Government to launch 16 Days of Activism campaign

The implementation of the National Strategic Plan on Gender Based Violence and Femicide (NSP - GBVF) will be among the awareness activities to take centre stage during this year’s 16 Days of Activism for No Violence Against Women and Children.

The 16 Days of Activism Campaign is an international United Nations-endorsed initiative that takes place annually from 25 November (International Day of No Violence against Women) to 10 December (International Human Rights Day).

The period was designated by the United Nations General Assembly to raise public awareness on gender-based violence (GBV) in line with resolution 54/134 of 17 December 1999.

Other key commemorative days observed annually during this period include World AIDS Day on 1 December, and the International Day for Persons with Disabilities on 3 December.

This year marks the 25th anniversary since South Africa initiated the 16 Days of Activism for No Violence against Women and Children campaign.

The 16 Days campaign focuses on raising awareness to the devastating impact that gender-based violence and femicide (GBVF) has on women and children, and the social fabric of society.

Government will launch the 16 Days of Activism for No Violence Against Women and Children campaign on 25 November 2023 at the Nsikazi Stadium in Mbombela Local Municipality, Mpumalanga Province.

This year’s campaign will be observed under the theme: “Accelerating actions to end gender-based violence and femicide: leaving no one behind”. The sub-theme for this year is: “Safe access for women to clean water: a basic human right”.

The theme speaks to the importance of ensuring an all-society and multi-faceted approach to fight GBVF. The sub-theme seeks to address barriers women face in safely accessing water and sanitation in South Africa. – SAnews.gov.za

Asset Forfeiture Unit scores R1.5bn seizure order

The National Prosecuting Authority's Asset Forfeiture Unit, in collaboration with a special illegal mining unit in the South African Police Service, has obtained a provisional preservation of property order for the seizure of assets to the estimated value of more than R1.5 billion.

The frozen assets include a farm in Carolina, coal, cars and heavy duty machinery used at an alleged illegal mine in Mpumalanga.

National Prosecuting Authority regional spokesperson Monica Nyuswa said an estimated 270 000 tons of coal was allegedly mined illegally at on two portions of the farm over a two year period by a company named GNJ Mining.

“At a minimum estimated market value price of R980 per ton, the estimated 270 000 tons that were illegally mined amounted to about R264 million worth of coal, that was illegally mined at the farm during the 2 years.

“GNJ Mining never had lawful authorisation/permit from the DMRE [Department of Mineral Resources] and/or the DARDLEA [Mpumalanga Department of Agriculture, Rural Development, Land and Environmental Affairs] to mine coal at the farm. The illicit coal that was mined at the farm was taken to Droogvalley Barrel Plant (Droogvalley) in the Carolina area, where the coal was processed and “washed” to prepare it for sale to GNJ Mining’s coal-using clients,” she said.

Nyuswa explained that the seizure comes after a man was arrested following a raid on a farm.

“Following credible information, the SAPS held an operation at the farm on Tuesday 19 September 2023, where they saw the magnitude of the illegal coal mining operation at the farm and Droogvalley. On the day, the SAPS arrested the illegal Mine Manager Paul Boshoff (Boshoff) and seized most of the mentioned assets at the farm and Droogvalley.

“Boshoff was arrested on 19 September 2023 and appeared in court the following day,” she said.

The criminal case is expected to be heard on 16 February 2024 in the Carolina Magistrates’ Court. – SAnews.gov.za

Cabinet approves Just Energy Transition Implementation Plan

Cabinet has approved the Just Energy Transition Implementation Plan (JET IP), which will guide South Africa’s transition to a low carbon economy through the scaling up of renewable energy sources.

The JET IP sets out a number of interventions South Africa needs and investments required for the country to transition to a low carbon and climate resilient economy in line with the National Determined Contributions presented to the United Nations.

Minister in The Presidency Khumbudzo Ntshavheni said on Monday Cabinet is of the view that the JET IP demonstrates South Africa’s commitment to a just transition in line with the country’s energy needs.

She said the JET IP will be driven by a combination of reforms in the energy sector, including the Mpumalanga Just Transition, new energy vehicles and green hydrogen, among others.

