Energy Capital & Power (ECP) Celebrates Women Leading Africa’s Energy Growth

Location: News
Energy Capital & Power

As part of its Women in Energy series taking place this month, Energy Capital & Power (ECP) www.EnergyCapitalPower.com celebrates women in leadership positions within Africa's energy and mining sectors. With Senegal, Uganda, Namibia and South Africa at the helm of female leaders within their respective ministries, these markets have attracted billions in foreign investment and are home to some of the most dynamic upstream developments on the continent.

Since her appointment in November 2020, Sophie Gladima, Minister of Petroleum and Energies of Senegal, has led the country through one of its most transformative periods, with first oil and gas expected this year from the highly-anticipated Sangomar Field Development and Grand Tortue Ahmeyim (GTA) LNG project, respectively. Minister Gladima successfully advanced these projects – which total nearly $10 billion in foreign direct investment – in the face of COVID-19 and demands for cross-border cooperation with Mauritania, whose maritime border with Senegal houses the GTA LNG project.

Ruth Nankabirwa Ssentamu, Minister of Energy and Mineral Development of Uganda, is another female minister leading frontier market developments since her appointment in June 2021. Targeting first oil output in 2025, Uganda has launched exploration drilling at its $10-billion Lake Albert Development, home to the TotalEnergies-operated Tilenga and CNOOC-operated Kingfisher fields. The country is also at the center of the planned East African Crude Oil Pipeline, which will transport Ugandan oil to the Port of Tanga in Tanzania and represents the single largest investment in either country to date.

Serving as Petroleum Commissioner of Namibia's Ministry of Mines and Energy since October 2015, Maggy Shino has played a pivotal role in securing upstream investment from leading IOCs, with TotalEnergies set to invest roughly $300 million in 2024 alone. With over 15 years in petroleum geological, geophysical and environmental management fields, Commissioner Shino has cemented Namibia's status as a world-class frontier oil and gas market with strong on- and offshore prospectivity. Following five offshore hydrocarbon discoveries, Namibia is currently conducting further appraisal work – as well as new seismic and exploration activity in the Owambo, Kavango and Orange Basins – and is on the path to first oil production by 2030.

In neighboring South Africa, Deputy Minister of Mineral Resources and Energy, Dr. Nobuhle Nkabane, has been active in driving an exploration agenda. Utilizing South Africa's Gas Master Plan, Dr. Nkabane has positioned natural gas as a means of improving energy security, reducing heavy-polluting fossil fuels and establishing domestic LNG production through recent discoveries like the 3.1-billion-cubic-feet Mpumalanga discovery. Under her leadership, South Africa's Department of Mineral Resources also implemented a school outreach program last month aimed at encouraging youth in STEM fields and developing a future workforce for the country's mining and energy sectors.

Energy Capital & Power's Women in Energy series celebrates the women shaping the future of the African energy sector. From projects to companies to programs and community development, the Women in Energy series underscores the integral role women play in developing the sector. Communities have their say at Imbizo

Communities have their say at Imbizo

Many a community member attended President Cyril Ramaphosa’s District Development Model (DDM) Presidential Imbizo in Emalahleni, Mpumalanga, on Thursday.

Themed: "Leave No One Behind,” the 12th Presidential Imbizo promotes participatory democracy and inclusive development by allowing community members and stakeholders to voice proposals and express any concerns or dissatisfaction they have about conditions in the district or province.

Some community members told SAnews that they have been waiting for this day to come to interact directly with the President and his Cabinet.

Today's imbizo allows President Cyril Ramaphosa and other leaders in government to assess progress made and to be briefed on challenges associated with the improvement of service delivery since the President’s previous imbizo held in Carolina in May 2022.

Many felt municipal officials do not escalate their concerns to higher offices.

“We want the President to hear our problems and concerns directly from us,” said Japhter Maseko from Emalahleni.

This as the imbizo is currently underway at the Sy Mthimunye Stadium.

“We want to have access to clean water. We have been having problems with the provision of water and that the state of our roads is bad. We want government to supply us with clean water and proper roads,” said Maseko.

Sinethemba Mgabadeli from Siyabuswa echoed Maseko’s sentiments.

“Sometimes we go for days without water. If given an opportunity to speak to the President, I’ll tell him to fire ….officials who do not care about people’s lives,” he said.

Nkululeko Skhosana from Malelane said government must urgently attend to their concerns.

