SASSA gold card swop deadline extended to end of April 2025

The deadline for South African Social Security Agency (SASSA) grant beneficiaries to swop their SASSA gold cards for the new Postbank cards has been extended to 30 April 2025.

“The deadline for SASSA beneficiaries to swop their SASSA gold card for the Postbank black card has been extended to 30th April 2025 to allow SASSA and the Department of Social Development to complete the migration of the outstanding beneficiaries,” Minister in the Presidency Khumbudzo Ntshavheni said on Thursday.

The Minister was briefing media following Cabinet’s meeting on Wednesday.

At the briefing in Pretoria, Ntshavheni said Cabinet received an update on the migration of SASSA grant beneficiaries to the new and secure Postbank black card.

“The Postbank has met eight of the nine requirements of the South African Reserve Bank for paying social grants, and the last outstanding item being the physical replacement of the cards,” she said.

Government had initially set the deadline for the transition to the new cards to 28 February after which a second extension was set for 20 March 2025.

The new Postbank black cards can be obtained at various retailers, including Checkers, Shoprite, Pick n Pay, Usave, and Boxer. To receive a new card, beneficiaries need to present a valid South African ID or a temporary ID.  

Postbank has also made it easy for beneficiaries to locate the nearest place in every province where they can collect their Postbank Black Cards. Beneficiaries can use their cellphones to:

•    To continue, reply by pressing number: 1
•    Reply with the number representing the province you live in.

The new Postbank black cards offer several benefits, including improved security features, one free card replacement per year, three free withdrawals in stores per month, and one free monthly statement over the counter. – SAnews.gov.za

Cabinet welcomes strengthened ties between SA and Japan

Cabinet has expressed its support for the strengthened relationship between South Africa and Japan following Deputy President Paul Mashatile’s working visit to Japan earlier this month. 

The visit, held from 17 to 19 March 2025, aimed to enhance cooperation between the two countries in areas of mutual interest.

“Engagements were also held with the Japan International Cooperation Agency to explore areas of economic collaboration, the Association for African Economic Development in Japan to discuss trade and investment opportunities, and the Japan Organisation for Metals and Energy Security to highlight investment opportunities in the mining sector,” said the Minister in the Presidency Khumbudzo Ntshavheni.

She was addressing the media during at a post-Cabinet media briefing in Pretoria on Thursday. 

SAnews reported that Deputy President Mashatile successfully concluded his working visit to Japan last week. 

The two nations commemorated 115 years of strong diplomatic relations, with 2025 marking a significant milestone as both countries chair key multilateral organisations.

South Africa currently holds the Presidency of the Group of 20 (G20), while Japan will lead the Ninth Tokyo International Conference on African Development (TICAD-9) Summit in August this year.  

During the working visit, Mashatile met with Japanese government officials, including a courtesy call to Prime Minister Ishiba Shigeru and Chief Cabinet Secretary Yoshimasa Hayashi.

The country’s second-in-command also met with the Japan-African Union Parliamentary Friendship League to strengthen bilateral relations and parliamentary cooperation between South Africa and Japan.

During these engagements, the Deputy President highlighted South Africa’s favourable business environment, skilled workforce, and strategic location, making it an attractive destination for Japanese investment. 

The Deputy President expressed his appreciation for Japan’s support of South Africa’s Presidency of the G20, stating that he looks forward to collaborating with Japan to ensure the TICAD-9 Summit is successful. – SAnews.gov.za

President Cyril Ramaphosa has expressed gratitude for the vital role nurses played during the COVID-19 pandemic. 

The President addressed the 9th National Congress of the Democratic Nursing Organisation of South Africa (DENOSA) today. This was the first time the President addressed DENOSA since the outbreak, highlighting the lasting impact of healthcare workers in the fight against the virus.

President Ramaphosa reflected on the significant changes caused by the pandemic, including the loss of lives and the challenges encountered by healthcare workers.

“We lost a number of nurses and healthcare workers, brave men and women who were at the frontline of the pandemic. Brave is not an adequate word to describe them. Many of you faced the danger of being infected and death, but you still went on to care for those who were affected.”

He encouraged attendees to observe a moment of silence in honor of the brave nurses and healthcare professionals, who made the ultimate sacrifice while serving on the front lines.

“For you who are in the profession, nursing is a calling. It requires a strength of character and commitment to service that is rare.” 

The President highlighted the long history of struggle for equity in the nursing profession, particularly among black nurses during apartheid, who fought tirelessly for their rights amid systemic inequalities.

“Black nurses were expected to only care for black patients in black-only hospitals. The hospitals and clinics assigned to serve the country’s majority were under resourced and chronically underfunded. 

“Black nurses had unfavourable working conditions, were paid less than their white counterparts, and had fewer opportunities for advancement.” 

He reiterated his statements made during this year’s State of the Nation Address (SONA), that government will allocate resources to the health sector, build hospitals and clinics, and strengthen the healthcare system.

“This is the commitment that we’re going to achieve, and this is what we’re going to do.” 

The President also took the time to commend DENOSA for its nearly three decades of advocacy and service, and emphasised the organisation’s pivotal role in shaping nursing policy in South Africa. 

“We all appreciate the difficult balance that must be struck between advocacy and activism, on the one hand, and fulfilling the rights of patients to treatment and care, on the other hand,” he said.

President Ramaphosa outlined key strategic priorities for the next five years, including driving inclusive growth, reducing poverty, and building a capable, ethical developmental State. 

He underscored the integral role of nurses in achieving these goals, particularly in contributing to a capable State.

Meanwhile, despite a recent uptick in nursing registrations, he raised concerns about declining training numbers due in part to accreditation delays. 

President Ramaphosa urged DENOSA to engage proactively in policy development to ensure that the nursing profession evolves alongside the changing landscape of healthcare.

“In an environment where South Africa has a shortage of nurses, we are encouraged that the issue of South African nurses being recruited in large numbers by other countries is also on the agenda.”

Meanwhile, he said the support of DENOSA will be pivotal as the country prepares for the National Health Insurance (NHI).  

He is of the view that the NHI will bring the country closer to its aspiration of being a society where the human dignity of all is upheld at all times. 

