Team to investigate child abuse allegation at KZN home

The newly appointed KwaZulu-Natal Social Development MEC, Mbali Shinga, has ordered a full investigation into the allegations of child abuse at the Aryan Benevolent Home Child and Youth Care Centre in Chatsworth, Durban.

Shinga visited the centre on Tuesday, following recent allegations of child abuse at the home.

According to the provincial department, reports suggest that workers at the facility have ignored children's rights, with instances of children being assaulted with wet towels and belts.

Shinga said it was disappointing that management at the institution could not pick up any signs of the abuse.

“I believe that one person should have picked this up before it reached this stage because it has been happening for a long time.”

The centre’s General Manager, Ray Naguran, confirmed the abuse allegation and that 48 children had been abused.

The MEC has announced the formation of a dedicated team of investigators to thoroughly examine the grave concerns.

“The investigative team will work diligently to uncover the truth, provide support to any affected children, and ensure that appropriate actions are taken against any perpetrators.”

Shinga added that the team will also wait for the other 21 children residing at the home, who are currently away for the holidays to come back so that they can also hear their side of the story on the allegations.

The team which will be led by the department’s Head of Department has been given three weeks to complete its investigation and compile a report for her to review.

“The department remains steadfast in its mission to protect the most vulnerable members of society and uphold the highest standards of care within our child welfare institutions. The safety and well-being of our children are paramount, [and] any instances of child abuse will be met with swift and decisive action,” said Shinga.

Naguran said four child caregivers have since been dismissed. – SAnews.gov.za

KZN Premier lays down the law on GBV

KZN Premier lays down the law on GBV

KwaZulu-Natal Premier Thamsanqa Ntuli has urged men to play their part to keep women safe and protected.

Ntuli on Monday officiated the launch of Men’s Health Month in Durban, which included a law enforcement parade by the police. The parade started at King Dinuzulu Park, and concluded at the Durban City Hall.

The parade aimed to promote positive male behaviour and address the scourge of gender-based violence and femicide (GBVF).

Ntuli emphasised the important role played by religion and culture in curbing GBV.

“It is very shameful that the scourge of gender-based violence and femicide has reached worrisome proportions in our country. Even in war, since time immemorial, hurting women and children has always been seriously frowned upon.

“Men who attack women have always been regarded as cowards. Even in rites of passage, conceptually, boys are taught to respect women… If this is no longer happening, those rites of passage violate tradition,” Ntuli said.

According to statistics released last year, in KwaZulu-Natal, Inanda is leading in terms of GBV related crimes, with 641 cases recorded in the period of April 2022 to March 2023.

The cases include rape, sexual assault, assault with a purpose to inflict grievous bodily harm, attempted murder, common assault, and murder.

According to the same report, the top 30 police stations in the province recorded 10 442 cases of GBV-related crimes.

Ntuli believes that ignorance, myths, fallacies and falsehoods also lead to high levels of GBV.

“It is a major fallacy that men are made for leadership. Those men who believe this myth are likely to unnecessarily feel emasculated by the mere occupation of leadership positions by women…. We need to teach our male children that women are not their… toys or their punching bags, but are their equal partners.”

Ntuli urged men to ensure that they do not abuse any leadership role that they are given.

“We must [also] teach our children that washing dishes and clothes; cleaning the house, and cooking are not gender roles but life skills. While such an approach is essential for our male children’s own development and readiness for the future, it also ensures that as they grow and meet women, they do not attempt to relegate them to their servants,” the Premier said.

Role of law enforcement

Ntuli impressed upon law enforcement to take seriously the responsibility placed on them when it comes to the responsibility of protecting vulnerable groups.

“When a woman is a victim of domestic violence, she relies on the paramedics in specific cases and the police, who are expected to make arrests and to process and effect protection orders. When these women walk, or, sometimes sadly, crawl into police stations, they expect justice and healing.

“They do not expect negotiations to be brokered by police officers. They do not expect judgment when wearing revealing clothes and they do not expect lethargy and indifference,” Ntuli said.

To show how serious he is about the safety and security of the people in the province, when he was sworn into the task of being KwaZulu-Natal Premier, Ntuli announced that the Community Safety and Liaison function would move to the Office of the Premier. – SAnews.gov.za

Saluting former Minister Naledi Pandor

Location: News

Saluting former Minister Naledi Pandor

Praises from around the world are rolling in for Dr Naledi Pandor as she steps down from her government position after serving as a Member of Parliament (MP) since 1994.

Pandor is one of the Ministers who is not returning to Parliament to serve in the seventh administration.

In February this year, the outgoing International Relations and Cooperation (DIRCO) Minister alluded to her retirement during an African National Congress (ANC) event in Cape Town.

She stated that she would “in any case not hold public office” after serving in the position since 2019.

On Sunday, President Cyril Ramaphosa announced his Government of National Unity (GNU) Cabinet, appointing Ronald Lamola to replace Pandor. Lamola had previously served as the Minister of Justice and Constitutional Development.

Since then, warm wishes and tributes commemorating Pandor’s work continue to pour in.

