Officials working to ensure smooth payment of grants in October

Officials working to ensure smooth payment of grants in October

Communications and Digital Technologies Minister Mondli Gungubele says officials are working around the clock to ensure that next month, social grant beneficiaries are not affected by payment delays experienced this month.

Gungubele said that the two departments -- Social Development, and Communications and Digital Technologies -- and their agencies, understand the regrettable strain that the grant payments challenges experienced this month has caused the most vulnerable in society.

In this regard, he reiterated government’s sincerest apologies to all social grants beneficiaries, who have encountered difficulties accessing their social grants this month.

The Minister said he was pleased to report that Postbank assured them that all South African Social Security Agency (SASSA) grant beneficiaries, who were affected by the system challenge, have now been corrected.

“Today, we are delighted to report that Postbank has provided us with the assurance that, according to their records, all SASSA grant beneficiaries, whose accounts were adversely affected by these system challenges on the 5th and 6th of September, have now been corrected.

“These funds are readily available in the accounts of these beneficiaries and if not withdrawn, can be accessed through bank ATMs, retailers and Post Office branches,” the Minister said.

Gungubele said once the beneficiaries’ money is paid into their Postbank bank accounts, they can access the money at any time convenient to them.

He said that this is a normal bank account and clients do not need to withdraw their money all at once. Clients can also use the SASSA gold card to purchase goods at merchants.

Responding to a question on why other beneficiaries remain without their September payments, the Minister said they are going to follow up on the recipients that have not received their grants.

Hijacking grant challenge for personal gain

Gungubele addressed numerous accounts and statements circulating on various platforms, misrepresenting the root cause of the Postbank system challenges that affected social grant recipients’ Postbank accounts this month.

“We want to place it on record that these stories are false and generally fabricated. The root cause of Postbank’s system challenges that affected the September social grants payments to some beneficiaries, which have now been resolved as of the 6th of September, relate to Postbank’s migration to a new system,” he said.

The Minister said Postbank’s systems upgrade programme, of which the recent migration forms a component thereof, has been unfolding for a while in line with its 2022/23 as well as 2022/23 Corporate Plans, and it is also a South African Reserve Bank requirement, as part of Postbank’s banking license application process.

“Social grant beneficiaries are also urged to ignore the false information that the September payments challenges are as a result of the expired SASSA card. The Reserve Bank has granted extension for the SASSA cards to continue to work until December 2023, so beneficiaries can continue to use the same cards,” he said.

The Minister said that the departments and their entities will regularly update SASSA beneficiaries on the details of the card replacement programme.

New Postbank Board to be appointed

Gungubele has assured social grant beneficiaries and the nation that the changes in the Postbank Board will not have an impact on any of the banking operations or the capacity of the Postbank.

Gungubele explained that the Postbank Board is an oversight body appointed by the Minister as non-executive directors, so they are not involved with the executive level of decisions or day-to-day operations of the bank.

“The ministry has already commenced with the process of filling the vacant Postbank Board vacancies, and an advertisement for nominations has been issued.

“In the interim, and to ensure that decisions that reside within the delegation of authority of the board are enabled, the ministry has appointed Khayalethu Ngema as the Postbank Administrator until a new Board is appointed,” Gungubele said.

The Minister concluded that they are actively taking measures to prevent future challenges in the banking ecosystem, and in particular for social grant account holders.

“Our commitment to the welfare and well-being of our social grants beneficiaries remains unwavering.

“We are investing in robust technology infrastructure, enhancing communication and collaboration among relevant agencies, and strengthening oversight mechanisms to ensure the uninterrupted flow of grant payments to those who depend on them most,” he said. – SAnews.gov.za

Suspects arrested for being in position of stolen railway tracks

Suspects arrested for being in position of stolen railway tracks

Three suspects were arrested on Tuesday on the N4 freeway in Middleburg after being found in possession of a truck transporting allegedly stolen railway track valued at about R3 million.

The suspects, aged between 41 and 51, are expected to appear at the Middelburg Magistrate’s Court on Thursday.

