President Ramaphosa receives congratulatory call from President of Egypt

President Cyril Ramaphosa received a call on Sunday evening from his Egypt counterpart, Abdel Fattah El-Sisi, who expressed his sincere congratulations on his new term of office.

Last month, President Ramaphosa was re-elected to serve for a second term at the first sitting of the National Assembly after the highly contested elections in May where he won 283 votes, against Economic Freedom Fighters leader Julius Malema who received 44.

“President El-Sisi shared with President Ramaphosa his expectation that South Africa and Egypt will continue to cooperate on issues of common interest,” a statement from the Presidency said.

According to the President’s Office, the country’s First Citizen expressed his appreciation for President El-Sisi’s good wishes and agreed on the importance of continued partnership between the two countries on matters of bilateral, continental and multilateral interest.

“Of particular significance to the two leaders is the need to work together on the Palestinian issue and the crisis in the Gaza strip.

“The Presidents committed themselves to deepening the fraternal ties between Egypt and South Africa as part of advancing continental solidarity,” the statement read.

President Ramaphosa and President El-Sisi also agreed on the expansion of trade, mutual investment and other areas of economic cooperation between the two states, according to the Presidency. – SAnews.gov.za

National Treasury welcomes Minister, Deputy Ministers

The National Treasury has welcomed the newly sworn in Minister of Finance Enoch Godongwana and the two Deputy Ministers of Finance, Dr David Masondo and Ashor Sarupen.

Godongwana has served as Minister of Finance since August 2021, while Deputy Minister Masondo has been with the department since May 2019. This will be Sarupen’s first time at the department.

“The department looks forward to working together with the principals and the seventh administration as a collective. It will be important for the department to ensure a continuation of the balanced fiscal stance set out in the 2024 Budget, which aims to stabilise public finances and reduce fiscal and economic risks, while promoting economic growth and supporting vulnerable members of society,” Treasury said on Wednesday.

The department’s welcome message follows the swearing in ceremony of the Deputy President Paul Mashatile and Cabinet ministers of the seventh administration that were sworn in on Wednesday.

During his tenure as the Minister of Finance, National Treasury focused on returning public finances to stability and stabilising debt.

“Minister Godongwana’s leadership contributed to National Treasury implementing significant financial sector reforms, including the much publicised and anticipated TwoPot System, which will come into effect in September 2024.

“Deputy Minister Masondo as the Chair of the Public Investment Corporation (PIC) played a crucial in steering the mandate of the PIC and ensuring the company, with assets under management of over R2 trillion, made sound investments,” National Treasury said.

The office of the Deputy Minister also played a crucial role in overseeing the work of Operation Vulindlela, an initiative highly commended for its assistance in supporting departments to implement structural reforms in key sectors such as energy, water and telecommunications.

Deputy Minister Sarupen served on the Ekurhuleni Metropolitan Council in 2011 and served as the Chief Whip of the Official Opposition in the Council. He also served as a Member of the Gauteng Legislature between 2014 and 2019 and subsequently served as a Member of Parliament and the Democratic Alliance’s Shadow Minister on the Appropriations Committee since 2019. –SAnews.gov.za

NSG, TUT to sign MOU

NSG, TUT to sign MOU

The National School of Government (NSG) and the Tshwane University of Technology (TUT) will today sign a Memorandum of Understanding (MOU) to align, accredit, register and deliver a Postgraduate Diploma in Public Affairs and African Governance - a first of its kind in Africa.

The intent of the programme is to strengthen governance on the African continent and to professionalise public servants of partner countries.

The programme seeks to bridge the gap between undergraduate and postgraduate education opportunities in member countries and to offer a regionally recognised qualification.

The conceptualisation and design of this programme is aligned to the African Union (AU) Agenda 2063 to implement developmental programmes and to realise the aspiration for good governance in Africa.

The National School of Government seeks to build and to locate the strategic and operational capabilities of public service education and training provision within the State.

The NSG came into existence through a proclamation by the President which was gazetted on 21 October 2013, replacing the then Public Administration Leadership and Management Academy (PALAMA).

The proclamation made the NSG a national government department under the portfolio of the Minister of Public Service and Administration.

The work of the NSG has also been enhanced by the decision of government to make building a capable, ethical and developmental state the number one priority among the seven priorities outlined in the 2019-2024 Medium Term Strategic Framework (MTSF).

The NSG offers training in the three spheres of government to all levels - from the cadet and foundation phase to middle and senior management as well as executive management.

Its expanded mandate also includes Directors-General, Deputy Directors-General and political office-bearers, where the focus includes building expertise on economic governance, political oversight and accountability. – SAnews.gov.za

Setting priorities for the seventh administration

Location: News

Setting priorities for the seventh administration

Minister in the Presidency Khumbudzo Ntshavheni has outlined the process that the Government of National Unity (GNU) will undertake to set government’s priorities and programme of action for the seventh administration.

