Law enforcement commended for R20 million copper recovery

Law enforcement commended for R20 million copper recovery

KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Thulasizwe Buthelezi, has commended law enforcement agencies for the arrest of a 59-year-old suspect linked to the theft of copper worth over R20 million.

The stolen copper was recovered this week from a scrapyard on Martin Drive in Queensburgh, south-west of Durban.

Buthelezi said every year, criminal syndicates cause hundreds of millions of rands in damage to public infrastructure that provides essential services, including water, electricity and sanitation.

“These criminals sell the stolen metals to unscrupulous scrapyard dealers, severely hampering municipalities' ability to serve their communities. We are pleased to see that law enforcement is gaining the upper hand in the fight against these criminals who perpetuate economic sabotage through their actions,” Buthelezi said.

Buthelezi emphasised the importance of community involvement in combating these crimes and urged the public to work closely with law enforcement by reporting any suspicious activities.

“The fight against crime is a collective effort. We need the eyes and ears of our communities to help us protect our public assets,” he said. – SAnews.gov.za

Cabinet commends efforts to fight crime

Cabinet has commended the signing of the Cooperation Agreement to Combat Crime in the Western Cape.

The agreement enhances collaboration and coordination among all stakeholders to address safety and security concerns.

Signed last Friday, the agreement paves the way for sharing technology and resources, information, and best practice to improve the state of public policing.

“Through community-driven initiatives, the integration of resources and the development of innovative strategies, the agreement allows for a united front between the South African Police Service (SAPS), the province and communities to combat crime and promote public safety,”acting Minister in The Presidency, Maropene Ramokgopa said during a post Cabinet media briefing.

Ramokgopa reiterated government’s warning against crime, fraud and corruption.

“Government has zero-tolerance for crime, fraud and corruption; and will hold those who violate the laws of the country accountable. Cabinet remains determined to ensure that South Africa is a society where all people feel safe; and the recent arrests and conviction of suspects involved in various serious crimes demonstrates the commitment to push back against crime,” Ramokgopa said at the briefing held in Cape Town on Thursday.

Quarterly crime statistics

Cabinet also noted the increase in contact crimes in the latest quarterly crime statistics for the first quarter from April to June 2024, which indicated that more still needs to be done to ensure every citizen feels safe.

Ramokgopa said the SAPS, led by the Ministry of Police, is actively fighting these crimes through recent operations, including a confrontation with suspects in Milnerton, Cape Town, resulting in fatalities and arrests and operations in the Eastern Cape focusing on Mthatha and Nelson Mandela Bay. Arrests related to extortion activities have also been made in Gauteng, Mpumalanga and the Free State.

“Government is implementing a whole government approach, including signing cooperative agreements with provincial and local governments; rolling out operational plans in Cape Town and Nelson Mandela Bay, with plans to replicate in all metros; [and] engaging with sister departments to improve collaboration against crime.”

National Policing Policy
The Minister also announced that the National Policing Policy is set to be completed and adopted by the end of October 2024. It will address issues such as police stations and infrastructure based on norms and standards.

The policy will serve as an overarching framework for policing and will accommodate the provincial needs and priorities in line with section 206 (1) and (2) of the Constitution. – SAnews.gov.za

Former PRASA engineering head’s sentence a blow against corruption

Location: News

Former PRASA engineering head's sentence a blow against corruption

The hefty 15-year sentence against former Passenger Rail Agency of South Africa (PRASA) Engineering Head, Daniel Mthimkhulu, for three counts of fraud is a “significant victory” against corruption.

This is according to Acting Minister in the Presidency Maropene Ramokgopa, who briefed media on Thursday on the outcomes of the Cabinet meeting held on Wednesday.

Mthimkhulu was convicted and sentenced in the Johannesburg Specialised Commercial Crime Court for, according to the National Prosecuting Authority (NPA), misrepresenting his qualifications to PRASA and submitting a fraudulent job offer letter that he claimed to have received from a German engineering firm for a position at its engineering department.

This resulted in PRASA counter-offering and suffering prejudice amounting to some R2.8 million per annum.

“Cabinet applauded the 15-year sentence of the former Head of Engineering at the Passenger Rail Agency of South Africa, Mr Daniel Mthimkhulu, by the Palm Ridge Commercial Crimes Court.

“This sentence marks a significant victory in the fight against corruption and government’s commitment to rooting out dishonest practices and ensuring accountability at all levels,” Ramokgopa said.

She said Cabinet also welcomed the work done by law enforcement agencies to hold the corrupt accountable for their misdeeds.

“Cabinet welcomes the preservation order of R6.5 million against those involved in looting funds at the National Lotteries Commission. These actions support the implementation of the Anti-Corruption Strategy, which brings together law-enforcement agencies in the fight against corruption.

“Cabinet further welcomes the ruling by a London Court to allow the extradition of British national and former Eskom contractor, Mr Michael Lomas, to South Africa to face corruption charges.

"Lomas will be extradited to face 41 serious corruption charges related to the construction of the Kusile Power Station. This ruling is also a vote of confidence in our criminal justice system and affirms our commitment to comply with international human rights obligations,” Ramokgopa said.

