Rhino poaching continues to decrease

Location: News

Rhino poaching continues to decrease

South Africa continues to see a downward trend in rhino poaching, with the 2024 statistics showing that 499 rhinos were poached in 2023, compared to 420 last year -- a decrease of 79.

“As we intensify the fight against wildlife poaching, it is encouraging to see that the work of the rangers, the Department of Forestry, Fisheries and the Environment and other key role players is steadily gaining momentum,” the Minister of Forestry, Fisheries and the Environment, Dr Dion George, said on Thursday.

From January to December 2024, 420 rhinos were poached in South Africa, with 320 being killed on State properties and 100 on privately owned parks, reserves or farms.

“The hardest hit province continues to be KwaZulu-Natal (KZN), which lost 232 rhinos. However, this is a notable decline from the 325 that were lost in 2023.

“The significant reduction can largely be attributed to the Ezemvelo KZN Wildlife Dehorning Programme, which was implemented in the Hluhluwe-iMfolozi Park from April to October 2024.

“The World Wide Fund for Nature-funded programme had an immediate impact, with monthly poaching numbers dropping from 35 in April to fewer than 10 per month between May and September 2024,” the Minister said.

However, from October, the poaching syndicates adapted their tactics and began targeting dehorned rhinos, leading to a sudden spike in poaching incidents in Hluhluwe-iMfolozi Park.

In that month alone, the province lost 27 rhinos.

“Fortunately, the provincial anti-rhino poaching team responded swiftly, intercepting the new syndicate and preventing further losses. The considerable efforts resulted in the province ultimately achieving a 67% decline in rhino poaching over the eight months.

“Kruger National Park reported a total of 88 poached rhinos for 2024.  This is 10 animals more than the 78 that were reported for Kruger National Park (KNP) during the same period in 2023.

“Up until the end of November 2024, rhino losses reported in the Kruger National Park stood at 67, but a significant escalation in rhino poaching activities was experienced during December 2024 and this has continued into January 2025,” George said.

A total of 21 rhinos were reported poached in KNP during December 2024 and a further 17 were reported poached during January 2025.

The Mister said the escalation in rhino poaching in the Kruger National Park is of great concern.

Both the South African National Parks (SANParks) and Ezemvelo KZN Wildlife continue to implement a number of actions and initiatives to counter the threats in the hotspot areas.

Ezemvelo KZN Wildlife is focused on implementing their Rhino Guardianship Strategy, which also played a role in reducing poaching in the province. This strategy was initiated in August 2024.

“The Ezemvelo Integrity Implementation Plan was completed and approved for implementation; integrity assessments of Hluhluwe-iMfolozi Park staff, by an independent service provider, commenced, and a Hluhluwe-iMfolozi Park Integrity Management Plan was completed and approved for implementation. Polygraphing of 55 Ezemvelo rhino reserve managers was completed and polygraphing of 58 field staff was completed.

“We continue to see some very good convictions in relation to rhino related cases, with lengthy direct imprisonment terms in respect of cases related to rhino poaching, assisting in the poaching of rhino and trafficking of rhino horns.

“However, the time that it takes to finalise many of these cases does remain a concern and unfortunately where the suspects are released on bail, the data tell us that a large number of them continue to commit crimes (often relating to rhino poaching and / or horn trafficking).

"Accordingly, expediting these cases through courts, as well as vigorously opposing bail will result in safeguarding more rhinos," the Minister explained.

National Integrated Strategy to Combat Wildlife Trafficking

“The sentencing of Francis Kipampa in January this year (who was sentenced to 18 years imprisonment, eight of which were suspended for five years), as one of the accused investigated in Project Blood Orange, sends out a strong message. Not only are we focusing on arresting those involved in poaching our rhino and trafficking the horn, but we are disrupting the higher up levels in the value chain.

“This project is an excellent example of the integrated and multi-disciplinary approach to investigating organised crime linked to wildlife and ensuring that we target corruption, money laundering and the financial crimes associated with these activities,” he said.

The Minister said more of these focused investigations are needed, as government continues to implement the National Integrated Strategy to Combat Wildlife Trafficking.

“As we move into the second year of implementation of this strategy, our partnerships within government, with authorities in transit and destination countries as well as with the private sector and non-governmental organisations remain critical.

“We need to continue to integrate and focus our effort through our existing programmes and forums, including the Integrated Wildlife Zones Initiative, the work of the South African Anti-Money Laundering Integrated Taskforce Illegal Wildlife Trade Task Force and the various task teams residing under the National Joint Operational and Intelligence Structure Priority Committee on Wildlife Trafficking.

“We remain committed to the fight against rhino poaching and I believe that a renewed strengthening of our agreements and operational protocols with key countries should be our focus for 2025,” the Minister said. - SAnews.gov.za

President Ramaphosa kicks off Gauteng oversight visit

Location: News

President Ramaphosa kicks off Gauteng oversight visit

President Cyril Ramaphosa says the economic success of Gauteng Province is crucial to the overall success of the country.

The President was addressing the Gauteng Provincial Government and the National Executive during an oversight visit to the province, on Thursday.

Gauteng is home to the financial capital of Africa in the form of Johannesburg, while Tshwane is South Africa’s administrative capital, and Ekurhuleni is an industrial and manufacturing hub critical to the country’s supply chains.

“Gauteng’s unique position in the national landscape is both an opportunity and a challenge. While it may be the smallest province in terms of land size, it is a giant in many other respects.

“Gauteng contributes the largest share of any province to the country’s Gross Domestic Product. It is the single most critical economic hub in the country, serving as a powerhouse of finance, governance, industry and innovation.

“The economic success of Gauteng is integral to the economic success of South Africa. It is here in Gauteng where our policies, plans and commitments must translate into action,” President Ramaphosa said.

