Relocation of Walmer flood victims imminent

Relocation of Walmer flood victims imminent

Nelson Mandela Bay Municipality Mayor Gary van Niekerk says he is satisfied with the process made to electrify temporary houses in Walmer, Gqeberha, where flood affected families will be relocated.

This comes as the metro is accelerating its efforts to ensure that outstanding work is completed in order to bring normality to the lives of the affected residents.

Van Niekerk said that a total of 20 families will be accommodated in the newly built temporary shelters in Walmer.

"We are happy to see work progressing well, as we updated our residents last week about the work that is underway and upcoming developments. Teams are on site electrifying the bungalows, [and] we are happy with the quality of the structures too.

“Water is already connected, and sanitation services will also be in place by the time the residents move in. We anticipate the electrification work will be completed later this month. Once that is done, the families will move in,” Van Niekerk said.

Van Niekerk said the municipality will continue to monitor progress in Walmer and the Kariega sites, where residents from Lapland will be moved to.

He said the municipality will continue to update the residents on developments so that everyone is "on the same page and there is no confusion".

“We are waiting for the greenlight from DEDEAT [Department of Economic Development, Environmental Affairs and Tourism], but our teams are on standby, and as soon as that has been finalised, we are ready to clear the site and commence with the construction work.

“We wish to thank all stakeholders who are working with us and thank our residents for their patience with the work underway,” the Mayor said. - SAnews.gov.za

CoGTA Minister describes GNU as ‘a bold, necessary step in the right direction’

CoGTA Minister describes GNU as 'a bold, necessary step in the right direction'

Newly appointed Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, has emphasised his party’s commitment to a stable and successful Government of National Unity (GNU).

“The GNU is not about politics but about the will of the people for the future of our country. We campaigned and expressed our views to the electorate, but the electorate in response, said ‘work together',” Hlabisa said.

Hlabisa, the Inkatha Freedom Party (IFP) leader, spoke during Friday’s debate on the Opening of Parliament Address (OPA).

The debate is in response to President Cyril Ramaphosa’s OPA delivered in Cape Town on Thursday, where he outlined government’s agenda, priorities, and policies for the next five years.

Hlabisa told Members of Parliament (MPs) that his party will continue in their founder’s footsteps, Chief Mangosuthu Buthelezi, who spoke “loudly” on behalf of the people.

“We will continue to play that role constructively in the GNU for the good of our country,” he said.

He described the GNU as a bold and necessary step in the right direction.

“We have repositioned South Africa to embark on a journey of rebuilding herself and the future of our generation and the generations to come.

“The real way of changing the lived reality of every South African must proceed with the utmost haste. The change voters demand must be practically seen, felt and experienced in the next few months.”

Hlabisa welcomed the plan laid out yesterday evening by President Ramaphosa.

He is of the view that the President’s OPA opened a new chapter for the country under the collective wisdom, skills and capabilities of leaders who chose to work together for the sake of the people of South Africa.

Municipalities

The IFP has welcomed the position taken by the President about reviewing the Municipal Funding Model to ensure that municipalities become fully functional.

Hlabisa is of the view that this marks a turning point in the country’s 30-year history.

“The IFP believes that local government is a critical sphere of government to impact development and change in the lives of the people of South Africa.”

As the Minister of CoGTA, Hlabisa said he was determined to see all municipalities receive the administrative, technical and financial support needed to become viable, stable, and able to deliver and maintain infrastructure.

He took the time to thank the President for his commitment to appoint political champions of the District Development Model (DDM) to fast-track the “one-plan” solution.

“With the DDM institutionalised, champions working tirelessly and CoGTA playing its role, we will ensure that every municipality works.”

Hlabisa said his party will also champion the interests of and deepen working partnerships with traditional and Khoi San leaders as they play a key role in a stable democracy.

Disaster management

The Minister touched on climate change, which has necessitated a new approach to disaster management that is proactive, less bureaucratic and timeous.

He also spoke about the devastation that has engulfed the Western Cape and KwaZulu-Natal residents following the floods and wildfire.

“The IFP is committed to the continued development of a new approach in dealing with disaster management.”

He stated that the GNU must be seen to be responsive, empowering and a force for good.

“It must work, as the IFP has always done, hand in hand with the people.”

In addition, he said his party was committed to a national dialogue to address social cohesion, landlessness and the growing gap between the rich and poor.

“We are committed to creating a stable GNU, that is responsive and delivers. This is our commitment to South Africa.” – SAnews.gov.za

GNU provides an opportunity to build a prosperous country

GNU provides an opportunity to build a prosperous country

Agriculture Minister John Steenhuisen says the Government of National Unity (GNU) has provided an opportunity to build a united and prosperous South Africa.

Speaking at a joint sitting of the National Assembly and the National Council of Provinces to debate the President’s Opening of Parliament Address (OPA) on Friday, Steenhuisen reiterated that his party, the Democratic Alliance (DA), joined the Government of National Unity because it wants to play its part to build South Africa.

Steenhuisen said the 2024 National and Provincial Elections, which necessitated the creation of a multiparty government, offers the country a powerful opportunity to carve a new path.

“The recent expanded Cabinet Lekgotla has given us the key ingredients we need to accelerate growth and private sector investment in our economy. The Government of National Unity has identified rapid and inclusive growth to create jobs as our apex priority,” Steenhuisen said.

To achieve this, he said the GNU has committed to a responsible fiscal path that reduces the national debt in order to free up resources for productive investments.

“The planned review of sector master plans to identify obstacles to growth, the emphasis on increasing our focus on exports, and our shared commitment to slashing red tape to crowd-in private sector investment, gives us the key ingredients we need to succeed,” Steenhuisen said.

The Minister also welcomed President Ramaphosa’s Opening of Parliament Address on the policy interventions to expand the basket of food items exempt from VAT, to review and reduce the fuel price, to prevent undue political interference in the public service, and to set up specialised policing units to fight violent crime and the construction mafia.

“These policy changes are ones that the DA has long advocated for, and they will make a meaningful impact on reducing the cost of living, enhancing the capacity of the state, and tackling the violent crime that plagues too many of our communities,” Steenhuisen said.

While the Government of National Unity has met the requirement for sufficient consensus as outlined in the Statement of Intent on some key matters of economic policy, Steenhuisen acknowledged that there are still areas of divergence that require attention.

These include the need for universal health coverage, which he said has serious problems of corruption and mismanagement in the public health sector.

“The National Health Insurance (NHI) in its current form does not do enough to address these problems... The same goes for the Basic Education Laws Amendment Bill and some other initiatives.

“However, in all of these areas of divergence, I am convinced that we can find a way forward. It will require us to be honest about disagreements where they do exist, and to work in good faith with one another to find solutions,” Steenhuisen said.