President Cyril Ramaphosa has signed a proclamation authorising the Special Investigating Unit to conduct an investigation into allegations of corruption and maladministration at Eskom.

“The signing… strengthens efforts to hold those involved in corruption activities at the State entity accountable. The proclamation covers allegations of unlawful and improper conduct that occurred between 1 March 2006 and 30 August 2024, and nine contracts will be investigated.

“The President also amended a proclamation authorising the SIU to investigate further areas of allegations of corruption at the Department of Rural Development and Land Reform,” Ramokgopa said. – SAnews.govza

Citizens called to help keep criminals off the streets

Citizens called to help keep criminals off the streets

Cabinet has called on South Africans to continue to work with law enforcement agencies by reporting illegal acts to help keep criminals off the streets.

“The fight against crime is a shared responsibility, and government will continue to champion all initiatives that will mobilise all people in society to work together towards a better and safer South Africa,” acting Minister in The Presidency, Maropene Ramokgopa, said during a post-cabinet media briefing on Thursday.

The public can report criminal activities to the police on 10111.

Consistent with the commitments made by President Ramaphosa during his Opening of Parliament Address on 18 July 2024 to build a safer country, Ramokgopa said South Africa’s law-enforcement agencies have stepped up the fight against crime.

Some successes of law enforcement include the arrest of 673 suspects by the Hawks. Of the 573 arrested, 506 were convicted and 77 court orders were granted for the seizure of assets connected to criminal activities.
The police also arrested 14 422 suspects for various crimes through Operation Shanela from 19 to 25 August 2024.

“A multidisciplinary raid operation by the police, metro police, correctional services, Home Affairs and other law-enforcement agencies in six hijacked buildings in Durban led to the discovery of R4 million in counterfeit United States dollars, seizure of drugs, 117 rounds of ammunition and liquor, and [the] arrest of more than 150 allegedly undocumented foreign nationals.

“These successes follow significant inroads made in dismantling a transnational crime syndicate in the country since the beginning of the year. The Directorate for Priority Crime Investigation (Hawks) has uncovered 10 clandestine drug laboratories and arrested 34 persons for manufacturing, dealing and possession of illicit drugs,” Ramokgopa highlighted.

Extortion incidents

Ramokgopa also noted that South Africa is learning from international best practices to develop strategies to deal decisively with incidents of extortion.

She said a whole-of-society approach and a unified effort from government, law-enforcement agencies, businesses and communities are needed to create a united front to combat this crime.

“Extortion does not just harm individuals; it undermines our entire economy. By fighting this crime, we are protecting jobs, encouraging investment, and promoting economic growth. We are empowering communities to stand up against extortion through education, support networks, and confidential reporting systems. We are making it safer for people to say no to criminals.

“The SAPS is being equipped with the latest tools and techniques to combat extortion, including advanced intelligence gathering and specialised task forces, to staying ahead of criminal tactics. Extortion often thrives where there is a lack of economic opportunity,” Ramokgopa said.

The Minister added that government is addressing root causes by investing in education, job creation, and community development alongside law enforcement efforts.

“Government is working closely with international partners to share intelligence, track criminal networks and bring offenders to justice. Our efforts are particularly focused on protecting vulnerable individuals and businesses who are often the primary targets of extortion.

“No one should have to live in fear in their own community. Government is committed to a sustained, long-term effort to root out this crime and create lasting safety and security for all South Africans,” Ramokgopa said. – SAnews.gov.za

Cabinet welcomes efforts to ensure water security over the next decade

Cabinet says efforts to improve the management of existing water assets and ensure water security over the next decade has been boosted by President Cyril Ramaphosa's assent to the South African National Water Resources Infrastructure Agency SOC Ltd Bill.

According to the Acting Minister in the Presidency, Maropene Ramokgopa, the new legislation will also see that a new agency responsible for developing and managing national water infrastructure is established.

READ | President Ramaphosa assents law advancing water security for South Africa

The plan is to also mobilise finance for new projects through innovative models to crowd in private investment.

“Cabinet welcomes the new legislation as signifying a critical step in the reform process to increase investment in the maintenance and construction of water infrastructure and improvement of water quality,” the Minister said on Thursday.

Ramokgopa was addressing the media on the outcomes of the Cabinet meeting held on Wednesday.

The new legislation will also enable South Africa to expand bulk water infrastructure.

In a statement released by the Presidency last month, it explained that the law seeks to address the current fragmentation in water resource management between the Department of Water and Sanitation, the Trans-Caledon Tunnel Authority (TCTA) and the Water Trading Entity.

Meanwhile, Deputy President Paul Mashatile will be visiting Limpopo to assess progress achieved in various intervention projects undertaken to improve water services in the Greater Giyani Local Municipality on Friday and Saturday.

The Deputy President will conduct the visit as Chairperson of the task team established to address water challenges in various areas of the country.