DIRCO Director-General, Zane Dangor, described Pandor as one of the most principled and dynamic Ministers he has ever worked with and someone with an “unrivalled” intellect.

Pandor, a former teacher and lecturer, has numerous qualifications under her belt.

In interviews, Pandor credits her love for books and education to her anti-apartheid activist parents, Joe and Fikile Matthews, during the years they spent with her in exile.

Born in Durban, KwaZulu-Natal, she grew up in exile. She completed her education in Botswana and London in the United Kingdom, achieving a professional qualification in teaching and a Master’s Degree in Education.

She holds a PhD from the University of Pretoria, a Master’s Degree in General Linguistics from the University of Stellenbosch, and a Diploma in Leadership and Development from the Kennedy School of Government, Harvard University.

She received honorary doctorates from Cape Peninsula University of Technology, University of Stellenbosch, University of Lisbon, and University College Dublin.

Dangor said Pandor made her mark in all areas she worked in.

“In the last five years, she emerged as one of the world’s leading and valued diplomats,” he added.

Adoration of a daughter

Pandor’s daughter, Dr Aisha Pandor, took to X, formerly known as Twitter, to also honour her mother.

She shared that her mom has been a member of the ANC and an activist for as long as she can remember.

“I share a birthday with the ANC, and for most of my life, I proudly spent January 8th with other family or friends, while my parents served the party," she said.

After being elected as an MP in 1994, Naledi Pandor quickly rose to the position of Deputy Chief Whip of the ANC caucus in 1995. Subsequently, she was elected Deputy Chairperson of the National Council of Provinces in 1998 and then became chairperson in 1999.

“Since I was almost nine years old, she has served as a member of South Africa’s democratic government. During those three decades, she has led with dedication, integrity, intelligence, wisdom, a love for her country, and a focus on principles, those held high by her religion, upbringing, country and party,” Pandor’s daughter said.

Aisha mentioned that she admired her mother and was excited about the next phase of her life.

“Yesterday, I told her countless times how much I love her; how much she inspires me, and how proud I am of her. I’m also hoping that as by far the most hardworking person I’ve ever met, she finally takes a bit of well-deserved time for rest.”

Gaza

Pandor is celebrated for her fearless advocacy for her country’s stance on Gaza. She has persistently called for increased action against Israel’s invasion of Palestine.

Under her leadership, the International Court of Justice ordered Israel to take measures to prevent acts of genocide in Gaza, as well as to provide more assistance to Palestinian civilians. This comes as Israel continues to engage in a conflict with Hamas militants.

The SKA and other ministerial appointments

During her time as Minister of Science and Technology, Pandor and her team successfully secured a competitive bid in 2012 to host part of the future Square Kilometre Array (SKA) telescope in South Africa.

She has also served as the Minister in the Department of Home Affairs and Department of Education.

Serving with integrity

In 2022, she received a Lifetime Achievement award at the Standard Bank Top Women Awards for the role she played in government.

Former Minister and World Bank Group Executive Director, Ayanda Dlodlo, stated that Pandor’s integrity was unparalleled and that her work ethic was exceptional, demonstrating servant leadership.

“What a woman. What a leader… Hope the next chapter of her life is even more fulfilling with more time with her family and many moments of love and laughter.”

The German Ambassador to South Africa, Andreas Peschke, also expressed his thoughts on the matter.

“We would like to thank Dr Naledi Pandor, outgoing Minister of International Relations and Cooperation, for her tireless diplomatic work. For Germany, it was a privilege to work with you. Re a leboga, Mme [Thank you, Mother],” the Ambassador said.

Founder of the Kenya Climate Directory, Reuben Wambui, expressed his disappointment at Pandor’s departure from the Cabinet.

“Naledi is the true embodiment of diplomatic genius, and we will really miss seeing her conduct international affairs on the world stage. Thank you Naledi for your excellent service.” – SAnews.gov.za

Men urged to prioritise their health

KwaZulu-Natal Premier Thamsanqa Ntuli has encouraged men to prioritise their health as the province observes Men's Health Month.

Ntuli made the call during the launch of Men’s Health Month, which included a law enforcement parade held in Durban on Monday.

Men’s Health Month seeks to engage men on issues they face. The KwaZulu-Natal provincial government also uses the month to create awareness on the scourge of gender-based violence and femicide (GBVF).

“Let us use this Men’s Health Month as an opportunity to prioritise our health, break down barriers, and foster a culture of well-being,” the Premier urged men.

Ntuli said Men’s Health Month will see health screenings taking place across the province, which will cover essential aspects of men’s health.

Outlining the programmes and initiatives that KwaZulu-Natal has earmarked to commemorate during  Men’s Health Month, Ntuli said the initiative holds a significant relevance for the province, as it focuses on raising awareness about the health challenges confronting men, and advocates for early detection and treatment of diseases.

Ntuli said throughout July, the province will organise health screenings, which will cover essential aspects of men’s health, including blood pressure, cholesterol levels, diabetes, and prostate health.