“The right to dignity matters most when people are sick and need help, and when they are most vulnerable. Our nurses will be the backbone of the NHI.”

He urged the union to be at the forefront of discussions around skilling and training, health systems strengthening, and other crucial matters. 

The President called on the union to continue its leadership in advocating for nursing, while addressing the broader health needs of communities. 

“I’d like to thank you all once again for being frontline soldiers of our people’s health... you... are the ones who take your heart and full dedication to serving the people of South Africa, and we’re eternally grateful for that,” he added. – SAnews.gov.za

Nelson Mandela Bay gains additional police resources 

Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, has commended the Eastern Cape MEC for Community Safety, Xolile Nqatha and national government for the swift and decisive intervention in deploying additional police resources to strengthen crime-fighting efforts in the region.

This follows the arrival of 150 public order police members, including 15 detectives, and crime intelligence officers, who arrived in the metro on Sunday to provide much-needed support to local law enforcement.

In a statement on Monday, Lobishe said the strategic intervention comes at a critical time when the latest crime statistics position Nelson Mandela Bay as a focal point for criminal activity in South Africa.

"The deployment of these additional resources will enhance policing visibility, improve intelligence-led operations, and bolster investigations to ensure that criminals are swiftly brought to justice. Public safety remains a top priority, and we are confident that this initiative will contribute significantly to restoring law and order in our city,” Lobishe said.

She said the newly deployed officers will be strategically stationed in key crime hotspots throughout Nelson Mandela Bay, including KwaZakhele, New Brighton, Helenvale, Gelvandale, Central and North End, Motherwell, Uitenhage, and Despatch.

On 12 March 2025, MEC Nqatha released the Eastern Cape’s crime statistics, which indicated an increase in criminal activity within Nelson Mandela Bay.

Despite a 7.1% decrease in serious crime for the second quarter of the financial year, the region accounted for 23.4% of the province's total serious crime cases.

Crime trends showed an increase in incidents, including attempted murder (+9.0%), assault with intent to cause grievous bodily harm (+3.5%), and the trio crimes of carjacking, house robbery, and business robbery (+2.4%), as well as a notable rise in house robberies (+14.9%).

However, the city also witnessed a decrease in certain crimes, including aggravating robberies (-3.4%), common robberies (-2.4%), sexual offences (-6.4%), and business robberies (-9.1%).

For the third quarter of 2024/2025, Nelson Mandela Bay also showed a reduction in serious crimes, contributing to a 13.5% decrease in reported cases, while still representing 22.5% of the region's total serious crime reports.

Lobishe stressed that the district remained a focal point for crime, with significant decreases in common assault and aggravating robberies.

“The most problematic police stations for serious crimes and rape cases in the region remain consistent with the second quarter, underscoring ongoing challenges with law enforcement in specific areas of the metro.

“Additionally, the province has seen a rise in incidents of gang violence and extortion, particularly in areas such as the Nelson Mandela Bay Metro. Community members are living in fear, as criminals are determined to disturb the peace of our people,” the Mayor said. – SAnews.gov.za

Eskom warns of load shedding risk

Eskom has issued an urgent alert regarding a high risk of load shedding at short notice due to several generation unit breakdowns.

“Over the past 12 hours, six generation units have been taken offline, placing severe strain on the power system and requiring the use of emergency reserves,” the power utility said on Monday evening.

Eskom warned that if an additional 800MW is lost, it would be compelled to implement Stage 2 load shedding at short notice. 

“Efforts are underway to return seven generation units to service between the evening peak and Tuesday evening. Our teams are closely monitoring the situation, and further updates will be provided... [when] ecessary,” Eskom said. - SAnews.gov.za

Minister reflects on department’s achievements, challenges in first three months

Human Settlements Minister Thembi Simelane has commended the department’s team for the work done to realise one of the principles of the Freedom Charter of providing houses, security and comfort.

This comes as the Minister reflects on the progress made in the three months since her appointment, acknowledging both the achievements and the challenges that lie ahead.

Progress and achievements

In a statement on Monday, Simelane said several key strides hace been made by the department, including responding to emergencies such as floods and fires in the Western Cape and KwaZulu-Natal.

She highlighted visits to various human settlements projects and a significant meeting held with provincial Members of the Executive Council (MECs) to discuss the five-year Medium-Term Development Plan (MTDP), and review progress on the implementation of the 2024/2025 priorities and proposed policy changes, among others.

In collaboration with the Department of Social Development, the Ministry has developed the Special Housing Needs Programme Grant designed to support the implementation of the Special Housing Needs Programme (SHNP).

“This programme seeks to provide amenities required in human settlements to help those who cannot independently live by themselves. This includes persons with disabilities, victims of domestic violence and the elderly,” the Minister explained.

Additionally, the department has worked to ensure stability within its entities by appointing and inducting new board members to serve in five of the six department’s entities.

A White Paper on Human Settlements was also approved in December 2024, focusing on developing a policy and legislative framework for Integrated and Sustainable Human Settlements.

The framework aims to provide housing, safety, and comfort for all, with a particular emphasis on vulnerable groups, the poor, and the “missing middle” of society.

Addressing challenges

Simelane said the period has enabled her to fully understand the challenges faced by the sector. These include budget cuts, poor contract management leading to project abandonment, allegations of fraud and corruption, a trust deficit between the department and its stakeholders, distressed social housing projects, and finding permanent solutions to the country’s informal settlements.

“These challenges inform us that there is no silver bullet to resolve our challenges. Government alone cannot provide solutions. Partnership with the private sector, the public, and NGOs [non-governmental organisations] will bring us closer to a permanent solution to our country’s housing challenges,” Simelane said.

The Minister addressed the issue of tenants deliberately boycotting rental agreements in social housing projects. She stressed that social housing is rental accommodation, and that tenants are legally obliged to pay rent.

“Failure to do so will lead to eviction. Do not blame government. Do the honourable thing, pay rent, and enjoy decent and affordable accommodation closer to economic activities and social amenities,” the Minister said.

Post Investment Support Programme

To foster mutually beneficial partnerships with the private sector, contractors and developers, and address issues that have cost the government millions of rands, the Minister announced that the department will launch the Emerging Developer Incubator and Post Investment Support Programme.