The task team is an institutional coordinating mechanism, which brings together key role players within government to provide leadership and technical assistance towards the resolution of challenges in water services in the country. – SAnews.gov.za

China opens market wider for African countries

China opens market wider for African countries

Beijing, China - China will voluntarily and unilaterally open its markets wider for African countries, says President Xi Jinping.

Delivering his keynote address at the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China, Chinese President Xi said China has decided to give all least developed countries (LDCs), which have diplomatic relations with China, including 33 countries in Africa, zero-tariff treatment for 100% of tariff lines.

“This has made China the first major developing country and the first major economy to take such a step. It will help to turn China’s big market into Africa’s big opportunity,” President Xi said.

China will expand market access for African agricultural products, deepen cooperation with Africa in e-commerce and other areas, and launch a “China-Africa quality enhancement programme."

“We are prepared to enter into framework agreements on economic partnership for shared development with African countries to provide long-term, stable and predictable institutional guarantee for trade and investment between the two sides.

“China is prepared to carry out 30 infrastructure connectivity projects in Africa, promote together high quality Belt and Road cooperation, and put in place a China-Africa network featuring land-sea links and coordinated development,” President Xi said.

China’s Belt and Road Initiative was launched in 2013 by President Xi. The massive collection of development and investment initiatives was originally devised to link East Asia and Europe through physical infrastructure. In the decade since, the project has expanded to Africa, Oceania and Latin America.

China is ready to assist in the development of the African Continental Free Trade Area, deepen logistics and financial cooperation for the benefit of trans-regional development in Africa.

In addition, China plans to launch 30 clean energy projects in Africa, put in place meteorological early warning systems, and carry out cooperation in disaster prevention, mitigation and relief, as well as biodiversity conservation.

“We will create a China-Africa forum on peaceful use of nuclear technology, establish together 30 joint laboratories, and collaborate on satellite remote sensing and lunar and deep-space exploration. All this is designed to help with green development in Africa.

“China is ready to establish with Africa a hospital alliance and joint medical centers. We will send 2 000 medical personnel to Africa, and launch 20 programmes of health facilities and malaria treatment.

“We will encourage Chinese companies to invest in Africa’s pharmaceutical production, and continue to do what we can to help Africa with epidemic response. We support the development of the Africa Centers for Disease Control and Prevention to strengthen public health capacity in all African countries,” President Xi said.

China will provide Africa with RMB1 billion yuan in emergency food assistance, build 100 000 mu (about 6 670 hectares) of standardised agriculture demonstration areas in Africa, send 500 agricultural experts, and establish a China-Africa agricultural science and technology innovation alliance.

“We will implement 500 programmes in Africa to promote community welfare. We will also encourage two-way investment for new business operations by Chinese and African companies, enable Africa to retain added value, and create at least one million jobs for Africa,” President Xi said.

Strengthening security

China is ready to build with Africa a partnership for implementing the Global Security Initiative (GSI) and make it a fine example of GSI cooperation.

“We will give Africa RMB1 billion yuan of grants in military assistance, provide training for 6 000 military personnel and 1 000 police and law enforcement officers from Africa, and invite 500 young African military officers to visit China.

"The two sides will conduct joint military exercises, training and patrol... and jointly ensure the safety of personnel and projects.

“To implement the 10 partnership actions, the Chinese government will provide RMB360 billion yuan of financial support through the next three years,” the President said.

This can be broken down into RMB210 billion yuan of credit line, RMB80 billion yuan of assistance in various forms, and at least RMB70 billion yuan of investment in Africa by Chinese companies.

In addition, China will encourage and support Africa in issuing panda bonds (a Chinese renminbi-denominated bond from a non-Chinese issuer, sold in the People's Republic of China) in China to enhance results-oriented cooperation in all areas.

“China is ready to work with Africa to build a platform for governance experience sharing, a China-Africa knowledge network for development, and 25 centers on China and Africa studies.

"We will make better use of Africa’s leadership academies to cultivate talents for governance and invite 1 000 members of African political parties to China to deepen exchanges of experience in party and state governance,” President Xi said. -SAnews.gov.za

Premier sends condolences to KZN road victims’ families

KwaZulu-Natal Premier Thamsanqa Ntuli has sent condolences to the families of road accident victims, who passed away in separate motor vehicle accidents in the province.

A two-vehicle collision took place on the R622 Mooi Plaza on Greytown Road over the weekend and claimed the lives of 11 people, while a taxi crash on the R74 Kranskop Road left six people dead and 10 critically injured.

“I would like to extend my profound condolences to the relatives and friends of those who lost their lives due to a fatal head-on collision, which took place on the R622, R74 and N2. It is heartbreaking that we continue to mourn the loss of loved ones as a result of road carnage,” Ntuli said.

The Premier said the causes of the collisions are not yet known, as crash investigators and law enforcement authorities continue to investigate what happened.

The Premier emphasised the importance of daylight driving, as it enhances alertness and visibility.

“I advise South African motorists to exercise great caution when driving at night. Road accident statistics continue to highlight to us that a lot of fatal crashes occur in the nighttime. I would therefore like to continue to echo the importance of daytime driving, especially for long distance travels,” Ntuli said.

