Deadline for spaza shop registrations extended to February 2025

Deadline for spaza shop registrations extended to February 2025

Government has extended the registration deadline for spaza shops and other food handling outlets to 28 February 2025, as announced by Cooperative Governance and Traditional Affairs Minister, Velenkosini Hlabisa, on Wednesday.

This follows the end of the initial 21-day registration period, which concluded on Tuesday, 17 December 2024.

A total of 42 915 applications were received, and 19 385 of them have been approved.

President Cyril Ramaphosa announced the registration last month as one of the measures to address growing concerns regarding spaza shops and tuck shops, which are linked to an increase in foodborne illnesses and deaths.

The President’s address highlighted a foodborne illness crisis, with over 890 cases and about close to 30 deaths since September.

The Minister emphasised the importance of compliance with health regulations, noting that 1 041 non-compliant shops were closed.

“Before the revised deadline of 28 February 2025, government in all its spheres will continue to implement the action plan to address the crisis of foodborne illnesses and the illicit trade of goods across the country,” Hlabisa told the media at a briefing in Pretoria.

READ | SAPS: We expect everyone to cooperate in compliance inspections

Meanwhile, he said those who have registered their businesses and received their acknowledgement of registration still need to undertake a further process to obtain their trading licences.

“For this process, environmental health practitioners and other regulatory authorities will still inspect owners of registered food-related trading businesses to ensure that their businesses are eligible to trade.”

WATCH | Inter-ministerial Committee on foodborne illnesses media briefing

He urged municipalities to maintain capacity for assisting those registering as operations decline during the holiday season.
“We also urge business owners to continue with their registration process within their respective municipalities and not wait until the next registration deadline.”

The Minister explained that the State was dealing with two distinct processes where business owners need to register the spaza shops and comply with health regulations.

“This process does not depend on whether you are registered or not. If you don’t comply with the health regulations, the business is closed down immediately. Hence, 1 041 spaza shops have already been closed,” he added.

In addition, the Minister said 15 health experts were appointed to a Ministerial Advisory Committee to develop long-term prevention measures.

“We want to emphasise that registration alone does not mean a business is eligible to trade. To obtain a licence or a permit to trade, business owners must comply with all health regulations and municipal by-laws related to conducting a business.”

Pesticides

Meanwhile, the Minister said enforcement efforts included seizing 470 litres of pesticides and intensifying inspections at ports of entry.

According to Hlabisa, inspections of imported food items, medicines, drugs, and pesticides have also been intensified at ports of entry.

He said heightened surveillance at all 71 ports of entry, especially marine ports in KwaZulu-Natal including Durban, is aimed at preventing the entry of unsafe goods.

Warning

The Department of Home Affairs’ (DHA) Albert Matsaung addressed the legal implications of assisting illegal foreigners to register spaza shops, referencing Section 42 of the Immigration Act.

He reiterated the importance of adhering to immigration laws and the role of the DHA and stressed the serious consequences for South Africans who assist illegal foreigners.

“No one should assist. No one should provide any kind of support - either be it in the form of providing immovable property, which in this case is the garages or houses where these spaza shops are being run. It means that it becomes a serious offence, criminally and in terms of the Immigration Act.”

Matsaung stated that anyone who assists a foreigner who does not deserve to participate in this process will be prosecuted. – SAnews.gov.za

SAWS warns of heavy rain

Location: News

SAWS warns of heavy rain

The South African Weather Service (SAWS) has warned of heavy rain that is likely to elevate the risk of flooding over the next few days.

“Eastern South Africa is expected to experience increased rainfall over the next week, with numerical models predicting between 70 - 150 mm of accumulated rainfall in parts of Gauteng, Mpumalanga, KwaZulu-Natal, the eastern Free State, eastern parts of North West, and the western and southern areas of Limpopo,” SAWS said on Tuesday.

The substantial rainfall increase is likely to raise the risk of flooding.

As a result, the public is strongly urged to stay informed by following short-term weather forecasts and any warnings issued by the weather service.

“With the forecasted rainfall and accompanying cloud cover, temperatures in the eastern parts of the country are expected to cool down, providing some relief from the extreme heat and uncomfortable conditions experienced in recent weeks.

“The weather outlook for Thursday shows a possibility of isolated to scattered showers and thundershowers over the central and eastern areas of the country, but widespread over KwaZulu-Natal and Mpumalanga,” SAWS explained.

The expected thunderstorms may result in heavy downpours that may lead to localised flooding, a possibility of damaging winds as well as hail in places over Gauteng, the Free State, KwaZulu-Natal, Mpumalanga as well as the southern parts of Limpopo.

For Friday, isolated showers and thundershowers are possible over the northeastern areas of the country, but scattered over Gauteng, Mpumalanga as well as the eastern parts of North West with light rain expected along the south coast.

READ | Thunderstorms expected in several parts of the country

Heatwave

Large parts of South Africa’s interior have experienced heatwaves in recent months, with a particularly intense and prolonged heat wave lasting for two weeks during the first half of December 2024.

“This heat wave resulted in several new temperature records, both maximum and minimum, across various provinces. In addition to the extreme heat, the central and eastern interior of the country has seen significantly less rainfall this season, contributing to drought-like conditions and low water catchment levels.

“Unfortunately, this dry trend is expected to continue over the central interior for the next week with only isolated thunderstorms possible. However, the eastern provinces are likely to see a significant improvement in rainfall over the coming week, as tropical moisture and favourable synoptic conditions are expected to bring more rainfall to the area,” SAWS said.

The South African Weather Service will continue to monitor any further developments relating to the weather systems and will issue subsequent updates as required.

The SAWS urged the public to regularly follow weather forecasts on television and radio.

Updated information will regularly be available at www.weathersa.co.za as well as via the SA Weather Service X account @SAWeatherServic. -SAnews.gov.za

SANRAL advises motorists of toll fees on major routes

With some of the major routes anticipated to experience heavy traffic during the festive season, the South African National Roads Agency SOC Limited (SANRAL) has advised motorists on toll fees on some of the country’s major routes.

