UIF announces extended operating hours

Location: News

UIF announces extended operating hours

The Unemployment Insurance Fund (UIF) has announced that selected service points will be open on Saturdays to render services to clients and employers during the month of September.

“A decision to extend operating hours at UIF service points and to ramp up capacity was taken in anticipation of increased demand for real-time services, after the Pretoria High Court at the end of August 2024 issued an interim interdict preventing a service provider from implementing a new contract for support and maintenance services to the uFiling platform,” the Department of Employment and Labour said in a statement.

uFiling is an online platform used by clients and employers to apply for UIF benefits or to register companies with the UIF, declare employees and pay over contributions to the Fund.

The platform is not connected to the main UIF system used to adjudicate and process claims.

“Due to the uFiling platform not having any support or maintenance at this time, its services was suspended. The Unemployment Insurance Fund (UIF) has since the suspension of uFiling processed more than 181 000 claims at service points around the country, totalling a pay out of R419 607 185,” the department said.

Extended operating hours will be rendered from 07:30 until 16:00 at UIF service points within labour centres during September month as follows:
•    In Gqeberha, East London and Qonce in the Eastern Cape province.
•    At the Pietermaritzburg and Richards Bay labour centres in KwaZulu-Natal.
•    At the Emalahleni, Secunda, Middleburg, Malelane and Mbombela labour centres in Mpumalanga province.
•    At Mahikeng, Potchefstroom, Lichtenburg, Klerksdorp, Vryburg, Christiana, Brits, Taung and Rustenburg labour centre in the North West province.
•    Cape Town, Paarl, Mitchells Plain and Bellville in the Western Cape.

Registration of employers

New employer registrations can be done through BizPortal, available on https://www.bizportal.gov.za/services.aspx.

The department has urged its clients to note that BizPortal is only for employer registration and will not be able to register employees. Employee registration can be undertaken at a nearby labour centre.

Registration can also be done by downloading UI.8 and UI.19 forms from www.labour.gov.za and submitting the completed forms to e-mail address newui8registrations@labour.gov.za.

Declaration of employees

Employers with electronic payroll systems may declare their employees by sending live payroll files to e-mail address Declarations@labour.gov.za or by visiting a nearby labour centre for services.

In case of a manual declarations an employer can download a UI.19 form from www.labour.gov.za and submit a completed form via email to uif.declarations@labour.gov.za.

Regarding contributions, the department said an employer pays contributions to the UIF before the 7th day of each month. Where the 7th day is not a “business day” such as a Saturday, Sunday or public holiday, payments must be made on or before the last business day.

“UIF contributions are made up of 2% of an employee’s salary. 1% is deducted from the salary of an employee and 1% contributed by the employer.

“Employers who are registered for tax purposes and/or the Skills Development Levy (SDL), must pay their contributions directly to the South African Revenue Services (SARS),” the department said.

Employers can also pay contributions using bank details provided on the Department of Employment and Labour website www.labour.gov.za and use their UIF reference number as the reference for payment.

“Through queue management, monitoring of operations and staff repurposing the UIF has been able to adequately handle claim volumes around the country. The Fund is confident that by extending working hours it will be able to maintain the status quo whilst developing alternative online solutions for clients and employers,” the department said. – SAnews.gov.za

Police working hard to trace rape suspect targeting learners

The police in Tonga, Mpumalanga, are working hard to trace a rape suspect who targets learners as they travel to school.

Two learners, aged 16 and 17, were reportedly raped by an armed suspect on their way to school at Mzinti on Monday morning.

According to information, the two victims had to attend to an early class when they met the suspect.

Police spokesperson, Colonel Donald Mdhluli, said the suspect allegedly took the learners to the nearby bushes at gunpoint then raped them both. They were then allegedly threatened to be killed should they report the incident.

“On arrival at school, the learners bravely reported the matter to their teacher. Police were in turn informed where two counts of rape were opened,” Mdhluli said.

The Family Violence, Child Protection and Sexual Offences (FCS) Unit has been assigned to probe the incident.
Police have urged learners to be vigilant and aware of their surroundings when they walk in secluded areas to and from school.

