Minister announces project preparation bid window

Location: News

Minister announces project preparation bid window

A first of its kind project preparation bid window that will allow state owned entities, public entities and municipalities to apply for project preparation support has been announced.

Public Works and Infrastructure Minister, Dean Macpherson and Acting Head of Infrastructure South Africa (ISA), Mameetse Masemola launched the project preparation bid window in Johannesburg on Tuesday.

“As we unveil the first-of-its-kind project preparation bid window, we are taking a decisive step towards achieving the economic growth and job creation that our country so desperately needs,” said the Minister.

The bid window invites submissions from national and provincial governments including state owned entities, public entities, municipalities and private sector projects to apply for project preparation support.

Macpherson said the initiative was a crucial step toward expanding infrastructure investment in the country adding that the announcement represents an important moment for South Africa and an evolution in the work that Infrastructure South Africa does.

“No longer are we talking about the pipeline of infrastructure projects, we are building.

“This initiative will enable us to move beyond the talking phase and focus on action—on laying the foundations for sustainable infrastructure that will support long-term development.

“It is not just about bricks, mortar, or steel. It is about creating a solid foundation for our economy to thrive, for our people to prosper, and for our nation to rise.

“Infrastructure development touches every aspect of our lives, from the water we drink to the roads we drive on and it has the power to transform not only our economy but our society as a whole. The project preparation bid window we are unveiling today is therefore a game-changer.”

Macpherson said for far too long, one of the major barriers to infrastructure development in South Africa has been the lack of sufficient project preparation support.

“We are providing the tools necessary to ensure that infrastructure projects are shovel-ready, so they can be implemented efficiently and effectively,” he said.

Working together with ISA at the helm, government will see more cranes in the sky, more roads being built and more renewable energy projects coming online.

Masemola said one of the major contributing factors to under investment in infrastructure is the lack of sufficient project preparation support for infrastructure projects.

“To address these challenges and unlock the potential of infrastructure investments in South Africa, the National Treasury has granted ISA a project preparation fund to support project development to accelerate the pace and quality of infrastructure delivery,” she said.

Masemola said in future, ISA seeks to catalyze seed funding to blend with other project preparation facilities available to develop viable and bankable infrastructure projects.

The project preparation support is set to extensively expand the ability of construction projects to be implemented in South Africa. This as one of the major contributing factors to under-investment in infrastructure is the lack of sufficient project preparation support.

The new bid window builds on the 12 infrastructure initiatives President Cyril Ramaphosa previously announced at the Sustainable Infrastructure Development Symposium South Africa (SIDSSA) in March this year which already benefits from the first R179 million in project preparation funding allocated by the National Treasury to ISA to support catalytic projects that otherwise would not progress to implementation stage.

Applications

Applications for the next phase of project preparation bid window announced by the Minister today can made at ISA.
Applications close on 06 December 2024 and is specifically for projects valued at more than R1 billion which have the potential to crowd in investment from alternative sources such as Multilateral Development Banks and Development Finance Institutions other than the national fiscus.

Successfully selected projects will receive comprehensive project preparation assistance including funding structuring support, technical support, legal support, institutional and governance arrangements, capacity deployment and regulatory compliance studies.

The following priority sectors will be considered for project preparation financing:

Energy
Water and Sanitation
Transport (major roads, airports, ports and freight transport)
Human Settlements (excluding student accommodation)
Social Infrastructure (Education & Health)
Municipal Infrastructure (focus will be on infrastructure projects that have potential to leverage private sector financing)
Industrial Development Zones & amp, Special Economic Zones (IDZs &amp, SEZs).

Call for the strengthening of family structures

Call for the strengthening of family structures

Minister in the Presidency for Women, Youth, and Persons with Disabilities, Sindisiwe Chikunga, has reiterated the call for the reconstruction and strengthening of the family structure to end gender-based violence and femicide (GBVF).

Chikunga’s call follows the tragic death of five Khoza family members from Bethany, Bergville in KwaZulu-Natal on Saturday night.

According to police, reports indicate that the suspect and his uncle went to visit the neighbours and, on their return, the suspect found his mother sitting in the lounge with others. Information further suggests that the suspect took a knife and stabbed his mother, who managed to run outside of the house.

The 33-year-old then turned his attention to his uncle, who died in the passage as he tried to flee to the neighbours. The suspect went on to stab and kill two girl children, aged two and six years. The suspect also stabbed and killed a woman who was living with disability, as well as another elderly woman who was visiting the house. The suspect's mother and another four-year-old girl survived, with multiple stab wounds.

Reacting to the incident, Chikunga said it is deeply saddening that five family members lost their lives.