“The plan further responds to South Africa’s commitments under the Paris Agreement and United Nations Framework Convention on Climate Change as well as NDP [National Development Plan] commitments.

“The Jet IP will enable South Africa to gradually meet its carbon emissions reduction commitments while at same time, it will ensure inclusive economic growth, energy security and employment,” Ntshavheni said during a post-Cabinet media briefing.

Criminal Assets Recovery Account

Cabinet has also approved the use of monies in the Criminal Asset Recovery Account to fight against illegal mining and other crimes.

Ntshavheni said R2 172 359 is allocated to fight illicit mining which continues to be a threat to the South African economy.

“The money is allocated to the SAPS [South African Police Service], SANDF [South African National Defence Force], Department of Home Affairs and Border Management Agency. The SAPS will use the funding to buy vehicles, helicopters, nyalas and will deploy more than 4000 officers for 18 months,” Ntshavheni explained.

Illegal mining and other organised crimes cost South Africa billions of rands each year and it affects the country’s position as an investment destination, the Minister said.

National Petroleum Company Bill

Cabinet has also approved the publication of the South African National Petroleum Company (SANPC) Bill for public comment.

The Bill gives effect to the Cabinet decision to merge PetroSA, South African Gas Development Company (iGas) and the Strategic Fuel Fund.

Ntshavheni noted that the Bill makes provisions for the establishment of a state-owned company that will ensure South Africa participates meaningfully in oil and gas development.

“It will also guarantee the country’s security of energy supply to support economic development and growth. The SANPC will oversee strategic planning, coordination and governance of the country’s petroleum resources and this will contribute to development and job creation,” the Minister explained.

Draft National Public Transport Subsidy Policy

Cabinet also approved the Gazetting of the draft National Public Transport Subsidy Policy for public comment.

The policy proposes that South Africa’s public transport funding should move from subsidising a particular mode of transport to a user-subsidy model.

“Government recognises that the transport sector is at the heart of the country’s development with most households completely reliant on public transport for mobility.”

African Peer Review Mechanism celebrations

Meanwhile, Cabinet has considered and supported the request for South Africa to host the 20th anniversary celebrations of the African Peer Review Mechanism (APMR) from 23 to 30 November 2023.

The Minister said South Africa supports the APRM mission to promote the African Union’s shared values of democratic governance and inclusive development on the continent.

The 20th anniversary celebrations will include the participation of current and former Heads of State and government, and the African Union Commission. – SAnews.gov.za

KZN Premier attributes employment increase to concerted efforts

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has attributed the marked increase in employment figures and the fall of the unemployment rate in the province to government’s targeted interventions, practical programmes and meaningful collaboration.

This follows Statistics South Africa’s (StatsSA) latest Quarterly Labour Force Survey (QLFS) data, which showed a significant improvement in employment numbers in the province.

According to the QLFS findings for the third quarter, KwaZulu-Natal recorded the largest employment increase, while the unemployment rate has fallen by 1.6% in the third quarter of 2023.

According to the survey, the number of employed persons increased in eight provinces between quarter two and three in 2023. Large employment increases were recorded in KwaZulu-Natal (up by 152 000), Limpopo, North West and Mpumalanga.

Dube-Ncube said the data provides valuable insights into the current state of the labour market in the country, and is a welcome development on Quarter 2 of 2023 in which the province also recorded growth.

“This is good news and the fruit of efforts of the entire provincial government working with business and other social partners to address unemployment. We remain committed to working together with labour, business and the local and international investment community to drive economic growth which is necessary to address unemployment and poverty,” Dube-Ncube said.

Dube-Ncube pointed to the S’thesha Waya-Waya stimulus initiative as just one of the programmes rolled out to create jobs through various entities of the state.

She said youth unemployment continues to be a concern, and the province will continue to address this issue, through targeted programs and policies that empower young people with skills and opportunities needed to enter the workforce.

“This includes the disbursement of the Youth Empowerment Fund through which we allocate R90 million to youth-owned entities. Another R100 million window of this fund will open soon to benefit more youth-owned entities.

“We recently launched our Planting Season and through Operation Vula, we are opening economic opportunities to youth, women, military veterans and those with disabilities to take part in the economy.”

