South Africa and Chile enjoy cordial diplomatic relations that were formally normalised in October 1991. Eskom supervisor, tanker driver arrested

Location: News

Eskom supervisor, tanker driver arrested

Eskom Senior Shift Supervisor from the Matla Power Station and a heavy fuel oil (HFO) tanker driver were arrested for fraud and theft of the HFO.

According to Eskom, the arrests were effected on Wednesday, 19 July 2023, after information was received that tanker drivers were involved in the theft of fuel oil at Matla Power Station.

“The drivers would offload the fuel oil at unknown locations before arriving at the power station. The tankers would then enter the power station empty. Weighbridge slips would be fraudulently registered and printed as if the ordered oil/fuel product was offloaded. Delivery notes are then signed off,” the power utility said.

Eskom said it pounced on the accused after a thorough internal investigation that started in December 2022 was conducted, supported by the Bidvest Protea Coin Investigation team.

The team is contracted to Eskom to investigate coal, diesel and fuel oil theft cases, evidence obtained led to the arrest of an Eskom Senior Shift Supervisor from the Matla Power Station and an HFO tanker driver.

“The arrest was made by the South African Police Service (SAPS),” Eskom said, adding that the accused were charged and brought before the Kriel Magistrate’s Court on 20 July 2023.

“Theft is classified as an act of dishonesty that violates the conduct expected from Eskom’s employees. All employees are at all times expected to behave honestly and in the interest of their employer as part of their contract.”

Eskom has described the theft of fuel oil as a highly organised criminal activity, and the syndicates involved are being enriched through the proceeds derived from the illicit trade of the stolen products.

“Eskom continues to lose billions of rand due to the misappropriation and adulteration of these critical commodities, which directly affects production.”

Meanwhile, the entity said it will provide the required support to the SAPS and the National Prosecuting Authority (NPA) to ensure that the suspects are successfully prosecuted and that a stiff sanction is meted out, as a favourable outcome will serve to deter other would-be offenders.

Eskom has also urged the public to report information regarding the theft of coal, fuel oil, and diesel to the Eskom Crime Line: 0800 11 27 22. – SAnews.gov.za

Former Police Captain sentenced to 13 years imprisonment

A former Limpopo Police Captain was convicted and sentenced in the Giyani Regional Court for murder and attempted murder.

Dennis Paradise Nghunyulu, 59, who was attached to the Modjadjiskloof Police Station, was convicted of the murder of 23-year-old Osi Mkhabela and the attempted murder of the deceased’s older brother.

This follows an incident that took place at the accused's tavern at Makosha village in Giyani in 2019.

“The court heard the accused was about to close his tavern in the early hours at about 01:00 when a fight ensued between him and a customer. In the process, the accused took his wife's licensed firearm and shot the customer and his brother,” the South African Police Service (SAPS) statement read.

“Police were notified. The first victim, Osi Mkhabela was certified dead on the scene by the paramedics, while his brother survived and was transported to the local hospital for medical treatment.”

The incident, according to SAPS, caused the community to go on a rampage and the following day they barricaded roads while others went to the accused's tavern and torched it along with his vehicles.

The accused later handed himself to the police.

He appeared before the local Magistrate's Court on 2 June 2019 where he was granted bail.

Last month, the accused was found guilty of murder and attempted murder.

The court subsequently sentenced Nghunyulu on Friday, 21 July 2023, to 10 years imprisonment for murder and three years imprisonment for attempted murder.

“The court ordered the sentences to run concurrently. The case has been handled by the Independent Police Investigative Directorate (IPID).”

The Provincial Commissioner of Police in Limpopo, Lieutenant, General Thembi Hadebe has welcomed the sentences and hopes it sends a strong message that no one is above the law. – SAnews.gov.za

Technip Energies Confirmed as Gold Sponsor at African Energy Week (AEW) 2023

Location: News
African Energy Chamber

By forming strategic alliances with African energy producers and major international players in the market, French-based, globally integrated energy company Technip Energies has assumed a leading position in advancing the energy revolution. In recognition of their significant contributions to the industry, the African Energy Chamber (AEC) (www.EnergyChamber.org) is honoured  to announce that Technip Energies will participate as a Gold Sponsor at African Energy Week (AEW) 2023, scheduled to take place on October 16–20 in Cape Town. The involvement of Technip Energies at Africa's largest energy event is crucial for highlighting industry challenges as well as presenting solutions and opportunities for market optimization and sustainable practices.

The company's delivery of cutting-edge project management, engineering and construction services has been crucial in fostering growth within the energy sector, placing it at the forefront of industry progress.

Technip Energies operates in 34 countries with 15 000 members of staff dedicated to bringing their clients' visions to life. Over the past six decades, Technip Energies has conducted more than 100 successful projects in Africa. Some of their onshore projects include the PP Secunda Plant (Sasol) in South Africa, Rovuma LNG (Exxon Mobil) in Mozambique and Tilenga (Total Energies/CNOOC) in Uganda. Its offshore projects include Coral South FLNG (ENI) in Mozambique and BP Tortue (BP) in Senegal/Mauritania, to name a few.