“Our lives are miserable without proper services. Water is our main concern. We sometimes go for days without water. In some instances, we are forced to buy water from the shops to survive,” he said.

Skhosana also expressed concern about the high rate of unemployment.

“We send our children to school and when they finish studying, there are no jobs. No one wants to employ them. We are appealing to government to create jobs for our children,” he said.

The Presidential Imbizo is, among others, attended by traditional leaders, politicians and municipal officials.

President Ramaphosa is accompanied by Cabinet Ministers, who are assisting in responding to concerns raised by community members.

The DDM Presidential Imbizo forms part of a holistic government service delivery and monitoring programme, using an integrated, district-based approach to address community needs.

It serves as an important platform for transparent and constructive exchanges between communities and government.

Since inception in March 2022, the izimbizo have empowered millions of South Africans to directly engage with the President, contributing to policy discussions and acknowledging government efforts to better serve the people.

President Ramaphosa visits new Mpumalanga hospital

President Ramaphosa visits new Mpumalanga hospital

President Cyril Ramaphosa has conducted a site visit and inspection of the newly constructed Middelburg Hospital in Mpumalanga.

“This is most impressive. It’s a modern, state-of-the-art and it’s going to serve the community of about 330 000 people. This is development. This is how we are developing our country from a social and health point of view and we’re doing it cost-effectively as well,” the President said on Thursday.

This was ahead of the District Development Model Presidential Imbizo held at Emalahleni in the province the same day.

“I also appreciated the way there was thorough consultation with various stakeholders in the area to bring in small and medium enterprises, and to bring in communities, who participated in one shape, form or the other in the construction of the hospital,” the President said at the site visit.

He praised the participation of the community in the construction of the hospital and said it has many benefits.

“This is what we should do because in many ways, it also avoids this very bad practice that has emerged of construction mafias. When the community is well-organised and is part of the construction of a facility, everybody feels like they own the facility and they can benefit from a job point of view, and from a supplying point of view.

“I appreciate also the funding model that was used. It was funded from the budget but over a five-year period in various phases, not all at once. To do it over a set period is clearly the way to go,” he said.

President Ramaphosa added that the hospital serves as a precursor for things to come.

“This is going to be a clean, well-run hospital and a really good demonstration of what the NHI [National Health Insurance] is going to be all about. So this is a very good precursor to the NHI.

“Those who have been criticising the NHI [we now]... have... an improved facility and improved infrastructure… this is it. We are ready for the NHI at this site. When the NHI Bill is signed [into law], this is going to be one of the exciting sites for NHI implementation,” he said.

Government working to address South Africa’s gas supply

Location: News

Government working to address South Africa's gas supply

The Department of Mineral Resources and Energy (DMRE) is expected to present a Gas Master Plan to Cabinet this month to address gas supply in the country.

This is according to DMRE Minister Gwede Mantashe, who delivered the opening address at the Africa Energy Indaba held in Cape Town.

Recent media reports have suggested that South Africa may run out of natural gas supply in 2026, which could have devastating consequences for jobs and manufacturing.

In his written speech, the Minister said government has “noted concerns regarding the current and future gas supply in the South African market due to commercial disputes between Sasol and its customers”.

“Our understanding is that this is in relation to the gas flow decline at source. It is a known fact that natural gas, like other natural resources, is a finite resource and therefore, Sasol reaching a cliff in its gas block in Mozambique is not an anomaly.

“Having noted this eventuality, we, together with the Department of Trade, Industry and Competition (dtic), have established a task team that includes private sector players to develop a joint strategy that will ensure a seamless transition and business continuity, thus ameliorating potential job losses. The DMRE has also completed all the modelling and drafting work for the country’s Gas Master Plan, which we intend to present to Cabinet this month,” the Minister said.

Mantashe emphasised the importance for African countries to invest in gas infrastructure also as a means of transitioning from high carbon emitting energy sources.

“In its 72nd edition of the Statistical Review of World Energy, the Energy Institute states that fossil fuel consumption as a percentage of primary energy remains steady at 82%, whereas renewables’ share of primary energy consumption reached 7.5% in 2022.

“In the same year, the European Union taxonomy declared both nuclear and gas as sustainable and part of transitional activities. It is, therefore, crucial for African nations to invest in gas infrastructure, including expansion of pipelines.

