President Cyril Ramaphosa has today, Friday, 11 April 2025, hosted the leadership of the South African Council of Churches (SACC) at the Union Buildings in Pretoria.
The meeting was the first engagement between Government and the leadership of the church since the start of the 7th Administration under the banner of the Government of National Unity.
The meeting presented an opportunity for the SACC to introduce its new and recently elected leadership.
“We welcome the opportunity to be introduced to the new leadership of the SACC and to discuss matters that concern the church and the people of South Africa.
The SACC is a cherished institution in our country. Over many decades it has made an invaluable contribution to peace, unity, development and transformation.
It has been a source of hope, guidance and inspiration not only to members of the Christian faith, but to all South Africans.
The SACC has always been deeply concerned about the conditions in which our people live and has worked to improve their lives.
We appreciate the willingness and determination of the SACC to work with Government, with other faith formations and with other sectors of society to address these concerns,” said President Ramaphosa.
The meeting discussed a wide range of issues of national interest ranging from the National Dialogue initiative, Government's ongoing fight against crime and corruption and the churches accessing state services. The Government also briefed the SACC on South Africa's G20 Presidency along with regional and international issues of concern.
“We support the National Dialogue initiative but emphasise that for it to have legitimacy, the process must be protected from being hijacked by political, economic, and societal elites. It must be inclusive — incorporating all sectors of society. We must confront our declining values and moral conduct, and address the dehumanisation caused by poverty and inequality. Like many South Africans, we as church leaders and congregants are deeply concerned by the political gamesmanship within the GNU, when urgent national challenges — especially those affecting the poor and vulnerable — demand serious and united attention,” said Bishop Sithembele Sipuka, SACC President.
President Ramaphosa committed that the National Dialogue will bring together all sectors of society and encourage the participation of all South Africans.
It is envisaged that the National Dialogue will build on the achievements of 30 years of democracy.
Among other things, it will need to address challenges of low growth and job creation, poverty and hunger, governance, corruption and fiscal constraints. It will also need to address gender-based violence and femicide, social fragmentation, racism and sexism, violence and the potential for instability.
“Importantly, the National Dialogue must be informed by extensive public consultation in localities facilitated by various sectors of society. It needs to give a voice to those in society who are not often heard, to people who are marginalised, to those who are most vulnerable to poverty, violence and exploitation,” said the President.
The meeting heard about Government's ongoing work in implementing the recommendations of the State Capture Commission. This includes criminal investigations and prosecutions, the recovery of stolen funds, legislative amendments and strengthening institutions.
Furthermore, Government remains focused on strengthening and resourcing key institutions in the criminal justice system, like the NPA, Hawks and SIU, this includes the establishment of the NPA's Investigating Directorate Against Corruption as a permanent entity to prosecute state capture and other significant corruption cases.
President Ramaphosa committed Government's support for greater cooperation between churches and Government bodies that are on the frontline of providing services to people – most notably the Departments of Home Affairs and Social Development.
President Ramaphosa highlighted South Africa's drive for an inclusive G20. The President said dialogue with civil society and other non-government institutions will be conducted through various engagement groups. Following the approach of the Brazilian Presidency, a G20 Social Forum will be convened. This will bring together representatives of the existing engagement groups and other segments of civil society including various faith formations.
The President assured the church leaders that South Africa will continue to pursue an independent foreign policy and will not align itself with any of the major powers or blocs in the world.
South Africa remains engaged in efforts to bring about peace and stability in various parts of our region and continent, especially through SADC and AU initiatives.
“South Africa continues to use its participation in fora like the G20, BRICS, Non-Aligned Movement, African Union and United Nations to advance a rules-based multilateralism that is fair and inclusive. We are committed to the reform of global institutions to ensure that they represent the needs and interests of all countries,” said President Ramaphosa.