Steenhuisen maintained that if the Government of National Unity succeeds in delivering on its apex priority of growing the economy and creating jobs, “then the builders will defeat the breakers once and for all”.

“This Government of National Unity reflects the will of the people, who have told us loud and clear that they want an end to single party domination in favour of multiparty cooperation. The DA, alongside our partners, have heeded that call, and we have put forward our best weaver birds to help build South Africa,” Steenhuisen said. – SAnews.gov.za

The dtic to support programmes outlined by the President

The dtic to support programmes outlined by the President

Trade, Industry and Competition (the dtic) Minister Parks Tau says his department's mandate is clear in that it will work to support and enhance the programmes instructively outlined by President Cyril Ramaphosa during the Opening of Parliament Address in Cape Town on Thursday evening.

“This is important, especially if we calculate the costs of poverty which constitutes 60 percent of the National Budget,” Tau said.

Responding to the Opening of Parliament Address (OPA) on Friday, Tau said the reality is that government has to adopt a mission-oriented approach to industrial policy and strategy.

“As such, we must implement with laser focus, the programme of priorities outlined in the Government of National Unity (GNU) to benefit all South Africans, most particularly, women, the youth majority and people with disabilities,” Tau said.

He said if government does not implement the priorities of social justice, and poverty alleviation, then the nation-building and social cohesion projects will remain an elusive ideal.

“In line with what the President said when talking about smart industrial policy, the dtic  group will implement sectoral plans building on the successes recorded in the automotive, clothing and textiles, retail and agro-processing sectors.

“Smart industrial policy speaks to underlining beneficiation and export-led growth. It highlights the imperatives of the Public Procurement Act that will complement the essential legislative tools to unlock localisation and transformation.

“Every year the South African economy spends 25% of the national wealth created on imported goods. Not only is this propensity to import much greater than our competitor countries, it is also out of sync with our developmental needs,” Tau said.

Tau said government will reverse this in pharmaceuticals and medical devices, green industries, food products and manufactured goods, among others.

He said smart industrial policies and programmes are being implemented to respond to the global market trends towards electric vehicles.

“As you know, in February this year, the Minister of Finance announced that the government will introduce an investment allowance for new investments. This will see producers having the opportunity to claim 150 percent of qualifying investment expenditure on electric and hydrogen-powered vehicles within the initial year.

“On structural transformation relating to B-BBEE, the dtic group will use the public procurement regime to advance B-BBEE and SMMEs. We will work with National Treasury to ensure that the Procurement Bill, under consideration by the President is implemented,” Tau said.

The Minister said government is aware that the Enterprise and Supplier Development (ESD) elements of the B-BBEE Codes have the potential to raise several billions from the private sector.

“Therefore, working closely with the B-BBEE Commission in monitoring the contributions of the ESD, black industrialists and SMMEs will benefit from such financial contributions.

“Our common prosperity is contingent on building a better life for all, and not for some. In line with what the President said, the DTIC group will refocus on industrialisation in a targeted manner using available policy instruments.

“Our message to our SADC partners is a call-to-action for a united effort to promote regional industrialisation. This will leverage South Africa’s trade with Africa which has increased significantly, growing from just over R343 billion in 2019, to just under R547 billion in 2023,” Tau said.

In his Opening of Parliament Address (OPA), President Cyril Ramaphosa said government had decided to place inclusive economic growth at the centre of the work of the Government of National Unity and at the top of the national agenda.

“The Government of National Unity will pursue every action that contributes to sustainable, rapid economic growth and remove every obstacle that stands in the way of growth,” President Ramaphosa said. – SAnews.gov.za

Department commends recovery of NSFAS funds

Higher Education and Training Deputy Minister, Dr Mimmy Gondwe, has commended the recovery of R112 million in irregular payments from the National Student Financial Aid Scheme (NSFAS) to undeserving recipients by the Special Investigation Unit (SIU).

“Two days after the Ministerial leadership team in the DHET [Department of Higher Education and Training] made a firm commitment to address the systemic governance issues at NSFAS, we commend the SIU for taking active steps to claw back irregular payments and send a clear message that abuse of the student funding system will not be tolerated,” Gondwe said.

A total of 421 students from across five universities and four Technical Vocational Education and Training (TVET) colleges, who did not qualify to be funded by NSFAS have signed acknowledgement of debt agreements to pay back the money that was irregularly paid to them.

READ | SIU to collect over R100 million from unqualified NSFAS beneficiaries

The SIU has attributed these irregular payments to weak controls within NSFAS, which resulted in overpayments and underpayments from 2017 to date.

in a statement on Friday, Gondwe said the R112 million paid out to undeserving recipients potentially robbed 1 700 deserving students who could have been funded for at least one academic year.

“In a sense, there are many victims who may have dropped out or deferred their studies because they could not afford to pay the requisite academic fees. Every rand that is spent on an undeserving beneficiary robs a deserving one.”

She added that the department will accelerate its efforts to fix NSFAS and take the institution out of administration and ensure that only deserving students are provided with the financial support that they need. – SAnews.gov.za

Oil, gas exploration key for economic growth - Minister Mantashe

Minister of Minerals and Petroleum, Gwede Mantashe, says gas and oil exploration is critical for the future of South Africa’s economy.

The Minister was speaking during a debate on the Opening of Parliament Address held in Cape Town.

“Our country is endowed with petroleum deposits that are not yet exploited. We appeal to South Africans to appreciate that our quest for exploration of oil and gas deposits is not a nice to have.

“It is important to turnaround the composition of our economy and therefore, that will translate into growth of the economy,” he said.

Mantashe bemoaned what he called “foreign funded NGOs that block exploration of gas and oil”.

“That is blocking economic development and we must confront it and deal with it. That doesn’t mean we are not serious about responsible mining and exploration. We must accept, unreservedly, the need for mining and exploration that is conscious in preserving the environment while accelerating development,” he said.

The Minister said as development and growth takes place, empowerment should not be put on the back burner.

“As we address the question of unemployment and develop a framework for economic growth, we should bear in mind that involving black South Africans in economic activity is not a favour. It is a necessary intervention because for many years…they were not active in economic activity so therefore the question of black economic empowerment and affirmative action is a necessary intervention in the economy,” he said. – SAnews.gov.za

President’s call to turn SA into a construction site welcomed

President’s call to turn SA into a construction site welcomed

Public Works and Infrastructure Minister Dean Macpherson has welcomed President Cyril Ramaphosa’s announcement to turn South Africa into a construction site through increased infrastructure investment and support for Infrastructure South Africa.

Infrastructure South Africa is, said the Minister, the central authority for the coordination and planning of major construction projects.

