Meteorological services uninterrupted despite hacking incident

The South African Weather Service (SAWS) has asserted that it continues to rely on alternative channels to render critical marine, aviation and severe weather services, pending the recovery and restoration of compromised Information and Communication Technology (ICT) systems.

This follows a cyber security breach on its ICT systems by criminal elements, on Sunday evening.

“Thus far, we have not had an interruption of services. Weather products for marine and aviation sectors are being conveyed via alternative channels. Daily forecasts are being sent regularly via email to media houses and to Disaster Management Authorities,” SAWS Chief Executive Officer, Ishaam Abader said on Thursday.

Abader said that forecasts were further being disseminated through social media platforms, as the organisation’s website remains down.

The weather service said that a team of engineers, and cyber security experts are working around the clock to return operations to normalcy within a reasonable time. Up to so far, the team has been able to restore the SAWS email functionality and telephone system.

“The SAWS understands the significance of its services in so far as they relate to saving lives and property from the impact of hazardous weather. Accordingly, the organisation does not take the cyber-attack lightly. The public will be kept abreast of developments at regular intervals,” the weather service said. -SAnews.gov.za

Trade, Industry and Competition unpacks Transformation Fund

The Department of Trade, Industry and Competition (the dtic) says the Transformation Fund is a critical initiative that advances South Africa’s constitutional commitment to economic redress and inclusive growth, which the dtic is bound by. 

Rooted in Section 9(2) of the Constitution, it aims to promote shared equality through legislative and other measures to empower black-owned enterprises and small, medium, and microenterprises (SMMEs).

The fund also reflects the statement of intent of the Government of National Unity (GNU), which emphasises fostering redress and inclusive economic growth. 

“The GNU’s transformative agenda seeks to dismantle systemic barriers to economic participation, ensuring that historically-disadvantaged communities are afforded equal opportunities to thrive in all sectors of society,” said the department.

In addition to advancing the constitutional imperative of economic redress, the fund is anchored in the Broad-Based Black Economic Empowerment (B-BBEE) Act, particularly Section 2(h), which obligates government to "increase the effective economic participation of black-owned and managed enterprises, including small, medium, and micro enterprises and cooperatives, and enhance their access to financial and non-financial support”.

The fund directly addresses these priorities while promoting greater compliance with B-BBEE requirements and unlocking opportunities for sustainable growth.

Aligned with the National Development Plan’s (NDP) Vision 2030 to eliminate poverty and reduce inequality, the fund supports Outcome 4: decent employment through inclusive economic growth.

It also reinforces the department’s Medium-Term Development Plan (MTDP) 2024–2029, which prioritises job creation and inclusive economic participation, as outlined in the revised Annual Performance Plans (APPs). 

The following include the objectives of the Transformation Fund:
- Promotes economic inclusion: Provides financial and non-financial support to black-owned enterprises, ensuring meaningful participation in the economy.
- Addresses fragmentation: Aggregates resources from existing Enterprise and Supplier Development (ESD) obligations and other sources to enhance impact and efficiency.
- Fosters sectoral growth: Focuses on high-impact sectors, including agriculture, tourism, ICT, manufacturing, and businesses in township and rural areas.
- Enhances market access: Offers technical assistance, pre- and post investment support, and market access opportunities to beneficiaries.
- Supports industrialisation: Aligns with South Africa’s industrial policy to stimulate growth in productive sectors and underdeveloped areas.

“The Transformation Fund is not about imposing new obligations but about ensuring that existing commitments under the B-BBEE legislation are strategically utilised to create meaningful economic transformation. It embodies our constitutional mandate to achieve equality and empower historically disadvantaged communities,” Minister of Trade, Industry, and Competition, Parks Tau, said.

As outlined in the department’s revised Annual Performance Plans (APPs), the fund’s conceptual framework will be opened for public consultation and stakeholder engagement with a target to mobilise R100 billion by 2029. 

“We welcome the ongoing debate on transformation and look forward to broad participation during the consultation process. This timeline underscores the dtic’s commitment to achieving sustainable and impactful transformation.”

He said the Transformation Fund was not merely a funding mechanism, “it is a catalyst for change”.

Collaboration key to improved educational outcomes

Deputy Minister in the Presidency, responsible for Planning, Monitoring and Evaluation, Seiso Mohai, has reaffirmed government’s commitment to fostering an inclusive education system that equips every child for a brighter future.

The Deputy Minister said this at the conclusion of a successful Back to School Frontline Monitoring Visit in Lejweleputswa District Municipality, Free State, on 15 and 16 January 2025. 

During the visit, Mohai assessed school readiness, motivated learners, and reinforced the critical role of education in shaping South Africa's future.

In his remarks, Mohai noted that the visit provided an opportunity to assess governance and resolve educational challenges. 

"The school reports reflect the hard work of educators, even in difficult circumstances. Together, we are not just focused on educational outcomes; we are building a better future for every child across the country," the Deputy Minister said. 