Chris Hani remembered as a martyr whose sacrifice shaped South African democracy
Deputy President Paul Mashatile has hailed the late Chris Hani as a revolutionary leader and a revered freedom fighter, whose assassination in April 1993 marked a pivotal moment in South Africa’s transition to democracy.
Delivering the keynote address at the 32nd anniversary of Hani’s assassination commemorative event, held in Sabalele Village, Cofimvaba - Hani’s birthplace in the Eastern Cape, Mashatile reflected on Hani’s legacy and the sacrifices he made for South Africa’s democracy.
Hani, the former Chief of Staff of Umkhonto weSizwe, was gunned down outside his home in Dawn Park, Boksburg, by radical right-wing Polish immigrant Janusz Waluś, who was released on parole in 2022.
Despite attempts by his killers to incite civil war, the Deputy President said Hani’s death united the nation in its pursuit of freedom, culminating in the country’s first non-racial elections on 27 April 1994.
“Today, the world has come to know Martin Thembisile as Chris Hani, a revolutionary, a commissar, a leader, a parent, a husband, and a martyr, whose blood and sacrifices cleared the way to the 1994 historic political breakthrough,” he said on Thursday.
The Deputy President highlighted Hani’s contributions to the armed struggle, his leadership in the Umkhonto Wesizwe Liberation Movement, and his unwavering commitment to justice and equality.
He praised Hani’s bravery, recounting his role in the Luthuli Detachment, where he led soldiers across the crocodile-infested Zambezi River and struck fear into the apartheid regime.
Mashatile also emphasised Hani’s vision for a better South Africa, rooted in principles of social justice.
“We must never allow the rhetoric which suggests that democracy is the worst form of government, and that apartheid was better than a democratic state.
“Nor must we allow some of us as beneficiaries of this huge sacrifice of many fallen martyrs, like Chris Hani, to discredit democracy through shameful deeds like corruption, stealing from the State and the poor, killing for positions, and fighting to access positions for selfish interests.”
The country’s second-in-command said Hani believed that societal progress should focus on providing basic needs, such as shelter, water, healthcare, and education rather than abstract theories.
“Our reality is that we are not exactly where Chris Hani would have liked us to be as a nation,” Mashatile admitted, pointing to persistent poverty, underdevelopment, and inequality in former homeland areas.
The Deputy President used his platform to call for urgent action to address issues, such as gender-based violence (GBV), unemployment, and corruption, which he said undermine the sacrifices of struggle heroes like Hani.
He urged South Africans to work together to build a more equitable society and economy, while also diversifying trade partnerships to reduce dependence on specific markets.
Mashatile announced plans to elevate the annual commemoration of Hani to a national event, focusing on development, heritage, and the values Hani stood for.
This year’s initiatives include the construction of a sports facility at a local school in Sabalele and the repatriation and reburial of liberation combatants.
“Chris Hani did not die in vain. We must honour his name not only with words but with work, compassion, and bold, urgent action. Let this moment remind us that the struggle is not over,” Mashatile stressed.
The commemoration served as a call to action for South Africans to continue fighting corruption, underdevelopment, and inequality and to build a nation that reflects the vision of heroes like Chris Hani.
Government of National Unity
The Deputy President also used his platform to touch on the Government of National Unity (GNU) in South Africa, which faces several challenges.
The GNU comprises 10 political parties, each with differing perspectives on various issues, the diversity of which, he said, can lead to disagreements and difficulties in reaching consensus.
“What we need to understand about the GNU is that we may have different views on issues, but once an agreement has been reached, we must all speak with one voice. This was also the case with Chris Hani; he had a strong view about the armed struggle, and when the ANC was prepared to engage in negotiations, the leadership decided to drop it, which he opposed.”
The Deputy President said effective governance in the GNU requires balancing individual viewpoints with collective decision-making. – SAnews.gov.za

Medium-Term Development Plan 2024–2029 finalised
The Department of Planning, Monitoring and Evaluation has announced that the Medium-Term Development Plan (MTDP) 2024–2029 has been finalised, providing a strategic framework to guide South Africa’s development priorities over the next five years.
“Announced as the foundation of government’s programme of action in the recent State of the Nation Address, the MTDP 2024-2029 integrates the Government of National Unity’s (GNU) Statement of Intent with the National Development Plan 2030 (NDP 2030) to drive inclusive growth, improved service delivery, and better living conditions for all citizens,” the department said.
The MTDP 2024-2029 was developed through an extensive participatory process involving government, experts, and stakeholders to ensure evidence-based planning and effective implementation.
It follows a whole-of-government approach, ensuring that national, provincial, and local government structures are aligned in their priorities, budgets, and delivery mechanisms.
“The plan is now available for stakeholders and the public to engage with, as government moves towards implementation and monitoring progress. Collaboration from all sectors of society is encouraged to ensure the successful execution of the plan’s priorities and targets,” the department said.

