President Ramaphosa to participate in joint SADC – EAC summit on the DRC

President Cyril Ramaphosa is set to embark on a working visit to Dar Es Salaam in the United Republic of Tanzania on Saturday, to participate in the joint Southern Africa Development Community (SADC) – East Africa Community (EAC) Heads of State and Government Summit on the security situation in the eastern Democratic Republic of Congo (DRC). 

This was announced on Wednesday by Presidential spokesperson, Vincent Magwenya, during a media briefing at the Imbizo Media Centre in Cape Town to update on the President’s programme and address recent developments of interest.

“The Heads of State and Government of SADC and the EAC agreed to meet urgently following their respective extraordinary summits held last month to deliberate on the way forward regarding the security situation in the DRC,” Magwenya said. 

The joint SADC – EAC Summit will be preceded by Senior Officials and Foreign Ministers Meetings taking place on 6 and 7 February 2025. 

The Extraordinary SADC Summit held last month mandated the SADC Organ Troika on Politics, Defence and Security Cooperation to engage all State and non-State parties to the conflict on a ceasefire process to protect lives and facilitate a smooth flow of humanitarian support to people and communities affected by the armed conflict.

It also urged Political and Diplomatic leaders who are parties to the conflict to engage in a coordinated effort of dialogue, including supporting the Luanda Process, United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) and others, to restore peace and security in Eastern DRC.

SONA Debate Reply

President Ramaphosa will deliver his reply to the State of the Nation debate on 13 February 2025. 

Magwenya said the President looks forward to a constructive and substantively enriching debate that will follow his SONA address. 

38th AU Assembly of Heads of State and Government

President Ramaphosa is also expected to lead the South African delegation to the 38th African Union (AU) Assembly of Heads of State and Government in Addis Ababa, Ethiopia.

“President Ramaphosa will lead the South African Delegation to the 38th Ordinary Session of the Assembly of the Heads of State and Government of the AU, which is taking place on 15 and 16 February 2025 in Addis Ababa, Ethiopia. He will be accompanied by several Ministers and senior officials,” Magwenya said. 

The Assembly of Heads of State and Government of the AU will be held under the theme, “Justice for Africans and People of African Descent Through Reparations”. 

It will review and assess what has been achieved in Africa’s efforts towards the attainment of long overdue justice and reparations after decades of colonialism and apartheid. 

“The assembly is taking place two months after South Africa assumed its Presidency of the G20 in 2025. The Summit will be a unique opportunity for President Ramaphosa to brief his counterparts on the key priorities of South Africa’s G20 Presidency and their alignment to Agenda 2063. The high-level meeting on the G20 will take place on 15 February 2025, on the margins of the summit,” he said. 

One of the main objectives of the forthcoming assembly is to elect the new senior leadership of the AU Commission, Chairperson and a Deputy Chairperson of the Commission. There are three candidates vying for the Chairperson position, while four candidates are contesting the Deputy Chairperson position. It will also appoint the six Commissioners following the endorsement by the Executive Council. 

“The summit is expected to discuss the status of Peace and Security on the continent. The discussion on peace and security on the continent will take place against the backdrop of great concerns regarding the state of peace and security on the continent, including the ongoing conflict in the eastern Democratic Republic of Congo. The discussions on the peace and security situation in Sudan and South Sudan will also feature prominently during the summit,” Magwenya said. 

The President, in his capacity as the Chairperson of the Ad Hoc Committee on South Sudan, also known as the C-5, will convene an extended meeting on South Sudan to include key countries in the Eastern Region such as Kenya, Ethiopia and Uganda. The current President of South Sudan, President Silva Kiir will also be in attendance. 

South Africa will participate in the exchange of views on issues such as AUDA-NEPAD, APRM and Climate Change on the margins of the AU Summit. There will also be a review and assessment of the implementation of the Agreement Establishing the African Continental Free Trade Area (AfCFTA) as a critical flagship project of Agenda 2063.

G20 Foreign Ministers Meeting

President Ramaphosa will, on 20 February 2025, host the G20 Foreign Ministers meeting at the NASREC EXPO Centre, in Gauteng. 

Issues for discussion include the current geopolitical dynamics, as well as the President's reflection on South Africa’s G20 Presidency High–Level Deliverables and the Review of the G20 @20. 

South Africa’s G20 Presidency commenced on 1 December 2024 under the theme, “Solidarity, Equality, Sustainability”.

Basic Education Sector Lekgotla

President Ramaphosa will deliver a keynote address on 27 February 2025 at the Basic Education Lekgotla.

The Department of Basic Education will host the Basic Education Sector Lekgotla at the Birchwood Hotel and OR Tambo Conference Centre, Johannesburg. 

The theme of the 2025 Lekgotla is “Strengthening foundations for Learning for a resilient future-fit education system”. – SAnews.gov.za

Rape accused Pastor Omotoso and co-accused to learn fate in April

The racketeering, trafficking in persons, rape, and sexual assault case against controversial televangelist Timothy Omotoso and his two co-accused, Lusanda Solani and Zikiswa Sitho, has been adjourned to April for judgement.

Judgement is expected to be delivered nearly eight years after the initial arrest of the accused.