This comes after the swearing-in ceremony of the new members of the National Executive that took place on Wednesday, 3 July 2024.

Addressing a media briefing on Thursday, the Minister said the government’s priorities and programme of action will be articulated in the Medium-Term Strategic Framework (MTSF), which is normally guided by the election manifesto of the governing party. However, in this case of the GNU, a unique case for government, this will be guided by the election manifestoes of the 11 parties to the GNU.

WATCH | Media briefing on the GNU

To give effect to the signed Statement of Intent as signed by parties to the GNU, the Forum of South African Directors-General (FOSAD), which is chaired by the Director-General in The Presidency, has undertaken the work of analysing the manifestoes of parties to the GNU.

After thorough scrutiny, the Directors-General will then submit a proposal for consideration and adoption at the Cabinet Lekgotla scheduled for Thursday to Friday (11-12 July).

NDP: A compass to guide

The Minister explained that the ultimate "filter" that determines the priorities of government will be the goals as articulated in the National Development Plan.

“The choice of priorities is guided by their alignment to the attainment of the goals of the National Development Plan (Vision 2030) as adopted by Parliament in 2012.  As a country, we adopted the NDP in 2012, which was widely consulted [on], and it came to parliament for adoption. This is our plan to deliver a better South Africa for all by 2030.

“Later, the United Nations (UN) developed the Sustainable Development Goals (SDGs), which are closely linked to that plan. As we implement the NDP, we are also implementing the SDGs,” the Minister said.

Following steps

The two day Lekgotla will deliberate on the proposals of the Directors-General, after which the programmes and priorities of government will be announced.

“The adopted programme of action (MTSF) will be announced by the President at the Opening of Parliament on Thursday, 18 July 2024. After the adoption of the MTSF, the individual departments will then develop their Strategic Plans linked to the MTSF and Annual Performance Plans for implementation of the MTSF targets.

“Departments present both their strategic plans and Annual Performance Plans to Parliament and [the] Department of Planning, Monitoring and Evaluation (DPME) for oversight. The National Treasury will fund the implementation of the MTSF through the National Budget that is tabled and approved by Parliament,” Ntshavheni explained.

The DPME is responsible for overseeing and reporting on the implementation of the MTSF (the consolidated government view), and the Annual Performance Plans and submits the reports of alignment and performance to both the President and the Cabinet.

We wear a Government cap

“As we are in a GNU, the decisions that we collectively agree on as the programme of action is the programme of action of government. We are collectively responsible for implementing that programme of action,” the Minister said.

"As we go into government, we do not wear a party cap, but a government cap."

Appointment of Ministers

On the issue of when Ministers of the sixth administration ceased to be Ministers, Ntshavheni said when the President of the seventh administration assumed office or took the Oath of Office, Ministers of the sixth administration ceased to be Ministers.

“This means all the executive authority powers moved back to the single executive authority, which is the President. No Minister of the sixth administration could make a pronouncement or a commitment or sign anything after the President took his oath of office.

READ | The oath has been taken, President Ramaphosa is inaugurated

“Similarly, the Ministers of the seventh administration only assumed office yesterday, 3rd July 2024 when they took their Oath of Office.

“Consequently, the priorities of the seventh administration are only going to be adopted at the scheduled Lekgotla and Ministers will be using this period until the Lekgotla to receive briefings from their departments and consult on how to shape the direction of the discussions at the Lekgotla,” the Minister said. –SAnews.gov.za

Lesufi announces Gauteng Cabinet

Gauteng Premier Panyaza Lesufi has announced his Cabinet that will lead the seventh administration of the provincial government.

The new provincial Cabinet was announced on Wednesday evening.

“Today, we bring to you the new leadership and Members of the Executive Council (MEC), assigned to steer the ship towards a better Gauteng.

“The team, will from this week, start their work of consolidating the election manifestoes of our different parties so that we can develop a shared vision for Gauteng, a shared vision of prosperity, a shared vision of service delivery, a shared vision to eliminate crime, corruption and lawlessness,” he said.

The new MECs are:

  • MEC for e-Government is Bonginkosi Dlamini.
  • MEC for Finance and Economic Development is Lebogang Maile.
  • MEC for Education and Sports, Arts, Culture and Recreation is Matome Chiloane.
  • MEC for Health and Wellness is Nomantu Nkomo Ralehoko.
  • MEC for Roads and Transport is Kedibone Diale-Tlabela.
  • MEC for Human Settlements is Tasneem Motara.
  • MEC for Social Development is Faith Mazibuko.
  • MEC for Agriculture and Rural Development is Vuyiswa Ramokgopa.
  • MEC for Infrastructure Development and Cooperative Governance and Traditional Affairs is Jacob Mamabolo.
  • MEC for Environment is Sheila Mary Peters.