The Premier also highlighted that through public private partnerships, the provincial government has been able to create opportunities in various sectors, including maritime and aviation sectors.

“Further, our drive is to penetrate the digital economy through the Broadband Rollout in the province. The 4IR Commission is fast tracking the Provincial Connected Smart Province plan which aims to create more jobs for young people in the digital space.

“We see the Quarterly Labour Survey as a reliable indicator to understand the dynamics of the labour market. We will continue to engage with StatsSA, labour, business and stakeholders especially the private sector to continue to contribute to initiatives aimed at improving employment prospects for all South Africans,” the Premier said. – SAnews.gov.za

South Africa can expect warmer than normal conditions, with a high chance of the occurrence of heat waves over the interior during the summer season of 2023-2024.

“Temperature wise, the likelihood for warmer than normal conditions is high, with the highest chance over the interior regions of South Africa. From this prediction, it can be inferred that there is a high chance of the occurrence of heat waves over the interior,” South African Weather Service (SAWS) Lead Scientist: Long Range Prediction, Dr Christien Engelbrecht, said on Thursday in Pretoria.

He said South Africa will be affected by the El Niño during the summer season of 2023-2024.

“El Niño events are typically warmer and drier over southern Africa during the summer months. However, current seasonal predictions indicate uncertainty for the typical drier conditions over the north-eastern parts of the country where the current prediction indicates low probabilities for above-normal rainfall.

“Over the remaining parts of the country below-normal rainfall is predicted. Current predictions of the El Niño event indicate that it can become a strong event during the mid-summer months,” Engelbrecht said.

As SAWS continuously monitors the development of El Niño-Southern Oscillation (ENSO), Engelbrecht advised the public to follow the monthly updates of the seasonal prediction as the El Niño event can still manifest its influence and change the outlook of the rainfall prediction to become more in favour of below-normal rainfall.

“It is also strongly advised to follow regular updates of the short-term weather forecasts as well as the observed climatic conditions,” he said.

Following Monday’s severe thunderstorm in parts of Gauteng and Mpumalanga, SAWS explained that it was not an unusual event that can only be attributed to climate change.

Monday’s thunderstorm unleashed a hailstorm in the City of Johannesburg in Gauteng and a tornado in the Lekwa Local Municipality in Mpumalanga.

In the Johannesburg area, Midrand was the hardest-hit, with damages that included shattered windshields of motor vehicles and broken windows of residences.

“Isolated incidents cannot be directly attributed to climate change. An increased probability of ‘normal’ severe weather events is most likely to be the result of climate change. However, this does not mean that specific severe weather events can solely be attributed to climate change. Specifically, the storm in question occurred due to a range of factors favourable for its development,” SAWS Senior Manager: Disaster Risk Management, Tshepho Ngobeni said.

On Monday morning, SAWS issued a Yellow Level 2 impact-based warning, or a high likelihood of minor impacts, for severe thunderstorms for districts and metropolitan municipal areas such as Govan Mbeki District in Mpumalanga and the City of Johannesburg. – SAnews.gov.za

Official unemployment figures decrease in third quarter of 2023

The results of the Quarterly Labour Force Survey (QLFS) indicate that the number of employed persons increased by 399 000 to 16.7 million in the third quarter of 2023 compared to 16.3 million in the second quarter of 2023.

In the same quarter, the number of unemployed persons decreased by 72 000 to 7.8 million during the same quarter.

“Additionally, the number of people who were not economically active for reasons other than discouragement decreased by 160 000 to 13.1 million, while the discouraged work-seekers decreased by 26 000 in the third quarter of 2023 compared to the second quarter of 2023. This resulted in a net decrease of 186 000 in the not economically active population,” Statistics South Africa (Stats SA) said on Tuesday.

The above changes in employment and unemployment resulted in the official unemployment rate decreasing by 0.7 of a percentage point from 32.6% in the second quarter of 2023 to 31.9% in the third quarter of 2023.

“The unemployment rate, according to the expanded definition, decreased by 0.9 of a percentage point to 41.2% in Q3:2023 compared to quarter 2 of 2023.