According to Eastern Cape National Prosecuting Authority (NPA) regional spokesperson, Luxolo Tyali, Omotoso and his two South African co-accused are facing at least 32 counts in the court.

“It is alleged that Omotoso, who was addressed as ‘the man of God’, was the leader of the Jesus Dominion International (JDI) church and his co-accused were his assistants. JDI had major branches in South Africa, Nigeria, and Israel, with Durban being its headquarters in the country.

“The complainants were either congregants, employees or persons selected to take part in the activities of the church when they were recruited under the pretext that they would benefit spiritually or improve the quality of their lives. Omotoso allegedly directly or indirectly through his co-accused, paid and arranged for the complainants to travel to his hotel, Durban, Israel, or Nigeria,” Tyali said.

Once at the destination, Tyali explained, the complainants were allegedly instructed to switch off their phones and “told not to contact male companions and were to further abide by his instructions”.

“The complainants and other female church members were allegedly kept in one room where they also slept. Omotoso would allegedly select one of the complainants to go to his private bedroom where he raped or sexually assaulted them,” he added.

Wheels of justice

Omotoso has tried on several occasions to have the case either dismissed or declared a mistrial – causing delays in the carriage of justice.

“The judgement will mark a remarkable milestone the case that has been marred by delays for almost eight years since the arrest of the trio. 

“It follows a decision on previous applications by the televangelist for five special entries for a mistrial. Including an application made on 16 January 2024, where the defence made an application for the judge to reconsider her previous judgment on the application for discharge according to Section 174 of the Criminal Procedure Act.

“Judge Irma Schoeman had previously dismissed their application for discharge, and the state was ready to proceed with the remaining proceedings in the trial, meaning that the accused must present their case and they will be subject to cross-examination by the state,” Tyali said.

The NPA spokesperson acknowledged that the delays led to some of the complainants choosing to withdraw from the case.

“The numerous delays in the trial since the arrest of the Nigerian national, Omotoso, in April 2017, caused some witnesses to no longer want to proceed with giving evidence as they indicated they have since moved on with their lives and are not interested in reliving their experiences in court.

“That has led to the reduction of the charges from 63,” he said.

Despite this, the prosecution remained determined to see the case to finalisation.

“The state remains committed to ensuring that this case is finalised as soon as possible so that justice is served for the victims and believes that even on this case it has presented enough evidence to for the accused persons to be found guilty,” Tyali said.

The three accused are expected back in court for judgement on 2 April. – SAnews.gov.za

Statistics South Africa (Stats SA) has recorded an increase in the Consumer Price Index (CPI), with data showing that inflation increased in December to 3%, from 2.9% in November 2024.

“At the end of each year, Statistics South Africa calculates the average inflation rate for the year. The average inflation for 2024 was 4.4%, down from the average of 6% in 2023,” Stats SA Chief Director, Patrick Kelly, said on Wednesday.

Inflation for food and non-alcoholic beverages ticked up to 2.5% from 2.3% in November.

Annual price increases for bread and cereal products was steady at 3.7%. Although prices dropped by 0.2% between November and December, a number of week based products showed monthly declines, including brown bread down 0.6%, macaroni 0.7% lower, instant noodles with a negative 2.2%, and cake flour with a 1.1% decrease.

The price index for meat softened by 0.4% in the 12 months to December, representing the lowest annual rate since May 2019 (-0.9%). Products that registered the largest annual declines included sausages (down 3.3%), pork (down 2.2%) and whole chicken (down 1.7%). Several products were more expensive, however, including beef extract (up 5.1%), bacon (up 4.8%) and ham (up 4.2%).

Hot beverages remains in the food and non-alcohol beverages category with the highest annual increase at 13.5%, up from November’s increase of 13.1%.

Instant coffee was 16.1% more expensive in December 2024 compared to December 2023.

“Housing rentals are measured every quarter. The annual rate for actual rentals was 2.8% in the fourth quarter of last year, down from 3.3% in the third quarter.

“Owners’ equivalent rent inflation decreased to 2.4% from 2.9% over the same period. These declines pulled an overall rate for housing and utilities category down to 4.4% from 4.7%,” Kelly said.

Vehicle inflation dropped steeply during 2024 after starting the year at 7.2% in January.

Used vehicles are on average cheaper than they were a year ago, recording an annual decline of 0.6% in December.

Fuel prices increased by 1.1% between November and December. However, fuel prices are 10.2% lower than they were in December 2023. 

“Inflation for restaurants and hotels dropped to 4.2% in December, from 5.9% in November. This is largely a result of hotel room rates dropping by 4.2% between November and December, pulling the annual change for hotels down to 1.9% in December compared to 7.6% in November,” Kelly said.

The CPI release contains results of the monthly Survey of Consumer (Retail) Prices. The purpose of the survey is to collect and provide information regarding changes in the overall level of prices of all goods and services bought by the average household. - SAnews.gov.za

Strides being made to reposition eThekwini

Stakeholders in the Presidential eThekwini Working Group (PeWG) have been working hard to rebuild eThekwini as well as reposition the city as an investment and tourism attraction.

Since its establishment in April 2024, the Working Group has recorded significant developments in service delivery, business confidence, addressing infrastructure and socio-economic challenges.

According to the Working Group’s progress report, business confidence in the city increased from 38.42% in the first quarter of 2024 to 63.01% in the third quarter of the same year.