Lesufi explained that the formerly stand alone Department of Community Safety will now move to the Office of the Premier in a bid to strengthen the fight against crime.

“The fight against crime is going to be the centre of this government. We are migrating this responsibility to the Office of the Premier so that we can lead and champion the fight against crime, corruption and lawlessness.

“We can’t surrender our province to criminals. We can’t be scared of our own shadows and convert our own houses to be prisons because criminals are doing as they wish. We strongly believe the utilisation of creative ways of technology, innovation and the increase of personnel to fight crime in our province must be a priority.

“If there is one priority for the seventh administration and the government of Gauteng in the next five years, it’s our relentless efforts to confront and fight crime head on,” he said.

Government of Provincial Unity

The provincial executive is constituted of members from different political parties – forming a Government of Provincial Unity (GPU).

The political parties represented in the provincial cabinet are the African National Congress, the Inkatha Freedom Party, Rise Mzansi and the Patriotic Alliance.

According to Lesufi, other political formations party to the GPU “chose to use the Gauteng Provincial Legislature as their terrain of operation”.

The formation of the GPU was necessitated after no political party received an outright majority following the National and Provincial Elections in May.

The Premier emphasised that although the MECs hail from different parties, they remain committed to serving the people of Gauteng.

“We accept, without any conditions the outcome of our elections and the desires of our electorate that all political parties must work together to run our provincial government. In doing so, we must be matured; we must be sober; we must understand each other at all times. These are uncharted waters; these are opportunities that are presented to us by our voters.

“We’ve been asked to work together - to work together we will do. We’ve been asked to combine our thoughts for a better Gauteng - to combine our thoughts, we will do, together. We’ve been asked to leave no one behind. Today, we all declare that no one, will be left behind unless they choose not to be part of the [GPU].

“I want to emphasise this: there is no door that is closed. This door will be permanently open and those that want to join [the GPU] will be free to join it,” he said. – SAnews.gov.za

KZN issues warning on fake job adverts

The KwaZulu-Natal Office of the Premier has noted with concern the recent circulation of misleading job advertisements sent through various social media and other platforms purporting to be newly issued by the provincial government.

The Office of the Premier said upon close examination, the job advertisements mirror the references and appearance of the original job advertisements issued by the provincial government in August 2023, under the Sthesha Waya-Waya provincial recruitment drive.

“Those advertisements have closed, and the recruitment processes have been concluded and they are not being re-advertised. All approved provincial government vacancies are advertised on the provincial government e-recruitment system or departments’ websites.

“At this juncture, the Office of the Premier categorically states that these social media advertisements are not sanctioned by the KwaZulu-Natal Provincial Government and are the work of unscrupulous and mischievous individuals seeking to exploit the aspirations of honest South Africans who are diligently searching for employment or considering career changes,” the Office of the Premier said.

The Office of the Premier has urged all citizens to exercise extreme caution and discernment when applying for any vacancies.

“We strongly advise against engaging with such fraudulent adverts and emphasise that any legitimate government vacancies will be formally advertised through credible newspapers as well as the official KwaZulu-Natal Provincial Government e-recruitment system, http://kznonline.gov.za/kznjobs.

“The Office of the Premier and KwaZulu-Natal Provincial Government remain committed to transparency and integrity in all its recruitment processes. We encourage the public to verify the authenticity of any job postings and to report any suspicious advertisements to the appropriate authorities,” the office said.

The Office of the Premier added that the goal is to protect the interests and well-being of all South Africans and ensure  that all opportunities are accessed fairly and legitimately. – SAnews.gov.za

Now the work begins: DP, Ministers and Deputy Ministers sworn in

The new Deputy President, Ministers and Deputy Ministers of the seventh administration have been sworn into office in Cape Town.

The cohort took their oath of office or solemn affirmation in a ceremony officiated by Chief Justice Raymond Zondo on Wednesday.

WATCH |

President Cyril Ramaphosa and Deputy President Paul Mashatile watched on and congratulated the new Ministers and Deputy Ministers that he appointed in terms of the powers vested in him by the Constitution.

Addressing members of the media following the swearing-in ceremony, President Ramaphosa said the ceremony was a historic moment.

“It has been a very difficult and complicated process. It’s now come to an end and to a start. It’s a fresh start for all of us in South Africa. Today was a historic moment in constituting the Executive of our country in the form of Ministers and Deputy Ministers, who have all collectively been assuring me… that they are going to work and they are going to make South Africans proud.

“The trust that our people have invested in all these men and women... We will not waste time. We will work very hard to take our country forward,” he said.

The first to take the oath of office was Deputy President Paul Mashatile.