Accompanied by officials from the Lejweleputswa District Municipality and Matjhabeng Local Municipality, Mohai visited five schools across the district. The aim was to assess schools' preparedness for the new academic year, address challenges, and foster collaboration for improving education.

Learners across all schools demonstrated impressive performance, with many exceeding expectations. Students were eager and excited for the year ahead, showing readiness for the challenges of 2025. 

“Despite challenges such as limited ICT resources and infrastructure, educators remain committed to ensuring that learners have the tools and support they need to succeed,” Education District Director of Lejweleputswa District Municipality, Phaello Zonke, said. 

At all five schools, the Deputy Minister celebrated the Free State’s consistent academic success. Learners were motivated by messages from top Free State learner, Lehlohonolo Mokothu, who encouraged them by saying, "Anything is possible".

“The excitement among learners was palpable, with loud cheers and chants of 'Rea u rata Ntate Mohai' (We love you, Father Mohai). This spontaneous outpouring of affection reflected the deep connection the students feel with the Deputy Minister, who, as a proud son of the Free State, was warmly received as a local hero returning home. His presence symbolised the belief that, no matter where one comes from, great achievements are possible,” a statement read. 

The Back-to-School Monitoring visit in Lejweleputswa District was a resounding success, fostering valuable engagement between educators, learners and local leadership. 

Through this initiative, Mohai has reinforced the importance of collaborative efforts to ensure the readiness of schools, the empowerment of learners, and the continued advancement of education in the Free State. – SAnews.gov.za

The International Advisory Body for Submarine Cable Resilience was established by the International Telecommunication Union (ITU), the United Nations Agency for Digital Technologies, and the International Cable Protection Committee (ICPC). Subsea cables facilitate over 99% of international data exchange, supporting communication, financial systems, cloud services, and digital economies worldwide. The multi-stakeholder advisory body includes government ministers, regulatory authorities, industry executives, and senior telecommunication cables experts.

With more than 30 years of experience in Africa's subsea cable sector, Faria was invited by the Angolan Ministry of Telecommunications, Information Technologies, and Social Communication (MINTTICS) to take up this advisory role as the government looks to diversify its economy and improve telecoms infrastructure within the country. 

“West Africa's recent experience with submarine cable failures has highlighted the fragility of our connectivity networks and the critical need for proactive solutions. As part of the International Advisory Body, we will work towards identifying vulnerabilities and implementing measures to ensure these vital cables remain operational and resilient. Strengthened collaboration and innovation will help mitigate disruptions and secure West Africa's digital future,” said Faria.

Fernando Fernandes, CEO of TelCables Nigeria, Angola Cables subsidiary, emphasised the importance of this appointment for the region, saying, “We are honoured that Rui has been selected to represent West Africa on the Advisory Body for Submarine Cable Resilience. ACSA urges passengers to arrive early for flights

To manage the high volumes of passengers expected at OR Tambo International Airport this festive season, holidaymakers are advised to arrive three hours before international flights and two hours before domestic flights, as they head to their various travel destinations.

The Airports Company South Africa (ACSA) issued a warning on Monday about longer queues at the passport control points at OR Tambo due to a failure in the border management system.  

ACSA reported that the unresponsiveness of the Border Management Authority (BMA) biometric movement control system was causing these extended queues. 

The incident affected on-time performance, which dropped to 62% on 16 December, before recovering to 85% the following day after interventions. 

At a media briefing on Thursday, ACSA CEO Mpumi Mpofu suggested alternative arrangements for the festive season, such as allowing more time for international travellers to arrive at the airport. 

Mpofu stated that the busiest day is generally the first Friday after schools close, which was on 13 December 2024. ACSA also expects Friday, 20 December, to be the busiest day of the entire peak season. 

“And that would give us 20 886 international passengers coming through, and that's both departures and arrival. And 39 423 domestic travellers on 20 of December.” 

The airport anticipates 696 000 international passengers and 262 000, on peak days, from today until Christmas Eve on 24 December. 

The briefing was held at OR Tambo in Johannesburg and comes as more people are expected to travel in and out of the country this festive season. 

The briefing focused on transparency, accountability, and the need for public cooperation. 

Mpofu also emphasised the importance of the airport as a gateway to the world and its role in the economy, particularly during the festive season. 

She also stressed the importance of facilitating passengers and the negative impact of disruptions on the economy. 

“We take our passengers seriously, but the negative impact on the economy that comes with disruptions in the flow of passengers during peak season is a matter needing serious attention. 

“OR Tambo International Airport now serves as a very important gateway during peak season, particularly, and plays an important role as one of our key international airports with three ports of entry.” 

The CEO also discussed the preparation for the peak season starting in September, involving stakeholder engagement and plan submissions. 

She stated that the recent incidents were unplanned and did not result from a lack of planning and expressed disappointment at these events. 

“Our ecosystem works based on multiple stakeholders, and I think it’s important to indicate that that’s why, when we speak as ACSA, we do so after consultation with the rest of the stakeholders on our platform.” 