“We will collaborate with local clinics, community centres, and workplaces to ensure that men have easy access to these screenings. The awareness campaigns will emphasise the importance of regular check-ups and early intervention,” Ntuli said.

The month will also include awareness campaigns, including mental health support, physical fitness and active lifestyle, nutrition and healthy eating, and fatherhood and family support.

Ntuli said mental health is a critical component of overall well-being, noting that men often face unique challenges in seeking help for mental health issues.

Ntuli said during the month, targeted campaigns will be launched to destigmatise the discussions on mental health.

He said counselling services, including helplines and support groups specifically tailored for men, will be expanded.

The Premier encouraged men to reach out and share their struggles and seek professional assistance when needed.

“We will promote physical fitness through community events, sports programmes, and recreational activities. Let us encourage men to engage in regular exercise, whether it is walking, jogging, or participating in team sports.

“We will celebrate responsible fatherhood and encourage positive parenting practices. Workshops, seminars, and parenting classes will equip fathers with essential skills to support their children’s emotional and physical development,” Ntuli said.

He said the province will also collaborate with schools, workplaces, and local markets to raise awareness about balanced diets, and further provide practical guidance on healthy eating, emphasising the importance of fruits, vegetables, whole grains, and lean proteins. – SAnews.gov.za

KZN Premier recommits to collaborative and effective governance approach

KwaZulu-Natal Premier Thamsanqa Ntuli has reiterated his commitment to a team-oriented approach to governance, and to collaborate with everyone willing to work alongside him.

Ntuli made the commitment during his meeting with the officials in the Office of the Premier in Pietermaritzburg on Friday.

The meeting, which saw a large turnout from staff eager to engage with the new Premier and hear his vision for the future, set a positive and constructive tone for Ntuli's administration, laying the groundwork for a collaborative and effective governance approach in KwaZulu-Natal.

Ntuli extended a warm welcome to all the staff and acknowledged their dedication and hard work.

The Premier also addressed staff concerns and sought to ease any uncertainties regarding the transition in leadership, emphasising the importance of inclusivity and unity.

"While working at King Cetshwayo District Municipality, I worked with everyone, irrespective of political affiliation. When you have a new leader, people expect new things, meaning that we must improve on what has been there.

“We need to work with speed to serve the people of KwaZulu-Natal. My leadership style would be collaborative and focused on building on the existing foundations to achieve greater efficiency and service delivery,” Ntuli said.

The Premier also outlined several strategic priorities for his administration and stressed the need for rapid improvements in service delivery, particularly in areas that directly impact the lives of the people of KwaZulu-Natal.

He underscored the importance of innovation and modernisation in government operations to ensure that the province keeps pace with the evolving needs of its citizens.

The Premier further encouraged open communication and sharing of ideas, noting that “diverse perspectives are crucial for effective governance".

Ntuli assured the staff that their contributions are valued and that their professional development will be supported.

Governance experts appointed to lead intervention in eThekwini

Governance experts appointed to lead intervention in eThekwini

Two governance experts have been appointed to lead an intervention in the eThekwini Metropolitan Municipality.

KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Reverend Thulasizwe Buthelezi, says former eThekwini Municipality Manager, Dr Mike Sutcliffe, and former Director-General in the Presidency, Dr Cassius Lubisi, were appointed as governance experts during an Executive Committee (EXCO) meeting of the municipality, held on Thursday.

The intervention comes amid ongoing battles in the metro, including rampant crime, service delivery issues, and aging infrastructure.

The two have been appointed under Section 154 of the Constitution, which states that “The national government and provincial governments, by legislative and other measures, must support and strengthen the capacity of municipalities to manage their own affairs, to exercise their powers and to perform their functions”.

Buthelezi said the department aims to restore eThekwini to its former status as the jewel in the crown of KZN.

“This action by the provincial government underscores the commitment to clean governance and accelerated service delivery, as pronounced by Premier Thamsanqa Ntuli,” Buthelezi said.

The strategic support under Section 154 will entail building a clean, effective, efficient responsive and accountable local government; implementation of findings of investigation reports; addressing non-compliance with terms and conditions, including poor spending on allocated grants for various projects; and strengthening partnerships between civil society, the business sector and other critical role-players - to restore public and investor confidence.

Buthelezi said the appointed team will provide monthly reports to the MEC and will be in operation for 12 months, starting from 1 July 2024.

The Executive Committee has commended the MEC for the intervention and committed to work together with the appointed team. – SAnews.gov.za

Strengthening the fight against child labour

Location: News

Strengthening the fight against child labour

Children are the future, and it is our responsibility to ensure their safety and well-being by enabling them to grow and develop in a nurturing environment. The sad reality is that many children across the world face a daunting prospect of being drawn into work at a young age often under harmful conditions.

South Africa values the rights of children and has over the past 30 years sought to protect them from harm and promote their development. Protecting children from violence, exploitation and abuse is not only a basic right but an obligation set out in our Constitution.

