SA records second case of mpox

SA records second case of mpox

The Department of Health has urged people experiencing suspected symptoms of mpox disease to visit their nearest healthcare provider for screening and testing to ensure early diagnosis and effective treatment.

This is after the country recorded the second laboratory-confirmed case of mpox disease.

The new patient is a 39-year-old male who was admitted at Addington Hospital in Durban, KwaZulu-Natal, without a travel history to countries and regions currently experiencing the disease outbreak.

The first case was logged in Gauteng when a 35-year-old man tested positive on 9 May 2024.

The infectious disease is caused by the monkeypox virus and has the potential to cause painful or itchy rash-like pimples or blisters and fever.

The department working closely with the province and the National Institute for Communicable Diseases (NICD) has activated contact tracing and case finding to identify and assess people in contact with the patient to prevent further transmission, especially at a household and community level.

“This will also assist to establish if the second case was in contact with the first case confirmed in Gauteng earlier this month.”

According to the World Health Organisation (WHO) a total of 466 laboratory-confirmed cases of mpox and three deaths from 22 countries were reported globally in March 2024.

According to the department, this illustrates that low-level transmission continues worldwide.

The most affected WHO regions include Africa, Europe, the Americas, the Western Pacific and South-East Asia.

“In the African region, the Democratic Republic of the Congo reports the highest number of confirmed positive cases, which represents just over a tenth of the suspected clinically compatible cases and deaths reported.”

Meanwhile, the department said stigma and discrimination may prolong a disease outbreak by stopping people from coming forward for information or seeking testing or care, which undermines public health efforts.

“We urge the public and communities to support those who test positive for mpox to take treatment and those with suspected symptoms to go for screening and testing instead of discriminating against them.”

Meanwhile, South Africa is currently experiencing the annual influenza (flu) season, which started in the week of 22 April 2024.

According to the department, several flu strains are circulating causing severe health complications in some patients.

“This has been confused with the COVID-19 variant which has been in circulation with a low level of transmissibility and severity.”

The most commonly detected and circulating flu is “swine flu” because it causes disease in pigs, followed by influenza B/Victoria and influenza A (H3N2).

The department said this was not unusual as swine flu has been circulating as one of the annual seasonal flu strains since 2010.

“Influenza A virus is more severe in adults. About 8% to 10% of patients hospitalised for pneumonia and 25% of patients with flu-like illness such as fever and cough will test positive for influenza during the flu season in South Africa.”

According to the NICD surveillance data, the numbers of flu cases and positivity rates are increasing rapidly, but the transmission and impact remain at a moderate level of activity for both outpatient and hospitalised cases.

“This means that while there is a lot of influenza circulating, it is still within the expected range for a normal influenza season. Influenza may cause severe illness leading to hospitalisation or possibly death, especially among those who are at risk of severe influenza illness or complications.”

High-risk groups include pregnant women, mothers six weeks after delivery, individuals living with HIV, those with chronic conditions such as diabetes, lung disease, tuberculosis, heart disease, renal disease, obesity, the elderly and children under two years old.

“These groups of people are strongly encouraged to receive the influenza vaccine available freely at public health clinics or a cost from private healthcare providers and through pharmacies.”

Ideally, the vaccine should be administered before the start of the flu season because it takes about two weeks for antibodies to develop, but it is not too late for people to get it to protect themselves and their loved ones against these viruses.

Non-pharmaceutical interventions such as covering the mouth and nose when coughing and sneezing, ventilation, and regular hand washing with water and soap or sanitiser can help to minimise the spread of the disease. – SAnews.gov.za

Security intensified in KwaZulu-Natal, Eastern Cape

Additional Public Order Policing (POP) members will be deployed to different parts of KwaZulu-Natal and Mthatha in the Eastern Cape to beef up the current law enforcement agencies’ deployments and intensify crime combatting efforts.

This was announced during a send-off parade for more than 700 POP members in Harrismith on Monday.

National Commissioner of the SAPS, General Fannie Masemola, addressed the parade and said the officers will add to the existing capacity of members currently deployed in these provinces to ensure that voting takes place in a safe and secure environment.

Masemola, in his address, gave the men and women in blue marching orders to ensure they prevent and combat any acts of criminality and protect the rights of South Africans to vote in a peaceful environment.

He said police have mobilised their maximum resources to combat the lawlessness in Mthatha, which includes the blocking of roads.

Police have meanwhile arrested five people who had attempted to block roads leading to the Mthatha Airport.