They are facing charges of being found with stolen items and for contravention of the Immigration Act of South Africa.

Police are working with the Department of Home Affairs after it was discovered that the suspects are foreign nationals and two were found without valid documentation to be in South Africa.

Two of the suspects are Mozambican nationals while the third found with documentation is a Zimbabwean national.

“Police in Mpumalanga are working hard to address the challenge of damage to essential infrastructure as well as theft of valuable railway items. The Mpumalanga Provincial Anti-Gang Unit of the police was tasked with the responsibility of helping curb this challenge.

“As a result of the determination by the team, working in collaboration with members of the public and in this case Middleburg Highway Patrol members played a role as well which led to a breakthrough that was achieved,” said the office of the Provincial Commissioner in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela.

According to information, the railway track was stolen in Barberton in August 2023.

A case was opened and the investigation was handed over to the team, with the hope of arresting the perpetrators and recovering the reportedly stolen items.

After an investigation, investigators were able to gather valuable information and made follow ups which led to the trailing of the truck which was possibly transporting the suspected stolen railway track to a certain destination.

After being spotted and stopped, a search was carried out and the railway track was discovered inside the truck. The three men were then arrested.

The truck with its consignment and other items have been confiscated for further investigation.

The Provincial Commissioner has hailed the breakthrough.

"We are elated by this great achievement. We are adamant that the suspects may have been involved in other similar offences committed previously as our investigation team continues to probe.

“The damage to essential infrastructure is a thorn in the flesh but we are doing our best to address this, hence the arrest," said Lieutenant General Manamela – SAnews.gov.za

FPB CEO appointed as Vice Chair of Global Online Safety Regulators Network

Film and Publication Board (FPB) Chief Executive Officer, Dr Mashilo Boloka, has been appointed as Vice Chairperson of the Global Online Safety Regulators Network (GORSN).

Boloka’s appointment as Vice Chairperson, was made by the Global Online Safety Network during a meeting hosted by the UK’s Communications Regulator, the Office of Communications (OFCOM) in London.

His one-year term will run until 2024.

Welcoming the new leadership, outgoing Chairperson and eSafety Commissioner’s Julie Inman-Grant, said they are happy to hand over the reins to OFCOM under the capable stewardship of Gill Whitehead.

“The 2024 Vice Chair will be the incredibly energetic Mashilo Boloka, CEO of the South African Film and Publication Board.  We will continue to stand shoulder to shoulder in working together to work towards creating a safer, more positive online world,” Inman-Grant said.

Boloka’s appointment follows the FPB’s acceptance as a member of the GORSN earlier in July 2023.

The network was established in November 2022 to promote online safety and share information and good practice around online regulation.

Dr Boloka said the network represents a collaborative initiative to fight the borderless online harms, pursue harmonisation to avoid fragmentation of online safety legislation and coordinated online safety measures.

“As the Film and Publication Board of South Africa, we are excited to be a member of this Network. As the only representative on the African continent, we will ensure that voice of other regulators on the continent and the other developing worlds is heard.

“We will persuade other regulators on the continent to join the Network so that they can seize the opportunities it provides, information sharing on experiences and best practices so that we can together promote a safer online environment and fight online harms wherever it exists,” Boloka said.

During the London meeting, the Network discussed the need to promote regulatory coherence and underscored the importance of collaboration on shared issues, including industry engagement and new and emerging technology.

It also agreed on creation of a technology and public education working group. – SAnews.gov.za

SAMRC Scientific Merit Awards nominations now open

The nominations for the South African Medical Research Council (SAMRC) 2023 Scientific Merit Awards are now open.

These awards are aimed at acknowledging outstanding contributions to health research.

The awards recognise individuals who have demonstrated exceptional scientific acumen and have made innovative strides in addressing public health challenges, potentially influencing policy and thereby enhancing the well-being of the South African population.

Eligible candidates are pioneering researchers who have significantly advanced the realm of science and health research through their published work, with a focus on benefiting the lives of South Africans.