Some of the key routes anticipated to experience heavy traffic in the SANRAL Northern Region include the N1 from Gauteng to the Musina (in Limpopo) border post, the N3 Gauteng to KwaZulu-Natal and the N4 from Gauteng to the Lebombo (in Mpumalanga) border post.

N1 Gauteng – Musina border post

The N1 is a busy route stretching from Gauteng all the way to the Musina border post.

“The road is generally in good condition and ready to accommodate the traffic during this period. There are rest and service facilities spread out along the N1 from outside Pumulani Toll Plaza in Gauteng to Beit Bridge border post in Limpopo. Road users can expect to pay approximately R300 in toll fees for light vehicles,” SANRAL said.

N3 Gauteng – KwaZulu-Natal

The N3 from Gauteng to KwaZulu-Natal is expected to carry heavy traffic during the festive period with motorists making their way to visit the coast for the holidays.

“There are no construction projects along the N3 within [the] Gauteng province. But there are roadworks on the N3 between Pietermaritzburg and Durban in KwaZulu-Natal with some traffic delays.

“There are rest and service facilities spread out along the N3 from outside Vosloorus in Gauteng to Durban in KwaZulu-Natal. Road users can expect to spend about R500 on tolls for a single trip on this route,” SANRAL said.

N4 Gauteng to Lebombo border post

The N4 from Gauteng to Lebombo Border Post is ready to accommodate traffic during the festive season.

There is currently a road-marking project between Wonderfontein and Belfast (eMakhazeni) so motorists can expect minimum traffic disruptions.

There are rest and service facilities spread out along the N4 from outside Diamond Toll Plaza in Gauteng to Lebombo border post in Mpumalanga. Road users can expect to pay R304 for tolls.

“SANRAL encourages motorists to drive safely, obey all the rules of the road, rest every two hours or after every 200 kilometres and to be respectful towards other road-users.”  -SAnews.gov.za

Mchunu condemns KZN killings

Police Minister Senzo Mchunu has condemned the killings of four people including two police officers in Hammersdale, KwaZulu-Natal.

“This brutal act of violence is a stark reminder of the dangers faced by our police officers in their line of duty and the vulnerability of our communities. Our thoughts and prayers are with the families of the two officers and the innocent women whose lives were viciously cut short.

“Their loss is a tragedy not only to their loved ones but also to the broader community and the police fraternity,” the Minister said in a statement on Sunday.

According to preliminary reports, at approximately 19:30 on Saturday, three police officers from the Hammarsdale Police Station responded to the murder of a woman in the Cliffdale area.

While they were attending to the scene, the alleged perpetrator opened fire, fatally wounding two officers and killing another elderly woman before fleeing the scene. The third officer was unharmed.

The police acted swiftly in their response, engaging in a shootout with the suspect, who was later found deceased in dense bushes near the crime scene.

A firearm belonging to one of the fallen officers was recovered in the suspect's possession. The Minister commends the police for their decisive and immediate actions.

The Minister reiterated his call for communities to work closely with law enforcement agencies to ensure the safety and security of all South Africans.

“We cannot and will not tolerate attacks on those who dedicate their lives to protecting our communities. This senseless violence must stop. As we mourn the loss of our fallen heroes, we remain resolute in our commitment to making our country safer,” Mchunu said. -SAnews.gov.za

Minister provides update on Tourism Equity Fund

Twenty applications under the Tourism Equity Fund (TEF) amounting to R301 million have been approved, Tourism Minister Patricia de Lille said on Sunday.

“So far, only 20 applications from businesses have been approved under the TEF. These approved applications amount to R301million,” the Minister said in an update on the progress of applications for the fund.

Applications for the TEF opened in November 2023.

READ | Tourism announces opening of application process for TEF

The TEF is an initiative by the Department of Tourism to provide financial support to tourism enterprises and to transform the sector.

“The relaunch of the R1.2billion TEF in 2023 and the subsequent application process opening in November 2023, saw a high level of interest from businesses applying to the TEF for funding. The revised TEF is being implemented in line with existing legislation,” said the department.

In the update, the department said KwaZulu-Natal leads in both submissions and approvals, recording five approvals, followed by approvals for businesses in Gauteng, the Eastern Cape, Limpopo, the Western Cape and the Free State.

Two of the approved applications were for new businesses and 18 were for expansion of existing businesses.

The R1.2 billion fund is managed by the Small Enterprise Finance Agency (SEFA) on behalf of the Department of Tourism and follows a blended finance approach to provide a combination of debt and grant financing to facilitate equity acquisition and new project development in the tourism sector by black entrepreneurs.

The Minister expressed concern with the pace of the administration of the fund.

“The administration of this fund and application processing has been too slow and despite all SEFA has done to improve on the management of the TEF, efforts which I had impressed on SEFA to work hard on, I remain seriously concerned about the speed at which decisions are taken on TEF applications and the rate at which SEFA disburses funds to the approved applicants.

“The more delays tourism businesses face in accessing finance, the more we are not achieving transformation and the creation of the much-needed jobs in the tourism sector.”

Under the Fund Management Agreement between the Department of Tourism and SEFA, the TEF aims to:

  • Increase growth, transformation and stimulate more inclusive participation in the tourism sector in line with the targets for the Tourism B-BEE Sector Codes and
  • Address funding obstacles faced by enterprises in the tourism sector.

“The first year of the application adjudication process was painfully slow and a number of interventions were made to enhance the administration of the TEF by SEFA,” Minister de Lille said.

This as  SEFA has reported that it is expanding outreach activities by hosting webinars to provide step-by-step guidance to help applicants navigate the TEF application process to improve their chances of success.

“I am appealing to SEFA to continue putting more meaningful work and effort into ensuring that applicants access the TEF urgently, and as agreed with them, to be diligent in discharging their responsibilities in managing the TEF.”