Formal sector employment increased by 287 000 in quarter 3 of 2023 and informal sector employment increased by 29 000 over the same period.

Industries that recorded increases include finance (up by 237 000), community and social services (up by 119 000) and agriculture (up by 61 000), recording the largest employment gains.

Employment losses were recorded in manufacturing (down by 50 000), mining (down by 35 000), transport (down by 20 000) and utilities (down by 16 000).

The employment increases were recorded in KwaZulu-Natal (up by 152 000), Limpopo (up by 70 000), North-West (up by 61 000) and Mpumalanga (up by 44 000), which was the largest employment increases in quarter 3 of 2023.

Employment losses were only recorded in Free State (down by 3 000) during the same period.

“The youth remain vulnerable in the labour market, however, the third quarter of 2023 results show that the total number of unemployed youth (15 – 34 years) decreased by 174 000 to 4.6 million while there was an increase of 237 000 in the number of employed youth to 6.0 million.

“This resulted in a decrease in the youth unemployment rate by 1.9 percentage points from 45.3% in quarter 2 of 2023 to 43.4% in quarter 3 of 2023,” Stats SA said. – SAnews.gov.za

RTMC warns traffic officers against accepting bribes

As the festive season approaches, the Road Traffic Management Corporation (RTMC) has warned law enforcement officers that anti-corruption units will be out in full force to deal with unacceptable, unethical and unprofessional conduct.

This warning follows the sentencing of a Mpumalanga traffic officer by the Ermelo Regional Court for taking a R200 bribe from undercover anti-corruption agents.

The man was arrested after soliciting a R200 bribe from an agent during Project Arrive Alive on 22 January 2020 and was subsequently arrested on 3 March 2021.

The man pleaded guilty to all charges and was sentenced to a R4 000 fine or 12 months imprisonment. He was further sentenced to five years imprisonment, wholly suspended for five years should he not be convicted of the same crime during this period.

“Bribery, corruption, and other unlawful activities do not only tarnish the image of our traffic law enforcement fraternity; it leads to devastating consequences, including loss of life.

“The RTMC calls for harsher sentences against officers who solicit bribes from motorists and urges citizens to report suspected acts of fraud, corruption, and malfeasance to ntacu@rtmc.co.za or by WhatsApp to 083 293 7989.”

The man was also subjected to a disciplinary hearing, which found him guilty and terminated his employment. He took the matter to arbitration but failed to have the decision of the disciplinary committee overturned. –SAnews.gov.za

Mchunu congratulates Rand Water on its Fitch rating

Water and Sanitation Minister, Senzo Mchunu, has lauded Fitch Ratings affirmation of Rand Water's National Long-Term rating at 'AA+ (zaf), with a Stable Outlook.

Rand Water is an entity of the Department of Water and Sanitation that provides bulk water supply services to more than 16 million people in Gauteng and parts of Mpumalanga, the Free State and North West provinces of South Africa.

The Fitch Ratings released a statement on 6 November 2023, detailing the key rating drivers, further stating the elements that would result in a Negative Outlook rating, which include "...if significant water losses (within municipalities water distribution network) contributes to lower profitability and increasing municipality arrears".

In his congratulatory message, Mchunu said the department is proud of Rand Water’s rating by Fitch, which reaffirms that the entity has a long-term positive and stable outlook.

Mchunu said Rand Water is one of the best performing entities, and its 120 years of existence is a testament to its excellence.

He said there is a lot that goes into the sustainability of any organisation, amongst others, the dedication of its leaders and members, good governance, transparency, liquidity and an overall focus on the organisation’s mandate.

While acknowledging there is still a lot of work to be done, the Minister said this "cannot take away the fact that the organisation has continued to perform in a stellar manner”.

“I would like to urge Rand Water to keep it up! One of the many things that we can commend Rand Water on is its ability to be forward-thinking, whether be it in terms of actual water supply or the maintenance of water and sanitation infrastructure – Rand Water has continued to ensure that it keeps its eye on the mandate which it is tasked to carry out,” Mchunu said.

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa, says it is important for Eskom to up the reliability of generating units in order to maintain the credibility of efforts to lessen the intensity of load shedding.