Technip Energies holds prominent positions in the thriving fields of LNG, hydrogen, and ethylene, making it a valuable asset for ongoing LNG projects in Africa and the development of new hydrogen and LNG ventures across the continent. Notably, the company played a pivotal role in the successful Coral South FLNG project in Mozambique, which recently achieved a milestone by exporting its first LNG shipment to Croatia.

Furthermore, Technip Energies has partnered with Empresa Nacional de Hydrocarbonetos Logistics to establish the first engineering company in Mozambique, primarily staffed by Mozambicans. This collaboration has significantly contributed to the growth of human capital in the regional energy sector, empowering the local workforce and enhancing the region's energy expertise.

Beyond its notable project developments in Africa's energy sector, the company goes the extra mile by actively championing local content and human capital development. This steadfast commitment to capacity-building initiatives underscores their dedication to shaping a brighter energy future for the continent. The company's emphasis on increasing human capital and its strong focus on promoting local content are instrumental in equipping the region with crucial skills needed for further advancements in the fields of engineering and technology.

In June, during the Invest in African Energies Paris Forum, which was hosted by the AEC, Technip Energies and Congo's Ministry of Hydrocarbons joined forces to sign a pivotal cooperation agreement. The primary goal of this agreement is to enhance capacity building for sustainable onshore and offshore energy projects. With a strong emphasis on energy transition principles such as LNG, zero-carbon solutions, and decarbonization, the deal sets a clear path towards a more sustainable future.

Technip Energies' expertise in health, safety, and environmental studies will play a crucial role in contributing to these sustainability efforts. This partnership signifies a significant stride in fostering a domestic LNG market and elevating Congo's status as a regional hub and global exporter, all while maintaining a steadfast commitment to sustainability.

With LNG projects gaining traction in many African countries, partnerships with Technip Energies have assisted with the advancement of new technologies in the field as well as providing services that ensure sustainability.

Additionally, in 2021, Technip Energies actively engaged with stakeholders to build an inclusive and comprehensive Environmental, Social and Governance (ESG) Roadmap, demonstrating dedication to transparency and collaboration in tackling global challenges. This holistic approach aims to foster a sustainable industry ecosystem by positively impacting the environment, empowering communities, and upholding ethical governance practices. The roadmap focuses on four pillars: driving climate solutions through decarbonization and innovation; enabling people to thrive with an inclusive culture and well-being; collaborating to create sustainable impact; and leading responsibly with ESG accountability and transparency. Through this commitment, Technip Energies aspires to be a responsible corporate leader, contributing to a more sustainable and responsible future for all.

“The Chamber celebrates the milestone of having a global energy leader such as Technip Energies support our efforts to make energy poverty across the African continent history by 2030. With a strong focus on sustainability, the company's cutting-edge project management and engineering services have contributed to numerous successful projects in Africa, both onshore and offshore. Its commitment to local content and human capital development demonstrates their dedication to empowering local communities and fostering a domestic LNG market,” states NJ Ayuk, the Executive Chairman of the AEC, adding that, “We are proud to have Technip Energies as a Gold Sponsor of the continent's biggest energy event and look forward to a wide range of deals being signed at the event in October.”

As a gold sponsor of AEW, Technip Energies' involvement underscores the significance of creating a sustainable energy landscape for the region. Through its support and expertise, the company plays a crucial role in driving sustainable energy solutions in Africa.

Ramaphosa assures PEAC on commitment to reforms

The Presidency: Republic of South Africa

President Cyril Ramaphosa chaired a meeting of the Presidential Economic Advisory Council (PEAC) on Thursday 20 July 2023.

PEAC members commended President Ramaphosa and other African leaders for the steps that have been taken to advocate and work for an end to the destabilising Ukraine-Russia war, maintaining that a return to peace would be in the economic interests of Africa and other parts of the world.

PEAC members further supported President Ramaphosa's efforts in sending envoys to the United States and other G7 economies to clarify South Africa's role in working for peace. The meeting recognised that as South Africa seeks to deepen economic ties with BRICS countries, the country must at the same time continue to strengthen bonds with historical trade and investment partners.

The PEAC members welcomed the progress that has been made in implementing the reforms and encouraged the President to continue driving the reform agenda across the electricity, water, rail, ports, telecoms and skills sectors to revive economic growth and create the millions of jobs that are needed.

It was reiterated that these economic reforms must be undertaken at the same time as the government works towards repairing the country's weak fiscal position.

The meeting noted government's ongoing efforts to push back against state-capture, corruption and violence that are damaging society and the country's economic prospects

The meeting further highlighted the importance of a comprehensive and well balanced approach in the execution of the Energy Action Plan that will promote significant levels of new investment for the fundamental modernisation and restructuring of the country's electricity sector.