“We are sending you off to maintain law and order. No disruptions and acts of criminality should take place under your watch. We are sending you out there to protect the constitutional right of South Africans and the integrity of the election process,” said Masemola

The co-chair of the National Joint Operational and Intelligence Structure (NATJOINTS), Lieutenant General Tebello Mosikili, also formed part of the parade.

She urged members to execute their duties within the ambit of the law. – SAnews.gov.za

IEC dismisses vote rigging allegations, condemns threats to officials

IEC dismisses vote rigging allegations, condemns threats to officials

The Electoral Commission (IEC) has dismissed allegations of vote rigging made against its offices in KwaZulu-Natal and has condemned threats made against its officials.

This comes days before the National and Provincial Elections are due to be held on 29 May, with special votes expected to be administered on Monday and Tuesday.

On allegations of vote rigging, the commission noted “with great concern” videos circulating related to the allegations at its storage sites in Chesterville and Hammersdale in the province.

“We wish to clarify that the videos depict our planned logistical arrangements and storage of election materials as we prepare for the first day of special voting on 27 May 2024. These are legitimate and authorised arrangements for the distribution of ballot papers and other bulk material.

“The planned security measures were that the trucks distributing ballot papers are escorted by SAPS to the local storage site. These storage sites will then be guarded on a 24-hours basis. This arrangement would ensure that the storage sites are protected against unauthorised entry, burglary, and tempering with election materials and ensure detailed control and recording of all items in storage,” the commission said in a statement.

It further warned that no members of political parties will be allowed entry into any storage facility.

“No party will be allowed to gain entry into the warehouse premises of the commission. We instruct the leadership of MK party to immediately leave the warehouse as the commission urgently needs to finalise the distribution of election material,” the statement read.

Threats to commission officials

The IEC said that in the same province, an official was “was woken at home in the middle of the night about bulk material stored at the Baptist Church voting station in Chesterville”.

“Bulk material is voting booths, voting station signage/banners and new unfolded ballot boxes. This bulk electoral material was taken to Cato Manor police station in eThekwini, in KwaZulu Natal.

“It is part of the logistical plan for the commission to deliver bulk material to voting stations ahead of Election Day. This is meant to ensure that voting stations open on time as only security material such as ballot papers will be delivered on the day of voting,” the commission said.

Furthermore, it strongly condemned any threats towards its staff members.

“No party nor its representatives have authority to gain access to private homes of electoral staff. Worse still no party nor its representatives may take control of election material without being authorised.

“We want to assure the public that additional measures have been implemented to secure these various storage sites across the country. We confirm that the commission has possession of all election materials shown in these videos.

“This electoral material is being prepared for distribution to voting stations in time for the special votes tomorrow, 27 May 2024.

“The commission is contemplating measures against the party and the individuals involved as such obstruction to election activities should not be tolerated. This conduct violates the Code of Conduct and other electoral prescripts,” the IEC said.

Pleasant weather conditions during elections week

Location: News

Pleasant weather conditions during elections week

With South Africans going to the polls next week, weather conditions are expected to be sunny and cool over most parts of the country while many of the northern provinces can expect sunny and warm conditions.

“It is undoubtedly good news that no severe or extreme weather is anticipated in the lead up to, and including, Voting Day. It is also very encouraging that daytime weather conditions will remain pleasantly cool over the southern half of the country, while the northern provinces will be warm, but not particularly hot,” the South African Weather Service (SAWS) said on Thursday.

South Africans will be exercising their democratic right to vote next week Wednesday, 29 May 2024.

“The persistence of such mild, settled weather conditions is somewhat unusual for this time of year but will no doubt be welcomed by election officials as well as the public.

“Weather conditions in the period from Monday, 27 May to Wednesday, 29 May are likely to remain predominantly free of rain and clouds. Rainfall, if any, is expected to be light and very localised in nature,” the weather service said.

On Monday, 27 May 2024, the country could see a few light showers along the northern coast of KwaZulu-Natal, while some early morning fog and drizzle patches can be expected along the eastern escarpment areas of Mpumalanga and Limpopo on Tuesday, 28 May 2024.

“At this stage, Voting Day is expected to remain dry and rain-free. A cold front will indeed be moving closer to the Western Cape on Voting Day, however, current numeric weather prediction models (NWP) indicate that rainfall associated with the arrival of the cold front will only occur after Wednesday,” SAWS said.

The weather service has recommended that voters and election officials be cognisant of the outlook for predominantly sunny conditions for large parts of the country next week.