In taking the oath, the Deputy President said: “In the presence of everyone assembled here, and in full realisation of the high calling I assume as Deputy President of the Republic of South Africa, I, Shipokosa Paulus Mashatile, swear that I will be faithful to the Republic of South Africa and will obey, observe, uphold and maintain the Constitution and all other law of the Republic; and I solemnly and sincerely promise that I will always promote all that will advance the Republic, and oppose all that may harm it;

  • be a true and faithful counsellor;
  • discharge my duties with all my strength and talents to the best of my knowledge and ability and true to the dictates of my conscience;
  • do justice to all; and
  • devote myself to the well-being of the Republic and all of its people

“So help me God."

Then it was the turn of the newly minted executive to take the oath of office or solemn affirmation.

The oath or affirmation compels them – amongst others – to be faithful to the Republic of South Africa and to uphold the Constitution and all other laws while in office.

See our Special Feature | Meet the new Cabinet

New path

Unlike previously, the new Ministers and Deputy Ministers are from an array of political parties as a result of the formation of the Government of National Unity.

The cohort boasts some of South Africa’s youngest minds to enter office, including the Minister of Basic Education, Siviwe Gwarube, 34; new Deputy Minister in the Presidency, Nonceba Mhlauli, also 34; Finance Deputy Minister Ashor Sarupen, 36 and 32-year-old Deputy Minister of the Department of Trade, Industry and Competition, Zuko Godlimpi.

On social media platform X, Gwarube said: “Thank you all for the well wishes! Being appointed the Minister of Basic Education is a massive responsibility that I do not take lightly. The future of the country rests on how well this department that I lead does its work.”

New faces to the Cabinet include Minister of Agriculture John Steenhuisen, Minister of Home Affairs Leon Schreiber and Minister of Communications and Digital Technologies Solly Malatsi.

In a post on X, Schreiber said: “It is my honour to be appointed as Minister of Home Affairs for the Republic of South Africa. I pledge to serve you to the best of my abilities and in a spirit of collaboration, to demonstrate that South Africans can fix even the most intractable problems when we work together.”

There are some returning faces to South Africa’s Cabinet and deputy ministries.

These include Sihle Zikalala, who will be serving as Deputy Minister of Public Works and Infrastructure (DPWI).

Zikalala served as Minister of that department during the sixth administration.

“As we continue this work, we do so with a steadfast commitment to put maximum efforts towards bettering the poor and work with all stakeholders.

“Together, we must make relentless strides to address unemployment, poverty and inequality. I congratulate the new Minister of DPWI, Dean MacPherson, and wish him all the best in his new assignment and look forward to working with him,” Zikalala said in a statement.

At the end of the swearing-in ceremony, Director General in the Presidency, Phindile Baleni, wished the leaders of the seventh administration well.

“Congratulations to the new National Executive and the Deputy Ministers on your appointment. We wish you well in your duties and endeavours to create a better South Africa and a better world,” Baleni said. – SAnews.gov.za

Portuguese businessman kidnapped for ransom rescued in Soweto

Portuguese businessman kidnapped for ransom rescued in Soweto

A 49-year-old Portuguese businessman who was kidnapped for ransom last month, is the latest victim to be rescued by the police.

In the last six months, 12 businessmen and six students who had been kidnapped for ransom have been rescued by a multidisciplinary team led by the South African Police Service (SAPS) anti-kidnapping task team.

According to the SAPS, the Portuguese businessman was kidnapped from his business premises in Florida, Johannesburg, on 24 June 2024.

“On Monday evening, 1 July 2024, the team traced the victim to a home in Snake Park, Soweto, where he had been in captivity.

“On the same evening, members also arrested one of his captors in Turffontein, Johannesburg,” a statement from the Office of the National Commissioner of the SAPS read.

According to Eyewitness News (EWN), Portuguese South African butchery owners are being targeted in a spate of kidnappings in Gauteng.

The news organisation said that 20 Portuguese South African butchery owners and managers were kidnapped in the province since January last year, with one victim murdered.

EWN said ransom demands for the safe release of the victims range between R400 000 and R3.5 million, while in at least nine of these cases, ransom demands started from R10 million.

“The SAPS anti-kidnapping task team including other law enforcement agencies and private security have been working around the clock to find the businessman, safe and unharmed,” the police said.

The police believe that the 39-year-old suspect belongs to a syndicate that is responsible for at least four other kidnappings where businessmen were the target in the Johannesburg District.

“The team is currently tracing suspects who were working together with the man.

“In cases where the businessmen and students had been rescued, no ransom payment was made as a direct result of the expertise and capabilities of SAPS detectives, the crime intelligence unit and collaboration with private security.”

As per the police statement from January 2024 to date, 49 kidnappers who had demanded ransom payment from families of victims have been arrested in Gauteng, the North West and Free State.

In addition, 21 vehicles used in the commission of these crimes have been confiscated and eight firearms have also been seized.