“As Minister of Public Works and Infrastructure, I have publicly mentioned that my focus for the department will be to unleash a wave of construction projects in the country to increase South Africa’s economic growth and create sustainable jobs.

“I therefore welcome the President’s support for my department’s endeavours as we work to improve the lives of our people,” said the Minister in a statement, following the President’s Opening of Parliament of Address, on Thursday.

“The only way we can meaningfully bring change to the South African people and improve living conditions is if we grow the economy and create jobs which can be achieved through infrastructure investment - an approach which enjoys the full support of the President as mentioned in his Opening Of Parliament Address. I have no doubt we will be successful,” he said.

The Minister said his focus will be to expand and capacitate Infrastructure South Africa for the efficient and successful execution of construction projects, as well as working with other government departments to improve the long-term planning and execution of infrastructure investment.

Macpherson further welcomed the President’s commitment to address the rise of the construction mafia which has paralysed infrastructure investments in provinces such as KwaZulu-Natal.

The Minister said he looked forward to working with his colleagues across the Government of National Unity, in particular the Minister of Police, to restore the rule of law at construction projects, in order to safeguard investment in infrastructure that can contribute to building a better South Africa.

“It is only through working together that we can build South Africa to truly live up to the ideals of democracy. In the months ahead, I invite all South Africans to join me in unleashing infrastructure development and building a better nation. Let’s build South Africa,” Macpherson said. – SAnews.gov.za

Government leaders pay respects to families of KZN fallen firefighters

Government leaders have expressed their heartfelt condolences to the families of six firefighters who died while battling a runaway fire which engulfed a farm in the KwaZulu-Natal Midlands on Sunday.

KwaZulu-Natal Premier Thamsanqa Ntuli and Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, visited the grieving families this week to convey their condolences on behalf of the national and provincial governments.

Mabongi Shishane, Ntombikhona Nxele, Nonsikelelo Zuma, Vusi Hudula, Nomfundo Nxele, and Khethiwe Ngcobo, lost their lives while battling a runaway fire at the farm near Mpophomeni.

The firefighters from Famusa, a contracting company that provides Sappi with firefighting services, lost their lives while battling a runaway fire, allegedly started by poachers, along the R617 near Boston and Mpophomeni.

The fires which destroyed hectares of land in Mpophomeni and surrounding areas also caused millions of damages to the farmers.

During the visit, Ntuli, Hlabisa and his deputy Dickson Masemola, KZN MECs, and traditional leaders, amongst others, gathered in Boston, uMngeni Local Municipality to pay their respects and offer support to the bereaved families.

The leaders emphasised the heroism and dedication of the fallen firefighters, acknowledging their ultimate sacrifice in the line of duty.

Ntuli expressed his deepest condolences, noting that the bravery and dedication of the late firefighters, will never be forgotten.

“Their commitment to protecting our communities, even at the cost of their own lives, stands as a testament to their heroism. We are here to support you in this difficult time,” Ntuli said.

Ntuli also called for an urgent review of current protocols and resources to prevent such tragedies in the future.

"We must ensure that our firefighters and all emergency responders are equipped with the necessary tools and support to carry out their duties safely," Ntuli said.

Hlabisa echoed Ntuli’s sentiments, emphasising the need for continued support for the families and communities affected by this tragic loss.

"We stand with the families in their time of grief and pledge our ongoing support. The sacrifice made by these firefighters underscores the dangers faced by our emergency responders every day," Hlabisa said.

The Minister also extended his condolences to the families of the deceased and victims of the earlier veld fires that ravaged parts of the King Cetshwayo, Ilembe, uThukela, and Zululand Districts, which claimed seven lives.

The leaders also assured the families that both national and provincial governments would provide ongoing assistance to help them through this challenging period.

The traditional leaders present during the visit also pledged their support to the affected families and called for community solidarity during this time of mourning.

Meanwhile, the National Disaster Management Centre (NDMC), as a key player in the administration and implementation of fire services legislation and related duties, stands ready to support the Midlands Emergency Management Services and KZN local authorities during this period of mourning and recovery. – SAnews.gov.za

SIU to collect over R100 million from unqualified NSFAS beneficiaries

SIU to collect over R100 million from unqualified NSFAS beneficiaries

The Special Investigating Unit (SIU) has signed Acknowledgement of Debt (AoD) agreements with 421 students who did not qualify to be funded by the National Student Financial Aid Scheme (NSFAS).

SIU Spokesperson, Kaizer Kganyago, said the total value of the AoD amounts to R112 174 825,97.

“In addition to the AoDs, the SIU has made progress in recovering unallocated funds with the University of Fort Hare being the latest university to pay back unallocated funds of R277 666 450. This brings the total of recoveries to R1 165 887 062,” Kganyago said.

The SIU has so far recovered the following funds from institutions of higher learning:

•    West Coast College- R5 057 679.00
•    Northlink College- R33 369 404.97
•    Walter Sisulu University- R19 900 174.00
•    Nkangala TVET- R342 672.50
•    University of Mpumalanga- R33 668 138.19
•    University of Zululand- R58 088 144.65
•    University of Fort Hare- R277 666 450.00
•    University of Pretoria- R400 000 000.00
•    Majuba TVET College- R25 902 309.31
•    University of Johannesburg- R311 892 088.94

The SIU expressed its gratitude to the cooperative attitude of parents and unqualified NSFAS beneficiaries who have signed the acknowledgement of debt and agreed to repay the money over some time.

“The SIU is urging unqualified NSFAS beneficiaries who have not been in contact with the unit to come forward and arrange for repayment,” Kganyago said.

An SIU investigation has revealed that NSFAS failed to design and implement controls to ensure that there is an annual reconciliation between the funds disbursed to institutions of higher learning and the allocation of those funds to the students.

These control weaknesses have led to overpayments and underpayments of funds to the different institutions over the period of 2017 to date.

NSFAS has appointed a service provider to assist in performing the reconciliation via a “close-out reporting” process which is still ongoing.

Kganyago noted that the SIU is in terms of Proclamation R88 of 2022, authorised to investigate allegations of corruption and maladministration in the affairs of NSFAS and to recover any financial losses suffered by the State through corruption and negligence.

“The SIU is empowered to institute a civil action in the High Court or a Special Tribunal in its name, to correct any wrongdoing uncovered during both investigations caused by acts of corruption, fraud, or maladministration.

“In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU will refer any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action,” Kganyago said. – SAnews.gov.za

Help for struggling municipalities

Location: News

Help for struggling municipalities

To achieve rapid and inclusive growth, South Africa must address struggling municipalities and appoint qualified professionals to top positions.

This is according to President Cyril Ramaphosa who delivered a televised Opening of Parliament Address (OPA) on Thursday evening.

“Growth happens at a local level, where people live and work,” the President said.