The accolades, widely regarded as some of the most prestigious in the country, encompass several tiers. These include Platinum, Gold, Silver, Bronze and the esteemed President’s Awards.

Platinum medals, symbolising the Lifetime Achievement Award, are bestowed upon scientists who have exhibited a lifelong dedication to the field of health, leaving an indelible mark.

Respected academics, such as the late Professor Bongani Mayosi, along with Professors Valerie Mizrahi, Salim Abdool Karim and others, have previously been honoured with the Platinum Award accolade.

Gold medals are reserved for accomplished senior scientists, who have made seminal contributions that have had a profound impact on the health of people, particularly those residing in developing nations.

Last year, this award went to Professors Bavesh Kana, Elmi Muller, Sharon Prince and Ameena Goga.

Silver medals are dedicated to scientists who have played pivotal roles in scientific progress within the country, with an emphasis on fostering capacity development. Notable awardees in 2022 were Professors Theresa Rossouw and Samantha Sampson and Drs Tarylee Reddy and Muki Shey.

The Bronze medals are awarded to scientists who have recently entered the health research field, with not less than five years post PhD experience.

While this award is not tied to chronological age, researchers should preferably be under the age of 50 years.

Last year’s recipients were Professors Lebo Gafane-Matemane, Tivani Mashamba-Thompson, Lusilda Schutte and Drs Terusha Chetty, Wynand Goosen and Wanga Zembe-Mkabile.

President's Awards are conferred upon scientists who have exhibited an exceptional, lifelong commitment to health research and are granted at the discretion of the presiding SAMRC President and CEO.

In 2022, the sought-after President’s Award was bestowed on Professors Valerie Corfield and Johan Louw.

Corfield is a retiree who continues to serve in advancing research outputs and the research careers of academics in molecular and cell biology, health sciences and other disciplines.

Meanwhile, Louw is a biomedical scientist who serves as the Senior Platform Director at the Centre and Platforms Office at the SAMRC. His expertise and focal research areas are in the area of pathophysiology of metabolic disease, diabetes prevention, early diagnosis and treatment.

SAMRC President and CEO, Professor Glenda Gray, underscores that these awards honour research characterised by innovative methodologies and novel approaches in addressing public health issues, with the potential to influence policy and ultimately enhance the quality of life for South Africans.

“As we celebrate a decade of the SAMRC Scientific Merit Awards, these awards stand as a testament to the power of dedication, innovation and collaboration in advancing scientific discovery.

“Our honourees have illuminated the path towards healthier futures for all, embodying the spirit of excellence that drives us forward. With each passing year, we reaffirm our commitment to fostering a culture of scientific excellence and shaping a world where knowledge knows no bounds,” said Gray.

President Cyril Ramaphosa has, in accordance with Section 194(3) (b) of the Constitution, removed Advocate Busisiwe Mkhwebane from the Office of the Public Protector on the grounds of misconduct and incompetence.

The removal of Advocate Mkhwebane follows the National Assembly (NA) debate and vote on the Section 194 committee report, which found Adv. Mkhwebane to have misconducted herself and that she was incompetent.

The National Assembly resolved with the requisite two-thirds majority that Advocate Mkhwebane be removed from the Office of the Public Protector for misconduct and incompetence.

Section 194(3)(b) of the Constitution of the Republic of South Africa stipulates that when the National Assembly adopts a resolution for the removal of the Public Protector, the President “must” remove the Public Protector from the office.

Accordingly, President Ramaphosa has informed Advocate Mkhwebane of the action to remove her from the Office of the Public Protector.

The Official Visit, according to the Presidency, occurs within the context of the commemoration of 30 years of diplomatic relations between South Africa and Vietnam.

The aim is to reinvigorate and further strengthen the ties of friendship and solidarity between the two countries to consolidate the multifaceted partnership.

“South Africa and Vietnam enjoy friendly and constructive relations grounded in a shared history of struggle for freedom and common values supportive of the agenda of the Global South.