“Wide-brimmed hats, sunblock and sunglasses are therefore recommended, especially if voting queues result in voters standing in direct sunshine for extended periods. Moreover, it is a good idea to remember to drink water regularly, in order to avoid dehydration.

“It is also important to bear in mind that infants, small children as well as the elderly and infirm are highly prone to dehydration, especially when the weather is sunny, dry and warm, as will be the case on voting day, 29 May 2024,” SAWS said.

Next week’s weather in summary:

  • Predicted weather conditions for Monday: Sunny and cool conditions are expected, but it will be warm in places over the northern areas of Limpopo, Mpumalanga and the Northern Cape, with isolated showers over the northern parts of KwaZulu-Natal.
  • Predicted weather conditions for Tuesday: Fine and cool conditions are expected, but it will be warm in places over the northern areas of Limpopo, Mpumalanga, KwaZulu-Natal and Northern Cape. There is a 30% chance of drizzle and showers expected along the escarpment of north-eastern areas.
  • Predicted weather conditions for Wednesday: Warm in places over the northern areas of Limpopo, North West and Northern Cape, otherwise sunny and cool. It will be windy and gusty over the western interior, especially from mid-morning onwards. Blowing dust could locally reduce visibility over these areas and could also result in minor disruption and discomfort for voters at voting stations.

SAWS said it will continue to monitor any further weather developments and will issue subsequent warnings if any need arises. – SAnews.gov.za

Universal Ballot Template widens access to democracy

Universal Ballot Template widens access to democracy

The Electoral Commission (IEC) says the Universal Ballot Template, a voting aid designed to empower persons with disabilities and special needs, will help this section of the population to exercise their democratic right independently and with the utmost secrecy.

This, according to the Commission, was developed in collaboration with the South African National Council for the Blind.

Speaking at the launch of the National Result Operation Centre (ROC) in Midrand on Wednesday, the Electoral Commission Chief Electoral Officer, Sy Mamabolo, said on 27 and 28 May, the Commission will accept Special Votes from the 1 668 076 South Africans who were approved for this category of votes.

“The Commission will visit 624 593 voters at their homes or places of confinement, and 1 043 483 will be assisted at voting stations where they are registered,” he said.

Mamabolo said in addition to trained staff, agents from political parties and independent candidates, as well as accredited observers will be present when the special votes are cast.

“As we embark on this momentous journey, we find inspiration in the unwavering commitment of our staff, who will be present at all 23 303 voting stations, diligently attending to the needs of those unable to visit the stations, ensuring a seamless and inclusive voting experience for all,” Mamabolo said.

Mamabolo said the appointment of 202 500 voting officials, including a new category of staff dedicated to enhancing the counting quality, underscores the Commission’s resolute dedication to upholding the integrity of the electoral process.

“The Commission takes immense pride in announcing the completion of ballot printing and delivery of over 90 million ballots meticulously prepared for this historic occasion.

“Voters will be presented with three ballot papers: The National Compensatory Ballot for political parties, the Provincial Ballot, and the Regional Ballot for parties and independent candidates. We remind all voters of the sacred principle, 'One ballot, One Mark'," Mamabolo said.

According to Mamabolo, provinces with the most approved special votes for both home visits and voting station visits are Gauteng (335 480), KwaZulu-Natal (320 010), Eastern Cape (286 059), Limpopo (159 800), Western Cape (137 558), North West (132 627), Mpumalanga (126,112), Free State (86,908), and Northern Cape (83,504).

“It is important to point out that in addition to our trained staff, agents from political parties and independent candidates, as well as accredited observers, will be present when the special votes are cast,” he said. – SAnews.gov.za

“Nerve centre” ready for capturing, auditing, collating elections results

"Nerve centre" ready for capturing, auditing, collating elections results

The National Result Operation Centre (ROC) for the 2024 national elections has been launched in Midrand.

The ROC, at Gallagher Estate in Midrand, will be the nerve centre for capturing, auditing, collating and announcing the election results next week after Election Day.

Speaking at the official launch of the results centre on Wednesday, the Electoral Commission (IEC) Chief Electoral Officer Sy Mamabolo said it will serve as the “beating heart of the democratic process”, bringing together commission members, operational areas, representatives of political parties and independent candidates, observer missions and media representatives from across the globe.

There will also be ROCs across all the nine provinces, Mamabolo said.

He said it was an honour to welcome a record-breaking 160 organisations, collectively deploying over 5 000 observers from around the world to witness and validate the integrity of the commission’s electoral process.

