Cabinet commends Eskom’s performance

Cabinet commends Eskom's performance

Cabinet has commended Eskom for not implementing load shedding for more than 150 days – including over the South African winter period.

Acting Minister in the Presidency, Maropene Ramokgopa, told a post-Cabinet media briefing on Thursday that stable electricity supply is imperative for economic growth in the country.

“Cabinet commends Eskom, its board, management and all its employees who have worked tirelessly to ensure that South Africa will have no load-shedding this summer as the power utility continues to add more electrons to the grid through its generation recovery plan.

“A reliable energy supply is vital for growing our economy, boosting confidence and enhancing the quality of life of our citizens.

“Government continues to execute the Energy Action Plan, which has been instrumental in reducing the frequency of load-shedding through planned maintenance of Eskom’s power-generation fleet. The reform of our energy sector is a critical component of our efforts to create a secure energy future for our people,” she said at the briefing held in Cape Town.

Staying on the reform agenda, Ramokgopa said President Cyril Ramaphosa has fulfilled his undertaking to “recalibrate” State Owned Enterprises (SOEs).

In that regard, she added, the responsibility for strategic SOEs have been “transferred to the various line ministries, after the President had signed the relevant proclamation to this effect”.

“This step coincides with plans to create a centralised shareholder model through which the State seeks to better leverage the capabilities of our SOEs to grow the economy, improve service delivery, and infuse the SOEs with the requisite commercial and strategic agility.

“The responsibility for power utility Eskom has been transferred to the Ministry of Energy and Electricity and Transnet, South African Airways and South African Express to the Ministry of Transport.

“The state-owned diamond mining company Alexkor will be managed by the Ministry of Mineral and Petroleum Resources, aerospace and military technology conglomerate Denel will fall under the Ministry of Defence and Military Veterans while South African Forestry Company SOC Limited, which is responsible for state forestry, will report to the Ministry of Forestry, Fisheries and the Environment,” Ramokgopa said.

SA avocados in Japan

On agricultural export matters, the first batch of South African avocados have arrived in Japan.
“[This marks] a significant boost for the local avocado sector, and demonstrates the positive impact of the Agriculture and Agro-processing Master Plan, which aims to expand access to key new markets for South African producers.

“South African avocado growers now stand to benefit significantly as efforts to increase market access for our agricultural produce continues. India, China and Japan represent a combined market opportunity of over 2.5 billion people,” Ramokgopa said. – SAnews.gov.za

Cabinet encouraged by plans to assist municipalities

Cabinet encouraged by plans to assist municipalities

Cabinet is encouraged that the Department of Cooperative Governance and Traditional Affairs and the Auditor-General South Africa (AGSA) continue to support and implement initiatives aimed at consolidating the improvements recorded in some municipalities.

“The department has also prioritised assisting the worst-performing municipalities in the country by improving the competency of personnel through training and skills transfer, as well as enforcing regulations on minimum standards for municipal managers and senior officials,” the Acting Minister in the Presidency, Maropene Ramokgopa, said on Thursday.

The Minister was addressing the media on Thursday on the outcomes of the Cabinet meeting held yesterday.

This is after the AGSA report on the audit outcomes of municipalities for the 2022/23 financial showed gradual improvement in financial management within some municipalities.

“Nevertheless, there remains more work to be done to improve compliance across many municipalities that continue to receive negative audit outcomes.”

The Auditor-General (AG) Tsakani Maluleke briefed the Portfolio Committee on Cooperative Governance and Traditional Affairs on the audit outcomes of municipalities for the past financial year.

Maluleke revealed the unauthorised expenditure of R24 billion, with only one metro achieving a clean audit.

The AGSA report shows only 34 of 257 metropolitan, district and local municipalities received clean audit outcomes.

The Minister said the number of disclaimed audits decreased while 45 municipalities improved their audit outcomes since 2020/21 and those that submitted their financial statements on time improved from some 81% in 2020/21 to 94% in 2022/23.

In a statement released in August, the department said it will support municipalities to implement and maintain effective systems in governance, financial management, performance management, infrastructure, service delivery and compliance with local government legislation and related prescripts.

It also touched on coalition governance and vowed to address governance challenges and instability in hung councils.

The department has developed the Local Government: Municipal Structures Amendment Bill also known as the Coalitions Bill, which has been published for public comment.

The bill aims to provide a legislative framework for the formation and management of coalition governments. – SAnews.gov.za

Cabinet commends efforts to fight crime

Cabinet has commended the signing of the Cooperation Agreement to Combat Crime in the Western Cape.

The agreement enhances collaboration and coordination among all stakeholders to address safety and security concerns.

Signed last Friday, the agreement paves the way for sharing technology and resources, information, and best practice to improve the state of public policing.

“Through community-driven initiatives, the integration of resources and the development of innovative strategies, the agreement allows for a united front between the South African Police Service (SAPS), the province and communities to combat crime and promote public safety,”acting Minister in The Presidency, Maropene Ramokgopa said during a post Cabinet media briefing.

Ramokgopa reiterated government’s warning against crime, fraud and corruption.

“Government has zero-tolerance for crime, fraud and corruption; and will hold those who violate the laws of the country accountable. Cabinet remains determined to ensure that South Africa is a society where all people feel safe; and the recent arrests and conviction of suspects involved in various serious crimes demonstrates the commitment to push back against crime,” Ramokgopa said at the briefing held in Cape Town on Thursday.

Quarterly crime statistics

Cabinet also noted the increase in contact crimes in the latest quarterly crime statistics for the first quarter from April to June 2024, which indicated that more still needs to be done to ensure every citizen feels safe.