The Minister further apologised to the “tourism sector for the poor performance of the application adjudication process.” -SAnews.gov.za

Suspect to appear in court for dealing in drugs

A suspect is due to appear in the Durban Magistrate’s Court in KwaZulu-Natal, after being arrested for dealing in drugs.

“On Wednesday 11 December 2024, the Hawks members from Durban's Serious Organised Crime Investigation (SOCI) conducted a successful sting operation, leading to the arrest of a 30-year-old suspect for dealing in drugs,” the Hawks said in statement on Thursday.

The operation commenced on 19 November 2024, when the undercover SOCI team bought approximately 20 grams of cocaine powder valued at an estimated R5 000  from the suspect.

“Based on this initial purchase, the Hawks obtained authorisation under Section 252A of the Criminal Procedure Act, to conduct a second buy and bust operation on 11 December 2024.

“The suspect was arrested in possession of an additional 20 grams of cocaine powder, valued at an estimated R5 000, during the transaction on Old North Coast Road in Durban.”

The seized cocaine powder with a total value of R10 000 was confiscated.

“The suspect now faces two counts of dealing in drugs and will appear in the Durban Magistrate’s court on 12 December 2024.

“The KwaZulu-Natal Directorate for Priority Crime Investigation Provincial Head, Major General (Dr) Lesetja Senona, applauded the team’s efforts and underscored the ongoing efforts of the Hawks to tackle the scourge of drug dealing in Durban and its surrounding areas.” -SAnews.gov.za

KZN police commended for arresting one of their own

KZN police commended for arresting one of their own

KwaZulu-Natal Premier, Thamsanqa Ntuli, has commended police diligence in apprehending those found on the wrong side of the law, even within police ranks.

Ntuli’s remarks come after the Port Shepstone Serious Organised Crime Investigation unit (Hawks) arrested Sergeant Ntokozo Mngqithi (34) for corruption and defeating the ends of justice.

Mngqithi, who was already detained for the murder of his fiancée, Sergeant Ntombi Mbanjwa, has been charged with corruption, which was committed in November 2022, when he was investigating a case of culpable homicide, after a truck collided with a light motor vehicle and seven passengers died.

It is alleged that Mngqithi approached the truck driver and demanded R60 000 gratification in order to squash the docket.

However, certain crucial evidence was not submitted before the court despite numerous instructions on the docket. Mngqithi allegedly lied about that evidence and the case was provisionally withdrawn.

The case docket was then allocated to another investigating officer and Mngqithi’s foul play was discovered.

During the Hawks investigation, it was discovered that Mngqithi was paid more than R30 000 to his bank account.

Reacting to the new developments in the case, Ntuli said Mngqithi’s arrest is proof that lawlessness has no place in the province, “even within the South African Police Service.”

“No one is above the law, as demonstrated by the arrest of one of their own. I [also] commend the work of the police, especially the TRT (Tactical Response Team) members and the police force in Umzinyathi District, for their swift actions in arresting three individuals involved in illegal firearms and ammunition possession during two separate incidents.”

The Premier also expressed satisfaction with the police's response to criminal elements in KwaZulu-Natal, and praised the leadership of KZN Police Commissioner, Lieutenant -General Nhlanhla Mkhwanazi for setting a high standard for his team.

The Premier further encouraged the public to support the police by exposing corrupt individuals within both the community and law enforcement, emphasising "together, we can ensure that the law takes its course."

Mngqithi made a brief appearance in the Umzimkhulu Magistrate’s Court on Tuesday, where he was remanded in custody.

President Ramaphosa commends Welisizwe bridges construction in Mpumalanga

President Ramaphosa commends Welisizwe bridges construction in Mpumalanga

President Cyril Ramaphosa has commended the cooperation between the government departments that ensured the successful completion of Welisizwe Bridges in KwaMhlanga, Mpumalanga.

“We are here as government to report that we have delivered on our promise to address the problem of old and dilapidated bridges in Mpumalanga,” President Ramaphosa said.

Addressing the local communities at Solomon Mahlangu Stadium in KwaMhlanga, President Ramaphosa said communities have needed infrastructure.

The President embarked on a multifaceted two-day visit to Mpumalanga. The visit is to commence on Tuesday, where the President met with the Mpumalanga Provincial Executive Committee. Today, he undertook the second phase of the Welisizwe Rural Bridges handover.

“Poor transport infrastructure has been making it difficult to get to and from places of work, school, the hospital and clinic, and to towns and cities from rural areas,” President Ramaphosa said.

President Ramaphosa said in some cases, what would normally be a quick journey from one place to another takes double the time because there is no bridge.

“When the rains come or there are heavy floods, crossing becomes difficult and dangerous. As government, we have heard your call as the people of Mpumalanga for this issue to be addressed.

“[Welisizwe] is a ground-breaking method to construct bridges that are sturdy, that last, and are safe for communities. We have been working with speed to deploy the bridges where they are needed most -- in KwaZulu-Natal, Mpumalanga, Limpopo, the North West, Eastern Cape and the Free State.

“We were all extremely impressed by the quality of the structures we visited [today].”

President Ramaphosa told the locals that government is working hard to ensure that there is water in communities.

“As government, we are doing everything in our power to ensure that there is water in our communities,” the President said.

The President said there are plans to expand the Expanded Public Works Programme (EPWP) for people to gain critical skills, which can be used in projects such as Welisizwe.

“With the skills gained, people can go and look for employment or start their own businesses,” President Ramaphosa said.

Public Works Minister Dean Macpherson said the President’s visit to Mpumalanga was not just to mark the completion of critical infrastructure, but to celebrate the progress that is being made in restoring dignity to people through the transformative Welisizwe Rural Bridges Programme.

“This initiative is a shining example of what can be achieved when we work together across all spheres of government and sectors of society,” Macpherson said.

Macpherson said the Welisizwe Rural Bridges Programme embodies the work the department has done to ensure that there is infrastructure to bring dignity to communities that were previously isolated.

“These bridges are not just about crossing rivers: they are about ensuring that children can safely walk to school, patients can reach clinics in time, and families can access markets and workplaces that sustain their livelihoods.