“Parents are also encouraged to give all the support needed to their children so as to prevent incidents that may compromise their safety,” Mdhluli said.

Members of the public who might see anything suspicious or have information that may assist in apprehending the suspect are urged to call the Crime Stop number at 08600 10111 or send information via MYSAPSAPP.

Mdhluli assured that all received information will be treated as confidential and callers may opt to remain anonymous.

Acting Provincial Commissioner Major General Zeph Mkhwanazi  reassured the public that the team, including skilled SAPS members, are working around the clock to ensure that the perpetrator is swiftly brought to book.

"We will not tolerate a situation whereby learners become terrified to go to school. As the police, we have intensified our efforts and, working in collaboration with community structures, we will soon make a breakthrough in this matter. Our aspiration is to corner the suspect before he can prey on another victim,” Mkhwanazi said. – SAnews.gov.za

Cabinet commends efforts to fight crime

Cabinet has commended the signing of the Cooperation Agreement to Combat Crime in the Western Cape.

The agreement enhances collaboration and coordination among all stakeholders to address safety and security concerns.

Signed last Friday, the agreement paves the way for sharing technology and resources, information, and best practice to improve the state of public policing.

“Through community-driven initiatives, the integration of resources and the development of innovative strategies, the agreement allows for a united front between the South African Police Service (SAPS), the province and communities to combat crime and promote public safety,”acting Minister in The Presidency, Maropene Ramokgopa said during a post Cabinet media briefing.

Ramokgopa reiterated government’s warning against crime, fraud and corruption.

“Government has zero-tolerance for crime, fraud and corruption; and will hold those who violate the laws of the country accountable. Cabinet remains determined to ensure that South Africa is a society where all people feel safe; and the recent arrests and conviction of suspects involved in various serious crimes demonstrates the commitment to push back against crime,” Ramokgopa said at the briefing held in Cape Town on Thursday.

Quarterly crime statistics

Cabinet also noted the increase in contact crimes in the latest quarterly crime statistics for the first quarter from April to June 2024, which indicated that more still needs to be done to ensure every citizen feels safe.

Ramokgopa said the SAPS, led by the Ministry of Police, is actively fighting these crimes through recent operations, including a confrontation with suspects in Milnerton, Cape Town, resulting in fatalities and arrests and operations in the Eastern Cape focusing on Mthatha and Nelson Mandela Bay. Arrests related to extortion activities have also been made in Gauteng, Mpumalanga and the Free State.

“Government is implementing a whole government approach, including signing cooperative agreements with provincial and local governments; rolling out operational plans in Cape Town and Nelson Mandela Bay, with plans to replicate in all metros; [and] engaging with sister departments to improve collaboration against crime.”

National Policing Policy
The Minister also announced that the National Policing Policy is set to be completed and adopted by the end of October 2024. It will address issues such as police stations and infrastructure based on norms and standards.

The policy will serve as an overarching framework for policing and will accommodate the provincial needs and priorities in line with section 206 (1) and (2) of the Constitution. – SAnews.gov.za

Eskom lights the way to women empowerment

Following the conclusion of Women’s Month, President Cyril Ramaphosa has praised the leadership of Eskom and other state-owned entities for their efforts in promoting gender equality in the workplace.

In his weekly newsletter to the nation, the President called on other companies, both public and private, to put in place deliberate programmes to eradicate workplace discrimination and make workplaces more conducive to women’s participation and development.

“Companies need to empower women in decision-making and technical roles. This is to ensure that every workplace and every occupation reflects the demographics of our country.

“We must commend the leadership of Eskom and of other state-owned entities, as well as many other businesses, for all they are doing to advance gender equality in the workplace.

“By continuing and intensifying this work, we can make sure that we have more and more to celebrate during Women’s Month in the years to come,” the President said in his newsletter on Monday.

During Women's Month, President Ramaphosa said the nation has celebrated the remarkable achievements of South African women in various aspects of life, acknowledging the significant progress made in advancing women's positions in society.

However, the President said government also recognises the persistent challenges and the crucial work ahead to achieve a truly non-sexist and equal society.