Resolving challenges

During the State of the Province Address (SOPA) last week, Gauteng Premier Panyaza Lesufi pinpointed 13 challenges the provincial government must address. These include:

  • Water
  • Cable theft and vandalism
  • Non-functional traffic lights
  • Potholes
  • Crime and lawlessness
  • Mushrooming of informal settlements
  • Electricity in particular load shedding and load reduction in our communities
  • Increase in Gender Based Violence and Femicide
  • Drug abuse
  • Service at our hospitals and clinics
  • Lack of schools
  • Failing infrastructure and CBDs
  • Unemployment

During his remarks today, the President expressed consensus with the Premier.

“Premier, we also agree with you that if we do not move with speed to address the critical challenges identified in the State of the Province Address, we risk undermining the progress we have made.

“There are recurring problems across Gauteng. Some of these include governance failures, financial mismanagement, crumbling infrastructure, crime and lawlessness, as well as unreliable service delivery. These are the challenges that are also articulated in your G13 list which…if we do not address, we will not have served our people well.

“Our greatest challenges – in Gauteng and across the country – are in the end, unemployment and poverty. These are the challenges we all must face head on,” President Ramaphosa said.

Changing lives

The President also emphasised that the outcomes from the oversight visit must improve the lives of Gauteng citizens.

“What emerges from this meeting must not remain as just plans on paper. The outcomes of this meeting must be transformed into practical, measurable interventions that directly benefit the people of Gauteng.

“Through a collaborative and solutions-oriented approach, we will drive sustainable development, improve service delivery and enhance the quality of life for all who call this province home.

“Let us seize this moment with urgency and determination, ensuring that every commitment made here today is followed by decisive action,” he said.

The engagement with the provincial government is the fourth oversight visit, following engagements with the provincial governments of Limpopo, KwaZulu-Natal and Mpumalanga.

“These engagements are crucial in strengthening intergovernmental cooperation, collaboration and consultation. They are important for ensuring better alignment of provincial priorities with the priorities of the Government of National Unity (GNU).

“Cooperative governance is a constitutional principle. It requires that, as different spheres of government, we must cooperate with one another in mutual trust and good faith. We must assist and support each other and coordinate our actions,” he said.

Human Rights Month

President Ramaphosa noted that as the national executive conducts its oversight visit to Gauteng, the country is commemorating Human Rights Month.

He highlighted that Human Rights Month is “particularly relevant in the context of our discussions today”.

“The right to water, sanitation, healthcare, housing and education are fundamental to the well-being of our communities. It is our duty to ensure that these rights are not just enshrined in our Constitution but are actively realised through tangible and impactful service delivery.

“People should not only be aware of their right to these services but should actively experience them in their daily lives. We therefore have to continue to harness the power of collaboration to overcome obstacles and implement sustainable solutions that will uplift our communities.

“Through unity and action, we must create a future where the rights of all South Africans are upheld, and where every citizen can access the quality services they rightfully deserve,” President Ramaphosa said.

The month of March is a heightened period in South Africa to mark Human Rights Month, commemorated under the 2025 theme, “Deepening a culture of social justice and human rights”. – SAnews.gov.za

Emergency housing unit deployed to assist KZN flood victims

Emergency housing unit deployed to assist KZN flood victims

Human Settlements Minister Thembi Simelane has deployed a team from the Emergency Housing Unit -- in collaboration with the department's roving team -- to support families impacted by the ongoing floods in KwaZulu-Natal.

During her two-day visit to the province on Tuesday and Wednesday, the Minister held discussions with provincial and local authorities to explore urgent human settlements interventions.

As part of these efforts, she announced several initiatives aimed at alleviating the immediate housing crisis for flood victims.

The interventions announced include the temporary accommodation of 225 residents from Ward 74 in Lamontville, who have been relocated to the Impala Hotel.

Simelane also announced plans to provide permanent housing for 229 families from Lamontville, who will be resettled on land owned by the eThekwini Municipality in Georgedale, near Hammarsdale.

“We will build Temporary Residential Units (TRUs) for these families, while permanent homes are being constructed. Additionally, 93 households will be supplied with building materials to help them begin rebuilding,” Simelane announced on Tuesday.

On Wednesday, Simelane, accompanied by KwaZulu-Natal Transport and Human Settlements MEC Siboniso Duma, visited the flood-affected Ncube and Nkwanyana families in KwaMakhutha, south of Durban.

The Ncube family, with six members, was forced to flee their home as three of their houses were completely submerged. The family is currently living together in a two-bedroom house.

Duma confirmed that an excavator has been deployed to clear rubble and waste from the area so as to unblock the drainage system. He said after discussions with Inkosi Makhanya, a suitable piece of land has been identified to relocate the Ncube family.

Simelane also visited the Ugu District Municipality to assess the extent of the flood damage in the region, with plans for further intervention in the coming days.

Unlocking emergency housing fund

The Portfolio Committee on Human Settlements has called on the national Department of Human Settlements, KwaZulu-Natal’s Human Settlements Department, and the eThekwini Municipality to work together to address the devastation caused by the ongoing floods in KwaZulu-Natal.

Committee chairperson Nocks Seabi emphasised the immediate need to unlock the Emergency Housing Response Fund to provide critical support to the affected communities.

Seabi said during its oversight visit in October last year, the committee highlighted various concerns with delays to ensuring access to the fund for victims of floods.

He said it is in this context that impediments must be removed, so the fund can serves its purpose by being timeous and agile in assisting victims.

“In an environment of devastation and distress, government programmes must not be tied up in bureaucracy and territorial disputes that delay interventions. We are hopeful that the concessions made by the national department on the implementation of the fund will come in handy in the response to the current disaster.