Ramokgopa said the SAPS, led by the Ministry of Police, is actively fighting these crimes through recent operations, including a confrontation with suspects in Milnerton, Cape Town, resulting in fatalities and arrests and operations in the Eastern Cape focusing on Mthatha and Nelson Mandela Bay. Arrests related to extortion activities have also been made in Gauteng, Mpumalanga and the Free State.

“Government is implementing a whole government approach, including signing cooperative agreements with provincial and local governments; rolling out operational plans in Cape Town and Nelson Mandela Bay, with plans to replicate in all metros; [and] engaging with sister departments to improve collaboration against crime.”

Former PRASA engineering head’s sentence a blow against corruption

Location: News

Former PRASA engineering head's sentence a blow against corruption

The hefty 15-year sentence against former Passenger Rail Agency of South Africa (PRASA) Engineering Head, Daniel Mthimkhulu, for three counts of fraud is a “significant victory” against corruption.

This is according to Acting Minister in the Presidency Maropene Ramokgopa, who briefed media on Thursday on the outcomes of the Cabinet meeting held on Wednesday.

Mthimkhulu was convicted and sentenced in the Johannesburg Specialised Commercial Crime Court for, according to the National Prosecuting Authority (NPA), misrepresenting his qualifications to PRASA and submitting a fraudulent job offer letter that he claimed to have received from a German engineering firm for a position at its engineering department.

This resulted in PRASA counter-offering and suffering prejudice amounting to some R2.8 million per annum.

“Cabinet applauded the 15-year sentence of the former Head of Engineering at the Passenger Rail Agency of South Africa, Mr Daniel Mthimkhulu, by the Palm Ridge Commercial Crimes Court.

“This sentence marks a significant victory in the fight against corruption and government’s commitment to rooting out dishonest practices and ensuring accountability at all levels,” Ramokgopa said.

She said Cabinet also welcomed the work done by law enforcement agencies to hold the corrupt accountable for their misdeeds.

“Cabinet welcomes the preservation order of R6.5 million against those involved in looting funds at the National Lotteries Commission. These actions support the implementation of the Anti-Corruption Strategy, which brings together law-enforcement agencies in the fight against corruption.

“Cabinet further welcomes the ruling by a London Court to allow the extradition of British national and former Eskom contractor, Mr Michael Lomas, to South Africa to face corruption charges.

"Lomas will be extradited to face 41 serious corruption charges related to the construction of the Kusile Power Station. This ruling is also a vote of confidence in our criminal justice system and affirms our commitment to comply with international human rights obligations,” Ramokgopa said.

President Cyril Ramaphosa has signed a proclamation authorising the Special Investigating Unit to conduct an investigation into allegations of corruption and maladministration at Eskom.

“The signing… strengthens efforts to hold those involved in corruption activities at the State entity accountable. The proclamation covers allegations of unlawful and improper conduct that occurred between 1 March 2006 and 30 August 2024, and nine contracts will be investigated.

“The President also amended a proclamation authorising the SIU to investigate further areas of allegations of corruption at the Department of Rural Development and Land Reform,” Ramokgopa said. – SAnews.govza

Citizens called to help keep criminals off the streets

Citizens called to help keep criminals off the streets

Cabinet has called on South Africans to continue to work with law enforcement agencies by reporting illegal acts to help keep criminals off the streets.

“The fight against crime is a shared responsibility, and government will continue to champion all initiatives that will mobilise all people in society to work together towards a better and safer South Africa,” acting Minister in The Presidency, Maropene Ramokgopa, said during a post-cabinet media briefing on Thursday.

The public can report criminal activities to the police on 10111.

Consistent with the commitments made by President Ramaphosa during his Opening of Parliament Address on 18 July 2024 to build a safer country, Ramokgopa said South Africa’s law-enforcement agencies have stepped up the fight against crime.

Some successes of law enforcement include the arrest of 673 suspects by the Hawks. Of the 573 arrested, 506 were convicted and 77 court orders were granted for the seizure of assets connected to criminal activities.
The police also arrested 14 422 suspects for various crimes through Operation Shanela from 19 to 25 August 2024.

“A multidisciplinary raid operation by the police, metro police, correctional services, Home Affairs and other law-enforcement agencies in six hijacked buildings in Durban led to the discovery of R4 million in counterfeit United States dollars, seizure of drugs, 117 rounds of ammunition and liquor, and [the] arrest of more than 150 allegedly undocumented foreign nationals.

“These successes follow significant inroads made in dismantling a transnational crime syndicate in the country since the beginning of the year. The Directorate for Priority Crime Investigation (Hawks) has uncovered 10 clandestine drug laboratories and arrested 34 persons for manufacturing, dealing and possession of illicit drugs,” Ramokgopa highlighted.

Extortion incidents

Ramokgopa also noted that South Africa is learning from international best practices to develop strategies to deal decisively with incidents of extortion.

She said a whole-of-society approach and a unified effort from government, law-enforcement agencies, businesses and communities are needed to create a united front to combat this crime.

“Extortion does not just harm individuals; it undermines our entire economy. By fighting this crime, we are protecting jobs, encouraging investment, and promoting economic growth. We are empowering communities to stand up against extortion through education, support networks, and confidential reporting systems. We are making it safer for people to say no to criminals.

“The SAPS is being equipped with the latest tools and techniques to combat extortion, including advanced intelligence gathering and specialised task forces, to staying ahead of criminal tactics. Extortion often thrives where there is a lack of economic opportunity,” Ramokgopa said.