The programme, through the National Housing Finance Corporation (NHFC), will be launched on 28 March 2025.

This initiative aims to provide non-financial support to emerging developers, particularly those who have been historically disadvantaged. The programme will assist them in packaging funding proposals, managing construction phases and post-investments, and marketing completed units after construction.

“Empowered contractors are a vehicle to our success. If contractors and developers were to deliver quality human settlement projects on time and within budget, nothing would stand in our way of achieving our goals,” Simelane said.

She further outlined some of the department’s immediate priorities, including completing stalled or blocked projects, addressing the backlog of military veterans' housing, and prioritising housing for vulnerable groups and the destitute.

Investigation into George building collapse

Meanwhile, the Minister said she has received the preliminary report of the National Home Builders Regulatory Council (NHBRC) has into the building that collapsed in George, Western Cape, in 2024.

The final report is expected to be completed shortly.

Simelane will in the coming months unpack departmental priorities, in line with the 2024-2025 MTDP, and explain how the priorities will contribute to government’s three key goals: driving inclusive growth and job creation, reducing poverty and tackling the high cost of living, and building a capable, ethical, and developmental State. – SAnews.gov.za

SA committed to advancing national unity

President Cyril Ramaphosa says since the advent of democracy, government have strived to build a society that recognises the injustices of the past while advancing reconciliation and national unity.

“That is why as a country we have chosen 21 March as an occasion to recommit ourselves to the advancement of human rights for all,” President Ramaphosa said.

In his weekly newsletter, President Ramaphosa said since the dawn of democracy, South Africans have been able to exercise their rights freely, and many know that they can approach the independent courts and the institutions supporting democracy if their rights are infringed or violated.

“We can be proud that South Africans are confident they have a voice and a say in how their country is run, demonstrated by the fact that we have held successive free and fair elections since 1994,” President Ramaphosa said.

President Ramaphosa said in South Africa today, all citizens, African, white, Indian and coloured, male and female, enjoy equal rights and freedoms that the state is obliged to uphold, protect and advance.

“In South Africa today, there are constitutional protections guaranteed to all racial, cultural and linguistic groups, including their right to enjoy their culture and to use their language.

“As South Africans we should therefore reject the politics of divisiveness that is emerging in many parts of the world. In particular, we should challenge the completely false narrative that our country is a place in which people of a certain race or culture are being targeted for persecution.

“We should not allow events beyond our shores to divide us or turn us against each other. Since the end of apartheid our country has been recognised globally for upholding human rights. The free flow of ideas and opinions are vital to democracy and to having a vibrant society,” the President said.

The President said even those with the most offensive views should know that in the democratic South Africa, and unlike in many other parts of the world, the constitution guarantees the right to freedom of expression, as long as it does not include incitement to violence or advocacy of racial and other hatred.

“Since we attained our freedom, South Africans have been steadfast in our solidarity with peoples everywhere who are facing persecution, discrimination and the violation of their rights.

“Human rights are universal and indivisible. As South Africa we stand in solidarity with all those whose right to lead lives of dignity are being undermined by conflict and war. As a country we will continue to repeat our call for a renewed global human rights movement so that the rights and dignity of all people should be upheld.

“As we reflect on the state of human rights in South Africa during this month, let us be proud of our achievements as a country. At the same time, let us recommit ourselves to working together to ensure our human rights culture is upheld and strengthened,” President Ramaphosa said.

South Africa commemorates National Human Rights Day on 21 March to remember the Sharpeville massacre, where apartheid police killed 69 peaceful protesters against the regime in 1960.

March 2025 marks over six decades since the painful events of 21 March 1960 where 69 lives were lost in the Sharpeville Massacre. The massacre came to be as a result of citizens choosing to protest against the then pass laws of the apartheid government. – SAnews.gov.za

The Commission for Gender Equality (CGE) will on Monday, host the Parliament’s Portfolio Committee on Women, Youth, and Persons with Disabilities at its KwaZulu-Natal provincial office in Durban. 

The meeting will discuss the programmes the CGE is implementing in the province.

The engagement will be followed by a week-long committee oversight into different service delivery areas that are meant to address gender-based violence and femicide (GBVF) and its intersectional recovery programmes.

The portfolio committee intends to embark on assessing the provision of services for victims and survivors of GBVF. 

“The committee will also be visiting and meeting institutions that are providing services to young women and adolescent girls in respect of access to sexual reproductive health rights and education with a special focus on sanitary dignity pads and learner pregnancy,” the Commission said in a statement.

Merck Foundation through its Merck Foundation Cancer Access Program has provided 194 scholarships of Oncology to doctors from 32 countries including Botswana, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo Brazzaville, Democratic Republic of the Congo, Ethiopia, Gabon, Gambia, Ghana, Guinea, Kenya, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nepal, Niger, Nigeria, Rwanda, Sao Tome & Principe, Senegal, Sierra Leone, South Africa, Sri Lanka, Tanzania, Uganda, Zambia and Zimbabwe.

“In several of these countries, there wasn't even a single oncologist. We are proud to be making history in Africa by training the first oncologists and establishing the first cancer care teams in nations such as The Gambia, Sierra Leone, Burundi, Liberia, Guinea Conakry, Central African Republic, Chad, and Niger. Merck Foundation remains committed to transforming the landscape of cancer care across the continent and leading Africa toward a healthier future,” explained Senator Dr. Rasha Kelej.

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

Motsoaledi urges all to help fight against ’silent killer’ TB

Minister of Health, Dr Aaron Motsoaledi, says Tuberculosis (TB) has resulted in more deaths than all other infectious diseases combined but receives less attention. 

In 2023 alone, TB claimed over 56 000 deaths in South Africa, despite being a preventable and treatable disease. 

The Minister emphasised the urgent need to tackle this public health crisis and announced that the soon-to-be-launched End TB campaign aims to reduce TB-related deaths by 41% by 2035.

“TB is one of the oldest and deadliest diseases, yet it continues to be a silent killer,” said Motsoaledi on Wednesday. 