“The delays witnessed previously, such as the verification of beneficiaries and assessment of damaged houses, which had taken 10 to 12 months or longer, should be a thing of the past going forward,” Seabi said in a statement this week.

Seabi called for enhanced monitoring of building standards, as regulated by many laws, including the Housing Consumer Protection Act, and the National Building Regulations and Building Standards Act to ensure that houses are able to withstand the elements.

“In an environment of increasing environmental disasters, building standards and building materials should be such that they can withstand such disasters. Stronger monitoring and inspections should be the order of the day,” the chairperson said.

Seabi extended his heartfelt condolences to the people that have passed on during the floods, which continue to wreak havoc in the province. – SAnews.gov.za

NSG, KZN Legislature partner to strengthen governance through training

To enhance governance and service delivery, the National School of Government (NSG) has partnered with the KwaZulu-Natal Legislature to roll out targeted capacity-building training for its members and employees.

This strategic collaboration, formalised on Wednesday at the KwaZulu-Natal Legislature, signifies a shared commitment to strengthening governance through education, training, and the development of both elected public representatives and legislative employees.

The NSG will provide targeted training focused on improving ethical leadership and oversight, creating effective policies to enhance service delivery and engaging citizens in decision-making.

Speaker of the KZN Legislature, Nontembeko Boyce, emphasised that this initiative aligns with the Legislature’s ongoing programme of creating platforms to empower its members and employees so that they can serve with greater efficiency and impact.

“We believe that a well-capacitated Provincial Legislature can only be achieved through strong partnerships with institutions of learning, bodies supporting parliamentary democracy, and the broader community of KwaZulu-Natal,” Boyce said.

She said ongoing training would sharpen lawmakers' ability to create impactful legislation, enhance public participation and strengthen oversight mechanisms, which will ultimately drive better service delivery.

A vision for a stronger province

Boyce stressed the importance of continuous professional development, saying that staying ahead in governance requires lifelong learning.

“By investing in continuous learning, we aim to ensure that our members are not just well-informed but fully equipped to address the evolving needs of the people they serve.”

Professor Busani Ngcaweni, Principal of the NSG, echoed this sentiment, expressing enthusiasm about the potential impact of the partnership.

“This collaboration is more than just training -- it’s about shaping a more accountable, efficient, and citizen-focused government. By addressing the unique challenges faced by the Provincial Legislature, we are paving the way for stronger governance, improved service delivery, and policies that truly make a difference,” Ngcaweni said. – SAnews.gov.za

The Minister led a delegation which included Cooperative Governance and Traditional Affairs (CoGTA) Deputy Minister, Zolile Burns-Ncamashe, CoGTA Portfolio Committee Chairperson, Dr Zweli Mkhize, and senior officials from the department, as part of efforts to resolve the challenges within the Ngonyama Trust Board, which have negatively impacted the Board’s operations.

The Trust was founded to ensure control and ownership of the approximately 2.8 million hectares of communal land in KwaZulu-Natal.

The meeting was held at the KwaKhangelamankengane Royal Palace in KwaNongoma, KwaZulu-Natal, on Tuesday.

The meeting came amid challenges that faced the board, including a recent announcement by King Misuzulu regarding the suspension of the board. These challenges have affected the Trust’s ability to conduct its mandate effectively.

Briefing the media after meeting with King Misuzulu, Nyhontso spoke of his commitment to implement the instructions from His Majesty, which include the establishment of a 12-member committee within seven days.

The committee will be tasked with investigating the Ingonyama Trust's operations and addressing the concerns raised.

KZN Premier’s Netball Cup to empower young women

KZN Premier’s Netball Cup to empower young women

The KwaZulu-Natal Provincial Government has officially unveiled the 2025 KZN Premier’s Netball Cup, marking a groundbreaking milestone in the province’s efforts to foster netball talent and empower young women through sport.

Launched on Sunday, in partnership with the KwaZulu-Natal Netball Federation, the tournament will take place from 5 - 9 March 2025 at the Victoria Mxenge Indoor Complex in Umlazi, south of Durban.

The competition is designed to provide a platform for young women aged 16 to 36, and serves as a crucial building block for the future of netball in the province.

The tournament will feature 12 district-based teams, each representing a local district and named after its respective mayor. The teams will compete for supremacy in one of the province's most prestigious netball tournaments.

A key feature of the competition is the requirement that each 15-member squad must include at least six players under the age of 20, ensuring the inclusion of emerging talent and helping to nurture the next generation of netball stars.

Furthermore, each team must field a minimum of 12 players per match, with at least 50% match participation, promoting both fairness and opportunities for skill development.

A launchpad for future netball stars

Speaking at the launch, KwaZulu-Natal Premier, Thamsanqa Ntuli, said the tournament will not only showcase the grace and intensity of modern netball, but also offers valuable exposure for players aiming for provincial and national representation.

“Players will have the chance to be scouted for teams such as the Kingdom Stars, KZN’s professional netball franchise, and potentially the Spar Proteas, South Africa’s national netball team. The KZN Premier’s Netball Cup is not just about competition, but it represents a comprehensive strategy to professionalise the sport,” Ntuli said.

The Premier said the tournament aims to contribute to netball’s holistic growth, focusing not only on players but also on coaching, officiating, sports administration, marketing, and sponsorship.

Through these investments, Ntuli said the province is creating pathways for job creation and boosting sport tourism in KwaZulu-Natal.

The Premier also urged local businesses, municipalities, and fans to actively support the sport, both financially and through engagement, to ensure its continued growth and success.

Positioning SA as a dominant force in international netball

The KZN Premier’s Netball Cup aligns with the larger vision of Netball South Africa (NSA), the sport’s governing body, which has been pivotal in positioning South Africa as a dominant force on the global netball stage.