“It is in this context that iGas, a subsidiary of the Central Energy Fund (CEF), acquired an additional 40% ownership of the ROMPCO [Republic of Mozambique Pipeline Investments Company] pipeline, resulting in both South Africa and Mozambique jointly owning 80% of the pipeline,” he said.

To solidify gas supply further, South Africa has entered into a gas sales agreement with the Mozambican State-owned hydrocarbon company which has the potential to “deliver up to 200 petajoules of natural gas”.

“To breathe life into this agreement, PetroSA, another subsidiary of CEF [Central Energy Fund], has applied for a gas trading licence with the National Energy Regulator of South Africa [NERSA]. We are convinced that the granting of this licence will ensure continuous gas supply,” the Minister said.

According to the Minister, South Africa has also made “significant new finds of natural gas”.

“The discovery of gas by TotalEnergies in the Outeniqua Basin, and the discovery of maiden gas reserves by Kinetiko Energy in Amersfoort, Mpumalanga, are strategically placed to strengthen South Africa’s energy security and propel the quest for industrialisation that will bring about growth and development,”  he said. – SAnews.gov.za

Over 80 000 beds registered on NSFAS portal

Over 80 000 beds registered on NSFAS portal

The National Student Financial Aid Scheme (NSFAS) has recorded a total of 88 705 beds that have been registered on the scheme portal and accredited for both Technical and Vocational Education and Training (TVET) colleges and universities.

Briefing media on the student accommodation pilot project in Pretoria on Monday, NSFAS Acting Chairperson, Professor Lourens van Staden, said the Student Accommodation Unit has to date received lists from 28 out of 40 institutions, which were subjected to verification processes, in terms of funding status.

Van Staden said 10 institutions submitted their lists in batches, while others requested assistance from NSFAS in order for them to submit their lists, with some still engaging NSFAS owing to their contractual obligation.

“To date, out of 40 institutions in the pilot, 30 have placed students in accredited properties. Out of 10 institutions, five supported by the NSFAS team will continue with placements, while three are still in discussion with NSFAS. Two will submit once placements have happened,” van Staden said.

He said the Mangosuthu University of Technology (MUT) and University of Mpumalanga will submit their lists when students are placed in accommodation.

Van Staden also reported that NSFAS, in collaboration with institutions, portal providers, and accommodation providers, is onboarding students onto the portal system to ensure that NSFAS-funded students are residing in accredited accommodation.

To date, he said, 18 institutions have onboarded students onto the portal, while the rest are yet to do so or are still onboarding.

“The NSFAS Board wishes to encourage all institutions that have not been onboarded to do so urgently, as this might impact the on-time rental payments. Equally, landlords are requested to ensure that leases that are generated through the portal are signed by all students in their residences,’ van Staden said.

No arrangements with unaccredited accommodation providers

Van Staden also put it on record that the scheme does not have any arrangements with unaccredited accommodation providers.

“Institutions apply different approaches to manage unaccredited accommodation, and it is in the resolve of NSFAS that in the near future, no NSFAS-funded student will be residing in unaccredited accommodation.

“Where accommodation providers have applied to NSFAS for accreditation, they are encouraged to consult the portal to check their statuses. Students who have been provided with accredited accommodation and are unwilling to utilise those, NSFAS and the institution will allocate transport allowance to those students,” van Staden said.

Warning against corruption and bribery

Meanwhile, van Staden has warned that NSFAS will not tolerate corruption and bribery, and anyone found in the wrong will be reported to the law enforcement agencies.

This follows a report received by NSFAS on the alleged corruption and bribery between accrediting agents and landlords.

“If this is indeed true, we wish to reiterate that this will not be tolerated by the scheme and that should anyone be found in the wrong, NSFAS will report them to law enforcement agencies. Any suspected fraud should be raised through our whistleblowing hotline, Vuvuzela, toll-free number 0860 247 653. SMS 'call back' to 30916. Fax: 086 726 1681,” van Staden said. – SAnews.gov.za

Mpumalanga learners get bicycles

Location: News

Mpumalanga learners get bicycles

Transport Minister Sindisiwe Chikunga has handed over 455 bicycles to pupils in Mpumalanga to use for travelling to school.

Learners that benefitted from the national Shova Kalula or Ride Easy Bicycle Programme include those in Sindawonye and Kwakwari Primary, as well as Mgudlwa, Mkhephuli, Mbedlwana, Sozilani and Hlomanani Secondary Schools in the Thembisile Hani Local Municipality.