“We commend law enforcement agencies for their immediate response and arrest of a 33-year-old man in KZN. We must not only seek justice for the victims but also prioritise the healing and reconciliation of the entire Bergville and Orange Farm communities in the wake of this violence,” Chikunga said.

Echoing the Minister’s sentiments, KwaZulu-Natal Premier Thamsanqa Ntuli said such atrocities reflect a deep moral decay in society that demands urgent intervention from government.

"We strongly condemn this brutal act of criminality. We face the enormous task of restoring family values in our communities," said Ntuli.

The Premier also commended the swift and effective response of law enforcement officers, including local community crime-fighting structures, and the Bethany community for their role in apprehending the suspect.

"This is proof that by joining hands, we can wage a united and intensified war against crime. We must reclaim our communities from criminal elements," Ntuli said.

The suspect was swiftly apprehended following an intense manhunt. He is expected to appear in the Bergville Magistrates Court on Tuesday, facing five counts of murder and two counts of attempted murder.

Orange Farm killings

Chikunga’s call also comes after a recent shooting incident that took place in Orange Farm on Sunday.

Police responded to the shooting in Mokokotlong informal settlement in Orange Farm, Gauteng.

“It is reported that one of the victims went to the local tavern to buy alcohol, but he found that it was already closed. He had an altercation with the tavern owner and went back home. It is alleged that the tavern owner followed him home, where family members were still celebrating after lobola negotiations.

“The tavern owner entered the house and opened fire at the family members. He shot and killed seven people, including a three-year-old boy (five family members, a neighbour and a friend).

"Four people survived the shooting, two of them, a 31-year-old and a one-year-old boy, were taken to hospital with injuries, while a 24-year-old woman and a four-year-old did not have injuries,” the police said.

According to the police, the suspect then drove back home in Evaton, where he allegedly shot himself. He was rushed to hospital, but he died on arrival.

Meanwhile, the Provincial Serious and Violent Crimes Unit has registered seven counts of murder, three counts of attempted murder and an inquest.

Foundation of communities

Chikunga highlighted the critical role played by families in the foundation of communities.

“Strong families form the core of stable societies. When these structures falter, the ripple effect extends to the community.”

The Minister also called on faith-based organisations, including community leaders and civil society, to support efforts to strengthen family bonds, particularly in addressing domestic violence, mental health, and conflict resolution. - SAnews.gov.za

Call to recycle e-waste

Location: News

Call to recycle e-waste

As the world marks International e-Waste Day, the public is being encouraged to recycle their e-waste and declutter their homes.

Every year millions of electrical and electronic devices are discarded as products break or become obsolete and are thrown away.
These discarded devices are considered e-waste and can become a threat to health and the environment if they are not disposed of and recycled appropriately.

"To date almost 68 000 tons of e-waste has been diverted from landfill and recycled through Extended Producer Responsibility (EPR) schemes. The retailers are providing collection points across the country enabling the recycling of e-waste," the Department of Forestry, Fisheries and the Environment (DFFE) said on Monday.

South Africa is currently in its third year of EPR Regulations that cover lighting, electrical and electronic equipment waste.

"The EPR Regulations were brought into law in South Africa in 2021. The policy is aimed at improving the producers' responsibility and accountability for the post-consumer stage of their products’ life cycle.

“To implement these regulations, the E-Waste Recycling Authority (ERA) serves as intermediary between industry and the government, with a particular focus on Waste Electrical Electronic Equipment and Lighting (WEEEL) - which includes electronic waste, lighting, and batteries,” the department explained.

Tackling waste

With the commemoration of e-Waste Day, the DFFE highlighted its efforts in managing electrical and electronic waste.

The department is tackling e-waste, amongst others by enforcing legislative and regulatory measures to contribute to pollution reduction, resource conservation and effective energy consumption.

“The department is strengthening enforcement action against Electrical and Electronic Equipment (EEE) producers that are not complying, including free riders. Thus far, 37 Pre-Compliance Notices have been issued to EEE producers. All producers of EEE are required to register with the Department to ensure that they are compliant.”

Currently, the department is considering comments that were received from the public on the draft Waste Electrical and Electronic Equipment (WEEE) National Management Policy.

“This policy aims to provide a robust, integrative, harmonising and comprehensive policy framework that leads to the safe and sustainable management of all WEEE in South Africa that is evidence-based, transparent and inclusive, therefore responding to the needs of all South Africans.

“The rationale of the draft WEEE National Management Policy is to outline the intention of the Government of the Republic of South Africa to address WEEE management in a way that yields triple-bottom-line benefits. The triple-bottom-line aims to create new economic opportunities; offer decent and safe working conditions; and ensure the protection of the environment and people who depend on it,” the department said.