This includes the successful hosting of the 2023 Netball World Cup, which highlighted the country’s rising influence in international netball.

According to NSA, netball is the most popular female sport in South Africa and ranks as the second-most participated sport overall, with over two million active netball players participating on a weekly basis.

The KwaZulu-Natal Provincial Government has extended its best wishes to all participating teams and encouraged the communities to rally behind their local districts. – SAnews.gov.za

Report on Hazelmere Dam water release dismissed

Report on Hazelmere Dam water release dismissed

UMngeni-uThukela Water has dismissed a video circulating suggesting that water will be released from the Hazelmere Dam without any prior warning being issued to communities living in the vicinity of the dam.

In a statement issued on Monday, uMngeni-uThukela Water spokesperson, Siyabonga Maphumulo, said the entity has not effected a release of water from the Hazelmere Dam, as the video suggested on Sunday, 2 March 2025.

“The dam is currently overflowing due to the recent heavy rains in parts of KwaZulu-Natal that have pushed up dam levels to 102%.

“In this regard, uMngeni-uThukela Water issued a media statement on Friday, 28 February 2025, wherein it cautioned communities living downstream of the dam to practice extra caution, as the dam overflow would lead to the uMdloti River swelling,” Maphumulo said.

uMngeni-uThukela Water will continue to monitor the Hazelmere Dam, and in the event that its level gets to 105%, the entity will consider a water release.

Maphumulo emphasised that in the event of a water release, uMngeni-uThukela Water, guided by its operating protocols, would inform the public and all affected stakeholders before effecting the water release.

“As the water levels at the Hazelmere Dam levels have not reached 105% mark, uMngeni[1]uThukela Water has no immediate plans of releasing water via its emergency scours. UMngeni-uThukela Water would therefore like to allay any public fears or concerns about water releases.

“We would also like to again remind the public to practice vigilance around the Umdloti River due to the dam overflow,” Maphumulo said.

Floods

Addressing the media on Sunday, KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Thulasizwe Buthelezi announced that more than 20 people have lost their lives as heavy rains continue to wreak havoc in the province.

“We have lost more than 20 people in the last two months and we are continuing to count the cost, especially the destruction of public infrastructure such a roads, clinics and access to homes,” Buthelezi said.

The MEC urged residents in low-lying areas to seek shelter on higher ground and appealed to people in the province to stay indoors and avoid unnecessary travel, as roads in eThekwini, are already flooded.

“We strongly urge residents in low-lying areas, and those who are near riverbanks, to immediately move away and seek shelter on higher ground. Residents are also advised to avoid all non-essential travel,” the MEC said.

More rain expected

Meanwhile, the South African Weather Service has reported that isolated showers and thundershowers expected over the most parts of the country, on Tuesday and Wednesday, with scattered over the south-eastern areas, as well as the western parts of the Northern Cape on Tuesday.

The forecaster has also issued an alert level 5 for eThekwini and other four KwaZulu-Natal areas, including Ray Nkonyeni, Mkhambathini, UMzumbe and Umdoni Local Municipalities.

"Take immediate action to ensure your safety. Stay indoors, avoid travel and follow evacuation instructions, if necessary,” the weather service said in a statement on Monday. – SAnews.gov.za

Umhlali police arrest alleged house robbers minutes after committing crime

The swift action of members of the South African Police Service (SAPS) in Umhlali, in the north coast of KwaZulu-Natal (KZN) has led to the arrest of five suspects wanted for a house robbery and kidnapping - just minutes after the crime had been committed.

The suspects were arrested on Friday after they allegedly terrorised a family of three at their home in Shakashead in the Umhlali Policing Precinct.

It is alleged that the five armed suspects entered the victims’ home, removed the safe from the bedroom wall and questioned the victims about the vehicles they owned.

They are believed to have terrorised the victims and assaulted them before taking one of the victims, a 32-year-old male, to withdraw money from a nearby ATM.

It is then that the victim’s mother immediately contacted SAPS Umhlali.

Within minutes, Umhlali Police responded and intercepted the suspect’s vehicle, approximately 100m from the crime scene.

All five suspects were arrested and the victim was rescued. The vehicle used in the commission of the crime was recovered and the victims were taken to receive medical treatment.

All five suspects were charged for house robbery and kidnapping and will appear in KwaDukuza Magistrate’s Court soon.

ILembe District Commissioner Major General Anthony Gopaul commended the swift and decisive action of the SAPS Umhlali.

"Their rapid response and effective coordination led to the immediate arrest of these dangerous suspects and the safe rescue of the victim. This incident serves as a clear demonstration of our commitment to ensuring the safety and security of our communities.

“We will continue to work tirelessly to combat crime and bring perpetrators to justice. This successful operation reinforces the message that criminal activity will not be tolerated in the iLembe District," Major General Gopaul said. – SAnews.gov.za

Ministry provides update on Foot and Mouth Disease

Ministry provides update on Foot and Mouth Disease

The Ministry of Agriculture has encouraged livestock farmers across the country to limit animal movement as much as possible given the ongoing presence of Foot and Mouth Disease viruses in KwaZulu-Natal.

“The department recently received test results confirming the ongoing presence of Foot and Mouth Disease (FMD) viruses in KwaZulu-Natal Province. Cattle at a dip tank in Mtubatuba have tested positive for FMD.

“These cattle showed clinical signs of FMD in December, prompting sample collection, and laboratory results confirmed the introduction of a SAT1 FMD virus into the area,” it said in a statement on Friday.

Given that a SAT2 FMD event has been ongoing in the region since 2021, further investigations were conducted, confirming that the detected SAT1 virus is similar to one recently identified in the northern part of the Kruger National Park.