She also stressed the importance of public awareness about parking arrangements and the availability of long-term parking with shuttles. 

Jet fuel

Mpofu also addressed the incident related to jet fuel and the subsequent analysis of the dry shaft and discussed upgrading the jet fuel system by March 2025. 

“Aviation is a highly safety-sensitive area where nothing can go wrong, and as such, we are also really disappointed in the events that have happened, because basically, [we] did not anticipate [them].”

BMA Commissioner, Dr Michael Masiapato, said 14 new systems and additional human resources have been deployed at the airport to enhance capacity. 

“We had to make sure that we respond with speed, and we have been able to deploy all our key top ICT [information and communication technology] officials on the ground to make sure that the issue is effectively addressed, and we are then able to get back to normal as fast as possible,” he said. 

Earlier this month, ACSA apologised to its stakeholders and the public for the flight disruptions that occurred at OR Tambo due to refuelling challenges. – SAnews.gov.za

STEM Lab launched at the University of Limpopo 

The Minister of Communications and Digital Technologies, Solly Malatsi, has officially opened a state-of-the-art STEM (science, technology, engineering, and mathematics) Lab at the University of Limpopo.

“This STEM Lab represents hope, progress, and opportunity. For the youth in Mamotintane, Ga-Motholo, Mankweng, and surrounding communities, it is a gateway to skills in artificial intelligence, robotics, and data analytics,” Malatsi said on Saturday.

The facility, made possible through strategic partnerships with the National Electronic Media Institute of South Africa (NEMISA), STEMpower, DHL and other key stakeholders, will empower students and the surrounding community with critical digital and STEM-related skills, equipping them for a future driven by technology and innovation.

“For educators, it is a chance to inspire the next generation of innovators. And for the unemployed, it is an opportunity to gain meaningful skills for employment or entrepreneurship.

“This lab is not just a resource for the university but for the entire community. It is proof of what we can achieve when government, academia, and industry work together to create sustainable, scalable solutions for digital inclusion,” the Minister said.

He said STEM forms the backbone of the modern economy, driving technological advancements, innovation, and economic growth. 

“By equipping young people with STEM skills, we are preparing them to excel in high-demand fields like artificial intelligence, robotics and data analytics. Let us harness the power of STEM education to build a South Africa where technology serves as a bridge to inclusion and opportunity, ensuring that no one is left behind,” the Minister said.

The lab is part of a broader initiative by the Department of Communications and Digital Technologies to expand access to affordable internet and devices, foster skills development, promote the productive use of technology, and position South Africa as a leading Information and Communications Technology (ICT) investment destination.

The launch in Limpopo is one of several, with similar labs being established at Walter Sisulu University, King Hintsa TVET College, Ehlanzeni TVET College, and the Central University of Technology. -SAnews.gov.za

Preceding the main event, the by-invitation LeadersIn Africa Summit was an exclusive VIP series of executive discussions designed to facilitate actionable dialogue between 100 of the continent's most influential tech players. Topics ranged from emerging technologies to AI for startups, ESG, regulatory frameworks, fundraising strategies, and support for founders and investors.

Skills development and knowledge sharing

The final day of Africa Tech Festival 2024 also featured several keynote fireside discussions across the various event streams. Skills development was a theme of the day, including a masterclass session on AI content creation, a security fundamentals certification training session, and a technical workshop where participants worked in groups to develop scaling strategies for AI pilot projects.

Key Highlights

The USAID Young African Leaders Initiative(YALI) hosted the YALI Alumni Expo and Trade Show running alongside Africa Tech Festival. The YALI Expo  connected and celebrated YALI alumni making positive change in their communities by creating  these networking opportunities and showcasing innovations for sustainable impact.

One of the key topics focused on the gender gap and a panel discussion on day 4 centred around   Empowering Female Founders: Narrowing the Gender Gap in Venture Capital.  The challenge that female-founded companies face is that only 16% of tech funding and 8% of total funding go to these companies due to bias, lack of female representation among venture capital decision-makers or insufficient diversity in teams and investment criteria. It was proposed that female representation in venture capital leadership needed to be increased, more training and support was essential to encourage female founders to build networks and strengthen pitch preparation and business strategies.

The Africa Tech Festival Awards took place on the penultimate  night,  at the Bay Hotel in Camps Bay, Cape Town. The awards celebrated the  exceptional technological advancements and expertise across the continent and highlighted the pioneering work that is transforming lives and industries across Africa, inspiring future innovation and growth. Some of the winners included:

  • CXO of the Year: Patrick Benon, Orange Cameroon

Over 15,000 attendees were welcomed to the 27th annual Africa Tech Festival (www.AfricaTechFestival.com) by South African Minister of Communications and Digital Technologies, Hon. Solly Malatsi. The Department is an official partner of this year's event, which features more than 300 exhibitors and 400 speakers representing all facets of the tech ecosystem.