The Head of State took the time to outline the government’s agenda, priorities, and policies for the next five years in a joint sitting of the newly constituted two Houses of Parliament.

The Opening of Parliament signifies the formal start of the parliamentary year following the May 29 General Elections.

President Ramaphosa said municipalities should provide social services and promote inclusive economic growth.

“They must work to attract investment. This approach can encourage businesses to expand and create more jobs in municipal areas. Investors are attracted to areas with reliable and modern infrastructure.”

eThekwini municipality

The President also spoke at length about the eThekwini Metropolitan Municipality, which is currently under the Presidential Working Group, to enhance support from the national and provincial government and turn the metro around.

“When I visited eThekwini earlier this year, I met with residents of the city, with local business leaders and municipal officials. They told me that they wanted to work together to build a city that they could be proud of again.”

He said the group was working around the clock to fix the problems in water and sanitation to attract new investment.

“We will extend the same approach to other metropolitan cities that face serious challenges so that our cities can be engines of growth and dynamic centres of opportunity.

“eThekwini must be restored to its former glory,” he stressed.

Simplifying and speeding up planning and regulatory processes can make it easier for businesses to invest and operate in a municipality, thus creating more jobs.

“As the national government, we have both a Constitutional responsibility and a clear electoral mandate to assist municipalities in the effective exercise of their powers and functions.

“We will ensure that the institutional structure and funding model for local government is fit-for-purpose and that municipalities are financially and operationally sustainable.”

Qualified professionals

In addition, the President assured South Africa that government will ensure the appointment of capable, qualified people to senior positions in municipalities as well as independent regulation and oversight of the appointment process.

“As an immediate priority, we will bring stability to governance in our metros and restore the delivery of services. We have already begun this work,” he said.

On Tuesday, newly appointed Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, said the seventh administration was committed to working towards turning around dysfunctional municipalities.

Hlabisa used his Budget Vote Speech to acknowledge some of the challenges faced by local municipalities.

He said the department will continue to implement and enforce compliance with Municipal Support and Intervention Plans (MSIPs) and employ financial recovery plans in distressed municipalities.

The Minister said the current leadership plans to prioritise five additional municipalities that are in severe financial and governance distress which has negatively impacted service delivery.

Some of the five additional municipalities that will receive attention include Ditsobotla in the North West, Kopanong and Mafube in the Free State, Emfuleni in Gauteng and Thabazimbi in Limpopo. – SAnews.gov.za

Modern technology to help fight crime

Location: News

Modern technology to help fight crime

A heightened focus on the use of modern technology to help with crime prevention efforts will continue to be a key priority of the seventh administration.

“A data-driven approach will be used to identify violent crime hotspots and inform the allocation of policing resources alongside prevention measures,” President Cyril Ramaphosa said at the Opening of Parliament Address (OPA) on Thursday.

The President was outlining apex focus areas for the next five years, which will be driven by the Government of National Unity (GNU). After the National and Provincial Elections in May produced no outright majority winner, various political leaders were tasked to work together to form a Government of National Unity, comprised of 10 political parties.

In his address tonight, President Ramaphosa said the country must have capable, sophisticated and independent law enforcement agencies that can fight complex and organised crime.

He committed that the Government of National Unity will continue to tackle priority crimes, including illegal mining, gang violence, cash-in-transit heists and the construction mafia, through specialised police units.

“We will continue to implement the National Strategic Plan (NSP) on Gender-Based Violence and Femicide (GBVF), and expand victim support services, like the Thuthuzela Centres and GBV desks in police stations,” President Ramaphosa said.

Land reform

Switching focus to the land reform programme, the President announced that government will increase the funding thereof, prioritise the transfer of State land and improve post-settlement support by strengthening the institutional capacity of the structures relevant to the programme.

“To achieve rapid, inclusive growth, we need to fix our struggling municipalities. Growth happens at a local level, where people live and work.

“Our municipalities must become both the providers of social services and facilitators of inclusive economic growth. They must work to attract investment,” President Ramaphosa said.

Meanwhile, the President expressed words of comfort to families affected by floods in the Western Cape and veld fires in KwaZulu-Natal.

Thousands of people across the Western Cape were left destitute after storms damaged their homes, including businesses and infrastructure in the province.

“In recent days, we have witnessed runaway fires in KwaZulu-Natal, in which 14 people, including six firefighters, lost their lives. The fires also caused the destruction of homes, livestock and grazing land.

‘The thoughts of all South Africans are with all those people who have been subjected to these terrible weather conditions as they work to recover and rebuild,” President Ramaphosa said. – SAnews.gov.za

Efforts to professionalise the public service underway

Efforts to professionalise the public service underway

The Government of National Unity has committed to proceeding with the work already underway to professionalise the public service as well as ensure that government attracts into the state people with skills, capabilities and integrity.

Delivering the Opening of Parliament Address in Cape Town, President Cyril Ramaphosa said one of the strategic priorities of the Government of National Unity was to build a capable, ethical and developmental state.

“We will continue to fight corruption and prevent undue political interference in the administration of the state. In this administration, we will complete the work to restore the financial position and operational performance of our state-owned enterprises (SOEs).

“We will complete the implementation of a new centralised ownership model for SOEs. This will improve accountability, transparency, governance and oversight, while reducing inefficiency and the potential for corruption,” the President said on Thursday.

He said the establishment of a state-owned SOE holding company will give South Africa greater capacity to build a sovereign wealth fund.

“This has been done successfully by other countries whose sovereign wealth funds have built up capital from the high performance of the state owned enterprises rather than from the fiscus.”

Fighting crime

President Ramaphosa said in order to tackle crime and corruption, the country must have capable, sophisticated and independent law enforcement agencies that can fight complex and organised crime.

“We will deploy modern technology to assist crime fighting. A data-driven approach will be used to identify violent crime hotspots and inform the allocation of policing resources alongside prevention measures,” the President said.

Government will also continue to tackle priority crimes like illegal mining, gang violence, cash-in-transit heists and the construction mafia through specialised police units.

“We will continue to implement the National Strategic Plan on Gender-Based Violence and Femicide, and expand victim support services, like the Thuthuzela Centres and GBV desks in police stations,” he said.

Work in the seventh administration will also prioritise driving inclusive growth and job creation as well as reducing poverty and tackling the high cost of living. – SAnews.gov.za

Strategy session to consider Medium-Term Development Plan

Cabinet will be convening a further strategy session to consider the Medium-Term Development Plan, which will translate the Government of National Unity priorities into a detailed plan and interventions that government will implement over the next five years.

Delivering the Opening of Parliament Address (OPA) at the Cape Town City Hall on Thursday evening, President Cyril Ramaphosa said the plan will set out a well-defined vision and strategic plan that outlines clear goals and includes specific, measurable objectives and a roadmap for achieving them.