To respond to the challenges of the municipality, President Cyril Ramaphosa established the eThekwini Presidential Working Group (PeWG) in April 2024. The Working Group was established to accelerate support from national and provincial government to rebuild the municipality.

The Working Group operates across three spheres of government and includes representatives from the private sector and labour.

While recently on a visit around the coastal city to assess the progress of the work by the Working Group, acting Government Spokesperson and Director-General of the Government Communication and Information System (GCIS), Nomonde Mnukwa, noted an improvement in cleanliness and the high visibility of law enforcement in the metro.

With the recent opening of the Durban Beach Café by the eThekwini Municipality, Mnukwa visited the beachfront, which is a tourist attraction.

“As government, we are working together with the private sector. We want to make sure that eThekwini is an area that attracts tourists, given that tourism is a major contributor to the economy and creates jobs for the locals.

“We are pleased with the renewal of the lease for the Southern Sun Hotel Group as it will see the redevelopment of the Elangeni and Maharani hotels for a period of 50 years. The redevelopment will enable the municipality to enhance the beachfront as a key tourism asset,” she said.

The redevelopment entails an estimated capital investment of R1 billion, including the refurbishment of the Elangeni and Maharani hotels, as well as the Garden Court South Beach and The Edward hotels which are also owned by Southern Sun.

In addition, a fund of R5 million will be made available to restore and maintain the Sunken Gardens, a historically significant park owned by the municipality on the beachfront, in front of the hotels.

“These interventions will ensure that eThekwini is a vibrant city,” she said.

The eThekwini Municipality has also appointed a developer for the long-term leasing and redevelopment of the Joe Cool’s building to further enhance the aesthetics of the beachfront.

With crime being one of the challenges that act as a deterrent to holidaymakers and drive away investors, the Metro Police is working with all law enforcement agencies, including the South African Police Service, Road Traffic Inspectorate, and private security companies, to maintain high visibility at all tourism sites and areas that have been identified as crime hotspots.

The Metro Police procured an additional 146 vehicles last October to bolster the municipality’s crime fighting and prevention efforts.

In addition, last December, 2 699 newly trained Constables graduated and were deployed to stations and units to bolster the South African Police Service (SAPS) crime combatting efforts. 

“The recent recruitment of new police officers and the work being done as part of Operation Shanela are contributing to efforts to keep citizens safe,” Mnukwa said.

Operation Shanela consists of regular stop and searches, roadblocks, vehicle check points, high visibility patrols including foot patrols, the tracing of wanted suspects with a focus on murder and rape suspects, compliance inspections at liquor outlets and second-hand goods dealers.

Upgrading dilapidated infrastructure  

During her visit to the city, Mnukwa visited the Durban Textile and Leather Incubator (DTLI), which was previously an unused building by the state. It has now been refurbished.

“The city is reviving a number of dilapidated buildings to ensure that the inner city is fully functional, safe and vibrant,” she said. 

DTLI Executive Director, Dr Poppet Pillay, said the building was very old and needed extensive renovation but it was perfectly located in the city centre close to public transport, making it accessible to Small, Medium, and Micro Enterprises (SMMEs) from anywhere in the province.

“The centre has 12 high-end sewing machines. Entrepreneurs have access to these machines at nominal charge. Seven entrepreneurs were sponsored to participate in the Manufacturing Indaba in July 2023 and 14 entrepreneurs were sponsored to attend the Durban Business Fair in September 2023, thus linking them to the market.

“One of the businesses, Eagle Eye, won the Best Youth SMME award valued at R50 000. Eagle Eye is currently selling branded products at the Edgars store in Gateway Umhlanga. Some of the entrepreneurs are already exporting their clothing brands internationally and one entrepreneur was invited to join the African Growth and Opportunity Act (AGOA) programme for leather production,” Pillay said.

Furthermore, two entrepreneurs were sponsored by the Pietermaritzburg Chamber of Commerce to attend the Bharath Textile Fair in India, last year April.

“We are so thrilled to see how our entrepreneurs have grown - not only as a business but also in terms of confidence and ability to market themselves,” she said.

The Incubator is the result of a partnership between the Small Enterprise Development Agency - Science and Technology Programme (SEDA STP) and eThekwini Municipality.

The business incubator supports and grows SMMEs within the Clothing, Textile, Footwear and Leather Sector in eThekwini and surrounding areas by nurturing a business from idea generation to start-up companies through a comprehensive business support programme.

“Besides the normal incubation programme, DTLI has partnered with the Durban University of Technology (DUT) Textile Science and Apparel Technology Dept to run a six-week Ideation Programme for their post-grad students,” Pillay said.

It has also collaborated with the Fibre Processing and Manufacturing Sector Education and Training Authority (FP&M SETA) to run a virtual workshop on Entrepreneurship and the Fourth Industrial Revolution (4IR) for 152 SMMEs in the sector.

The incubator has a cohort of 54 SMMEs and provides a range of services that includes technology transfer and access to specialized machines, access to markets, access to funding and financial management, compliance and legal, productivity and business processes. - SAnews.gov.za

Government considers intervention in Eskom electricity tariff hike application

Government is preparing to present an intervention regarding Eskom’s proposed tariff hike.