The Minister added that government is addressing root causes by investing in education, job creation, and community development alongside law enforcement efforts.

“Government is working closely with international partners to share intelligence, track criminal networks and bring offenders to justice. Our efforts are particularly focused on protecting vulnerable individuals and businesses who are often the primary targets of extortion.

“No one should have to live in fear in their own community. Government is committed to a sustained, long-term effort to root out this crime and create lasting safety and security for all South Africans,” Ramokgopa said. – SAnews.gov.za

Economic spinoffs of direct Munich-Joburg flight

Economic spinoffs of direct Munich-Joburg flight

The significance of a direct flight from Munich in Germany to Johannesburg is “incalculable” for Gauteng’s economy, according to the Gauteng Department of Economic Development (GDED).

This follows the inaugural landing of the Lufthansa direct flight from Munich to Johannesburg on Wednesday.

The airliner is expected to operate at least three weekly flights between the two cities.

“The significance of this route to the Gauteng provincial economy is incalculable. Munich, the third largest metropolitan region in the European Union by gross domestic product is the nerve centre of the south German economy and a global city that serves as the headquarters for many international companies in the manufacturing, finance, telecommunications, automotive, media and logistics sectors.

“Thus, this new direct Johannesburg-Munich flight brings better connectivity to corporate companies who are headquartered in southern Germany, facilitating the further economic development and strong business relations between Germany and South Africa in general, and the Gauteng City Region in particular,” the department said in a statement.

The GDED said the launch of the route during South Africa’s Tourism Month is also significant.

Last year, some 245 259 German tourists visited South Africa – a rise from 173 146 the previous year.

“[This is] a period dedicated to shining a spotlight on tourism, its impact on the economy and livelihood. Munich is a particularly popular destination amongst tourists visiting Germany, as such, this direct flight will offer residents of Gauteng and South Africa broadly, an opportunity to explore the world with greater ease.

“Destination Gauteng is also positioned to welcome more international tourists from Germany and the broader European Union, where they will explore and enjoy the many diverse tourism offerings that the province has to offer including paleo-sciences, gastronomy, sports tourism, and quality township tourism experiences,” the statement read.

The department revealed that since the devastation of the COVID-19 pandemic, which caused a “severe loss of airlift and new routes development work”, it has been hard at work to implement a programme of, among others, route development.

“Together with our marketing partners, the [department] has implemented a protracted programme of air routes development, aggressive recruitment of new airline routes into the destination’s main international airports and support for freight, cargo and film crews, private charters, and medical rescue services.

“The Tourism Business Council of South Africa…supported this targeted work by the Gauteng Provincial Government in improving airlift capacity in the province.

“With their R5 million injection, we managed to power our marketing and coordination work resulting in the province welcoming new routes from Sao Paulo in Brazil, Abidjan in Ivory Coast, Lusaka in Zambia, Perth in Australia, eSwatini Airways, Qantas Airline and now Munich in Germany,” the GDED statement said. – SAnews.gov.za

Partnership to transform access to sports programmes in schools

Partnership to transform access to sports programmes in schools

Sport, Arts, and Culture Minister Gayton McKenzie has expressed his excitement following the signing of a groundbreaking Memorandum of Understanding (MoU) with Basic Education Minister Siviwe Gwarube on Wednesday.

The partnership aims to progressively transform access to both sports and cultural programmes in schools, ensuring that every child, regardless of their background, has the opportunity to thrive in sport and the arts.

McKenzie said the MoU marked a milestone in the Government of National Unity’s (GNU) vision to deliver equality of access for all young people, particularly those in rural, township, and underprivileged areas.

The signing of this MoU is a significant outcome following the 2023 School Sport Indaba with various stakeholders to develop school sport at grassroots level throughout the country.

The Minister said the agreement was a vital first step in unlocking talent and boosting transformation in both sport and the arts.

“The key to transforming South African sport is to ensure that as many schools as possible – from the townships to rural areas and other less fortunate communities gain access to similar kinds of facilities, coaching and equipment.

“For too long, South Africa’s national teams have relied on private schools as talent-feeders, which, while valuable, does not represent the full potential of this country,” McKenzie said.

The MoU establishes a collaborative framework between the Department of Basic Education and the Department of Sport, Arts and Culture to implement extracurricular programmes, including school sports programmes, throughout the country.

Importantly, the MoU envisions an approach where facilities are built in such a manner that numerous schools will be able to benefit from them and share them.

The Minister added that the agreement will encourage partners from every sector of South African society - from government to private businesses, commissions, foundations, trusts and NGOs, as well as civil society more broadly – to get involved and play a vital role in not just levelling the playing fields for young South Africans, but to ensure that those playing fields exist at all.

“This programme is an important first step in the right direction for us,” said McKenzie, who recommitted himself to Project 300, an undertaking that 300 athletes will be at the next Olympic Games in Los Angeles to represent South Africa.

“We won’t achieve that if we don’t keep finding the other Bayanda Walazas in our schools.”

McKenzie underscored the importance of cross-departmental collaboration, highlighting how this agreement exemplified the unity of purpose that exists in the GNU.

“We are collaborating and working well and this GNU, under the leadership of President Cyril Ramaphosa, is going to transform South Africa vastly for the better over the next five years,” he said. – SAnews.gov.za

Cabinet welcomes efforts to ensure water security over the next decade

Cabinet says efforts to improve the management of existing water assets and ensure water security over the next decade has been boosted by President Cyril Ramaphosa's assent to the South African National Water Resources Infrastructure Agency SOC Ltd Bill.