The Premier also called on all road law enforcement agencies to execute all possible measures to reduce road carnage across the province.

He emphasised the importance of ensuring the safety of all road users, especially during peak travel periods.

Ntuli appealed to the public to adhere to traffic rules, drive responsibly and cooperate with law enforcement officials to create safer roads for all.

The Premier further urged law enforcement to be vigilant, enforce traffic regulations, and increase visibility on all major roads to curb reckless driving, speeding and other violations contributing to road accidents.

“The loss of life due to road accidents is unacceptable, and we must do everything in our power to prevent it. I call upon all law enforcement agencies to strengthen their efforts and work together to ensure that our roads are safe for everyone,” Ntuli said. – SAnews.gov.za

Forensic report on Postbank referred to the Hawks

Forensic report on Postbank referred to the Hawks

A KPMG forensic report on the Postbank has been referred to the Directorate of Priority Crime Investigation (DPCI), also known as the Hawks, in a bid to ensure that those responsible for the crimes are brought to book.

According to a statement by the Department of Communications and Digital Technologies, Minister Solly Malatsi, received the forensic report on governance and financial breaches at the Postbank which compromised the institution and resulted in financial losses to the value of approximately R89.5 million, during the period 2021 - 2022.

The report was presented to the Parliamentary Portfolio Committee on Communications and Digital Technologies by a delegation led by Deputy Minister Mondli Gungubele on Wednesday.

The department said the Minister has referred the case to the Hawks.

The KPMG investigation was instituted following the Auditor General of South Africa’s (AGSA) 2021 report which detailed fraudulent activities at the Post Bank. These include multiple incidents of cash theft which have accordingly been reported to the police.

The Ministry has also instructed the Postbank Board to ensure that the recommendations contained in the KPMG report are implemented.

“What makes this cash theft even more repugnant is that some of this money was stolen from vulnerable social grant beneficiaries and ordinary South Africans who were saving for a better future. We will use the full might of the law to fight anyone who dares rob citizens.

"I expect decisive action to ensure that public entities are run ethically and with integrity, for the benefit of our citizens, and not criminals,” Minister Malatsi said. – SAnews.gov.za

Minister Malatsi removes two USAASA Board Members

Minister Malatsi removes two USAASA Board Members

In a bid to restore stability and good governance at the Universal Service and Access Agency of South Africa (USAASA), Communications and Digital Technologies Minister Solly Malatsi has removed two board members.

In a statement on Monday, the Minister said he informed Daphne Kula-Rantho and Boitumelo Mabusela of his decision to remove them from the board.

“I have removed the individuals, who are currently employed as civil servants, for failing to obtain approval and to provide evidence of permission from their employers to conduct additional remunerative work outside their official roles, as is required by law,” Minister Malatsi said.

The decision for their removal is in line with Clause 13 of the Governance Agreement, in relation to the Section 83 of the Public Finance Management Act that empowers the Minister to dismiss board members due to financial misconduct.

Minister Malatsi said that over the past few weeks, he has repeatedly engaged with both individuals and given them opportunities to submit evidence which would indicate that they have upheld the prescripts of the law, however, they have failed to do so.

“I went further and engaged their employers to request proof of any approvals to earn additional renumeration, outside of their official roles.

“The responses indicate that no such approval was given. Prior to that, my predecessor Mondli Gungubele, proactively pursued the same request but was not provided such,” he said.

Furthermore, the Minister said the Auditor General has flagged that all board fees earned by the duo will be categorised as irregular expenditure and has indicated that the Department of Communications and Digital Technology (DCDT) should recover these monies.

To date the two individuals have collected R1 651 960.89 in board fees which they were not legally entitled to.

The breakdown is as follows:

   • Ms Kula-Rantho received R1 288 966.87 over period March 2021 to July 2024.
   • Ms Mabusela received R362 994.02 in board fees over period October 2023 to July 2024

“Let me be clear, we will not tolerate the abuse of public funds for the benefit of individuals who fail to uphold the laws of our country. I have instructed the Director-General of the DCDT to immediately initiate processes to recover the money.

“At the same time, I have instructed the DCDT to work with the acting CEO of USAASA, Luyanda Ndlovu, to conduct an independent investigation into on the veracity of allegations of abuse of state resources against another board member, Simphiwe Thobela,” the Minister said.

Minister Malatsi added that a process to replace the two board members will immediately be initiated in order to restore stability and strengthen good governance at USAASA, which is entrusted to promote universal access and universal service to every woman, man and child across the length and breadth of South Africa. – SAnews.gov.za

Eskom sub-contractor employee convicted of corruption, bribery

Eskom sub-contractor employee convicted of corruption, bribery

An Eskom Rotek Industries sub-contractor employee has been sentenced to at least four years imprisonment following his conviction on two counts of bribery and corruption.

Selby Magagula was sentenced in the Ermelo Magistrate’s Court in August.

Acting General Manager for Security at Eskom, Botse Sikhwitshi, welcomed the conviction and sentencing.