Keeping the lights on

Concurrently, the country has surpassed 150 days without load shedding. The President said this is a testament to the dedicated efforts of Eskom's leadership and staff in improving the performance of its power stations.

While there is much attention on what Eskom is doing to stabilise the electricity system, President Ramaphosa said another significant change has been quietly underway at the company over the course of the last few years.

He noted that women are taking a more prominent role in the work of Eskom and are playing a pivotal role in keeping the country’s lights on.

Transformation

“Two years ago I met with Eskom’s power station managers and I was pleased to see that a number of them were women. I found this to be a complete departure from the past where power station managers were always white men. This represented tremendous transformation on a demographic as well as gender basis.

“The inspiring story of Maserati Lesolang, the general manager of the Matla power station in Mpumalanga, is a demonstration of Eskom’s successes in growing a new generation of female leaders. Under Lesolang’s able leadership, Matla power station has implemented a turnaround plan resulting in it now being among Eskom’s better performing power stations,” he said.

The President further noted that at a number of state-owned enterprises, women are excelling not only in management and leadership positions, but also in technical roles and occupations that were previously the preserve of men.

Women Advancement Programme

He highlighted that within Eskom itself, women are working as power station managers, engineers, artisans, operators and technicians.

“This is the result of a deliberate and sustained initiative to increase female representation in the form of Eskom’s Women Advancement Programme. The programme was launched ten years ago to redress the under-representation of women in leadership and technical roles at Eskom,” the President said.

The programme’s focus has been on creating a pipeline of female leaders. It has also focused on transforming workplace culture to make it more gender-friendly, on skilling and training more women to occupy specialist roles, to conduct outreach in communities where Eskom operates, and to address issues of equal work for equal pay.

Among the achievements of the programme since its inception has been that just over 33% of Eskom’s workforce is now female, 20% of Eskom executives are women, and women occupy approximately 43% of senior management roles.

The President said this is important progress, but there is still same way to go to achieve gender parity.

“Eskom has succeeded in narrowing the gender pay gap from 41% to below 6%. The company’s procurement spend on black-women owned businesses has increased from R6 billion in 2013 to over R16 billion by 2022.

“The national power utility continues to invest heavily in skilling and training for women, with just over half of further study opportunities at Eskom taken up by women,” he said.

Another key focus area of the programme is conducting outreach at schools and in communities to encourage female learners to consider future careers at Eskom.

Earlier this year Eskom also launched a Young Professionals Development Programme, a graduate trainee programme that places participants in positions across the span of its operations. Eskom has made a concerted effort to encourage female graduates to apply.

South Africa commemorates Women’s Month annually in August.

This year’s commemoration of Women’s Day on 9 August, marked 68 years to the day since 20 000 women of diverse backgrounds from across South Africa marched on the Union Buildings to protest against the extension of pass laws to women.  – SAnews.gov.za

Government places the transfer of land to women under the spotlight

Location: News

Government places the transfer of land to women under the spotlight

Minister in the Presidency responsible for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, has committed the department to prioritise the transfer of land, wealth and income earning ability to organised women.

Addressing the Mpumalanga Provincial Legislature Women’s Parliament on the Economic and Social Empowerment of Women on Friday, Chikunga said the historic treatment of women as minors who are incapable of owning property, continues to reproduce itself today through landlessness and its related disadvantages.

“Through integrated farming value-chain cooperatives as well as a cooperative banking institution, we are determined to see to it that women take ownership and control of land for productive and commercial purposes.

“We will ensure that women and youth have access to land for agricultural purposes and related economic activities. Land is wealth, wealth that has income earning potential,” Chikunga said.

During the Opening of Parliament Address (OPA) last month, President Cyril Ramaphosa announced massive plans to ramp up a green manufacturing sector over the next five years and mentioned Mpumalanga as a priority.

Chikunga said the department will ensure that women are at the centre and do not remain in the margins of these projects.

Emerging Industrialists Accelerator Programs

The Minister said the department has conceptualised a series of Emerging Industrialists Accelerator Programs and intends to rally all relevant stakeholders, particularly state-owned entities (SOEs), and industry associations behind their implementation.