“The SAPS is confident that working together with all stakeholders and community tip-offs, it will continue to take down more syndicates believed to be behind a spate of kidnappings for ransom across the country,” the SAPS added. – SAnews.gov.za

KZN Premier lays down the law on GBV

Location: News

KZN Premier lays down the law on GBV

KwaZulu-Natal Premier Thamsanqa Ntuli has urged men to play their part to keep women safe and protected.

Ntuli on Monday officiated the launch of Men’s Health Month in Durban, which included a law enforcement parade by the police. The parade started at King Dinuzulu Park, and concluded at the Durban City Hall.

The parade aimed to promote positive male behaviour and address the scourge of gender-based violence and femicide (GBVF).

Ntuli emphasised the important role played by religion and culture in curbing GBV.

“It is very shameful that the scourge of gender-based violence and femicide has reached worrisome proportions in our country. Even in war, since time immemorial, hurting women and children has always been seriously frowned upon.

“Men who attack women have always been regarded as cowards. Even in rites of passage, conceptually, boys are taught to respect women… If this is no longer happening, those rites of passage violate tradition,” Ntuli said.

According to statistics released last year, in KwaZulu-Natal, Inanda is leading in terms of GBV related crimes, with 641 cases recorded in the period of April 2022 to March 2023.

The cases include rape, sexual assault, assault with a purpose to inflict grievous bodily harm, attempted murder, common assault, and murder.

According to the same report, the top 30 police stations in the province recorded 10 442 cases of GBV-related crimes.

Ntuli believes that ignorance, myths, fallacies and falsehoods also lead to high levels of GBV.

“It is a major fallacy that men are made for leadership. Those men who believe this myth are likely to unnecessarily feel emasculated by the mere occupation of leadership positions by women…. We need to teach our male children that women are not their… toys or their punching bags, but are their equal partners.”

Ntuli urged men to ensure that they do not abuse any leadership role that they are given.

“We must [also] teach our children that washing dishes and clothes; cleaning the house, and cooking are not gender roles but life skills. While such an approach is essential for our male children’s own development and readiness for the future, it also ensures that as they grow and meet women, they do not attempt to relegate them to their servants,” the Premier said.

Role of law enforcement

Ntuli impressed upon law enforcement to take seriously the responsibility placed on them when it comes to the responsibility of protecting vulnerable groups.

“When a woman is a victim of domestic violence, she relies on the paramedics in specific cases and the police, who are expected to make arrests and to process and effect protection orders. When these women walk, or, sometimes sadly, crawl into police stations, they expect justice and healing.

“They do not expect negotiations to be brokered by police officers. They do not expect judgment when wearing revealing clothes and they do not expect lethargy and indifference,” Ntuli said.

To show how serious he is about the safety and security of the people in the province, when he was sworn into the task of being KwaZulu-Natal Premier, Ntuli announced that the Community Safety and Liaison function would move to the Office of the Premier. – SAnews.gov.za

Saluting former Minister Naledi Pandor

Location: News

Saluting former Minister Naledi Pandor

Praises from around the world are rolling in for Dr Naledi Pandor as she steps down from her government position after serving as a Member of Parliament (MP) since 1994.

Pandor is one of the Ministers who is not returning to Parliament to serve in the seventh administration.

In February this year, the outgoing International Relations and Cooperation (DIRCO) Minister alluded to her retirement during an African National Congress (ANC) event in Cape Town.

She stated that she would “in any case not hold public office” after serving in the position since 2019.

On Sunday, President Cyril Ramaphosa announced his Government of National Unity (GNU) Cabinet, appointing Ronald Lamola to replace Pandor. Lamola had previously served as the Minister of Justice and Constitutional Development.

Since then, warm wishes and tributes commemorating Pandor’s work continue to pour in.

DIRCO Director-General, Zane Dangor, described Pandor as one of the most principled and dynamic Ministers he has ever worked with and someone with an “unrivalled” intellect.

Pandor, a former teacher and lecturer, has numerous qualifications under her belt.

In interviews, Pandor credits her love for books and education to her anti-apartheid activist parents, Joe and Fikile Matthews, during the years they spent with her in exile.

Born in Durban, KwaZulu-Natal, she grew up in exile. She completed her education in Botswana and London in the United Kingdom, achieving a professional qualification in teaching and a Master’s Degree in Education.

She holds a PhD from the University of Pretoria, a Master’s Degree in General Linguistics from the University of Stellenbosch, and a Diploma in Leadership and Development from the Kennedy School of Government, Harvard University.

She received honorary doctorates from Cape Peninsula University of Technology, University of Stellenbosch, University of Lisbon, and University College Dublin.

Dangor said Pandor made her mark in all areas she worked in.

“In the last five years, she emerged as one of the world’s leading and valued diplomats,” he added.

Adoration of a daughter

Pandor’s daughter, Dr Aisha Pandor, took to X, formerly known as Twitter, to also honour her mother.

She shared that her mom has been a member of the ANC and an activist for as long as she can remember.