“The conviction of the suspect is a positive step in our continuous efforts to fight crime, fraud, and corruption, and to maintain the highest standards of integrity within the organisation.

“We commend the coal company’s team for their vigilance, as well as our internal security team and the law enforcement agencies. Their efforts, coordinated and led by the National Energy Crisis Committee (NECOM) Safety and Security Priority Committee, play a crucial role in supporting Eskom’s fight against criminal activities,” Sikhwitshi said.

The power utility explained that Magagula attempted to solicit a bribe from a truck driver who was delivering coal to Camden Power Station.

“On 26 September 2023, while on duty at the power station’s coal stockyard, Mr Magagula accused a coal truck driver of delivering coal mixed with rocks. He entered the truck cab and produced three pieces of rock, claiming they were part of the coal meant for delivery. He informed the driver that this issue would result in grounding all trucks, with three trucks already in the queue.

“Magagula then demanded that the driver contact his employer. The driver reached out to his supervisor at the coal transporting company, who then spoke to Mr Magagula. During this conversation, Mr Magagula solicited a bribe of R6 000 to allow the coal to be offloaded. Despite the supervisor not agreeing to his demands, the trucks were eventually allowed to offload the coal. This conversation was recorded by the truck’s fleet vehicle camera system.

“An internal Eskom investigation confirmed that Mr Magagula had indeed solicited a bribe from the hauler and his supervisor. It was also established that the coal delivered met Eskom’s specifications, contrary to Mr Magagula’s claims,” Eskom said.

He was arrested at the Camden Power Station on 11 October 2023.

Members of the public are encouraged to report any information related to unlawful activities, including illegal electricity sales, fraud, theft of coal, fuel oil, diesel and critical infrastructure crimes to the Eskom Crime Line at 0800 11 27 22 or via WhatsApp at 081 333 3323. – SAnews.gov.za

Justice college, SABRIC sign MoU

Justice college, SABRIC sign MoU

The Brigitte Mabandla Justice College has signed a Memorandum of Understanding (MoU) with the South African Banking Risk Information Centre – laying the path to working together to step up the fight against financial crime and corruption.

The MoU was signed at the college by Justice department Director General, Advocate Doc Mashabane, and SABRIC CEO Nischal Mewalall.

The MoU outlines several areas of cooperation, including:

  • Mitigating financial and cybercrime risks

  • Developing and implementing digital capabilities

  • Enhancing capacity-building and skills development within the sector

Mashabane highlighted that the rise of cybercrime has made it critical for those working within the legal sector – including those in law enforcement – to acquire skills in learning how to prosecute cyber crimes – where financial crimes are pervasive.

“We have already got some funding from the CARA [Criminal Assets Recovery Account] fund to train and build capacity on digital forensic investigation. We need to retrain [officials] to appreciate what you need in order to successfully prosecute cyber crime.

“You need to have judicial officials…magistrates and judges exposed to some form of capacity building [to understand] challenges of the cyber space as well as the crimes that are committed there. Equally, even lawyers. The entire legal profession will require some form of capacity. SO we will have to be bold in our thinking and be ambitious,” he said.

The DG added that even members of the public themselves are at risk of falling victim to cybercrime.

“Beyond the capability of the state to address [cybercrime] I think awareness raising is very important for all South Africans. As we move forward with technological advancements…all of us have to appreciate that there are major risks associated with [it].

“Unfortunately, we cannot opt out. The least we can do is identify these risks and part of it is what this college would have to subject all of us to some form of awareness; to some form of training so that even members of the public can also benefit,” he said.

Mashabane said the MoU signed between the two institutions will not “gather dust in the cupboards”.

“We will have to really rapidly implement this. By February when the colleagues…admit students, we must commit ourselves that we will already have some basic introduction programme that will begin to expose people…particularly in the criminal justice system in relation to the challenges of cybercrimes,” he said. – SAnews.gov.za

Increase in Crime Statistics Highlight Need to Capacitate Detectives and Crime Intelligence

Location: News

Republic of South Africa: The Parliament

The Chairperson of the Portfolio Committee on Police, Mr Ian Cameron, is of the view that the dire first-quarter (1 April to 30 June 2024) crime statistics point to the need to urgently capacitate the detective and crime intelligence services as a tool to reverse the scourge of crime in South Africa.

Today, the Minister of Police released statistics that revealed a worrying general upwards trajectory of crime. The statistics confirm the recently released 2023/24 Governance, Public Safety, and Justice Survey by Statistics South Africa that South Africans are not and do not feel safe. “One of the contributing factors to an unsafe country is the inability to investigate and prosecute perpetrators of crime. With enhanced training and capacitation of detectives, crimes will be effectively investigated and perpetrators will be prosecuted,” Mr Cameron said.

The portfolio committee has previously emphasised its belief that South Africa continues to rely heavily on reactive policing due to inadequate intelligence services. “We will not fight crime effectively with a limping intelligence service that is incapable to gather information and prevent crimes from happening,” Mr Cameron emphasised.

While the committee welcomed the steps to increase personnel within the ranks of the South African Police Service (SAPS), Mr Cameron cautioned that more boots on the ground without investigative capacity will render the increase in police officers pointless.