“These programs will target emerging women industrialists in key sectors, including energy security, the maritime, defence and aerospace industries, and agriculture, among others. The recent Sola Mamas initiative will be scaled up and strengthened to reach more women.

“Participating emerging industrialists will work alongside experienced industry associations, receiving support from ideation through to product development, financing, market access, and commercialization pathways,” she explained.

Emerging Industrialists Fund

To support these initiatives, the Minister said the department will advocate for the establishment of an Emerging Industrialists Fund, dedicated to supporting beneficiation and transforming young people’s ideas into productive economic activities.

The Minister emphasised that while investment must come from both the public and private sectors, the state must take the lead as the investor of first resort.

“For example, the tourism industry in Mpumalanga has limitless potential. We need to channel our young women to this industry, not just as employees but owners and operators of tourism infrastructure.”

Enrolment of National Youth Service recruits

Chikunga also announced that work is underway to ensure that the first round of the National Youth Service (NYS) recruits are enrolled before the end of the financial year.

“A minimum of 50% of the beneficiaries of this program will be women, including unemployed graduates and those who have completed Grade 12 but are currently sitting at home. Here in Mpumalanga, we must make sure that the youth of this province, particularly rural youth and those in farming communities, are not left behind.”

Launched by Deputy President Paul Mashatile in May this year, the South African National Defence Force (SANDF)-led NYS is a special project that will be piloted and implemented in the country’s poorest districts, where most youngsters are unemployed.

READ | Mashatile launches SANDF-led youth initiative to create jobs, entrepreneurship

The project is targeting no less than 125 000 youth in its first year of rollout.

Chikunga said through this programme, the department will be rallying industry associations, including SOEs, universities, the Council for Scientific and Industrial Research (CSIR), and participating sister departments behind a nationally coordinated and de-siloed effort to combat youth unemployment.

“We will be training emerging industrialists in the design, manufacturing, piloting and applications of Unmanned Aerial Vehicles (UAVs/drones) from small drones used to inspect borders, to large fixed-wing UAVs applied in mining, construction, oil and gas and related fields,” Chikunga said. – SAnews.gov.za

AG tables municipal audit outcomes

Auditor General (AG), Tsakani Maluleke, says the office of the AG remains committed to assisting municipalities to improve, following a reported regression of clean audits in the 2022/23 local government audit outcomes.

On Tuesday, Maluleke briefed the Portfolio Committee on Cooperative Governance and Traditional Affairs on the consolidated general report on local government audit outcomes 2022/23.

Outcomes of the municipalities (including those finalised after 31 March 2024) are as follows:
•    34 clean audits
•    110 unqualified with findings
•    90 qualified with findings
•    6 adverse findings
•    14 disclaimed with findings
•    3 outstanding audits

In a media statement following the briefing, it was revealed that only 34 of South Africa’s 257 Metropolitan, District and Local Municipalities received clean audit outcomes.

“While 45 municipalities have improved their audit outcomes since 2020-21 [which was the last year of the previous administration’s term], 36 have regressed,” Maluleke said.

The AG explained that municipalities with clean audits display sound financial management practices.

“They generally manage projects well so that deficiencies are identified and rectified promptly and so that timelines, budgets and quality standards are adhered to.

“The well-functioning control environment and good systems present at these municipalities form a solid foundation from which councils can prioritise further improving the performance and service delivery of their municipalities,” Maluleke said.

Direct impact

The AG lamented that poor financial stability and controls have a direct impact on the lives of communities living in municipalities.

“Wasted money and resources means reduced funding for service delivery priorities and, eventually, a greater burden on taxpayers. The lack of credible reporting on performance and finances weakens not only municipal accountability processes, but also the council’s ability to assess the municipality’s performance or to make decisions in response to underachievement.

“These continuing failures in the most critical part of municipal operations are not receiving the necessary attention from the elected leadership,” she said.

Pressing further, Maluleke implored council leaderships to take action.

“Service delivery improvements and the responsible use of the limited funds available will only be enabled when municipalities are capable, cooperative, accountable and responsive, and when they deliver on their mandates.