This according to Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, who briefed the media on Wednesday.

The power utility has asked the National Energy Regulator of South Africa (Nersa) to approve its multi-year price determination which would mean, for direct Eskom customers, a 36.15% electricity tariff hike for 2025/26, an 11.81% increase in 2026/27 and a 9.10% rise in 2027/28 – sharply bringing into focus electricity affordability and upping the cost of living.

Nersa is currently holding public hearings on Eskom’s application.

“As government, we will be fashioning interventions to ensure that we provide relief. It’s still a process that is underway inside government. Before Nersa makes that determination, we’d have made our submissions.

“I want to say – with a degree of confidence – that we will get to a situation where we don’t realise a 36, 40% tariff increase. It should be something significantly lower than that. [This will be] taking into account the need for the industry to be competitive; the pressures that the households are experiencing,” he said.

The Minister reminded South Africans that the seventh administration has committed to ensuring that “we fight poverty and reduce the cost of living”.

“We know that the cost of utilities – electricity and water – is a big component of the spending of households and in fact, it’s more disproportionate when you get to low income households.

“I want to say to the country that: rest assured, we will be making interventions that will provide significant amount of relief. What that percentage [tariff increase] that will be, Nersa will make that determination,” he said.

Ramokgopa insisted that despite government’s intervention, “we will not undermine the ability of Eskom to continue to operate”.

“Some of the assumptions and basis of the application of Eskom has got some justification. 

“[However] we think we can do both…Eskom’s ability to execute on its mandate and on the other side, the need for us to provide some degree of relief to households and industry. I am confident, we can find that,” he said. 

The Minister implored South Africans to continue making their voices heard at Nersa’s public hearings on Eskom’s proposed tariff increases.

Public hearings continue as follows:

  • 20 November at the ETC Conference Centre, Spondo Street, Gqeberha, Eastern Cape.
  • 21 and 22 November at the Transnet National Ports Authority, N-Shed Passengers Terminal, Quayside Road, Durban, Kwa-Zulu Natal.
  • 25 November at the Bon Hotel Bloem Plaza, East Burger Street, Bloemfontein, Free State.
  • 27 November at the Mbombela Civic Centre, 1 Nel Street, Mbombela, Mpumalanga.
  • 29 November at the Jack Botes Hall, 14 Bodenstein Street, Polokwane, Limpopo.
  • 2 December at the Protea Hotel, Barend and Margaretha Prinsloo Streets, Klerksdorp, North West.
  • 3 and 4 December at the Eskom Academy of Learning, Dale Road, Midrand, Gauteng.

“What is important is that all of us…let’s subject ourselves to the [Nersa hearings]. So that we allow Nersa the opportunity to have the benefit of the mulitiplicity of views,” Ramokgopa said.

Nersa’s decision on Eskom’s application is expected to only be made on 20 December this year. – SAnews.gov.za

The YALI Expo  connected and celebrated YALI alumni making positive change in their communities by creating  these networking opportunities and showcasing innovations for sustainable impact.

One of the key topics focused on the gender gap and a panel discussion on day 4 centred around   Empowering Female Founders: Narrowing the Gender Gap in Venture Capital.  The challenge that female-founded companies face is that only 16% of tech funding and 8% of total funding go to these companies due to bias, lack of female representation among venture capital decision-makers or insufficient diversity in teams and investment criteria. It was proposed that female representation in venture capital leadership needed to be increased, more training and support was essential to encourage female founders to build networks and strengthen pitch preparation and business strategies.

The Africa Tech Festival Awards took place on the penultimate  night,  at the Bay Hotel in Camps Bay, Cape Town. The awards celebrated the  exceptional technological advancements and expertise across the continent and highlighted the pioneering work that is transforming lives and industries across Africa, inspiring future innovation and growth. KZN commits to economic development, investment growth toward 2030

KwaZulu-Natal Premier, Thamsanqa Ntuli, has underscored the commitment to economic development, trade, and investment growth toward 2030, aligned with the province's broader strategic priorities.

Ntuli reiterated the province’s commitment during the KwaZulu-Natal Trade and Investment Conference currently underway at the Inkosi Albert Luthuli International Convention Centre in Durban.

The two-day conference, which started on Monday, aims to promote, brand, and market KwaZulu-Natal as an investment destination, identify and develop investment opportunities, among others.

The conference brings together investors, government leaders, and industry captains to explore and amplify the province’s status as a top investment destination.

Delivering his keynote address on Monday, Ntuli highlighted that over the past decade, KwaZulu-Natal has attracted significant investments in key sectors, especially through developments at the Durban and Richards Bay Ports, two of Africa’s largest and busiest maritime hubs.

“Enhanced container capacity, automation, and infrastructure upgrades have strengthened KZN’s position as a regional logistics powerhouse. Similarly, the Dube Trade Port, adjacent to King Shaka International Airport, has drawn over R2 billion in investments, cementing its role in warehousing, logistics, and agriculture, including the Dube AgriZone, a major hub for export-focused agri-business,” Ntuli said.

Reflecting on the 2019 Provincial Trade and Investment Strategy’s achievements and areas for intensified effort, Ntuli said the strategy targeted R76 billion in new and expansionary investments by 2024. This is alongside the creation of approximately 68 000 jobs and an increase in the province’s national export value to R1.28 trillion.