This is in conjunction with other legislation such as the Children's Act and Basic Conditions of Employment Act which makes it a criminal offence to employ a child younger than 15 or children who are of school going age. The Children's Act also discourages children from working in mines, factories or in hazardous occupations.

In June, South Africa joined the international community in observing the World Day against Child Labour, under the theme: “Let’s Act on Our Commitments: End Child Labour”. The key commitments to end child labour are contained in the Durban Call to Action – a document adopted by various Member States, including South Africa at the 5th Global Conference on Ending Child Labour that was hosted in Durban in May 2022.  The document outlines strong commitments to end child labour through making decent work a reality, ending child labour in agriculture, strengthening the prevention and elimination efforts, realising children's rights to education, achieving universal access to social protection, and increasing financing as well as international cooperation. It is in this regard that this year’s commemoration raised awareness against child labour practices across the world and promoted initiatives to help put an end to this scourge.

In marking the day on 12 June 2024, our country reaffirmed its commitment in the fight against child labour. The day also coincided with the 25th Anniversary of the Adoption of the Worst Forms of Child Labour Convention which sets out to protect children against all forms of child labour. It also aims to prevent the use of children in armed conflict, prostitution, pornography, drug trafficking and participating in hazardous work.

The commemorations gave us an opportunity to reflect on the progress made as well as reaffirm our commitments to put an end to child labour. Despite the significant strides made over time to reduce child labour across the world, much still need to be done to fully eradicate the practice of child labour.

According to the International Labour Organisation (ILO), child labour has for the first time in 20 years increased globally. It is noted that the agricultural sectors such as farming, fishing, aquaculture, forestry and livestock farming account for 60 percent of child labourers aged five to 17 years.

In our fight against this plight, South Africa has endorsed the United Nations Convention on the Rights of the Child in 1995 and the African Charter on the Rights and Welfare of the Child in 2000 to affirm its commitment to the realisation of children’s rights.

In addition, the Department of Employment and Labour in collaboration with the International Labour Organisation launched the Prevention and Elimination of Child Labour in South Africa project to prevent and eliminate any forms of child labour in the agricultural sector in the country. The project is being piloted in the Western Cape and KwaZulu-Natal.

Delivering the keynote address at the launch, former Minister of Employment and Labour Thulas Nxesi expressed concern on the increase of child labour in the agricultural sector.

He said: “The agricultural sector is the backbone of our economy, providing food security and sustenance, as well as livelihood to millions. Yet, it is disheartening to note that some of the very hands that cultivate the crops and tend to the livestock belong to children who should be in schools, not in the fields. This situation is unacceptable and demands our immediate attention and concerted efforts.”

Despite our best efforts to protect children from abuse, neglect and exploitation, many children remain vulnerable. Tackling the scourge of child labour requires interventions on many fronts, and it is a reality that government on its own cannot curb.  As such, businesses have a responsibility to the elimination of child labour by carrying out due diligence in their operations and supply chains and ensuring responsible and sustainable business practices that address the root causes of child labour.

Let us all work together to prevent and eliminate child labour by reporting such acts of crime to the Department of Employment and Labour, or alternatively to the police.

NCOP constitutes key committees

Location: News

NCOP constitutes key committees

The Rules Committee of the National Council of Provinces (NCOP) has appointed members to constitute the Select Committees, Subcommittee on the Review of the Council Rules and the Programming Committee of the seventh Parliament.

During its first meeting held on Wednesday, the Committee also agreed to reduce the number of its Select Committees to 10 instead of the previous 11 of the sixth Parliament.

“These Select Committees are the engine room of the NCOP, as they are responsible for overseeing the performance of various government departments. Select committees are also crucial in ensuring consistent focus on provincial issues,” the Committee said in a statement.

The Rules Committee said the decision to reduce the number of Select Committees to 10 will now mean that the Social Cluster will have two committees.

“The Select Committee on Education and Technology, Sports, Arts and Culture will oversee the Departments of Basic Education, Higher Education, Science and Technology, Communications and Digital Technologies, and Sports, Arts and Culture.

“The Select Committee on Social Services will oversee the Departments of Health, Social Development, Women, Youth Development and Persons with Disabilities, and Statistics South Africa,” the Committee explained.

The Committee also announced that Governance Cluster will comprise two committees, including the Select Committee on Public Infrastructure, overseeing the work of the Departments of Public Works and Infrastructure, Transport, Planning, Monitoring and Evaluation and the Select Committee on Cooperative Governance and Public Administration.

The committees will also overseeing the Departments of Co-operative Governance and Traditional Affairs, Public Service and Administration, Human Settlements, and Water and Sanitation.

“The Security Cluster has two committees, namely, the Select Committee on Security and Justice, overseeing the Departments of Police, Justice and Correctional Services, Defence and Military Veterans, Home Affairs, State Security, and International Relations and Co-operation, and the Select Committee on Public Petitions and Executive Undertakings,” the Committee said.