“We hope that these means will help in them to get to and from school quicker, and that it will inspire them to pursue their educational dreams,” Chikunga said on Monday.

The national Shova Kalula or Ride Easy Bicycle Programme was initiated as a pilot project in 2001 with the purpose of promoting and maximising the use of bicycles as a low-cost mobility solution to poor communities, particularly in the rural areas.

“The Shova Kalula Programme is part of the broader learner transport programme, focusing on learners who walk less than 5 kilometre (km) and walk more than 3 km to schools. Other learners on the learner transport programme are being ferried through buses and taxis through contracts that are managed by the provinces,” the Minister said.

In addition, all provinces are implementing the National Learner Transport Policy though the National Learner Transport Programme.

“There are 900 946 learners in 5 635 schools that required learner transport to access their schools in 2023/2024 financial year. These learners have been identified by the provincial Departments of Education, which are responsible for the selection of learners to benefit from the subsidised learner transport service, in line with the National Learner Transport Policy and provincial policies,” Chikunga said.

The National Learner Transport policy recognies the deep challenges of learners who walk long distances to school, which has an adverse impact on their school attendance and performance.

“In order to deal with these mobility challenges, government has been implementing the National Learner Transport Policy to provide learners who live more than 5km [from school] with transport to school,” the Minister said.

Moloto Road

While in Mpumalanga, the Minister also conducted a site inspection of the bridge under construction along the R573 Moloto Road in the Thembisile Hani Local Municipality.

“Work on the project is progressing steadily across all the three provinces of Gauteng, Mpumalanga and Limpopo. The South African National Roads Agency Limited (SANRAL) team is working tirelessly to make the road safer for road users. In Mpumalanga, Work Package 2 is currently ongoing, and it is 75% complete.

“The anticipated completion date of construction for this phase is June 2024. In Limpopo, Work Package A2 is currently underway, and it is 95% complete. The anticipated completion date of construction is February 2024. In Gauteng, SANRAL is on the verge of appointing a contractor to start with works on this section of the project in 2024,” the Minister said.

SANRAL has invested R4.5billion in this project over five years.

“About 12 500 jobs are expected to be created throughout the project duration. In line with SANRAL’s Transformation Policy, the inclusion of youth- and women-owned businesses will be prioritised.

“Furthermore, the roads agency has launched a programme to empower Small, Medium and Micro Enterprises (SMMEs), headed by people with disabilities, to form part of the construction of Moloto Road.

“Nearly R130 million has also been earmarked to train prospective contractors from designated groups, to get them to the point where they are able to submit compliant, competitive and profitable tenders for such projects,” Chikunga said.

SANRAL has introduced several additional safety interventions on the R573 to minimise crashes, paying particular attention to pedestrian safety.

“So far, we have worked on the Moloto Road in Mpumalanga and Limpopo and we hope to begin work in Gauteng this year. The spend to date is R559 million on upgrading of national road R573, Section 2, Thembisile Hani Local Municipality, Mpumalanga; and R362.8 million on upgrading of national road R573, Section 3, from Slovo to Siyabuswa, Elias Motsoaledi Local Municipality,” the Minister said. –SAnews.gov.za

Mpumalanga Premier reflects on 30 years of freedom

Mpumalanga Premier reflects on 30 years of freedom

Despite the challenges faced by the country, government has made an undeniable mark in changing the lives of people for the better in the 30 years of freedom, says Mpumalanga Premier Refilwe Mtshweni-Tsipane.

Delivering the State of the Province Address (SOPA) on Friday, Mtshweni-Tsipane reflected on the gains that government has made since the dawn of democracy.

“When we were elected to office in 1994, our population was a mere 3.3million people. Today, Mpumalanga is home to 5.1 million people.

“The gross domestic product (GDP), that is the value of goods and services produced in Mpumalanga, was R46 billion. Today, our economy has grown in leaps and bounds to more than R530 billion, 12 times bigger than what it was, becoming the fourth largest economy in the country,” the Premier said.

In 1996, there were around 627 000 people employed in the province. The economy now employs more than 1.25 million people.

The percentage of people living below the lower bound poverty line has improved drastically from 64% in 1996 to 49.5% in 2022.

“This is supplemented by the provision of a wider safety security net that includes the special COVID-19 Social Relief of Distress grant, the Old Age Pension Grant, the Child Support Grant and the Care Dependency Grants, to name but a few examples," the Premier said.