“Mpumalanga is known as the 'province of the rising sun', and today’s ceremony is a testament to how infrastructure investment is bringing new hope and opportunities to our rural communities. It is also a testament to the tireless collaboration that has made this progress possible.

“The South African National Defence Force’s technical expertise and commitment have been invaluable in constructing these bridges, often in challenging terrains and under tight timelines,” Macpherson said.

Speaking to SAnews, community member, Thozamile Mbeje, expressed her gratitude for the construction of the bridges.

“I thank our government for constructing the bridges in our communities. It was difficult to cross the river during rainy seasons. Our children could not go to school because of overflowing rivers.”

Mbeje said they are now able to move to other areas with ease, and that children don’t have to miss school because of overflowing rivers.

Another resident, Isreal Sithole, said before the construction of the bridges, he could not go to work during rainy days.

“It was difficult to get to the other side because of the overflowing river, in the past we had incidences were people were washed away by the river,” Sithole said.

Sithole told SAnews that government should do more to improve people’s lives by bringing more services.ing“Our people need hospitals, clinics and other essential services closer to were they are staying,” Sithole said.

President Ramaphosa has been in Mpumalanga since Monday.

On Tuesday, the President met with the Provincial Executive Committee. Today, he undertook  the second phase of the Welisizwe Rural Bridges handover.

The meeting with the Mpumalanga Provincial Government’s Executive is part of a series of engagements between the President and provinces aimed at enhancing intergovernmental coordination and improve service delivery, in line with the priorities of the 7th Administration.

The handover and official opening of bridges afforded the President an opportunity to directly witness the work that has been done since the pronouncements made in the 2023 State of the Nation Address.

The Welisizwe Bridges programme is a strategic Integrated Project (SIP) prioritised by the 6th administration.

Collaborative efforts between the Department of Public Works and Infrastructure and the Department of Defence have already resulted in bridges being constructed in provinces such as KwaZulu-Natal, Eastern Cape, Limpopo, Mpumalanga, Free State, and the North West.

Spotlight on interventions for economic empowerment of women

Spotlight on interventions for economic empowerment of women

With South Africa officially assuming the G20 Presidency, government is looking forward to rallying the world against all forms of gender-based violence and exploitation of women, through the Working Group on Women Empowerment.

Addressing the closing event for the 16 Days of Activism for No Violence gainst Women and Children campaign at Ntsimbini Sports Ground in Port St John’s in the Eastern Cape on Tuesday, Minister in the Presidency for Women, Children and Persons with Disabilities, Sindisiwe Chikunga, announced a range of socio-economic interventions to transition vulnerable women to income-generating activities.

Chikunga said economic empowerment was incomplete without women’s meaningful access to land, which was the basis of all economic activity and a source of dignity.

The catalytic interventions for the economic empowerment of women include prioritising transferring productive land and productive assets to women for commercial purposes.

Working with Transnet Properties, Chikunga said over 20 sites have been identified in Limpopo, KwaZulu-Natal and the Eastern Cape, spanning over six district municipalities.

The sites will be leased to women at highly-subsidised rates, enabling them to develop sustainable enterprises.

“We are actively identifying more sites across all nine provinces, [and] we have also partnered with the Council for Scientific and Industrial Research (CSIR) to create a value-chain-driven Agricultural Cooperatives Model.

“By leveraging the CSIR’s intellectual property and advanced technologies, including precision agriculture, this model will equip and prepare women farmers for market success.

“The Minister of Finance recently announced that public procurement makes up around 19% of government spending, totalling R1.5 trillion over the next three years. I have tasked the Women’s Economic Assembly to assemble a team of experts that will dissect Public Procurement and Gender-Responsive Supply Chains to ensure that a minimum of 40% of that R1.5 trillion goes to women-owned businesses,” Chikunga said.

The department was also rethinking financial support structures and incentives.

Chikunga said women-owned businesses do not just need contracts, but the resources to deliver on their contracts and build sustainable enterprises.

While South Africa recognised the important symbiotic relationship between promoting women in science, building equitable societies, and the advancement of humanity, Chikunga noted that currently, women make up less than a third of the workforce across science, technology, engineering, and mathematics (STEM) careers.

She said confronting the historical and ongoing exclusion of women from STEM would be a priority for the department.

“We will be developing tangible programmes and campaigns that are needed to correct societal and cultural beliefs that use gender stereotypes to perpetuate scientific inequality. Science and humanity suffer when women are excluded from STEM.

“We also intend to leverage the potential of Artificial Intelligence (AI) and Emerging Digital Technologies to improve the wellbeing and prospects of persons living with disabilities,” Chikunga said.

The Minister added that the South African government was looking forward to planning and executing catalytic legacy projects and interventions in collaboration with the G20 family and partners in areas including women in high-tech industries, women in the agricultural value chains, women in the oceans economy, logistics, pharmaceutical industries, and the creative industries. – SAnews.gov.za

KZN to intensify efforts to combat GBVF

KZN to intensify efforts to combat GBVF

As the 16 Days of Activism for No Violence Against Women and Children campaign ends, KwaZulu-Natal Premier Thamsanqa Ntuli has reaffirmed the province’s commitment to turn the fight against gender-based violence and femicide (GBVF) into sustained action.

Ntuli said the province plans to intensify its efforts to combat GBVF through policy reforms, increased funding for survivor support programmes and partnerships with civil society and the private sector.

“We are taking a stand to ensure that the progress made during these 16 days is not lost but built upon, so that every day becomes a step closer to a safer, [and] a more equitable KwaZulu-Natal,” Ntuli said.

While the 10th of December marks the end of the campaign, the day also kick starts government’s intention to confront the scourge of GBVF in South Africa for 365 days.

Ntuli emphasised the province’s transitioning from the 16 Days of Activism campaign to a year-round commitment to combat gender-based violence and femicide, and the need for sustained collective action to eradicate the scourge.