According to the Acting Minister in the Presidency, Maropene Ramokgopa, the new legislation will also see that a new agency responsible for developing and managing national water infrastructure is established.

The plan is to also mobilise finance for new projects through innovative models to crowd in private investment.

“Cabinet welcomes the new legislation as signifying a critical step in the reform process to increase investment in the maintenance and construction of water infrastructure and improvement of water quality,” the Minister said on Thursday.

Ramokgopa was addressing the media on the outcomes of the Cabinet meeting held on Wednesday.

The new legislation will also enable South Africa to expand bulk water infrastructure.

In a statement released by the Presidency last month, it explained that the law seeks to address the current fragmentation in water resource management between the Department of Water and Sanitation, the Trans-Caledon Tunnel Authority (TCTA) and the Water Trading Entity.

Meanwhile, Deputy President Paul Mashatile will be visiting Limpopo to assess progress achieved in various intervention projects undertaken to improve water services in the Greater Giyani Local Municipality on Friday and Saturday.

The Deputy President will conduct the visit as Chairperson of the task team established to address water challenges in various areas of the country.

The task team is an institutional coordinating mechanism, which brings together key role players within government to provide leadership and technical assistance towards the resolution of challenges in water services in the country. – SAnews.gov.za

Cabinet welcomes signing of second Presidential Health Compact

The quest for quality and affordable healthcare for all has moved closer with the signing of the second Presidential Health Compact.

This is according to the Acting Minister in the Presidency, Maropene Ramokgopa, who addressed media on Thursday on the outcomes of the Cabinet meeting held on Wednesday.

Last month, Deputy President Paul Mashatile, in his capacity as Acting President, presided over the signing of the second Presidential Health Compact, an initiative established by President Cyril Ramaphosa in 2019.

READ | A nation's health, is a nation's wealth

The health compact is a framework for cooperation between critical sectors and stakeholders to strengthen the health system. It monitors and evaluates preparations for the implementation of the National Health Insurance (NHI).

The stakeholders include government, business, labour, civil society, health professionals, unions, service users, statutory councils, academia and researchers to develop sustainable and inclusive solutions to challenges in the national health system.

“It seeks to strengthen the health system and monitors and evaluates preparations for implementing the NHI,” Ramokgopa said.

The health compact also seeks to bolster the development of human resources, while improving access to medicine, vaccines and health products, upgrading infrastructure and ensuring private sector engagement.

The Acting President told the delegates during the signing ceremony that a healthy nation is more economically productive and prosperous.

“A healthy population enjoys higher life expectancy, better quality of life and overall wellbeing. As a result, providing quality healthcare is of the utmost importance to all of us,” he said.

Meanwhile, Ramokgopa said Cabinet was appalled that some unscrupulous and greedy lawyers and advocates have attempted to defraud billions of rands from the State through fraudulent and irregular medico-legal claims.

READ | Medico-legal claims a feeding trough for unscrupulous legal practitioners

“These wrongdoings were uncovered in a far-reaching investigation by the SIU [Special Investigating Unit] into alleged fraudulent medico-legal claims against the State since 2017.”

According to the Minister, the ongoing investigation revealed that some legal practitioners are helped by health practitioners working for the State to target the department.

In addition, she said matters completed by the SIU have resulted in at least R3 billion in savings for various provincial health departments. – SAnews.gov.za

Slight GDP increase sets ‘a positive tone’ – Ramokgopa

Slight GDP increase sets 'a positive tone' - Ramokgopa

Cabinet has called on all sectors of South Africa to build on the momentum of the slightly increased Gross Domestic Product (GDP).

This is according to Acting Minister in the Presidency Maropene Ramokgopa who briefed the media on Thursday, following a regular meeting held by Cabinet this week.

Earlier this week, Statistics South Africa reported that the economy has grown by some 0.4% during the second quarter of 2024.

“Cabinet noted the slight increase in the growth of the South African economy…which sets a positive tone for our overall economic performance for the year. South Africa’s economy remains robust and Cabinet encourages all sectors of society to build on this momentum going forward.

“When all sectors build on this momentum as a nation, we will realise the creation of more jobs and improve the living standards of all South Africans.

“Cabinet has prioritised inclusive economic growth and job creation for the Seventh Administration and therefore existing interventions will be intensified to achieve this objective,” Ramokgopa said.

Investment and infrastructure development

Ramokgopa told the briefing that government remains focused on growing the economy, reducing unemployment and creating a more resilient investment climate.

In that regard, she said, Cabinet welcomed the launch of the R1.1 billion automotive components manufacturing facility at the Dube Trade Port Special Economic Zone in KwaZulu-Natal.

“The massive investment by Toyota Tsusho Africa (Pty) Ltd and Ogihara Thailand Corporation Ltd is a vote of confidence on South Africa’s position as a formidable destination for foreign direct investment.

“The investment also underscores the progress that has been made under the stewardship of President Cyril Ramaphosa, who has championed an investment drive that has attracted more than R1.51 trillion in investor commitments since 2018.

“South Africa’s investment appeal continues to draw catalytic investments that affirm the government’s intent to drive economic growth and create jobs,” she said.

Furthermore, Ramokgopa noted that the recently approved R17.8 billion funding from the BRICS New Development Bank (NDB) will accelerate infrastructure development in water and sanitation.

Transnet has also signed a R5 billion loan agreement with the NDB in support of the public entity’s improvement and modernisation efforts in freight rail.

“The recently approved R17.8 billion funding…for infrastructure projects in water and sanitation will reduce infrastructure backlogs and ensure the provision of basic services to poor households.