South Africa strengthens ties with Japan
Deputy President Paul Mashatile has reaffirmed the country’s commitment to strengthening diplomatic and economic ties with Japan during a working visit marking 115 years of relations between the two nations.
Speaking at United Nations University in Tokyo, the Deputy President underscored South Africa’s ongoing collaboration with Japan, highlighting the Strategic Cooperation Partnership established in 2010.
“This year, the two countries celebrate a significant milestone of 115 years of relations,” he said.
He also praised Japan’s significant investment in South Africa, with 273 firms currently operating in the country and sustaining over 200,000 local jobs.
“These ties have particularly flourished in the fields of trade and investment, science and technology, and education and skills development assistance. Japan is a significant investor in the South African economy, with 273 firms operating in the country, hence sustaining over 200 000 local employment opportunities for many South Africans,” he said.
Earlier on Tuesday, the Deputy President held fruitful engagements with the Prime Minister as well as with the Chief Cabinet Secretary of Japan. He said these meetings were a sign of the significant people, and trade relations between the two sister countries.
Beyond economic ties, cultural exchanges were also in focus. The Deputy President visited the historic Meiji Jingu forest, where he reflected on the importance of nature in fostering societal development, linking it to the African philosophy of Ubuntu.
“This visit served as a reminder of how the forest and nature more cements the importance of connecting with nature what has been appreciated as Kami.
“We have a lot in common as a people, hence we will continue to invest in people-to-people cultural exchange programmes. This is already happening through the number of rugby players that are playing in various teams here in Japan. We are emphasising the importance of people to people because it becomes easier to do business when you know each others' cultures,” the Deputy President said.
Strengthening economic cooperation
The visit comes at a time when South Africa is looking to bolster international partnerships in light of current geopolitical challenges confronting the nation and the global community.
The Deputy President emphasised that his delegation’s trip was aimed at fortifying economic collaborations, particularly in inclusive economic development and trade balance.
“We want our two nations to collaborate with a particular emphasis on promoting inclusive economic development and ensuring a balance and increase in trade between the two nations.
“This has also been one of the priorities of South Africa’s 7th Administration, popularly known as the Government of National Unity (GNU). The formation of the Government of National Unity is a momentous development in South Africa’s democracy,” he said.
South Africa’s leadership in the G20 was also highlighted, with the Deputy President reiterating the country’s vision for its presidency under the theme “Solidarity, Equality, Sustainability.”
“We want to make a meaningful contribution to the expressions of the continent through Vision 2063 towards the Africa we want. Such an Africa is one that is more integrated into the global community and acts as a key player in the economy and the socio-political landscape more broadly.
“We believe that in an interconnected world, the challenges faced by one country have an impact at a global level,” he said.
Call for global cooperation
The Deputy President concluded his address by emphasising the importance of global cooperation in addressing challenges such as climate change, rising nationalism, and economic instability.
“As I conclude, let me emphasise that our challenges can only be resolved through cooperation, collaboration, and partnership; no challenge and no triumph exist in isolation. Cooperation is our greatest strength and our most powerful weapon.
“Under the guiding principle of Ubuntu - the profound belief that ‘I am because you are’ – we are reminded of the interconnectedness of humanity. It is this principle of Ubuntu that underpins South Africa’s leadership and vision for our G20 Presidency, and our future,” the Deputy President said.
He further urged everyone to remember that true progress is achieved not through words alone but through meaningful action and collaboration.
“We should be deliberate in our conversation and find more meaningful ways to strengthen our relations, both in trade, and investment. Let us work hand in hand towards a more just, equitable, and sustainable world for all,” he said.
The Deputy President arrived in Japan on Sunday and will conclude his visit on Wednesday, 19 March.

Government determined to tackle economic challenges
Deputy President Paul Mashatile has stressed the urgent need to tackle the nation’s pressing challenges in light of sluggish economic growth and has called for a collective effort to improve the quality of life for all citizens.
“As we embark on this journey, we must have a full appreciation that the first 15 years of democracy were characterised by high economic growth. However, the last decade and a half has been characterised by stagnant growth,” he said on Thursday.
According to the Deputy President, the stagnant growth of the past decade and a half has led to calls for immediate action to initiate structural reforms that would bolster gross domestic product (GDP) growth and create job opportunities.
“I must state from the onset that the responsibility of guiding South Africa to greater prosperity is not solely on the shoulders of the government. It is a shared responsibility among the business community, NGOs [non-governmental organisations], civil society and all those who aspire to see our country prosper.”
The Deputy President was speaking at the 7th BizNews Conference (BNC#7) at the Hermanus Municipal Auditorium in the Western Cape.
The BizNews Conference is an annual event focused on investment, business, and political issues.
The country’s second-in-command opened the dialogue with a reflection on South Africa’s democratic journey.
Mashatile underscored the issues plaguing the nation, including poverty, inequality, unemployment and corruption, which he believes threaten the fabric of South Africa’s democracy.
“They keep us, and if I may say so myself, awake at night because if we do not swiftly overcome these systemic economic issues, we shall experience perpetual unrest.”
Commitment to cooperation
He said the recent Budget Speech by the Minister of Finance highlights a step toward addressing these dilemmas.
According to the Deputy President, yesterday’s Budget was the product of a consensus reached within the Government of National Unity (GNU) following last month’s postponement.
“As I have indicated on several occasions, having a GNU Cabinet does not imply that we will agree on everything. There will be times when we do not view things the same way, but this does not spell the end of the GNU.”
However, Mashatile stressed GNU’s commitment to prioritising the needs of its citizens.
He also took the time to reinforce the credibility of the GNU amid scepticism about its longevity and effectiveness.
“Several coalition governments around the world have collapsed as a consequence of misunderstandings about the country’s Budget; this is but a reflection of democracy at work.”
The Deputy President assured attendees that the focus was on inclusive growth, job creation and addressing the high cost of living, while striving to build a capable and ethical State.

International Women’s Day is a worldwide celebration of women’s achievements, as well as a powerful call to action for gender equality.
The day serves as a reminder of the invaluable contributions women make to society, while also highlighting the ongoing challenges they continue to face in various spheres of life.
This year’s theme, “Accelerate Action” encourages the global community to intensify efforts to implement strategies, allocate resources, and initiate activities that will positively impact the advancement of women everywhere.
The WID 2025 coincides with the celebration of the 30th anniversary of the Fourth World Conference on Women and the adoption of the Beijing Declaration and Platform for Action (1995) (“Beijing +30”).
The year also marks the final five years of the 2030 United Nations Agenda for Sustainable Development Goals (SDGs), underscoring the urgency of advancing gender equality globally.
The department emphasised that with the right action and support, positive progress can be made for women across the globe.
“South Africa continues to make strides in women’s representation in government, with women making up 46% of Parliament and 43% of the Cabinet. However, greater efforts are needed to ensure women’s leadership in corporate and economic sectors.
“More work should be done to accelerate equal representation, as women remain underrepresented in high-income sectors and continue to face significant wage gaps. To bridge the gap, there is a need to demonstrate actions to stronger policies on financial inclusion, access to credit, and workplace protections for women,” the department said on Friday.
The department highlighted the importance of equipping women with the necessary tools and resources to start and grow businesses, manage household finances, and invest in their futures.
These efforts will strengthen their voices in decisions affecting them, and also help narrow gender gaps in financial access, while endorsing broader social and economic equality.
In alignment with the Government of National Unity's (GNU) priorities for the 7th administration, which has identified rapid, inclusive, and sustainable economic growth for all South Africans, the department emphasised that these priorities align closely with the World Economic Forum's (WEF) agenda for women’s rights.
The WEF focuses on closing gender gaps in economic participation, pay, and leadership.
“The South African Constitution champions the achievement of equality, including gender equality, throughout its provisions, particularly section 9 of the Constitution, which creates a basis for the obligation of the public sector, the private sector and civil society to eliminate and remedy gender, race and social inequalities,” the department said. – SAnews.gov.za