“I share a birthday with the ANC, and for most of my life, I proudly spent January 8th with other family or friends, while my parents served the party," she said.

After being elected as an MP in 1994, Naledi Pandor quickly rose to the position of Deputy Chief Whip of the ANC caucus in 1995. Subsequently, she was elected Deputy Chairperson of the National Council of Provinces in 1998 and then became chairperson in 1999.

“Since I was almost nine years old, she has served as a member of South Africa’s democratic government. During those three decades, she has led with dedication, integrity, intelligence, wisdom, a love for her country, and a focus on principles, those held high by her religion, upbringing, country and party,” Pandor’s daughter said.

Aisha mentioned that she admired her mother and was excited about the next phase of her life.

“Yesterday, I told her countless times how much I love her; how much she inspires me, and how proud I am of her. I’m also hoping that as by far the most hardworking person I’ve ever met, she finally takes a bit of well-deserved time for rest.”

Gaza

Pandor is celebrated for her fearless advocacy for her country’s stance on Gaza. She has persistently called for increased action against Israel’s invasion of Palestine.

Under her leadership, the International Court of Justice ordered Israel to take measures to prevent acts of genocide in Gaza, as well as to provide more assistance to Palestinian civilians. This comes as Israel continues to engage in a conflict with Hamas militants.

The SKA and other ministerial appointments

During her time as Minister of Science and Technology, Pandor and her team successfully secured a competitive bid in 2012 to host part of the future Square Kilometre Array (SKA) telescope in South Africa.

She has also served as the Minister in the Department of Home Affairs and Department of Education.

Serving with integrity

In 2022, she received a Lifetime Achievement award at the Standard Bank Top Women Awards for the role she played in government.

Former Minister and World Bank Group Executive Director, Ayanda Dlodlo, stated that Pandor’s integrity was unparalleled and that her work ethic was exceptional, demonstrating servant leadership.

“What a woman. What a leader… Hope the next chapter of her life is even more fulfilling with more time with her family and many moments of love and laughter.”

The German Ambassador to South Africa, Andreas Peschke, also expressed his thoughts on the matter.

“We would like to thank Dr Naledi Pandor, outgoing Minister of International Relations and Cooperation, for her tireless diplomatic work. For Germany, it was a privilege to work with you. Re a leboga, Mme [Thank you, Mother],” the Ambassador said.

Founder of the Kenya Climate Directory, Reuben Wambui, expressed his disappointment at Pandor’s departure from the Cabinet.

“Naledi is the true embodiment of diplomatic genius, and we will really miss seeing her conduct international affairs on the world stage. Thank you Naledi for your excellent service.” – SAnews.gov.za

During the address, the President explained that “several factors” were considered in forming the national executive, which is expected to serve for the next five years.

“We have had to ensure that the incoming government will be effective, and that it will have people with the experience, skills and capabilities to deliver on its mandate. It is important that we deploy into positions of responsibility people who are committed, capable and hard-working, and who have integrity

“We have had to ensure that all the parties are able to participate meaningfully in the National Executive and that the diversity of the views of South Africans is properly reflected. We have sought to ensure that the National Executive is representative of the people of South Africa, giving due consideration to gender, youth, demographics and regional distribution,” President Ramaphosa said.

Much like the President did, during his inauguration on 19 June, the new cabinet Ministers and Deputies are expected to take an oath of office or solemn affirmation during the swearing in ceremony.

Department of Health, trade union welcome Dr Aaron Motsoaledi as new Minister

Department of Health, trade union welcome Dr Aaron Motsoaledi as new Minister

The Department of Health has welcomed Dr Aaron Motsoaledi as their new Minister and his Deputy, Dr Joe Phaahla, as part of the newly established seventh democratic administration to move South Africa forward.

On Sunday, President Cyril Ramaphosa appointed Motsoaledi as the Minister of Health when he was announcing the Government of National Unity (GNU) Cabinet.

Motsoaledi replaces Phaahla, who has served in the portfolio since August 2021.

However, Motsoaledi is no stranger to the department, having previously served as the Minister from 2009 to 2019.

“The department believes the return of both political principals will ensure continuity and stability in the implementation of key health priorities, which include increasing life expectancy, strengthening health system effectiveness and the National Health Insurance (NHI) to enable the country to attain universal health coverage,”  the department said.

The department took the time to also thank the outgoing Deputy Minister, Dr Sibongiseni Dhlomo, for his “sterling” work, which accelerated access to sexual and reproductive health services.

Dhlomo has been praised for establishing youth-friendly zones in primary health facilities to create a conducive environment to access essential health services without standing in queue with the general customers.

“He also championed the healthy lifestyle programme to reduce the risk of non-communicable diseases such as diabetes, obesity, hypertension, and so on," the department said.

It said it was looking forward to the leadership of both Motsoaledi and Phaahla to lead the health sector, guided by policies and legislations to ensure equal access to quality and affordable healthcare services for all South Africans to achieve universal health coverage.