The Minister was speaking at Arnot Power Station in Mpumalanga on Monday, where he kicked off a series of follow-up visits to power stations.

“We are on track to reducing significantly the intensity of load shedding. Of course, we had a period of eight days with no load shedding, then we hit a snag where 11 units were out as a result of boiler tube leaks. Those units are coming back.

“It’s important that we maintain the reliability of these units so that we are able to restore and maintain the credibility of our efforts and the ability of Eskom to resolve this challenge,” he said.

Ramokgopa said over the next two months, more generating units are expected to return to service – further boosting generation capacity for the grid.

“We are expecting Kusile [Power Station] Unit 2 to come on stream by the third week of November, and Unit 5 by the third week of December.

“But that’s not sufficient. We need additional generation capacity, especially renewable energy sources, because the Eskom fleet alone won’t resolve load shedding and secure energy security. That’s why we are investing a lot of effort and resources to ensure that we find a solution for the financing and rollout of transmission,” he said.

The Minister said financing for the rollout will cost “upward of R390 billon".

“We are at an advanced stage, and taking a proposal to Cabinet to say this is how we think we can be able to tap into the liquidity that exists in the private sector so that we don’t just over-rely on these units that are ageing.

“We need additional generation sources and those principally have to be renewables. But renewables need transmission capacity… renewables also thrive on the existence of baseloads [like] coal, nuclear and hydro, [which] are some of those that are important to the resolution of this problem,” Ramokgopa said. – SAnews.gov.za

SA records over 7 400 malaria cases

South Africa has recorded over 7 400 malaria cases between January and October this year, with only 17% of these having been locally acquired.

This means that more people got infected while out of the country, while the country logged at least 66 deaths during the same period.

The Department of Health has since urged all people travelling to and from malaria-endemic or high-risk areas to take the appropriate precautionary measures to prevent possible infection, as the country enters malaria season.

“Summer season marks the start of the malaria period in South Africa due to higher temperatures and increased rainfall in the malaria transmission areas,” the department explained.

Cases are starting to rise in some parts of the country, especially in high-risk areas.

Malaria symptoms include headache, fever, chills, and muscle and joint pain. The department advised citizens, who experience these signs, to visit their local health facility without delay for effective treatment.

“Late presentation to a health facility with symptoms is one of the contributing factors to increasing malaria morbidity and mortality rates,” the department said.

Malaria is defined as a life-threatening, but preventable and curable disease.

“Early detection saves lives,” the department stressed.

The department has since intensified its malaria response plan through screening and testing around borders in high-risk provinces such as KwaZulu-Natal, Mpumalanga and Limpopo throughout the year for early detection of imported cases.

The department is also embarking on public education campaigns and indoor residual spraying in high-risk areas every year from September until the beginning of the following year.

The department warned pregnant women and children under five years to avoid visiting malaria-endemic areas, unless they take extra caution.

As the Southern African Development Community (SADC) observed Malaria Day on Monday, the Gauteng Department of Health (GDoH) said it continues to target public transport nodes, such as taxi ranks and bus stations, to heighten education among the public on prevention measures.

This comes as Gauteng hospitals reported 1 105 malaria cases and 10 deaths from January to September 2023, as a result of the life-threatening disease spread to humans by mosquitoes in endemic areas.

“The majority of people who were admitted and those who have demised as a result of the disease had travelled to Mozambique, Ethiopia, Nigeria, Zimbabwe, Zambia and Angola,” the GDoH said, adding that these countries are known to be malaria-endemic regions. – SAnews.gov.za

Cabinet notes progress in addressing Vaal water, sanitation woes

Cabinet has noted interventions by government in addressing water and sanitation infrastructure challenges, which had resulted in the collapse of the Vaal waste water system.

Cabinet made the remarks after the recent Presidential Oversight Visit to Emfuleni Municipality.

The oversight visit was a follow-up on engagements with the community during the District Development Model (DDM) visit to Emfuleni in 2022, where issues of poor infrastructure maintenance by municipalities were identified.