This year’s international e-Waste Day is taking place under the “Join the e-Waste Hunt – Retrieve, Recycle and Revive”.

The theme encourages the public to recycle their e-waste and declutter their homes, hunt down forgotten electronics and take out unused electronics that have gained new life to their nearest e-Waste collection points. - SAnews.gov.za

Improved sentiment is rooted in real economic progress – President

Location: News

Improved sentiment is rooted in real economic progress - President

With just over 100 days since the members of the Government of National Unity were sworn into office, President Cyril Ramaphosa says the county has witnessed a marked increase in confidence in the direction of the country.

In his weekly newsletter, the President noted that South Africans across various sectors were increasingly supporting government’s efforts, which is reflected in recent opinion polls.

One of the polls conducted by Ipsos revealed that the proportion of participants who believe the country is on the right track has doubled since the last surveys were conducted in April and June this year.

“There is also rising confidence in our country’s economic growth prospects by business and local and international investors. This was evident in the engagements I recently had with business leaders in Beijing and New York, and that Deputy President Paul Mashatile had with business leaders in London,” the President said.

In September, the Bureau of Economic Research and Rand Merchant Bank published its first Business Confidence Index since the formation of the new administration. It pointed to “cautious optimism” about improving business conditions in key economic sectors. It said improved electricity supply and political certainty following the elections had likely contributed to this improved business confidence.

“Sentiment is more than a ‘warm and fuzzy’ feeling. It is made possible by real developments in the economy and the country. Business confidence goes beyond discussion in boardrooms and conference halls.

“It is about the interest that is shown in our economy by all investors, both local and offshore. Sentiment has a direct impact on people’s lives as it can manifest itself in increased investments that can result in job creation,” the President said.

President Ramaphosa stressed that this rising confidence would have a tangible impact on the country’s fiscal health.

“Improved investment sentiment will benefit our country’s fiscus. A stronger economic outlook will improve South Africa’s credit rating, which in turn will facilitate greater access to global capital markets and lower our borrowing costs.

“When we spend less money on debt servicing costs, government has more space to increase its expenditure on building public infrastructure and providing education, healthcare, basic services and social support,” the President said.

President Ramaphosa noted that improved sentiment had strengthened the currency, lowering the cost of imports like oil, which in turn reduces fuel prices and the overall cost of living for South Africans.

“Increased business confidence attracts higher levels of private investment in the economy. When investors are more optimistic about their business prospects, they are more likely to invest more capital and expand their existing operations. Improved confidence also encourages the start-up of new businesses.

“More business activity creates more jobs and opportunities for our people. As businesses grow, they need to hire more employees and are able to increase wages,” the President said.

President Ramaphosa explained that when people feel secure in their jobs and income, they spend more, boosting economic activity and increasing government revenue.

He attributed the improved sentiment to the successful transition to the new administration, which enjoyed broad support and ongoing reforms that were addressing key economic and social challenges.

Another key development has been the country’s successful efforts to resolve the energy crisis.

“The country has had more than 200 days without load shedding. This has made a considerable difference to the lives of citizens and the operations of businesses. This work has also unlocked unprecedented levels of investment in the energy sector,” President Ramaphosa said.

Reforms in the logistics sector were also gaining momentum, with improvements in the operational performance of the nation’s port and rail networks. These advances are expected to boost not only economic activity but also the everyday lives of South Africans.

While President Ramaphosa acknowledged that economic growth has yet to accelerate, he expressed optimism that the government was laying a solid foundation for long-term progress.

“It is still early days for the Government of National Unity. The growth of our economy is still to pick up pace. However, a firm foundation is being laid, our growth prospects are being revised upwards and we are heading in the right direction,” the President said.

The President concluded by emphasising the importance of maintaining this momentum.

“It is clear that the improved confidence of the South African people and the positive sentiment among investors are well-founded.

“Our task now is to work together to further encourage hope and optimism by making a real and substantial difference in the lives of all South Africans," he said. – SAnews.gov.za

The Portfolio Committee on Agriculture has concluded its week-long oversight visit to Onderstepoort Biological Products (OBP) and Agricultural Research Council (ARC) with success in Tshwane. Both visits were aimed at assessing progress in the modernisation of a vaccine manufacturing plant by OBP and the construction of the foot and mouth disease facility by the ARC.

The committee had fruitful and productive engagements with board chairpersons and executive managers of both entities. Furthermore, the committee had an opportunity of rich and memorable exposure through walkabouts at both entities. “We have seen these entities physically and we now have a clearer picture of each of them,” said the Chairperson of the committee, Ms Dina Pule.