President Ramaphosa kicks off Gauteng oversight visit
President Cyril Ramaphosa says the economic success of Gauteng Province is crucial to the overall success of the country.
The President was addressing the Gauteng Provincial Government and the National Executive during an oversight visit to the province, on Thursday.
Gauteng is home to the financial capital of Africa in the form of Johannesburg, while Tshwane is South Africa’s administrative capital, and Ekurhuleni is an industrial and manufacturing hub critical to the country’s supply chains.
“Gauteng’s unique position in the national landscape is both an opportunity and a challenge. While it may be the smallest province in terms of land size, it is a giant in many other respects.
“Gauteng contributes the largest share of any province to the country’s Gross Domestic Product. It is the single most critical economic hub in the country, serving as a powerhouse of finance, governance, industry and innovation.
“The economic success of Gauteng is integral to the economic success of South Africa. It is here in Gauteng where our policies, plans and commitments must translate into action,” President Ramaphosa said.
Resolving challenges
During the State of the Province Address (SOPA) last week, Gauteng Premier Panyaza Lesufi pinpointed 13 challenges the provincial government must address. These include:
During his remarks today, the President expressed consensus with the Premier.
“Premier, we also agree with you that if we do not move with speed to address the critical challenges identified in the State of the Province Address, we risk undermining the progress we have made.
“There are recurring problems across Gauteng. Some of these include governance failures, financial mismanagement, crumbling infrastructure, crime and lawlessness, as well as unreliable service delivery. These are the challenges that are also articulated in your G13 list which…if we do not address, we will not have served our people well.
“Our greatest challenges – in Gauteng and across the country – are in the end, unemployment and poverty. These are the challenges we all must face head on,” President Ramaphosa said.
Changing lives
The President also emphasised that the outcomes from the oversight visit must improve the lives of Gauteng citizens.
“What emerges from this meeting must not remain as just plans on paper. The outcomes of this meeting must be transformed into practical, measurable interventions that directly benefit the people of Gauteng.
“Through a collaborative and solutions-oriented approach, we will drive sustainable development, improve service delivery and enhance the quality of life for all who call this province home.
“Let us seize this moment with urgency and determination, ensuring that every commitment made here today is followed by decisive action,” he said.
The engagement with the provincial government is the fourth oversight visit, following engagements with the provincial governments of Limpopo, KwaZulu-Natal and Mpumalanga.
“These engagements are crucial in strengthening intergovernmental cooperation, collaboration and consultation. They are important for ensuring better alignment of provincial priorities with the priorities of the Government of National Unity (GNU).
“Cooperative governance is a constitutional principle. It requires that, as different spheres of government, we must cooperate with one another in mutual trust and good faith. We must assist and support each other and coordinate our actions,” he said.
Human Rights Month
President Ramaphosa noted that as the national executive conducts its oversight visit to Gauteng, the country is commemorating Human Rights Month.
He highlighted that Human Rights Month is “particularly relevant in the context of our discussions today”.
“The right to water, sanitation, healthcare, housing and education are fundamental to the well-being of our communities. It is our duty to ensure that these rights are not just enshrined in our Constitution but are actively realised through tangible and impactful service delivery.
“People should not only be aware of their right to these services but should actively experience them in their daily lives. We therefore have to continue to harness the power of collaboration to overcome obstacles and implement sustainable solutions that will uplift our communities.
“Through unity and action, we must create a future where the rights of all South Africans are upheld, and where every citizen can access the quality services they rightfully deserve,” President Ramaphosa said.

Traditional leaders urged to help build a better SA
President Cyril Ramaphosa has called on traditional leaders to work alongside the Government of National Unity (GNU) in shaping a prosperous and inclusive future for South Africa.
Addressing the annual opening of the National House of Traditional and Khoi-San Leaders (NHTKL) at the Good Hope Centre in Cape Town, the President reaffirmed the vital role of traditional leadership in the country’s development.
“As the Government of National Unity, I once again call on Amakhosi to join hands with us as we embark on a new, glorious future for South Africa and its people,” said President Ramaphosa said on Tuesday.
The National House of Traditional and Khoi-San Leaders comprises traditional leaders who are delegates from the Provincial Houses of Traditional Leaders of South Africa and represent the Provincial Houses at national level.
He highlighted the historical significance of traditional leadership, noting that traditional leaders support governance in many rural and peri-urban communities, often facing the harshest conditions of poverty, inequality, and climate change.
The President expressed concern over the recent devastating floods in KwaZulu-Natal, which led to loss of life and destruction of property and infrastructure. He urged Amakhosi to work with disaster management teams to protect rural communities from extreme weather events.
“The recent floods in parts of KwaZulu-Natal have led to loss of life, damage to farming land, and the destruction of property and infrastructure. Our thoughts and prayers are with all the affected communities.
“I want to use this opportunity to call on you as Amakhosi to work with the disaster management response teams in our provinces and support the work that is being done to protect our rural communities against extreme weather,” he said.