For the first quarter of 2024, the released statistics indicate a worrying increase in murders, especially in the Western Cape, Gauteng, KwaZulu-Natal and Eastern Cape. “The fact that the top 30 stations with the highest murder cases were in the four provinces, which calls for urgent capacity augmentation in those provinces to investigate and convict perpetrators in those provinces. Furthermore, consideration of devolved powers to local governments will assist the SAPS to investigate those incidents of murder, such as in the City of Cape Town which recorded 234 gang related murders for the quarter,” Mr Cameron said.

The 4th quarter also indicated a 3.9% increase in murder and 19.7% increase in attempted murder. Similar to the first-quarter crime statistics, the top 30 stations with high murder rates were in Western Cape, KwaZulu-Natal, Gauteng and the Eastern Cape. “It is necessary for these provinces to detail how they will turn around this dire state of affairs as it relates to murder,” Mr Cameron maintained. “It is patently unacceptable that on average at least three people are murdered per hour in South Africa and three kids are murdered in the country per day. The 1st quarter stats also highlight that there was a 7.9% increase in murder of women, 16% in attempted murder and 6.9% in assault with grievous bodily harm. Effective prosecution of these crimes is essential to enhance deterrence against murder and contact crime,” Mr Cameron emphasised.

The 15% increase in attempted murder and 6% increase in assault with the intent to inflict grievous bodily harm is also worrying. While the Chairperson welcomes the 10.5% decrease in sexual assault cases reported, the high number of rape cases reported remains a deep concern, with 9 309 cases reported, an increase of 0.6%. Gender-based violence continues to be a scourge and requires society-centred approaches to reverse, Mr Cameron said.

The Chairperson also highlighted concern with the marked increase in contact crimes over the two quarters, with 171 707 crimes reported in the fourth quarter, an increase of 4.6%. SAPS recorded 153 637 contact crimes during the first quarter of this financial year, an increase of 2.6% in comparison to the same period last year.

Furthermore, it is worrying that the prevalence of illegal firearms on South Africa's streets continues unabated. The SAPS must heighten strategies to remove illegal firearms from our streets as a means of eliminating illegal firearms, which continue to be the weapon of choice in carrying out crime.

Mr Cameron remains concerned about the continuing murder of members of the SAPS. The crime statistics highlighted that 21 police officers were killed during the quarter. “We remain concerned that the people in the service of protecting South Africans are maimed on a daily basis. This is a direct affront to the rule of law and measures are needed to urgently resolve this problem,” said Mr Cameron said.

The Chairperson also welcomed the Minister's commitment to deal with the rise in extortion by deploying specialised units. Nonetheless, the Chairperson called for closer collaboration within the Justice, Crime Prevention and Security cluster with the aim of establishing a special court to urgently prosecute perpetrators.

To overturn the scourge of specific crimes, Mr Cameron called for interventions that focus on capacitation of specialised units to ensure that specific areas of concern are addressed systematically.

The Chairperson acknowledged the Minster's assurance that they are revising strategies to intensify the fight against crime by augmenting existing strategies such as Operation Shanela. The committee believes it is important to revitalise collaboration with communities to build the trust necessary to enable information-sharing and reporting of crime.

In line with this, the committee has resolved to ensure that adequate funding is appropriated to enable the SAPS to better capacitate its ranks, especially the detectives and intelligence services.

The committee resolved during its scheduled meeting on Wednesday, 28 August, to schedule an intensive meeting to further interrogate the statistics and find workable short-, medium- and long-term strategies to defeat the scourge of crime.

Criminals will face full might of the law - President Ramaphosa

President Cyril Ramaphosa has issued a strong warning that law enforcement agencies are determined to bring justice to those who terrorise communities and businesses.

The President was speaking during the signing ceremony of the Cooperation Agreement to Combat Crime in Cape Town on Friday.

“Today by signing this cooperation agreement, we are saying enough is enough. Genoeg is genoeg. Kwanele. Our mothers and daughters here in the Cape are tired of not being able to walk around…without fear. We want those criminals to be caught and arrested. They must not be seen here in our streets.

“Parents, teachers and learners… are also saying they are tired of thugs causing chaos at schools and bringing weapons and drugs into the classrooms. They are tired as young people that their lives are being wasted by…drugs. The people also no longer want to see these things peddled among them,” he said.

While referencing an incident where four would-be extortionists were killed during a shootout with police, the President said police were pouncing on those terrorising the community.

“We are now taking the war against those who extort money. We are taking the war against the construction mafia. We are taking the war against gangsters. We are now going to take you on and make sure that you are brought to justice,” he asserted.

The President assured residents and businesses that government has heard their cries and is working to address the challenge of crime.

“The gangsters are tearing our communities apart and this is costing lives. Businesses are being forced to pay protection fees and of being under siege from criminals who are destroying their businesses. We are here to show you that we do take your concerns into account and we take them seriously.