Ms Pule described the visits as a great success. She said as the committee, they can say without fear of contradiction that the objective of the visit has been achieved. “The committee has a better understanding of the challenges that are experienced by both entities and had an opportunity to share some insights with them to take them to the higher heights,” said Ms Pule.

The visit also provided the committee with an opportunity to interact with scientists, and researchers. The committee wrapped-up the oversight programme with a visit to the ARC's Plant Health and Protection (ARC-PHP) and ARC's Vegetable, Industrial and Medicinal Plants Institute (ARC-VIMP) in Roodepoort.

The ARC-PHP provides specialist knowledge on organisms that threaten agricultural crops in natural environment, to protect arable land, water resources, natural biodiversity and food security. Its focus is on promoting economic and environmentally acceptable, management strategies for pests, plant diseases, weeds and invasive plants.

The committee was happy to learn that ARC also offers a mobile health clinic. The plant supports small-scale farmers, it creates networks and serves as a mechanism to monitor pests and diseases. The clinic is furnished with basic equipment and accessories to facilitate training and plant health diagnostic services to smaller farmers. The committee heard that the entity is in the process of procuring more mobile clinics.

As part of walkabouts that were conducted at AC-PHP, the committee was taken to an upgraded fully operational plant pathogen facility. It was also taken to an interactive exhibition which showcased some of the products produced by both ARC-PHP and ARC VIMP.

Ms Pule committed the committee to playing its role and called on all other role-players to ensure that these entities meet the objectives for which they were created to add a meaningful value in the broader ecosystem of the South African economy. She said agriculture is one of the major sources of the South African economy and based on that reality all its components must be fully activated and used to their fullest potentials.

SA called to protect girl children

President Cyril Ramaphosa has called on South Africans to protect, promote and respect the rights of girl children, as the world commemorates International Day of the Girl Child.

“On this day, we recognise the rights of girl children everywhere: their right to live, freedom and safety; their right to education and health care, their right to opportunity and above all, to be treated equally.

“Let us commit to protecting and nurturing our nation’s girl children. Together, let us, as South Africans, be aware of the rights of the children, and to respect them, and to protect them, and above all, to honour them. Let us build a country where every girl child can fulfil her potential and realise her dreams,” President Ramaphosa said on Friday.

He lamented that in many parts of the world, girl children are subjected to “gender apartheid”.

“In many parts of the world, girls face a terrible plight. They are victims of conflict, human trafficking and sexual violence. In places like Afghanistan, girls face the worst form of gender apartheid. They are denied the rights to education, freedom, as well as even having a voice.

“In some parts of the world, young girls are taken out of school early to work inside and outside their home,” the President said.

South Africa is committed to all global instruments aimed at the prosperity of girl children.

“South Africa is committed to upholding the United Nations Convention on the Rights of the Child and all global instruments to advance the rights of women and girls.

“Gender equality is enshrined in our Constitution. We have progressive laws to advance the rights of girl children to ensure that they have opportunities and to protect them from abuse and exploitation.

“I call on all South Africans to be part of the global effort to protect an advance the rights of girls,” said the President.

According to the United Nations (UN), International Day of the Girl Child “focuses attention on the need to address the challenges girls face and to promote girls’ empowerment and the fulfilment of their human rights”.

In December 2011, the UN General Assembly adopted Resolution 66/170 to declare 11 October as the International Day of the Girl Child. – SAnews.gov.za

SA Petroleum Company Bill to be submitted to Parliament

Cabinet has approved the submission of the South African National Petroleum Company (SANPC) Bill of 2024 to Parliament.

The Bill provides for the establishment of a state-owned company, giving effect to the Cabinet decision of 10 June 2020 to merge PetroSA, South African Gas Development Company (iGas) and the Strategic Fuel Fund Association.

“Local refining capacity in South Africa is largely held by international oil companies (IOC), which poses a risk to security of liquid fuels as IOCs are shutting down refineries.

“The proposed Bill positions the company as the national champion that will hold oil and gas exploration rights on its own and hold shares through State carry method in privately held rights,” Minister in The Presidency Khumbudzo Ntshavheni said on Thursday in Pretoria during a media briefing.

In addition, Cabinet has approved the publication of the draft Petroleum Products Bill for public comments.

“The purpose of the Bill is to ensure security of petroleum products and orderly development of the petroleum products sector, including the introduction of modern, cleaner products and renewable components which will improve the energy mix.