“Municipal leadership, councils and mayors play a critical role in setting the tone for ethical behaviour, good governance and accountability; and in creating a culture that fosters trust and confidence in local government,” the AG said.

Pockets of improvement

There was a reported improvement in the timely submission of financial statements by municipalities during the 2022/23 financial year.

The number of municipalities submitting on time improved from some 81% in 2020/21 to 94% in 2022/23.

“The improvements were due to accounting officers responding positively to our material irregularity notifications on this matter as well as provincial government supporting municipalities to act on commitments made to submit financial statements on time.

“Financial statements again being submitted late, or not at all, were the main reason for us not completing the 2022-23 audits of 10 municipalities by 31 March 2024. Seven of these audits have since been finalised,” Maluleke noted.

Furthermore, fewer municipalities received disclaimed audit opinions.

“Over the administrative term, 18 municipalities, mostly in KwaZulu-Natal, Mpumalanga and North West, have moved out of this category. Fourteen municipalities received disclaimed opinions in 2022-23, including two municipalities whose audits were finalised after 31 March 2024, which was the cut-off date for this report.

“The AG commended the support provided by the provincial government to municipalities in the 6th administration and called for it to be sustained in the 7th administration as this support demonstrated positive signs of improvement,” the AG’s office said in a statement.

Maluleke invited municipalities to take up the assistance offered by her office to assist municipalities.

“We remain committed to partnering with and supporting the local government accountability ecosystem through our audits, the use of our expanded powers as granted by the Public Audit Act amendments, and the many initiatives that we have implemented to assist and guide all role players,” she concluded. – SAnews.gov.za

Hawks committed to fighting serious crime

The National Head of the Directorate for Priority Crime Investigation (DPCI), Lieutenant General Godfrey Lebeya, has assured South Africans that the Hawks, as the directorate is known, are committed to the mandate of "investigating, preventing and combating national priority offences".

Lebeya was speaking during a media briefing to outline progress and take stock of milestones achieved during the first quarter of financial year 2024/2025.

“...We note that the fight against national priority offences remains an ongoing challenge that requires sustained commitment and collaboration.

“The DPCI recapitulates its commitment to work diligently to address the evolving threat and bring those who engage in criminality to justice. The DPCI shall at all times continue to enforce the law of the Republic without fear, favour or prejudice.

“At the end of the last financial year, the DPCI was carrying 18 461 cases involving 752 712 charges with the value of R1 026 817 012 597.38. Of these cases, 5 616 involving 11 972 accused [natural persons] were serving before the various courts in the country, while 1 788 were receiving attention by the National Prosecuting Authority [NPA] in order to decide on prosecution or otherwise,” he said.

Lebeya noted that the DPCI has made “significant inroads in apprehending individuals… thus ensuring accountability and justice for the victims”.

The arrested suspects are alleged to have been involved in crimes including serious corruption; fraud; money laundering; police killings; cash-in-transit robberies; illegal mining; damage to essential infrastructure and crimes against the State.

“A total number of 673 suspects, representing 637 natural persons and 36 juristic persons, were secured before the various courts in the country. Of these natural persons, 489, which is 77%, are South Africans while 148, which is 23%, are foreign nationals.

“Of the 673 suspects, the Serious Organised Crime Investigation secured 370, the Serious Commercial Crime Investigation secured 234, while the Serious Corruption Investigation secured 69 suspects.

“Most of the arrests were effected in Gauteng province with 167; KwaZulu-Natal province with 114; North West province with 92; Mpumalanga province with 57 and Eastern Cape province with 56 suspects,” Lebeya said.

The DPCI head added that not only were arrests made, convictions were secured against some 506 accused.

“Of these convictions, 262 accused persons, inclusive of 12 juristic persons, were sentenced, while the balance of 244 convicts, inclusive of 15 juristic persons, are to be sentenced on dates after the quarter under review. Of the 262 sentenced natural persons, 173 are South Africans while 77 are foreign nationals.