Killings
President Ramaphosa strongly condemned the increasing assassinations of traditional leaders, calling the attacks an “affront to our nation".
He referenced the recent killing of Contralesa NEC member and Ndzundza-Fene Traditional Council Chairperson, Kosi Thugwana, in Mpumalanga, stressing that such violence must be rooted out.
“Even one killing is one too many. Be assured that our law enforcement agencies are working around the clock to ensure that the perpetrators of these heinous crime are brought to book.”
Shared prosperity
The President reiterated the government’s commitment to working with traditional and Khoi-San leaders to foster unity and development. He also emphasised the importance of their participation in the upcoming National Dialogue, a platform aimed at fostering inclusivity and shaping the country’s future.
He said that government will rely on the traditional leaders’ guidance to rally people towards a future of shared prosperity and inclusivity.
“It will be important that traditional leaders and the communities they lead [to] participate in the National Dialogue so that the process produces a plan that reflects the interests and aspirations of everyone.
“The Medium Term Development Plan that we have adopted as the Government of National Unity intends to advance three strategic priorities: to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living and to build a capable, ethical and developmental state,” the President explained.
He also highlighted ongoing consultations to review the White Paper on Local Government and emphasised the role of Amakhosi in shaping policies that affect rural communities.
The Deputy President has been mandated to facilitate dialogues with traditional leaders, further strengthening collaboration between government and traditional institutions.
Legislative developments
Following the Constitutional Court’s ruling that declared the Traditional and Khoi-San Leadership Act unconstitutional, the President confirmed that steps were being taken to reintroduce a revised bill in Parliament.
He urged traditional leaders to actively participate in consultations to ensure their interests are reflected in the legislation.
In addition, President Ramaphosa addressed the longstanding issue of customary initiation practices, particularly in the Eastern Cape, where fatalities and injuries continue to be a concern.
The government has gazetted regulations for public comment and is working towards drafting guidelines to regulate initiation school fees and prevent exploitation.

Turning to the issue of land reform and economic development, the President reaffirmed the government’s commitment to land reform, noting the passage of the Expropriation Act as part of efforts to ensure that land is equitably shared.
The Department of Land Reform and Rural Development has completed its work on the Communal Land Tenure Bill and is set to conduct public consultations.
Tackling gender-based violence and Forum of Majesties
The President urged Amakhosi to take a stand against gender-based violence and femicide, emphasising that such crimes have no place in African culture. He commended the House for its existing initiatives and called for greater involvement in protecting women and children.
“We know that such violence is not part of any culture. Violence against women and children is not part of the nation we want to build.”
Turning to traditional leadership, President Ramaphosa welcomed the launch of the Forum of South Africa’s Majesties, chaired by His Majesty King Makhosonke II, and acknowledged efforts to establish a similar platform for Queens.
He also encouraged traditional leaders to continue engaging with government ministries, particularly in sectors such as mineral resources, to ensure communities benefit from the country’s natural wealth.
G20 and National Budget
With South Africa set to host the G20 Summit for the first time later this year, the President urged traditional leaders to use the opportunity to showcase the nation’s diverse cultural heritage.
He also addressed the postponement of the Budget Speech, explaining that further discussions were necessary to align the priorities of the multi-party GNU.

“In the interests of consensus-building, we are undertaking further discussions so that we can arrive at a budget that everyone can have confidence in a budget that promotes inclusive growth, supports job creation and that tackles poverty and inequality,” he said.

Government continues working for the people, despite Budget postponement
President Cyril Ramaphosa says the events of last week present an opportunity to raise the level of understanding among South Africans around the budget and what it means for them.
This as the annual Budget Speech by the Minister of Finance was postponed last week for the first time in the nation’s democratic history.
“As GNU [Government of National Unity] partners, we will continue working for the South African people. As we have done in the past to overcome differences, we will once again find one another.
“The considerable public interest around the Budget Speech, including from young people and on social media platforms, was greatly encouraging. It is our hope that this sparks a necessary national conversation on how we will fund our national priorities and the trade-offs that will need to be made,” the President said in his weekly newsletter on Monday.
Cabinet decided to postpone the presentation of the budget to allow further discussion on areas of disagreement among parties in the GNU. The budget will now be tabled in Parliament on 12 March 2025.