Emphasising a shared vision of a digitally connected, inclusive, and prosperous Africa, leveraging technology to drive economic and social progress, the Minister reaffirmed host country South Africa's commitment to bridging the digital divide through policy, partnerships, and investments in universal connectivity and affordability. “While technology holds enormous promise, it is essential that we harness this potential in a way that can benefit all the people on the continent and the rest of the world. South Africa is honoured to play its role on this journey, both as a leader and a partner to our fellow African countries,” he said.

For instance, the panel session Navigating AI Policy Challenges: Collaborative Approaches to Strengthen Governance in Africa focused on fostering global cooperation in AI governance, emphasising cross-border collaboration, universal safety standards, and ethical innovation. The discussion also highlighted the role of public-private partnerships in implementing equitable AI policies.

AfricaIgnite

AfricaIgnite is the flagship event for founders, investors, and key players in the tech ecosystem. It supports market access and investment opportunities.

The panel Overcoming the Funding Winter: Strategies for Early-Stage Start-Ups highlighted resilience in the early-stage start-up ecosystem, exploring strategies employed by successful start-ups to attract investors and secure funding in a competitive market. It also examined the role of accelerators and incubators in fostering growth and supporting the development of African tech start-ups.

A dynamic fireside chat on The Rise of Debt Financing as an Alternative Funding Model explored the growing appeal of debt financing for late-stage start-ups, delving into the key drivers behind this trend. The benefits of debt financing and insights into the strategic considerations start-ups should evaluate when transitioning to this alternative funding model were also discussed.

Another high-level panel, titled The Search for Liquidity: Navigating African Startup Exits, explored the growing dominance of mergers and acquisitions (M&A) as the main exit strategy for African start-ups, especially in fintech, with IPOs remaining scarce. It also examined the factors driving this trend and its impact on the African startup ecosystem.

AfricaCom

AfricaCom brings together Africa-focused connectivity leaders and the brightest minds in the telecoms space. Within the Connectivity & Digital Infrastructure stream, an insightful panel discussion on Connecting Africa's Next Billion: Scaling Africa's Digital Infrastructure explored the economic and social benefits and challenges of expanding internet connectivity. Industry experts and stakeholders discussed the critical role of governments, telcos, and tech innovators in building sustainable infrastructure to expand internet access, particularly in remote and underserved areas, to advance digital inclusion across the continent.

All children have the right to a quality education, to grow up in a safe and secure environment and to be protected from harm. Children's rights are human rights, enshrined in the Convention on the Rights of the Child.  Yet too many children cannot realize these rights and face exclusion, discrimination, violence, and exploitation. Children have the right to grow up in a world where every child is valued, included, empowered and protected.

As children of Botswana, Namibia, Malawi, Mozambique, South Africa Zambia and Zimbabwe, we recognize all the work done our respective Governments to promote the rights of children. But there is still much work to do to ensure that the rights of all children to a quality education are protected, promoted and fulfilled - without discrimination.

Our unified Call-for-Action on World Children's Day, aligned with the specific theme of the 2024 Regional World Children's Day commemorations "Educate and Skill the African Child for Posterity" is to drive progress in the following areas. Our Call-for-Action is informed by broad national consultations involving more than 5000 children across our seven countries, organized among our peers with the support of our Governments and civil society partners.

We, the children from Botswana, Namibia, Malawi, Mozambique, South Africa, Zambia and Zimbabwe, call on our leaders to listen to our voices, include us in decisions which affect us, adopt and implement our solutions and invest in our present and future.

We call on our Governments to take concerted action on the following issues:

To ensure access to Education:

  • Ensure all children – including children from disadvantaged backgrounds - have access to quality education, providing financial support for those in need and addressing the specific needs of girls and boys to access education.
  • Strengthen and enrich curricula to ensure inclusion of practical life skills that enhance daily living and learning to earning. Curriculum content should be designed to ensure relevance and meet the current demands of children.
  • Quality education needs to be innovative, allowing critical thinking and creativity, ensuring appropriate learning materials and a supportive learning environment, and facilitating engagement and practical skills development. Governments should provide this in consultation with children.
  • Educators should be equipped to deliver quality education, making learning fresh, and impactful, and delivered in pleasant environments and infrastructure, conducive to learning, including well-equipped labs and libraries.

For an inclusive and quality education system:

  • Provide children with equal opportunities for education, including children with disabilities and those in hard-to-reach areas.
  • Ensure integrated learning environments, allowing students to interact and collaborate with peers with special education needs from a young age instead of being separated.
  • Employ well-trained and qualified teachers for better learning outcomes; increase teacher salaries and benefits to improve retention.
  • Construct child- and disability-friendly infrastructure and provide sufficient teaching resources, including solar power for uninterrupted learning, build schools closer to communities or provide transportation for students.
  • Involve parents, guardians and community leaders in creating an inclusive education system – including adolescent girls at risk of drop out of school, children involved in child labour, minority groups and children with disabilities – to ensure no child is left behind.