“TB doesn’t make noise. And that’s the problem that we’re faced with. That’s why I’m saying we are faced with a very difficult job.” 

The Minister called on everyone to act now to end this epidemic and save lives.

The Minister’s remarks come as Chairperson of the South African National AIDS Council (SANAC), Deputy President Paul Mashatile, will deliver the keynote address at the national World TB Day commemorative event on Monday, 24 March 2025.

World TB Day is commemorated annually on the 24th of March to raise public awareness about the global epidemic of TB and highlight efforts to eliminate the disease.

During the event on Monday, the Deputy President will also launch the national End TB campaign in Gamalakhe Township, Ugu District, KwaZulu-Natal. 

According to the Minister, the End TB initiative aims to test five million people for the disease, leveraging the success of HIV treatment strategies to control disease and prevent drug resistance.

“When we say you want to test five million people, if one family member tested positive, we want to test the whole family. That’s what we are going to do.”

He noted that this infectious disease has killed more people than all other infectious including Ebola, malaria, yellow fever, smallpox, HIV/AIDS, COVID-19, influenza, and mpox. 

In addition, Motsoaledi emphasised several key elements of the campaign, including the need for those who test positive to receive immediate treatment to prevent further transmission.

The Minister acknowledged the strong link between TB and HIV/AIDS and announced that the campaign will integrate the management of these two diseases, noting that TB kills 80% of people with HIV. 

He highlighted the success of SANAC in bringing HIV/AIDS under control, observing the reduction in funerals over the past 15 years.

He suggested changing the name of SANAC to the South African National AIDS and TB Council to reflect the co-infection.

Meanwhile, he said the End TB campaign was a critical step in South Africa’s efforts to address the longstanding TB epidemic and improve the health and well-being of its citizens. 

He also touched on the promising new M72/AS01E TB vaccine, funded by the Gates Foundation and Wellcome, with the trial being conducted by the Bill & Melinda Gates Medical Research Institute (Gates MRI), with preliminary results expected in 2027. 

The Minister called on the media to be an ally in shaping public perceptions, creating awareness, and influencing action around the TB campaign. 

He was of the view that by amplifying the message, the media can play a crucial role in mobilising communities to participate in the fight against TB.

“We cannot succeed in this battle without the support and engagement of the media. 

“Together, we can raise awareness, dispel misconceptions, and empower people to take action against this preventable disease,” he stressed. – SAnews.go.za

KwaZulu-Natal Premier, Thamsanqa Ntuli, has emphasised the critical role that digital initiatives can play in addressing the scourge of gender-based violence and femicide (GBVF).

“We must explore innovative ways to use technology as a weapon against GBVF. Digital platforms can provide immediate access to support services, real-time emergency assistance, and critical legal resources for victims, particularly students and young women who are vulnerable to abuse,” Ntuli said.

His comments follow a recent high-level brainstorming session with key stakeholders from the Information and Communications Technology (ICT) sector convened by the Premier.

The session aimed to explore technological solutions to address the rising tide of GBVF, with particular attention given to the alarming impact on students in higher education institutions.

The discussion sought to identify digital strategies to strengthen intervention efforts and improve support systems for victims.
This follows President Cyril Ramaphosa’s declaration of GBVF as a national pandemic in 2020, acknowledging its alarming rise and the urgent need for innovative, technology-driven solutions.

Key areas 

The session focused on developing and integrating technology-driven solutions into the province’s GBVF response framework.
The session explored key areas of intervention, including:

•    Tech-based emergency response systems – Exploring real-time mobile applications and alert platforms for victims in distress.
•    Digital awareness campaigns – Strengthening online engagement to educate communities on GBVF prevention.
•    AI-driven safety monitoring – Implementing artificial intelligence to track and report high-risk areas for targeted interventions.
•    Public-private partnerships – Enhancing collaboration between the ICT industry, business sector, and government to drive digital transformation in GBVF prevention.

Ntuli highlighted the provincial government’s commitment to harnessing ICT solutions to create safer communities while also ensuring swift intervention in GBVF cases.

He commended the business sector and ICT industry for their willingness to partner with the government in developing TechServy Systems, a technology-based tool designed to combat GBVF through data-driven interventions, real-time tracking, and enhanced accessibility of support services.

Commitment to action

The meeting concluded with stakeholders agreeing on practical steps to fast-track the development and implementation of digital safety solutions across KwaZulu-Natal and reinforcing the province’s proactive stance against GBVF.

Ntuli reaffirmed the provincial government’s commitment to work with ICT stakeholders to implement sustainable, tech-driven GBVF solutions.

“Leveraging technology is no longer optional but essential in tackling the crisis effectively. This session marks the beginning of a long-term strategy to integrate ICT innovations into our fight against GBVF.

Free State police arrest 12 for illegal mining

Twelve foreign nationals have been arrested in connection with illegal mining activities in the Free State, said the South African Police Service (SAPS).

This follows a coordinated operation by the Mission Area Joint Operational Center (MAJOC) Roving team, which included combat operators, proactive members, and various other participants of Operation Valu uMgodi.

The arrests happened on Saturday, while the suspects were actively engaged in illegal mining.

The operation, aimed at disrupting illicit mining activities, was carried out in different identified hotspots within the province.

Foot patrols, including vehicle patrols, air-to-ground drone patrols and vehicle check points, were conducted in the Stone and Allied area, Bambanani SS1 Slam Dam, Kudu Mine Shaft, Stilte Farm and G-Hostel in Thabong Extension 4.

“During the operation, the 12 foreign nationals were found in possession of gold bearing material weighing at 132.52 kilograms and gold processing equipment such as steel balls, garden spades, shovels, pick axes, steel plates, buckets and washing basins were all seized,” said the SAPS in a statement. 

The suspects (aged between 26 and 40), face charges of the possession of suspected gold bearing material, illegal gold processing equipment, trespassing and the contravention of the Immigration Act.

New fleet to aid Nelson Mandela Bay waste collection efforts 

In a move to enhance waste management services, the Nelson Mandela Bay Municipality has unveiled seven advanced waste collection trucks, which is an investment in the city’s public health infrastructure and an improvement in service delivery efficiency.