“Our fight against GBVF cannot be confined to 16 days. It must be a 365-day campaign involving every sector of society, from government to communities and businesses,” Ntuli said.

He highlighted the province’s holistic approach to tackling GBVF, which includes strengthening survivour support services, fostering collaboration between communities and law enforcement, and addressing the root causes of violence, through education and economic empowerment programmes.

Inspection of spaza shops and retail outlets

Ntuli wrapped up the province’s commemoration of the campaign with a series of activities in Gamalakhe, in the Ugu District on Tuesday.

The day started with an inspection of spaza shops and retail outlets in the area. The inspections were aimed at ensuring compliance with health, safety, and business regulations to protect the community’s well-being.

During the inspections, Ntuli engaged directly with business owners, emphasising the importance of creating safe, sustainable environments that not only benefit the local economy, but also contribute to the overall safety and security of the province.

“This is about more than just regulations - it’s about building a business culture that respects the laws of our country while also prioritising the safety and dignity of our communities,” Ntuli said.

The inspections in Gamalakhe underscored the interconnectedness of economic development and social upliftment.

The Premier pointed out that businesses, especially in vulnerable communities, play a crucial role in creating safe spaces and reducing the risk factors associated with violence.

The Premier also noted that ensuring compliance with business regulations is not about punishment but about fostering a culture of responsibility and care.

“When businesses operate within the law and prioritise community safety, they contribute to a more stable and resilient society,” Ntuli said. – SAnews.gov.za

President Cyril Ramaphosa has concluded a constructive meeting with the Mpumalanga provincial executive.

This was a 3rd session between the National Executive and a provincial executive council following meetings with the provincial leadership of Limpopo and KwaZulu-Natal.

Over the next year the National Executive is planning to meet with the leadership of all other provinces. The meeting acknowledged the great potential that exists in Mpumalanga that can be harnessed to resolve the many challenges facing the province. Therefore, inclusive economic growth and job creation must therefore be at the forefront of the efforts of government and all social partners.

The President welcomed the detailed approach applied by the provincial leadership on areas that are focused on economic growth and job creation.

The meeting welcomed the province's articulated vision on future catalytic projects that will inject more growth opportunities in Mpumalanga.

President Ramaphosa encouraged the province to explore project funding mechanisms that are not wholly dependent on the national fiscus.

Relevant state agencies will work closely with the province in the packaging of catalytic projects for private sector partnership and funding.

The meeting agreed on further enhancing inter-governmental cooperation in addressing pressing issues in the provision of basic services such as water and sanitation and electricity.

President Ramaphosa applauded the Mpumalanga province for its investments into social infrastructure such as boarding schools and hospitals.

GBV activists appointed to link communities and law enforcement

GBV activists appointed to link communities and law enforcement

KwaZulu-Natal Premier, Thamsanqa Ntuli, has handed over appointment letters to 173 gender-based violence and femicide (GBVF) activists who will serve as liaisons between the communities and law enforcement, working across various police stations in the province.

The primary responsibilities for the activists include offering emotional and practical support to GBVF victims, improving community awareness of available resources, and strengthening preventative measures against violence.

The GBVF activists will focus on:
•  Victim support services: Providing emotional, psychological and practical assistance to survivors of GBVF at police stations and community centres.
•  Community engagement: Conducting workshops and campaigns to raise awareness about GBVF and available support systems.
•  Data collection and reporting: Assisting in documenting cases to ensure accurate data on GBVF trends and improve accountability.
•  Collaboration with police: Strengthening trust between communities and law enforcement by advocating for victim-centred approaches in handling cases.

Speaking at the handing over of appointment letters during a ceremony at the Westville Correctional Centre on Monday, Ntuli highlighted the urgency to intensify the fight against GBVF and the critical role the activists will play.

“The scourge of gender-based violence continues to ravage our communities, and we can no longer stand by as silent observers. These 173 activists will be the lifeline for victims, a voice for the vulnerable, and a driving force for change in our province,” the Premier said.

Ntuli added that the appointments form part of the province’s broader GBVF strategy, which includes improving coordination among government departments, non-governmental organisations and communities.

“This initiative also ties into the National Strategic Plan on GBVF, which prioritises survivour support, prevention, and justice for victims,” Ntuli said.

The Premier emphasised the economic and social benefits of the initiative.

“By placing these activists at the forefront, we are not only protecting our citizens but also empowering individuals to take ownership of their communities and foster safer spaces for women and children,” the Premier said.

Ntuli also reiterated a call on citizens to take action and join hands in the fight against GBVF.

“Ending gender-based violence is not a responsibility of the government alone. It requires all of us—men, women, and children to take a stand, to speak out, and to work tirelessly to build a province where everyone feels safe and respected.” – SAnews.gov.za

President Ramaphosa stresses Job Creation, Inclusive Growth in Mpumalanga

President Ramaphosa stresses Job Creation, Inclusive Growth in Mpumalanga

President Cyril Ramaphosa has underscored the importance of inclusive economic growth and job creation as the central focus of government and its social partners.

The President was speaking at the meeting between the National Executive and the Mpumalanga Provincial Executive Council at the Nkangala District Council Chambers, Mpumalanga.

President Ramaphosa reiterated that cooperative governance is a constitutional mandate, urging all spheres of government to collaborate more effectively to address common challenges.

Highlighting Mpumalanga’s potential, President Ramaphosa noted the province's dual role as South Africa’s energy powerhouse, fuelled by its abundant coal reserves, and a hub for agriculture and tourism.

However, he also acknowledged the significant challenges the province faces, including an unemployment rate above the national average and widespread poverty.

“For Mpumalanga, inclusive economic growth and job creation must therefore be at the forefront of the efforts of government and all social partners. Like other provinces, Mpumalanga needs to grow faster, and the benefits of growth need to reach more of its people.

“Fortunately, this province has many advantages that it can use to drive growth and development. Mpumalanga is literally South Africa’s powerhouse,” the President said.

This is the National Executive’s third engagement with a provincial executive council. The Executive has previously met with the provincial leadership of Limpopo and KwaZulu-Natal.