Bilateral mechanisms between the two countries include the inter-governmental partnership forum for economic, trade, scientific, technical and cultural cooperation and the joint technical committee.

The Portfolio Committee on Home Affairs will recommend to the National Assembly to adopt the name of Ms Janet Love to fill a vacancy in the Electoral Commission. The vacancy arose as a result of the expiry of the term of office of the Commissioner at the end of April 2023.

The recommendation is in line with Section 6 (2) (d) of the Electoral Commission Act and follows a process led by the Chief Justice as set out in Section 6 (3) of the Act. The report by the Chief Justice indicated that as per the Act the vacancy was advertised, and the panel was not satisfied with the calibre of candidates that applied. Following the re advertisement of the vacancy 70 applications were received and of those the panel interviewed 12 candidates. The Panel then recommended eight candidates to the committee.

“Following consideration of the interview transcripts, the curriculum vitae of all recommended candidates, the committee felt that Ms Love has the right skills and institutional experience required to guide the Electoral Commission of South Africa especially now when the country will for the first-time vote for independent candidates in the Provincial and National Elections. The committee will recommend that the National Assembly adopts the name of Ms Love to serve as Commissioner of the IEC,” said Mr Mosa Chabane, the Chairperson of the committee.

Meanwhile, the committee has considered and adopted a report on the determination of remuneration of the Members of the Electoral Commission for the 2022/23 financial year as determined by the President as per Section 7 (2) of the Electoral Act. The committee concurred with the President that a retrospective salary increase of 3% be implemented for the Chairperson and other full-time Commissioners.

The committee also received an update on the roll-out of the Automated Biometric Identification System (ABIS) and has urged the Department of Home Affairs to resolve the impasse with the service provider regarding levied penalties implemented by the department on missed deadlines. The committee remains of the view that all service providers must also be kept accountable for delayed projects. The committee welcomes the assurance that the project tests are underway, and that the department is working with the service provider to ensure stability of the system. ABIS is a modern IT system based on commodity hardware designed to be run as a critical service without interruptions. It promises many possibilities in identity management while speaking to the type of Home Affairs of the future.

Furthermore, the committee welcomes the implementation of consequence management against 6 individuals identified to be in the wrong with regard to the contract. While the committee acknowledges that the internal disciplinary processes are sometimes lengthy, the it has urged for the speedy conclusion of the process to ensure that people are held accountable.

The committee has recommitted to focused oversight on the programme to ensure that all clients of the department benefit from the system.

Over 140 000 Grade 1 and 8 learners placed for 2024 in Gauteng

The Gauteng Department of Education has so far placed 81 033 Grade 1 learners and 65 726 Grade 8 learners for the 2024 academic year.

This is according to the Gauteng Department of Education's latest online admissions placement progress report released on 10 September 2023.

The 2024 online admissions placement period began on 4 September 2023 and continues until all learners are placed.

“At the end of the first week (4 September 2023 to 7 September 2023) of Grade 1 and Grade 8 placement, the department can report that the placement process ran smoothly.

“While the department is proud to acknowledge that as at 7 September 2023, a total of 141 036 (46.09%) applicants have accepted placement offers, it remains concerning that 71 775 parents have not responded to placement offers,” the GDE said.

The department said the placement progress is significantly slowed by parents who are not accepting placement offers, as the spaces are reserved for seven days, while no offers can be released to other applicants from the same school.

Parents are reminded that there are two options to select after offers are issued, which are “accept placement offers as final”, or “accept placement offers while awaiting additional offers within seven school days”.

“Applicants with offers not accepted within seven schools will be auto-placed at the school with a placement offer closest to the parent’s home address after the seventh day,” the department said.

Parents are reminded that applicants are ranked for placement according to the regulated admissions criteria in the following order up to the capacity of each school:
•    Home address within school feeder zone closest to the school.
•    Siblings in Grade 1 – 7 or 8 – 11 only.
•    Previous school in feeder zone of the school applied to.