“The Bill will contribute towards the government priorities on economic transformation and job creation in the South African petroleum products sector governance and will address several concerns that were raised in relation to the administration of the Petroleum Products Act, 1977 (Act 120 of 1977),” the Minister said.

Meanwhile, Cabinet has approved the submission of the draft Mine Health and Safety Amendment Bill to Parliament.

“The draft Bill seeks to amend the Mine Health and Safety Act, 1996 (Act 29 of 1996) by streamlining administrative processes, strengthening enforcement provisions, reinforcing offences and penalties, and amending certain definitions.

“The draft Bill will, among others, guarantee that health and safety standards are effectively implemented, enforced and improved in mines, thereby reducing fatalities, injuries and occupational diseases,” the Minister said. - SAnews.gov.za

Cabinet commends labour law compliance operations

Cabinet has commended intensified joint inspection efforts, led by the Department of Employment and Labour (DEL), to ensure that employers comply with recruitment requirements.

“Since the beginning of the seventh administration, the Department of Employment and  Labour has issued fines worth more than R10 million to errant employers within the hospitality industry, who continue to employ undocumented immigrants,” Minister in The Presidency, Khumbudzo Ntshavheni, said on Thursday during a media briefing in Pretoria.

These inspections are similar to those being conducted in the trucking industry to ensure that employers uphold the provisions of the Basic Conditions of Employment Act, 1997 (Act 75 of 1997).

"The inspections also revealed instances of non-compliance to labour laws, including the underpayment of wages, unlawful deductions, and inadequate health and safety measures in the workplace," the Minister said.

Call for calm following deaths of children in Soweto

Location: News

Call for calm following deaths of children in Soweto

Gauteng MEC of Finance and Economic Development, Lebogang Maile, has called for calm in Naledi, Soweto, following reports of angry community members looting, destroying and shutting down foreign owned shops in the area.

This after the death of at least five children allegedly after they ate food from a local spaza shop.

“I will visit the affected areas this coming weekend to interact with spaza shop owners and informal traders.

“We don't want lawlessness in Gauteng and people should not take the law into their own hands. We will intensify the Qondis' Ishishini Lakho – Fix Your Business campaign, as a powerful instrument to crack down on non-complaint businesses across the province, especially in townships,” Maile said.

Commenting on the same incident, the Gauteng Office of Consumer Affairs (GOCA) expressed concern regarding the quality of food sold at spaza shops in the townships.

Last month, the Gauteng Health Department revealed that some 207 incidents of food poisoning affecting children had been reported since February this year – resulting in the deaths of at least 10 children.

“GOCA…expresses concern about the sale of sub-standard foodstuff in our communities as they put the health and lives of consumers at risk.  It is for this reason that the Gauteng Department of Economic Development, of which GOCA is a unit, launched the Qondis’ Ishishini Lakho — Fix Your Business compliance campaign in Thembisa last month, to encourage businesses to comply with consumer laws and regulations.

“This ongoing multi-stakeholder compliance campaign ensures that all possible areas of non-compliance are monitored. Compliance notices are issued, and fines are levied against businesses that are found to be violating consumer laws and health regulations,” GOCA said in a statement.

The entity said it visited the area on Tuesday following the tragedy.

“While some shops in the neighbourhood have since been shut down by the community, the cause of death is yet to be established, and an investigation is currently underway. GOCA pleads for calm and urges the community to allow the investigation to take its course,” the statement read.

GOCA urged community members to report safety issues they may have in regard to food sold in their areas.
“If consumers suspect that the food they consumed was not in a condition to be sold or consumed, they should report the matter to environmental health practitioners [Municipal Health Services] at their nearest municipality for food testing.

“The matter should also be escalated to the GOCA so that compliance monitoring inspections can be conducted in that area, in collaboration with law enforcement and the National Consumer Commission [NCC] to proactively investigate the matters and penalise those who contravene consumer protection laws.

“The CPA is clear that suppliers are liable for harm caused to consumers by supplying unsafe or defective foodstuffs. Suppliers must provide food of good quality, that is in good condition and free from any defects. Consumers should demand quality by returning to the supplier goods or foodstuff if there are defects, to avoid health risks,” GOCA said. – SAnews.gov.za

Law enforcement urged to act on shops selling expired food

Location: News

Law enforcement urged to act on shops selling expired food

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has called on law enforcement to clamp down on the selling of expired food in local spaza shops.

This follows the deaths of five children due to food poisoning after they consumed food from a local spaza shop.

Last month, the Gauteng Health Department revealed that some 207 incidents of food poisoning affecting children had been reported since February this year – resulting in the deaths of at least 10 children.