“These goals will be properly aligned with the Budget, which will support the implementation of these objectives. In all this work, the National Development Plan Vision 2030 remains the defining blueprint for our country’s growth and development.

The National Development Plan aims to eliminate poverty and reduce inequality by 2030.

“We will also draw inspiration from the United Nations Sustainable Development Goals and the African Union’s Agenda 2063 in crafting our Medium-Term Development Plan,” President Ramaphosa said.

The President noted that the recent Cabinet Lekgotla underscored the determination of all members of the Government of National Unity to work together to advance the interests of all South Africans.

President Ramaphosa punts an economy that grows for all

President Cyril Ramaphosa has assured South Africans that the parties in the Government of National Unity have committed to putting the wishes of the citizens first and driving the country forward with “great urgency” to grow an economy for all.

The President was delivering the Opening of Parliament Address (OPA) to a joint sitting of the newly constituted two Houses of Parliament on Thursday evening.

Reflecting on the last 50 days in South Africa – in which South Africans braved weather and circumstance to take to the polls – President Ramaphosa told the two Houses of Parliament that South Africans have, through the ballot, unequivocally made their voices heard.

“Through their votes, they determined that the leaders of our country should set aside their political differences and come together as one to overcome the severe challenges that confront our nation.

“They sent a clear message that without unity, cooperation and partnership, our efforts to end poverty, unemployment and inequality will not succeed. Guided by this directive from the people, political parties from across the political spectrum have elected to establish a Government of National Unity [GNU].

“In an act that is unprecedented in our democratic history, ten political parties represented here in our Parliament have agreed to craft a common programme to build a better, more equal and more just South Africa. They have come together, despite their differences, because they share a commitment to a nation that is united, prosperous and inclusive,” President Ramaphosa said.

The President explained that through the Statement of Intent signed by all the political parties, a commitment has been made to “respect the Constitution and the rule of law and to promote accountability, transparency, integrity and good governance”.

Furthermore, the work of the Government of National Unity will be guided by an agreed upon Minimum Programme.

“The priority actions that arise from this minimum programme received the full support of the recent Cabinet Lekgotla, which brought together newly-appointed Ministers, Deputy Ministers and Premiers. Local government representatives, directors-general and other key officials were also in attendance.

“Cabinet will be convening a further strategy session to consider the Medium-Term Development Plan, which will translate these priorities into a detailed plan and interventions that government will implement over the next five years.

“The Medium-Term Development Plan will set out a well-defined vision and strategic plan that outlines clear goals and includes specific, measurable objectives and a roadmap for achieving them. These goals will be properly aligned with the Budget, which will support the implementation of these objectives,” he said.

An economy that grows for all

A key priority outlined by President Ramaphosa is the need to determinedly grow a South African economy that is inclusive and leaves no-one behind.

“The circumstances of the South African people today require that we act together as the Government of National Unity and all key role players in our country with great urgency, boldly and decisively,” President Ramaphosa said.

On this front, the President said economic growth will be “at the centre of the work of the Government of National Unity and at the top of the national agenda”.

“The Government of National Unity will pursue every action that contributes to sustainable, rapid economic growth and remove every obstacle that stands in the way of growth.

“We are determined that growth must be inclusive. It must be transformational. Inclusive growth must drive the redistribution of wealth and opportunity. It must support the empowerment of black South Africans and women, and all those who in the past had been relegated to the fringes of the economy.

“This is part of the constitutional imperative to redress the imbalances of the past and deal with the slow process of development,” he said.

The President insisted that in order for inclusive growth to occur, women and youth must take and be affirmed of their place in the economy.

Furthermore, the barriers to the full participation of persons with disabilities and other vulnerable groups to also participate in the economy must be dismantled.

Those living in South Africa’s rural areas will also not be forgotten.

“We will support the growth of rural enterprises and invest in public infrastructure in under-serviced areas.

“We will increase funding to land reform, prioritise the transfer of state land and improve post-settlement support by strengthening the institutional capacity of responsible structures,” he said.

President Ramaphosa highlighted that pursuing policies of empowerment and transformation for groups previously left out of the economy will create an environment where “the skills, capabilities, resources and energies of all South Africans are used to the greatest effect”.

“We will continue to pursue programmes that encourage broad-based black economic empowerment, employment equity and support to small- and medium-sized enterprises.

“We will continue to protect and uphold the hard-won rights of workers, and continually strive to improve the conditions in which they work and live,” the President said. – SAnews.gov.za

Building a better SA, weaver bird style

Location: News

Building a better SA, weaver bird style

Just as friends and families often pull together to ensure a roof over the heads of their loved ones, or their general well-being, President Cyril Ramaphosa has appealed to the larger South African family to behave as weaver birds who give their all to build and cooperate.

The call to become birds of a feather, was made by President Ramaphosa as he delivered the Opening of Parliament Address (OPA) on Thursday night, at the Cape Town City Hall.

“We would like all of us as South Africans to behave like ‘weaver birds’. Weavers are among the most gregarious birds in that they build complex structures together and cooperate.

"Despite all the challenges, despite our differences, despite all the headwinds, as South Africans we are called upon to remain firmly committed to pursue the path of cooperation, growth and inclusion,” said President Ramaphosa who set the tone of the seventh administration’s Government of National Unity (GNU).

The formation of the GNU follows the 29 May historic National and Provincial Elections which produced no outright winner necessitating the formation of the GNU which is made up of 10 parties represented in the seventh Parliament.

Indlulamithi Scenarios

Exactly fifty days since South Africa held the elections, the President, in emphasising the need for us to look after one another, referred to the Indlulamithi Scenarios 2035.  The scenarios were the result of a diverse group of partners and stakeholders from across society coming together to consider various scenarios for the future of South Africa Inc.

One of the scenarios they described was the ‘The Recrimination Nation’, using the loud Hadeda bird as its symbol. This described a situation of inaction, where the country’s problems go unresolved, and where everyone blames each other for South Africa’s ills. This scenario painted a picture of the country going into decline.

The second scenario, symbolised by a vulture, painted a picture of a desperate nation governed by a populist coalition whose main objective is self-enrichment and patronage. This scenario saw investment confidence being eroded, the growth path being low and unemployment, poverty and inequality remaining extremely high.

Stakeholders and partners also described a scenario they called ‘The Cooperation Nation’, symbolised by the social weaver birds.

“This scenario paints a picture where after disruptions and protests there is a coming together of political parties, the state, private sector and civil society in order to jointly identify priorities and leveraging the strength of each.

"There is change in the form of governance and reform that leads to the economy growing, with more investment attracted, leading to the reduction of unemployment, inequality and poverty," the President explained.