The Economic Cluster will include the Select Committee on Economic Development and Trade, overseeing the Departments of Economic Development, Trade, Industry and Competition, Small Business Development and Tourism, Employment and Labour, and Public Enterprises and the Select Committee on Land and Mineral Resources, overseeing the Departments of Agriculture, Land Reform and Rural Development, Environment, Forestry and Fisheries, Mineral Resources and Energy, and Electricity.

The Finance Cluster has the Select Committee on Finance and the Select Committee on Appropriations to oversee the Treasury.

Elections on four NCOP vacancies scheduled for next week

Meanwhile, the elections to fill the four vacancies in the NCOP for Permanent Deputy Chairperson, House Chairperson for Committees, House Chairperson for Members Support and International Relations, and the Programming Whip of the NCOP have been scheduled to take place on Tuesday, 2 July 2024.

The Rules Committee comprises 20 Council members, including the Permanent Deputy Chairperson, NCOP Chief Whip Kenneth Mmoiemang, the House Chairpersons, the Programming Whip, and the Provincial Whips. Refilwe Mtsweni-Tsipane, who is the Chairperson of the NCOP, chairs the Committee.

The Committee noted that NCOP Rule 133 provides that parties represented in the NCOP that do not have a Provincial Whip, are entitled to be represented in the Rules Committee.

“The parties without provincial whips are the Economic Freedom Fighters (EFF), Freedom Front Plus (FF+); uMkhonto Wesizwe Party (MKP), Patriotic Alliance (PA), and the United Democratic Alliance (UDM). The EFF will be represented by Mandisa Makesini, FF+ by Tamarin Breedt, MKP by Seeng Mokoena, PA by Bino Farmer, and the UDM by Mandla Peter.

“The NCOP Provincial Whips are Advocate Mwelo Nonkonyana (Eastern Cape), Mapule Dhlamini (Free State), Mpho Modise (Gauteng), Poobalan Govender (KwaZulu-Natal), Regina Molokomme (Limpopo), Sylvia Nxumalo (Mpumalanga), Solomon Mabilo (Northern Cape), Sylvia Sithole (North West), and Frederik Badenhorst (Western Cape),” the Committee said.

The Committee also noted Rule 137 of the NCOP Rules, which states that the Rules Committee may establish a Subcommittee that can make recommendations on the Council Rules, Orders, proceedings, procedures, and practices.

For the current purposes, the Committee said the five-member Subcommittee includes the NCOP Chairperson, NCOP Chief Whip, and Bhekizizwe Radebe from the African National Congress; Badenhorst from the Democratic Alliance and Makesini from the EFF.

Everything you need to know about Mpox disease

Location: News

Everything you need to know about Mpox disease

As the number of Mpox cases continues to rise, the Department of Health has urged everyone with symptoms to immediately visit their nearest healthcare facilities for help.

This week, this department announced that the country recorded three more infections and one death.

The latest figure pushes the total infections to 16 and three deaths since the first case was reported last month.

Of the 16 infections, eight are from KwaZulu-Natal, seven are from Gauteng, and one is from the Western Cape.

All individuals involved in the cases are male and aged between 23 and 43 years old.

What is Mpox?

Mpox, formerly known as monkeypox, is an infectious disease caused by the monkeypox virus.

It can be transmitted to a person through contact with the virus from an animal, human, or materials contaminated with the virus.

Person-to-person transmission of the virus could be through close contact, which can be via prolonged face-to-face contact, kissing, sharing clothes or bedding with someone who is infected.

Entry of the virus is through broken skin, the respiratory tract, or mucous membranes (eyes, nose, or mouth).

According to the National Institute for Communicable Diseases (NICD), a person is contagious from the onset of the rash or lesions through the scab stage. However, once all scabs have fallen off, a person is no longer contagious.

Mpox is preventable and manageable, and treatment for both mild and severe cases is available. People at high risk include those living with chronic conditions such as HIV, tuberculosis (TB) and diabetes.

Anyone can contract the disease regardless of age, gender, sexual orientation and race.

Most people with Mpox will recover within two to four weeks.

Symptoms

Symptoms of the disease include fever and headache.

Other symptoms are:

  • muscle aches
  • backache
  • chills
  • exhaustion
  • swelling of lymph nodes as well as
  • skin lesions or rash that usually develops between one to three days and spread all over the body.

Diagnosis

According to the World Health Organisation (WHO), identifying Mpox can be difficult as other infections and conditions can look similar.

However, the WHO said it was crucial to differentiate Mpox from chickenpox, measles, bacterial skin infections, scabies, herpes, syphilis, other sexually transmissible infections, and medication-associated allergies.

Mpox’s rash begins as a flat sore, which develops into a blister, filled with liquid and may be itchy or painful.

In addition, the agency said that people with the disease may also have another sexually transmissible infection such as herpes, while a child with a suspected infection may also have chickenpox. It is for this reason that the WHO believes testing is key for people to get treatment as early as possible and prevent the further spread.