President Ramaphosa thanked the members of PEAC for their well-considered and crafted inputs and advice to government, providing assurance that government remains on track in the implementation of reforms in a purposeful manner, despite the enormity of the task that means significant results will take time to materialise.

The PEAC members will continue to provide economic advice to the President in an ongoing manner.

The purpose of the PEAC is to provide advice to the President on economic policy matters, to allow for detailed discussion on current economic developments, and to allow for the consideration of new economic proposals.

PEAC members, who were appointed on a purely voluntary basis from October 2019 for a three-year term, which has subsequently been extended until the first half of 2024, comprise a team of 19 local and international economic experts drawn from academia, policy and business circles.  The President invites members of his cabinet involved in economic policy matters to join the PEAC meetings.

A major focus of the PEAC work over the past few years has been to advise the President on reforms needed for inclusive, sustainable growth, and PEAC advice also played a significant role in shaping the South African government's economic response to the Covid pandemic.

Public urged to report fraud and corruption

Public urged to report fraud and corruption

The Special Investigative Unit (SIU) has called on the public to come forward and report incidences of fraud and corruption.

In a recent interview with Capricon FM, SIU spokesperson, Kaizer Kganyago, assured members of the public who come forward with information on fraud and corruption, that they will be protected.

“We are saying to South Africans, come and talk to us, we will protect you,” Kganyago told the Limpopo based radio station.

He also warned the public to be wary of imposters who purport to be representatives from the SIU.

“Do not allow anyone who come to you and say they are from the SIU, we can make this to go away.”

The SIU he said, continues to unravel many cases of fraud and corruption.

Among the many cases of success, Kganyago cited the investigation conducted in Limpopo on the water project and fraud and corruption cases at Eskom.

“By reporting fraud and corruption, we are protecting future generations. Corruption is starting to be a problem, people think they need to be compensated for doing their job, this is greed,” he said.

The Special Investigating Unit is an independent statutory body with its primary mandate being to investigate serious allegations of corruption, malpractice and maladministration in the administration of State institutions, State assets and public money as well as any conduct which may seriously harm the interests of the public, and to recover any financial losses suffered by State institutions through civil ligation.

It is empowered to take civil action to correct any wrongdoing it uncovers in its investigations.

The SIU investigations are dictated by the issuing of a Presidential Proclamation, and then to institute civil litigation proceedings either in a Special Tribunal or a High Court for the prevention or recovery of financial losses suffered by the State.

Once the investigation is completed, a final report is submitted to the President with an overview of the investigation and its findings, as well as the various recommendations made and their outcomes.

The SIU receives allegations either through its whistle-blower hotline, which is managed by an independent service provider; directly from state institutions themselves or alternatively through direct approaches from whistle-blowers, be it through walk-ins offices throughout the country, telephone calls or emails. – SAnews.gov.za

Load shedding ramped up, alert on increased consumption

Eskom has ramped up load shedding to Stage 4 on Friday until 5am on Saturday morning.

The power utility had initially indicated that Stage 2 load shedding would be implemented during the day, today (Friday).

“Due to higher than anticipated demand, Stage 4 load shedding will be implemented from 10am [Friday] morning until 5am on Saturday. Eskom will publish another update should any significant changes occur,” Eskom said.

The power utility warned that consumers may “experience prolonged outages” during evening peak hours due to a combination of illegal connections and increased electricity consumption due to cold weather.

“Eskom customers in the areas of Blackheath, Bluedowns, Delft, Silversands and the Khayelitsha suburbs of Bongweni, Kwezi, Thembani and Site C are advised to switch off stoves, geysers, pool pumps and all electrical appliances during load shedding.

“Once the electricity has been restored, customers should wait at least 30 minutes before stoves, geysers and pool pumps to avoid the tripping of electricity,” the power utility said.

Eskom also issued alerts to those who have alternative electricity supply.

“Those customers with backup power supply, should ensure that their backup supply devices are disconnected to the main supply during load shedding restoration and can be connected after approximately 60 minutes.

“Eskom has several network strengthening projects underway in the affected networks. These projects will alleviate the network constraints to prevent cold load trips following load shedding and prolonged outages,” the power utility said. – SAnews.gov.za

Eskom employee arrested for fraud, corruption

The Johannesburg Hawks' Serious Corruption Investigation have arrested a 36-year-old suspect for allegations of fraud and corruption and will appear in the Middleburg Special Commercial Crime court on Monday.

It is alleged that around October 2022, a complaint was reported about fraud and corruption which was committed by an Eskom project manager as well as two other Eskom officials together with Luthando Engineering.

It is said that an amount of R25 000 was given to the project manager as an gratification by Luthando Engineering in order to be granted a one year tender contract to install lights at Eskom and around November 2022, the project manager gave the complainant another R25 000 for gratification.

The improprieties were reported to the Hawks’ Serious Corruption Investigation. The Hawks' members worked on an operation which was conducted outside Kriel power station after information was received that the suspect will be transporting money yet again to the service provider.

During the operation, the suspect was searched and no money was found in his possession but R16 600 was found at his place of residence.