“To ensure that crime does not pay, 77 court orders were granted in relation to the assets associated with crime. These make the total recorded successes on arrests, convictions and attachment of assets to 1256,” he said. – SAnews.gov.za

Medico-legal claims a feeding trough for unscrupulous legal practitioners

Location: News

Medico-legal claims a feeding trough for unscrupulous legal practitioners

Unscrupulous and greedy lawyers and advocates have attempted to swindle billions of rands from the State and embezzled monies from their ill clients through fraudulent and irregular medico-legal claims.

This was revealed by Health Minister Dr Aaron Motsoaledi during a media briefing held on Saturday.

The Special Investigating Unit (SIU) has been, through a proclamation, investigating medico-legal claims against the State since 2017, in which allegations of fraudulent claims have been uncovered.

“So far, in the matters completed by the SIU, the sum of [at least] R3 billion has been saved for various Departments of Health. We believe that this amount will increase as the investigations are still ongoing,” Motsoaledi said.

The damning and ongoing investigation by the SIU has revealed that some legal practitioners have been targeting provincial Departments of Health – at times with the help of health practitioners working for the State.

“[The] Department of Health noticed several claims which were completely out of sync and made no sense at all. There were claims that were evidently fraudulent.

“Just as an example, a claim was submitted in which the claimant demanded R70 million for a supposedly botched circumcision by a doctor in a hospital in Limpopo province. On investigation of this claim, it was found out that no such circumcision was ever performed,” Motsoaledi said.

The Minister explained that during the investigation, it was revealed that during 2015, the number of medico-legal claims grew exponentially.

“This explosion happens to have coincided with the Road Accident Fund (RAF) strengthening its systems. It is common cause that RAF had been hollowed out by a multiplicity of claims that brought it to its knees.

“In the aftermath, legal practitioners who used to litigate against RAF seem to have migrated en masse to the health care sector. In response, the Department of Health convened a medico-legal claim summit in 2015,” Motsoaledi said.

In the main, claims against Health institutions were “targeting cerebral palsy, a condition in which babies develop some form of brain damage due to depravation of oxygen during the process of birth”, the Minister said.

Grandparents taking care of children left behind by their parents were also targeted.

“While it is recognised that cerebral palsy is a very debilitating and unfortunate occurrence to come from the health care system, it is a matter of very serious concern that it is abused by legal practitioners, due to sheer greed. The level of abuse was such that the SIU found that some of the claims were made on behalf of patients without their knowledge.

“Elderly people, who are taking care of their grandchildren in the absence of their mothers, were tricked into signing the Power of Attorney to sue, whereas they were told that they were signing SASSA forms for child support grants. This simply means that legal practitioners or their scouts were masquerading as social workers,” the Minister said.

Eating at the trough

The provincial breakdown of medico-legal claims investigations finalised by the SIU is as follows:

  • Eastern Cape: 89 matters to the value of R1.2 billion (unfinalised matters: 108 matters to the value of R2.6 billion)

  • Free State: 30 matters to the value of R280 million (unfinalised: 22 matters to the value of R120 million)

  • Gauteng: 58 matters valued at R66 015 234 (unfinalised: 2 392 matters valued at R23 783 535 552)

  • KwaZulu Natal: 107 matters valued at R2 416 284 800 (unfinalised: 1 420 matters valued at R18 020 272 612.60)

  • Mpumalanga: 902 medico-legal claims unfinalised investigations valued at R10 115 964 997.77

  • Limpopo: 63 medico-legal claims valued at R139 753 944.09 (unfinalised: 698 medico-legal claims valued at R2 732 710 053)

  • Northern Cape: one medico-legal claim finalised valued at R23 250 000 (unfinalised: 19 medico-legal claims valued at R535 305 250)

  • North West: 12 medico-legal claims to the value of R32 million (unfinalised: 20 medico-legal claims to the value of R190 million)

  • Western Cape: Preliminary assessment of raw data/databases of claims provided by the Office of the State Attorney is still underway.

Lawyers and advocates who have been found to have been submitting fraudulent claims have been referred to the National Prosecuting Authority for criminal prosecution and to the Legal Practice Council for violation of the Code of Conduct for Legal Practitioners and the Legal Practitioners Fidelity Fund (LPFF) to consider reimbursing claimants whose funds were embezzled by their legal representatives.