“The [committee] is deeply saddened by the tragic deaths of five school children. This tragic incident highlights the urgent need for stricter enforcement of bylaws to prevent the sale of expired and harmful goods, particularly in township areas, where many spaza shops, including those owned by illegal foreign nationals operate with little or no monitoring by Metro Police Officers and relevant authorities.

“The committee strongly condemns the continued sale of expired and fake goods which pose a serious threat to the health and safety of our communities, especially vulnerable children. The irresponsible behaviour of some spaza shop owners who put profits above the well being of the community is intolerable,” the committee said in a statement.

Furthermore, the committee called on authorities, including the Department of Health, to “take immediate and decisive actions to prevent further loss of life”.

“The committee calls on Metro Police Departments in various municipalities to enforce bylaws rigorously and ensure that all spaza shops are operating within the law, particularly in relation to the sale of consumable goods.

“It is essential that law enforcement agencies conduct regular inspections to monitor compliance and that immediate actions are taken against those found violating these laws.

“The committee further calls on the Department of Health to intensify its health inspections to ensure that all food products sold in these shops are safe for consumption and have not exceeded their expiry dates,” the statement read.

The committee said it would engage relevant stakeholders in a bid to stem the tide of food poisonings.

“The committee is concerned that the continued loss of life is partly due to the failures of Law Enforcement Agencies to fulfil their responsibility of conducting regular inspections and ensuring compliance by spaza shops.  This lack of monitoring puts communities at risk and undermines the very fabric of public health and safety.

“We urge community members to be vigilant and report any suspicious activities related to the sale of expired or fake goods.  Together we must act to protect our communities, especially our children from such senseless tragedies.

“The committee will continue to engage with relevant stakeholders to ensure that swift action is taken and that necessary measures are implemented to project the health and safety of the people of Gauteng,” the statement concluded. – SAnews.gov.za

Phaahla to lead National Nutrition Week event on Thursday

The Deputy Minister of Health, Dr Joe Phaahla, will on Thursday, 10 October 2024, lead the National Nutrition Week commemorative event in Cape Town.

National Nutrition Week is part of continued efforts to raise awareness about the importance of nutrition, healthy eating habits and active lifestyle to improve overall health.

The National Nutrition Week is commemorated annually in October to raise awareness about the importance of nutrition to promote better health, and to educate individuals and communities about healthy eating and making informed nutritional choices.

The theme for this year’s campaign is ‘Eat right for a better life!’, which serves as a clarion call for people to prioritise healthy eating, balanced nutrition, and make informed food choices for improved health outcomes.

“Healthy eating does not necessarily mean buying expensive food from big brands retailers but can include homegrown vegetables,” the Health Department said.

The event is organised in collaboration with the United Nations Children’s Fund (Unicef) and other stakeholders in the sector.

“The focus of this year is on young people to teach them about the benefits of adopting health eating to invest in their future health to lower your risk of heart disease, stroke, diabetes, obesity and other health conditions.” – SAnews.gov.za

SAWS warns of severe thunderstorms in KZN

SAWS warns of severe thunderstorms in KZN

The South African Weather Service (SAWS) has warned of potentially severe thunderstorms over the northwestern parts of KwaZulu-Natal with damaging winds, excessive lightning and hail on Wednesday.

“Scattered showers and thundershowers are expected over the western parts of KwaZulu-Natal, otherwise isolated,” the weather service said on Wednesday.

The impacts of these weather conditions include localised damage to infrastructure, settlements, vehicles, livestock and livelihoods.

SAWS has warned of localised injuries and danger to life due to lightning, as well as power surges due to excessive lightning.

Last week, SAWS encouraged the public to remain vigilant as the upcoming months of October and November could be affected by heatwaves, severe storms and the possibility of damaging winds.

Seasonal Climate Watch

According to the Seasonal Climate Watch, dated October 2024 to February 2025, minimum and maximum temperatures are expected to be mostly above-normal countrywide for the forecast period.

“The El Niño-Southern Oscillation (ENSO) is currently still in a neutral state and is predicted to weaken further. Current predictions indicate the development of a La Niña state during the start of the summer season. However, there is still significant uncertainty in the predictions.

“It is advised to monitor the ENSO system during the start of the summer season, as it may change the rainfall outlook for the summer rainfall regions, if and when the La Niña materialises,” SAWS said.

Current predictions focus on the early- and mid-summer seasons and indicate wetter conditions over the interior of the country.

“The northeastern parts, however, at this stage indicate drier conditions extending through to the mid-summer period. These predictions may change if the ENSO predictions become more certain towards a La Niña state and as such, continued monitoring of future seasonal climate watches are advised.