Self-care and prevention

The WHO is recommending steps to take to help the symptoms and prevent infecting others. These are:

  • Stay at home and in your room if possible.
  • Wash hands often with soap and water or hand sanitiser, especially before or after touching sores.
  • Wear a mask and cover lesions when around other people until your rash heals.
  • Keep skin dry and uncovered unless in a room with someone else.
  • Avoid touching items in shared spaces and disinfect shared spaces frequently.
  • Use saltwater rinses for sores in the mouth.
  • Take sitz baths or warm baths with baking soda or Epsom salts for body sores.
  • Take over-the-counter medications for pain like paracetamol or ibuprofen.

Department of Health's response

The department, working with provinces and other stakeholders in the sector, has embarked on health education with funeral parlours on how to handle the human remains of suspected and confirmed cases.

It has also urged travellers from Mpox endemic countries to seek healthcare if they are ill and to alert health officials about their travel for clinical guidance.

Citizens are also encouraged to support all those who are showing symptoms to present at their nearest healthcare facilities immediately for screening and diagnosis, instead of self-diagnosis and using over-the-counter medication.

Last week, the department said it has received a batch of Mpox-specific treatment, Tecovirimat – also known as TPOXX or ST-246, for the treatment of patients who experience severe health complications because of Mpox disease.

The department said it is in the process of securing more treatment, including vaccines.

However, according to the department, all mild cases will continue to be managed with supportive treatment used to manage complications like fever, pneumonia and skin infections. – SAnews.gov.za

Mpox cases rise to 16, death toll increase to three

Mpox cases rise to 16, death toll increase to three

The Department of Health has confirmed that the country has recorded three more cases of Mpox and another death, as efforts to curb the spread of this infectious disease are ongoing in the affected communities.

This brings the total number of laboratory-confirmed cases of Mpox in South Africa to 16 since the outbreak in May 2024, while the death toll is now sitting at three.

According to the department, the latest cases involve a 40-year-old man from Ladysmith in KwaZulu-Natal, who presented with smallpox-like symptoms, including a rash all over his body.

He did not go to the hospital and passed away at home. His results came back positive for Mpox on Sunday, 23 June.

Two additional cases have been confirmed in Gauteng. One case involves a 43-year-old man, who was diagnosed on 22 June at a local private health facility in Johannesburg.

The second case is a 29-year-old male, who was diagnosed at a Mamelodi health facility on 21 June.

“They presented with symptoms indicative of disease and had no international travel history,” the department said.

Of the 16 infections, eight cases are from KwaZulu-Natal, seven cases are from Gauteng, and one case is from the Western Cape.

All individuals involved in the cases are male and aged between 23 and 43 years old.

The department, working with provinces and other stakeholders in the sector, has embarked on health education with funeral parlours on how to handle the human remains of suspected and confirmed cases.

“The department would like to allay fears of possible travel restrictions or lockdowns due to the Mpox outbreak because the World Health Organisation has not recommended any travel restrictions. However, it is important for travellers from Mpox endemic countries to seek healthcare if they are ill and to alert health officials about their travel for clinical guidance.”

Mpox is an infectious disease caused by the monkeypox virus. It can be transmitted to a person through contact with the virus from an animal, human, or materials contaminated with the virus. It can cause a painful rash, enlarged lymph nodes, and a fever.

Citizens are urged to support all those who are showing symptoms to present at their nearest healthcare facilities immediately for screening and diagnosis, instead of self-diagnosis and using over-the-counter medication.

“Anyone can contract mpox regardless of age, gender, sexual orientation and race. Mpox is preventable and manageable, and treatment for both mild and severe cases is available. People at high risk include those living with chronic conditions such as HIV, TB and diabetes.” – SAnews.go.za

KZN government recommits to rebuilding areas affected by devastating storm

Newly-inaugurated KwaZulu-Natal Premier, Thamsanqa Ntuli, has reaffirmed the provincial government's commitment to rebuilding the areas affected by the recent devastating storms and to implementing measures to mitigate the impact of future occurrences.

Ntuli made the commitment during an oversight visit to uThongathi on Tuesday to assess government relief interventions.

UThongathi was hardest hit by the storms earlier this month, which left a trail of destruction in six district municipalities of the province with a cost estimate of over R1.3 billion.

Accompanied by MECs for Economic Development, Tourism and Environmental Affairs, Reverend Musa Keith Zondi and Cooperative Governance and Traditional Affairs (CoGTA), Reverend Thulasizwe Dominic Buthelezi, amongst others, Ntuli evaluated the effectiveness of the government’s relief interventions.

He also inspected the distribution of aid supplies and the provision of essential services, ensuring that the assistance reached those who are most in need.

Ntuli also engaged with community members who were affected by the devastating storm, where he offered support and listened to their concerns and needs.

He said the provincial government will continue to work tirelessly to restore normalcy and improve the quality of life for all those affected.

“Plans include improving infrastructure resilience, enhancing early warning systems, and supporting community preparedness initiatives. The road to recovery will be long and challenging, but together, we can rebuild stronger and more resilient communities,” Ntuli told the community.

The Premier also took the opportunity to speak with local leaders and community representatives to gain a deeper understanding of realities on the ground.