“This includes esteemed international bodies such as the African Union, The Carter Centre Democracy Program, and the International Institute for Democracy and Electoral Assistance, alongside a legion of domestic observers committed to upholding the principles of transparency and accountability.”

He reminded all voters of the principle that governs the elections - a person votes at the voting station where they are registered.

“The only exception to this rule is for those who have duly notified the commission of their intention to vote outside their registered voting district,” he said.

With less than a week before Election Day, Mamabolo called on all South Africans, both at home and abroad, to participate in this defining moment for the nation.

Chairperson of the Electoral Commission Mosotho Moepya said the ROC was not merely a physical space but was a testament to the unwavering commitment to transparency and integrity in the electoral process.

“The ROC stands as a beacon of transparency and accountability, illuminating the path toward a future characterised by free and fair elections. Here, within the walls of what we affectionately call ‘The ROC’, South Africa's commitment to free and fair elections finds its stronghold,” Moepya said.

Moepya said the results centre would witness the announcement and certification of results in national, provincial, and local elections and that it symbolised the nation's steadfast dedication to democratic principles.

“I extend a warm welcome to representatives from all political parties and independent candidates participating in these elections.

“Your presence here underscores the collaborative effort required in the management of elections. Through the National Political Liaison Committee, we have engaged transparently at every stage of the electoral process, ensuring inclusivity and fairness,” he said.

Moepya said each voting station result undergoes rigorous audit authentication before being posted, ensuring accuracy and accountability.

“The capture and verification of results at each voting station, independent audits, and real-time accessibility of data to stakeholders exemplify our commitment to integrity,” he said.

Special Votes

On 27 May and 28 May, the commission will accept special votes from the 1 668 076 South Africans who were approved for this category of votes.

The commission will visit 624 593 voters at their homes or places of confinement and 1 043 483 will be assisted at voting stations where they are registered.

The province with the most approved special votes for both home visits and voting station visits is Gauteng with 335 480.

The rest are as follows: KwaZulu-Natal with 320 010, the Eastern Cape with 286 059, Limpopo with 159 800, the Western Cape with 137 558, North West with 132 627, Mpumalanga with 126 112, Free State with 86 908 and the Northern Cape with 83 504.

CoGTA, Defence sign agreement to collaborate on disaster management

CoGTA, Defence sign agreement to collaborate on disaster management

Cooperative Governance and Traditional Affairs (CoGTA) Minister Thembi Nkadimeng says the Memorandum of Collaboration (MoC) with the Department of Defence is a crucial step in strengthening the nation’s ability to prevent, respond to and recover from disasters.

“We believe that this partnership will harness the strengths and resources of both departments, amplifying our collective ability to safeguard lives and livelihoods,” she said on Wednesday.

Nkadimeng spoke at the launch of the MoC on Disaster Management, where she and Defence Minister Thandi Modise signed the agreement in Pretoria.

Nkadimeng announced that key areas of collaboration outlined in the MoC include the establishment of a Disaster Reserves Assurance Fund, joint development of Emergency Operations Centres (EOCs) and District Integrated Industrial Parks (DIIPs).

Through this MoC, the department would involve Community Work Programme (CWP) participants in disaster preparedness and community development.

Meanwhile, the Department of Defence will be tasked with providing defence capabilities to safeguard the nation and oversee the South African Forces Institute (SAFI), which manages emergency strategic reserves and procurement.

Through this MoC, Nkadimeng said government will also be forging a strategic alliance to revitalise the National Disaster Management Centre (NDMC), which is responsible for coordinating disaster management interventions, CWP and SAFI by enhancing the collective ability to deal with disasters.

“We believe that this MoC will go a long way to ensure that reaction to disasters is quick and efficient because we will be pulling resources together, and the skills found in Defence will be very handy in this area.”

Through concerted collaboration, Nkadimeng believes the State is paving the way for a future where disasters no longer wield a devastating impact.

“Instead, we are building resilient communities that can withstand and recover from adversity, propelling our nation forward on a path of sustainable development and prosperity.”

Climate change

The Minister emphasised the catastrophic impact of climate change, referring to it as a nightmare in South Africa.

“We have seen that in recent years, the severity of these occurrences and their impact are progressively increasing because of the inevitable effects of climate change.”

She said these events often strike suddenly, leaving behind devastation that affects communities, families, and livelihoods.

Nkadimeng also spoke about KwaZulu-Natal, which is prone to floods and where the South African National Defence Force (SANDF) was called to assist.

According to the Minister, government is currently in the process of reviewing the entire disaster management system, aiming to create a more adaptable framework that prioritises “resilience building”.