“The South African Police Service is at the forefront of the fight against crime. It is making progress in taking our streets back from criminals. Last year…we launched Operation Shanela which brings together various law enforcement agencies to deal effectively with crime.

“Since March 2023, more than 800 000 suspects have been arrested for various offences ranging from murder, rape, kidnapping, gender-based violence and a whole number of other acts of criminality,” he said.

The President added that in the Western Cape, Operation Shanela is also “making its mark”.

“We are clamping down on illicit firearms. During police operations in the Western Cape over a 12 month period more than 3000 firearms were confiscated. Dedicated task teams are disrupting drug operations across the province.

“For example, in July, law enforcement officials intercepted cocaine with an estimated value of R252 million in Stilbaai and arrested a number of suspects,” he said.

Joining hands

Turning to the Cooperation Agreement to Combat Crime itself, the President explained that it will pave the way for “sharing technology and resources, information and best practice to improve the state of public policing”.

“Through this agreement we are sharpening our response to serious and violent crime. The exchange of information on crime activity and suspects will make this province safer. The exchange of information of new crime trends will ensure that we are one step ahead of criminals.

Greater collaboration will make it easier to trace suspects and wanted persons who are evading arrest and prosecution. By drawing on each other’s expertise, we will be able to do much more than if we were each working alone,” he said.

The President called on the residents themselves to not only leave it up to government but to take hands with law enforcement to root out criminality.

“We cannot win the war against crime without you. I want to call on each and every one of you to join national and provincial government, the SAPS and the City of Cape Town to help us take our communities back from those who cause violence, discord and criminality.

“Let us continue to work together to realise a Cape Town, a Western Cape and a South Africa that has no place for criminals and crime,” President Ramaphosa concluded. – SAnews.gov.za

Tenders issued to appoint independent investigator into Telkom Towers

Tenders issued to appoint independent investigator into Telkom Towers

Public Works and Infrastructure Minister Dean Macpherson says his department has issued tenders for the appointment of an independent investigator to, within 60 days following their appointment, provide a detailed report on what went wrong with the Telkom Towers building in Pretoria.

According to Macpherson, the report should detail who is to blame and what will be the best solution moving forward for the Telkom Towers to limit further wastage of taxpayer money.

Earlier this month, the Minister conducted an oversight inspection at the Telkom Towers.

The building was procured to serve as the South African Police headquarters in 2016 to the tune of nearly R700 million. Officials say to date, over R200 million has been spent on renovations and other services but the building remains empty due to lapses.

Addressing the media in Cape Town on Wednesday, Macpherson said in the coming weeks, a tender for a second independent investigation will be released to investigate leases which have been established by the Department of Public Works and Infrastructure to ensure that these leases were completed within the confines of the law and that the state is paying market-related prices for each.

“Shortly after my appointment, we initiated an investigation into an R300 million IT security breach that spans a decade. The investigation builds on the work Deputy Minister Sihle Zikalala started earlier this year when vulnerabilities were discovered in the department’s Information and Technology Systems,” the Minister said.

Macpherson said preliminary reports since the extent of the security breach was found suggest that the amount of money stolen over the period confirms the seriousness of the matter.

He has also authorised the department’s legal services to assist the Special Investigating Unit (SIU) with litigation at the Special Tribunal to recover up to R20 million against Kroucamp Plumbers.

“This case involves tenders received by Kroucamp Plumbers in 2015 and 2018, where procurement processes were found to be unlawful and unconstitutional.

“The SIU discovered that payments were made to officials in our department amounting to over R300 000, and these actions are indicative of corruption that we are determined to root out,” the Minister said.

Macpherson said his goal is to make the department play a central role in using public assets for the public good and to help turn South Africa into a construction site which will ignite economic growth and create jobs.

“Over the past eight weeks, I believe we have started to lay the foundation for the work to begin to see cranes in the sky all over South Africa,” Macpherson said.

Central to the department’s strategy for increased infrastructure investment is to see the expansion and the capacitation of Infrastructure South Africa (ISA).

“We want to ensure that ISA functions as the single point of entry for all priority infrastructure projects, streamlining processes and reducing inefficiencies that have previously hampered project delivery,” Macpherson said.

This will not only improve efficiency but also ensure that the department prioritise projects with the greatest economic and social impact.

“And, this will increase investor confidence in public infrastructure projects, knowing that where Infrastructure South Africa is involved, construction projects are completed on time and within budget.

“We are accelerating broader budget reforms by collaborating with the National Treasury to streamline the Public-Private Partnership (PPP) process and establish an Infrastructure Fund that reports directly to the National Treasury.

“We are diversifying funding sources for infrastructure projects by focusing on PPPs, blended finance, and social infrastructure programmes. ISA will work closely with the National Treasury to direct investments toward projects with the highest GDP [gross domestic product] impact and job creation potential,” the Minister said.

The Minister said as the department pushes forward with reforms to ignite infrastructure investment, it was important that the department get its own house in order to ensure that it delivers on the core mandate.