Over the past two weeks, clinical signs of FMD have also been observed in districts around Vryheid and Newcastle Laboratory tests have confirmed the presence of the FMD virus, with virus typing still in progress to determine whether these outbreaks were caused by a SAT1 or SAT2 strain.

Control measures within the Disease Management Area (DMA) remain unchanged.

READ | Minister meets His Majesty King Misuzulu kaZwelithini over FMD

The Ministry said the affected dip tanks remain under quarantine, and vaccination efforts in the area continue. The vaccine being used covers all three FMD SAT strains. Dip tanks in newly affected areas have also been placed under quarantine.

“These outbreaks highlight the persistent threat of FMD and the critical need for stringent control measures to prevent its spread. Agriculture Minister John Steenhuisen stressed the importance of strict compliance with biosecurity protocols and urged farmers and livestock owners to promptly report any suspected cases to veterinary authorities.”

Additionally, it reminded livestock owners that control measures implemented nationwide since October 2022 must be strictly followed to reduce the risk of further spread.

These measures include:
•    Cloven-hoofed livestock across South Africa may only be moved if accompanied by a health declaration from the owner, confirming the animals’ health at the time of movement.
•    Any newly introduced cattle, sheep, or goats must be kept separate from resident herds for at least 28 days.

“All livestock farmers across the country are strongly encouraged to limit animal movement as much as possible. Auctioneers and livestock owners should be particularly cautious when purchasing cloven-hoofed animals from provinces with active FMD outbreaks. No cloven-hoofed animals should be accepted from areas under FMD restrictions in KwaZulu-Natal, Eastern Cape, Limpopo, and Mpumalanga provinces.”

The Ministry added that Section 11 of the Animal Diseases Act imposes a legal duty on all animal owners or managers to take reasonable steps to prevent their animals from becoming infected and to prevent the spread of any disease from their animals or property to others.-SAnews.gov.za

KZN aims to attract investment while also creating jobs

KZN aims to attract investment while also creating jobs

The KwaZulu-Natal province aims to secure an additional R4 billion in investments in the 2025/26 financial year and create 5 000 potential jobs, Premier Thamsanqa Ntuli said on Friday.

This is after the KZN Investment Conference held in November 2024 resulted in R75.8 billion in investment pledges, including major projects like the Westown mixed-use development in Shongweni and SAPPI Southern Africa upgrades.

Delivering the State of the Province Address (SOPA), the Premier outlined a bold future for the province.

Ntuli began by honouring the memory of citizens lost to recent floods and heavy rains, as well as soldiers who died in the Democratic Republic of Congo (DRC).

READ | KZN flood victims moved to temporary accommodation

He stressed the province’s resilience and commitment to overcoming challenges, including high unemployment, poverty, and the impacts of global crises.

Ntuli also highlighted significant achievements over the past eight months and outlined strategic priorities for the coming year.

The Premier also detailed the ongoing and upcoming infrastructure projects, including upgrades to the N3 and N2 highways, the construction of new dams, and the expansion of the Dube Trade Port and Richards Bay Industrial Development Zone.

According to Ntuli, these projects are expected to create thousands of jobs and boost the local economy.

Meanwhile, the King Dinuzulu Innovation Valley at Dube TradePort, set to open in June 2025, will serve as a hub for technological advancement and entrepreneurship.

The province is also rolling out broadband connectivity projects to ensure high-speed internet access for all citizens.

He also emphasised the province’s commitment to reducing poverty and the rising cost of living which remains as a persistent challenge for many families across the province.

Initiatives include social grants, support for child-headed households, and efforts to combat gender-based violence, while also focusing on youth and women empowerment through various programmes and funds.

“Poverty and the rising cost of living remains a persistent challenge for many families across KwaZulu-Natal. While social assistance remains a necessary lifeline for many of our people, this trajectory is not sustainable.”

Instead, he believes government should build a nation where economic opportunities replace dependency, where employment and entrepreneurship empower people, and where prosperity is driven by innovation and productivity.

The Premier also noted the province’s record-breaking 2024 matric pass rate of 89.5% and improvements in healthcare services, including the purchase of new ambulances and the expansion of the school nutrition programme.

Meanwhile, he stated that efforts to improve school infrastructure and reduce dropout rates are also underway.

Ntuli reaffirmed the administration’s commitment to building a capable, ethical, and developmental State. This includes strengthening public institutions, enhancing service delivery, and rooting out corruption.

Spaza shops

Meanwhile, he said from 14 October to 14 November 2024, the provincial government conducted unannounced inspections of spaza shops and wholesale businesses.

“What we uncovered was deeply concerning. It became abundantly clear that economic activity in many of these areas has shifted away from our local entrepreneurs, with some businesses operating in direct violation of our laws – engaging in illicit trade and other criminal activities that threaten the well-being of our communities.”

A joint operation was conducted, resulting in the inspection of 7 729 premises and as a result, 337 premises were closed, and 142 arrests were made.

In addition, 2 429 compliance notices and 480 fines were issued, alongside the confiscation of 10 210 kg of illicit goods.

“It is our firm belief that the township and rural economy in KwaZulu-Natal plays a vital role in both economic growth and job creation for local communities, with substantial value and employment opportunities across informal sectors like spaza shops, street vendors, and small-scale manufacturing.”

Today marks the deadline for spaza shop and other food handling to register their businesses with their local municipalities.

He called on all citizens and stakeholders to work together towards a prosperous and inclusive future for KwaZulu-Natal.

KZN flood victims moved to temporary accommodation

Victims of the recent Durban floods have been moved to temporary emergency accommodation, the Ministry of Human Settlements said on Friday.

This as the province of KwaZulu-Natal has been experiencing inclement weather.