Over the next year, the National Executive is planning to meet with the leadership of all other provinces.

The President pointed to the province's critical role in the country’s just transition to a low-carbon economy, stressing the need to balance environmental objectives with protecting livelihoods.

“Mpumalanga is literally South Africa’s powerhouse. Most of the country’s electricity comes from here, fuelled by the abundant coal reserves in this province.

“Mpumalanga will therefore continue to be vital to the social and economic development of the country for many years to come. For this reason, the province will also be at the centre of the just transition to a low-carbon economy,” the President said.

He called for investment in new technologies, industries, and skills to drive growth and create opportunities for communities.

President Ramaphosa lauded Mpumalanga's commitment to infrastructure development, which he described as essential for economic growth and improving the quality of life for residents.

“This is a fertile province, which has the ability to sustain a wide variety of agricultural activities. Mpumalanga is a province of natural splendour. It has long been a destination for visitors from across South Africa and across the world. We are encouraged by the determination of the province to invest in infrastructure,” the President said.

He encouraged provincial leaders to strengthen partnerships with national entities such as Infrastructure South Africa and the Infrastructure Fund.

The meeting, attended by Minister of Cooperative Governance and Traditional Affairs Velenkosini Hlabisa, Mpumalanga Premier Mandla Ndlovu, and several Ministers and Deputy Ministers, aimed to align national and provincial priorities.

As engagements with other provinces continue, President Ramaphosa emphasised the importance of leveraging regional strengths to complement national development goals.

“Different provinces have different resources and capabilities. As a country, we must ensure that these are developed and work to complement each other,” the President said.

The gathering is part of the President’s ongoing efforts to enhance cooperation between national and provincial governments to address pressing socio-economic challenges and promote sustainable development. – SAnews.gov.za

KZN, Gauteng record highest number of accidents at start of festive season

KZN, Gauteng record highest number of accidents at start of festive season

The festive season has started on a bleak note, with the preliminary road statistics showing that in the first six days of this month, 162 fatal crashes and 193 deaths were recorded in the country.

“To date, Gauteng and KwaZulu-Natal have the highest number of accidents and fatalities, with a concentration of incidents in the metros. While current figures represent a decrease compared to the same period last year, these figures are still too high,” Transport Minister Barbara Creecy said on Monday.

Addressing media during the Cross-Alive Road Safety campaign at the Lebombo Border Post, the Minister said the most recent data was collected at the end of Friday, 6 December, and preliminary analysis of the figures indicated a high number of buses and trucks involved in accidents, with most of the accidents occurring after dark.

“To rectify this situation, urgent meetings will be convened this week with bus and truck operators, as well as traffic management authorities in the provinces and metros concerned.

“Road traffic operations in the first five days of December stopped nearly 200 000 vehicles and made 512 arrests. The top five offences include speeding; driving without a seat belt; driving an unlicensed vehicle; driving without a driving licence and driving a vehicle with worn tyres,” Creecy said.

Mpumalanga accounted for the highest number of impounded vehicle,s with 267 vehicles being taken off the road.

“Government is working hard to increase traffic patrolling and law enforcement operations. However, government alone cannot change this reality. We can only save lives if road users change their behaviour, because it is the behaviour of people that leads to most of the deaths on our roads,” the Minister said.

She reiterated government’s message on road safety.

“Before any journey, check your vehicle and make sure it is roadworthy. Make sure your public driving permit is in order if you need one, and carry a valid driver's licence.

“If you are a pedestrian this festive season, make smart choices. Only cross the road at a marked intersection or pedestrian crossing. Avoid jaywalking and wear bright clothing at night,” Creecy said.

She reminded those who will be getting behind the wheel on a long journey to take a break every two hours or every 200 kilometres.

“Remember, buckle up and stay within the speed limit. Do not overtake on a barrier line. Travel during the day - it is safer. If you are planning to party, please do not drink and drive. Please do not drink and walk. Stay over or appoint a designated driver who will not drink, or use public transport,” Creecy said.

Lebombo Border

The Minister visited the Lebombo Border post to receive first-hand information on the work that has been done to decongest trucks waiting to cross into Mozambique.

The Minister’s visit was necessitated by reports received on Saturday morning on the closure of the border, which had resulted in trucks queuing on the South African side.

“The queue reached distances of more than 20 kilometres, and this brought other challenges. This means that the Mozambiquan authorities opened the border to allow returning empty trucks and for passenger vehicles to leave that country. Since [Sunday], passenger vehicles have also been allowed to cross the border into Mozambique

“To address this challenge, my department is working with the Cross-Border Road Transport Agency and other law enforcement agencies to develop a plan to address this dire situation. Our country’s border authorities are in touch with their Mozambican counterparts, who will advise when it is safe for freight vehicles to cross the border,” the Minister said.

The Cross-Border Road Transport Agency is also in touch with the trucking industry to update them on the current situation.

“This situation has happened on a number of occasions in recent times.  We plead for patience from the truck drivers, who have to stomach a very frustrating situation and spend long hours on the road,” the Minister said. - SAnews.gov.za

Fight against GBV continues

Fight against GBV continues

The South African Police Services’ (SAPS) men and women in blue continue to fight against the scourge of gender-based violence (GBV).

Detective Sergeant Edward Mndeni Mzila who is based at the Serial and Electronic Crimes Investigations (SECI) Unit in Inanda, KwaZulu-Natal, is among the officers of SAPS making a difference in their communities.

This as the country continues to mark the 16 Days of Activism for No Violence Against Women and Children campaign.

SECI is a specialised investigation unit that deals with the investigation of serial rape cases and sexual crimes committed through electronic mediums such as child pornography.

As an investigator, Sergeant Mzila has dedicated the past decade to investigating serial rapists as well as ensuring that they serve lengthy sentences in prison.

He ensures that sex predators no longer pose a threat to the community, moreover, especially to vulnerable groups such as women, children, and people living with disabilities.