Member of the Mayoral Committee (MMC) for Public Health, Thsonono Buyeye, commended the arrival of the new fleet, describing it as a crucial financial boost that will ease the financial pressures faced by the municipality’s waste management department.
The municipality is located in the Eastern Cape. 

Speaking at the unveiling ceremony held on Wednesday, Buyeye said the introduction of the state-of-the-art waste collection compactor trucks serves as a significant step forward poised at improving waste management services.

“This investment demonstrates our unwavering commitment to providing efficient and effective services, thus underscoring the department’s dedication to maintaining a clean, healthy, and sustainable environment [for all residents],” Buyeye said.

The MMC explained that, as part of the city's strategy to reduce its reliance on outsourced waste collection services, the municipality has implemented a three-year fleet recapitalisation plan, which allocates R30 million annually starting this year.

“This acquisition will significantly alleviate financial pressures on the municipality, which previously spent substantial amounts outsourcing waste management collection trucks, compromising its ability to deliver other essential public health services,” the MMC said.

He added that the arrival of the trucks will significantly reduce the city’s financial burden previously placed on the municipality, due to outsourcing waste management.

The new trucks are equipped with cutting-edge technology and enhanced capacity, enabling them to manage larger volumes of waste with greater speed and efficiency. The advanced lifting gear of the trucks allows them to effortlessly collect a wider range of waste types, ultimately enhancing the waste collection and management process.

"As a municipality, we are thrilled, considering that the arrival of these trucks will significantly enhance our service delivery. Unfortunately, vandalism of municipal fleet, including waste collection fleet has been a great challenge.

“However, we are positive that together with law enforcement, and the community, we can protect these valuable waste compactor trucks, as our goal is to ensure that public health services reach every corner of our city,” Buyeye said.

Measures to prevent vandalism and theft

To address the persistent issue of vandalism, the MMC said the municipality has implemented a comprehensive security strategy to protect the new waste management fleet.

He said the municipality is also investigating recent incidents of vandalism that have affected the city’s existing waste collection vehicles.

He said a robust security strategy has been put in place to safeguard against vandalism and theft, ensuring its longevity and effectiveness.

The municipality also urged residents to work with the municipality, and law enforcement to protect and safeguard municipal assets that service all residents.

“This collective effort is crucial in preventing vandalism and theft, which severely impacts the delivery of essential waste management services, particularly in high-crime areas,” Buyeye said. – SAnews.gov.za

President Cyril Ramaphosa has welcomed the European Union’s €4.7 billion Global Gateway Investment Package aimed at supporting strategic investment projects.

The President was speaking during a press briefing following the 8th South Africa-European Union Summit held in Cape Town on Thursday.

The package is aimed at supporting:
•    A clean and just energy transition in South Africa
•    Digital and physical connectivity infrastructure
•    The local pharmaceutical industry.

“The investment package covers areas such as critical raw mineral processing, green hydrogen, renewable energy, transport and digital infrastructure, local vaccine and pharmaceutical production, and resources for skills development.

“To boost the competitiveness of our economies, we agreed to launch negotiations towards a Clean Trade and Investment Partnership. This will support the development of cleaner value chains for raw materials and local beneficiation, renewable and low carbon energy, and clean technology,” President Ramaphosa said.

Furthermore, the partnership will also serve as a platform for “regulatory cooperation between the European Union and South Africa in areas of mutual interest related to clean supply chains”.

“This partnership is expected, for example, to deliver short and long term solutions to enable Sasol to export sustainable fuel, especially aviation fuel, to the European Union,” the President added.

Strengthening ties

President Ramaphosa noted that the summit – the first such held in seven years – reflects mutual commitment to “enhancing our Strategic Partnership for the mutual benefit of our people”.

As a regional bloc, the European Union (EU) is South Africa’s biggest trading partner recording some €49.5 billion in total trade in 2023 with EU foreign direct investment into South Africa reaching around €71 billion in 2022.

“Today’s Summit focused on strengthening our trade and investment relations, which are vital for the growth of our economies and the achievement of our development goals,” the President noted.

Discussions also focussed on other areas including green energy, science and health.

“We have prioritised the transition to green energy, ensuring that this process is just and inclusive and safeguards the livelihoods of those most affected by the transition. We also had discussions on our robust cooperation in education; science, technology and innovation; and health.

“We have recognised the vital importance of developing the skills and capabilities of young people, starting from early childhood development through to the training of young people in the skills of the future,” President Ramaphosa explained.

Global developments 

On the global stage, President Ramaphosa said, “we reaffirmed our commitment to multilateralism, the rule of law and the central role of the United Nations in maintaining global peace and security”.

“We also expressed our resolve to resist actions that undermine multilateral cooperation. We reinforced our belief that the institutions of global governance must be reformed to make them representative and fit for purpose. 

“We agreed that addressing the root causes of conflict is essential for achieving durable peace, security and stability in Africa.”

Turning to the conflict in the Democratic Republic of Congo (DRC), President Ramaphosa said South Africa calls on parties to assist in addressing the “dire situation of the people” caught in the blaze of the war.

“As South Africa, we have made a call for a humanitarian intervention for displaced people in the eastern Democratic Republic of the Congo. 

“As we work to achieve a ceasefire and achieve a peaceful resolution of the conflict in the DRC, we are calling on the United Nations, African Union and EU to help to address the dire situation of the people affected by the fighting,” he said.
Reflecting on the outcomes of the Summit, President Ramaphosa described it as having further strengthened the strategic partnership.

“Today’s Summit has further strengthened our Strategic Partnership, which will support our efforts to drive inclusive economic growth, create jobs, eradicate poverty and address global challenges in a spirit of solidarity, collaboration and partnership.

“On behalf of the Government and people of South Africa, it has been a pleasure to host you today, reaffirming our commitment to building strong, mutually beneficial relations with the European Union,” President Ramaphosa concluded. 

In his opening remarks at the summit, the President said that as one of South Africa’s most important trade and investment partners, the European Union can play a catalytic role in unleashing the productive capacity of our economy and equip our people, especially the youth, to participate in the economy of the future.