“The last-minute postponement was unfortunate. It gave rise to concern and uncertainty among South Africans, investors and the financial markets, who look to the Budget for important signals about the state and direction of our economy,” the President said.
He further highlighted that the budget reflects government’s choices and priorities for the country’s development.
“Decisions on how to spend public funds have implications for every South African. It is therefore essential that the concerns raised by different parties around the budget are properly addressed, in the interests of accountability, transparency and consensus-building,” he said.
President Ramaphosa noted that this is the first time that the budget is being presented by the Government of National Unity. He said that it is understandable that this new arrangement would require a different approach in some respects.
He told the nation that the process of forging agreement among the political parties in the GNU is still work in progress.
“Disagreements, contradictions and policy divergence are inherent in governments made up of several political parties.
“It has been more than six months since the formation of the GNU. Despite disagreement between parties on a range of matters, the centre holds. It is a sign of a healthy and robust democracy that such differences may emerge from time to time and be ventilated in public.
“Such differences don’t mean that the GNU is in crisis. It means that democracy is working. A Government of National Unity by definition infers consensus-building. No one party can impose its will. There needs to be thorough deliberation and meaningful engagement,” the President explained.
Public confidence
He added that the decision to postpone the Budget Speech and to continue discussions should engender public confidence in the GNU. It should reassure citizens that despite differences of opinion, government is pulling in the same direction.
He further added that the reality is that government strives to implement national priorities in a context of slow growth, limited revenue, high unemployment and a large social wage. The state is simply not able to fund every priority and ambition.
The President emphasised that the critical issue of the public purse must be a subject of discussion and debate not just among political parties, but among all South Africans who aspire to lead lives of dignity.
“The social contract between government and the citizenry relies heavily on accountability and transparency. These have been features of our budgetary process since the advent of democracy.
“The formation of the GNU was the result of the desire by the South African people that political parties work together to move the country forward.
“As we continue to do so, we are adapting and strengthening our existing frameworks for cooperation, partnership and building consensus. We are learning, we are adjusting to new circumstances and we are moving forward,” the President said. – SAnews.gov.za

Citizens outline expectations for Budget 2025
Reducing red tape for business and tackling the funding gap for higher education are among the items on the wishlist of ordinary South Africans ahead of Finance Minister Enoch Godongwana’s 2025 Budget Speech, this afternoon.
Michael Mokwena, a small business owner in Garankuwa, north of Pretoria, told SAnews he hopes the government will make it easier to small business people to access loans from banks.
“We small business owners find it hard to access loans to expand our businesses. The laws and the requirements make it difficult for us to access funds,” Mokwena said.
Speaking ahead of the Budget which the Minister will table at 2pm, Mokwena said government must set aside funds to boost small businesses in the townships.
“Township businesses are playing a big role in the country’s economy and they are playing a role in job creation. We can’t all get employed. Some of us must create job opportunities for others. For that to happen, we need support from government. We need funding so we can play an active role in growing our economy,” Mokwena explained on Wednesday.
Meanwhile, Elvis Montoedi from Hamanskraal, told SAnews that government must create more job opportunities for young graduates and importantly, government must prioritise funding for students.
“Government must set aside more money for education. It is sad to see some young people being unable to continue with their studies because of lack of funding. Government must also assist with job placement for those who have completed their studies,” Montoedi who is a final year Bachelor of Commerce (BCom) student at the University of South Africa (UNISA) said.
Godongwana’s Budget Speech will provide a detailed plan for 2025 spending, including proposals for revenue collection to help fund the government’s planned interventions and commitments.

This as senior lecturer at UNISA Ndou Eliphas said he expects the Minister will deliver a budget that caters for the poor - to infuse business optimism; to send a message to the public that government is working on raising economic growth and that government wants to eradicate poverty and inequality.
“The Minister of Finance should focus more on raising economic growth, [the] implementations of reforms that support economic growth, explaining how to reduce the debt servicing costs and stabilising debt to GDP ratio,” said Ndou.
Ndou is of the view that the Minister will deliver a budget that will give an optimistic outlook at a time of global economic uncertainty.

Visa regime changes boost SA tourism
Tourism Minister Patricia de Lille on Wednesday welcomed the Department of Home Affairs' significant progress made on the visa regime in recent months.
“We have made great strides in the past year and a key success has been our work with Operation Vulindlela in the Presidency, the State Security Agency and the Department of Home Affairs on the visa regime, particularly with the Trusted Tour Operator Scheme, which will significantly ease the visa process for travelers and tour operators from China and India as well as the Electronic Travel Authorisation and the Digital Nomad Visas,” De Lille said.
The tourism sector is a vital engine for economic growth as the country has witnessed a steady rebound over the past two years with close to 9 million arrivals to South Africa in 2024, up by 5.1% compared to 2023.
“We have been working hard with the tourism sector in South Africa, China and India to resolve the visa obstacles and the recent work by the Department of Home Affairs is to be commended.
“The Department of Tourism will use the visa enablers – the Electronic Travel Authorisation, the Trusted Tour Operator Scheme and the Digital Nomad Visas to grow tourism in South Africa, targeting key source markets - India and China.
“These visa regime enhancements will lead to increased arrivals to South Africa which will in turn assist government to achieve the goals of the GNU to drive inclusive economic growth and create jobs.
“As the Tourism sector, we are appreciative of the efforts and commitment by Minister of Home Affairs, Dr Leon Schreiber and his department for the impressive gains made on the visa regime front,” Minister de Lille said.
On Wednesday, the Department of Home Affairs started with the implementation of phase one of the Trusted Tour Operator Scheme that will significantly improve the visa process for travelers and tour operators from India and China.
“These are two massive key source markets for South Africa that can contribute to our goal to increase arrivals exponentially. A seamless visa regime is a key to growing arrivals and we have been working well with Home Affairs in this regard and will continue to work with them to make further improvements,” De Lille said.
On Monday, Home Affairs Minister Leon Schreiber and De Lille addressed the first group of 65 successful tour operators from South Africa, China and India, who were accepted in the first phase of the Trusted Tour Operator Scheme.
These tour operators started making visa applications for individuals and groups on a fully digital system in a more seamless process.
“Over the past few months, we have directly engaged the tourism sector in South Africa, China and India on the visa regime and the sector in all three countries have enthusiastically welcomed these improvements.
“We are truly excited about these visa regime improvements and we cannot wait to reap the rewards of this progress in the coming months with increased arrivals from China and India, especially,” De Lille concluded. – SAnews.gov.za