Addressing media during post Cabinet briefing on Monday, Minister in The Presidency Khumbudzo Ntshavheni said work has been undertaken to improve water supply, including proper functioning of the waste water infrastructure, thus “eliminating the problem of the sewer effluent running on the streets and people’s yards".

“Progress noted during the visit includes improvements in critical bulk pipelines and water pump stations, resurfacing and resealing of roads, and a massive rollout of streetlights to improve lighting and safety,” Ntshavheni said.

Progress in infrastructure development and maintenance

Cabinet also commended progress being made with infrastructure development and maintenance, which has seen the completion of 36 rural bridges under the Welisizwe Rural Bridges programme, and the construction of 20 projects in human settlements, roads and water, which are currently underway.

The Welisizwe bridges project is a government initiative aimed at addressing the backlog of bridges in rural and disadvantaged communities.

The bridges will improve community access to health facilities, schools and economic amenities.

The project involves the Public Works and Infrastructure Department, the South African National Defence Force (SANDF) and provincial Transport Departments.

Speaking at the recent launch of the project, Public Works and Infrastructure Minister Sihle Zikalala said an amount of R1.1 billion will be spent per year in the Eastern Cape - which is the pilot for Welisizwe Bridges; KwaZulu-Natal; Free State; Mpumalanga; Limpopo and the North West.

The programme targets rural provinces where there is a backlog in the construction of bridges and a threat to life during rainy seasons. – SAnews.gov.za

On Monday, 6 November, the Minister in the Presidency, Khumbudzo Ntshavheni, briefs media in Pretoria on the outcomes of the Cabinet meeting held on Wednesday, 1 November.

From Monday, 6 November, the Minister in the Presidency responsible for Electricity, Dr Kgosientsho Ramokgopa, is expected to embark on a series of follow-up visits to Eskom power stations. The follow-up visits will begin at Arnot and Hendrina power stations in Mpumalanga on Monday, 6 November. Parliament’s Ad Hoc Joint Committee on Flood Disaster Relief and Recovery has expressed satisfaction with progress made by Mpumalanga municipalities that were hit by floods last year.

The committee met with the mayors, councillors and senior management of the Lekwa Local Municipality in Gert Sibande District Municipality and Mbombela Local Municipality in the Ehlanzeni District Municipality. The committee also received comprehensive progress reports from the provincial departments of Cooperative Governance and Traditional Affairs and Social Development.

This as the committee concluded a two-day oversight visit to the province on Friday.

In a statement, the committee said the reports gave a provincial overview of interventions to address infrastructure damage in the municipalities and the humanitarian support offered to victims of the flooding.

“While the committee was generally satisfied with the progress, it also believes there is room for improvement. Some of the work done in the two municipalities included the rebuilding of a bridge, restoring water pump stations and repairing roads washed away during the floods.”

The provincial authorities told the committee that the flooding has raised the importance of adhering to the Spatial Land Use Management Act, as most of the affected houses were built on floodplains.

The committee also advised the provincial government and the municipalities to ensure that their disaster management plans incorporate the impact of climate change.

“We are satisfied with the progress of the intervention process. We now have a better appreciation and sense of what is happening. The reports that were presented in the meetings are a true reflection of the situation on the ground,” said Jomo Nyambi, the co-chairperson of the committee. – SAnews.gov.za

Electricity Minister to embark on Eskom power station visits

Minister in the Presidency responsible for Electricity, Dr Kgosientsho Ramokgopa, is expected to embark on a series of follow-up visits to Eskom power stations.

The follow-up visits will begin at Arnot and Hendrina power stations in Mpumalanga on Monday.

“The visits are a follow-up to the initial round of visits that Minister Ramokgopa undertook upon his appointment as the Minister of Electricity in March 2023. During the visits, the Minister sought to acquire more insights into the challenges facing the power stations.

“[This is] in order to advance the necessary interventions required to fix Eskom in line with the objectives of the Energy Action Plan to improve the reliability of electricity supply and end load shedding,” the Ministry in the Presidency for Electricity said in a statement.

On Wednesday, 8 November, the Minister will visit Kriel and Matla power stations, which are also in Mpumalanga. On Thursday, he will visit Camdem power plant.