As part of its G20 Presidency, South Africa has successfully hosted a series of high-level G20 working groups and task force meetings during this month, focusing on global challenges such as corruption, food security, disaster risk reduction, agriculture, and tourism.

The first Anti-Corruption Working Group Meeting, held in Cape Town from 3 to 5 March 2025, focused on mechanisms to enhance the implementation of legal instruments to fight corruption. 

Cabinet said in a statement that this meeting was an opportunity for participants to establish the agenda and lay the groundwork for future discussions, encouraging dialogue and collaboration to strengthen anti-corruption strategies. 

“During this meeting, participants discussed and agreed on these several key priorities which are strengthening Public Sector Integrity; Increasing Asset Recovery Efficiency; Inclusive Participation; and Whistle-Blower Protection,” Cabinet said.

Agriculture Working Group

The First Agriculture Working Group Meeting, held virtually on 3 and 4 March, discussed critical issues that affect agricultural stakeholders worldwide and agreed on priorities for the year ahead. 

The group established four key priorities:

  • Promoting inclusive market participation and food security;
  • Empowering youth and women in agrifood systems;
  • Fostering innovation and technology transfer and
  • Building climate resilience for sustainable agriculture

Tourism Working Group

On 5 March, the First Tourism Working Group Meeting, also held virtually, deliberated on how tourism can be used to change people’s lives, communities and the world. 

The group also identified four focus areas for the year ahead namely:

  • Leveraging People-Centered Artificial Intelligence (AI) and Innovation to support travel and tourism start-ups and SMMEs,
  • Enhancing tourism financing and investment to promote equality and sustainability,
  • Improving air connectivity for seamless travel, and
  • Boosting resilience for inclusive, sustainable tourism development.

Disaster Risk Reduction Working Group

First Disaster Risk Reduction Working Group Meeting also held virtually on 5 March, discussed the acceleration of early warnings for all initiatives which is a key global target set by the United Nations and reinforced the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. 

“South Africa sees this meeting as a key international forum to drive the agenda of a shared responsibility to build resilience, strengthen our cooperation, and drive meaningful action that is needed to prevent an escalation or exacerbation of risk,” Cabinet said. 

Key priorities included:

  • addressing Inequalities and Reducing Vulnerabilities
  • Global Coverage of Early Warning Systems
  • Disaster Resilient Infrastructure
  • Financing for Disaster Risk Reduction
  • Disaster Recovery, Rehabilitation and Reconstruction; and
  • Ecosystems-Based Approaches for DRR/Nature-Based Solutions. 

Food Security Task Force

The First Task Force Meeting on Food Security, held virtually on 5 March, discussed policies and programs to improve food security. 

“Participants agreed to build a stronger, fairer, and more sustainable food system. They also committed to address key challenges like trade barriers, funding for food production, and the impact of climate change on food supply chains,” Cabinet said. 

Some of the priorities outcomes discussed are the following: 

  • Stronger food security policies
  • Stable food prices
  • Clear regulations & standards
  • G20 Action Plan for Food Security; and
  • Ministerial approval & implementation

G20 Outreach Programme

On 7 March 2025, the G20 Outreach Programme was held at the University of Venda in Thohoyandou, to encourage public engagement in South Africa’s G20 presidency.

Citizens were urged to welcome international delegates, promote South Africa’s cultural heritage, and share positive narratives about the country.

“The gathering was used to encourage the people of this country to get involved in welcoming our guests to the country as we continue to host meetings in various parts of the country and to promote their culture and heritage. South Africans were also encouraged to tell a good story about their country,” Cabinet said. 

The following G20 Working Groups and Task Forces meetings are scheduled to take place until the end of March 2025: 

  • First Task Force Meeting: Inclusive Economic Growth, Industrialisation, Employment, and Reduce Inequality: 17 March 2025 – virtual.
  • First Trade and Investment Working Group Meeting: 18-20 March 2025 – virtual.
  • Second Health Working Group: 26-28 March 2025 – Durban.
  • First Climate and Environment Sustainability Working Group Meeting: 25-28 March 2025 – virtual.

Social grants set to increase in April

All social grants, barring the Social Relief of Distress (SRD) grant, are expected to increase from April this year.

Delivering the 2025 Budget Speech in Parliament on Wednesday, Finance Minister Enoch Godongwana said the number of social grant beneficiaries – excluding those receiving the SRD grant – is expected to rise to some 19 million in 2025/26 and 19.3 million in 2027/28 due to a growing population of older persons.

Godongwana said for 2025/26, social grants will be allocated some RR284.7 billion.

“As announced by the President in the State of the Nation Address, the SRD will be used as a basis for the introduction of a sustainable form of income support for unemployed people.

“The future form and nature of the SRD will be informed by the outcome of the review of active labour market programmes. This is expected to be completed by September 2025.

“The truth is that ours is one of the most comprehensive social safety nets among emerging economies. This reflects our commitment to addressing poverty and inequality, while keeping our spending sustainable,” he said.

The grant increases this year include:

  • Old age grant will increase from R2185 to R2315
  • War veterans grant will increase from R2205 to R2335
  • Disability grant will go up from R2185 to R2315
  • Foster care grant rises from R1180 to R1250
  • Care dependency grant will increase from R2185 to R2315
  • Child support grant will go up from R530 to R560
  • The grant-in-aid will increase from R530 to R560

In the Budget Review, National Treasury said the budget for social grants is “increased by R8.2 billion over the medium term to account for higher costs of living”. 

“An amount of R35.2 billion is allocated to extend the payment at the current [SRD] R370 per month per beneficiary, including administration costs,” the department said.

The Department of Social Development, which administers social grants, has been allocated R422.3 billion in 2025/26, which is expected to increase to R452.7 billion in 2027/28, at an average annual growth rate of 4.5%.

“This funding supports poverty reduction through social grants, the provision of risk benefits through social insurance and the delivery of welfare services, development initiatives, empowerment programmes, gender equality initiatives and advocacy for children, women, youth, the elderly and individuals with disabilities.

“Social grant spending makes up 81 percent of the allocation for this function. At an average annual growth rate of 5.3 percent, social protection spending increases above inflation over the medium term; however, social grant reform and efficiency savings will be necessary to ensure the sustainability of the social security system.