While projections indicate that the targets may not be fully met by the year’s end, the Premier emphasised the need to redouble efforts in investment initiatives.

“The Richards Bay Industrial Development Zone (RBIDZ) has fuelled growth in heavy industry and energy, particularly in metals like aluminium and steel, generating jobs and boosting export potential.

“Renewable energy investments, particularly in biomass and solar, have diversified KZN’s energy landscape, with biofuel production from the sugarcane industry enhancing the province’s green economy credentials.”

Growth in the agricultural sector

The Premier also highlighted the province’s strong agricultural sector, which has attracted investments in agro-processing, and supporting industries including sugar refining, dairy processing, and timber.

The Premier said this growth is further supported by a thriving food and beverage industry, pharmaceutical, and packaging sectors, benefiting from proximity to key ports and an expanding consumer base.

Tourism

He said tourism also remains central to KZN’s economy, supported by new hospitality investments, including the reopening of the international Hilton Hotel and the Durban Beach promenade renewal.

Noting KZN’s absence from many long-haul tourist packages, Premier Ntuli stressed the importance of positioning the province as a key destination for international tourism.

Ntuli highlighted several strategic assets crucial to the province’s competitive advantage, and these include expanded port capacities, Special Economic Zones (SEZs) like Richards Bay and Dube TradePort, and streamlined regulatory and tax incentives to attract foreign and local investments.

The Premier urged stakeholders to seize the opportunities presented by the African Continental Free Trade Area (AfCFTA), which offers KZN unprecedented access to a $3.4 trillion market.

Partnerships 

The Premier also addressed issues in freight rail services and port bottlenecks, emphasising that public-private partnerships could unlock efficiencies.

He further called attention to KZN’s role in automotive manufacturing, underscoring opportunities in electric vehicle (EV) component production to tap into Africa’s growing EV market.

“Sustainable growth initiatives, including green hydrogen, biomass, and digital innovation, are essential for positioning KZN as a leader in the renewable and digital economies. Collaboration with local universities and technology firms is building a skilled workforce to support industries like IT, finance, and business outsourcing, further enhancing KZN’s role as a technology and logistics hub,” Ntuli said.

The Premier emphasised the importance of resilient infrastructure, including sustainable energy investments, and inclusive growth that extends to all municipalities, cities, and rural areas.

He issued a call to action for deeper engagement with rural and municipal stakeholders, ensuring these areas are active participants and beneficiaries in KZN’s economic growth. – SAnews.gov.za

President Cyril Ramaphosa has hailed the KwaZulu-Natal District Development Model (DDM) Presidential Imbizo as a powerful example of the Government of National Unity (GNU) in action. 

The President underscored the collaborative efforts of various political leaders to address pressing community issues. 

Addressing community members at the Umnini Sportsfield in Umgababa, the President said the imbizo was a fairly productive session. 

“As I end, I think we have held a fairly productive imbizo session. Today has been a clear demonstration of how our Government of National Unity is also working. I have Ministers from our various political parties that are part of the GNU. 

“I would like to thank them all and I want all the parties in the GNU to see the value of izimbizo. They are important because they enable us to interact with our people and hear their views, and answer their questions and at the same time, follow up on their issues that they have raised,” the President said. 

The Presidential Imbizo is a platform for communities to interact with government leaders from all three spheres of government on service delivery challenges, and for the executive to respond to the community on what they are doing to resolve those issues. 

Community members gathered at the Umnini Sportsfield raised issues such as crime, unemployment, the rising cost of living and matters concerning education. 

The South African Democratic Teachers Union asked President Ramaphosa to intervene on the issue of safety and security at KwaZulu-Natal schools, highlighting previous incidents where teachers were attacked, shot and killed at schools.

Before the Ministers took to the podium to respond to the above issues, President Ramaphosa apologised for the delayed start due to technical issues, stressing the need for better preparedness at such events.

Ministers in the GNU accompanying the President responded to the issues respectively and promised residents that they will follow up and provide solutions. 

Turning to the City of eThekwini municipality, the President also spoke about plans to rejuvenate Durban’s tourism sector, which has historically made the city the "holiday mecca" of South Africa. 

With tourism numbers currently in decline, President Ramaphosa expressed optimism for a revival through the planned reopening of key hotels like the Hilton and lease renewals for iconic establishments such as the Maharani and Elangeni.

“Durban has been the holiday mecca of our country. Many people from all over the country have always considered Durban when they needed to go on a holiday. 

“Tourisms in the province has gone down but the mayor has plans to revive big hotels such as the Hilton Hotel and the renewal of leases by Southern Sun of the Maharani and Elangeni Hotel.

“The business sector has pledged to invest billions of rands to revive tourism, so I am looking forward to the revival of tourism so that Durban can go back to being the jewel of South African tourism. It must once again become the mecca of tourism in SA,” the President said. 

Tourism Minister Patricia De Lille said that her department is working hard to rebuild the tourism sector in the province. 

“Tourism is a very important sector for this province. It is making a significant contribution to the GDP and economic growth of the province. The tourism sector has gone down in KZN, but we are working hard with the Presidential Task Team and the private sector to rebuild it.” 