"Listening to the stories of those affected and witnessing the destruction first-hand has reinforced our resolve to support the communities in uThongathi and beyond. The resilience and strength of the people here are truly inspiring, and it is our duty to ensure they receive all the support they need to rebuild their lives," Ntuli said.

Ntuli expressed his heartfelt gratitude to all social partners for their invaluable contributions during this challenging time, and acknowledged the critical role played by Non-Government Organisations, donors, and volunteers in providing immediate relief and support to the storm victims.

He said the spirit of unity and cooperation observed in uThongathi, serves as a testament to the strength and resilience of the KwaZulu-Natal community.

"The swift and generous response from our social partners has been overwhelming. Their efforts have provided much-needed relief and hope to those who have lost so much.

“On behalf of the KwaZulu-Natal Provincial Government, I extend my deepest thanks to everyone involved in these recovery efforts.," Ntuli said.

The Premier further emphasised the importance of collaboration between government entities, private sector partners, and community organisations to effectively address the aftermath of such natural disasters. – SAnews.gov.za

New KZN Finance MEC shuts down Treasury’s secondary office

New KZN Finance MEC shuts down Treasury's secondary office

Newly appointed KwaZulu-Natal Finance MEC, Francois Rodgers, has started to demonstrate his commitment to ensure effective spending of the budget by closing down the office on the 9th floor of The Marine Building in Durban.

Rodgers said the closure of the leased offices will save the KZN Treasury an estimated R1 million a year, which will be directed to other strategic service delivery needs of the department in supporting the province.

Rodgers said his main priority was to stabilise the finances of KwaZulu-Natal and work with the Treasury team, as well as Members of the Executive Council (EXCO), to ensure that strategic decisions are being taken in order to safeguard the provincial fiscus.

“During my consultation with my executive team in the department, I directed that business cannot continue as usual and we need to streamline operations. In this regard, I have decided to close the Durban office, which served as a secondary office with an annual lease amount of R1 115 786.40, translating to a total value of just over R5 578 000 over five years that we will save,” Rodgers said.

He said his team will operate from the Pietermaritzburg office and the team will be as prescribed by the Ministerial handbook.

“My wish is to enhance the transparency of our decision-making in resource allocation and utilisation, and I am prepared to make tough decisions if we are to demonstrate that we mean business when we say we will stabilise the finances in the province with prudent fiscal management. As KZN Treasury, we must lead by example,” Rodgers said.

The MEC said he was committed to stabilising spending, eliminating irregular expenditure in departments, attracting foreign investment, as well as ensuring accountability and transparency.

Rodgers, who is a member of the Democratic Alliance (DA), is among the provincial Cabinet which includes Members of the Provincial Legislature from the Inkatha Freedom Party, African National Congress (ANC), DA and National Freedom Party (NFP), as announced last week by newly-inaugurated KwaZulu-Natal Premier, Thami Ntuli.

Rodgers took over the reins from the ANC’s Peggy Nkonyeni.

The new provincial Cabinet is as follows:

- Economic Development, Tourism and Environmental Affairs MEC: Musa Zondi (IFP).
- Cooperative Governance and Traditional Affairs MEC: Thulasizwe Buthelezi (IFP).
- Health MEC: Nomagugu Simelane (ANC).
- Social Development MEC: Mbali Shinga (NFP).
- Public Works MEC: Marthinus Meyer (DA).
- Finance MEC: Francois Rodgers (DA).
- Agriculture and Rural Development MEC: Thembeni Madlopha-Mthethwa (IFP).
- Transport and Human Settlement MEC: Siboniso Duma (ANC)
- Education MEC: Sipho Hlomuka (ANC).
- Sports Arts and Culture MEC: Mntomuhle Khawula (IFP).

Agency welcomes efforts to fight cross-border crimes

Agency welcomes efforts to fight cross-border crimes

The Cross-Border Road Transport Agency (C-BRTA) has welcomed the recent 53-year conviction of cross-border vehicle hijacker and smuggler, Sipho Mhlanga.

Mhlanga was sentenced to 53 years by the Mtubatuba Magistrates Court on Wednesday, 19 June.

The CEO of the C-BRTA, Lwazi Mboyi, said the agency notes the progress registered by law enforcement authorities in the country in the fight against cross-border crimes.

“This is a step in the right direction because cross-border crimes and related syndicates frustrate South Africa’s efforts to improve and build a healthy trade between the country and neighbouring countries. It is for this reason that we commend the work that has been done thus far, and we would like to wish the South African Police well in their efforts to eliminate cross-border crimes,” Mboyi said in a statement on Sunday.

Mhlanga’s arrest and subsequent conviction followed “sterling work” by the South African Police Service (SAPS), who were deployed to the northern part of KwaZulu-Natal to clamp down on cross-border criminality.

“The C-BRTA, as the facilitator of the commercial transportation of passengers, goods and services across borders, welcomes and commends the SAPS for the work they have done in fighting and combating cross-border crimes in KwaZulu-Natal and in the country in general,”  the agency said.