“[The] sector’s operational budget will be subject to conditions, including the need to improve biometric verification of recipients to achieve savings,” the National Treasury said. – SAnews.gov.za

The City of Ekurhuleni Mayor Nkosiphindile Xhakaza, has assured the families of the 13 victims who lost their lives in an accident on Tuesday morning, that the city will provide them with the necessary support during this difficult time.

“We will ensure that we support them during this difficult time,” Xhakaza said.

Addressing the media on Wednesday, Xhakaza wished the injured passengers a speedy recovery. 

“The accident which claimed the lives of 13 people happened yesterday [Tuesday] morning at about 6:32am, and the time, the bus was from Katlehong travelling to Kempton Park,” he said.

Xhakaza said the South African National Roads Agency (SANRAL) is assisting in the investigation into the accident and will be checking the surveillance cameras in the area.

Xhakaza confirmed that 77 passengers were transported to various hospitals across Ekurhuleni for medical care following the crash.

“We appreciate the manner in which our emergency services responded to the accident and assisted the injured. The city will provide counselling services to the affected family,” he said.

Xhakaza said the investigation into the cause of the accident is ongoing.

He confirmed that the bus involved in the crash belongs to the City of Ekurhuleni and was roadworthy at the time of the incident.

The mayor said the bus driver is an experienced professional, with both a valid driver’s license and a Professional Driving Permit (PDP), adding that at the time of the accident, the bus was carrying 89 passengers.

On Tuesday, Ekurhuleni Member of the Mayoral Committee (MMC) for Roads and Transport Planning, Andile Mngwevu extended his condolences to the families of the deceased.

According to the Road Traffic Management Corporation (RTMC), the crash involved a collision between the bus and a light motor vehicle (LMV). 

RTMC spokesperson, Simon Zwane, said preliminary reports suggest that both vehicles were travelling in the third lane (from the right) of the R21.

"It is alleged that the LMV suddenly applied brakes after missing the off-ramp exit lane. In an attempt to avoid a collision, the bus driver also braked and swerved, resulting in the bus losing control, rotating clockwise, overturning, and coming to a rest in the off-ramp lane, facing south," Zwane said.

Meanwhile, President Cyril Ramaphosa has offered his condolences to the families who lost their loved ones.

"The President offers his condolences to the bereaved families and wishes survivors of the incident a speedy and full recovery,” the Presidency said in a statement.

The President said the country must reflect on driver behaviour.

“Incidents such as these impact on people’s ability to earn a living; they impact on our health and emergency services; they drive up insurance and result in expensive vehicle repairs, and they affect business who lose personnel in this process.

“As we reflect on the lives that have been lost, we must also reflect on the responsibility and conduct of everyone who gets in behind the wheel of a vehicle, big and small, in our country,” said the President. – SAnews.gov.za

Government has provisionally allocated an additional R19.2 billion over the medium term for the Passenger Rail Agency of South Africa’s (PRASA) critical signalling upgrades.

Tabling the 2025 Budget Speech on Wednesday, Minister of Finance Enoch Godongwana, said the agency was making steady progress towards rebuilding infrastructure to provide affordable commuter rail services.

“To sustain this progress, we have provisionally allocated an additional R19.2 billion over the medium term for critical signalling upgrades. This will enable commuters from areas like Mamelodi, Kwa-Mashu, Motherwell and Khayelitsha to catch a train every 10 minutes, to get to and from work and significantly reduce the money that low-income households spend on transport.

“The allocation will also allow PRASA to maximise the potential of the 241 new trains delivered through the rolling stock renewal programme,” the Minister said in Parliament.

Despite the progress made, Godongwana said PRASA’s procurement system needed strengthening.

“The management of the entity is already instituting measures to strengthen their procurement weaknesses. This includes getting support from the National Treasury to build capacity and mitigate risks and undertaking live audits for large procurement projects,” the Minister said. - SAnews.gov.za

Government will adjust the excise duties on alcohol and tobacco products at above the expected inflation rate in the 2025/26 financial year.

According to the 2025 National Treasury Budget Review document, government is proposing to increase excise duties on alcoholic beverages by 6.75%, while the tobacco excise duties are expected to increase by 4.75% for cigarettes, cigarette tobacco, and electronic nicotine and non-nicotine delivery systems (“vaping”).

The proposed increase for pipe tobacco and cigars is 6.75%.

“To ease the administrative burden of implementing adjustments on Budget Day, in future years, adjustments to excise duties will take effect from 1 April. Legislative provisions to deal with unusual clearances of cigarettes around Budget announcements have been in place since 2021 and may be extended,” National Treasury said.

Last November, government published a discussion paper, The Taxation of Alcoholic Beverages, for public comment. 

“It proposes adjustments to the alcohol excise taxation policy framework, including the introduction of a three-tier progressive excise duty rate structure for wine and beer. Government will hold public consultations on the new excise framework during 2025. 

“Considering that the details of the new alcohol excise taxation framework will be finalised only after the 2025 Budget, government has proposed to increase excise duties on alcoholic beverages by 6.75% for 2025/26,” National Treasury said.

Changes in specific excise duties for the 2025/26 financial year are as follows:

  • Unfortified wine is currently at R5.57 / litre and the proposed excise duty rate is R5.95 / litre.
  • Fortified wine is currently at R9.40 / litre and the proposed excise duty rate is R10.04 / litre.
  • Sparkling wine is currently at R17.83 / litre and the proposed excise duty rate is R19.03 / litre.
  • Ciders and alcoholic fruit beverages are currently at R135.89 / litre of absolute alcohol (231.02c / average 340ml can) and the proposed excise duty rate is R145.07 / litre of absolute alcohol (246.61c / average 340ml can).
  • Spirits are currently at R274.39 / litre of absolute alcohol (R88.49 / 750ml bottle) and the proposed excise duty rate is R292.91 / litre of absolute alcohol (R94.46 / 750ml bottle).
  • Cigarettes are currently at R21.77 / 20 cigarettes and the proposed excise duty rate is R22.81 / 20 cigarettes.
  • Cigarette tobacco is currently at R24.47 / 50g and the proposed excise duty rate is R25.63 / 50g.