Education, basic services

Mtshweni-Tsipane said there has been a "phenomenal" growth in access to education in the province, with the Statistics South Africa General Household Survey findings indicating that the percentage of seven to 17-year-olds attending school in Mpumalanga province stands at 98%.

“The throughput rate has improved from 46% in 2019 to 72% in 2023.

“Before 1994, thousands of children from poor families attended classes on an empty stomach. They had to endure traveling long distances to attend school. Today one million children in this province from poor backgrounds enjoy free hot meals served at their respective schools,” the Premier said.

Approximately 75 000 students are transported to school daily through the scholar transport programme.

Government has built six state-of-the-art boarding schools to restore the dignity and the plight of farm dweller children and improve the quality of education.

“Prior to 1994, teenage girls from poor background would miss school due to unaffordable sanitary towels. Today, government has restored the dignity of the girl child. A total of 96 077 girl children in quintile one schools are provided with sanitary towels," the Premier said.

In 1994, the province had no universities. There were only a few technical colleges.

“Today, Mpumalanga is home to four universities, which are the University of Mpumalanga, the Tshwane University of Technology, the Vaal University of Technology, and the University of South Africa. We are also home to two private universities, which are Eduvos and Regenesys.

“In 1994, there were 89 public libraries. Today, we have 123 fully equipped public libraries, translating to 34 newly built libraries in townships and rural villages,” the Premier said.

In 1994, only a few households had access to piped clean water and proper sanitation.

"Today, 87% of households in Mpumalanga have access to clean water and more than 93% have access to adequate sanitation. More than 94% of all residents in Mpumalanga have access to electricity," Mtshweni-Tsipane said.

Health

In 1994, the infant mortality rate in Mpumalanga was 80 per 1 000 live births. That figure stands at 11.2 per 1000 live births.

“Before the advent of our democracy, the life expectancy of our people in this province was hovering around 50 years and lower. Today, our people are living longer, with women averaging 65.8 years and men 60.7 years. We would like to see these figures rising to an average of 75 and 70 years respectively.

“One of the reasons our people are living longer and healthier is because our government has an extensive TB and HIV/AIDS treatment programmes, which have assisted in prolonging the lives of those affected,” the Premier said.

Land

In 1994, more than 85% of land in Mpumalanga was in the hands of the minority. Currently, about 1 767 370 hectares of land have been acquired and transferred to the hands of the previously disadvantaged through the land reform programmes of restitution and redistribution.

“Of this land, over 555 000 hectares of land has been restituted back to our people through communal property associations, benefitting in excess of 110 000 beneficiaries, which include women, youth and persons with disabilities.

“From our agricultural support programmes, like Masibuyele Esibayeni and Masibuyele eMasimini for emerging farmers, we are supporting farmers with livestock such as cattle, sheep, goats, pig and chickens,” Mtshweni-Tsipane said.

Housing

The provincial government has built 236 395 low-cost houses for the most vulnerable.

“We have serviced 65 538 sites for the missing middle category, those who do not qualify for subsidised houses but also not qualifying for bank funded bonds. In total, this translates to 301 833 housing opportunities created.

“We have also issued 88 551 title deeds to the homeowners, guaranteeing their rights and the rights of their descendants to the ownership of such properties for life,” the Premier said. – SAnews.gov.za

The Mpumalanga provincial government has introduced coding and robotics in 128 schools, as part of its pilot programme.

“That pilot is progressing well and 128 schools, from Grade R to 3 and Grade 7, are currently doing coding and robotics,” Mpumalanga Premier Refilwe Mtshweni-Tsipane said on Friday when delivering the State of the Province Address (SOPA).

Since 2022, in its quest to improve learner performance, the provincial government is providing all Grade 12 learners and teachers in Quantile 1 to 3 schools with tablets and laptops respectively.

These devices, the Premier said, are loaded with e-content and will be provided this year with an offline application to enable access to learning even outside the four walls of the classroom without data or connectivity.

“This government continues to strengthen e-learning in our schools. This year, the province will introduce the smart schools concept in eight schools where both teachers and learners will utilise technological devices and thus making the schools paperless," Mtshweni-Tsipane said.

She said the land for the construction of the proposed School for the Deaf and Blind has been secured at Emalahleni Municipality.