To date, Sergeant Mzila has secured 79 life term sentences and an additional 1 336 years’ imprisonment for 50 sexual predators.

His outstanding detective work saw him arresting and securing harsher sentences for several serial rapists and sexual predators in KwaZulu-Natal.

Mzila’s career highlights include the arrest and sentencing of a 30-year-old Moses Mavila dubbed the ‘Durban Highway Rapist’ for the manner in which he attacked his victims along the busy M19 freeway in Durban.

Over a period of seven years, Mavila preyed on unemployed women, aged between 20 and 58 years. He would lure his unsuspecting victims to the Westville and New Germany areas under the premise of employment opportunities. He would then rape them and rob them of their belongings.

“Mavila’s case landed on Sergeant Mzila’s desk for further investigation. The suspect was not known for a period of seven years, but the tenacious Sergeant Mzila’s dedication and stellar investigative skills brought Mavila to book.

“Sergeant Mzila meticulously pieced all the evidence together and linked the suspect with DNA to 32 cases of rape, as well as two cases of attempted rape and robbery.

With overwhelming evidence which Sergeant Mzila brought before the court of law, Mavila decided to plead guilty to all charges. On 31 August 2019, the Pinetown Magistrates’ Court sentenced Mavila to 32 life terms and 384 years imprisonment on 32 counts of rape, attempted rape and robbery,” said the SAPS in a statement.

In a separate case involving a Facebook serial rapist, Sergeant Mzila’s investigative skills and hard work put another sex predator behind bars when he secured lengthy sentences for 31-year-old Siyabonga Ndwandewe.

Ndwandwe used Facebook to lure his victims to Durban, offering them prospective employment as child-minders and tuck-shop assistants. Once they arrived in Inanda, he would take them to a secluded area and  rob and rape them at knifepoint.
Sergeant Mzila thwarted his reign of terror, which lasted for two years, when he traced and arrested Ndwandwe in 2020.

With a water-tight case brought against him by Sergeant Mzila, Ndandwe was left with no option but to plead guilty on all seven charges of rape. He was sentenced to 175 years’ imprisonment in the Ntuzuma Magistrates’ Court.

Currently, Sergeant Mzila is investigating a case of the murder and rape of a 17-year-old girl, where he managed to trace and arrest three suspects within a short period of time.

Mzila has vowed to fight for justice for vulnerable groups in society and has pleaded with the victims of gender-based violence to speak up and report perpetrators to the police.

“Working on these cases has given me the drive and passion to fight the scourge of gender-based violence not only within ‘16 Days of Activism’ but as an ongoing thing.

“Looking at the degree of violence perpetuated against women and children, including people living with disabilities who can’t fight for themselves, I took it upon myself to use my skills to fight for them and put perpetrators behind the bars for the rest of their lives,” said Mzila.

The 16 Days campaign forms part of government’s comprehensive 365 Days of Activism for No Violence against Women and Children.

This year’s campaign is being held under the theme: “30 Years of Advancing Collective Action to End Violence against Women and Children".

The campaign is held from 25 November to 10 December every year.

President Cyril Ramaphosa is set to embark on a multifaceted two-day visit to Mpumalanga.

The visit is to commence on Tuesday, where he is expected to meet with the Mpumalanga Provincial Executive Committee and undertake the second phase of the Welisizwe Rural Bridges Handover.

“President Ramaphosa will commence his Mpumalanga visit on Tuesday, 10 December 2024 with a meeting with the Mpumalanga Provincial Executive.

“The meeting will be the third engagement between the national and provincial cabinets following the recent second session with the provincial government of KwaZulu-Natal. The President will meet with the Premier of Mpumalanga, Mandla Ndlovu and the Provincial Government Executive,” the Presidency said in a statement.

Ministers and Deputy Ministers will accompany the President, and he will deliver the opening address at the meeting.

“The Provincial Executive will present to the President its five-year programme aligned to the priorities of the 7th Administration.

“The meeting will also discuss various approaches to service delivery issues including interventions to improve service delivery at local government level,” the statement read.

Following the meeting, President Ramaphosa will undertake the second phase of the Welisizwe Rural Bridges Handover in Mpumalanga.

The Presidency described the Welisizwe Bridges programme as a “key investment in community infrastructure... giving people dignity, access to opportunities for education and work”.

“The handover ceremony will afford the President an opportunity to directly witness the work that has been done since the pronouncements made in the 2023 State of the Nation Address.

“President Ramaphosa indicated at the time that the Department of Public Works and Infrastructure, working together with the South African Defence Force, would build 96 bridges in the financial year 2023/2024.

“Collaborative efforts between the Department of Public Works and Infrastructure and the Department of Defence have already commenced implementation in provinces such as KwaZulu-Natal, Eastern Cape, Limpopo, Mpumalanga, Free State, and North West,” the Presidency said.

“In areas where Welisizwe bridges are constructed, the socio-economic conditions in our communities are improving and barriers for communities to get where they need to get safely are eliminated.

“These bridges are essential in addressing the challenges faced by citizens and children, who previously navigated perilous rivers to access schools and essential social services,” the Presidency said. – SAnews.gov.za

In support of the country’s 16 Days of Activism for No Violence against Women and Children campaign, government will on Friday lead the National Men's Day Against Gender-Based Violence and Femicide (GBVF) march in Durban, KwaZulu-Natal.

The march is an annual event that aims to increase awareness about the impact of GBVF on society as well as to educate citizens about gender equity.

The march is in line with this year's 16 Days of Activism for No Violence Against Women and Children campaign objectives that call for raising awareness about GBVF and its harmful impacts.

This year marks the 26th anniversary of the 16 Days of Activism for No Violence against Women and Children campaign.

The campaign takes place under the theme: “30 Years of Advancing Collective Action to End Violence Against Women and Children”, which emphasises the importance of a whole-of-society approach to combating GBVF and the importance of a multi-sectoral accountability.