To ensure relevant education, including emerging issues:  

  • Ensure an education that is impactful and useful to us in the current modern and developing world; an education with a positive impact in our lives, be it present or in future as we transition to the world of work; the curriculum should equip us with relevant skills to navigate life from a very young age.
  • We want a curriculum that is aligned with the rest of the world and puts emphasis on digital literacy. This will be achieved by improving ICT infrastructure in all schools.
  • Expand and enhance climate change education programmes and teach us about climate change, the environment, responsible and sustainable consumption and production as core subjects in class and/or school clubs focusing on climate.
  • Ensure we have access to education in a safe learning environment, also during emergencies.

Statement by the Chairperson of the Portfolio Committee on Communications and Digital Technologies on the Withdrawal of the SABC Bill by Minister Malatsi

The Chairperson of the Portfolio Committee on Communications and Digital Technologies, Ms Khusela Sangoni Diko, has noted with grave concern the decision of the Minister of Communication and Digital Technologies, Mr Solly Malatsi, to withdraw the South African Broadcasting (SABC) Bill from Parliament, as reported in the Sunday Times today, 10 November 2024. The Portfolio Committee has not yet been formally notified of the withdrawal of the proposed legislation in line with the Rules of the National Assembly.

Nonetheless, the report states that the minister has decided to withdraw the Bill, believing it is “totally flawed”, does not address the funding model of the public broadcaster and assigns too much power to the minister in appointing board members. While appreciative of the fact that as the executive authority, the minister may rescind the Bill for whatever reason before its second reading in the House, the Chairperson holds that this decision by the minister would be highly ill-advised, and it is no exaggeration to say it would sound the death knell for the South African Broadcasting Corporation.

The challenges facing the SABC require a considered and urgent response, not trigger-happy action, which serves no purpose but to frustrate and disrupt processes already underway. To withdraw the Bill at this stage means to delay the implementation of crucial reforms necessary to save yet another crucial and strategic public institution. Initiated by the government in 2018 and only introduced to Parliament in October 2023, the SABC Bill seeks to, among others, provide for the continued existence of the SABC, provide for its governance and consequently amend the Independent Communications Authority of South Africa (ICASA) Act and the Electronic Communications Act (ECA). To date, the Bill has undergone a thorough public participation process, with the sixth Parliament having received about twenty written submissions from the SABC itself, academia, youth representatives, organised labour, and other interested parties. The 7th Parliament, understanding the urgent challenges facing the public broadcaster, prioritised this critical legislation and held oral hearings into the submissions in September 2024. The committee diligently studied and interrogated these submissions, and all concerns raised by stakeholders were attended to. The Department of Communications and Digital Technologies (DCDT), which the minister leads, was expected to have responded to the issues raised during the public participation process by the 17th of October 2024.

This process underway and agreed to by the committee and in the Minister's presence would have provided the committee with a clear way forward to amend the Bill as provided for in the Rules of Parliament and subvert any unnecessary delays in the processing of this sorely needed legislation. The Chairperson remains convinced that the issues raised by civil society, including the Democratic Alliance, relating to a lack of clarity on the funding model of the public mandate of the SABC, time limits on the President on the appointment of the SABC Board, the creation of a subsidiary Commercial Company and Board and the potential “lack of independence” in the appointment of the subsidiary Commercial Company, were not insurmountable and could have been remedied through an amendment by the committee. Rule 286 of the National Assembly Rules explicitly confers authority on parliamentary committees to amend or, where necessary, redraft bills before them. Thus, the Chairperson strongly believes that an attempt to withdraw this Bill from Parliament will delay and derail the transformative and developmental interventions the government has been pursuing in state institutions.

Ms Diko said that the committee has been at pains to put in place a fast-tracked process to finalise the SABC Bill, the absence of which has created a serious legislative vacuum that has dire consequences. “To this end, the government and even the committee itself had initiated various engagements with stakeholders on the possible funding model for the public mandate of the SABC – the most substantive and urgent of the concerns raised against the Bill.” Another of the major concerns coming from the public participation process was the need for the speedy finalisation of the Audio and Audio-Visual White Paper, and Ms Diko would like to urge the Minister to prioritise the finalisation of the White Paper before canning a process underway as this has a bearing on the amendment of the Bill.

She further said that the public broadcaster could not be allowed to fail because its demise would spell unmitigated disaster also for SENTECH, the country's signal distributor, with a ripple effect to over 130 community radio stations, several private broadcasters including commercial radio and TV stations and ICT service providers. Ultimately, the most affected stakeholders would be communities across the country, which rely on public broadcasters to provide them with news and public information that impacts their lives and is delivered in all official languages, including sign language. It is undisputed that SABC is the only broadcaster with the capacity, reach and ability to deliver on this important mandate.

Ms Diko commends the SABC leadership and staff for the immense strides recorded over the last two years, saying that they are a testament to the dedication and patriotism of the hardworking men and women of the public broadcaster, who, despite enormous pressure and financial constraints, were resolute that the show would go on. In the 2023/24 financial year, the SABC has turned the corner on its financial management, achieving an unqualified audit opinion once again after nine years.