“Once the school is completed, the 250 deaf learners currently studying at Bukhosibetfu Full Service School and the 200 in other special schools will be relocated to the new school."

Job creation

By the end of January 2024, a total of 63 478 jobs were created through the 21 identified programmes, including the Siyatentela Road Maintenance Programme, Government Nutrition Programme, School Handymen and Tourism Safety Monitors, to name a few.

“Since 2021 and through the Presidential Employment Stimulus, we have trained and created a total of 65 296 job opportunities for unemployed youth in different schools.

“Since its inception in 2019, the Premier’s Youth Development Fund has disbursed R258 million to fund 182 youth-owned enterprises. The funded beneficiaries have created more than 630 jobs in agriculture, mining, manufacturing as well as film and production,” Mtshweni-Tsipane said.

Growing tourism

As part of ongoing efforts to attract tourism to Mpumalanga, the provincial government has upgraded tourism facilities in four nature reserves with accommodation facilities.

These include Songimvelo-Kromdraai Camp, Andover, SS Skhosana and Manyeleti.

“Phase 2 of fence installations is in progress in order to minimise human wildlife conflict in Songimvelo, Mthethomusha and Mdala reserves. It’s important for us to implement these projects efficiently, economically and effectively in order to increase the number visitors to our province.

"We are pleased with the intention to support the provincial efforts in this regard, expressed from the National Department of Agriculture, Land Reform and Rural Development,” the Premier said.

As of 1 April 2024, FlySaFair introduced new routes between Kruger Mpumalanga International Airport and Cape Town

“This adds further impetus to the gains we made when Eurowings, a German airline, chose Mpumalanga as its destination of choice more than a year ago. This is further supported by the Stats SA Tourism and migration report released in January 2024, which placed Mpumalanga at the second spot in international tourist arrivals.

“As early as February 2024, we entered into a strategic partnership with Aspinall Foundation to elevate the Loskop Dam Nature Reserve to a Big Five Game Reserve. We have also concluded a collaboration with Greater Kruger Environmental Protection Foundation to fight poaching in Manyeleti. This collaboration includes establishing new pickets, maintenance of fence and the training of field rangers,” the Premier said.

Transport

The provincial government plans to build a state-of-the-art interchange along the railway line from the city centre leading to Pine Ridge, Klarinet, Siyanqoba and Verena.

“This interchange will improve safety and ease traffic flow in that area. The planning and design process has been completed. The construction of the interchange will commence in the 2024/25 financial,” the Premier said.

During the current administration, government will complete projects including the rehabilitation of sections P8/1 (R36) between Mashishing and Bambi Phase 3; D2950 Mananga to River Crossing; Coal Haul P36/1 Delmas to N12 and the upgrading of D481 Mooiplaas and Ekulindeni; D4407 Hluvukani – Orpen Road near Welverdied.

Caring for the vulnerable

Since the beginning of the sixth administration, government has placed 542 children in foster care.

The Premier also touched on social ills.

"Substance abuse has become endemic, negatively impacting on the lives of the substance abusers and their close families. We opened our doors and our hearts to more than 1 942 substance abusers who needed our help.

“We have completed the construction of the Swartfontein and the Nkangala treatment centres. In the days ahead, we will officially handover the Nkangala treatment centre.

“In the current administration, 7 409 Non-Profit Organisations (NPOs) have been supported to implement programmes that are impact driven and aid our efforts to create a Mpumalanga anchored on morals and social cohesion,” the Premier said. – SAnews.gov.za

Mpumalanga ready to host Presidential Imbizo

Preparations are well underway for the Presidential Imbizo to be held next Wednesday at the Sy Mthimunye Stadium in the Emalahleni Local Municipality, Nkangala District, Mpumalanga.

Mpumalanga Premier Refilwe Mtshweni-Tsipane is expected to welcome President Cyril Ramaphosa and Cabinet Ministers for the District Development Model (DDM) Presidential Imbizo.

About 3 000 people across the province, including traditional leaders, civil society organisations and labour; women, youth, persons with disabilities and business representatives are expected to attend.

Mtshweni-Tsipane says the imbizo is a vital pillar of participatory democracy and will offer the citizens an opportunity to engage the President on developmental issues.

“Mpumalanga is more than ready to host the Presidential Imbizo. We are inspired by the President’s decision to afford our citizens an opportunity to engage him and to share solutions on service delivery challenges. This view is based on the previous Imbizo, which was held in Gert Sibande District,” the Premier said.