Meanwhile, the South African Medical Association Trade Union (Samatu) has also welcomed Motsoaledi following his appointment.

The union has described the Minister as someone with proven dedication and extensive experience in the healthcare sector.

“Minister Motsoaledi has a commendable track record of addressing critical health challenges and implementing significant reforms to improve the health of all South Africans.

“Samatu is confident that Minister Motsoaledi's deep understanding of the South African healthcare landscape will prove invaluable as we embark on the rollout of the NHI, which aims to provide universal health coverage and ensure that all South Africans, regardless of their socio-economic status, have access to quality health services,” the statement read.

The trade union believes that Motsoaledi possesses the vision, commitment, and expertise needed to implement the NHI successfully.

“His reappointment comes at a crucial time when the NHI’s foundational structures are being established, and his leadership will be instrumental in ascertaining that this transformative healthcare reform is realised seamlessly and effectively.”

The union has since pledged its full support to Motsoaledi and said it was looking forward to working collaboratively with his office.

“We are committed to advancing the health and well-being of all South Africans, addressing the inequalities in healthcare access, and building a robust healthcare system that serves everyone proficiently.

“We call upon all stakeholders in the healthcare sector to unite behind Minister Motsoaledi’s leadership and contribute positively towards improving healthcare services in our country. This collective effort will be pivotal in enhancing our nation's public health and achieving the vision of a healthier South Africa.”

KZN Premier recommits to collaborative and effective governance approach

KwaZulu-Natal Premier Thamsanqa Ntuli has reiterated his commitment to a team-oriented approach to governance, and to collaborate with everyone willing to work alongside him.

Ntuli made the commitment during his meeting with the officials in the Office of the Premier in Pietermaritzburg on Friday.

The meeting, which saw a large turnout from staff eager to engage with the new Premier and hear his vision for the future, set a positive and constructive tone for Ntuli's administration, laying the groundwork for a collaborative and effective governance approach in KwaZulu-Natal.

Ntuli extended a warm welcome to all the staff and acknowledged their dedication and hard work.

The Premier also addressed staff concerns and sought to ease any uncertainties regarding the transition in leadership, emphasising the importance of inclusivity and unity.

"While working at King Cetshwayo District Municipality, I worked with everyone, irrespective of political affiliation. When you have a new leader, people expect new things, meaning that we must improve on what has been there.

“We need to work with speed to serve the people of KwaZulu-Natal. My leadership style would be collaborative and focused on building on the existing foundations to achieve greater efficiency and service delivery,” Ntuli said.

The Premier also outlined several strategic priorities for his administration and stressed the need for rapid improvements in service delivery, particularly in areas that directly impact the lives of the people of KwaZulu-Natal.

He underscored the importance of innovation and modernisation in government operations to ensure that the province keeps pace with the evolving needs of its citizens.

The Premier further encouraged open communication and sharing of ideas, noting that “diverse perspectives are crucial for effective governance".

Ntuli assured the staff that their contributions are valued and that their professional development will be supported.

Government departments fail to pay suppliers within 30 days

Location: News

Government departments fail to pay suppliers within 30 days

A report by National Treasury shows that in the 2023/24 financial year, national and provincial government departments have overall regressed in paying invoices to suppliers within the required 30 days.

According to the annual report on non-compliance with payment of suppliers’ invoices within 30 days, the number of invoices paid after 30 days by national and provincial departments in the 2023/24 financial year amounted to 362 068 invoices, to the rand value of R35.1 billion.

“The R35.1 billion, although paid late, was settled and paid during the 2023/24 financial year. The number of invoices older than 30 days and not paid by national and provincial departments at the end of March 2024 amounted to 114 908, to the rand value of R10.7 billion.

“National departments recorded an improvement of R13 million of invoices outstanding from the previous financial year end, whilst there was a regression of 24% in the number of invoices older than 30 days and not paid at the end of March 2024, which amounted to 1 427 invoices, to the rand value of R53 million, when compared to 1 149 invoices, to the rand value of R66 million, reported at the end of March 2023,” National Treasury said on Monday.

Provincial departments recorded a regression of 53% in the number of invoices older than 30 days and not paid at the end of the 2023/24 financial year, which amounted to 113 481 invoices, to the rand value of R10.6 billion, when compared to 73 974 invoices to the rand value of R6.8 billion reported at the end of March 2023.

“The late and/or non-payment of supplier’s invoices impacts negatively on, amongst others, socioeconomic challenges such as high unemployment, inequality, poverty; the financial health of suppliers who are forced to borrow to keep financially afloat; and the ability of suppliers to pay salaries and meet their contractual obligations.