“We wish to take this opportunity to make an offer to lawyers, who might have knowingly submitted claims that are fraudulent, to withdraw them within two weeks and there will be no consequences. Failure to withdraw within two weeks would mean that the offer will have lapsed and the SIU will strike,” Motsoaledi warned. – SAnews.gov.za

Mpumalanga police make headway in the fight against crime

Mpumalanga’s Acting Police Commissioner, Major General Zeph Mkhwanazi, has expressed delight at a breakthrough made in the fight against cash-in-transit robberies that led to the arrest of four suspects.

This is after four suspects, aged between 30 and 49 were arrested in Vosman, Witbank on Saturday, 17 August.

The South African Police Service (SAPS) stated that the success of this operation was made possible by the proactive efforts of crime intelligence, which provided crucial information about the suspects’ plans.

“This information enabled a joint team to operationalise and strategically position themselves along the R545 Road, heading to Ogies. Upon spotting the suspects attempting to carry out the robbery in a white Mercedes Benz sedan, of which they failed, the members were able to intervene and prevent the attack on the security cash truck.”

The suspects then fled the scene in several other vehicles including a blue BMW 330i sedan and a charcoal Kia SUV.

“A high-speed chase ensued, with law enforcement agencies successfully intercepting the suspects in the Vosman policing area,” the statement read.

During the arrest, the SAPS said the suspects were found in possession of three AK-47 rifles with six magazines as well as 134 live rounds of ammunition, one 9 mm pistol with two magazines and 27 live ammunition.

“Additionally, hand gloves as well as balaclavas were confiscated during the arrest.”

The vehicles used in the attempted robbery were also seized for further investigation with preliminary findings revealing that the Mercedes Benz was reported stolen in Kabokweni last month.

Several officials were involved in this breakthrough, including the tracking team from Limpopo in conjunction with the one from Mpumalanga, and crime prevention members from Vosman and Fidelity Special Service.

The suspects will face multiple charges, including possession of prohibited firearms and stolen vehicles, and conspiracy to commit a robbery.

The suspects are due to appear at Emalahleni Magistrate’s Court with the Directorate for Priority Crime Investigation (DPCI) taking over the investigation.

“The confiscated firearms will be subjected to ballistic testing to determine whether these weapons were not previously used in the commission of crime elsewhere hence police cannot rule out the possibility of adding more charges against the suspects as the investigation continues,” the police added.

Mkhwanazi said this operation, once again highlights the dedication and expertise of local law enforcement officers in combating violent crimes and ensuring the safety of communities.

“Firstly, we would like to appreciate the collaboration displayed by the team from Limpopo as well as our team from Mpumalanga and not forgetting the Fidelity Special Service which culminated in this magnificent achievement.

“We encourage the public to remain vigilant and continue cooperating with police to fight against criminal activities,” the Major General added. – SAnews.gov.za

Home Affairs finalises deportation of Libyan nationals

The Department of Home Affairs says it has concluded its preparations to deport the 95 Libyan nationals who were arrested in White River, Mpumalanga, last month.

This comes after charges were dropped against 95 men who were arrested on suspicion of receiving training at an illegal military camp.

“They are scheduled to leave South Africa from the Kruger Mpumalanga International Airport this morning in a flight that has been paid for by the Libyan government,” the department said in statement on Sunday.

The Home Affairs Minister, Dr Leon Schreiber, has since welcomed the swift conclusion of the deportation.
“I commend the Home Affairs officials and other law enforcement officers who worked tirelessly to ensure an expeditious deportation.

“We will continue to deploy all resources at our disposal to ensure that the country’s immigration laws are respected and observed,” said Schreiber.

Home Affairs welcomes court decision on 95 Libyans

The Department of Home Affairs has welcomed the court decision that the 95 Libyan nationals that were arrested in White River, Mpumalanga, be deported.

In that regard, Home Affairs Minister, Dr Leon Schreiber, has instructed the department to proceed with speed, while observing all the legal processes to ensure that the deportations are conducted swiftly.