“This comprehensive review seeks to ensure that our disaster management approach is agile and responsive, effectively addressing evolving challenges and safeguarding our communities against future risks.”

Despite these proactive measures, Nkadimeng acknowledged there remains a pressing need to address gaps in post-disaster response.

“Too often, communities find themselves in dire situations, lacking adequate support and assistance in the aftermath of disasters. This has highlighted to us the importance of continuously refining and enhancing our disaster response mechanisms to ensure timely and effective assistance reaches those in need and prevents further hardships.”

She also addressed the man-made disaster of the George collapsed building, which resulted in the loss of 34 lives.

READ | George building collapse: Rescue and recovery operation concluded

“We have been working to have and implement plans to reduce risks, and be prepared. We aim to respond quickly and effectively when disasters happen, keeping everyone safe and minimising the damage they can cause,” she told the media.

Modise believes that government needs to be more organised to deal with disasters. She stated that Treasury is on board and will provide resources to train military personnel for disaster management.

“How much a disaster will cost will not compare to the cost of life. Therefore, we will be talking to Treasury about that... But with us, we’ll want to make sure that we don’t lose South African lives because there’s a shortage of money,” Modise said. – SAnews.gov.za

Multi-skills development centre to benefit KwaSwayimane community

Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has officially launched a multi-skills development centre to benefit the community of KwaSwayimane in KwaZulu-Natal.

The centre is an initiative of the Sector Education and Training Authority (SETA) in response to requests submitted to the Minister by Inkosi SN Gcumisa of the Gcumisa Tribal Authority and uMshwathi Local Municipality Mayor, Mandla Zondi.

They had requested the Higher Education and Training Department to build a campus of the uMgungundlovu Technical Vocational Education and Training (TVET) College, or a multi-skills development centre in KwaSwayimane village.

Informed by a needs analysis, Nzimande launched a variety of SETA training interventions with a total value of R30 694 700.

Given the importance of agriculture in KwaSwayimane, AgriSETA is the lead SETA of this skills development initiative.

AgriSETA has contributed R5 000 000 towards the skills development of 800 learners in crop production, livestock farming, and has provided accreditation to the three skills centres identified in uMshwathi.

Other investments include:

  • R1 830 000 contributed by Fibre Processing and Manufacturing (FP&M) SETA towards a learnership and skills programme for sewing, cabinet making and furniture making;
  • R2 916 000 from the Media, Information and Communication Technologies Sector Education and Training Authority (MICTSETA) contribution towards learnerships and skills programmes in digital training, mobile device repair and technical support training;
  • R12 788 700 contribution from the Construction Education & Training Authority (CETA) towards artisan development and learnerships in bricklaying, carpentry, welding and electrical, and
  • FOODBEV SETA contribution of R3 350 000 towards a skills programme in baking.

A total of R2 275 000 contributed by the Insurance Sector Education and Training Authority (INSETA) will go towards skills programmes in digital skills, while R2 535 000, contributed by the Wholesale and Retail (W&R) SETA, will go towards digital skills programmes and SMME support.

Speaking at an event held at Ndlebezembuzi Hall in KwaSwayimane, Nzimande said the SETA skills development intervention will be piloted in the kwaSwayimane community, and the initial phase rollout will benefit over 2 000 community members, mostly young people who are currently not in employment, education nor training (NEET).

“This contribution by our SETAs is their collective commitment to addressing unemployment, poverty, inequality and to improving the quality of life in the community of KwaSwayimane. The contribution also symbolises the commitment of government to changing the lives of ordinary citizens, particularly our rural areas.

“We are particularly excited to be making this contribution in this community. As a department, we believe that we need to make sustainable investments in our rural areas, with the view of making them economically viable,” Nzimande said. – SAnews.gov.za

KZN Government sends condolences to families of Ballito wall collapse

The KwaZulu-Natal Provincial Government has sent condolences to the families of four construction workers who died during the tragic Ballito wall collapse on Saturday.

Five construction workers were trapped when a wall collapsed at the Ballito construction site in Zen Drive, Durban, and claimed the lives of four workers.

One construction worker survived and is recovering in hospital.

KwaZulu-Natal Premier, Nomusa Dube-Ncube, expressed her sadness at the incident, which she described as “yet another tragedy in the built environment and construction sector”, following the multi-storey building collapse in George, Western Cape, which to date has claimed the lives of 33 people.