"By establishing the Government of National Unity, by preparing for a National Dialogue, we have deliberately set ourselves along the path towards a ‘cooperation nation’,” he said.

With the country charting its path in the new GNU, the President reflected on the democratic South Africa’s founding President, Nelson Mandela, who is being remembered today through the Mandela Day initiative.

“Thirty years ago, President Nelson Mandela stood before this House to reflect on the first 100 days of the first Government of National Unity.

"Recognising the different views of the diverse parties within the government, he said: ‘What brings us together is the overriding commitment to a joint national effort to reconcile our nation and improve its well-being.”

President Ramaphosa said the same could be said of the current GNU parties who share a commitment to reconcile the nation by advancing social justice and equal prosperity for all.
“We are committed to improve the well-being of our country and its people through inclusive growth, the creation of jobs and the reduction of poverty. This is an undertaking that involves us all.”

National Dialogue

To address the laundry basket of South Africa’s challenges, President Ramaphosa spoke to the holding of a National Dialogue and to agree on what needs to be done to achieve a better future.

Having announced the National Dialogue commitment at the Presidential Inauguration on 19 June, the President said people across society have expressed their support for the dialogue.

“They have said it should involve all key stakeholders in the life of our country, representing civil society, traditional leaders, the faith-based sector, labour, business, cultural workers, sports people and other formations representing the diverse interests and voices of our citizens.

“Following the example set by historic events, such as the Congress of the People in 1955, the Conference for a Democratic Future in 1989 and the CODESA talks in the early 1990s and drawing on the experience of the writing of our new democratic constitution in 1996, we envisage a National Dialogue that involves extensive and inclusive public participation.”

He added that government will seek to forge a common vision and build a comprehensive social compact with a clear programme of action to realise aspirations for the country.

“Through this National Dialogue, we are called to be agents of change, to be champions of inclusive growth, to be creators of opportunity,” said the President.

While we may not have a crystal ball to gaze into collective South Africa's future, what is certain is that if we all remain eagle-eyed, South Africa will be better for all.

“We have an opportunity to make South Africa a better nation,” said the President. SAnews.gov.za

Government pushes for affordable healthcare for all

Equitable, accessible, affordable, and quality healthcare, will be high on the agenda of the seventh administration, over the next five years.

“An important task of the next five years is to ensure that we also reduce the high cost of living by ensuring that everyone in South Africa has equal access to equitable, accessible and affordable quality healthcare.”

As the government moves forward with implementing the National Health Insurance (NHI), the President said that the State will concentrate on strengthening healthcare infrastructure, enhancing the training of healthcare personnel, and utilising technology to improve healthcare management.

“While there is much contestation around the NHI, there is broad agreement that we must draw on the resources and capabilities of both the public and private sectors to meet the healthcare needs of all South Africans equally,” he said.

In his address on Thursday night, the President outlined the new government’s agenda, priorities, and policies for the next five years during a joint sitting of the newly constituted two Houses of Parliament (National Assembly and the National Council of Provinces).

The Opening of Parliament signifies the formal start of the parliamentary year, following the May 29 elections.

“In implementing the NHI, we are confident that we will be able to bring stakeholders together, and that we will be able to resolve differences and clarify misunderstandings.”

Last week, Health Minister, Dr Aaron Motsoaledi, emphasised the department’s commitment to forge ahead with implementing the NHI in phases, in his Budget Vote Speech.

He announced that the implementation of the NHI was already in phase 2.

The Minister told Parliamentarians that there was no debate that South Africa is one of the most unequal societies in the world.

“If you want to see what inequality means, come to the health sector in South Africa. Within the borders of the same country, some are getting world-class healthcare, while others get such poor healthcare, you may believe we live in different countries,” he said at the time.

However, he said the country can no longer sustain such “gross inequality”.

South Africa’s ‘renewable energy revolution’ a tantalising prospect

South Africa's 'renewable energy revolution' a tantalising prospect

President Cyril Ramaphosa has touted South Africa’s “renewable energy revolution” as one that will foster “significant growth and job creation in the next decade and beyond”.

The President was delivering the Opening of Parliament Address (OPA) at the Cape Town City Hall on Thursday evening.

South Africa bears a climatic advantage which allows the country to draw energy from, among others, the sun and the wind. Added to that, the country boasts the critical presence of rare earth minerals needed for renewable energy technologies.

“As we undertake a just transition towards renewable energy, South Africa must create a green manufacturing sector centred on the export of green hydrogen and associated products, electric vehicles and renewable energy components.

“We have seen, for example, how the Northern Cape has already attracted billions of Rands of investment in renewable energy projects. South Africa is undergoing a renewable energy revolution that is expected to be the most significant driver of growth and job creation in the next decade and beyond,” the President said.

Government has also worked hard to open the door to renewable energy independent power producers to take up projects to not only strengthen the grid but create employment opportunities as well.

“We already have a huge pipeline of renewable energy projects, representing over 22 500 MW of new generating capacity, estimated to be worth around R400 billion in new private investment. Investments such as these will create many jobs.

“Just this week, we saw the largest-ever private energy project connect to the grid near Lichtenburg in the North West, with over 390 000 solar panels that will add 256 MW to the grid.

“We will see more of these projects taking shape across our country in the months and years to come. As these investments reach fruition more jobs will be created,” he said. – SAnews.gov.za

GNU to add more tax-exempt food items

GNU to add more tax-exempt food items

As South Africa grapples with high poverty levels and the cost of living, the Government of National Unity (GNU) will look to expand the range of essential food items exempt from value-added tax (VAT).

President Cyril Ramaphosa announced on Thursday that the GNU will undertake a comprehensive review of administered prices, including the fuel price formula, to identify areas where prices can be reduced.

The President said the 10 GNU parties have resolved to dedicate the next five years to actions that will advance three strategic priorities. These include driving inclusive growth and job creation, reducing poverty and tackling the high cost of living, and building a capable, ethical and developmental State.

The Head of State believes that a robust and inclusive strategy to alleviate poverty is essential to safeguard and assist the most vulnerable in society.

“Even at a time when many companies are making large profits, millions of South Africans are suffering as a result of rising prices.”

The President delivered his Opening of Parliament Address (OPA) in Cape Town, outlining the government’s agenda, priorities, and policies for the next five years during a joint sitting of the two newly constituted Houses of Parliament.

Income to support the unemployed

The government has implemented various interventions to support the unemployed, including the introduction of the Social Relief of Distress (SRD) Grant during the COVID-19 pandemic, said the President.

“The SRD Grant has provided a lifeline to millions of unemployed people.”

He announced that the state would use this grant as a basis for introducing a sustainable form of income support for unemployed people to address the challenge of income poverty.

“We must ensure that local governments properly implement the indigent policy so that the old, the infirm and the poor can get assistance with the payment of basic services.