“Timeous payment of suppliers is important for improving economic growth and reducing poverty, inequality and unemployment. During the 2023/24 financial year, National Treasury continued to monitor, address and respond to queries on non-payment of supplier’s invoices through a centralised email system dedicated to receiving queries from suppliers,” National Treasury said.

National Treasury received 245 queries, to the value of R198 million, in the 2023/24 financial year. Of the 245 queries received 127 queries or 52% to the value of R103 million related to provincial institutions and were escalated to provincial treasuries for their intervention.

“Through the intervention of the Office of Accountant-General, 54 queries to the value of R58 million were resolved and payments were made to suppliers in the 2023/24 financial year,” National Treasury said.

National Treasury is in the process of adapting existing transversal systems to identify and track late payments, and has in the interim recommended the following for improvements:

  • Accounting officers and chief financial officers should address the root causes of the late and/or non-payment of invoices to improve compliance with the requirements of Treasury Regulation 8.2.3;
  • Accounting officers should take steps to ensure that the information submitted to the relevant treasury is duly signed off and submitted to the relevant treasury as per the timeframes stipulated in the National Treasury Instruction 34 of 2011;
  • Payment of suppliers within 30 days must be a standing agenda item for discussion at every EXCO meeting of departments; and
  • Disciplinary actions be taken against officials who fail to comply with the requirements to pay invoices within 30 days and who undermine the systems of internal controls.

The road to the Opening of Parliament Address

Location: News

The road to the Opening of Parliament Address

The peaceful transfer of power from one administration to the next has defined our democracy since 1994. This moment is a culmination of a number of things but is symbolised most notably by the Presidential Inauguration. By affirming the oath of office, the incoming President begins a new term of government and swears to work for our country and her people.

On 19 June 2024, against the backdrop of the historic Union Buildings and with the eyes of the nation, the continent and the world upon him, President Cyril Ramaphosa took the oath of office with the words: I, Matamela Cyril Ramaphosa, swear that I will be faithful to the Republic of South Africa and will obey, observe, uphold and maintain the Constitution and all other law of the Republic.

These words signalled the start of his second term as President, and the beginning of the seventh administration of a democratic South Africa. The symbolism of the inauguration is important as it represents the beginning of a new chapter and signals to the world that our democracy remains strong.

This inauguration was also the first since 1994 where the President addressed the nation with no one party having a clear majority.  “The voters of South Africa did not give any single party the full mandate to govern our country alone. They have directed us to work together to address their plight and realise their aspirations,” he said.

These words by President Cyril Ramaphosa are a potent reminder that our nation has always been at its strongest when we are united in a common purpose.  Time after time during the past 30 Years of Freedom, we have shown that our unity remains our greatest strength.

As we look towards the seventh administration, we will as always be guided by our Constitution and democratic principles. The road to the establishment of the seventh democratic parliament begins with the Opening of Parliament Address, which will take place at the first joint sitting of the National Assembly and National Council of Provinces. The address is delivered by the President of the Republic and occurs once every five years after an election.

President Cyril Ramaphosa will address the Opening of Parliament on 18 July 2024 and will use this occasion to outline the priorities of the 7th Administration.  Fittingly, the Opening of Parliament Address will coincide with the United Nations-declared Nelson Mandela International Day, which is celebrated annually to mark the birthday of the founding President of a democratic South Africa.

The Opening of Parliament Address is more than a ceremonial occasion; it is a platform where the President will detail government’s vision and priorities to the nation. Importantly, it sets the tone for the legislative and administrative actions to follow as we begin the hard work to further advance our nation. It also symbolises the functioning of the new parliament, reflecting the continuity and stability of governance.

Continuity and stability has been the hallmark of our democracy since 1994, with each successive administration building on the work of the one before.  The incoming administration will be guided by existing plans such as the National Development Plan, as well as agreed upon Government of National Unity (GNU) priorities anchored by respect for the Constitution, the Bill of Rights in its entirety, a united South Africa and the rule of law.

The seventh administration, like the ones before it will continue to work to ensure a better tomorrow for all, however we cannot do it alone. We call on all South Africans to join us as we chart a new path. Let us work together and continue to build a society that is truly reflective of the will of the people.

Gauteng Department of Roads and Transport warns against scammers

The Gauteng Department of Roads and Transport has warned the public of an email scam targeting individuals and companies that have submitted bids for tenders.

“The department urges the public not to fall for this scam, which instructs bidders to call a specific cell phone number to arrange a meeting.”

The department explained that the tender process is transparent.

“Once a bid is closed, there will be no further correspondence with bidders unless clarification is needed, which will be provided in the form of a written letter on official letterhead.

“Additionally, any response will be delivered in writing, not through meetings in person at random venues. Successful bidders will receive a formal letter before any official meetings are arranged to discuss awarded work,” the department said on Thursday.

Anyone who has received such email correspondence is urged to contact the department's risk office on e-mail: duduzle.malebo@gauteng.gov.za. – SAnews.gov.za