“It is with profound sadness and a heavy heart that I extend my deepest condolences to the families, friends, and colleagues of the four construction workers who tragically lost their lives when a wall collapsed at a construction site on Zen Drive in Ballito on Saturday. This devastating incident has cast a shadow of grief over our community, and we mourn alongside those who are suffering this unimaginable loss,” Dube-Ncube said.

READ | George building collapse: Rescue and recovery operation concluded

Dube-Ncube said while awaiting the results of the police investigation into the circumstances surrounding this incident, the provincial government is committed to ensuring that the families affected receive the support and assistance they need.

“Our thoughts and prayers are with the loved ones of the deceased during this incredibly difficult time. We also wish to extend our support to the one worker who survived this tragic event and is currently recovering from the ordeal.

“The bravery and dedication of the search and rescue teams, who worked tirelessly to rescue the workers, do not go unnoticed and are deeply appreciated,” Dube-Ncube said.

The Premier also emphasised the safety and well-being of the workers as a priority, adding that government will work diligently to prevent such tragedies in the future.

“In this time of sorrow, let us come together as a community to support those who have lost their loved ones and to honour the memory of those who perished. Their hard work and dedication will not be forgotten. May their respective souls rest in peace,” Dube-Ncube said. – SAnews.gov.za

Monument of remembrance for KZN families

Monument of remembrance for KZN families

Water and Sanitation Minister Senzo Mchunu is expected to lead a traditional cleansing ceremony and unveil a monument of remembrance for families and graves that were relocated from the uMngeni riverbanks for the construction of the Inanda Dam in eThekwini, KwaZulu-Natal.

The department said the cleansing ceremony, which will take place at Inanda Dam, kwaMsinsi on Monday, seeks to appease the families of Qadi, eMaphephetheni, KwaNgcolosi and KwaQiniselani-Manyuswa Traditional Authorities whose families were relocated to allow space for the reconstruction of Inanda Dam.

Before the construction of the dam in 1989, the families from four traditional authorities lived along the riverbanks of uMngeni flowing from Nottingham Road, where they also buried their deceased traditionally in the kraals, as had been done from generation to generation.

In 1987, the families were relocated to various areas, and around 800 graves were exhumed, and reburials conducted at various gravesites in the province. The majority of the remains were reburied at the Ntuzuma gravesite, while some of the graves were unaccounted for.

“Over the years, representatives of the four traditional authorities and the families have been engaging with the DWS over concerns that during the impounding of the dam, traditional rites were never observed or performed to inform and appease the departed that they were being relocated from their ancestral home to be reinterred somewhere else,” the department said.

The Department of Water and Sanitation and its KZN water entity, the uMngeni-uThukela Water Board, together with its subsidiary, Msinsi Holdings, which is responsible for the Inanda Dam water resource infrastructure, will host the traditional cleansing ceremony and erect a monument to provide closure to the affected families.

“This is in accordance with the legislations and policies that guide on the management of issues relating to land development by government, including relocations and compensations for those affected by the process,” the department said.

During the ceremony, Mchunu will be accompanied by the leadership of the provincial and local government, representatives of the four traditional authorities, the uMngeni-uThukela Water Board and Msinsi Holdings. – SAnews.gov.za

Plans to establish government service delivery points in Durban townships

Plans to establish government service delivery points in Durban townships

The Department of Employment and Labour in KwaZulu-Natal has announced plans to establish service delivery points within the township communities of Durban.

Provincial Operations Chief Director, Edward Khambula, made the announcement during an Employer Breakfast Session held at the KwaMashu Indoor Sports Centre, north of Durban, on Thursday.

Khambula said the Employment and Labour Service Delivery Office Points programme is in the pipeline for areas covering Inanda, Ntuzuma, KwaMashu (INK); and Umlazi township.

Khambula said the establishment of service points, which has been approved, will bring services closer to the communities.

“We are trying to expand to other townships such as Umlazi as well, because we can see that it does not help for people to travel to town to receive services. We would like to plead with the community to use the service point offices properly,” said Khambula.

The breakfast session, held in collaboration with the Department of Small Business Development, aims to provide a platform for small business operators to engage with the department, while informing and teaching them about various labour laws to comply with in the country.

It also formed part of the department’s plan to get closer to the shopping centres and provide services to the people.

“Because we know that the small businesses in townships sometimes struggle to comply with labour laws, there has been a proposal for us to get closer to the people and teach them and clarify the manner that can assist them to comply without necessarily having to employ the services of consultancy agencies,” Khambule said.

Khambule said there are ways for employers and the small business community to mitigate and negotiate if a business is unable to comply with the labour laws, adding that the department provide assistance free of charge.