Ramokgopa is expected to visit Lethabo plant in Gauteng on Monday, 13 November. He will visit the Ankerling and Koeberg plants in the Western Cape on Tuesday, 14 November.

The National Institute for Communicable Diseases (NICD) is urging people travelling to malaria-endemic areas to take the appropriate precautions this summer.

Summer generally marks the start of the malaria season due to higher temperatures and increased rainfall in the malaria transmission areas, the NICD said in a statement.

“The malaria-endemic regions are beginning to see increases in the number of malaria cases as expected, marking the start of the malaria season.”

The health institution said about 4.9 million people are at risk of contracting malaria, of which parts of Limpopo, Mpumalanga and KwaZulu-Natal are more prone to the fatal disease caused by a parasite.

The health institute urged travellers to consider taking antimalarial prophylaxis, particularly if planning a trip to high-risk areas. Both doxycycline and atovaquone-proguanil can be procured without a prescription from pharmacies and public sector travel clinics.

They have also advised travellers to reduce contact with mosquitoes by limiting outdoor activity after dark, covering up bare skin including feet and ankles, using mosquito repellents containing at least 10% DEET, ensuring mosquito screens on windows are closed, and using bed nets, fans or air conditioning.

“These precautions will substantially reduce the chance of acquiring malaria but the risk is never completely removed.”

Meanwhile, all holidaymakers returning from malaria transmission areas, including very low-risk ones, should immediately report “flu-like illness”.

These include headache, fever, chills, fatigue, and muscle and joint pain that occurs up to three weeks after first potential exposure to the nearest healthcare facility for a malaria test.

“Particular care should be taken with children, as symptoms are very non-specific such as fever, loss of appetite and vomiting.”

Malaria, according to the NICD, can rapidly progress to severe illness, often with severe consequences. Therefore, early diagnosis and treatment are strongly recommended.

“Healthcare workers, particularly those in non-endemic areas who are treating febrile patients, must remember to ask about their recent travel to malaria transmission areas,” it said. – SAnews.gov.za

Zikalala announces construction of over 100 Welisizwe bridges

The sight of schoolchildren crossing swelling and dangerous rivers in the country’s rural areas is expected to be a thing of the past, thanks to the R3.3 billion budget allocated to build 134 Welisizwe bridges in six provinces.

Public Works and Infrastructure Minister Sihle Zikalala made the announcement during the launch of Welisizwe bridges construction project on Friday.

The Welisizwe bridges project is a government initiative aimed at addressing the backlog of bridges infrastructure in rural and disadvantaged communities.

The bridges will improve communities’ access to health facilities, schools and economic amenities.

The project involves the Public Works and Infrastructure Department, the South African National Defence Force (SANDF) and provincial Transport Departments.

Zikalala said R1.1 billion will be spent per year in the Eastern Cape - which is the pilot for Welisizwe Bridges Programme, KwaZulu-Natal, Free State, Mpumalanga, Limpopo and the North West.

The programme targets rural provinces where there is a backlog in the construction of bridges and a threat of life during rainy seasons.

“Welisizwe Bridges not only makes access possible to many communities, but also is labour intensive, creating a number of working opportunities through the Expanded Public Works Programme (EPWP).

“A number of skills like welding, ground work and soil retention are transferred to the workers. Each bridge site has seven SANDF members who oversee all the projects, five artisans and 40 EPWP workers,” Zikalala said.

The launch was held at two construction sites in Port St Johns, Eastern Cape.

Accompanied by the Eastern Cape Transport MEC Xolile Nqatha and Port St Johns Local Municipality Mayor, Nomvuzo Mlombile-Cingo, Zikalala visited the sites of the Sunrise and Ntlenga bridges, which are 50% complete.

“The Department of Defence (SA Army) has committed to providing assistance with regards to construction vehicles, construction machine operators, artisans and the expansion of the Military Temporary Bases where necessary.

“Since the programme is expected to deliver 48 legacy bridges plus 96 bridges initially announced by the President for the 2023/24 financial year, phased construction will take place simultaneously at all bridge sites with augmented resources to a total of 100 bridges in all six provinces,” Zikalala explained.