“Cabinet expressed appreciation for the funding, which will greatly accelerate infrastructure development in our nation and contribute to improving the lives of people,” Ramakgopa noted. – SAnews.gov.za

Government focused on growing inclusive economy

Government focused on growing inclusive economy

National Treasury has reaffirmed government’s commitment to prioritising rapid, inclusive and sustainable economic growth, in  bid to tackle prevailing high levels of unemployment, poverty and inequality.

In a statement, the department said following a visit to the country, the International Monetary Fund (IMF) found that the South African economy has shown resilience in the face of disruption.

However, the IMF made the following recommendations:

  • Policies should focus on bolstering inclusive growth and restoring fiscal sustainability.

  • Managing the descent of inflation to target and safeguard financial stability.

  • Implement ongoing structural reforms, including in the electricity and transportation sectors, and complement with measures to improve the business environment, and function of product and labour markets while strengthening governance.

  • Focusing on an ambitious expenditure-based fiscal consolidation.

  • Monetary policy should stay data dependent and rate cuts should be considered only after inflation declines sustainably towards the midpoint of the target range.

  • Monitor financial sector risks, including those related to the bank-sovereign nexus, and enhance supervision and prudential regulations.

“National Treasury acknowledges the constructive engagement held with the IMF team regarding South Africa’s Public Finance Management (PFA). While recognising the macroeconomic challenges highlighted by the IMF, the South African government has affirmed its commitment to prioritise rapid, inclusive and sustainable economic growth to tackle prevailing high levels of poverty and inequality.

“The newly established Government of National Unity (GNU) is firmly committed to addressing immediate and long-term economic challenges,” Treasury said.

The department said it is committed to “stabilising debt, while preserving economic stability”.

“The fiscal position has improved, with the primary fiscal surplus target of 2% of GDP [Gross Domestic Product] being reached in 2023. South Africa remains committed to the reform agenda focused on addressing supply constraints while supporting activity and employment.

"South Africa is making progress in the implementation of its structural reforms, as also acknowledged by the IMF.

“The South African financial system continues to demonstrate resilience, supported by strong capital adequacy and high liquidity buffers. National Treasury’s view is that the sovereign-bank nexus is not currently a risk to the financial system. However, this will be monitored closely.

“National Treasury welcomes the fruitful discussions with the IMF and is committed to implementing reforms to unlock sustainable and inclusive growth, improve the fiscal position, and bolster the capacity and effectiveness of the State,” the department said. – SAnews.gov.za

China opens market wider for African countries

China opens market wider for African countries

Beijing, China - China will voluntarily and unilaterally open its markets wider for African countries, says President Xi Jinping.

Delivering his keynote address at the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China, Chinese President Xi said China has decided to give all least developed countries (LDCs), which have diplomatic relations with China, including 33 countries in Africa, zero-tariff treatment for 100% of tariff lines.

“This has made China the first major developing country and the first major economy to take such a step. It will help to turn China’s big market into Africa’s big opportunity,” President Xi said.

China will expand market access for African agricultural products, deepen cooperation with Africa in e-commerce and other areas, and launch a “China-Africa quality enhancement programme."

“We are prepared to enter into framework agreements on economic partnership for shared development with African countries to provide long-term, stable and predictable institutional guarantee for trade and investment between the two sides.

“China is prepared to carry out 30 infrastructure connectivity projects in Africa, promote together high quality Belt and Road cooperation, and put in place a China-Africa network featuring land-sea links and coordinated development,” President Xi said.

China’s Belt and Road Initiative was launched in 2013 by President Xi. The massive collection of development and investment initiatives was originally devised to link East Asia and Europe through physical infrastructure. In the decade since, the project has expanded to Africa, Oceania and Latin America.

China is ready to assist in the development of the African Continental Free Trade Area, deepen logistics and financial cooperation for the benefit of trans-regional development in Africa.

In addition, China plans to launch 30 clean energy projects in Africa, put in place meteorological early warning systems, and carry out cooperation in disaster prevention, mitigation and relief, as well as biodiversity conservation.

“We will create a China-Africa forum on peaceful use of nuclear technology, establish together 30 joint laboratories, and collaborate on satellite remote sensing and lunar and deep-space exploration. All this is designed to help with green development in Africa.

“China is ready to establish with Africa a hospital alliance and joint medical centers. We will send 2 000 medical personnel to Africa, and launch 20 programmes of health facilities and malaria treatment.

“We will encourage Chinese companies to invest in Africa’s pharmaceutical production, and continue to do what we can to help Africa with epidemic response. We support the development of the Africa Centers for Disease Control and Prevention to strengthen public health capacity in all African countries,” President Xi said.

China will provide Africa with RMB1 billion yuan in emergency food assistance, build 100 000 mu (about 6 670 hectares) of standardised agriculture demonstration areas in Africa, send 500 agricultural experts, and establish a China-Africa agricultural science and technology innovation alliance.

“We will implement 500 programmes in Africa to promote community welfare. We will also encourage two-way investment for new business operations by Chinese and African companies, enable Africa to retain added value, and create at least one million jobs for Africa,” President Xi said.

Strengthening security

China is ready to build with Africa a partnership for implementing the Global Security Initiative (GSI) and make it a fine example of GSI cooperation.

“We will give Africa RMB1 billion yuan of grants in military assistance, provide training for 6 000 military personnel and 1 000 police and law enforcement officers from Africa, and invite 500 young African military officers to visit China.

"The two sides will conduct joint military exercises, training and patrol... and jointly ensure the safety of personnel and projects.

“To implement the 10 partnership actions, the Chinese government will provide RMB360 billion yuan of financial support through the next three years,” the President said.