The Minister said that she has already agreed with the KZN Premier that they will be meeting as a matter of urgency so they can see how they can work together with the plans of the province to do an aggressive marketing campaign to deal with all the negative perceptions around the province. 

“For the summer season, the department partnered with the private sector and already we have 440 private sector tourist attractions that are offering discounted deals for the summer season and I want to encourage all South Africans to look at the Shot left site and check the discounts,” de Lille said.

The President also drew attention to ongoing infrastructure challenges, particularly highlighting the partial collapse of a bridge on the N2 highway, which has disrupted local transportation. 

He expressed confidence in South African engineers, who have devised a plan to restore the bridge, calling it a testament to the country’s engineering expertise. 

“In the morning, I went to the N2 bridge that partially collapsed. The bridge is causing a lot of inconvenience for the people, as it is an important road on the N2," the President said. - SAnews.gov.za

Durban Academy gears up to host UCI Pump Track World Championships

The City of Durban is gearing up to host the prestigious 2024 Velosolutions Union Cycliste Internationale (UCI) Pump Track World Championships Finals, which will take place at the GO!Durban Academy, KwaMashu site, on 9 November 2024.

The event marks the tail end of the 2024 season and is set to bring together the world’s top riders from approximately 20 countries to compete for the World Championship Title.

The first ever to be hosted in a township, the KwaMashu GO!Durban Academy Park was chosen over Cape Town.

Established in 2016, the GO!Durban Cycle Academy features a world-class Velosolutions asphalt pump track right in the heart of KwaMashu.

Velosolutions pump tracks are both playgrounds and training facilities for bikers, skateboarders and scooter riders of all skill levels. Asphalted tracks are hotspots for all kinds of riders, who seek a fun and action-filled sports experience.

EThekwini Transport Authority Acting Head, Nelisiwe Zama, said being chosen to host an event of such magnitude is demonstration of the high standard infrastructure that the GO!Durban Academy has to offer.

“An event of this nature does not only place us on the world map in relation to the cycling sport but has great impact on local tourism, with 60 international riders, accompanied by their teams, and fans staying in Durban. This influx of international visitors will help put Durban on the global tourism map as a 'must visit' destination in South Africa,” Zama said.

The event is also set to benefit youth from townships, as various community-based cycling races will be hosted in the week leading up to the finale.

The top four of the community bike series, including the men and women elite category, will officially qualify for the UCI Pump Track World Championships on Saturday.

“The two winners will receive free hotel accommodation, like all other international winners. The second, third and fourth placed riders will be invited to join the afterparty, rider's briefing, welcome presentation, and will be transported daily from their township to the locations,” Zama said.

The eighth Babacar Ndiaye Lecture held at the Four Seasons Hotel in Washington D.C., on 26 October 2024, under-scored the need for African nations to strike a balance between short-term development imperatives and long-term climate goals. 

Under the theme “Saving Lives Today versus Saving the Planet for the Future: Can the AfCFTA Resolve the Climate Change Dilemma” discussions centred on how the African Continental Free Trade Area (AfCFTA), Africa's most ambitious trade initiative, could serve as a vehicle for economic growth and environmental sustainability, positioning the continent as a leader in the global green transition.  

The Lecture drew a distinguished audience of policymakers, academics, financial experts and climate advocates.  

Speaking about Dr. Babacar Ndiaye in his opening remarks, H.E. Professor Benedict Oramah, President and Chairman of the Board of Directors of Afreximbank Group, said “Dr Babacar Ndiaye was most concerned by the long-term threats posed to humanity by climate change. He once said, "Climate change is the greatest threat to development, particularly in Africa, where millions of people depend on the environment for their livelihoods … Africa's economic transformation cannot happen without addressing climate change.”  

Dr. Ndiaye's reflection on the impact of climate change was spot-on and intellectually deep.” But, “disappointingly, the global debate on climate has been so much focused on emissions reduction with the question of reducing its impact on Africa and other developing countries always reduced to a footnote. A call for Africa to decarbonise, when the continent has not even carbonised, poses a serious threat to the socio-economic development of a gas-rich continent that has at least six hundred million people without electricity.” 

The African Continental Free Trade Area Agreement “is seen as a potent means of reducing carbon emissions as it is helping to domesticate industrial activities and minimise the carbon emissions caused by shipping of commodities to far-away lands for value addition and reshipping to Africa and elsewhere. We believe that The AfCFTA could offer a pathway to a just transition, enabling local industrial value addition while protecting the planet.”  

Professor Yemi Osinbajo, SAN, GCON, the Immediate Past Vice President of the Federal Republic of Nigeria, delivered a powerful address titled “Sustainable Infrastructure for Africa's Future: Harnessing Innovation and Partnerships.” He spoke passionately about the advantages of the AfCFTA and its potential to transform Africa's trade landscape, reduce carbon emissions and foster innovation in green industries. 

“There are two obvious advantages to a fully operational AfCFTA.The first is that 42% of African countries, aside from North Africa, now have legislation prohibiting the export of raw ores or minerals before being processed. This legislation gives African countries the benefit of jobs and revenues from local processing and manufacturing.  