This as the National Prosecuting Authority (NPA) withdrew charges against the 95 who were arrested at a suspected military camp in Mpumalanga last month.

“Consequently, Home Affairs officials were in court to secure the confirmations for deportation from the Magistrate as this will pave the way for their deportation,” the department said in a statement on Thursday.
Home Affairs officials are finalising logistics for the deportation.

"As indicated earlier, deportation was among the options Home Affairs considered working with other law enforcement authorities,” it said, adding that it stands ready to send the group back to their home country.

“We will not hesitate to act decisively to ensure that anyone who breaches the immigration laws of the country is processed through the courts and accordingly faces the consequences. Respect for the rule of law is sacrosanct,” said Minister Schreiber. – SAnews.gov.za

Charges withdrawn against 95 Libyan nationals; deportation next

The National Prosecuting Authority (NPA) has withdrawn charges against 95 Libyans who were arrested at a suspected military camp in Mpumalanga last month.

The 95 were facing charges of Contraventions of the Immigration Act.

“The Acting Director of Public Prosecutions, Sonja Ntuli, reviewed all available evidence and the representations made on behalf of the accused and having considered the evidence and policy considerations, has decided to withdraw the charges preferred against all accused who were arrested at the military training camp in July 2024.

“The charges related to alleged misrepresentations made by the accused in their applications for study visas. There were other more serious allegations that [the] SAPS [South African Police Service] needed to look into,” the NPA said on Thursday.

Other matters, according to the prosecutorial body, will be “dealt with administratively in terms of the Immigration Act and its Regulations by the Department of Home Affairs officials”.

“Importantly, the SAPS (Directorate of Priority Crime Investigations) are proceeding with investigations against the planners, organisers and financiers of the military training camp. The NPA is working closely with DPCI to ensure that these alleged criminals are brought to justice as appropriate.

“The NPA has coordinated with its criminal justice partners and the 95 accused will be under the custody of the Department of Home Affairs that will facilitate the deportation process,” the NPA concluded. – SAnews.gov.za

Cabinet commends continued law enforcement agencies successes

As part of the ongoing fight against crime, Cabinet has commended the continued successes of law enforcement agencies in the arrest of members of organised crime syndicates and gangs.

Minister in The Presidency, Khumbudzo Ntshavheni, highlighted that Operation Shanela of the South African Police Service (SAPS) has ensured the arrest of 766 237 suspects for various crimes, with 161 752 of these were suspects wanted for priority crimes, including murder, cash-in-transit heists, armed robberies, rape and car hijacking, among others.

“Cabinet welcomed the shutting down of an illegal military training camp in White River, Mpumalanga following an intelligence-driven multidisciplinary law enforcement operation which has also resulted in the arrest of 95 Libyan nationals,” Ntshavheni said.

Cabinet reiterated a call to all South Africans to partner with law enforcement agencies in the fight against crime without resorting to vigilantism.

“Cabinet has taken a dim view of actions by some community leaders that amounted to threatening of learners and teachers at their school. The Department of Basic Education will continue to work with the SAPS to ensure schools remain safe spaces for learning and teaching,” Ntshavheni said.

Mpumalanga man shoots wife, turns gun on himself

An Mpumalanga man allegedly shot and killed his wife before turning the gun on himself, the South African Police Service (SAPS) said on Tuesday.

"We are deeply saddened by the report of this tragic incident," the acting Provincial Commissioner of the SAPS in Mpumalanga, Major General (Dr) Zeph Mkhwanazi said.

The gender-based violence (GBV) incident took place on Tuesday morning in Kabokweni, just outside White River.

While investigators continue to probe the matter, General Mkhwanazi has emphasised that today’s tragedy is a stark reminder of the urgent need for awareness, prevention and support for those impacted by GBV.

As part of efforts to address the challenges of gender-based violence and femicide, the SAPS in Mpumalanga has organised a prayer day on Wednesday in Ermelo where members, together with faith-based-organisations.

“Domestic violence is an issue that affects individuals and communities globally, and we urge anyone who may be experiencing or aware of domestic violence to seek help.