Law enforcement commended for R80m cocaine bust

Law enforcement commended for R80m cocaine bust

KwaZulu-Natal Premier Thamsanqa Ntuli has commended members of various law enforcement agencies in the province for intercepting pure cocaine worth R80 million, packed inside a shipping container at the Durban Harbour.

According to a police report, information was received by the police about a vessel which left Brazil at the beginning of November carrying pure cocaine that was disguised as kidney beans.

The vessel, which came to South Africa via another country, was monitored until Saturday when it docked at the Durban Harbour. The identified container was taken to a warehouse on South Coast Road in the Bluff area for a proper search.

During the search, eight bags of crushed pure cocaine were found and according to the documentation, the shipment was destined for Johannesburg.

Ntuli said increased police surveillance at targeted crime hot spot areas is yielding positive results, as law enforcement intelligence operations continue to thwart criminal activity in all the corners of the province.

“We commend the excellent work being done by members of various law enforcement agencies to ensure that we close ranks. We are sending a strong message to all criminal syndicates that we are on high alert, we have adopted a zero-tolerance stance against all criminal activity,” Ntuli said.

Ntuli also acknowledged the Border Management Authority (BMA) effort, who are working around the clock to tighten security measures at all ports of entry and borders of the province.

He said the provincial government and law enforcement agencies under the banner of the Justice Crime Prevention and Security (JCPS) cluster has developed an integrated multi-disciplinary crime prevention plan during the festive season to ensure that the province remains the destination of choice for holiday makers and tourists to create a safe environment conducive for the growth of business, and to boost investor confidence.

The Premier has reassured the people of KwaZulu-Natal that targeted intelligence driven operations will be affected throughout the festive season and beyond.

“Our provincial government has called for augmented numbers of police deployed during this period especially at identified crime hot spots like the Durban harbour. We are going to clamp down on all crime elements in our province,” the Premier said.

Ntuli encouraged the community members to continue coming forward with critical information to assist law enforcement to crack down on criminal activity in our province. – SAnews.gov.za

Holidaymakers: Remember to carry unabridged birth certificates if travelling overseas

Location: News

Holidaymakers: Remember to carry unabridged birth certificates if travelling overseas

Holidaymakers who will be travelling with minors overseas this festive season are reminded to carry unabridged birth certificates unless the child’s details are endorsed in the parent’s passport.

“In cases where one parent is traveling with a child in the absence of another parent, a consent letter from the absent parent granting permission to the other parent to exit the country with the child will be required,” said Border Management Authority (BMA) Commissioner, Dr Michael Masiapato.

Masiapato explained that this requirement is mainly applicable to South Africans intending to exit the country with children, which forms part of the country’s fight against human trafficking.

“Considering the expected high volumes in this festive period, we would like to appeal to all travellers to plan their travel early and exercise patience on the roads towards ports,” he said.

The Commissioner was speaking during a media briefing on Monday where he unveiled the agency’s festive season plans covering December 2024 and January 2025, aimed at managing increased border activities.

He also urged those who will be leaving or entering South Africa to ensure that all their travel documents are in order – to avoid any unnecessary delays at the ports of entry.

As required by international protocols, Masiapato said all travellers should have a valid machine-readable passport and a valid visa where applicable.

In addition, passports should have at least one empty page to enable the BMA immigration team members to stamp the passports as required.

“This message is also relevant during the return leg in January 2025 as all travellers are expected to present themselves at the designated ports of entry to enter South Africa.

“As for those wishing to cross the border using a financed vehicle, they should have the letter from their financing institution authorising them to exit the country with the vehicle.”

South Africa faces complex border-related challenges, including illegal immigration, cross-border crimes, and smuggling of illicit goods.

Interventions

Key interventions by the BMA this festive season include extending operating hours at major ports of entry over the festive season, deploying 69 additional personnel, and collaborating with Interpol and local law enforcement authorities.

On port health matters, the Commissioner stated that all visitors must expect to be screened on their arrival at the ports of entry.
“This is meant to avoid any unintentional importation of any communicable or infectious diseases into the country.”

Yellow fever and malaria

Meanwhile, travellers arriving from yellow fever endemic areas are required to have valid yellow fever certificates.
According to the BMA, these requirements also apply to those who will be in transit for more than 12 hours in local airports.
“For the outgoing travellers, it is always important to check with the relevant consulate or embassy of the country you visiting to ensure familiarity with the travel requirements of the country you are visiting.”

He also noted that some parts of Limpopo, Mpumalanga, and KwaZulu-Natal are endemic for malaria.

“Therefore, to prevent and minimise mosquito bites, travellers are advised to use insect repellents, bed nets, and wear long-sleeved clothes and socks, especially after sunset.”

Therefore, holidaymakers, are urged to use antimalaria medicine such as chemoprophylaxis where prescribed.

“As the BMA, we would like to urge travellers presenting signs of illness to present themselves or report to the BMA port health clinic on arrival at the port of entry, or else they can visit their nearest health facilities or their private doctors for consultation.”

Mpox

He also touched on the mpox disease with the risk classification for South Africa currently being moderate.
“However, travellers should avoid close contact with individuals who exhibit symptoms of mpox, such as skin lesions or muscle aches.”

Declarations

In addition, he stated that those wishing to carry health-related goods such as food, medicine, hazardous substances, and/or cosmetics are advised to ensure that they make the necessary declarations at the customs counter at the port of entry.

“As for travellers transporting human remains, including ashes, they must be in possession of the requisite import or export permits issued by the National Department of Health to be processed.”

Illegal migration

In addressing the scourge of illegal migration, the Commissioner said the BMA has managed to intercept and block about 410 000 people attempting to enter the country illegally since the deployment of the first cohorts of the border guards in July 2022.

“The majority got arrested, fingerprinted, declared undesirable for five years, and deported.”

The BMA facilitates the legitimate movement of people and goods through 71 ports of entry, including 52 land ports, 10 international airports, and nine seaports.

The agency also detected about 312 high-value vehicles that were meant to illegally exit the country to other jurisdictions in the continent. – SAnews.gov.za