“The anticipated wetter conditions over the interior of the country during the early- and mid-summer seasons may improve water levels, particularly in regions that receive most of the rainfall in the summer season.

“Drier conditions, coupled with above-normal temperatures in the northeastern parts of the country, are likely to increase water loss and reduce water storage levels through evapotranspiration and drought, among other factors,” SAWS said.

The predicted wetter conditions during early- and mid-summer seasons over the interior of the country are likely to increase the likelihood of flooding in areas with inadequate drainage, posing immediate health risks such as drowning, injuries and hypothermia.

SAWS has encouraged the public to take precautionary measures and follow the guidance of local authorities.

“The forecast indicates nationwide temperatures above the average, heightening the risk of prolonged ultraviolet (UV) exposure, potentially exceeding level 3 on the World Meteorological Organisation's UV Index. This elevated UV exposure could result in a greater incidence of sunburn and other UV-related health issues.

“Moreover, the increased temperatures are expected to heighten pollen levels and heat exposure, enhancing the likelihood of skin and eye allergies, and accelerating the growth of food-borne pathogens.

"This escalation poses a heightened risk of foodborne illnesses. The public is advised to maintain strict food hygiene and adhere to local health guidelines under these conditions,” SAWS said.

Agriculture

Above-normal rainfall is forecasted for the central parts and the southeastern coastal areas of the country during the early and mid-summer seasons.

“This above-normal rainfall forecast for these summer rainfall regions will likely have a positive impact on crop and livestock production. However, below-normal rainfall is expected over most parts of the northeastern areas of the country, including Limpopo, Mpumalanga and the northern parts of KwaZulu-Natal.

“Therefore, it is recommended that the relevant decision-makers advise farmers in these regions to implement soil and water conservation measures, proper water harvesting and storage techniques, establish effective drainage systems, and adopt other appropriate farming practices,” SAWS said. -SANews.gov.za

Leaders challenged to ensure women enjoy full access to water, sanitation

Leaders challenged to ensure women enjoy full access to water, sanitation

Minister Pemmy Majodina has challenged women leaders in her department and its entities to ensure that the rights enshrined in the Constitution, especially access to water and sanitation, become the lived experience for all women in South Africa.

“The Constitution guarantees access to water and basic sanitation as a fundamental human right,” Majodina said.

Majodina, the Minister of Water and Sanitation, was speaking at the Women in Leadership Dialogue held in Pretoria on Friday, 4 October.

The dialogue was hosted by the Department of Water and Sanitation (DWS) for women in leadership positions in the department and its entities. It aimed to reflect on the strides made by women and the role played by women in leadership within the sector to uplift women, and expand access to basic services, especially water and sanitation.

Majodina said women and girls are the hardest hit by lack of access to clean water and basic sanitation.

The Minister noted that while significant strides have been made to empower women and promote gender equality since 1994, “the stark reality is that the majority of people living in conditions of poverty are women and the poorest households are headed by women”.

She said women are the hardest hit by a lack of access to clean water.

“Collecting water by carrying 25 litres on the head or pushing wheelbarrows while pregnant can cause health complications. Giving birth in a setting without safe drinking water or sanitation poses a serious risk for the survival of both mother and child.

“Lack of access to water and sanitation at home and school impacts negatively on girl children. They have to spend time collecting water or finding a safe place to relief themselves in the open,” Majodina said.

If there is no water and sanitation facilities, the Minister said, women dignity and self-esteem are affected.

The Minister also noted that women are vulnerable to harassment and violence when they have to travel long distances to fetch water, use shared toilets or relieve themselves in unsafe places.

She stressed the importance of leaders in the water and sanitation sector understanding the negative impact of lack of water and sanitation, so that they are well-positioned to make a difference.

“Let our programmes and practices be inspired by the values and vision of a truly equal and non-sexist society. Let us ensure that a gender perspective permeates all decision-making processes and programmes of the department,” Majodina said.

She further called on the Director-General and senior leadership of the department to ensure that the department and its entities create a conducive environment for women employees to work and thrive.

“[Senior leadership] carries a responsibility to ensure that the department becomes a safe space for women, where their rights are promoted and protected,” the Minister said. - SAnews.gov.za

Beachgoer saves a life in Western Cape

Beachgoer saves a life in Western Cape

City of Cape Town Mayor Geordin Hill-Lewis has commended a beachgoer, who risked his life to save a swimmer from drowning over the weekend.

According to a report from the city, Brandon Janeka swam into the sea off the coast of Table View, which experiences regular rip currents and is outside of the designated swimming areas at Big Bay and Milnerton where lifeguards are based.