This can be broken down into RMB210 billion yuan of credit line, RMB80 billion yuan of assistance in various forms, and at least RMB70 billion yuan of investment in Africa by Chinese companies.

In addition, China will encourage and support Africa in issuing panda bonds (a Chinese renminbi-denominated bond from a non-Chinese issuer, sold in the People's Republic of China) in China to enhance results-oriented cooperation in all areas.

“China is ready to work with Africa to build a platform for governance experience sharing, a China-Africa knowledge network for development, and 25 centers on China and Africa studies.

Home Affairs Committee Emphasises Importance of Public Participation During Electoral Reform Panel Process

The Portfolio Committee on Home Affairs applauds the progress achieved by the Electoral Reform Consultation Panel as it undertakes the process of considering electoral reform but emphasised the need for effective and proactive public consultation to enable broader societal participation.

The committee received a progress report from the panel including the development of a draft programme of action, adopting preliminary guiding principles and undertaking preliminary desktop research, and identifying thematic areas for research.

“While this is commendable progress, we must emphasise the importance of effective and meaningful public participation to ensure broader participation. Of most importance will be to ensure that even those in far-flung areas are given an opportunity to participate,” said Mr Mosa Chabane, the Chairperson of the committee.

The committee also persuaded the panel to extend the deadline for the public to submit their views on the issue to the end of October 2024 to enable the public to conduct further consultation and provide substantive inputs.

In addition, the committee welcomed the intention to partner with government entities such as the Pan South African Language Board to enable effective communication on the matter in different languages and the Government Communication and Information System to ensure extensive reach of the panel's messaging.

The committee also underscored the panel's responsibility to examine the current electoral system and conduct extensive research of other electoral systems to ensure broader options are presented to Parliament to consider.

The committee also emphasised that the panel must table before it a full programme with timelines, in the context of the legislated timelines in the Electoral Amendment Act of 2023. The committee also emphasised the need to manage time without affecting the quality of output the panel will produce.

Furthermore, the committee agreed that the panel's independence must be jealously guarded to ensure a credible report. The committee will, upon presentation of the report, undertake its own public participation processes to identify and agree on the best possible outcome.

During their constituency work, committee members committed to engage with their communities about the panel's work and the need for participation. “It is only through the participation of the people that a credible product will emanate from the panel. We thus urge the public to participate and contribute to charting a path for South Africa's democratic order,” Mr Chabane emphasised.

Meanwhile, the committee considered a letter it received from the Speaker of the National Assembly on the matter of the judgement delivered in the Western Cape High Court on the My Vote Counts NPC and the President of the Republic, which was delivered on 16 August 2024, on setting the upper limit for donations and the disclosure threshold for donations determined in Schedule 2 of the Political Parties Funding Act 2018. The committee resolved to finalise a draft motion for consideration by the house in its scheduled meeting of 10 September 2024.

Strategy to Resolve Blocked Projects Welcomed, Provided It Is Implemented Effectively

The Portfolio Committee on Human Settlements embraced the Department of Human Settlements' intention, in consultation with provinces, to develop a revised strategy to unblock stalled projects. While the strategy is welcomed, the committee highlighted that effective implementation will be the only measure of the strategy's success.

“It is important that the strategy is not merely another grand plan that does not address the plight of the people. It is now time to ensure that plans bear the necessary fruits and result in more housing opportunities for the people,” said Mr Nocks Seabi, the Chairperson of the committee. The committee's emphasis on implementation is premised on the effects of stalled projects, which include wastage of financial resources and increased construction costs that eventually contribute to community frustrations and the erosion of trust.

It is important, according to the committee, that the strategy addresses poor administration, capacity challenges and procurement delays at local government level. “It is unacceptable that there is continued lamentation about lack of skills within the local sphere of government without clear plans to address those deficiencies,” Mr Seabi emphasised.

Also, inadequate project planning and management leads to the appointment of incapable contractors who are unable to deliver projects timeously. The committee reiterated the need to cease using contractors with bad track records in project delivery to ensure delivery of quality products.

The committee welcome the assurance that the strategy will address critical causes of stalled projects by focusing on clear project definitions, legal and contractual clarity, project categorisation, financial frameworks, contracting strategies, implementation and monitoring, and quality assurance. The committee believes that if these elements are achieved, the strategy has the potential to resolve many of the stalled projects.

Upon conclusion of the strategy, the committee will request periodic updates from the department to monitor implementation and ensure results.

Meanwhile, the committee welcomed plans to assist provinces and metropolitan municipalities to improve their financial performance against conditional grants. The committee reiterated its long-held stance that better planning and coordination is central to better performance. “The District Development Model provides a framework for coordination across spheres of government and must be exploited,” Mr Seabi emphasised.

Furthermore, the committee emphasised the need to avoid practices that have previously contributed to underperformance, such as delaying supply chain processes, spending grant funding on projects outside approved business plans, allocating funds for projects not ready for implementation, and not enrolling projects with the National Home Builders Registration Council prior to starting construction

The committee has committed to enhance monitoring grant funding spending to ensure that it achieves its intended use.

Councillors equipped with digital skills

The Department of Communications and Digital Technologies (DCDT) has launched the inaugural Broadband and Digital Skills for Municipalities Programme in Polokwane, Limpopo.

Communications and Digital Technologies Minister Solly Malatsi told participants at the launch that the time is ripe for government to equip councillors with digital skills in order to propel the use of technology to service the nation and grow the economy.

The Broadband and Digital Skills for Municipalities Programme launch drew councillors from the length and breadth of Limpopo and digital experts under one roof.