“Accountability and transparency should be at the core of everything we do, while we work to eliminate corruption and abuse in all spheres of our organisation.” – SAnews.gov.za

Assets linked to Lotteries scandal preserved

The Asset Forfeiture Unit (AFU) of the National Prosecuting Authority (NPA), together with the Special Investigating Unit (SIU), have secured a preservation order for some R6.5 million in four high-value properties, financial transfers, and a vehicle linked to the looting of funds at the National Lotteries Commission.

In a joint statement on Wednesday, the two law enforcement agencies said the order ensures that the assets are preserved until a forfeiture order is granted.

“This decisive action is part of an ongoing investigation into the unlawful use of NLC [National Lotteries Commission] grant allocations meant to support community development projects.

“This preservation is part of implementing the Anti-Corruption Strategy, which sees law enforcement agencies coming together to eradicate corruption in South Africa,” the statement read.

The preserved assets include:

   • Property in Ekurhuleni
   • Property at Waterfront Estate in Tshwane
   • An agricultural holding
   • Property at Makhado in Limpopo
   • 2016 Toyota Hilux

“The preservation order ensures that the identified assets remain secured and cannot be sold or otherwise disposed of while investigations continue. The SIU and AFU are working closely to expedite the legal process to recover the misappropriated funds and bring those involved in these fraudulent activities to justice.

“The AFU and SIU remain committed to protecting public funds and ensuring that those responsible for the misuse of grant allocations are held accountable. All the properties mentioned above represent the proceeds of unlawful activity as provided for in the Prevention of Organised Crime Act.

"Once forfeited, the property will be sold at a public auction, and the NLC will be compensated for its losses,” the statement said. – SAnews.gov.za

Chikunga reacts to brutal killing of two Limpopo women

Chikunga reacts to brutal killing of two Limpopo women

Minister in the Presidency responsible for Women Youth and Persons with Disabilities, Sindisiwe Chikunga, has commended law enforcement agencies for their speedy arrest of the farm owners, who allegedly killed two Limpopo women.

The owners of Onverwacht farm, near Sebayeng, outside Polokwane, have appeared in court on charges of attempted murder, possession of an unlicensed firearm, and defeating the ends of justice.

“The ferocious murder of the two women confirms that South Africa is struggling to overcome the burden of race, class, and gender-based inequality inherited during the periods of colonialism and apartheid.

“Women in rural, remote and severely underprivileged areas remain one of the most vulnerable groups to violence in their communities and their homes,” Chikunga said.

Chikunga said violence against women has reached alarming proportions in South Africa and it affects all women in this country.

The Minister emphasised the need to give attention to the extent of the vulnerability of rural women and women living on farmlands to have access to the justice system.

She said unequal access to education, segregated communities and massive economic disparities persists particularly among rural women and women on farms who are the most marginalised groups of women in South Africa.

“Approximately 55.5% (30.3 million people) of the population is living in the national upper poverty line while a total of 13.8 million people (25%) is experiencing food poverty.

“Action has never been more urgent to reduce inequality in society, the department of Women, Youth and Persons with Disabilities is leading the socio-economic empowerment of women youth and persons with disabilities, by ensuring that gender-responsive planning and budgeting becomes a norm for the whole country as it works towards ensuring equality,” Chikunga said.

The accused remained in custody and the case was postponed to 30 August 2024. – SAnews.gov.za

President Ramaphosa assents law advancing water security for South Africa

President Ramaphosa assents law advancing water security for South Africa

President Cyril Ramaphosa has enacted a legislation that will enable South Africa to expand bulk water infrastructure and improve the management of existing water assets to ensure water security over the next decade.

President Ramaphosa assented to the South African National Water Resources Infrastructure Agency SOC Ltd Bill which establishes a new agency that will be responsible for developing and managing national water infrastructure, and will be able to mobilise finance for new projects through innovative models to crowd in private investment.

The new legislation, signed by the President, forms part of reforms in the water sector aimed at increasing investment in the maintenance and construction of water infrastructure and improved water quality.

These reforms are driven by Operation Vulindlela – a joint initiative of the Presidency and National Treasury to accelerate the implementation of structural reforms and support economic recovery.

“The initiative aims to modernise and transform network industries, including electricity, water, transport, and digital communications. The new law flows from a project of the Department of Water and Sanitation to restructure the South African national water resources infrastructure,” the Presidency said in a statement.

The Presidency said over the past few years, there has been an emerging recognition of the need for a stronger public sector in the key area of infrastructure development, effective maintenance, operation, and management of existing infrastructure, and to support social and economic development.

The South African National Water Resources Infrastructure Agency SOC Ltd Act establishes the National Water Resources Infrastructure Agency SOC Limited as a vehicle to achieve the strategic objectives of government to eradicate poverty and to ensure sustainable and equitable development, including promoting the State’s socio-economic and transformation objectives.

The law seeks to address the current fragmentation in water resource management between the Department of Water and Sanitation, the Trans-Caledon Tunnel Authority (TCTA) and the Water Trading Entity, and to establish an agency that is able to raise funds on its own balance sheet to increase investment in water infrastructure.

The Act outlines the establishment of the Agency as a State-owned Company and major public entity. – SAnews.gov.za