“The City commends Brandon for his bravery in selflessly swimming into rough seas to rescue a woman from drowning.

“The community of Heideveld and all Capetonians can be extremely proud of this young man, who risked his own life to save another, alongside several other heroes who are yet to be identified. It is incredible that these ordinary beachgoers staged this heroic rescue without thinking twice, and saved a life in the process,” Hill-Lewis said.

Mayoral Committee Member for Community Services and Health, Patricia van der Ross, echoed the mayor’s sentiments.

“We commend the efforts of members of the public for their rescue efforts off the coast of Table View on Saturday.

“We call on the public to only swim at designated areas where our dedicated and professional lifeguards are playing a crucial role in safeguarding beachgoers. Please adhere to the rules, and support them, so that we can ensure a safe and memorable beach experience for everyone,” Van der Ross said.

In a statement, the City of Cape Town urged residents and holidaymakers to be careful while visiting the beach and be mindful of the following this festive season:

  • Only swim where and when lifeguards are on duty, between their red and yellow flags, designating the safest bathing areas.
  • Beware of rip currents.
  • Don't swim under the influence of alcohol.
  • Always actively monitor children in and around water.

“As the festive season approaches, the City has deployed lifeguards to 29 different beaches, tidal pools and stretches of coast between the hours of 10am and 6pm. To date, 241 seasonal lifeguards have been recruited and deployed to manage the influx to beaches,” a statement from the City read. – SAnews.gov.za

SIU to probe academic fraud at Fort Hare

SIU to probe academic fraud at Fort Hare

President Cyril Ramaphosa has signed six new and two amended proclamations authorising the Special Investigating Unit (SIU) to investigate allegations of corruption and maladministration at various institutions.

The SIU has on Friday been given the green light to probe several provincial government departments and the affairs of the University of Fort Hare.

According to the SIU, the agency’s investigation period for the university has been extended to start from 1 January 2004 until 4 October 2024. The new scope allows the unit to probe the registration or admission of non-eligible people to enrol for, study for or be awarded degrees, including Bachelor’s, Honour’s, Master’s and PhD degrees.

“Without limiting the scope of non-eligibility grounds, this includes persons who did not have the requisite degrees or matriculation results to enrol for, study for or be awarded the degrees in question,” the SIU explained.

Investigators will probe the maintenance of the university’s infrastructure from 1 January 2022 to 31 March 2023 and zoom in on the installation of CCTV cameras and associated security features at the staff village in Alice in the Eastern Cape from 18 March 2022 to 2 June 2022.

They will also look into the refurbishment and maintenance of student residences at the university’s Alice campus in 2009 and the Capacity Building Programme for the Eastern Cape Provincial Legislature.

The SIU will further investigate the appointment of a Head of Department and the affairs of the university in the Nguni Cattle Development Trust.

“Serious maladministration and malpractices, as well as conduct which may seriously harm the interests of the public in the affairs of the university regarding the administration and payment of allowances for food, accommodation, books, stationery, cash and study-related costs to qualifying students.”

In addition, investigations will cover the university’s Faculty of Health Sciences’ Albertina Sisulu Executive Leadership Programme in Health and the Master of Public Health Programme including the registration or admission of non-eligible people to enrol for, study for or be awarded degrees.

Further, the provincial Departments of Transport will be put under the microscope.

According to the agency, the SIU’s investigation will continue to probe the registration and licensing of motor vehicles, registration of motor vehicle ownership or licensing details, issuing of driving licences, learner’s licences or professional driving permits, conversion of foreign driving licences and military driving licences to driving licences, and issuing of roadworthy certificates.

The state agency will investigate conduct at the Limpopo Department of Sports, Arts and Culture and provincial Health Departments in KwaZulu-Natal, Mpumalanga and the Eastern Cape.

The SIU will also probe the Ekurhuleni Metropolitan Municipality and Tlokwe Local Municipality.

In the provincial departments and the municipalities, the matters are mostly related to tenders and contracts.

The SIU will examine if the contracts adhered to National Treasury guidelines and ascertain whether the payments were irregular, fruitless, and wasteful expenditures or financial losses for the department or the State.

“Beyond investigating maladministration, corruption and fraud, the SIU will identify systemic failures and recommend measures to prevent future losses.”

In line with the SIU Act, the agency said it would refer any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority (NPA) for further action.

Meanwhile, the agency is also authorised under the SIU Act to initiate a civil action in the high court or a special tribunal in its name to address any wrongdoing identified during its investigation resulting from acts of corruption, fraud, or maladministration. – SAnews.gov.za