A joint operation by the three spheres of government, namely the national and provincial Departments of Human Settlements, and eThekwini Municipality saw 47 households being moved to a temporary emergency accommodation on Thursday.

In its statement, the department said residents were moved from a mass care centre.

Earlier in the week, Human Settlements Minister Thembi Simelane deployed a team of officials with a clear mandate for an urgent temporary solution to be sought to assist the affected households.

Call for urgency in assisting KZN flood victims

Call for urgency in assisting KZN flood victims

Officials responsible for emergency housing within the Department of Human Settlements have been directed to speed up the process of assisting flood-affected households in KwaZulu Natal.

The areas affected by the inclement weather include eThekwini townships such as Lamontville, Umlazi, uGu and King Cetshwayo District Municipalities.

“We regret that the floods have resulted in the loss of life. Our deepest condolences to the families that lost their loved ones. I have impressed upon our team to work with other spheres of government and relevant institutions to assist the affected households.

“Key to this is the provision of emergency shelter. Our team will conduct the necessary assessment that will inform our intervention in line with our Emergency Housing Policy,” Human Settlements Minister Thembi Simelane said in a statement.

A team from the department is expected to conduct preliminary technical assessments and beneficiary registration.

These will inform possible interventions such as rebuilding the damaged structures, relocating the affected households and providing building materials to enable the affected to restore their damaged houses or structures.

Simelane appealed for maximum cooperation between government and other stakeholders including communities.

“It is only through cooperation that we will be able to effectively respond to housing emergencies such as this one,” the Minister said.

Accordingly, the department is already working with the provincial structures to ensure that affected households are assisted with adequate shelter.

Meanwhile, in a statement on Facebook, the MEC for Transport and Human Settlements in the province, Siboniso Duma expressed his condolences to the families who have lost loved ones following the adverse weather.

This as he together with the provincial Department of Cooperative Governance and Traditional Affairs MEC Thulasizwe Buthelezi and eThekwini Mator Cyril Xaba among others, visited the bereaved families on Wednesday.

“This follows last night's heavy rainfall that resulted in the collapse of houses, destruction of roads and people being washed away.An intergrated approach involving all spheres of government has been adopted to assist affected families,” said the KwaZulu-Natal Department of Human Settlements.

In addition, the eThekwini Municipality will assist with burials.

“Importantly, a decision has been made to move families living in flood prone areas around Ward 74,” it said.

Duma announced that Temporary Residential Units are being arranged for families whose houses collapsed.

Earlier this week, the South African Weather Service (SAWS) issued a yellow level 2 heavy rain warning for the province following widespread flooding.

Service providers ordered to pay back PPE profits

Service providers ordered to pay back PPE profits

The Special Tribunal has ordered 16 service providers to pay back some R21 million in profits linked to alleged irregularly awarded Personal Protective Equipment (PPE) contracts.

The contracts were awarded by the KwaZulu-Natal Department of Social Development (KZN DSD) during the height of the COVID-19 pandemic.

The order emanates from a probe by the Special Investigating Unit following a provincial Treasury investigation into the KZN DSD.

“The Treasury investigation concluded that PPE was procured from 16 service providers in 18 contracts, with a total cumulative value of R21 242 955.95. The report further recommended disciplinary action against several officials and the registration of a criminal case.

“The SIU [Special Investigating Unit] processed the report through its processes and systems and identified significant shortcomings in the initial investigation. The report did not evaluate potential financial recoveries or quantify the state’s losses. Additionally, no efforts were made to recover funds lost due to overpricing or irregular procurement practices.

“The SIU [investigation] found that all service providers charged rates that exceeded the pricing guidelines set by the National Treasury. Consequently, the SIU has initiated proceedings in the Special Tribunal to recover the overpayments,” the SIU said in a statement on Tuesday.

The corruption busting unit said any criminal conduct will be referred for prosecution.

“In line with the Special Investigating Unit’s and Special Tribunals Act 74 of 1996 (SIU Act), the SIU refer[s] any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority (NPA) for further action.

“Under the SIU Act, the SIU is also authorised to initiate a civil action in the High Court or a Special Tribunal in its name to address any wrongdoing identified during its investigation resulting from acts of corruption, fraud, or maladministration,” the SIU concluded. – SAnews.gov.za

Traditional leaders urged to help build a better SA

Traditional leaders urged to help build a better SA

President Cyril Ramaphosa has called on traditional leaders to work alongside the Government of National Unity (GNU) in shaping a prosperous and inclusive future for South Africa.

Addressing the annual opening of the National House of Traditional and Khoi-San Leaders (NHTKL) at the Good Hope Centre in Cape Town, the President reaffirmed the vital role of traditional leadership in the country’s development.

“As the Government of National Unity, I once again call on Amakhosi to join hands with us as we embark on a new, glorious future for South Africa and its people,” said President Ramaphosa said on Tuesday.

The National House of Traditional and Khoi-San Leaders comprises traditional leaders who are delegates from the Provincial Houses of Traditional Leaders of South Africa and represent the Provincial Houses at national level.

He highlighted the historical significance of traditional leadership, noting that traditional leaders support governance in many rural and peri-urban communities, often facing the harshest conditions of poverty, inequality, and climate change.

The President expressed concern over the recent devastating floods in KwaZulu-Natal, which led to loss of life and destruction of property and infrastructure. He urged Amakhosi to work with disaster management teams to protect rural communities from extreme weather events.

“The recent floods in parts of KwaZulu-Natal have led to loss of life, damage to farming land, and the destruction of property and infrastructure. Our thoughts and prayers are with all the affected communities.

“I want to use this opportunity to call on you as Amakhosi to work with the disaster management response teams in our provinces and support the work that is being done to protect our rural communities against extreme weather,” he said.