President Ramaphosa issues rallying call for unity
President Cyril Ramaphosa has issued a powerful call to action, urging all political parties, civil society groups, and citizens to unite and join government in building a South Africa that is inclusive, equal and fair.
The President was replying to the State of the Nation Address (SONA) Debate held in Parliament this week.
Of late, the country has grappled with, amongst others, tensions with the United States of America following the promulgation of the Expropriation Act, the tragic loss of 14 South African National Defence Force soldiers in the eastern Democratic Republic of Congo, heated discussions surrounding equality, and a sluggish economy.
“At a time like this, we need to stand united as a nation, particularly now when we are facing a harsh global wind.
“This is not the time for any of us to rush off to foreign lands to lay complaints about issues that we can solve ourselves in our country. We need South African solutions to South African problems,” he said in his reply to the debate on Thursday.
Despite the diverse views in South Africa, President Ramaphosa emphasised the importance of sending a unified message to the world.
“While there are many diverse and different voices in our society, we must strive to convey a common message.
“We must say to our people and to the world, that we are committed to working together to build a society in which all South Africans are free and equal to build a nation that works for all,” he said.
Additionally, the President emphasised that although political ideologies may differ, there is a common desire to build a country that is inclusive of all South Africans.
“At this important moment in our country and in our world, we must ask ourselves what kind of a nation we want.
“We want a nation in which all people enjoy equal worth and equal opportunity. We want a nation in which the rule of law is protected and upheld. We want a dynamic and growing economy in which small businesses can emerge and expand.
“It is my firm and enduring belief that all of us as South Africans, as fellow citizens bound together by our history and our present, want the same thing,” he said.
Moving forward
President Ramaphosa cited the Government of National Unity (GNU) as an example of how South Africans can come together “to build a nation working alongside each other”.
“It is to be expected that the 10 political parties that make up the GNU, with their very different political and ideological perspectives, will not always agree and will sometimes feel the need on platforms such as this, to talk to their different constituencies.
“Despite these differences, these political parties are working well together in the Government of National Unity. We are finding ways of mediating our differences and remain focused on the actions that we are all committed to undertake.
“It is this that gives me confidence that the Government of National Unity will continue to promote stability and serve the people of South Africa, in accordance with our Statement of Intent and the Medium-Term Development Plan,” President Ramaphosa explained.
The President described the current moment as one of "opportunity and hope".
“The Government of National Unity represents the best of that hope. We have demonstrated that we are prepared to put our political differences aside and work for the common good. This government remains united in pursuit of a South Africa that improves the material prospects of every South African man, woman and child.
“We are committed to upholding our hard-won democracy. We are committed to expanding the frontiers of opportunity for all our people. As we do so, we are guided by our Constitution, the Bill of Rights and the rule of law.
“As we rise from this debate, I am convinced that despite our differences, we share a common desire for a South Africa that belongs to all who live in it. We share the vision of a nation that works for all,” President Ramaphosa said.