Mtshweni-Tsipane said the Imbizo seeks to entrench government’s ‘Leave no one behind’ perspective, as the country marks 30 years of democracy.

She encouraged citizens to use all available measures, such as posting of messages through social media, to share with the President.

Proceedings will be shared live on various platforms, including radio and tv stations as well as a Facebook livestream on the Mpumalanga Provincial Government page and Government Communication and Information System (GCIS) social media pages.

The Presidential Imbizo affords all social partners, government, traditional leaders, civil society organisations and communities an opportunity to collectively engage on how to best address the immediate challenges and to create conditions for long-lasting stability and development.

This public participation platform was informed by the country’s participatory democracy that enjoins citizens to make their voices heard, especially in their own development and service delivery. – SAnews.gov.za

Stats SA records decrease in number of employed persons

The Quarterly Labour Force Survey (QLFS) results for the fourth quarter of 2023 by Statistics South Africa (Stats SA) indicate that the number of employed persons decreased by 22 000 to 16.7 million in the fourth quarter of 2023 when compared to the third quarter.

Addressing a media briefing on Tuesday in Pretoria, Statistician-General Risenga Maluleke said the number of unemployed persons increased by 46 000 to 7.9 million compared to quarter three.

“Additionally, the number of people who were not economically active for reasons other than discouragement increased by 218 000 to 13.4 million, while discouraged work-seekers decreased by 107 000 in the fourth quarter of 2023 compared to the third quarter of 2023. This resulted in a net increase of 111 000 in the not economically active population.

“The above changes in employment and unemployment resulted in the official unemployment rate increasing by 0.2 of a percentage point from 31.9% in the third quarter of 2023 to 32.1% in the fourth quarter of 2023.

“The unemployment rate according to the expanded definition decreased by 0.1 of a percentage point to 41.1% in Q4: 2023 compared to Q3: 2023,” Maluleke said.

Formal sector employment decreased by 128 000 in Q4: 2023, while informal sector employment increased by 124 000 over the same period.

The industries that contributed to the net employment decline include community and social services (down by 171 000), construction (down by 36 000), agriculture (down by 35 000), trade (down by 28 000) and manufacturing (down by 1 000).

However, finance (up by 128 000), transport (up by 57 000), mining (up by 37 000) and private households (up by 18 000) recorded the largest employment gains.

“Provincially, employment losses were recorded in Eastern Cape (111 000), Limpopo (40 000), North West (30 000) and Northern Cape (2 000). The largest employment increase was recorded in KwaZulu-Natal (62 000), followed by Mpumalanga (48 000) and Western Cape (23 000) during the same period.

“The youth (15–34 years) remain vulnerable in the labour market; the fourth quarter of 2023 results show that the total number of unemployed youth increased by 87 000 to 4.7 million while there was a decrease of 97 000 in the number of employed youth to 5.9 million. This resulted in an increase in the youth unemployment rate by 0.9 of a percentage point from 43.4% in Q3: 2023 to 44.3% in Q4: 2023,” he said. – SAnews.gov.za

Probe into Vaal River clean-up method

The Ministers of Forestry, Fisheries and the Environment, Barbara Creecy, and Water and Sanitation, Senzo Mchunu, have noted public concerns related to the use of chemical, glyphosate, to clear alien invasive plants from the Vaal River by Rand Water.

“Following the complaints in the public domain, the two Ministers and other relevant parties met and agreed to determine whether the clearing methods followed were in line with the regulatory environment and to devise a future plan that ensures that the clearing of the alien invasive plants is done in a manner that poses no harm to the environment,” a joint statement by the two departments said on Saturday.

Once that process is concluded, the departments will issue a further statement on the way forward.

Rand Water provides bulk potable water to more than 11 million people in Gauteng, parts of Mpumalanga, the Free State and the North West.

According to media reports, the Vaal River has become overrun with water lettuce, which is a poisonous and highly invasive free-floating freshwater weed that is found in water bodies and slow-moving waterways in warm regions.

The water lettuce reportedly forms dense mats that clog waterways making boating, fishing, and other water activities, impossible.

These mats also degrade water quality by blocking the air-water interface and greatly reducing oxygen levels, which can result in fish die-off and the overall reduction of aquatic fauna and flora diversity. –SAnews.gov.za