Killings

President Ramaphosa strongly condemned the increasing assassinations of traditional leaders, calling the attacks an “affront to our nation".

He referenced the recent killing of Contralesa NEC member and Ndzundza-Fene Traditional Council Chairperson, Kosi Thugwana, in Mpumalanga, stressing that such violence must be rooted out.

“Even one killing is one too many. Be assured that our law enforcement agencies are working around the clock to ensure that the perpetrators of these heinous crime are brought to book.”

Shared prosperity

The President reiterated the government’s commitment to working with traditional and Khoi-San leaders to foster unity and development. He also emphasised the importance of their participation in the upcoming National Dialogue, a platform aimed at fostering inclusivity and shaping the country’s future.

He said that government will rely on the traditional leaders’ guidance to rally people towards a future of shared prosperity and inclusivity.

“It will be important that traditional leaders and the communities they lead [to] participate in the National Dialogue so that the process produces a plan that reflects the interests and aspirations of everyone.

“The Medium Term Development Plan that we have adopted as the Government of National Unity intends to advance three strategic priorities: to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living and to build a capable, ethical and developmental state,” the President explained.

He also highlighted ongoing consultations to review the White Paper on Local Government and emphasised the role of Amakhosi in shaping policies that affect rural communities.

The Deputy President has been mandated to facilitate dialogues with traditional leaders, further strengthening collaboration between government and traditional institutions.

Legislative developments

Following the Constitutional Court’s ruling that declared the Traditional and Khoi-San Leadership Act unconstitutional, the President confirmed that steps were being taken to reintroduce a revised bill in Parliament.

He urged traditional leaders to actively participate in consultations to ensure their interests are reflected in the legislation.

In addition, President Ramaphosa addressed the longstanding issue of customary initiation practices, particularly in the Eastern Cape, where fatalities and injuries continue to be a concern.

The government has gazetted regulations for public comment and is working towards drafting guidelines to regulate initiation school fees and prevent exploitation.

Turning to the issue of land reform and economic development, the President reaffirmed the government’s commitment to land reform, noting the passage of the Expropriation Act as part of efforts to ensure that land is equitably shared.

The Department of Land Reform and Rural Development has completed its work on the Communal Land Tenure Bill and is set to conduct public consultations.

Tackling gender-based violence and Forum of Majesties

The President urged Amakhosi to take a stand against gender-based violence and femicide, emphasising that such crimes have no place in African culture. He commended the House for its existing initiatives and called for greater involvement in protecting women and children.

“We know that such violence is not part of any culture. Violence against women and children is not part of the nation we want to build.”

Turning to traditional leadership, President Ramaphosa welcomed the launch of the Forum of South Africa’s Majesties, chaired by His Majesty King Makhosonke II, and acknowledged efforts to establish a similar platform for Queens.
He also encouraged traditional leaders to continue engaging with government ministries, particularly in sectors such as mineral resources, to ensure communities benefit from the country’s natural wealth.

G20 and National Budget

With South Africa set to host the G20 Summit for the first time later this year, the President urged traditional leaders to use the opportunity to showcase the nation’s diverse cultural heritage.

He also addressed the postponement of the Budget Speech, explaining that further discussions were necessary to align the priorities of the multi-party GNU.

“In the interests of consensus-building, we are undertaking further discussions so that we can arrive at a budget that everyone can have confidence in a budget that promotes inclusive growth, supports job creation and that tackles poverty and inequality,” he said.

The President further emphasised that despite many challenges, it is through cooperation and partnership that a better South Africa can be built in which everyone enjoys equal opportunity and can lead lives of dignity. – SAnews.gov.za

Level 2 heavy rain warning issued for KwaZulu-Natal

Level 2 heavy rain warning issued for KwaZulu-Natal

The South African Weather Service (SAWS) has issued a yellow level 2 heavy rain warning for KwaZulu-Natal.

This follows widespread flooding that has claimed the lives of nine people.

In a statement released Monday afternoon, the weather service warned of disruptive rainfall leading to localised flooding in susceptible areas, including formal and informal settlements, roads, bridges, and critical infrastructure in the province’s extreme northeastern regions.

On Tuesday, KwaZulu-Natal Premier Thami Ntuli visited the families of those affected by the recent severe weather conditions in the KwaMakhutha Township, south of Durban.

The floods have claimed the lives of three people, including the families’ graves, which were washed away due to the persistent rainfall in eThekwini and surrounding areas of the province.

The three affected families reside in KwaMakhutha, Mbumbulu, and Folweni.

Premier Ntuli expressed his condolences and reassured the public that the provincial government was taking immediate steps to provide assistance.

Ntuli said the MECs have already visited the area to assess the situation and ensure that those affected are not enduring further hardships.

He said the provincial government was committed to providing the necessary support, including temporary shelter and fixing the stormwater drainage system.

The Premier underscored the importance of allocating people in strategic areas, where they would be less vulnerable to floods.

“We asked the traditional leaders, when they allocate land for building houses, to consider flood-prone areas. Even in informal settlements, people must avoid building on land in floodplains,” Ntuli said.

While the provincial Department of Cooperative Governance and Traditional Affairs (CoGTA) has a comprehensive disaster response plan in place designed to provide immediate assistance during and after such crises, the Premier stressed that prevention remains a top priority.

“We must prioritise early intervention over waiting until lives are lost. It is essential that people in KwaZulu-Natal observe the warnings given by weather service and CoGTA,” Ntuli said. – SAnews.gov.za

Minister meets His Majesty King Misuzulu kaZwelithini over FMD

Minister meets His Majesty King Misuzulu kaZwelithini over FMD

Challenges posed by the Foot and Mouth Disease (FMD) in KwaZulu-Natal were at the core of Agriculture Minister John Steenhuisen and His Majesty King Misuzulu kaZwelithini's meeting recently.