“Importantly, we will link social assistance with other forms of support to lift people out of poverty.”

He acknowledged the impact that a well-functioning and quality education system has on both reducing poverty and driving inclusive economic growth.

Asset poverty

In addition, President Ramaphosa said asset poverty was one of the underlying causes of abject poverty, which exacerbates the high cost of living among people.

“The provision of title deeds for land and subsidised housing provides people with assets that they can use to improve their economic position.

“Income poverty is also one of the underlying causes of poverty,” he added.

The most effective way to address poverty is by ensuring that people have access to jobs.

To create more jobs for South Africans, he said the seventh administration will focus on processing minerals so that the country exports finished products rather than raw commodities.

“We will pursue a smart industrial policy that focuses on the competitiveness of our economy, and that incentivises businesses to expand our exports and create jobs.

“We will continue to work with stakeholders to develop and implement Master Plans to grow important industries, increase investment, create jobs and foster transformation.

“We are convinced that small businesses and the informal sector hold the greatest potential for inclusive growth and job creation,” said the President. – SAnews.gov.za

GNU looks to SA becoming a “construction site”

GNU looks to SA becoming a "construction site"

The face of the South African landscape is set for a significant upgrade, with a massive investment in infrastructure expected over the next five years.

“From our largest metros to our deepest rural areas, we have a clear intention to turn our country into a construction site, as roads, bridges, houses, schools, hospitals and clinics are built, as broadband fibre is laid and as new power lines are installed,” President Cyril Ramaphosa said on Thursday.

Delivering the Opening of Parliament Address (OPA) in Cape Town, the President stressed the importance of engendering a culture of maintenance of public infrastructure, while also dedicating resources and establishing systems to ensure this.

“In the next five years, working together, drawing on our collective capabilities [in the Government of National Unity], we will forge a new inclusive growth path for South Africa by pursuing a massive investment in infrastructure. Significant projects are underway around the country in areas such as transport, roads, water, energy and human settlements.

“We will massively increase the scale of investment in infrastructure through a more holistic and integrated approach, positioning Infrastructure South Africa as the central institution of coordination and planning,” the President said.

He said government is simplifying the regulations on public-private partnerships to enable greater investment in both social and economic infrastructure development.

“As the Government of National Unity (GNU), we are resolved to intensify our investment drive, encouraging and enabling businesses to invest in productive capacity. These investments will lead to increased employment creation for unemployed South Africans especially for young people,” President Ramaphosa said.

After South Africans took to the polls on 29 May, the General Election results produced no outright majority winner – tasking various political leaders to work together to form a Government of National Unity, much like what was required at the dawn of democracy in 1994.

Some 10 political parties are part of the GNU, with leaders from some of those political formations appointed as Ministers and Deputy Ministers.

With the work of the seventh administration set to commence, the Government of National Unity has resolved to dedicate the next five years to actions that will advance three strategic priorities that include driving inclusive growth and job creation, reducing poverty and tackling the high cost of living, as well as building a capable, ethical and developmental State.

Improving passenger rail network

With so many people living far from economic opportunities and services, transport costs take up a large part of people’s income and drive up the cost of living.

“An immediate priority is therefore to complete the recovery of the passenger rail network across the country to enable people to travel from outlying areas to city centres. Around 80% of commuter rail corridors are now back in operation, and nearly 300 vandalised stations have been refurbished, providing safer and more efficient services to commuters,” Ramaphosa said.

Through the implementation of the Freight Logistics Roadmap, government will continue with reforms to transform South Africa’s freight logistics system.

“To drive inclusive growth, we need an efficient freight rail network to carry our minerals, agricultural produce and manufactured goods to market. The work we are doing with business and unions through the National Logistics Crisis Committee has already contributed to improvements in the operational performance of freight rail and ports,” the President said. – SAnews.gov.za

Call to support the vulnerable in society

Call to support the vulnerable in society

In honour of the former President of South Africa and Nobel Peace Prize winner, Nelson Rolihlahla Mandela, government has encouraged South Africans to work together to uplift those who are less fortunate in society.

“If we are to truly honour Nelson Mandela’s legacy, we ought to cultivate a culture of working together to ensure that the vulnerable are supported and feel a part of our society,” the Government Communication and Information System (GCIS) Acting Director General Nomonde Mnukwa, said on Thursday.

This as South Africa joins the global community in commemorating Mandela’s legacy on 18 July 2024 for Nelson Mandela International Day, also known as Mandela Day.

“The principle of building a caring and better world was always central to who Nelson Mandela was. For the 67 years that he spent in prison, fighting for the freedom of South Africa, the government calls upon everyone to spend at least 67 minutes doing something that will have a positive impact and bring lasting change to the lives of those in our communities.

“Individuals, communities, and businesses are encouraged to support a charity or help the less fortunate, including those affected by floods and other natural disasters that have recently impacted South Africa,” Mnukwa said.

This year’s Nelson Mandela International Day is celebrated under the theme: “It’s still in our hands to combat poverty and inequity” .

“The government remains committed to providing social assistance through grants to poor and vulnerable South Africans. The social assistance programme is at the heart of the government’s poverty alleviation efforts and central to restoring the dignity of citizens. Through Nelson Mandela’s values and dedication to the service of humanity, let us remain inspired to become a united and prosperous nation,” she said.

The 2024 Mandela Day holds special significance because on this day in 1994, former President Mandela presided over the first Government of National Unity.

“Coincidentally, President Cyril Ramaphosa will deliver the first Opening of Parliament Address of the seventh Administration under the Government of National Unity on the same day.

“Additionally, 2024 marks the 30th anniversary of the birth of South Africa's democratic government, a milestone that Nelson Mandela was instrumental in achieving. Globally, he became the symbol of freedom and democracy,” said Mnukwa.

“As South Africa celebrates 30 years of freedom and democracy, let us express our gratitude towards those who sacrificed their lives to lay the foundation for today’s freedom.”  – SAnews.gov.za

Guests lay out expectations ahead of OPA

As the sun sets in Cape Town and momentum starts building towards President Cyril Ramaphosa’s delivery of the Opening of Parliament Address (OPA), guests have been laying out their expectations on what the President will deliver in his speech.

Anticipation is in the air as the President is about to reveal what the seventh administration – made up of the Government of National Unity – has in store for South Africans.

Guests speaking to SAnews laid out a variety of issues that they expect the President to address.

Minister of Water and Sanitation, Pemi Majodina, said: “We’re waiting for him to address water issues in the country and job creation. I also expect him to address how municipalities that are struggling to provide services will be assisted because our people have told us that they have had enough.”

Small Business Development Minister Stella Ndabeni-Abrahams said: “I’m expecting the President to outline the priorities of the Government of National Unity, which already are found in the Statement of Intent that the parties signed.