“Should the reports of the minister's decision to withdraw the Bill be true and due to the gravity of the situation at the public broadcaster, we urge the DCDT to accelerate the process of reworking the Bill and reintroduce a new version to Parliament within the current financial year. In the meantime, the committee will invite the minister to indicate how, in the interim, the financial situation at the public broadcaster shall be improved to ensure sustainability until this much-needed legislation is amended and the issues attendant to it are resolved. Failure to reintroduce the Bill timeously will leave individual members of the committee or the committee itself with no option but to entertain introducing a committee or Private Members' Bill in the best interest of the SABC for consideration by Parliament,” said Ms Diko.

Investing in tech key to improving life for people with disabilities

Women, Youth and Persons with Disabilities Deputy Minister, Mmapaseka Steve Letsike, has emphasised the need to invest in the promotion of new technologies and the advancement of assistive technologies to improve the quality life for people with disabilities.

“We must invest in research and development of affordable and accessible technologies that aid communication, mobility and access to information,” Letsike said.

Letsike made the call at the Information and Communication Technologies (ICT) symposium in Umgababa, south of Durban, as part of the build-up to the District Development Model (DDM) Presidential Imbizo that will take place on Friday.

Collaboration between government, private enterprises, academic institutions and organisation of and for people with disabilities, can foster innovation in the ICT field, ensuring that people with disabilities can benefit from the rapid pace of technological progress, the Deputy Minister said.

“This includes promoting digital accessibility and ensuring that emerging technologies, such as artificial intelligence and automation, are designed with inclusivity in mind. Our emphasis is on a fundamental shift in how we view persons with disabilities, away from the individual medical perspective, to a human rights and developmental perspective.

“It is with this understanding in mind that we affirm supporting autonomy and independent living by promoting policies that enable access to community-based services, personal assistance, and affordable, adaptable housing,” Letsike said.

The Deputy Minister noted ICT's significant contribution to the advancement of disability rights, offering tools that enhance accessibility, inclusion and independence for individuals with disabilities.

Letsike maintained that ICT is not just "a set of tools", but a bridge to a more inclusive, accessible and fair world for people with disabilities.

“By supporting accessible technology, promoting inclusive policies, and advocating for the rights of all, we can continue to break down barriers and build a society that truly values each individual’s unique abilities,” she said.

Reformed social protection scheme

Letsike highlighted the need for a reformed social protection scheme to provide financial support, which will allow individuals with disabilities to live independently, make personal decisions about their care and avoid institutionalisation, where possible.

“This also entails removing barriers to education and employment, enabling persons with disabilities to contribute to society in ways that promote self-sufficiency and empowerment. 

"We must remember that human rights are universal principles that protect every individual’s dignity, freedom and equality. They are not privileges or special considerations but inherent to every person simply because they are human,” Letsike said.

Disability Rights Awareness Month

The symposium coincided with Disability Rights Awareness Month (DRAM), observed from 3 November to 3 December.

Held under the theme, “Celebrating 30 Years of Democracy: Creating a Disability-Inclusive Society for a Better Quality of Life and Protection of the Rights of Persons with Disabilities”, this year’s DRAM reflects on government’s commitment to creating a barrier-free society, where people with disabilities are full and active participants in the country’s economy and society at large.

Each week of DRAM is linked to national strategic priorities and the White Paper on the Rights of Persons with Disabilities.

During week one of DRAM, focus will be on growing an economy aligned with the empowerment of persons with disabilities. Week two advocates for the inclusion of every child with a disability. Week three builds a working government with a progressive disability rights agenda, and week four focuses on creating safer communities for persons with disabilities.

The Department of Trade, Industry and Competition (the dtic) says it will fund 35 South African companies, through the Export Marketing and Investment Assistance (EMIA) group scheme, to participate in the China International Import Expo (CIIE) 2024.

The expo is to take place in Shanghai from 5 to 10 November 2024.

South Africa is participating in this event to showcase products and services from local companies to potential buyers in China and from across the globe. The South African companies will also be exposed to the culture of doing business with Chinese enterprises.

The Deputy Director-General of Exports at the dtic, Lerato Mataboge, said the 35 participants this year will represent a range of sectors, including agro-processing and agriculture, textiles, clothing and leather, oil and gas, the rail industry, electro-technical, chemicals, metal fabrication, ICT and mining.

“The exhibition is aligned with our strategic objectives of advancing South African exports through assisting new and existing South African exporters to penetrate international markets.

Eastern Cape Ncop Delegation Calls for Resuscitation of Delayed Infrastructure Development Projects

On the last day of the National Council of Provinces (NCOP) 2024 Provincial Week Programme, the Eastern Cape's Permanent Delegates to the NCOP expressed their displeasure with the rising number of delayed infrastructure development projects in the province.