GNU will ensure SONA commitments made become a ’lived reality’
Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, has assured President Cyril Ramaphosa that the Government of National Unity (GNU) will work to ensure that commitments made to the nation become a reality.
“Honourable President, the GNU will ensure that the commitments you made to the nation do not become empty promises, but a lived reality, “ he said in remarks at the State of the Nation Address (SONA) debate in Parliament on Tuesday.
This as Members of Parliament (MPs) discussed President Ramaphosa’s SONA which was delivered last Thursday.
MPs addressed various issues, including tensions with the United States and the fallen soldiers in the eastern Democratic Republic of Congo (DRC), among other topics.
The President’s address emphasised economic growth, job creation, infrastructure development, and the reduction of household expenses.
“At the heart of this vision is a government that works for its people. The GNU must, therefore, be applauded, for it is committed to building a capable, ethical, and developmental State, comprising of ethical, skilled, and properly qualified public servants.
“This work has already begun, under the capable leadership of the Minister of Public Service and Administration, the Honourable Inkosi [Mzamo] Buthelezi.”
Hlabisa said he was encouraged that the President highlighted the important role that traditional leaders can play in improving services to the people.
State of municipalities
As the CoGTA Minister, he stated that he is heeding citizens’ outcry over the dire state of many municipalities over the failures of local government, and the need for municipalities to work.
“Basic services must be delivered, and delivered efficiently,” he told MPs.
Hlabisa said the crisis stems from the resource constraints faced by many municipalities.
He believes that the current funding model for local government is unsustainable and exacerbates inequality between the wealthy and the impoverished.
“A new funding model is a must; one that considers each municipality's unique needs and challenges and provides a more equitable distribution of resources.”
Infrastructure development
He welcomed the President’s emphasis on new infrastructure development but believes it should also involve the maintenance and upgrading of existing infrastructure.
“To rebuild South Africa, we need to rebuild our education system, rebuild our healthcare system and rebuild our economy.”
Public healthcare
He also threw his weight behind the National Health Insurance (NHI) but also raised concern about the feasibility and affordability of it in its current form.
“Government must prioritise strengthening the existing public healthcare system, which is plagued by inefficiencies and shortages of equipment and medical personnel. “
Growing the economy
Hlabisa also welcomed government’s commitment to creating jobs and stimulating economic growth.
“We look forward to the implementation of the Medium-Term Development Plan [MTDP] , particularly in relation to the three strategic priorities of driving inclusive growth and job creation, reducing poverty, and tackling the high cost of living.”
The MTDP is a five-year strategic framework that outlines the government’s priorities and serves as a roadmap for translating the commitments of the seventh administration into actionable programs and policies.
Global developments
Shifting his focus to international matters, Hlabisa mentioned that unfolding events and the international, diplomatic fallout around the Expropriation Act is “deeply concerning.”
“We condemn those who spread misinformation and work against our collective, national interest to rebuild South Africa. Having said that, Honourable President, the IFP [Inkatha Freedom Party] believes that greater clarity and certainty must be provided on key issues of the Act, such as compensation and the definition of public interest.”
The Minister also took the time to honour the 14 fallen soldiers who died at the hands of M23 as fighting in the Goma region intensified, with the rebel group engaging fiercely against the Congolese armed forces.
The South African National Defence Force (SANDF) soldiers are part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC), which aims to help restore peace, security, and stability in Africa’s second-largest country.
“Their selfless sacrifice will never be forgotten. [We] support initiatives to restore peace across the continent, knowing that peace and stability are essential for economic development, social justice, and human dignity. Abrupt withdrawal would not be in the interests of the continent.”

Govt forges ahead with plans to unlock economic growth and job creation
The Minister in the Presidency for Planning, Monitoring and Evaluation, Maropene Ramokgopa, has announced plans to improve institutional effectiveness and enhance the delivery of the Medium-Term Development Plan (MTDP) through economic structural reforms.
“The MTDP will address critical constraints in energy, transport, and logistics to unlock growth and enable job creation,” she announced on Friday.
Ramokgopa addressed the media during a session focused on the progress of the MTDP 2024 – 2029.
The MTDP is a five-year strategic framework that outlines the government’s priorities.
It serves as a roadmap for translating the commitments of the seventh administration into actionable programs and policies.
The framework is informed by the Government of National Unity’s (GNU) statement of intent and the manifestos of 10 political parties.
The main priorities include fostering inclusive economic growth, reducing poverty, and establishing a capable State.
Ramokgopa’s briefing provided insights into how the MTDP aligns with President Cyril Ramaphosa’s SONA and ensures the effective implementation of national priorities.
Last night’s SONA focused on economic growth, job creation, infrastructure development, and reducing household expenses.
The Head of State announced several interventions needed to create a robust economy that benefits everyone and stressed that for the nation to boost investment and job creation, economic growth must surpass 3%.
The Minister acknowledged the limitations in state capacity that have impeded progress in achieving inclusive economic development.
“The MTDP, therefore, enhances the President’s capacity to effectively coordinate policy planning and implementation,” she explained.
According to the Minister, the reforms also improve agenda-setting mechanisms and streamline the intergovernmental cluster system to ensure the cohesive execution of priorities, particularly regarding the organisational structure reforms that the MTDP will focus on.
“We have, then now come up with a way to deal with issues that will modernise institutions by streamlining processes and also clarifying roles of different departments.”
Ramokgopa believes they can address issues by enhancing competitiveness, modernising infrastructure, and eliminating bottlenecks that hinder sustainable economic development, through stable and functional local government.
She mentioned they are looking forward to implementing local government reforms aimed at enhancing service delivery and ensuring that development reaches all communities.
This will be achieved by strengthening municipal governance through revised policy frameworks and targeted empowerment initiatives.
In addition, the department will align State-owned entities (SOEs) with a developmental mandate by addressing governance challenges and ensuring accountability, while also ensuring their commercial viability.
“This process, of course, involved inputs from a wide range of stakeholders in government to ensure alignment with the MTDP strategic priorities.”
She stated that Cabinet has considered the plan and will make a decision on its approval in the next meeting, indicating that the resolutions have already been adopted by the local government.
“Now what is going to happen is that we will then now go to Cabinet to adopt it as a policy document of the seventh administration,” she explained, adding that successful documentation of this plan will be demonstrated through the achievement of its set targets and improved living conditions of the citizens.
She firmly believes that effective service delivery will build citizens’ trust and confidence in government institutions.
“In his State of the Nation Address yesterday, the President directed all functionaries in government to embrace a culture of orientation of quality within the public sector.