The department said when all applicants in the above categories are placed, placement offers will be released to applicants in the following categories in the order outlined below, up to the capacity of each school with available space:

•    Work address within school feeder zone.
•    Home address within 30km.
•    Home address beyond 30km.

Parents with incomplete applications (no documents or no valid proof of residence) will be able to select a school with available space from 11 December 2023.

Parents are further urged to check their cell phones for placement offers or login to their profiles on www.gdeadmissions.gov.za to view and accept placement offers.

Parents with placement offers, who have no access to the internet to accept placement offers, are encouraged to visit schools, districts or the head office to be assisted to accept offers, or call the department on 0800 000 789 for assistance.

“Applicants with complete applications and no placement offers are advised to remain calm, as offers are issued daily until all applicants with complete applications are placed. Parents are urged to view the placement offer calmly and carefully to ensure that no mistakes are made.

“Parents and guardians who applied for 2024 Online Admissions are urged to be patient if they have not yet received placement offers. The placement process is currently in progress and will continue until every learner is successfully placed,” the department said.

Building a better Public Service for a better South Africa

As South Africa marks Public Service Month, President Cyril Ramaphosa has placed a spotlight on the vital role of individuals, who work in the country’s administration, in improving the well-being of citizens.

In his weekly newsletter to the nation on Monday, the President said the task of building a better South Africa is enabled by the diligence, care, ethical conduct and innovation of the country’s 1.2 million public servants.

The President highlighted that public servants are expected to observe Batho Pele principles such as courtesy, openness and transparency, maintaining service standards and giving best value, as they deliver on government’s mandate.

Public servants must uphold the standards expected of them, especially at points of service. The President said that they are expected to advance social and economic development through the services that they provide to citizens.

“We often think that public servants are lacking in the provision of services to citizens and yet there are areas of distinction in the public service that don’t make the headlines.

“One speaks here about the committed civil servants behind frontline service counters, in our community clinics, at our border posts, in our foreign missions around the world, in our police stations and in our classrooms, and at the forefront of scientific endeavour in our various institutions.

“These public servants get on with their tasks in relative anonymity, serving the South African people with diligence. One hears about situations when things go wrong, but one doesn’t hear about the thousands of people who every day apply for ID cards and passports at Home Affairs offices around the country, and who receive their documents in less than two weeks. Little is reported about the improvements brought about by the new Branch Appointment Booking system and e-service,” he said.

The President emphasised that work must continue because “we cannot build an accountable, professional civil service, as long as there are individuals who see public office as a vehicle for self-enrichment”.

At the same time, he said, credit must be given where it is due to the vast majority of civil servants who “rise each day to prepare to go to work, serving the South African people with honesty and integrity”.

“While many citizens daily experience the orderliness, professionalism and courtesy of frontline service officials, the headlines and online debates are often reserved for public servants involved in corruption or mismanagement. It is correct that these activities be exposed and action taken against those responsible.

“We also need to recognise where progress is being made,” the President said.

Professionalising the public service

Last week, President Ramaphosa highlighted in Parliament the commendable work underway in departments to discourage corruption, including the completion of over 11 000 lifestyle audits of public servants in national government.

Later this year, government will gazette several regulations to guide the implementation of the framework for the professionalisation of the public service that was adopted by Cabinet last year.

The President said these regulations will contribute to greater stability in the leadership ranks of the public service, ensure that recruitment processes are more rigorous, and that prospective public servants undergo competency testing before taking up positions.

“The implementation of the framework will improve the conditions of service for public servants and bring stability to departments that have undergone prolonged periods of uncertainty and flux. A better trained civil service, which attracts suitably qualified individuals, will engender greater public confidence,” he said.

While recognising the critical work of the public service and commending the many public servants who diligently serve the nation, the President acknowledged that there is much room for improvement.

“It is for this reason that we have embarked on far-reaching public service reforms that will help build a State that is both capable and developmental; a State that both provides citizens with efficient frontline services and improves the quality of their lives,” the President said. – SAnews.gov.za