The North West Department of Human Settlements has received a multimillion rand boost that will aid it to meet its housing development targets.

The North West Provincial Legislature Portfolio Committee on Premier and Finance, chaired by Nathan Oliphant, has adopted a report on the second Adjustment Appropriation Bill for the 2024/2025 fiscal year. 

This report approves the appropriation of an additional R150 million to the provincial Department of Human Settlements for housing development projects and related matters.

Oliphant said the funds will ensure that the department meets its obligations in terms of the informal settlements upgrading grant. 

“As the department has been negatively affected by significant budget cuts, which affected various projects, we welcome the adjustment. 

“During deliberations, the committee emphasised the need for heightened oversight in respect of this adjustment and to ensure no wastage,” he said on Tuesday.  

The Adjustments Appropriation Bill is a legislative tool used to modify the allocation of funds originally specified in the main Appropriation Act, and addresses unexpected circumstances or changes in spending priorities. 

This bill allows for both increases and decreases in the allocations set out in the main Appropriation Act, including adjustments based on shifts in the anticipated economic classification of spending.

Oliphant said the committee welcomes the confirmation from Provincial Treasury regarding their due diligence on the capacity and ability to spend the appropriated amount.

“We are furthermore happy that these service delivery resources will ensure contractor payment and further ensure that boots are on the ground, as our people don’t want stories -- they want decent housing, which the department has committed to." 

Oliphant tabled the second Adjustment Appropriation Bill 2024/2025 committee report at the Legislature House sitting on Tuesday. 

During his State of the Province Address (SOPA) last month, North West Premier Kagiso Lazarus Mokgosi announced that in the upcoming financial year, the province will construct 3 555 houses. 

This initiative will encompass the completion of stalled projects, first home financing, and an asbestos removal programme. 

Makgosi said the goal for catalytic projects in the current financial year was to deliver 249 units at a cost of over R82 million. 

By the end of the last quarter, the provincial government successfully delivered 268 units and for the next financial year, they plan to deliver 500 units in mining towns, with a budget of R90.5 million. – SAnews.gov.za

President Cyril Ramaphosa has offered his condolences to the families who lost loved ones in a bus crash on the R21 highway, near the OR Tambo International Airport, in Gauteng.

"The President offers his condolences to the bereaved families and wishes survivors of the incident a speedy and full recovery,” the Presidency said in a statement.

As of today, the death toll from the bus crash has risen to 16. Initially, 12 passengers were declared dead at the scene, with four additional fatalities occurring in the hospital.

According to the Road Traffic Management Corporation (RTMC), the crash involved a passenger bus owned by the City of Ekurhuleni and a light motor vehicle (LMV). The bus was carrying passengers from Katlehong to Pomona.

RTMC spokesperson Simon Zwane said preliminary reports suggest that both vehicles were travelling in the third lane (from the right) of the R21.

The President said the country must reflect on driver behaviour.

He further added that “when we ask how safe our roads are, we actually need to ask how safe we are as drivers and pedestrians. The biggest factor in crashes is human error, not law enforcement or road conditions.”

“Drivers must ensure vehicles are roadworthy and must obey the rules of the road. They are there to keep us safe. Where drivers ignore these rules, they stand a chance of losing their lives or being critically injured. And where they survive, they will end up in our courts and correctional centres,” the President said.

Call for caution 

Meanwhile, the Minister of Transport Barbara Creecy and her Deputy Mkhuleko Hlengwa have joined the President in expressing their condolences to the families and loved ones of those who perished in Tuesday’s crash.

The Minister and Deputy Minister expressed deep concern over the spate of recent road crashes involving passenger busses where lives were lost.

The Minister and Deputy Minister have called for heightened caution and vigilance from all motorists and road users to ensure they stay safe on the roads at all times.

They also wished the injured a speedy recovery.

In his statement, President Ramaphosa said his thoughts were also with the families of at least nine bus passengers who lost their lives in an incident in KwaZulu-Natal at this past weekend, in which 39 people were injured as well.

“While the causes of these recent incidents are still under investigation, we are reminded that tragedies such as these leave more than physical scars, as they cause trauma that affects family relationships and the lives of survivors,” he said.

The accident occurred on Sunday afternoon when a bus, transporting members of the Twelve Apostles Church in Trinity from Richards Bay to Shakaskraal, near KwaDukuza, experienced a tyre burst.

The incident caused the driver to lose control of the vehicle.

Additionally, Minister Creecy has also expressed her concern at the spate of bus accidents.

“The Minister is extremely concerned that this is the third serious bus accident in the past week. Accordingly, she has instructed the RTMC to convene a meeting with all bus operators within the next week to discuss ways to enhance passenger safety in the bus industry,” said the department.

eThekwini Buffelsdraai landfill site set to reopen for public use

The eThekwini Municipality has announced the planned reopening of the Buffelsdraai landfill site, in the north-west of Durban, following its closure in 2023.

The municipality said the reopening follows extensive rehabilitation and safety improvement projects undertaken at the site.
The landfill site was closed in July 2023, after it was invaded and set alight by some members of the public, leading to a confrontation between security personnel and invaders.

In a statement issued on Tuesday, the municipality announced that eThekwini Municipality Mayor, Cyril Xaba, will on Thursday address the community of Ward 59, on the planned reopening of the landfill site.

Ward 59 includes Osindisweni, Zwelisha and other neighbouring areas in Verulam.

The municipality explained that the site is set to reopen in two phases, commencing on 1 April 2025, for garden refuse, builders’ rubble, and sand cover material.

“The second phase will be planned for completion opening on 1 May 2025, for all other general waste which includes domestic waste,” the municipality said.

The city added that it has worked diligently to implement robust measures to prevent incidents occurring at the site, while enhancing security measures to prevent unauthorised access.

Waste pickers have also been capacitated as part of the waste picker integration guidelines.

The city has reminded the public that special disposal of condemned food and counterfeit goods, is still prohibited at all the city’s landfill sites.

“Customers are encouraged to make alternative arrangements with other available private facilities for such a disposal,” the municipality said. – SAnews.gov.za