“The second advantage of the AfCFTA is that shipping is a major source of carbon emissions. Under current trade practices, a large share of African raw materials are exported to other regions, where they are processed or manufactured into finished products, usually using fossil fuel power sources, before being shipped back to Africa for consumption. This cycle contributes to higher emissions and constitutes a loss for African countries that do not reap the value chain gain from beneficiation. Intra-African trade in finished goods will substantially reduce this massive cause of global emissions,” he said. 

The reduction of emissions by intra-African trade has been the subject of several empirical studies. Professor Osinbajo referred to a recent ECA/ CEPII study titled “Greening the African Continental Free Trade Area Agreement's Implementation" published in December 2023, which found, inter alia, that implementing the AfCFTA can boost intra-African trade by 35% in 2045 while increasing GHG emissions by less than 1%, compared to no AfCFTA or climate policies.  

These studies do not factor in using renewable energy sources in the processing and manufacturing of traded goods, an assumption of the Climate Positive Growth paradigm, which would again substantially reduce emissions.  

Professor Osinbajo cited mining bauxite in Guinea as an example. If Guinea, which has 25% of global deposits of bauxite, processed the bauxite it mines to aluminium with renewable energy in readiness for export, Guinea could save the world 335 million tonnes of carbon dioxide equivalent (CO2e) per year, which is approximately 1% of global emissions, and create 280,000 jobs and generate $37 billion of additional revenue. If it chooses to sell the aluminium within Africa, it will again save the huge shipping cost to countries thousands of miles away.  

A Bloomberg study done for the African Development Bank (AfDB) in 2021 on the manufacture of battery precursors found that manufacturing battery precursors in the Democratic Republic of the Congo (DRC), which has plenty of lithium and cobalt, is three times cheaper than manufacturing it in the US, EU and China. Manufacturing in the DRC would extend value chain opportunities to other African countries, they would need manganese from Zambia, Tanzania, Gabon and South Africa to contribute to its capacity to produce these battery precursors. Manufacturing using renewable energy could significantly reduce the cost of manufacturing. Africa's abundant renewable energy has very low seasonality or intermittency, making it possible to reliably provide a renewable baseload to power continuous industrial production.  

“The AfCFTA empowers African countries first to add value to materials and specialise in areas of national comparative advantage, and also to work together to trade more beneficially with the rest of the world,” said Prof Osinbajo. 

He futher said that “Most African countries depend on fossil fuels for their energy needs and for fossil fuel rich African countries, this is also a major source of export earnings and fiscal revenues. Ostensibly in keeping with their net zero obligations, there has been a growing trend amongst development finance institutions to withdraw from fossil fuel investment. These actions include the World Bank's decision to cease funding for upstream oil and gas development in Africa and the restrictions on financing downstream gas development by the European Union, the United Kingdom, and the United States. Clearly, the implications of these actions are dire, where there are no immediate alternative sources of power and the cost of the transition to cleaner fuels may be prohibitive. Some studies show that divesting from fossil fuels could reduce GDP by as much as USD$30 billion for Nigeria, USD$22 billion for Algeria, and USD$19.3 billion for Angola.” 

H.E. Dr Rania A Al-Mashat, Minister for Planning, Economic Development and International Co-operation, Arab Republic of Egypt said that while the “African continent is the least responsible for carbon emissions, it has the biggest burden in terms of financing climate change for developmental needs - such as food and water security, and access to energy. 

She called for greater collaboration with national and international stakeholders “We need to work together; we need to bring the experiences from other places so that Africa can push forward with respect to development and sustainable economic growth.” 

In her Goodwill Message, Ms. Amina J. Mohammed, Deputy Secretary-General of the United Nations and Chair of the United Nations Sustainable Development Group, spoke about the rapidly closing window to prevent the worst impacts of climate change. She addressed the fact that many African countries are mired in debt, exacerbated by extended crises with little access to long-term concessional financing to invest in sustainable development. 

“With adequate access to financial resources at a reasonable cost, renewables can dramatically boost economies, grow new industries, create jobs and drive development, including by reaching the over 600 million Africans living without access to power,” said Ms Mohammed. 

She also stressed the importance of prioritising inclusive policies that empower women and youth when building climate-resilient economies.  

“By harnessing the collective might of the AfCFTA, Africa can make strides in addressing both climate action and sustainable development by promoting regional integration and fostering green industrialisation.  

“The AfCFTA can help build climate-resilient economies while creating jobs, reducing poverty and strengthening food security.”  

The eighth Babacar Ndiaye Lecture also reinforced Afreximbank's commitment to leadership in financing sustainable infrastructure and trade policies across the continent.

Pledge to improve working conditions in the construction sector

A nationwide pledge aimed at creating safer, healthier working environments for those working in the construction sector is set to be signed this week.

The Department of Employment and Labour said the Decent Work in Construction Pledge will be signed at roadshows in Cape Town on Wednesday and in George on Friday.

Wednesday’s roadshow will take place at the Aspired Country Manor in Philippi and Friday’s roadshow will take place at the Protea Hotel King George.

“Each roadshow stop will feature informative presentations, interactive sessions, and the opportunity to sign the Decent Work in Construction Pledge.”

The department and its partners, including the International Labour Organization (ILO), the Federated Employers Mutual Assurance Company (FEM) and the Compensation Fund (CF), have united to support labour rights and ethical business practices in the construction sector.