The delegation reiterated this displeasure during the last day of its week-long oversight visit to the selected infrastructure projects in the Chris Hani District Municipality as part of the NCOP's Provincial Week Programme. The delayed projects included Fikile Gwadana Road, Louis Rex Primary School and the Komani Economic Industrial Park.

The delegation heard that the newly established Queenstown Economic Industrial Area project started on 14 February 2022 and was expected to be completed on 13 February 2023. However, due to a court action, the project was delayed for eleven months, from August 2022 to July 2023. The new completion date was 30 September 2024, but the project is still far from completion, mainly due to budgetary constraints.

The Louis Rex Primary School in the Enoch Mgijima Local Municipality has 33 prefabricated temporary classes. The project, which is at 54% completion, encountered a delay mainly due to poor performance by the first contractor.

The school's principal informed the delegation that the school is overcrowded and has no recreational facilities, school clerk, staff room, or security guards. As a result, the school is vulnerable to all forms of crime emerging in the region, including extortion.

The Komani Industrial Park, situated within the greater Komani urban area, comprises two existing industrial areas of Queendustria and Ezibeleni township and is one of the district's economic hopes.

The delegation heard that the park is faced with problems that include relocation of investors due to, among other things, water shortage, insufficient electricity supply, lack of ICT connectivity, insecurity, and lack of funding for park operations.

The delegation called on the leaders of the district and local municipalities where these projects exist to ensure that all of them are resuscitated and accordingly budgeted for so that they can be completed.

The leader of the delegation, Chief Mwelo Nonkonyana, said, "It is high time that we commit ourselves to salvaging the situation. Let us engage all the roleplayers to ensure that all these projects become alive and the objectives for which they were planned are fulfilled."

Roadshows to address outstanding student accommodation payments

The National Student Financial Aid Scheme (NSFAS) will be hosting roadshows across the country to engage directly with the landlords affected by outstanding payments of student accommodation allowances.

NSFAS Administrator, Freeman Nomvalo, said that in response to accommodation providers’ concerns, NSFAS has in the past two months processed bulk catch up payments of accommodation allowances for all legitimate claims.

Nomvalo said that as at 31 July 2024, NSFAS disbursements for private student accommodation had reached R1 billion.

However, Nomvalo acknowledged that there are some landlords who still remain aggrieved.

The important issue to be addressed now is to ensure that all payments are done on time as this is the main remaining “pain point for accommodation providers.”

The Administrator announced that the roadshows will kick off in KwaZulu-Natal on Wednesday, 07 August 2024. 

“I will be taking all critical functions responsible for student data and private student accommodation. I have also extended invitations to our colleagues at universities and Technical Vocational Education and Training (TVET) sector, to ensure we all work together in resolving these challenges experienced by our beneficiaries and the landlords,” Nomvalo said.

In response to the challenges and stabilising the organisation, Nomvalo highlighted some of the projects that have been launched, including the Organisational Re-engineering and Re-alignment Project; ICT and Business Processing Review Project; making NSFAS accessible to students and stakeholders; and planning for 2025 and beyond.

“The conclusion of Organisational Re-engineering and Re-alignment Project will result into a new resource allocation model fit for the purpose and function of the size and shape of NSFAS. It will also provide a greater alignment of functions to improve the efficiency of NSFAS.

“The conclusion of the ICT and Business Processing Review Project will deliver a more efficient ICT system that provides for a seamless interface and data sharing between NSFAS and its key stakeholders including universities and TVET’s. The newly envisaged system is also intended to improve the management of applications for bursaries, loans, and appeals,” Nomvalo said.

He said a feasibility study is intended to consider various regionalisation models and cost implications looking at the location of beneficiaries. 

“The appointed team will also be engaging with the PSET (Post School Education and Training) stakeholders to determine the most feasible model. The intention is to make NSFAS more accessible and responsive to its stakeholders,” Nomvalo said.

Alleged procurement irregularities

The Administrator announced that NSFAS is following up on various alleged procurement irregularities, including the direct payment mechanism.

Nomvalo acknowledged the support provided by the Special Investigating Unit (SIU) regarding this issue.

“To address capacity challenges in the Procurement Unit, I am currently engaged with the National Treasury with the intention of drawing in a secondment from Treasury for the period of six months to also help us with the review of SCM (Supply chain management) policies, as well as procurement processes at NSFAS,” Nomvalo said.

Fruitless and wasteful expenditure registers

The Administrator further announced that the scheme has put measures in place for the 2024/25 financial year, to implement the irregular expenditure and fruitless and wasteful expenditure registers.

NSFAS processes payment for qualifying beneficiaries

The National Student Financial Aid Scheme (NSFAS) Administrator, Freeman Nomvalo, says the scheme has been able to constantly process payments for all the beneficiaries who have submitted their banking details.

Addressing the media on the developments in the implementation of his mandate on Tuesday, Nomvalo highlighted that one of the urgent interventions made by the new Administrator was to migrate the Technical Vocational Education and Training (TVET) NSFAS beneficiaries into a direct payment system through their banker.