“The department is fully aware of the challenge of unemployment and the state of the economy is dire. There is an exemption to apply from the department to mitigate certain non-compliance issues,” Khambula informed the employers.

Instead of running away from the inspectors, Khambula urged the employers to seek guidance from the department in order to get guidance on how they can obtain an exemption.

He emphasised that the department has no intention of closing down businesses, which will consequently result in unemployment.

“We have also heard that you can pay the money you owe through instalments so that the facility exists, and the officials are sensitive about it. The department is wary that an employee can lose a job due to its interventions,’’ Khambula said.

Six suspects killed in gun battle with KZN police

Six suspects were shot and fatally wounded and five firearms were recovered during two separate shootouts with KwaZulu-Natal police on Thursday.

KZN police spokesperson, Brigadier Jay Naicker, said four men, who were suspected to be behind a string of cash-in-transit (CIT) robberies in the province, were shot and fatally wounded in a shootout with police at Camperdown, in the Umgungundlovu District Municipality, in the early hours of Thursday.

“A team comprising police officers from various units, including the Hawks, gathered intelligence regarding the whereabouts of the suspects and when police announced their arrival at the identified house, they were greeted with a hail of bullets from the suspects.

“The police officers returned fire and during the shootout, four suspects sustained fatal gunshot wounds. Three firearms were found in the possession of the suspects,” Naicker said.

In another incident, police officers, who are members of the National Intervention Unit, operationalised intelligence cornered two suspects who were sought for intimidation, extortion, and other violent crimes.

Naicker said when police pounced on the suspects at their hideout at the Klaarwater Hostel in Mariannhill, the suspects opened fire at the police officers.

Two suspects were shot and fatally wounded in the shootout, and two firearms were found in the possession of the suspects.

Naicker warned that police in KwaZulu-Natal remain committed to enforcing and upholding the law by preventing, combatting, and investigating crime.

“Suspects who challenge the authority of the state by shooting at police officers will be met with the force proportional to their actions,” Naicker said. – SAnews.gov.za

KZN welcomes delegates to Africa’s Travel Indaba

KZN welcomes delegates to Africa’s Travel Indaba

KwaZulu-Natal Premier Nomusa Dube-Ncube has welcomed delegates participating in the Africa's Travel Indaba, which is currently underway at the Inkosi Albert Luthuli International Convention Centre in eThekwini.

Taking place from 13 - 16 May 2024, Africa’s Travel Indaba is an iconic African leisure trade show, owned by South African Tourism, with the specific objective of creating market access for the country’s vast array of African leisure tourism products.

Welcoming the delegates at the official opening of Africa's Travel Indaba on Tuesday, Dube-Ncube said the trade show provides the ideal platform for African tourism exhibitors to showcase their offerings to international and local buyers, destination marketing companies and leisure tourism services partners.

“It is the most formidable platform on the continent for you to meet face-to-face with the most influential buyers in the world, and to gain access to Africa’s excellence and its endless possibilities. These are the business opportunities and quality connections that will shape Africa’s tomorrow,” Dube-Ncube said.

The Premier noted that this year’s Africa’s Travel Indaba takes place at a time when South Africa is celebrating 30 years since the dawn of democracy, which ushered in a new era and assured our standing in the family of other nations.

“This milestone makes all of us gush with pride as South Africans when we consider the journey that we have travelled in moulding the country of our dreams. Today, we speak of a tourism industry that can hold its own at a global level because of our country's achievements,” Dube-Ncube said.

As the tourism industry shows green shoots globally, she said one of the key sub-sectors the province wants to aggressively focus on is Meetings, Incentives, Conferences and Events (MICE).

MICE make up a big part of global business travel since every industry has regular events of some kind. The main goal is always to bring professionals together, foster connections, promote new ideas, and push growth.

“As a province, we will be at the forefront of ensuring that KwaZulu-Natal gets the lion’s share of the tourism market.  As we all know, one of the biggest trends in the tourism environment is the blending of leisure tourism and business, known as 'Bleisure Travel' [blending of business and leisure travel].

“We would like to thank all of you for your continued support of Africa’s Travel Indaba. Indeed, Africa has limitless possibilities, and we must seize the opportunity to ensure that Africa’s time is now,” Dube-Ncube said. – SAnews.gov.za

Inquests re-opened into Luthuli, Mxenge and Mantyi apartheid era deaths

Inquests re-opened into Luthuli, Mxenge and Mantyi apartheid era deaths

Inquests into the deaths of prominent anti-apartheid activists Chief Albert Luthuli and Mlungisi Griffiths Mxenge and civic leader Booi Mantyi have been re-opened by Minister of Justice and Correctional Services, Ronald Lamola, on recommendations from the National Prosecuting Authority.