The partnership focuses on advancing labour rights, eliminating exploitative practices and enhancing productivity in a sector that is vital to the country's economic growth. The recently signed Construction Health and Safety Accord plays a vital role in advancing the decent work agenda in the sector. 

This agreement between government, organised labour and organised business aims to create safer, healthier working environments. 

It also promotes collaboration among all parties to prioritise workers' safety while enhancing business efficiency.

“The construction sector is one of the largest employers in South Africa, generating thousands of jobs annually. However, it is also an industry where decent work challenges, such as safety risks, informal labour practices and wage exploitation, are prevalent,” the department said.

“The objective of this initiative is to change this narrative by promoting fair, compliant, and fulfilling work conditions for construction workers, while simultaneously boosting productivity for businesses.

“Decent Work advocates for employment that respects the dignity, safety, and rights of all workers. It defines decent work in the construction sector as employment that is fulfilling, compliant with regulations, and free from exploitation,” the department explained.

Establishing a foundation for meaningful transformation within the construction sector, the Decent Work in Construction campaign promotes:

  • Advocacy efforts aimed at raising awareness among employers, workers, and the public about the importance of decent work. This includes ensuring all stakeholders understand their rights and responsibilities in creating fair and productive workplaces.
  • Regular workplace inspections to ensure compliance with labour standards and health and safety regulations. There will be an increase in inspections within the industry to ensure companies adhere to legal requirements, safeguarding workers' rights and well-being.
  • Strict enforcement of labour laws, with DEL and its social partners holding violators accountable and ensuring corrective actions are swiftly implemented. This will deter exploitative practices and encourage ethical business conduct.
  • Capacity building through regular training programmes, workshops, and other resources to empower both employers and workers. Businesses will improve compliance and productivity, while workers will gain skills for personal development and job security. 

“By signing, businesses and individuals commit to promoting fair, safe, and compliant working conditions. Workers and the public are also urged to report any instances of exploitation, non-compliance, or unsafe conditions to their nearest labour centre,” the department said. 

These reports will help identify and address unfair practices, ensuring workers' rights are upheld.

The department said the benefits of decent work extend beyond individual workers, helping businesses thrive, reducing turnover, and enhancing overall industry productivity. – SAnews.gov.za

President Ramaphosa calls on all to support BELA Act

President Cyril Ramaphosa has called on everyone to put their weight behind implementing the Basic Education Laws Amendment (BELA) Act so that all children receive a good quality education regardless of their circumstances.

“The passage of the Basic Education Laws Amendment Act is part of ongoing efforts to build an education system that is more effective and more equitable. 

“Among other things, the Act provides for early learning foundations to be strengthened, promotes greater accountability of parents for their children’s learning and promotes inclusivity in the classroom,” the President said on Saturday. 

President Ramaphosa was speaking at the 24th instalment of the National Teaching Awards as the globe commemorates World Teacher’s Day at the Birchwood Hotel and OR Tambo Conference Centre in Ekurhuleni, Gauteng.

He explained that the spirit and purpose of this new legislation was to ensure there was uniformity and fairness in educational standards between schools and across the country. 

Last month, President Ramaphosa signed the Bill into law but delayed the implementation of two clauses 4 and 5, which deal with school admissions and language, by three months to make room for more discussion and deliberations after it received some opposition. 

“In the interests of inclusivity, we have created space for engagement among some concerned parties on aspects of the legislation. But that process cannot undermine the transformational nature of this law.” 

Meanwhile, the President told the people gathered at the conference centre that in order to produce more learners who excel in science, technology, engineering and mathematics, South Africa needs to invest more in supporting and upskilling its teachers and arm them with necessary resources.

“In some schools, resources are plenty, the schoolyard is safe, there are basic amenities, the pupil-teacher ratio is appropriate, and learning takes place in good conditions. But in others, educators struggle to obtain even the most basic resources for teaching, schools lack safe toilets and running water, and crime and violence from outside the school inevitably finds its way in.” 

However, according to the President, South Africa has made much progress in narrowing the gaps between schools. 

He said government was working to strengthen the foundations of early learning to ensure successful education outcomes in the future. 

The President announced that the education curriculum was being revised, updated and reformed to meet the needs of a rapidly changing world. 

“With the high rate of youth unemployment in our country, educators need to ensure that our schools are producing the skills our economy needs. They need to ensure that every school leaver has the confidence and capabilities that enable them to study further, find employment or be self-employed. 

“We are working to fully implement the three-stream model, which offers academic, vocational and occupational pathways for learners. Educators play an important role in identifying the best course for a learner.”

Shifting his focus to the National Teaching Awards, he noted that the enduring commitment to honouring educators speaks to their unique and treasured place in the country. 

“All of us are who we are because of the teachers we once had. I have the fondest memories of my own teachers at Tshilidzi Primary School in Soweto and Mphaphuli High School in Sibasa, Venda… All these years later, they still hold a special place in my heart,” he told the room full of teachers. 

The President described a good teacher as a role model who encourages a child to achieve their potential. 

He took the time to congratulate those who were awarded today and acknowledged teacher unions and School Governing Bodies (SGBs) who are working with government to build a resilient education system that meets the challenges of the future. 

Basic Education Minister Siviwe Gwarube thanked President Ramaphosa for his unwavering support not just for her but the sector.