The DCDT is in partnership with the South African Local Government Association (SALGA) and the British High Commission as part of the Declaration of Intent signed between the South African Government and the United Kingdom under the UK’s Official Development Assistance (ODA) Fund.

“The programme aims to empower municipal managers and councillors to steer the deployment of broadband infrastructure in an inclusive manner to reach as many of people as possible, more so those who are digitally disconnected from the rest of the world or have been left behind by many current digital advances.

“In a world where public representatives, more so councillors, are inundated with endless service delivery queries and confronted with hundreds of important decisions to make on their council work daily, having the necessary digital skills will enable them to work smarter, resolve public queries faster and be more accessible to residents,” Malatsi said.

In an effort to ensure that councillors leverage AI capabilities, DCDT, with SALGA and the British High Commission as partners, intends to roll out this programme to all other provinces in the country so as to leave no one behind.

Speaking at the launch event, UK High Commissioner Antony Phillipson emphasised the significant role of digital technology as a catalyst for economic growth and development.

“We know that digital technology is a powerful catalyst for economic growth and development. The impact of digital inclusion can be profound and wide-ranging.  This UK-funded project reflects the UK’s commitment to both digital inclusion and partnership with all spheres of the South African government, ensuring that we are leaving no one behind as we transition to a digital future,” Phillipson said.

The launch will be followed by a two-day training for councillors, which will be a continuous exercise to ensure that councillors are well trained to deliver services to communities for sustainable development in the digital economy. – SAnews.gov.za

Gauteng Legislature honours former Ministers Dlamini Zuma and Pandor

Gauteng Legislature honours former Ministers Dlamini Zuma and Pandor

The Gauteng Provincial Legislature has paid tribute to former ministers, Dr Naledi Pandor and Dr Nkosazana Dlamini Zuma, in a special sitting of the legislature.

Pandor retired from government following nearly 30 years of service in roles including the Minister of International Relations and Cooperation, Minister of Higher Education and Training, twice as Minister of Science and Technology, Minister of Home Affairs and Minister of Education.

Dlamini Zuma also served in various positions, including as Minister of Women, Youth and Persons with Disabilities, Minister in The Presidency for Planning, Monitoring and Evaluation, Minister of Cooperative Governance and Traditional Affairs, Minister of Home Affairs, Minister of Health from 1994 to 1999 and as Minister of Foreign Affairs before her retirement.

Both played roles in the struggle against Apartheid in South Africa.

Addressing the public gathering, Gauteng Premier Panyaza Lesufi said the two women represent the epitome of what it means to be a South African patriot.

“Our presence today is nothing else but an endorsement for the hard work, the dedication and commitment that they had for our country. They didn’t only love our country, they loved our people. They didn’t only sacrifice for our country, they sacrificed for everyone who is here now to understand that indeed our freedom was not free.

“They represent every epoch of our freedom and every epoch of our revolution. We don’t have silver, we don’t have gold but we have are these words: Thank you. We are indeed indebted to these two powerful women,” he said.

In response, former Minister Dlamini Zuma said: “Defend the gains of the revolution and push the frontiers. You must bequeath to the next generation a better Gauteng and a better South Africa than the one you have”.

Meanwhile, former Minister Pandor said: “There’s a lot of young people who have time to do a great deal of things and if you can change our nation’s thinking of itself…all you need is the will to make the difference”. – SAnews.gov.za

The Deputy Minister of International Relations and Cooperation, Mr Alvin Botes, has concluded his successful visit to Bali, Indonesia, where he participated in the High-Level Forum on Multi-Stakeholder Partnerships (HLF-MSP) and the Second Indonesia-Africa Forum (IAF) from 1-3 September 2024. The two events were convened under the theme, Bandung Spirit for Africa's Agenda 2063.

The objectives of the Second IAF were to:

  • facilitate the exchange of views and perspectives on the current state and future trends of global economy and development
  • share successes, lessons learned and best practices with broader communities to inspire and encourage others to engage in similar inclusive partnerships
  • provide an avenue to discuss ways to enhance international cooperation amid complex global challenges
  • identify strategic, feasible, and doable policies and strategies; and
  • encourage collaborative problem-solving and work together to address challenges and leverage each other's strengths and resources.

During the Second Indonesia-Africa Forum (IAF), Deputy Minister Botes presented South Africa's intervention at the Joint Leaders Session, where he said: “As we have completed the first decade of Implementation of the AU Agenda 2063, primarily focussed on convergence, we now enter its second decade which puts emphasise on acceleration of implementation. We wish to reassure the Government of Indonesia of South Africa's commitment to the full and effective implementation of the AfCFTA, as one of the key components towards economic integration on the Continent.”

Deputy Minister Botes also reflected on the current state of multilateral cooperation, saying: “The global governance architecture is at a crossroads, as it struggles to manage [a myriad of] challenges afflicting humankind while governing relations between states and those between states and non-state actors. In the midst of these challenges, we commit to our Pan-African mantra, as espoused by the AU Agenda 2063 and to deepen solidarity with the Global South, including with Indonesia”.

The Deputy Minister also met with his counterpart, the Vice Minister of Foreign Affairs of the Republic of Indonesia, Mr Pahala Nugraha Mansury, and discussed South Africa's enthusiasm to work closely with Indonesia to further expand and deepen political and economic relations.

The Deputy Minister concluded his visit by participating in a panel discussion themed, Connecting the South: Enhancing Logistics Connectivity to Support Trade in Developing Countries. Participants discussed measures to sustainably improve trade connectivity in the Global South and reflect on the effectiveness of international cooperation in addressing infrastructure development gaps.

