and one for which we bear responsibility as the Department of Small Business Development portfolio. [We] want to assure all members and society that even though we are young and still developing, we are up to the tasks that lie before us,” she said.

The department has been allocated a budget of some R2.437 billion.

Priority areas for market access

The Minister said the department is focussing on five areas related to market access and localisation, which have proven to be barriers for SMMEs.

“Firstly, we will support 200 SMMEs through our Small Business Exporter’s Development Programme to participate in ten trade events in the 2024/25 financial year. In this regard, R20 million has been allocated to exploit our AFCFTA, BRICS partnerships and various global trade agreements.

“Second, we will enhance our Market Linkage Programme to ensure placement of SMME products in strategic warehouses of wholesalers and the shelves of retailers. Through our partnership with Proudly SA, we are developing an e-commerce platform that is likely to go live in the second of this financial year.

“Third, we are working with the public sector in order to exploit opportunities which will be presented by the Public Procurement Bill (once signed into law). We are working with corporates through Community of Practice to influence Enterprise and Supplier Development (ESD) programmes and procurement of products from small enterprises and cooperatives,” she said.

Furthermore, there are plans to “actively building supplier capacity to meet and sustain the market requirements”.

“Here we provide quality improvement, product testing and certification, as well as productivity improvement through the Small Enterprise Development Agency (Seda).

“Through the Small Enterprise Manufacturing Support Programme (SEMP) at the Small Enterprise Finance Agency (Sefa) we have allocated an amount of R266.8 million which deepens the black industrialist programme and ensure more participation of small enterprise in the manufacturing sector.

“Fifth, priority is also given to new growth drivers with low barriers to entry. In this financial year (2024/25), we will focus on the energy sector and tech industry – while also implementing our Cannabis Support Programme that will look both at the industrial hemp value chain as well as how to mainstream small indigenous cannabis growers for lucrative markets,” Ndabeni-Abrahams said.

Financing small businesses and cooperatives

The Minister highlighted that financing “remains one of the key constraints for small businesses and cooperatives”.

In this regard, the department has developed an SMME and Co-operatives Funding Policy to expand access to financing and early stage investment.

“This policy will be a game changer as it also proposes an establishment Fund of Funds, which we are currently designing. The fund will de-risk and leverage investment from the private sector and institutional investors for start-ups amongst other things. We will also prioritise the development of a Startup Policy and legislation as required. This will be done in collaboration with relevant departments.

“We will also continue to build on the work we have already undertaken in the previous administration to invest more in under-served SMMEs and co-operatives.

“In this regard, Sefa disbursed R2 billion funding facilities against a target of R2.18 billion to 80 040 SMMEs and co-operatives which led to 98 378 jobs,” Ndabeni-Abrahams said. – SAnews.gov.za

Jump on the democracy bus

The Government Communication and Information System (GCIS), in partnership with the South African National Roads Agency, has launched the Democracy Bus, which will travel the country to drum up citizens’ participation in celebration of the 30 years of democracy.

“[The] bus will travel to different parts of our amazing country from the nation’s towering cities to deep rural communities. Government calls on all South Africans to get on the bus so that they can see and experience the changes we have gone through as we relive the many pivotal moments in our democratic journey," Minister in the Presidency Khumbudzo Ntshavheni announced during the delivery of the Budget Vote of the GCIS to the Portfolio Committee on Communications and Digital Technologies on Friday.

“The bus is also expected to stop at the GCIS Thusong Service Centres which are earmarked as key activation sites. It will also stop at venues for community meetings, izimbizo and national events as well as dams, police stations, schools, clinics and hospitals built over the years as we celebrate our 30 years of democracy,” she said.

Spot the Bus

The Minister said citizens will be able to participate in a “spot the bus” campaign.

“As the bus travels on our roads, across all our provinces to 30 locations in various parts of our country, citizens will have the opportunity to be part of the spot the bus campaign. Citizens can keep a look out for information on the bus journey through a digital map that will be published on various social media platforms.

“This is the way GCIS is bringing South Africans to acknowledge the work that has been done over the last 30 years but also acknowledging the challenges that still lie ahead which government, through its new programmes of the seventh administration…will address the challenges that remain,” Ntshavheni said.

Crime

The Minister also said the GCIS was implementing a campaign that will seek to encourage communities and stakeholders to participate in the fight against crime.

She said the department has set the fight against crime as one of its communication priorities for this financial year.

“GCIS is implementing a crime management campaign which will target the areas of organised and violent crime, illegal mining, cable theft and vandalism of essential infrastructure along with the scourge of violence against women, children and vulnerable members of society.

“To strengthen stakeholder participation, the GCIS has established a directorate of stakeholder management and special projects to marshal all stakeholders in a common front against social ills. We have learnt during COVID-19 that the coordination of the work is more impactful in our communication space,” she said. – SAnews.gov.za