“At the centre of it is how do we make South Africa work… creating more jobs, supporting small businesses and ensuring that we provide better services to our people.”

Limpopo Premier Phophi Ramathuba said she hopes President Ramaphosa will address how rural economies can be developed for the benefit of those who live in those areas.

“People are following economic opportunities and people are following jobs. So we are looking at an inclusive economy. The President should address some of those issues on how would we unlock investments and investments must not just come as commitments.

“They must come with growth and development. Once there is development, jobs will start to come in and when people get jobs where they are staying, there’s no need to migrate,” Ramathuba said.

Former Minister of Defence and Military Veterans, Thandi Modise, called on the President to explain to South Africans how participants in the Government of National Unity have come together for the betterment of the country.

“I expect that the President will bring together those in government. I also expect that he will be able to satisfy us that there is cohesion; there is finding of each other [on] the different strengths that are now in Cabinet and that he will pull them together on behalf of us as South Africans,” Modise said. – SAnews.gov.za

Mpox outbreak remains under control, says Health

Mpox outbreak remains under control, says Health

The Department of Health has reassured South Africa that the current Monkeypox, or Mpox, disease outbreak remains under control.

This is despite several suspected cases reported across the country due to heightened awareness and surveillance activities, the department said on Thursday.

The Gauteng Department of Education retracted a statement this morning after it said a case of the infectious disease was reported at a Hammanskraal school in Gauteng.

The provincial department admitted that it may have “acted prematurely” in confirming the case without verification from the National Institute for Communicable Diseases (NICD) and apologised for the confusion.

According to the Department of Health, there have been 22 positive cases reported since May of this year. This includes 16 recoveries, three deaths and three active cases.

“Thus, the department would like to urge people who experience suspected Mpox symptoms, with or without international travel history, to present themselves to a health facility for clinical observation, confine themselves to one place and avoid gatherings until their laboratory test results are available,” a statement read.

The department said suspected cases are treated with confidentiality during contact tracing and case investigation.

“However, the department will always strike a balance between the privacy of individuals and letting them know they may be at risk of infection for the benefit of public health.”

The department urged all identified and suspected contacts to cooperate with health officials during contact tracing for screening and possible diagnosis to prevent further transmission of the preventable and treatable disease.

Some of the common symptoms of Mpox include a rash, which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.

“The healthcare workers understand the importance of confidentiality in managing reported and suspected cases of notifiable medical conditions.” – SAnews.gov.za

Repo rate remains at 8.25%

Location: News

Repo rate remains at 8.25%

The South African Reserve Bank’s monetary policy committee (MPC) has decided to keep the repo rate at 8.5% for the seventh time in a row, despite a slight improvement in the inflation rate.

Reserve Bank Governor Lesetja Kganyago announced the decision following the July MPC meeting in Pretoria.

Four members voted to keep the rate unchanged, while two preferred to cut it by 25 basis points.

“In discussing the stance, MPC members agreed that restrictive policy remains appropriate to stabilise inflation at 4.5%. The committee assessed that an unchanged stance remained appropriate, given the inflation risks.

“Some members, however, were of the view that the inflation outlook had improved enough to reduce the degree of restrictiveness,” Kganyago said on Thursday.

This means that the current prime lending rate remains at 11.75%, based on a repo rate of 8.25%.

However, Kganyago said the Bank remains concerned about administered prices.

“We have had to mark up electricity inflation for this forecast round, even as other categories shifted lower,” he said, adding that services price inflation also remains uncomfortably above the mid-point.

He spoke at length about inflation. The most recent headline print for May was 5.2%, unchanged from April and still in the top half of the target range.

“The outlook, however, has improved somewhat. Headline consumer price inflation for this year is now projected at 4.9%, compared to 5.1% at the previous meeting.”

Meanwhile, Kganyago predicted that in the next few quarters, the headline is expected to drop below the 4.5% midpoint, mainly due to fuel and food prices.

“This outlook is supported by the stronger rand. The implied starting point for our forecast is now at R18.35 to the US dollar. Over the medium term, we continue to see inflation stabilising at 4.5%, with core inflation remaining close to this midpoint objective throughout.”

The Governor said the forecast continues to see rates easing into more “neutral territory” by next year.

“As before, the rate path from the Quarterly Projection Model remains a broad policy guide, changing from meeting to meeting,” he said.

He said the decisions of the MPC will continue to be data-dependent and “sensitive” to the balance of risks to the outlook.

“We are committed to stabilising inflation at the mid-point of the target band. Achieving this outcome will improve the economic outlook and reduce borrowing costs.”

Kganyago stressed the committee’s views on additional measures that would improve economic conditions.

He mentioned the need to achieve a reasonable public debt level, enhance the operation of network industries, reduce controlled price inflation, and align real wage growth with productivity gains.

Opening of Parliament a time of reflection, renewal

Opening of Parliament a time of reflection, renewal

The opening of Parliament is a time of reflection and renewal where the nation looks to its leaders for guidance, vision and assurance, says Police Minister Senzo Mchunu.

“Our role as the police is ensuring the safety and security of this event and that cannot be overstated,” he said on Thursday, speaking at the police’s operational readiness parade held at the Castle of Good Hope.

Mchunu said the National Joint Operational and Intelligence Structure (NATJOINTS) played a fundamental role in ensuring that the country remains safe, particularly during events of national significance.

He told the gathering of police, military officials and security officials tasked with ensuring that the Opening of Parliament takes place under a secure environment that “every action they take should be within the bounds of law, respecting the fundamental freedoms that are the bedrock of democracy”.

“Your duty is to protect the rights of individuals even as you safeguard the state. Our mission remains clear, to protect and serve the people of South Africa with honour and courage,” Mchunu said.

He urged the law enforcement agencies to remain vigilant, stay united and continue to uphold the principles that guide the service.

“Let us work together to ensure that this event proceeds without incident, showcasing the strength and stability of our nation.

“I want to extend my deepest gratitude and appreciation to each one of you. Your unwavering dedication and commitment to safeguarding our nation are the pillars upon which our democracy stands,” Mchunu said.

Defence Minister Angie Motshekga said their role was to support the police. “We are here to support the police and we are ready to protect the nation,” she said.

On Wednesday, the NATJOINTS said it was ready to police the 2024 Opening of Parliament Address.

The NATJOINTS has this year successfully policed a number of major events, including the 2024 National and Provincial Elections, the first sitting of the National Assembly and Provincial Legislatures as well as the Presidential Inauguration.

Today’s parade consisted of all law enforcement agencies, including the South African Police Service (SAPS), the South African National Defence Force (SANDF), the National and Provincial Traffic Management and the City of Cape Town Metro Police Department. – SAnews.gov.za