Mahambehlala leads SA delegation to Africa Urban Forum

Human Settlements Deputy Minister Tandi Mahambehlala is leading a South African delegation to the inaugural Africa Urban Forum, which will be held in Addis Ababa, Ethiopia.

The forum is a continental platform that seeks to promote sustainable development in human settlements on the African continent.

The three-day forum, taking place from 4 - 6 September 2024, will be convened under the theme: “Sustainable Urbanisation for Africa’s Transformation: Agenda 2063”.

Established by the African Union Commission in 2022, the Africa Urban Forum is the only high-level continental platform that brings together African countries to collaborate and coordinate their efforts to address rapid urbanisation.

The objectives of the forum include raising the profile of urbanisation as an imperative for sustainable and resilient development in Africa.

It also aims to support inclusive and participatory human settlement development in Africa’s structural transformation and attainment of Agenda 2063 and facilitating dialogues and buy-in for sustainable urbanisation among Africa’s Heads of State and governments.

The department said South Africa has not been spared in the upward trend of rapid urbanisation, resulting in people emigrating to urban areas in search of economic opportunities.

“This emigration has put pressure on the government to provide affordable housing,” the Department of Human Settlements said.

Government welcomes positive GDP growth

Government welcomes positive GDP growth

Government has welcomed the country's positive economic growth, as reflected in the latest Gross Domestic Product (GDP) figures.

According to data released by Statistics South Africa (Stats SA), the GDP increased by 0.4% in the second quarter of 2024, following a 0.0% growth in the first quarter.

On expenditure, real GDP rose by 0.5% in the second quarter, an improvement from the 0.1% decrease in the first quarter of 2024. Household consumption emerged as the largest positive contributor to overall growth, demonstrating the renewed confidence and spending power of South African households.

From a production perspective, the finance, real estate, and business services industry played a pivotal role, contributing 0.3% to the overall GDP growth. Other notable contributors include the manufacturing sector, trade, and the electricity, gas, and water supply industry, which saw a remarkable growth of 3.1%, driven by increased electricity generation and water distribution.

Acting Government spokesperson, Nomonde Mnukwa, said the second quarter's economic growth was a clear indication that South Africa’s economy is on a solid path to recovery.

“The positive trajectory also speaks to the effectiveness of the measures that have been implemented to support recovery and growth. The absence of load shedding has played a crucial role in revitalising key sectors, particularly the electricity, gas, and water supply industry.

“The government remains committed to implementing policies that will sustain and accelerate growth, ensuring that the benefits are felt by all South Africans,” Mnukwa said.

Government further acknowledges that sectors such as agriculture, mining, and forestry and fishing are experiencing challenges, but work is being done to provide relief that will ultimately restore growth in these sectors.

SA economy grows by 0.4%

South Africa’s Growth Domestic Product (GDP) grew by 0.4% in the second quarter of 2024 with finance, real estate and the business services industry contributing most to the growth.

This is according to Statistics South Africa (Stats SA) which released the GDP results on Tuesday.

“The finance, real estate and business services industry increased by 1.3%, contributing 0.3 of a percentage point to the GDP growth. Increased economic activities were reported for financial intermediation, auxiliary activities, real estate activities and other business services.

“The trade, catering and accommodation industry increased by 1.2%, contributing 0.1 of a percentage point. Increased economic activities were reported for wholesale trade, retail trade and accommodation,” Stats SA said.
According to the institution, manufacturing increased by some 1.1%, “contributing 0.1 of a percentage point”.

“Six of the ten manufacturing divisions reported positive growth rates in the second quarter. The following divisions made the largest positive contributions: motor vehicles, parts and accessories and other transport equipment; food and beverages; and basic iron and steel, non-ferrous metal products, metal products and machinery.

“The electricity, gas and water industry increased by 3.1%, contributing 0.1 of a percentage point. This was largely due to increases in electricity production and consumption, as well as water consumption,” Stats SA explained.

Decreases in transport, storage and communication contributed a -0.2% of a percentage point.

“Decreased economic activities were reported for land transport and transport support services.
“The agriculture, forestry and fishing industry decreased by 2.1%, contributing -0.1 of a percentage point. This was primarily due to decreased economic activities reported for field crops and animal products,” the institution added.

In terms of expenditure on GDP, Stats SA reported that expenditure on GDP grew by 0.5% during 2024’s second quarter after a decrease of some 0.1% in the first quarter.

“Household final consumption expenditure [HFCE] increased by 1.4%, contributing 0.9 of a percentage point to the total growth. The highest growth rates were reported for services and semi-durable goods."

The main positive contributors to the increase in HFCE were expenditures on the ‘other’ category (4.5% and contributing 0.6 of a percentage point), clothing and footwear (3.2% and contributing 0.2 of a percentage point) and food and non-alcoholic beverages (1.2% and contributing 0.2 of a percentage point).

“Final consumption expenditure by general government increased by 1.0%, contributing 0.2 of a percentage point. This was mainly driven by increases in purchases of goods and services and compensation of employees,” Stats SA explained.

A decrease in exports out of South Africa was also noted.

“Net exports contributed negatively to expenditure on GDP. Exports of goods and services decreased by 0.4%, largely influenced by decreased trade in vegetable products; mineral products; vehicles and transport equipment excluding large aircraft; and base metals and articles of base metals.

“Imports of goods and services increased by 1.7%, largely influenced by increased trade in vehicles and transport equipment excluding large aircraft; vegetable products; mineral products; and textiles and textile articles,” Stats SA said. – SAnews.gov.za