This follows frustrations experienced by students in receiving their allowances.

Nomvalo said from the data received, about 6% of students are not receiving their allowance because they either failed the verification process due to incorrect information they provided, while some did not capture their banking details.

Nomvalo said, despite various efforts made by NSFAS to get these students to capture their banking details, the students have not responded.

“There are possible two scenarios; one that, these students have no means to reach us, possibly the messages did not reach them or regrettably, some of these could be non-existent students. What is more worrying is that to date we have not received complaints from students who may have not received their allowances,” Nomvalo said. 

He said NSFAS will continue to engage with institutions and students to submit their details for their allowances to be paid in the next payment run, while investigating the validity and existence of these students.

On the university payments, Nomvalo reported that the administration has taken a decision to extend the current arrangement with universities facilitating payment of allowances to NSFAS beneficiaries. 

He said the arrangement, which follows consultations with the South Africa Universities South Africa (USAF), is extended until the end of the 2024 academic year. 

“This decision arrived in response to USAF and in support of the beneficiaries, as well as the stability of the Post School Education and Training (PSET) system,” Nomvalo said.

The Administrator added that the scheme also intends to migrate the university allowances to a more cost effective and efficient payment system. 

“The planning for the migration of universities was halted by the interdict warded in favour of Ezaga and others by the Western Cape High Court on 12 July 2024, which NSFAS is appealing,” he said.

ICT system delays conclusion of student appeals 

Meanwhile, Nomvalo said the delays in finalising student appeals, loans, and the 2023/2024 funded lists, is directly connected to the current NSFAS ICT system. 

Nomvalo noted that the only default position at this stage is to constantly introduce a manual process of verification, which is “completely cumbersome and over overstretching staff.”

He said in 2023 alone, NSFAS received about two million applications.

“It is almost impossible to expect NSFAS staff to manually conduct verification of these applications at some point in the value chain [and] such a work environment is undoubtedly prone to errors,” Nomvalo said.

He announced that with additional capacity acquired, NSFAS will be communicating with universities, including TVET colleges and students on final lists, not later than end of August 2024.

“On behalf of NSFAS we wish to express our sincere apologies to the affected students and our colleagues in the PSET system. We are working hard to ensure the 2025 academic year is less burdened with the same issues,” Nomvalo said. – SAnews.gov.za

The Department of Tourism has cautioned stakeholders and the public from accepting emails from the department's domain, until the widespread information and communication technology (ICT) service outage the department is currently experiencing, has been resolved. 

“The Department of Tourism would like to inform stakeholders and the public of a service outage that is causing wide spread disruptions to telephone lines, emails and website related services. Our ICT team is working diligently to restore all services,” the department said in a statement on Wednesday.

This expansion shows the data centre giant adding three new state-of-the-art halls in new areas on the campus and adds another 6MW of IT load, effectively doubling its current capacity. The new expansion was implemented with support from the United States through an up to $300 million loan from the U.S. International Development Finance Corporation (DFC) to Africa Data Centres.

According to Hardy Pemhiwa, President & Group CEO of Cassava, “This expansion by Africa Data Centres is in response to the increasing demand for co-location capacity in South Africa. Not only is Cape Town the second largest economy in South Africa, but it is also the de facto software and technology hub in Southern Africa.”

The company is seeing tremendous growth in the data centre market in South Africa generally, as both national and international cloud and IT service providers seek to expand their footprints in the region.

In terms of size, the expansion adds 1000 racks of white space or the space available for customers to lease, although the physical site is significantly larger than that. It is made up of two more colocation data halls and one hyperscale hall.

The additional halls are built in the cutting-edge modular design pioneered by Africa Data Centres, which enables rapid scalability and a modern design that allows the facility to be populated as and when required to suit the needs of the customer.

Pemhiwa says this would not have been possible without the support of the Ministry of ICT, Western Cape Provincial Government and the Western Cape Department of Economic Development. “I would like to acknowledge their ongoing support, as we expand our data centre facilities in South Africa.”

The new halls feature the same cutting-edge security standards and focus on the elements that matter most to clients, including scalability, flexibility, and energy efficiency, to bring world-class, affordable solutions to all its clients in the area. This data centre is highly flexible and designed to accommodate different and evolving customer demands.

Additionally, this data centre boasts hybrid cooling technology capable of handling both air cooling and liquid cooling. Despite its versatility, no compromises were made on efficiency. It is one of the most efficient and sustainable data centres ever built in South Africa. It is powered by renewable energy, boasts a Water Usage Effectiveness of 0 due to no water consumption for the IT infrastructure, and has an impressive Power Usage Effectiveness rating as well.

The Africa Data Centres' CPT1 facility is at the forefront of pioneering the use of wheeled solar power in the market. This innovation is enabled through a 20-year Power Purchase Agreement (PPA) signed in March last year with Distributed Power Africa, part of the Cassava Technologies group.