The C-BRTA is a statutory body operating in a commercial environment, with government represented by the Minister of Transport being the shareholder.

The agency facilitates the unimpeded flow of freight and passenger cross-border movements and plays a critical role in the implementation of cross-border road transport agreements and issuing of cross-border operator permits. - SAnews.gov.za

Hawks seize cocaine worth R8 million

The KwaZulu-Natal Directorate for Priority Crime Investigation (Hawks) Provincial Head, Major General Lesetja Senona, has welcomed the seizure of 20 cocaine bricks that were destined for the Free State.

This as Hawks members from the Pietermaritzburg Serious Organised Crime Investigation unit seized the cocaine bricks worth R8 million at an industrial park near Pietermaritzburg on Wednesday.

The officers had received information about a truck that was carrying a chemical crop sprayer tractor from Durban Harbour heading to the Free State province.

“A disruptive operation was swiftly conducted, and members proceeded to the said industrial park.

“The said truck was traced and found stationary. A search was conducted and members found 20 bricks of cocaine hidden inside the chemical sprayer bin. A detailed statement was obtained from the driver and no arrest has been made at this stage. The investigation continues,” said the Hawks in a statement on Thursday.

Condolences for retired judges

Condolences for retired judges

The office of the Judge President of KwaZulu-Natal has sent its condolences to the families of two retired judges who passed away recently.

Judges Nic Van Der Reyden and Sham Gyanda passed away this month.

Judge Van Der Reyden died last Wednesday, 12 June 2024 after spending at least 30 years in the legal fraternity and retired in 2010.

“Judge Van Der Reyden will be remembered for his abiding decency and humility…a true salt of the earth. The Judges of the KwaZulu-Natal Division extend their sincere condolences to his wife Dain, his son Nicholas and daughter Marijke and to the wider family and loved ones,” the office said.

Judge Gyanda died on Monday, 17 June 2024 after having spent some 40 years as a thriving advocate and, subsequently, a member of the judiciary.

He retired in 2020 due to ill health.

“He was a valued member of the bench, a trusted colleague and a friend to all. Both at the Bar and on the bench, in addition to sound advice, he always had a kind word and a smile for all who sought his counsel and guidance and if the occasion permitted, a joke, sometimes naughty and sometimes wicked, would be added in.

“We remember our brother with fondness. The Judges of the KwaZulu-Natal Division send their heartfelt condolences to his widow, Shireen, his children Kajal, Sahil and Alka and to the wider family,” the office said. – SAnews.gov.za

Motsoaledi welcomes 18-year sentence of Pakistani national linked to passport-related crimes

Motsoaledi welcomes 18-year sentence of Pakistani national linked to passport-related crimes

The Minister of Home Affairs, Dr Aaron Motsoaledi, has welcomed the sentencing of a Pakistani national, Arfan Ahmed, who was convicted of corruption and bribing Home Affairs officials at the Krugersdorp Home Affairs office for R45 000.

According to the department, Ahmed was apprehended in a sting operation involving the Counter Corruption Branch of Home Affairs, the Hawks, and the Police Crime Intelligence at the Home Affairs office in Krugersdorp in March 2022.

“In the aftermath of his arrest, his home was searched, where multiple passports which were not supposed to be there were found. For this offence, he is serving eight years. As the kingpin of the passport photo swap, the Krugersdorp Regional Court recently sentenced him to another 10 years imprisonment.

“He is, therefore, serving 18 years for his involvement in the overall passport syndicate activities,” the statement read.

The department stated that the passport syndicate aims to undermine the country’s laws by fraudulently obtaining South African passports for Pakistani nationals, who did not have a legal right to possess these documents.

Ahmed is said to have been working with some corrupt officials of Home Affairs in a network that spanned Gauteng, Limpopo, KwaZulu-Natal, Eastern Cape, Western Cape and Mpumalanga provinces.

Meanwhile, Home Affairs said they have already fired the 12 officials who enabled his scheme after the conclusion of their disciplinary processes.

Motsoaledi said he welcomed the development and was impressed that the courts are sending a strong message that crime does not pay.

“We’ve been waiting patiently for the sentencing of this kingpin for his role in the Krugersdorp passport syndicate. This is an illustration that in our unflinching commitment to uproot fraud, corruption and all sorts of crimes bedevilling our country, we make sure that kingpins and their 'lieutenants' face the full might of the law.

“Passport fraud is not a victimless crime. Every single South African is a victim because we are now forced to apply for visas when we visit countries such as the United Kingdom. This was not the case before syndicates like these denigrated our passports. We will, therefore, have no mercy to anybody whatsoever, Home Affairs official or outsider, who gets involved in these dastardly acts. We are doing so to protect the interests of all South Africans,” the Minister said.

He has since urged all citizens to immediately report such acts of crime to the nearest police station or report them to Home Affairs officials and to refrain from such criminal acts of selling identity.

People who want to report Home Affairs-related crimes can call the national anti-corruption hotline on the toll-free number 0800 701 701 or send an email to report.corruption@dha.gov.za. – SAnews.gov.za