“The engagement formed part of the Department’s [of Agriculture] intensified efforts to curb the spread of the disease and protect the province’s livestock sector. The main objective of the meeting was to seek His Majesty’s support in controlling the spread of FMD, which has remained a challenge in the region.

“KwaZulu-Natal continues to be one of the most affected provinces, with over 130 active outbreaks in communal dip tanks, small-scale farms, and five game reserves,” the department said.

This as two additional suspected outbreaks are currently under investigation.

Friday’s discussions held at the eMashobeni Royal Palace in Nongoma focused on collaborative solutions, including enhanced disease management strategies, improved biosecurity measures, and support for affected farmers.

“His Majesty King Misuzulu kaZwelithini expressed his full support for the Department’s efforts and committed to leading by example. He has invited the Department to his farm to commence vaccination efforts, demonstrating his dedication to disease control and livestock health in the region.

“Additionally, the Department of Agriculture confirmed that funding for vaccinations in the affected areas has been made available, ensuring that vaccination efforts can be ramped up to contain the disease.”

Following the meeting, Minister Steenhuisen commended King Misuzulu kaZwelithini’s leadership and commitment to working with government structures to support farmers and strengthen disease control measures.

“The Department of Agriculture remains committed to working closely with traditional leaders, farmers, veterinary officials and industry role-players to mitigate the impact of FMD and restore stability in the livestock industry.”

Sustainability of black farmers is crucial for SA’s sugar industry

Location: News

Sustainability of black farmers is crucial for SA’s sugar industry

Government is committed to ensuring that the more than 24 000 black small-scale sugarcane farmers remain an integral part of the multi-billion-rand sugar industry, Agriculture Minister John Steenhuisen said.

The industry is the bedrock of rural economies in KwaZulu-Natal and Mpumalanga.

Steenhuisen met with a number of small-scale growers and the sugar industry leadership at KwaShukela in Mount Edgecombe, Durban.

“The sustainability of the small-scale sugarcane farmers must remain one of the main priorities for both government and the industry. I am passionate about the cause of small-scale farmers to ensure their growth and success. You are part of the agriculture family, and we regard you as very important stakeholders in agriculture," said the Minister on Friday.

The leadership of the sugar industry at the meeting was led by the South African Sugar Association (SASA), the South African Farmers Development Association, SA Canegrowers and South African Sugar Millers’ Association.

SASA has been at the forefront of the efforts aimed at securing the sustainability of the small-scale sugarcane farmers (SSGs).

“The dire situation of SSGs necessitated a decisive intervention by SASA and industry leaders, hence the installation of the billion-rand empowerment plan. An average of 13 349 SSGs per season have benefited from the Transformation Intervention Fund since the 2019/2020 season,” the Ministry of Agriculture said.

It added that SASA has spent R1.09 billion on empowerment interventions/initiatives, especially for the benefit of black small-scale growers.

Of the R1.09 billion, SSGs received R700.55 million (64.27%), black large-scale growers (LSGs) received R254.47 million (25.22%) and the value of other interventions for black beneficiaries amounted to R137.88 million (12.64%).

Furthermore, the extension of empowerment funding (R238.9 million for the current season) will continue to have a positive impact on SSGs and black growers in general. Two major categories of interventions exist – cane delivery-based and non-delivery-based interventions.

“The condition for receiving this cane delivery-based grant funding is for growers to be active farmers who deliver sugarcane.

“Besides the cane delivery-based grant funding to black growers, further funding examples include the R46.5 million infrastructure rehabilitation project in the Nkomazi region, Mpumalanga (which has greatly benefited SSGs and led to 300 hectares of cane being established), the R3.3 million SSG-driven rail siding initiative in Mkhuze, KwaZulu-Natal (making it possible for 70 000 tons of SSG cane to be transported to the Felixton Mill for the Makhathini-based growers  at a significantly lower transport cost) and the installation of a dummy spiller (R7.6 million) at the Gledhow Sugar Mill for cane delivery by SSGs, which reduced SSG hauler turnaround times and transport costs.”

Sugarcane Value Chain Master Plan

Phase One of the Sugarcane Value Chain Master Plan to 2030 has cemented the foundational role of SSGs.

A minimum of R60 million of the Premium Price Payment (PPP) to SSGs as part of the Master Plan, for a period of three seasons (2021/2022 to 2023/2024), was allocated, escalating annually to R68 051 340 in the 2023/2024 season.

The 2023/2024 season was the last year of the PPP. However, on 20 March 2024, SASA Council approved the extension of PPP to 2024/2025 with an inflationary adjustment, meaning the allocation for this season is R71.08 million.

Through the Master Plan processes, the industry has been able to pinpoint challenges or factors which impede the envisaged growth of SSGs through surveys that engaged more than 2 500 growers. Some of these factors include access to land and capital.

“There are limited opportunities for individual small-scale growers to expand their area under cane due to the lack of access to land and the dispersed distribution of cane farms in the deep rural areas of KZN and Mpumalanga. SASA is focused on ensuring that the lack of economies of scale, long transport distances and high contractor costs, are mitigated by the grants and other support to small-scale growers.”

The Ministry said that the long-term strategy is to ensure that small-scale growers remain in cane farming and are sustainable with improved productivity in the short-term while medium to long-term interventions are being developed.

“The industry is now working on putting together an intervention plan for the improving the livelihoods of SSGs across the industry. This forms part of Phase Two of the Master Plan, which is yet to be signed and implemented, with Phase One having expired on 31 March 2023,” it said. -SAnews.gov.za