The Welisizwe Rural Bridges Programme was initiated to respond to emergency situations in relation to river-crossings. In 2020, Cabinet supported the Welisizwe Implementation Model. The programme was gazetted in July 2020 as Strategic Integrated Project (SIP) No 25 as part of the Infrastructure Development Stimulus Package to boost the economy.

Planned ctheonstruction of bridges in the MTEF 2023/24 -2025/26 is as follows:

48 bridges in each of the six provinces, totalling 288 bridges by end of 2025/2026 financial year.
Job opportunities in each province in one financial year will be: 64 artisans, 960 EPWP participants, 21 graduates, totalling 1045. A total of 6270 job opportunities will be created per financial year.
17280 job opportunities will be created in the MTEF
510 training opportunities will be created in the MTEF

South Africans across the country are gripped by the green and gold fever ahead of the 2023 Rugby World Cup final on Saturday, which will pit South Africa’s Springboks against the All Blacks from New Zealand.

If the semi-final is anything to go by, the final game promises to be a nail-biting encounter that will keep every fan on the edge of their seat as the teams go head-to-head at 9pm sharp.

From schools, companies, and restaurants to social media posts, the Springbok jersey-wearing South Africans are counting down the hours to what will go down in history as one of the most memorable World Cup finals in Stade de France.

If South Africa wins, this will be the first time any country will hold four Rugby World Cup titles.

Even President Cyril Ramaphosa is expected to be cheering in the crowd as he will be travelling to Paris to support the Springboks in their quest to defend the Webb Ellis trophy.

“The President is really looking forward to being invited onto the pitch for a second time by captain Siya Kolisi to help lift the cup for the world champions,” said the President’s Office.

Meanwhile, Sport, Arts and Culture Minister, Zizi Kodwa on Friday joined the Springbok captain’s run to send well wishes to the Bokke.

“The Springboks are ready for the final. This is your team, fellow South Africans. Let’s get behind our pride and joy! Yivale maBhokobhoko,” he wrote on X, formerly known as Twitter.

According to SA Rugby, Springbok coach Jacques Nienaber predicts a powerful onslaught from the All Blacks and said they posed threats in every aspect of the game.

“Matches between the Springboks and All Blacks are always special and hard-fought, and with this being a World Cup final, the rivalry is expected to be more intense. They have an experienced squad with a physical pack and a backline that can create magic from nothing, so we’ll have to be at our best on attack and defence to get the result.”

For Springbok fans, SuperSport, the home of the Rugby World Cup 2023, will broadcast the final match live.

The South African game will be also shown on SABC.

And for those who prefer big screens and a bit of a crowd, provinces across South Africa are gearing up for the showdown and bringing on the heat to support the Bokke by having dedicated fan parks.

Some of these, of which most entrance is free, fans can also enjoy some live music in the build-up to the game.

Department of Culture, Sport and Recreation in Mpumalanga, said it has identified three sites for public viewing, one in each district of the province.

“These public viewing areas will be located in previously disadvantaged communities, which over the years have shown growing interest in the sport of rugby.”

Climate Commission to hold Komati Power Station community consultations

The Presidential Climate Commission (PCC) says it expects to host a multi-stakeholder community consultation at Blinkin Village in Mpumalanga to "consider and discuss its Interim Report and Recommendation on the Komati Power Station Decommission and Repurposing process”.

The community consultation will be held on Friday.

“The report follows initial submissions and an oversight visit conducted by the Commission on 7 July this year. The PCC visited the Eskom Komati Power Station earlier this year with the intention of understanding the process of decommissioning and repurposing, and make recommendations on the lessons learnt from the process.

“The consultation on Friday follows from the decision of the commission’s 11th quarterly meeting held on the 29th of September, to go back and consult with various stakeholders about the ongoing process of decommissioning and repurposing the Komati Power Station and to enrich and address gaps on the PCC’s interim report and the associated recommendations,” the PCC said in a statement.

The Komati Power Station was officially taken off the grid in October last year after serving the population since 1961.

Since then, Eskom has revealed that it will use the power station as a renewable energy site.

The Komati site is expected to be powered by 150MW of solar power, 70MW of wind power and at least 150MW of battery storage power. – SAnews.gov.za