“With these inquests, we open very real wounds which are more difficult to open 30 years into our democracy, but none the less, the interest of justice can never be bound by time the truth must prevail,” said the Minister.

Regarding Luthuli, who was also Nobel Peace Prize laureate, the department said official reports found that he was struck down by a train “but the exact circumstances surrounding the incident remain unclear to this day”.

An inquest was held in September 1967 and an apartheid era court found that he had died following a fracture to the skull but that the “evidence did not disclose any criminal culpability on the part of South African Railways and anyone else”.

“As a result of representations made to the National Director of Public Prosecutions which brought to the fore that in 1967, the inquest did not consider certain mathematical and scientific principles. This mathematical and scientific report reveal that it is highly unlikely that Chief Luthuli was struck by a train and died because of that.

“Considering this information, amongst others, and the investigation done by the Truth and Reconciliation Unit of the Directorate of Priority Crime Investigation, Minister Lamola accepts and agrees that it is necessary and in the interest of justice to approach the Judge President of the High Court of South Africa in the KwaZulu-Natal Division to re-open the inquest into the death of Chief Albert Luthuli,” the department said.

Griffiths Mxenge

The anti-Apartheid activist and civil rights lawyer Mxenge died in 1981 and his body – with some 45 lacerations – was found at a sports field in Umlazi, KwaZulu-Natal.

Two years later, an inquest into the death was opened which, according to the department, “failed to identify the perpetrators, despite clear signs of foul play, including evidence of surveillance on Mr. Mxenge’s office and the poisoning of his dogs”.

“A thorough investigation was not done into the death of Mr. Mxenge. The Harms Commission and Truth and Reconciliation Commission revealed that orders to kill Mr. Mxenge came from Vlakplaas head Dirk Coetzee. Dirk Coetzee and his accomplices Nofomela, and Tshikalanga were granted amnesty for the murder of Mxenge.

“There is new evidence that certain critical information was not presented to the Truth and Reconciliation Commission and the initial inquest, although the perpetrators were clearly identified. Minister Lamola accepts that it is necessary and in the interest of justice to approach the Judge President of the High Court of South Africa in the KwaZulu-Natal Division to re-open the inquest into the death of Mr Mxenge,” the department said.

Booi Mantyi

Mantyi was killed on 16 June 1985 during an alleged altercation with Apartheid era police at De Aar in the Northern Cape.

That same year, an inquest was held into Mantyi’s death with the outcome finding no one responsible.

The department explained that a fresh investigation “has revealed that an eyewitness who has not previously testified has been identified”.

“Considering the above, Minister Lamola is of the view that it is necessary and in the interests of justice to request the Judge President of the High Court of South Africa, Northern Cape Division to re-open an inquest into the death of Mr Booi Mantyi,” the department said. – SAnews.gov.za

“The above changes in employment and unemployment resulted in the official unemployment rate increasing by 0.8 of a percentage point from 32.1% in the fourth quarter of 2023 to 32.9% in the first quarter of 2024. The unemployment rate according to the expanded definition also increased by 0.8 of a percentage point to 41.9% in Q1: 2024 compared to Q4: 2023,” Stats SA said on Tuesday.

Formal sector employment increased by 56 000 in Q1: 2024, while informal sector employment decreased by 100 000 over the same period.

“The industries that contributed to the net employment increase include trade (up by 109 000), manufacturing (up by 99 000), private households (up by 44 000), transport (up by 39 000), agriculture (21 000) and mining (9 000). Employment losses were recorded in community and social services (122 000), construction (106 000), finance (50 000) and utilities (17 000),” Stats SA said.

Those that recorded decreases in employment were Western Cape (17 000), followed by North West (13 000), Mpumalanga (8 000), Eastern Cape (4 000) and Limpopo (3 000), while Free State remained unchanged.

“The youth (15 to 34 years) remain vulnerable in the labour market; the first quarter of 2024 results show that the total number of unemployed youth increased by 236 000 to 4.9 million while there was a decrease of 7 000 in the number of employed youth to 5,9 million. This resulted in an increase in the youth unemployment rate by 1.3 percentage points from 44.3% in Q4: 2023 to 45.5% in Q1: 2024,” Stats SA said. – SAnews.gov.za
